British Gas is to increase its electricity prices by more than 12%, | :00:00. | :00:07.
The company says it's because of rising costs, | :00:08. | :00:13.

We'll ask whether the Government might introduce an energy price cap. | :00:22. | :00:23.

Good afternoon and welcome to the BBC News at One. | :01:49. | :01:51.
British Gas will increase electricity prices by 12.5% | :01:52. | :01:56.
in September, a move which will affect more | :01:57. | :01:58.
Its parent company, Centrica, said the price rise | :01:59. | :02:05.
is because of the increasing cost of transmitting energy to people's | :02:06. | :02:08.
homes, and government environmental policies. | :02:09. | :02:09.
The Government has indicated that it may still legislate to impose | :02:10. | :02:12.
Our business correspondent, Theo Leggett, reports. | :02:13. | :02:25.
British Gas likes to say it is putting its customers in control | :02:26. | :02:32.
will stop but even if they turn the heating down, those on a standard | :02:33. | :02:38.
variable tariffs will see their bills going up. After the increases | :02:39. | :02:42.
announced today, the cost of an average dual fuel energy bill, | :02:43. | :02:47.
electricity and gas, provided by British Gas, will be going up. It | :02:48. | :02:53.
will now cost ?1120 a year, an increase of ?76 compared to last | :02:54. | :02:57.
year. It is not the cheapest among the big players any more, but it is | :02:58. | :03:01.
not the most expensive. British Gas says it does mean 3 million people | :03:02. | :03:07.
will pay more for their energy, but another 5.3 million customers will | :03:08. | :03:12.
not be affected. British Gas's owner Centrica says it has little choice | :03:13. | :03:15.
but to increase bills because of the cost of providing electricity in | :03:16. | :03:19.
particular which has increased sharply. The reason for this is the | :03:20. | :03:24.
transmission and distribution costs have been going up as well as the | :03:25. | :03:28.
environmental and social policy costs, and recently, we have been | :03:29. | :03:32.
selling electricity at a loss. Those are the reasons why we have had to | :03:33. | :03:36.
put prices up, beginning in the middle of September. Over the past | :03:37. | :03:41.
six months, Centrica has seen profits from its home energy | :03:42. | :03:44.
business falling sharply and it has also lost hundreds of thousands of | :03:45. | :03:49.
customers. It is gas has had pressure on its profits, and the | :03:50. | :03:52.
domestic side, reflected in this announcement which they argue is | :03:53. | :03:56.
because the price freeze and they argue most recently they have made a | :03:57. | :03:59.
loss and electricity overall, so there is a on them I guess to make | :04:00. | :04:04.
sure they are not loss-making. Earlier this year when other major | :04:05. | :04:08.
energy companies raised their prices, the regulator of gems that | :04:09. | :04:12.
the increases were not justified. But plans for a cap have been | :04:13. | :04:18.
watered down. The Government needs to urgently look at what they do for | :04:19. | :04:22.
the customers paying over the odds. There has been so much discussion | :04:23. | :04:25.
about the energy market and it does not work for consumers, the | :04:26. | :04:28.
discussion needs to end and we need to see some action. Regulators want | :04:29. | :04:33.
more people to shop around and switch suppliers to find a cheaper | :04:34. | :04:37.
deal. But not everyone is willing to do that. For the sake of my case of | :04:38. | :04:43.
nearly ?20 saving a year, it is not worth it. Not worth my time. It is | :04:44. | :04:48.
dear enough as it is, that is why I have both and gas and Electric | :04:49. | :04:53.
together because you have the 10% discount. If I could get a better | :04:54. | :04:56.
deal somewhere else, I will always look for the best deal possible. | :04:57. | :05:00.
Centrica says it would welcome some changes to the energy market | :05:01. | :05:03.
including the abolition of the expensive standard variable tariffs. | :05:04. | :05:06.
Our business editor, Simon Jack, is here. | :05:07. | :05:12.
What are the things that are really driving this as far as the companies | :05:13. | :05:19.
concerned? Centrica look like clear today, it is not the price of the | :05:20. | :05:24.
electricity itself in the wholesale markets, that has gone down, it is | :05:25. | :05:27.
the transmission costs. When the Goodman says they want to use more | :05:28. | :05:32.
renewables, that comes with a cost, and you have to connect the | :05:33. | :05:36.
renewable sources to the network. There the things the companies have | :05:37. | :05:40.
to do, things like rolling out smart and subsidising installation. These | :05:41. | :05:46.
are government policies which they say have a knock-on effect. So the | :05:47. | :05:49.
price of the stuff is not going down, but the permit is saying, we | :05:50. | :05:54.
are not having that. We will not take the blame for these prices | :05:55. | :05:58.
going up. But it is a big hit for a lot of households and could have an | :05:59. | :06:02.
impact on inflation generally, it is a big part of everybody's Bill going | :06:03. | :06:07.
up by 12.5% and we saw rises earlier in the year and there might be more | :06:08. | :06:12.
to come which will have a knock-on effect on inflation. | :06:13. | :06:13.
Our assistant political editor, Norman Smith, is in Westminster. | :06:14. | :06:16.
What chance did you think ultimately some kind of price cap coming in? | :06:17. | :06:25.
Put it this way, I would not hold your breath. It is like expecting | :06:26. | :06:30.
England to win the World Cup, England men. It could happen, but on | :06:31. | :06:34.
balance, probably not. And the reason we will not get the big price | :06:35. | :06:38.
cap to cover 70 million customers is our old friend Brexit, she is taking | :06:39. | :06:44.
up so much of the Government's time and energy, there simply is not a | :06:45. | :06:48.
legislative space to push through this sort of huge measure. The | :06:49. | :06:53.
Government had the option to include it in the Queen's Speech and decided | :06:54. | :06:58.
against that. And many Tory MPs do not like the idea of a cap, it is | :06:59. | :07:04.
not a Tory sort of thing. But ministers want to talk top, to leave | :07:05. | :07:09.
it on the table almost as a stick to say to the energy companies, behave, | :07:10. | :07:15.
or else! More likely, we could get a much more limited cap targeted on | :07:16. | :07:22.
the most disadvantaged families, those on the warm homes allowance, | :07:23. | :07:26.
around 2 million families. The regulator Ofgem will issue a report | :07:27. | :07:29.
later in the summer which is expected to be one of their | :07:30. | :07:35.
recommendations. We will not get the big cap covering all 17 million | :07:36. | :07:40.
customers, we might get a Mini cap. Norman, thank you. | :07:41. | :07:49.
The White House Communications Director, Anthony Scaramucci, | :07:50. | :07:50.
has been fired just ten days after his appointment. | :07:51. | :07:53.
He was dismissed last night, hours after General John Kelly, | :07:54. | :07:55.
a retired marine general, was sworn in as the President's | :07:56. | :07:57.
Officials say Mr Scaramucci made "inappropriate" comments | :07:58. | :08:05.
It means three top officials have been sacked in the last ten days, | :08:06. | :08:10.
My start state is going to be in a couple of weeks so it is 100% tone | :08:11. | :08:22.
-- totally cleansed and clean. Anthony Scaramucci never made the | :08:23. | :08:25.
official start state, the White House decided what had to be | :08:26. | :08:30.
cleansed was him. Why? Looked at his comments to the New Yorker magazine | :08:31. | :08:34.
where he said of the then White House Chief of Staff, Reince Priebus | :08:35. | :08:39.
is a paranoid schizophrenic. And of the chief strategist of Donald | :08:40. | :08:42.
Trump, I am not trying to build my own brand on the strength of the | :08:43. | :08:46.
President, I am here to serve the country. But as it turned out, not | :08:47. | :08:50.
for much longer, the victim of a vicious political culture he had | :08:51. | :08:53.
spoken out to the BBC. One of the things I cannot stand about this | :08:54. | :08:58.
town is the backstabbing that goes on here, where right grow up, in my | :08:59. | :09:02.
neighbourhood, we are front-stabbers. This is the man who | :09:03. | :09:06.
helped to wield the night, the new Chief of Staff John Kelly, the first | :09:07. | :09:10.
retired general in the post since the Nixon administration. His task | :09:11. | :09:15.
is to bring order to the White House. As I think we have made clear | :09:16. | :09:18.
a number of times over the last couple of days to several people | :09:19. | :09:24.
individually, general Kellie has the full authority to operate within the | :09:25. | :09:27.
White House and all staff will report to him. President Trump has | :09:28. | :09:33.
nothing but praise for General John Kelly but friends say the general | :09:34. | :09:36.
was reluctant to become his Chief of Staff and will want to drive the | :09:37. | :09:42.
White House agenda forward. If the President of the United States is | :09:43. | :09:45.
disrupted in himself, I think General Kellie will have frank | :09:46. | :09:48.
discussions about things he could do that would help the situation and | :09:49. | :09:56.
improve it. With three high-level departures from the administration | :09:57. | :09:59.
in two weeks, General Kellie's job to maintain discipline will be a | :10:00. | :10:04.
challenge. The question is, will we see a more disciplined President | :10:05. | :10:06.
Trump and that is the big question going forward. Keep in mind, the | :10:07. | :10:12.
departure of Scaramucci is perhaps the easiest thing that John Kelly | :10:13. | :10:17.
will be able to get done in this White House. General Kellie will be | :10:18. | :10:24.
watching this space, the President's Twitter feed, which described | :10:25. | :10:26.
yesterday's extraordinary shake-up is simply a great day at the White | :10:27. | :10:28.
House. Medical researchers have revealed | :10:29. | :10:30.
details of a new approach to treating people with pancreatic | :10:31. | :10:32.
cancer - one of deadliest Scientists in Birmingham say a pilot | :10:33. | :10:34.
treatment increased the number of patients whose surgery | :10:35. | :10:47.
was successful, The charity Pancreatic Cancer | :10:48. | :10:48.
UK says the findings Our health correspondent, | :10:49. | :10:51.
Michele Paduano, reports. Kate Rigby was amazed at how | :10:52. | :10:54.
smoothly the NHS worked when she was diagnosed | :10:55. | :10:56.
with pancreatic cancer. Within seven days, she had had | :10:57. | :10:58.
surgery at the Queen Elizabeth I can't control NHS budget, | :10:59. | :11:02.
and all the other things for all the poor people | :11:03. | :11:10.
who aren't as lucky as me, but what I can do | :11:11. | :11:13.
is spread the word. Normally, patients with jaundice | :11:14. | :11:21.
like Mrs Rigby have a stent put in to relieve symptoms, | :11:22. | :11:24.
which delays the main operation. A nurse was employed | :11:25. | :11:26.
to speed up treatment Cutting out the stent also saved | :11:27. | :11:29.
the NHS ?3,200 per patient. We save the NHS potentially ?200,000 | :11:30. | :11:34.
per year, with the number of patients that have surgery | :11:35. | :11:37.
within our team. And so that, then, is a reproducible | :11:38. | :11:39.
model that other units up and down At this point in time, | :11:40. | :11:43.
you would want to go forward with the operation if you could, | :11:44. | :11:59.
rather than go off and have a stent and the operation seven weeks | :12:00. | :12:03.
down the line. Pancreatic cancer has | :12:04. | :12:04.
a very low survival rate. The survival rate is only about 7% | :12:05. | :12:06.
in the UK, so sadly very low. I think what this provides us | :12:07. | :12:10.
is a glimmer of hope for the future. It provides us with that | :12:11. | :12:13.
all-important surgical technique, faster, and with proven results | :12:14. | :12:15.
in terms of outcome. It will be two years before doctors | :12:16. | :12:22.
can say whether treating patients more quickly actually means | :12:23. | :12:25.
that they live longer. And if they do, that will beg | :12:26. | :12:27.
the question as to whether or not other aggressive cancers should be | :12:28. | :12:30.
treated more quickly. For now, Kate Rigby knows she's been | :12:31. | :12:42.
given the best chance possible A hospital trauma unit in Oxford | :12:43. | :12:44.
is being closed for up to a year Cladding on the building | :12:45. | :12:50.
at the John Radcliffe Hospital was assessed following | :12:51. | :12:53.
the Grenfell Tower disaster. 52 inpatient beds will be | :12:54. | :12:56.
moved to other wards The local NHS trust says | :12:57. | :12:58.
a combination of fire safety factors They found a number of things. | :12:59. | :13:15.
First, they found the cladding was flammable. Second, they found that | :13:16. | :13:19.
the measures in place to stop fire from spreading from to floor were | :13:20. | :13:23.
not as good as they should be. We have good measures to stop fire from | :13:24. | :13:28.
spreading within a single floor, but we do not have measures it turns out | :13:29. | :13:34.
in that building to stop spread from floor to floor as reliably as we | :13:35. | :13:36.
want. All babies born in the UK will today | :13:37. | :13:44.
be offered a new vaccine to protect from hepatitis B. It also immunises | :13:45. | :13:48.
against five other diseases including diphtheria, polio and | :13:49. | :13:52.
looping cough. It replaces the so-called five in one injection | :13:53. | :13:53.
which has been given up until now. Relatives of two opposition leaders | :13:54. | :13:56.
in Venezuela say the men have been re-arrested, | :13:57. | :13:59.
just two days after a controversial The daughter of one of the men - | :14:00. | :14:01.
Antonio Ledezma - posted this She says it shows her father | :14:02. | :14:05.
being taken away by officers The wife of the other man - | :14:06. | :14:13.
Leopoldo Lopez - said she would hold the President responsible | :14:14. | :14:22.
if anything happened to her husband. Let's speak to our correspondent, | :14:23. | :14:26.
Will Grant, in Caracas. What is happening here? Well, it is | :14:27. | :14:37.
a worrying development. Certainly, the authorities in Venezuela have | :14:38. | :14:43.
claimed for a long time that they are not a dictatorship, as has been | :14:44. | :14:46.
said by the opposition over and over. But this sort of action in the | :14:47. | :14:53.
dead of night, with the opposition leaders in their pyjamas as they are | :14:54. | :14:57.
dragged away by armed and masked men of the security forces does nothing | :14:58. | :15:01.
to strengthen that argument. On social media, there has been a huge | :15:02. | :15:07.
reaction by their supporters, who say this is simply a further step | :15:08. | :15:15.
into autocracy and controlled by the Government of Nicolas Maduro, but | :15:16. | :15:18.
the Government says the two men violated the terms of their house | :15:19. | :15:21.
arrest by calling for action on the streets and violence during this | :15:22. | :15:26.
recent and very controversial vote on creating a new legislative body | :15:27. | :15:32.
in Venezuela. So an extremely complex picture and things like this | :15:33. | :15:36.
do nothing to calm the tensions of ordinary people on the streets not | :15:37. | :15:40.
just of Caracas, but across Venezuela. Thank you. | :15:41. | :15:45.
British Gas is to increase its electricity prices | :15:46. | :15:50.
by more than 12 percent - affecting 3 million customers. | :15:51. | :15:54.
A makeover for the cloth-trading hall which was once at the heart | :15:55. | :15:59.
In the sport, hearts have sacked head coach Ian Cathro after six | :16:00. | :16:17.
months in charge. It follows their shock exit from the Scottish League | :16:18. | :16:18.
Cup. A man who drifted a mile out to sea | :16:19. | :16:23.
in a toy dinghy had to be rescued by a lifeboat crew last night, | :16:24. | :16:27.
as he battled against the wind The alarm was raised | :16:28. | :16:31.
at 7.30 in the evening - after he was spotted near a wind | :16:32. | :16:40.
farm off the coast. The man was wearing | :16:41. | :16:43.
just shorts and a top. It comes as the RNLI says the number | :16:44. | :16:47.
of near fatal incidents in UK waters is highest in August - | :16:48. | :16:51.
and it's launching a campaign, urging people to take proper | :16:52. | :16:54.
precautions when heading out Tens of thousands of people will go | :16:55. | :17:13.
into the water of the UK this month. One of the most popular places is | :17:14. | :17:18.
here in Newquay. How would you describe the conditions? It is | :17:19. | :17:24.
pretty good, pretty solid out there. Josie has the job of watching | :17:25. | :17:28.
hundreds of surfers and swimmers here. On a beach like this, what are | :17:29. | :17:35.
the trickiest things that could cause a problem? For holiday-makers, | :17:36. | :17:38.
they just don't understand the water like we do. They just think they can | :17:39. | :17:45.
go wherever they want. Sometimes when you tell them, they don't like | :17:46. | :17:49.
to be told what to do. Every year, under 200 people die on the | :17:50. | :17:54.
coastline and thousands more are injured. Anthony Miller was 23 when | :17:55. | :18:01.
he went into the water. They were drinking, partying, and he said, I'm | :18:02. | :18:08.
going skinny-dipping. He ran in the sea and disappeared. I really, | :18:09. | :18:15.
really want people to be aware that when you are on holiday or a live by | :18:16. | :18:24.
the sea, and your out drinking, by all means have a good time but the | :18:25. | :18:30.
water. Because you may not come back out alive. The temperatures do not | :18:31. | :18:40.
get much about 16 Celsius, which is about the same that comes out of | :18:41. | :18:44.
your. It is also the time that the guys that work in this lifeboat | :18:45. | :18:51.
station are the busiest. You could be out slipping on rocks, if you end | :18:52. | :18:56.
up in the water you will be in your clothes, because you were not | :18:57. | :19:03.
prepared. I want you to on your back, push your chin as chin as high | :19:04. | :19:09.
as you can towards the air. It is that initial part of giving yourself | :19:10. | :19:14.
90 seconds, let your heart rate go back, get your breath back, compose | :19:15. | :19:22.
yourself. Trainer Lewis wants people to go against their natural | :19:23. | :19:27.
reactions. Despite the warnings, the amount of injuries and deaths has | :19:28. | :19:34.
remained steady and the RNLI want fewer people to get into trouble | :19:35. | :19:35.
with this device. Greater Manchester Police is facing | :19:36. | :19:37.
fresh investigations by the police watchdog in connection with 3 | :19:38. | :19:40.
fatal firearms incidents. The BBC's Victoria Derbyshire | :19:41. | :19:42.
programme has learned that the Independent Police | :19:43. | :19:44.
Complaints Commission is examining new evidence in the cases, | :19:45. | :19:47.
which date from 2008 to 2013. Many of the officers involved | :19:48. | :19:52.
are still serving in the force. Greater Manchester Police | :19:53. | :19:55.
says its armed units do a very difficult job under the highest | :19:56. | :19:58.
levels of scrutiny. Anthony Grainger was shot | :19:59. | :20:00.
dead in the village of Culcheth in Cheshire | :20:01. | :20:08.
in Police believed he was | :20:09. | :20:10.
planning an armed robbery. There were known | :20:11. | :20:13.
violent criminals with And then they said | :20:14. | :20:14.
the police did it. There was a public | :20:15. | :20:23.
enquiry into his death. It was argued that | :20:24. | :20:41.
there were mistakes Some of the armed | :20:42. | :20:43.
officers had failed training courses | :20:44. | :20:49.
the most senior officer had changed his notes | :20:50. | :20:50.
on the You've got separate failures | :20:51. | :20:52.
which brings up the big picture of an organisation | :20:53. | :20:58.
that is questionable. We've discovered there's | :20:59. | :20:59.
a new investigation into the case It follows evidence given | :21:00. | :21:04.
at the public enquiry. We've learned there's another | :21:05. | :21:08.
new investigation into a shooting involving firearms officers | :21:09. | :21:11.
from Greater Manchester Police. Ian Terry was devoted | :21:12. | :21:16.
to his job as a firearms He was killed on a training exercise | :21:17. | :21:19.
at this disused factory in An inquest jury ruled he would have | :21:20. | :21:24.
been saved if the training had We were told there had | :21:25. | :21:31.
been an accident at work and everyone had done all they could | :21:32. | :21:36.
but could not save him. John Foxcroft ran | :21:37. | :21:40.
the firearms training unit at Greater Manchester but left | :21:41. | :21:46.
over safety concerns in 2006. I thought we were | :21:47. | :21:52.
getting a little too The more aggressive you get, | :21:53. | :21:54.
the more likely you are Earlier this year, the IPCC launch | :21:55. | :21:58.
the new investigation into the case of Jordan Begley, his mum | :21:59. | :22:05.
called the police after a row with I've called the police | :22:06. | :22:08.
as quick as I can. He died after being tasered | :22:09. | :22:16.
and restrained by officers. Greater Manchester Police | :22:17. | :22:24.
says the firearms officers volunteer for the role | :22:25. | :22:26.
and do a very difficult job, quite rightly, under the highest | :22:27. | :22:31.
levels of scrutiny. But with many of the officers | :22:32. | :22:35.
still serving, it poses tough questions for | :22:36. | :22:38.
Greater Manchester Police. Pakistan's parliament | :22:39. | :22:42.
is to elect a prime minister to replace Nawaz Sharif, | :22:43. | :22:47.
who was forced to resign last week in the wake | :22:48. | :22:50.
of corruption allegations. The ruling party has nominated | :22:51. | :22:58.
a former minister to serve as an interim leader - | :22:59. | :23:00.
until Mr Sharif's Our South Asia Correspondent Justin | :23:01. | :23:02.
Rowlatt is in the capital Islamabad. The thought has taken place in the | :23:03. | :23:10.
last few minutes. What happened. We got the result through. It's exactly | :23:11. | :23:18.
what we expected. He has been elected Prime Minister of Pakistan. | :23:19. | :23:26.
This is by the members of the assembly, not by the people of | :23:27. | :23:36.
Pakistan. He is only in place for two months. The man appointed by the | :23:37. | :23:43.
former Prime Minister, disgraced and kicked out of office, he nominated | :23:44. | :23:50.
his brother to succeed. His brother is not actually an MP. He will be | :23:51. | :23:59.
elected by the Parliament as a Prime Minister succeeding Biscay. We have | :24:00. | :24:08.
a new Prime Minister but he won't last for long. For now, thanks. | :24:09. | :24:12.
Britain's only surviving cloth trading hall reopened today, | :24:13. | :24:14.
The Piece Hall in Halifax once operated as a centre | :24:15. | :24:20.
for handloom weavers, and was at the centre | :24:21. | :24:23.
The refurbishment of the Grade-1 listed building | :24:24. | :24:27.
Our correspondent Fiona Lamdin is there now. | :24:28. | :24:30.
Yes. The great gate opened this morning. Thousands came flooding in. | :24:31. | :24:46.
There were locals, we met a couple who came all the way from Cornwall. | :24:47. | :24:51.
Extraordinary to think that in the 1970s this place was nearly | :24:52. | :24:55.
demolished. It was saved by just one vote. I've been taking a look back | :24:56. | :25:01.
at its history. For the last two and a half centuries, the Piece Hall has | :25:02. | :25:10.
stood at the heart of Halifax. People came to trade pieces of | :25:11. | :25:16.
cloth. There were 315 individual rooms built for the sale of cloth, | :25:17. | :25:19.
from which clothiers would have sold the wall to merchants, who came from | :25:20. | :25:26.
quite far afield, including Europe. The trade went back to Europe and | :25:27. | :25:30.
also to the Americas. This is the only surviving Cloth Hall. 315 | :25:31. | :25:40.
individual yet identical trading rooms. It seems such a waste that | :25:41. | :25:47.
this beautiful building was only opened for two hours every week. But | :25:48. | :25:56.
after the Industrial Revolution the cloth was mainly made and sold from | :25:57. | :26:02.
the mills. In its place, the Piece Hall was filled with fruit and veg | :26:03. | :26:08.
sellers. One century on, this is how it looked. A blot on the landscape, | :26:09. | :26:14.
flattened to make way for a car park. One of those who fought to | :26:15. | :26:20.
save it was Mary. She had a shop on the second floor. She's not been | :26:21. | :26:23.
inside for decades. We took her back. Isn't that lovely! When I | :26:24. | :26:36.
first came in it was all black. There were warehouses and vehicles. | :26:37. | :26:47.
Double hulls that there were -- there were holes on the floor and it | :26:48. | :26:54.
smelt cats. At 10am on the dot today, the people of Halifax were | :26:55. | :27:01.
welcomed back in. It is brilliant. It is a plus for the tone. I am born | :27:02. | :27:09.
and bred here. Fantastic. Good to see it how it is back to where it | :27:10. | :27:15.
should be. I used to come here and hang out with my mates. It is really | :27:16. | :27:21.
nice to see it. I hope that it takes off and people come and visit it | :27:22. | :27:25.
because it is a fantastic place to be. Nothing is new for these old | :27:26. | :27:32.
stones, who have witnessed that before. You would think we are in | :27:33. | :27:42.
Italy. We've got the lovely weather. Those I've spoken to are confident | :27:43. | :27:45.
this will pull people to the region. It is extremely fitting that the day | :27:46. | :27:53.
that it opens is Yorkshire Day. Glorious, how fantastic. | :27:54. | :27:58.
British Vogue has a new editor today - the first man at the helm | :27:59. | :28:01.
Edward Enninful has taken over from Alexandra Shulman, | :28:02. | :28:04.
The UK fashion industry is worth 26 billion pounds | :28:05. | :28:08.
a year to the economy - so people will be watching closely | :28:09. | :28:11.
to see how Mr Enninful shapes the magazine. | :28:12. | :28:14.
He's already made some some staffing changes, as our | :28:15. | :28:16.
Arts Correspondent David Sillito reports: | :28:17. | :28:33.
He looks very eccentric and that will be perfect. I got into fashion, | :28:34. | :28:43.
I was spotted on a train when I was 15 years old. It is a massive | :28:44. | :28:48.
change. Edward Enninful is today in charge of one of the most important | :28:49. | :28:52.
names in British fashion. Vogue. It does not happen very often. The last | :28:53. | :28:59.
British editor was in place for 25 years and from day one, change is a | :29:00. | :29:05.
foot. They've gone on to Snapchat and there is a more diverse team. He | :29:06. | :29:11.
has 500,000 Instagram followers. He has appointed Steve McQueen, | :29:12. | :29:18.
independent professionals who rely on social media to keep building | :29:19. | :29:24.
their brands. Vogue is the top of the fashion tree and features | :29:25. | :29:28.
clothes only a few can afford. It has been a pretty torrid time for | :29:29. | :29:35.
the magazine business. There is new competition. Fashion on your phone. | :29:36. | :29:41.
Newsagents have been closing. Sales of glossy magazines have been | :29:42. | :29:48.
dropping. People like Whitney have been shaping the business. This is | :29:49. | :29:59.
my blog. Everybody wants fashion today, what is cool right now. That | :30:00. | :30:05.
is why social media is so important. Do you still read the magazines? I | :30:06. | :30:15.
do. People have been predicting the death of print for a few years and | :30:16. | :30:20.
it hasn't happened. It is the excitement of flicking the page. | :30:21. | :30:26.
Waiting for the shoot to come up, for the new trend. It's everything. | :30:27. | :30:33.
It's a new era and a new name in charge for business that is changing | :30:34. | :30:35.
fast. Let's catch up with the weather | :30:36. | :30:48.
prospects. Looked into the Atlantic, an area of low pressure bringing | :30:49. | :30:55.
these weather fronts with it. For today, a bit like yesterday, | :30:56. | :31:02.
sunshine and showers. Some sunshine at 10am. An hour and a half later it | :31:03. | :31:13.
looks very different indeed. Across Scotland and Northern Ireland, the | :31:14. | :31:19.
heel mixing in with that and not a great deal of sunshine in between. | :31:20. | :31:25.
Potential for thunder and lightning. There is more showers. The south | :31:26. | :31:31.
coast of England doing very well. This morning we saw waterspout. | :31:32. | :31:42.
Through this evening the showers slowly fade away. In the south-west | :31:43. | :31:47.
the showers will be showing their hand. Temperature will be 15 degrees | :31:48. | :31:54.
in Cardiff. 10 degrees in Aberdeen. Oral Scotland into single figures. | :31:55. | :32:03.
-- rule. This week it is all about what is coming in from the | :32:04. | :32:09.
south-west. It is blowing nearly a gale. Wet weather pushing | :32:10. | :32:12.
northwards. Northern Scotland will be the place to be. Northern Ireland | :32:13. | :32:19.
has worked for a time. Still some showers around. It looks pretty | :32:20. | :32:29.
miserable. Through Wednesday evening the rain makes its way up. We will | :32:30. | :32:35.
see persistent rain for a time. It will eventually clear out into the | :32:36. | :32:40.
North Sea. As it does that, we start to see the centre of that system. | :32:41. | :32:46.
That will bring a rash of showers. We are back to square one on | :32:47. | :32:51.
Thursday. Persistent rain to the Northern Isles. Not too many in the | :32:52. | :32:58.
south-east. We will see temperatures getting into the low 20s. We do it | :32:59. | :33:05.
again on Friday. Another day of sunny spells. Upper teens and low | :33:06. | :33:17.
20s. Just a reminder of the main story. British Gas is to increase | :33:18. | :33:27.
electricity prices by 12%, affecting 3 million customers. That is all. It | :33:28. | :33:32.
is goodbye from | :33:33. | :33:34. |
