evidence that the scheme is working. We are helping young people who can | :07:35. | :07:38. | |
afford a mortgage payment get a home of their own even if they don't have | :07:39. | :07:42. | |
a rich mum and dad who can give them the deposit. The house market wasn't | :07:43. | :07:48. | |
working for them. Builders wouldn't build unless buyers could buy. There | :07:49. | :07:55. | |
are 7313 purchases in the first six months of the scheme. That is just | :07:56. | :08:00. | |
1.3% of all residential completions over the same period. 80% of those | :08:01. | :08:06. | |
purchases were first-time buyers. And crucially, the majority were | :08:07. | :08:10. | |
outside London. And the south-east saw the greatest demand. And whilst | :08:11. | :08:18. | |
that suggested is having little impact on prices in London, critics | :08:19. | :08:22. | |
say the scheme is still damaging. The new extended help to buy also | :08:23. | :08:26. | |
applies to purchases of existing homes as well as new-build | :08:27. | :08:32. | |
properties, and critics say that is inflating prices without addressing | :08:33. | :08:36. | |
supply. Demand is outstripping supply, and we can see that in terms | :08:37. | :08:39. | |
of the strong growth in house prices. So help to buy is not | :08:40. | :08:44. | |
necessarily helping people to get on the housing ladder when it is | :08:45. | :08:49. | |
pushing up house prices and causing housing to become less affordable. | :08:50. | :08:53. | |
The Bank of England's governor has already warned that a booming | :08:54. | :08:55. | |
housing market could threaten stability, and with a rise in | :08:56. | :09:00. | |
interest rates creeping closer, maintaining that could be more | :09:01. | :09:01. | |
