The Prime Minister unveils a major Cabinet reshuffle as more

:00:00.:00:08.

women and a younger generation are promoted to the top table.

:00:09.:00:12.

:01:17.:01:35.

Good afternoon and welcome to the BBC News at One.

:01:36.:01:37.

It's the most significant reshuffle of his cabinet since the

:01:38.:01:40.

David Cameron has been unveiling the changes this morning which are

:01:41.:01:46.

The biggest surprise was the departure of Michael Gove

:01:47.:01:51.

from his job as Education Secretary and the appointment

:01:52.:01:54.

of the relatively unknown minister, Nicky Morgan, who takes his place.

:01:55.:01:57.

The new Foreign Secretary will be Philip Hammond after William Hague

:01:58.:02:03.

announced his decision to step down last night.

:02:04.:02:05.

Mr Cameron has now doubled the number of women in the Cabinet

:02:06.:02:08.

Our political correspondent, Robin Brant, reports.

:02:09.:02:16.

Still and motionless on the outside, but behind the front door, David

:02:17.:02:22.

Cameron is making big changes. It is the most significant shake-up of his

:02:23.:02:26.

team since he became Prime Minister. And guess who is happy. Nicky Morgan

:02:27.:02:31.

is the new Education Secretary. The Cabinet has a working mum in it once

:02:32.:02:36.

again. She is one of several women who have been promoted. She will sit

:02:37.:02:42.

alongside Liz Truss. Still in her 30s, she is the new Environment

:02:43.:02:46.

Secretary. Esther McVey also gets to the top, kind. She will attend

:02:47.:02:51.

Cabinet but stays in her junior job as employment minister. The former

:02:52.:02:56.

TV presenter will reprise what she did before politics. Expect to see

:02:57.:02:59.

and hear a lot of on TV, pushing the Conservative case. Hello, my name is

:03:00.:03:07.

Michael. You will hear a lot more hellos on the airwaves from this man

:03:08.:03:12.

as the Conservatives go into full election fighting mode. Even though

:03:13.:03:16.

Michael Gove has been demoted today. He arrived at Downing Street to be

:03:17.:03:20.

told he is out of education. Some saw him as a crusader for reform,

:03:21.:03:26.

other hated -- others hated what they called his old-fashioned,

:03:27.:03:27.

antagonistic approach. William Hague announced last night

:03:28.:03:36.

he is quitting as Foreign Secretary, unusually he stays on in the cabinet

:03:37.:03:41.

with a campaigning role. Philip Hammond steps up from defence to

:03:42.:03:42.

become the new Foreign Secretary. Nicky Morgan takes over at

:03:43.:03:58.

education. Liz Truss is now in charge at environment. Esther McVey

:03:59.:04:01.

also attends Cabinet but she is not actually in it. There is a balance

:04:02.:04:08.

between experience on the one hand and renewal. We are fortunate in our

:04:09.:04:11.

party to have some extremely talented people, now coming to the

:04:12.:04:17.

fore. So let's give them their opportunity. This reshuffle is

:04:18.:04:20.

fore. So let's give them their two things, how the government

:04:21.:04:23.

fore. So let's give them their and sounds to the voters. There is

:04:24.:04:26.

also a message from David Cameron to the people inside his own party.

:04:27.:04:30.

With William Hague moving sideways and Hammond moving up, it is looking

:04:31.:04:35.

a bit more Eurosceptic. The Tories are now clearly on an election

:04:36.:04:39.

footing. Emotions for big hitters like William Hague means less global

:04:40.:04:42.

campaigning with Hollywood stars, but more time to fight in the

:04:43.:04:47.

marginals. More women are being promoted today, but the risk is, for

:04:48.:04:52.

years in, it will be seen as presentation and little more. I

:04:53.:04:56.

think politics has to look and sound like Britain. When three quarters of

:04:57.:04:58.

the Cabinet are men, clearly like Britain. When three quarters of

:04:59.:05:03.

has fallen short. It just so happens this reshuffle comes on the day and

:05:04.:05:06.

pain is marked the anniversary of the birth of suffragette Emily

:05:07.:05:10.

Pankhurst. Long after she helped secure votes for women, the Cabinet

:05:11.:05:15.

and Conservative Party remains dominated by men.

:05:16.:05:17.

So among the biggest changes is Nicky Morgan's new job as

:05:18.:05:20.

Education Secretary - replacing Michael Gove, who's overseen

:05:21.:05:22.

the biggest shake-up of England's schools system for decades.

:05:23.:05:24.

So what impact will the change have on teachers and pupils?

:05:25.:05:27.

It is a new job indeed for the man who spent the past four years

:05:28.:05:38.

transforming education according to his vision. Instead of Education

:05:39.:05:45.

Secretary, Michael Gove is now Chief Whip. He

:05:46.:05:47.

Secretary, Michael Gove is now Chief political move. The divisive

:05:48.:05:57.

figure's radical reforms to schools and teaching have made him a hero to

:05:58.:05:59.

figure's radical reforms to schools some at an enemy to many. He has

:06:00.:06:04.

attracted vehement dislike from across the education establishment.

:06:05.:06:07.

Made clear at one teaching union conference. Gove must go. Today

:06:08.:06:14.

those same union celebrated his surprise departure from education. I

:06:15.:06:19.

have been in education for over 30 years and I think Muckle Gove is the

:06:20.:06:26.

most unpopular secretary of state for education with teachers that I

:06:27.:06:30.

have ever experienced -- I think Michael Gove is. Despite the anger,

:06:31.:06:36.

in some cases personal hatred directed at him, Mr Gove pressed on

:06:37.:06:41.

with his vision. He changed the school curriculum, toughened up GCSE

:06:42.:06:42.

and A-level exams and school curriculum, toughened up GCSE

:06:43.:06:46.

growth of academies and free schools, even teachers more control,

:06:47.:06:50.

allowing them to answer more directly to Whitehall and cutting

:06:51.:06:53.

out what he called local bureaucracy. He brought passion to

:06:54.:06:58.

the job to drive up standards. What he has done has got to work through.

:06:59.:07:03.

There are virtually no more changes he can make. He has been a great

:07:04.:07:07.

change in education and it is better he goes on to something else. Less

:07:08.:07:12.

than a year before the general election, a safe pair of hands has

:07:13.:07:15.

taken over the education brief. Nicky Morgan, a working mother who

:07:16.:07:20.

has quietly risen through the Whitehall ranks since being elected

:07:21.:07:24.

in 2010. Were you brought in to make peace after Michael Gove? It is

:07:25.:07:30.

unlikely she will undo Mr Gove's reforms or introduce radical ideas

:07:31.:07:33.

of her own, but it is hoped a less toxic figure will help win back

:07:34.:07:36.

support from teachers. As one of many new women in top jobs, it is

:07:37.:07:43.

also help she -- hope she will help sell David Cameron's government to

:07:44.:07:44.

voters. Our chief political correspondent,

:07:45.:07:46.

Norman Smith, A far more extensive reshuffle, what

:07:47.:07:56.

is your verdict? Normally they tend to be a nip and tuck job. This time

:07:57.:08:01.

David Cameron has grabbed the Cabinet by the scruff of its lapels

:08:02.:08:06.

and given it an almighty shake-up. He has fundamentally recast the

:08:07.:08:08.

conservative side of the coalition in a reshuffle that is more radical

:08:09.:08:12.

than anyone in Westminster had expected, not just in terms of the

:08:13.:08:17.

names that have gone. William Hague leaving the Foreign Office, Michael

:08:18.:08:21.

Gove leaving education. But in terms of the public face of the

:08:22.:08:25.

Conservative Party. It is an attempt to end the old school tie, old boy

:08:26.:08:29.

image of the Conservative Party and bring in many more women, doubling

:08:30.:08:34.

the number of women in the Cabinet, presenting a more feminine, more

:08:35.:08:36.

voter friendly face to the electorate. We have also seen a

:08:37.:08:41.

marked political shift, a much more hard edged Eurosceptic Conservative

:08:42.:08:48.

side of the coalition. Not just with the promotion of Philip Hammond to

:08:49.:08:52.

Foreign Secretary, a man who has openly countenanced leaving the

:08:53.:08:55.

European Union, but in the demise of many what I would call euro

:08:56.:08:59.

moderates, who have now left the government. What we are left with

:09:00.:09:05.

is, in effect, a war cabinet, a campaigning cabinet with one eye on

:09:06.:09:08.

the general election. What will be interesting is whether this shake-up

:09:09.:09:12.

is sufficiently radical to promote the other two parties, the Liberal

:09:13.:09:16.

Democrats and the Labour Party, to carry out their own reshuffles.

:09:17.:09:20.

And you can find the full details of the cabinet reshuffle on the BBC

:09:21.:09:24.

Egypt says it hasn't received an official response

:09:25.:09:31.

from the Palestinians to its proposal for a ceasefire in Gaza.

:09:32.:09:34.

Israel has approved the Egyptian plan but said

:09:35.:09:36.

if the rocket fire into Israel didn't stop, it was prepared to

:09:37.:09:39.

Our Middle East correspondent, Yolande Knell, reports.

:09:40.:09:49.

Smoke rising on the Gaza skyline once again. After an early-morning

:09:50.:09:58.

Israeli strike. This building took a direct hit, leaving more

:09:59.:10:01.

Palestinians to pick through rubble for their possessions. The number

:10:02.:10:05.

killed here has reached more than 190. But overnight, diplomatic

:10:06.:10:11.

efforts to end the two-way violence gathered pace. This was an Arab

:10:12.:10:18.

League meeting in Cairo. Egypt, a key player, said a time for a

:10:19.:10:23.

cease-fire, in order to mediate a longer term deal -- set a time for a

:10:24.:10:31.

cease-fire. Israel accepted but the factions in Gaza did not. We are

:10:32.:10:35.

here at the main hospital in Gaza city, one of the few locations where

:10:36.:10:39.

a mass officials feel they are safe enough from a possible Israeli

:10:40.:10:42.

attack to come out and speak to the media. -- where how mass

:10:43.:10:54.

the cease-fire proposal was discussed by everyone except us. We

:10:55.:10:59.

will continue defending our people and fighting. We are fighting to

:11:00.:11:07.

improve conditions. The cease-fire opposable is like an ambush. Soon,

:11:08.:11:10.

more Palestinian rockets were fired from Gaza. Here they were

:11:11.:11:16.

intercepted over the southern Israeli city of Ashkelon. As the

:11:17.:11:22.

sirens sounded, locals went rushing for cover. Now with no truce in

:11:23.:11:28.

place, Israeli officials are threatening to widen their military

:11:29.:11:35.

action. No country would sit idly by while its civilian population is

:11:36.:11:40.

subjected to terrorist rocket fire. Israel is no exception. If Hamas

:11:41.:11:48.

rejects the Egyptian proposal, and the rocket fire from Gaza does not

:11:49.:11:51.

cease, and that appears to be the case now, we are prepared to

:11:52.:11:56.

continue and intensify our operation to protect our people. Large numbers

:11:57.:12:02.

of Israeli troops remain along the Gaza border, awaiting orders.

:12:03.:12:07.

Meanwhile, the strategic efforts to try to end the fighting continued.

:12:08.:12:11.

-- continue. In a moment we'll be speaking to

:12:12.:12:14.

James Reynolds in Tel Aviv, We have heard that Israel has

:12:15.:12:27.

resumed air strikes in Gaza, can you confirm that? We can confirm that,

:12:28.:12:33.

we have seen those at strikes clearly from our rooftop position,

:12:34.:12:37.

five to the south and east of the Gaza Strip and a couple of short

:12:38.:12:41.

time ago to the North. Smoke has just dispersed from that. In the

:12:42.:12:45.

past few hours since the cease-fire was supposed to have come into

:12:46.:12:49.

effect, about 40 rockets fired by Miller to and groups in Gaza into

:12:50.:12:53.

Israel, including some of the longer range kind -- militant groups. One

:12:54.:13:01.

reached high -- a city about 100 miles from here. Hamas says it wants

:13:02.:13:06.

another of its activists released from Israeli jails and says it wants

:13:07.:13:10.

to see an end to the border restrictions imposed by Israel and

:13:11.:13:15.

Egypt. These were tightened after her master control of this small

:13:16.:13:20.

coastal strip seven years ago. -- after Hamas took control of the a

:13:21.:13:24.

lot of ordinary Palestinians we have spoken to agree there needs to be

:13:25.:13:28.

those kind of political achievements to come out of this conflict,

:13:29.:13:32.

especially after all of the bloodshed they have seen.

:13:33.:13:35.

Our Middle East correspondent, James Reynolds, is in Tel Aviv.

:13:36.:13:38.

Israel is threatening to intensify its military action

:13:39.:13:54.

It looks like that may be happening. It is a response to the rockets

:13:55.:14:01.

fired by Gaza. We have just come back from Ashdod, a few miles from

:14:02.:14:08.

Gaza. Week saw the damage caused by a rocket in a garden and we saw

:14:09.:14:12.

arguments between Israelis, one woman called for peace and another

:14:13.:14:17.

said Israel should continue its operation. We saw people shouting,

:14:18.:14:22.

saying cease-fire, what cease-fire? They wanted their government to

:14:23.:14:26.

continue. If they look weak and stop,

:14:27.:14:38.

There's been an unexpected and sharp rise in inflation.

:14:39.:14:40.

It rose from 1.5% in May to 1.9% in June - increasing the prospect of

:14:41.:14:44.

There's also been another rise in UK house prices - the highest rate

:14:45.:14:49.

for four years according to the Office for National Statistics.

:14:50.:14:51.

Our economics correspondent, Simon Jack, has more.

:14:52.:14:54.

the squeeze on consumer pockets is back on.

:14:55.:14:59.

The cost of the national shopping basket went up faster than expected

:15:00.:15:04.

in June. Inflation had been on a downward trend so today's jump, the

:15:05.:15:07.

biggest in nearly two years, was a surprise. Prices rose by 1.9% in the

:15:08.:15:14.

year to June, that is up from a rate of 1.5% in May. Almost The summer

:15:15.:15:25.

sales are now, in July, last year the retailers went early because the

:15:26.:15:28.

weather was not so good which means last year, in June, clothing and

:15:29.:15:32.

footwear was a bit cheaper, making it look more expensive this time

:15:33.:15:37.

around. Some of the rise came from food prices, they have been falling

:15:38.:15:41.

in recent months as supermarket competition intensified, but in June

:15:42.:15:45.

they stopped falling and levelled out. Inflation may well resume,

:16:09.:16:14.

year rather than this year we think. Remember wages are rising less than

:16:15.:16:18.

that the cheque of -- at the check out, we feel poorer everyday. The

:16:25.:16:28.

bank may wait for evidence that this is changing before making a move.

:16:29.:16:32.

People using payday lenders will see the cost of borrowing fall

:16:33.:16:35.

The financial regulator has imposed a cap on payday lending which means

:16:36.:16:40.

no one will have to pay back more than twice the amount they borrowed.

:16:41.:16:44.

Last year around one and a half million people took out

:16:45.:16:46.

Our Personal Finance Correspondent Simon Gompertz has the details.

What will his appointment mean for the EU and the UK? Well, he won a

:21:49.:22:02.

clear majority which gives him a mandate, to set up the next

:22:03.:22:05.

commission and put forward his priorities. Top of which, everyone's

:22:06.:22:11.

priority, more growth and more jobs, particularly for the 6 million

:22:12.:22:15.

unemployed youth in southern Europe. It is clear the question of

:22:16.:22:18.

Britain's relationship with the European Union will loom large

:22:19.:22:24.

during the presidency. He did not mention it during a speech in

:22:25.:22:27.

Parliament today even though it was one thing he said would be a

:22:28.:22:30.

priority for him as he campaigned during the election. Obviously David

:22:31.:22:36.

Cameron 's efforts to stop him were red bruise in experience, some

:22:37.:22:41.

bridges are going to have to be rebuilt that it was a bruising

:22:42.:22:47.

experience. Jean-Claude Juncker will now have to put forward his own

:22:48.:22:50.

commission, he needs a representative from each member

:22:51.:22:54.

state. This morning the Prime Minister has nominated Lord Hill,

:22:55.:22:57.

leader of the House of Lords, as Britain's next EU Commissioner. It

:22:58.:23:01.

is safe to say the nomination is something of a surprise. He's not

:23:02.:23:05.

one of the names who were top of the list, being put about, rumoured. The

:23:06.:23:11.

Prime Minister has put out a statement saying he has experienced

:23:12.:23:14.

in government and the private sector, that he's a good negotiator.

:23:15.:23:19.

Talking to people around here, I did a straw poll of British MEPs, the

:23:20.:23:25.

response was Lord Hill, who? He will have to make himself better known in

:23:26.:23:29.

Europe. And I guess better known to the British public if he is to be

:23:30.:23:32.

one of the main people trying to sell back to the UK the reasons why

:23:33.:23:36.

Britain should stay in the European Union. Thank you for joining us. At

:23:37.:23:42.

least 19 people have been killed in an accident on the Moscow Metro at

:23:43.:23:46.

the height of morning rush hour. Scores were injured, some seriously,

:23:47.:23:51.

when a packed commuter train braked abruptly between stations of the

:23:52.:23:56.

city. The cause of the crash, one of the worst incidents ever on the

:23:57.:23:59.

Metro, is reported to have been a power surge.

:24:00.:24:02.

More nurses will be employed on acute hospital wards in England,

:24:03.:24:04.

under new guidelines from the health regulator.

:24:05.:24:06.

It's estimated the move will increase the NHS nursing budget

:24:07.:24:09.

High death rates at the Mid-Staffordshire NHS Trust put

:24:10.:24:13.

the focus firmly on safe staffing levels as our health correspondent,

:24:14.:24:16.

Understaffed wards are dangerous for patients.

:24:17.:24:23.

The shocking failing exposed by the Francis Inquiry

:24:24.:24:26.

into Stafford Hospital has already resulted in more nurses.

:24:27.:24:34.

The NHS is being told to be flexible and look at the patients needs on

:24:35.:24:40.

each ward, the guidelines warn there is a risk of harm is one nurse is

:24:41.:24:44.

caring for more than eight patients. It is thought the NHS in England

:24:45.:24:49.

will need to spend around ?200 million extra on the budget, but

:24:50.:24:54.

better care can be cheaper, preventing infections for example

:24:55.:24:56.

could save up to ?700 million per year. There is argued we know more

:24:57.:25:03.

important piece of work in the NHS at the moment -- arguably. Staffing

:25:04.:25:09.

levels are an issue for members of the public, people want to feel

:25:10.:25:12.

confident in the wards that they are admitted to. Nursing leaders have

:25:13.:25:18.

welcomed the new advice but they warned some hospitals are already

:25:19.:25:24.

struggling to recruit staff. We know there was a staff shortage across

:25:25.:25:27.

the United Kingdom in relation to nursing and health care systems. We

:25:28.:25:31.

also know that nursing is a great profession and lots more people are

:25:32.:25:35.

coming into the profession. The plans say there should be an

:25:36.:25:38.

immediate trigger to put on extra staff if patients are not getting

:25:39.:25:43.

help with basic care. The government says it is a major step forward but

:25:44.:25:48.

Labour is warning too many hospitals are currently working beyond their

:25:49.:25:50.

capacity. Flying off on holiday is one thing

:25:51.:25:58.

but imagine blasting off to an out of this world holiday

:25:59.:26:00.

destination, like this? Some say space tourism from the UK

:26:01.:26:03.

is only a few years away. And now a number

:26:04.:26:06.

of locations are vying to build Only one will be chosen -

:26:07.:26:09.

and the successful spaceport will also be used to launch commercial

:26:10.:26:13.

satellites. In a few years time tourists could

:26:14.:26:28.

be flocking to the tranquil north Wales coastline to go to space. By

:26:29.:26:33.

2018, this airfield could be the place people come to, to go into

:26:34.:26:38.

orbit. It seems like the stuff of science fiction. The government

:26:39.:26:42.

really does want to have a launch site for space plane somewhere in

:26:43.:26:50.

the UK. In just a few years, lots of people could be turning up to

:26:51.:26:53.

airports wearing astronaut suits. And being sent into orbit. The plan

:26:54.:26:58.

is to convert an existing airfield, such as this one in North Wales.

:26:59.:27:04.

Space planes could be taking off from this very runway. Carrying

:27:05.:27:09.

people and also British made satellites. The announcement was

:27:10.:27:14.

made this morning. At the Farnborough airshow. We have a

:27:15.:27:20.

success story of space in the UK which is growing and we have new

:27:21.:27:24.

opportunities to seize, one of those is space tourism. There is not a

:27:25.:27:30.

working space plane yet but companies are designing them. This

:27:31.:27:34.

one takes off and it fires a spacecraft with tourists into space.

:27:35.:27:40.

one takes off and it fires a seater for a joyride. And this space

:27:41.:27:43.

plane can take satellites into seater for a joyride. And this space

:27:44.:27:50.

and come back to earth. As well as this location, there are seven other

:27:51.:27:54.

potential sites, one in England, and six in Scotland. Which has more room

:27:55.:27:59.

of airfield close to the sea than any other part of the country.

:28:00.:28:05.

remote airfields. We can see ourselves flying from Scotland, but

:28:06.:28:12.

also new key. Satellites will be the first payload for the spaceport,

:28:13.:28:16.

this will be a boost to British space companies like this one in

:28:17.:28:21.

Guildford. The site for the spaceport will be selected next

:28:22.:28:24.

March, when the UK can begin their long haul journey into space.

:28:25.:28:31.

It is fairly quiet at the moment today, but it will be changing later

:28:32.:28:41.

this week. Certainly for the rest of the afternoon sunny spells and

:28:42.:28:46.

feeling warm. Most places dry, with a small risk of showers across

:28:47.:28:50.

northern Scotland. Some breaks coming and going in the cloud giving

:28:51.:28:52.

brighter spells throughout the afternoon. More sunshine compared to

:28:53.:28:59.

yesterday. It will feel warmer. Temperatures 19-20 degrees.

:29:00.:29:03.

yesterday. It will feel warmer. yesterday, still the mid-20s in the

:29:04.:29:04.

London area. yesterday, still the mid-20s in the

:29:05.:29:10.

northern England but we could see some brighter spells to finish the

:29:11.:29:15.

day, or cloud in Northern Ireland and keeping the sunshine in Belfast.

:29:16.:29:20.

Cloud across Scotland, well broken and risks of showers. The cloud will

:29:21.:29:28.

continue over the West, turning murky across the south-west of

:29:29.:29:32.

England and Wales with rain arriving for Northern Ireland and Scotland.

:29:33.:29:36.

Dry in many central and eastern areas with breaks in the cloud and

:29:37.:29:41.

another warm night. Around dawn, temperatures in the mid-teens.

:29:42.:29:46.

Starting the morning, this area of cloud and rain is sitting in

:29:47.:29:49.

Scotland and Ireland. It will be moving south, and it will be

:29:50.:29:53.

brighter for Ireland. Showers moving into western Scotland. This front

:29:54.:29:58.

will move through England, Wales and the south-west and we could see

:29:59.:30:02.

heavy downpours throughout the afternoon despite the temperatures

:30:03.:30:06.

still in the low 20s. Ahead of that we have the sunshine and we have

:30:07.:30:09.

some heat with possible temperatures of 27 in London. The frontal system

:30:10.:30:14.

will clear away on Thursday, it should be fine and dry with sunny

:30:15.:30:19.

spells. Isolated downpours possible throughout the afternoon. Humidity

:30:20.:30:23.

will increase, temperatures will be climbing. A lot of places reaching

:30:24.:30:34.

up to 30 degrees, in the London area. It will be an uncomfortable

:30:35.:30:39.

and muggy night, with temperatures holding up into the high teens. I

:30:40.:30:45.

Friday, the humidity is more likely to trigger thunder. -- by Friday. At

:30:46.:30:50.

the moment it looks like over south-west areas, pushing north, but

:30:51.:30:54.

still high temperatures across the country. By the end of the week we

:30:55.:30:59.

will have warm weather, high humidity and uncomfortable nights

:31:00.:31:03.

for sleeping. We will increase the risk of thundery downpours

:31:04.:31:05.

particularly on Friday and especially Saturday. The top story,

:31:06.:31:15.

David Cameron has reshuffled his cabinet in the biggest government

:31:16.:31:17.

shake-up since coming to power.
