There's mounting criticism

of the decision to release serial

0:00:030:00:06

six attacker John Worboys.

0:00:060:00:11

-- sex attacker.

0:00:110:00:14

The former black cab driver has

spent nine years in prison

0:00:140:00:17

for attacking 12 women.

0:00:170:00:18

The head of the Parole Board

apologises that some of his victims

0:00:180:00:21

weren't told he is to be released.

0:00:210:00:23

When we released the information

about the decision, my understanding

0:00:230:00:25

today is that we believed

all the victims had been told

0:00:250:00:28

about that decision,

but we are checking today exactly

0:00:280:00:31

what did happen, because clearly

something went wrong.

0:00:310:00:35

Police said in 2010 they believed

Worboys had assualted

0:00:350:00:39

more than 100 women.

0:00:390:00:41

We'll discuss what might happen now.

Also this lunchtime.

The number of new cars

sold fell last year

0:00:450:00:47

0:00:470:00:49

Diesel car sales were sharply down.

safeguarding children -

though says his death couldn't

0:01:020:01:05

As customers in the US queued

at midnight to get hold

0:01:050:01:08

of the explosive new book that

President Trump tried to stop,

0:01:080:01:11

the author speaks out.

0:01:110:01:21

They all say he's like a child, he

has a need for immediate

0:01:250:01:30

gratification. It's all about him.

0:01:460:01:52

Good afternoon and welcome

to the BBC News at One.

0:02:080:02:11

The chair of the Parole Board has

apologised unreservedly to victims

0:02:110:02:15

of the serial sex attacker

John Worboys, after some of them

0:02:150:02:20

were not told he's to be

released from prison.

0:02:200:02:23

The black cab driver

was jailed in 2009,

0:02:230:02:25

for offences against 12 women -

but detectives later

0:02:250:02:29

said they believed he'd

attacked more than 100 women

0:02:290:02:32

between 2002 and 2008.

0:02:320:02:34

A group of MPs has written

to the Justice Secretary,

0:02:340:02:36

calling for an investigation

into whether the views of Worboys'

0:02:360:02:39

victims were heard in the decision

to release him on parole.

0:02:390:02:42

Our home affairs correspondent

Daniel Sandford reports.

0:02:420:02:47

He toured the streets of London in

his black taxi for six years. Police

0:02:530:02:57

think he may have raped or sexually

assaulted at least 105 women after

0:02:570:03:02

drugging them. He was given an

indeterminate sentence, which means

0:03:020:03:06

he can't be released until he's no

longer a risk to the public, but

0:03:060:03:10

John Warboys is about to be freed

after less than ten years. So the

0:03:100:03:14

key question for the three members

of the Parole Board was, is John

0:03:140:03:19

Warboys still a danger to women? In

ruling that he should be released

0:03:190:03:25

they must have decided that he isn't

a danger, but they haven't made

0:03:250:03:27

public their reasons for freeing a

man suspected of being one of the

0:03:270:03:31

most prolific sex offenders of

recent years. The Parole Board is

0:03:310:03:34

not legally allowed to give reasons

for its decision, but the chair of

0:03:340:03:39

the board did give this explanation.

What's important to understand is

0:03:390:03:44

that the Parole Board's duty is not

took in a sense have another go at

0:03:440:03:49

the trial, but to assess what his

risks will be going forward and

0:03:490:03:55

that's what they did.

At his trial,

John Warboys was only convicted of

0:03:550:04:01

attacking 12 women and only one of

those convictions was for rape, so

0:04:010:04:05

the judge set a minimum sentence of

eight years which means the Police

0:04:050:04:09

and Crime Panel seclusion service

are now being asked why they didn't

0:04:090:04:12

bring further cases. The Parole

Board has also had to apologise

0:04:120:04:16

because several of John Warboys'

victims had not been told of the

0:04:160:04:20

decision to release him before it

became public yesterday.

This is

0:04:200:04:24

perhaps a reflection of the way in

which women who are victims of rape

0:04:240:04:30

are treated generally and until the

criminal just is agencies get this

0:04:300:04:37

right we've got a crisis in this

country around it.

The Warboys case

0:04:370:04:42

has highlighted flaws in the

criminal justice system from the

0:04:420:04:45

start. Initially the police failed

to investigate it properly. Then

0:04:450:04:49

only 12 cases were brought to trial,

even though there were ultimately

0:04:490:04:54

suspicions of over 100. And now a

man who a judge said shouldn't be

0:04:540:04:57

released until he's no longer a

threat is about to walk free from

0:04:570:05:02

prison after ten years. Daniel

Sandford,

0:05:020:05:06

Sandford, olman is here.

0:05:060:05:07

BBC News. Clive Colman is here. The

Parole Board has made its decision.

0:05:070:05:15

What are the legal options?

The only

mechanism for challenging is by way

0:05:150:05:20

of judicial review. Technically any

decision by any public body or

0:05:200:05:23

authority can be challenged by way

of judicial review, if it's being

0:05:230:05:26

argued it was unlawful. Here it will

be argued that no reasonable

0:05:260:05:30

tribunal could have come to this

decision, but the problem here is a

0:05:300:05:34

practical one. We don't know the

reasoning here, so it's a difficult

0:05:340:05:40

challenge, but there may be a way of

doing that. We are also looking at

0:05:400:05:44

the result of the story at reform of

the Parole Board itself, its

0:05:440:05:49

decisions are made in secret if you

like in private, the chair of the

0:05:490:05:52

board, Nick Hardwick, favours, in

fact is he wants a public

0:05:520:05:55

consultation on whether this should

be opened up, whether justice should

0:05:550:05:59

not only be done but seem to be

done. It's opened to the public for

0:05:590:06:03

instance in Canada. There are cost

of locations, there are implications

0:06:030:06:06

for victims perhaps having to relive

their experience -- there are cost

0:06:060:06:11

implications. And also whether the

victims knew this would be public

0:06:110:06:14

and allow the case to be assessed

for risk. The critical thing is

0:06:140:06:21

kabaddi further charges, I think

that's very difficult. It's not

0:06:210:06:24

entirely impossible. There are

issues about the passage of time,

0:06:240:06:27

about the effect of the publicity in

the original trial that might have

0:06:270:06:32

on victims, but the CPS remain under

a duty to consider any evidence that

0:06:320:06:39

the police provide to them to look

at charging, and if there's a

0:06:390:06:42

realistic prospect of conviction

then they must charges.

Clive

0:06:420:06:47

Colman, many thanks, our legal

affairs correspondent.

0:06:470:06:50

Sales of new cars fell last year,

for the first time in six years.

0:06:500:06:54

The industry body, the Society

of Motor Manufacturers and Traders,

0:06:540:06:56

says the number of cars registered

was down by 5.7% compared

0:06:560:07:00

with 2016, while diesel sales

fell by almost a fifth

0:07:000:07:05

because of concerns about pollution.

0:07:050:07:06

Our business correspondent

Theo Leggett has the details.

0:07:060:07:14

For the past few years car sales in

Britain have been booming. In 2015

0:07:140:07:20

and 2016, the industry set new

records, but now, it may be going

0:07:200:07:24

into reverse gear. Overall new car

registrations were down 5.7% last

0:07:240:07:30

year, according to the Society of

Motor Manufacturers and Traders.

0:07:300:07:34

That's the first decline in six

years. No one is panicking just yet.

0:07:340:07:40

By historical standards 2017 was

still a pretty good year. More than

0:07:400:07:46

2.5 million new cars were

registered, the third highest level

0:07:460:07:49

in a decade, but over the past few

months the decline has accelerated.

0:07:490:07:54

In December, registrations were down

more than 14% compared to last year.

0:07:540:07:58

And sales of diesel cars across the

year were down more than 17%.

0:07:580:08:04

Overall if you look at the economic

performance of the UK, growth is

0:08:040:08:07

slowing. All the indicators around

economic confidence are weakening

0:08:070:08:13

especially when it comes to people's

enthusiasm about making big-ticket

0:08:130:08:17

purchase, like a car.

Declining

demand for diesel cars is a big

0:08:170:08:22

problem for the industry.

Campaigners blame them for high

0:08:220:08:24

levels of urban pollution the SS --

the Society of motor Manufacturers

0:08:240:08:31

says consumers are confused and

unwilling to buy them. Experts

0:08:310:08:35

agree, even though new models are

much cleaner, diesel has an image

0:08:350:08:40

problem.

Diesels can only recover if

the facts can be made clear. If the

0:08:400:08:44

facts around the lower pollutant

levels, the economic benefits of

0:08:440:08:47

running one, can be made plain and

clear, that really will need someone

0:08:470:08:51

in senior government to stand up

above the parapet and say something

0:08:510:08:55

positive about diesel, and make the

facts clear around it.

People within

0:08:550:09:00

the industry say confusion over

diesel may be causing environmental

0:09:000:09:05

harm by encouraging drivers to hang

onto older, dirtier cars, rather

0:09:050:09:11

than swapping them for cleaner, new

models. Meanwhile the fall in sales

0:09:110:09:14

is expected to continue throughout

2018. Theo Leggett, BBC News.

0:09:140:09:23

The book everyone is talking about

is out. The author of this book,

0:09:230:09:29

Fire and Fury, an incendiary account

of Donald Trump 's life in the White

0:09:290:09:32

House has spoken for the first time

since its publication. Michael Wolff

0:09:320:09:36

says the president behaves like a

child. President Trump tried to get

0:09:360:09:41

this book's publication halted and

has dismissed it as full of lies.

0:09:410:09:45

Don Johnson has the details.

0:09:450:09:49

You've heard the headlines, now you

can read the substance of Fire and

0:09:490:09:52

Fury. Rushed out at midnight in the

US after threats from the

0:09:520:09:59

President's lawyers. You are bobbing

what I'm most looking forward to is

0:09:590:10:02

seeing what's actually, what we all

know is going on just below the

0:10:020:10:05

surface.

Were imagining who in the

White House has actually said this.

0:10:050:10:12

No one gets tired of the intrigue.

I'm expecting the White House to be

0:10:120:10:17

as absolutely dysfunctional as the

links would make it seem.

This

0:10:170:10:23

chitchat, the President's burgers in

bed, the vanity, the apparently

0:10:230:10:27

strained relationship with the First

Lady, but there is also serious

0:10:270:10:30

criticism of Donald Trump 's

intelligence. His chief strategist

0:10:300:10:35

Steve Bannon suggested using the

constitution to force him out

0:10:350:10:38

because he didn't believe Donald

Trump was fit for office.

I would

0:10:380:10:41

say the one description that

everyone gave, everyone has in

0:10:410:10:47

common, they all say he is like a

child. And what they mean by that is

0:10:470:10:53

he has a need for immediate

gratification. It's all about him.

0:10:530:10:58

The White House says the book is

full of mistakes.

It's disgraceful

0:10:580:11:04

and laughable. If he was unfit he

probably wouldn't be sitting there,

0:11:040:11:09

wouldn't have defeated the most

qualified group of candidates the

0:11:090:11:13

Republican party has ever seen.

And

the president couldn't resist a few

0:11:130:11:18

words on Twitter. I authorised zero

access to the White House. Only full

0:11:180:11:25

of lies, misrepresentations, and

sources that don't exist. This is an

0:11:250:11:29

account of a deeply divided

administration, with staff who don't

0:11:290:11:33

think the bosses up to the job and a

family dynasty that is closing

0:11:330:11:37

ranks. It may not make any

difference to Trump's loyal

0:11:370:11:40

supporters, but it's damaging to the

president. Ice cold in Washington

0:11:400:11:44

but it's the White House where

things are really frosty. Dan

0:11:440:11:48

Johnson, BBC News.

0:11:480:11:51

A serious case review has

recommended improvements be made

0:11:510:11:53

to safeguarding children

in Wolverhampton,

0:11:530:11:55

following the murder

of a two-year-old boy in 2016.

0:11:550:11:57

But it found that the brutal killing

of Jeremiah Regis-Ngaujah

0:11:570:12:02

by his stepfather, who used extreme

physical punishment on the child,

0:12:020:12:05

could not have been predicted.

0:12:050:12:07

Sima Kotecha reports.

0:12:070:12:13

Two-year-old Jeremiah Regis.

0:12:130:12:14

To those who knew him,

happy, smiling, contented.

0:12:140:12:18

But at home, he was being beaten

by this man, Chevaze McGregor.

0:12:180:12:25

In November 2016, an inflicted

regime of brutality

0:12:250:12:27

eventually killed the child.

0:12:270:12:29

In this CCTV footage,

the 27-year-old is seen

0:12:290:12:32

losing his temper.

0:12:320:12:38

Jeremiah's mother was

Sindyann Regis, a woman who had been

0:12:380:12:41

hit by previous partners.

0:12:410:12:43

Today's serious case review said

that more questions should have been

0:12:430:12:50

asked about who she

was involved with.

0:12:500:12:56

It says the response

to prevent repeat

0:12:560:12:57

victimisation was less effective.

0:12:570:12:59

Women who have been subjected

to domestic abuse are vulnerable

0:12:590:13:04

to two kinds of repeat victimisation

- by the same person

0:13:040:13:07

or by future partners.

0:13:070:13:08

However, it says nobody could have

foreseen the murder.

0:13:080:13:10

This review, a very thorough review,

makes it very clear that the level

0:13:100:13:13

of violence that was inflicted

on this child by this man was not

0:13:130:13:17

preventable, predictable,

was not predictable by his past

0:13:170:13:21

behaviour by his history.

0:13:210:13:25

That is all very well,

that this is the fifth death

0:13:250:13:28

of a child at the hands of an adult

in the past eight years.

0:13:280:13:31

Surely there is something

significantly wrong here.

0:13:310:13:34

That absolutely is not the case.

0:13:340:13:36

You have to look at each case

on a case-by-case basis.

0:13:360:13:41

It was inside this block

of flats where Jeremiah

0:13:410:13:43

was regularly beaten by McGregor.

0:13:430:13:45

In the end, it was one heavy blow

that ended his life.

0:13:450:13:49

He died from multiple organ failure

after his abdominal injuries

0:13:490:13:53

caused septic shock.

0:13:530:13:56

Chevaze inflicted more than 100

injuries on the child,

0:13:560:13:58

including a skull fracture

and a bite mark to his chest.

0:13:580:14:08

As this police body map shows,

he was hurt all over

0:14:080:14:10

after being repeatedly struck

by a belt and rod.

0:14:100:14:12

Detectives described

McGregor as controlling,

0:14:120:14:14

manipulative, violent.

0:14:140:14:18

Like all serious case reviews,

the aim is to learn lessons

0:14:180:14:21

and prevent deaths like this one.

0:14:210:14:22

A defenceless child taken

from his family in a painful

0:14:220:14:25

and unfathomable way.

0:14:250:14:30

And we can speak to Sima

in Wolverhampton now.

0:14:300:14:34

As you suggested there, the problem

is that his death, sadly, was not

0:14:340:14:40

the only one in a certain period.

That's right. This is the fifth

0:14:400:14:46

death of a child at the hands of an

adult in Wolverhampton over the last

0:14:460:14:51

eight years and as you heard the

chasse, that it was not predictable.

0:14:510:14:55

However, there will be questions

asked why it happened again and this

0:14:550:14:59

afternoon we've heard from the

NSPCC. In a statement it says that

0:14:590:15:02

it's vital that professionals leave

no stone unturned when dealing with

0:15:020:15:06

families with complex needs, to

ensure all decisions made in the

0:15:060:15:09

best interests of the Child and the

family as a whole, it goes on to

0:15:090:15:14

say, we must all be alert to the

warning signs of abuse and be to

0:15:140:15:27

speak out if a child is at risk, as

it could save a life.

Sima Kotecha,

0:15:270:15:31

thank you.

0:16:350:16:38

It's been several days of unusually

cold weather hitting parts

0:16:410:16:43

of the United States.

0:16:430:16:46

From Florida, the first

snowfall for 30 years.

0:16:460:16:50

Can you believe that this

is Tallahassee, Florida?

0:16:500:16:53

Where wildlife not used

to the temperature are

0:16:530:16:55

having to be rescued.

0:16:550:16:58

While over in Maine,

flooding is also problematic.

0:16:580:17:00

While we were out here

flooding just moments ago,

0:17:000:17:02

the ground underneath us collapsed.

0:17:020:17:06

Thousands of flights

have been cancelled,

0:17:060:17:08

schools have been shut and parks

closed in parts of New York State.

0:17:080:17:12

Blocked roads, black ice and power

cuts mean a state of emergency has

0:17:120:17:19

been declared, with up to 17 deaths

are being attributed to the weather.

0:17:190:17:22

What is quite clear is this

is a serious, serious storm.

0:17:220:17:26

Between the very low temperature,

the strong winds, the driving snow,

0:17:260:17:29

everyone should take this one very

seriously and take precautions.

0:17:290:17:32

So what is a bomb cyclone?

0:17:320:17:35

It's when a storm creates a sharp,

rapid drop in atmospheric pressure

0:17:350:17:40

meaning winds of up to 70 mph,

feeling like -40, several inches

0:17:400:17:43

of snow and dangerously

freezing temperatures.

0:17:430:17:48

State officials clearing

what they can say they have

0:17:480:17:51

emergency shelters, food,

blankets and generators on stand-by

0:17:510:17:53

to help those in need.

0:17:530:17:56

The weather is expected to continue

over the weekend and for some,

0:17:560:18:00

it brings the opportunity to sledge,

build a snowman, even play

0:18:000:18:04

a game of ice hockey.

0:18:040:18:09

While for others, it's

a chance to experiment.

0:18:090:18:13

Chi Chi Izundu, BBC News.

0:18:130:18:17

Laura Trevelyan is in New York.

0:18:170:18:24

Laura, I feel cold just looking at

you.

Well, I can tell you it's a lot

0:18:240:18:31

colder than it looks. Just look at

this fountain behind me here in the

0:18:310:18:36

park. It is frozen solid. It's

currently -12 Celsius and the mayor

0:18:360:18:42

of New York has warned that tonight,

the temperatures could drop to -20

0:18:420:18:47

nine. That would be the same

temperature that it is on Mars,

0:18:470:18:51

that's how cold it is. These are

historic lows for New York City, so

0:18:510:18:56

in the wake of that extraordinary

blizzard that we saw yesterday, all

0:18:560:19:00

of this cold air from the Arctic has

been sucked in and for the next

0:19:000:19:04

three days, we're going to have

these subzero temperatures, so what

0:19:040:19:08

officials are worried about in New

York is actually not so much the

0:19:080:19:16

blizzard but the after effects, the

black ice, the sleepiness, this

0:19:160:19:18

phenomenal cold and how it will

affect the vulnerable, the homeless,

0:19:180:19:22

the old. The city is coming back to

life, airports have reopened,

0:19:220:19:32

snowploughs and 700 salting machines

are working hard. So the city has

0:19:320:19:37

gone into overdrive. Further up in

New England, there was historic

0:19:370:19:41

flooding in Boston and the mayor of

Boston has asked, is this to do

0:19:410:19:47

without changing climate? Remember,

we had all those hurricane I was

0:19:470:19:52

covering those in the summer, and

now this extreme deepfreeze.

Well,

0:19:520:19:57

goodness, Laura, thank you very

much. Laura Trevelyan out there in

0:19:570:20:02

the cold in New York City. Our own

weather forecast coming up at

0:20:020:20:06

1:30pm.

0:20:060:20:08

North Korea has accepted

an offer by the South

0:20:080:20:10

to hold talks next week.

0:20:100:20:11

The meeting will be the first

between the two countries

0:20:110:20:14

for more than two years,

and will reportedly focus on finding

0:20:140:20:16

a way for North Korean athletes

to attend the Winter Olympics,

0:20:160:20:19

which take place in

South Korea next month.

0:20:190:20:21

The talks will take place

on Tuesday, in the demilitarised

0:20:210:20:23

zone that divides the peninsula.

0:20:230:20:24

Sophie Long reports from Seoul.

0:20:240:20:26

The first talks between the North

and South Korean governments

0:20:260:20:29

for more than two years

will take place here,

0:20:290:20:32

the village of Panmunjom,

which straddles the border

0:20:320:20:34

between the two countries

in the demilitarised zone.

0:20:340:20:38

The South's offer of high-level

talks was accepted via fax.

Regarding the agenda,

both will discuss the Pyeongchang

0:20:430:20:46

Winter Olympics and ways to improve

ties between South and North Korea.

0:20:460:20:52

It came just hours

after the United States

0:20:520:20:55

and South Korea agreed to suspend

joint military drills.

0:20:550:20:58

They say exercises like

this one are defensive

0:20:580:21:00

but the North Korean leader sees

them as rehearsals for invasion.

0:21:000:21:06

Both South Korean and US Marines

are taking part in this exercise

0:21:060:21:08

in the mountains of Pyeongchang.

0:21:080:21:11

They are training together to deal

with winter war conditions

0:21:110:21:14

and temperatures of below minus 20.

0:21:140:21:18

But these drills will stop

for the duration of the Winter

0:21:180:21:21

Olympics and Paralympics.

0:21:210:21:24

The South Korean president

Moon Jae-in has said the Games

0:21:240:21:26

could be a ground-breaking chance

to de-escalate tensions

0:21:260:21:28

on the Korean peninsula.

0:21:280:21:31

Xin Gu-sop hasn't seen his

sister for 70 years.

0:21:310:21:36

He and 61,000 others whose families

remain divided by the border hope

0:21:360:21:41

these talks could be

a prelude to change.

0:21:410:21:47

TRANSLATION:

I am old now

and I don't know how many

0:21:470:21:49

more years I will live.

0:21:490:21:52

It is my only wish that

I meet my sister once and for all.

0:21:520:21:57

This is the wish not only for me

but for all divided families.

0:21:570:22:01

But others are sceptical

about Kim Jong-un's motives.

0:22:010:22:04

The commander of US forces

in South Korea said

0:22:040:22:07

they are keeping their expectations

at an appropriate level.

0:22:070:22:11

My mission remains the same,

to quietly and under control operate

0:22:110:22:14

a military force in greater

and greater readiness in the event

0:22:140:22:21

that it's the negative outcome,

not the positive one.

0:22:210:22:26

But scepticism didn't stop

President Trump claiming

0:22:260:22:28

credit for the potential

thawing of relations.

0:22:280:22:32

Does anybody really believe that

talks and dialogue would be

0:22:320:22:34

going on between North

and South Korea right now,

0:22:340:22:37

he tweeted, if I wasn't firm, strong

and willing to commit our total

0:22:370:22:40

might against the North?

0:22:400:22:44

Sophie Long, BBC News, Seoul.

0:22:440:22:49

We're now all used to paying

for plastic shopping bags -

0:22:510:22:54

could we now be made to pay extra

for disposable coffee cups?

0:22:540:23:04

A committee of MPs says not even

1% of the 2.5 billion

0:23:070:23:10

cups we use every year are recycled;

part of the problem is that paper

0:23:100:23:13

cups contain a plastic lining

which requires specialist recycling.

0:23:130:23:15

So the MPs are calling

for a 25p charge -

0:23:150:23:18

on top of the coffee price -

to pay for better facilities.

0:23:180:23:21

John Maguire reports

from one of the UK's only

0:23:210:23:23

disposable-cup recycling plants.

0:23:230:23:27

Coady, copy Mac everywhere. But what

happens to the cups once we finish

0:23:270:23:32

our drink? It's a massive business.

Brits drink 8 million takeaway cups

0:23:320:23:39

every day and while many boast the

logo, the reality is that -- the

0:23:390:23:46

recycling logo, the reality is that

less than 1% is recycled. MPs say it

0:23:460:23:51

is time for action.

We have to make

a revolutionary shift, a revolution

0:23:510:23:59

in the coffee industry. People want

fair trade for coffee growers and we

0:23:590:24:09

also need to make sure that the cups

are... The money would be used to

0:24:090:24:21

improve recycling. They want clearer

labelling and they want all cups to

0:24:210:24:29

be recyclable or a total ban by

2023. Within this bail is half a

0:24:290:24:35

tonne of coffee cups which have

obviously been used, compacted and

0:24:350:24:38

brought here to the factory. The

problem in this process is the two

0:24:380:24:42

types of materials used - plastic on

the inside to make it waterproof and

0:24:420:24:49

then cardboard on the outside to

give the cupboards rigidity. But if

0:24:490:24:54

you do separate them, then you can

produce this. 100% recycled paper.

0:24:540:25:00

We have the capacity to recycle

about half 1 billion cups. The

0:25:000:25:04

reality is we are only doing a

fraction of that because of these

0:25:040:25:09

apply to us. It's not about

recycling the cups themselves, but

0:25:090:25:15

having the cups themselves to

recycle.

I've got a megaphone and

0:25:150:25:19

I'm not afraid to use it.

Waste

campaigners say the system needs a

0:25:190:25:23

radical overhaul.

If we were to get

any significant number of cups to

0:25:230:25:27

plants like that, we would need

dedicated bins only for coffee cups

0:25:270:25:31

and we would need them everywhere.

That's not a practical solution. The

0:25:310:25:36

real solution is for the coffee cup

giants to come up with a proper

0:25:360:25:41

recyclable cup.

The MPs though

argued the success of the plastic

0:25:410:25:46

shopping bag fee which Sauron 83%

reduction in its first year means

0:25:460:25:49

that with cooperation from

government, the industry and

0:25:490:25:53

consumers, there is a solution. The

answer, they believe, is in our

0:25:530:25:57

hands. John Maguire, BBC News,

Cumbria.

0:25:570:26:01

Apple has confirmed that

all iPhones, iPads and Mac computers

0:26:010:26:04

are affected by two major flaws

in computer chips.

0:26:040:26:06

It emerged this week that tech

companies have been working on a fix

0:26:060:26:09

for the Meltdown and Spectre bugs,

which could allow

0:26:090:26:11

hackers to steal data.

0:26:110:26:13

Apple said there was no evidence

that the vulnerability

0:26:130:26:15

had been exploited.

0:26:150:26:17

It says it will issue a patch

for its Safari web browser

0:26:170:26:20

in the next few days.

0:26:200:26:30

There's been frustration

for England's bowlers on the second

0:26:300:26:33

day of the final Ashes Test,

with Usman Khawaja's

0:26:330:26:35

unbeaten 91 seizing

the initiative for Australia.

0:26:350:26:36

The home side have already sealed

the Ashes and lead the series 3-0 -

0:26:360:26:40

but they're looking to extend

England's winless run

0:26:400:26:42

Down Under to ten Tests.

0:26:420:26:44

Patrick Gearey reports from Sydney.

0:26:440:26:48

Whether by the sea or at the SCG,

the fundamentals are the same.

0:26:480:26:51

Score your runs, take your chances,

whatever your surface,

0:26:510:26:53

whatever your size.

0:26:530:26:55

Up to now, Australia have

always done that better.

0:26:550:26:58

Take Dawid Malan's wicket,

as Steve Smith did, somehow.

0:26:580:27:00

Fittingly fantastic

from the Aussie superman but the

0:27:000:27:04

catching went from breathtaking

to cringe-making.

0:27:040:27:07

Josh Hazlewood's reprieve

of Moeen Ali would even

0:27:070:27:09

have looked bad on the beach.

0:27:090:27:12

England's tail-end responded with

spirit and even a few sixes before

0:27:120:27:15

finally running out of steam

and wickets on 346.

0:27:150:27:20

So not the score England wanted

but not the one they

0:27:200:27:22

will have dreaded either.

0:27:220:27:24

They are just about still

in this Test match.

0:27:240:27:26

Now they must stop Australia

batting them out of it.

0:27:260:27:29

How's this for a start?

0:27:290:27:31

Cameron Bancroft bowled

by Stuart Broad for a duck.

0:27:310:27:34

But David Warner was

born so close to this

0:27:340:27:36

ground, he seems to still treat it

as an extension of his back garden.

0:27:360:27:39

He passed 50 when out

of nowhere, James

0:27:390:27:42

Anderson sent him indoors.

0:27:420:27:45

England continued to bowl with some

skill but no luck and Usman Khawaja

0:27:450:27:48

had found his touch.

0:27:480:27:50

He got his half century and ended up

just short of a full one.

0:27:500:27:53

Plus, Smith was there.

0:27:530:27:54

Of course he was.

0:27:540:27:56

Now beyond 6000 test

runs and counting.

0:27:560:27:59

England bowlers old and new must

believe he's stoppable.

0:27:590:28:03

He's playing very well,

he's obviously seeing it well.

0:28:030:28:06

But like I said, he's only human,

so we'll keep plugging away tomorrow

0:28:060:28:10

and I feel like if we can get him

out, then we can take two or three

0:28:100:28:14

and hopefully get

a first-innings lead.

0:28:140:28:17

So the problem is one England

have faced all tour -

0:28:170:28:20

how do you get rid of Steve Smith?

0:28:200:28:22

Answers to the SCG ASAP.

0:28:220:28:30

Patrick Gearey, BBC News, Sydney.

0:28:300:28:34

More than 20,000 fans of Irn Bru

have signed a petition

0:28:340:28:36

against a planned change

to its famous recipe.

0:28:360:28:38

The manufacturer of Scotland's

best-selling soft drink are changing

0:28:380:28:41

the formula to cut its sugar content

by nearly half, before

0:28:410:28:43

a government levy on sugary

drinks comes into effect.

0:28:430:28:45

Lorna Gordon has the details.

0:28:450:28:53

It's been called Scotland's other

national drink, a fizzy beverage

0:28:530:28:58

with its distinctive orange colour

has a loyal following but the amount

0:28:580:29:03

of sugar in Irn Bru is about to be

halved and not everyone is happy.

I

0:29:030:29:08

got up one morning after a night

out, went for the usual Irn Bru and

0:29:080:29:15

I was going through Facebook and I

heard the sad news. Just don't do

0:29:150:29:19

it. Don't do it! You are not leaving

out any option to get the original

0:29:190:29:24

stuff. It's part of our culture.

It's a Scottish national treasure.

0:29:240:29:31

Up you come. Ryan is storing bottles

in his attic. He is also behind a

0:29:310:29:38

petition calling for the soft drink

to remain unchanged. More than

0:29:380:29:42

20,000 people have now signed. The

makers of Irn Bru say the vast

0:29:420:29:46

majority of its drinkers want to

consume less sugar and they say that

0:29:460:29:51

most people won't taste the

difference but there are rumours

0:29:510:29:55

that Irn Bru enthusiasts are

stockpiling the drink ahead of the

0:29:550:29:59

changes and some of the shelves in

this in have already being cleared.

0:29:590:30:05

Irn Bru, is it a popular drink here?

Number one seller in my shop. The

0:30:050:30:10

last couple of days there has been a

rush on it. I didn't realise until

0:30:100:30:14

the baby yesterday what the reason

behind it was. And we are short on

0:30:140:30:23

supplies after Christmas anyway.

What do his customers then?

I like

0:30:230:30:27

it as it is.

I went by it changed. I

think it is a great idea. That

0:30:270:30:32

amount of sugar is bad for your

teeth.

Arles probably stop drinking

0:30:320:30:36

it.

This punter led push back has

raised Irn Bru's profile again.

0:30:360:30:46

Whether customers stay loyal will

remain clear when the new version

0:30:460:30:51

goes on sale later this month. Lorna

Gordon, BBC News, Glasgow.

0:30:510:30:56

Time for a look at the weather.

0:30:560:30:59

I hope it's not going to be as

0:30:590:31:01

I hope it's not going to be as cold

as in New no, thankfully not. That

0:31:010:31:10

is a tremendous temperature, isn't

it? It is going to turn colder,

0:31:100:31:16

drier, with quite a frost on

Saturday night. Increasing amount of

0:31:160:31:20

sunshine of the weekend goes on.

This picture was taken today on the

0:31:200:31:24

Somerset levels in between the

showers across this part of the UK.

0:31:240:31:28

Further north and higher up, we have

seen snow falling in the Peak

0:31:280:31:32

District and then the Staffordshire

Hills for a while. That weather is

0:31:320:31:35

moving away, heading towards

Lincolnshire and the wash and should

0:31:350:31:38

be mostly rain. A bit of sunshine

now with a brighter day for Northern

0:31:380:31:45

Ireland. Colder across the board.

Damp weather in Scotland, a mixture

0:31:450:31:50

of rain, sleet and some hill snow.

It will sink its way southwards

0:31:500:31:55

overnight, mostly ending up in

northern England. Colder air

0:31:550:31:59

beginning to arrive across Scotland

later in the night. A chilly night.

0:31:590:32:02

Temperatures went to be far of

freezing. Fog patches, which will

0:32:020:32:08

lift in the morning. This is how we

start the weekend, sunshine between

0:32:080:32:12

the showers in parts of the South

West and Wales. Then we have that

0:32:120:32:18

wintry zone, really. A bit of snow

over the hills heading into Wales

0:32:180:32:22

and northern England. Rain

elsewhere, mind you. Much brighter

0:32:220:32:26

further north, Northern Ireland with

a lovely day and plenty of sunshine

0:32:260:32:30

in Scotland. But there will be icy

patches for eastern Scotland and the

0:32:300:32:35

England. More sheltered areas,

western Scotland, north-east England

0:32:350:32:40

and enjoying much more sunshine, but

cloud failing to clear away across

0:32:400:32:48

the Midlands and dreary across

south-west England as well. It will

0:32:480:32:51

feel colder in the wind. Lower

temperatures in the north but at

0:32:510:32:55

least we have some sunshine. As we

head into the evening and overnight,

0:32:550:33:00

it stays quite rare indeed. This

cloud slowly pushes its way into the

0:33:000:33:07

English Channel and further north we

will have clear as skies for longer,

0:33:070:33:14

where we see very low temperatures.

Not as cold further south. The

0:33:140:33:19

coldest weather is underneath those

clear skies and in the centre of

0:33:190:33:22

that high pressure. It is that high

pressure that is dragging with it

0:33:220:33:26

colder air but increasing amounts of

sunshine. Still some wind across

0:33:260:33:31

southern parts, cloud at times,

otherwise a dry day, sunny spots but

0:33:310:33:36

it will be cold. Starting cold next

week, with increasing amounts of

0:33:360:33:40

cloud.

That's all from the BBC News at One

so it's goodbye from me

0:33:440:33:47

and on BBC One we now join the BBC's

news teams where you are.
