Senior ministers urge the Government

to pull together amid reports

0:00:080:00:10

of mounting tensions among

Conservative MPs.

0:00:100:00:15

The Prime Minister is facing growing

criticism over her handling

0:00:150:00:19

of Brexit negotiations

and her domestic policy.

0:00:190:00:21

Also on the programme

this lunchtime:

0:00:210:00:25

A 28-year-old man appears in court

in connection with a car crash that

0:00:250:00:28

killed three teenage boys

in London on Friday.

0:00:280:00:31

The collapsed construction giant

Carillion is accused of trying

0:00:310:00:33

to wriggle out of its pension

obligations while still

0:00:330:00:35

paying bosses' bonuses.

0:00:350:00:41

A former loyalist paramilitary

commander turned police informer

0:00:410:00:43

is sentenced to six and a half years

in prison for more than

0:00:430:00:46

200 terror offences.

0:00:460:00:48

Peaking in Paris -

the River Seine is now more

0:00:480:00:52

than four metres above its normal

level and people have been

0:00:520:00:55

moved from their homes.

0:00:550:00:58

And Bruno Mars cleans up

at the biggest music awards,

0:00:580:01:01

the Grammy's, in New York last night

- taking home six in total.

0:01:010:01:04

And coming up in the sport on BBC

News, the new England women's head

0:01:040:01:07

coach, Phil Neville,

faces the media in his first press

0:01:070:01:10

conference since his surprise

appointment in the role.

0:01:100:01:18

Good afternoon and welcome

to the BBC News at One.

0:01:360:01:38

Senior ministers are urging

their party to pull together

0:01:380:01:40

amid reports of growing tensions

among Conservative Mps.

0:01:400:01:42

Theresa May's facing

criticism over her handling

0:01:420:01:44

of Brexit negotiations

and of her domestic policy.

0:01:440:01:47

It comes as European Union ministers

prepare to meet in Brussels this

0:01:470:01:50

afternoon to agree their negotiating

guidelines for the transitional

0:01:500:01:52

period after Britain leaves

the EU in March next year.

0:01:520:01:58

Here's our Political

Correspondent Leila Nathoo.

0:01:580:02:05

Will this Government ever agree on a

Brexit strategy? Heading in,

0:02:050:02:11

competing views in the cabinet still

to be reconciled. Among Tory

0:02:110:02:17

Brexiteers, frustration is spilling

over with louder calls for the

0:02:170:02:20

Government to take a tougher stance

towards Brussels.

I think now,

0:02:200:02:25

having tried the friendly approach,

the UK needs to say to the rest of

0:02:250:02:30

the EU, either we talk trade and a

comprehensive partnership and sort

0:02:300:02:34

that out over the next year or we

leave without an agreement. Will you

0:02:340:02:39

please get down to discussing the

things we are interested in because

0:02:390:02:42

we spent the last

0:02:420:02:48

we spent the last year and a half

talking about things you are

0:02:510:02:52

interested in.

From other quarters

too, warnings time is running out

0:02:520:02:55

for the Prime Minister to get across

a broader message.

I don't support

0:02:550:02:57

any change in leadership but I do

think the window is closing because

0:02:570:03:00

politics can be a brutal game.

Theresa May has her hands full

0:03:000:03:05

trying to contain the divisions

among her colleagues but party unity

0:03:050:03:08

is again beginning to fray. Her

authority is fragile, and it is

0:03:080:03:14

those around her who will decide how

long she stays in place.

We should

0:03:140:03:20

pull together and stay behind the

Prime Minister. There are challenges

0:03:200:03:23

facing the country we need to rise

to together and huge opportunities

0:03:230:03:26

we need to take advantage of. The

biggest risks to our country would

0:03:260:03:32

be a socialist government that would

send us backwards.

There is a sense

0:03:320:03:37

the pressure on Theresa May is

building, from those concerned

0:03:370:03:40

domestic policy is taking a

back-seat, while those calling for a

0:03:400:03:46

clean break from the EU want her to

take a bold step in that direction.

0:03:460:03:49

Rod Laver Tories still don't want a

leadership contest that may bring

0:03:490:03:53

forward a general election and there

is still no obvious candidate to

0:03:530:03:57

take her place. Downing Street

points to the Prime Minister's

0:03:570:04:02

record in the negotiations so far,

but the next stage of negotiations,

0:04:020:04:08

sowing seeds of a future

relationship between Britain and the

0:04:080:04:11

EU, will be harder to navigate

abroad and on home soil.

0:04:110:04:16

Our Assistant Political Editor

Norman Smith is in Downing Street.

0:04:160:04:19

How much trouble is the PM in?

0:04:190:04:24

Sophie, Mrs May has faced crises

before and battled on through and

0:04:240:04:29

survived, and she may do again. The

difference this time I think is for

0:04:290:04:33

the first time there are signs the

Brexiteers, who to date have been

0:04:330:04:40

loyal to Mrs May almost fending off

others who have sought to move

0:04:400:04:44

against her, now appear to be

getting the political collywobbles

0:04:440:04:49

over her leadership. They swallowed

uncomfortable compromises over the

0:04:490:04:53

Divorce Bill and the transition

period but now they fear those

0:04:530:04:57

compromises might be a proud huge to

the great sell-out. Why? -- might be

0:04:570:05:07

a prelude. Last week it was

suggested we might move very

0:05:070:05:14

modestly apart from the EU which has

rung alarm bells. There's a broader

0:05:140:05:19

sense of exasperation with Mrs May,

many Tory MPs fear the party is

0:05:190:05:24

drifting aimlessly down the river

with no real direction or sense of

0:05:240:05:29

purpose. All of which said, for all

of the accusations against Mrs May

0:05:290:05:35

that she lacks decisiveness and

boldness, it is not clear that any

0:05:350:05:40

of her Cabinet critics are exactly

overflowing in those qualities

0:05:400:05:44

themselves because today all of them

have sat on their hands and shown no

0:05:440:05:49

sign of facing down Mrs May.

Norman

Smith in Downing Street, thank you.

0:05:490:05:55

Ministers from the 27 states

which will remain in the EU

0:05:550:05:57

after Brexit are meeting this

afternoon to agree their negotiating

0:05:570:06:00

guidelines for the transitional

period after Britain's departure.

0:06:000:06:02

Damian Grammaticas is in Brussels.

0:06:020:06:10

Yes, so those ministers, the 27,

will this afternoon sign off on

0:06:110:06:16

their position, the EU's position on

the negotiation about transition

0:06:160:06:21

period. This is an important moment

because if you think back to what

0:06:210:06:26

happened in the first phase, the EU

set out its position, its

0:06:260:06:31

guidelines, and stuck to it. For all

of the debates about the exit bill,

0:06:310:06:37

Britain ended up accepting the EU

position so in this document today

0:06:370:06:42

we see some of the arguments to

come, particularly the issue about

0:06:420:06:47

the UK status. The UK will quit in

2019 out of the EU but if it wants

0:06:470:06:54

to have that transition and continue

to benefit from free trade, single

0:06:540:06:58

market access and that sort of

stuff, it will need to accept all of

0:06:580:07:03

the rules. That is one area where

there could be some dispute. The UK

0:07:030:07:08

saying can it not have some power of

looking at those rules and if they

0:07:080:07:13

are not in the UK's interests, the

EU is unlikely to move on that. Also

0:07:130:07:18

in the document tree movement rights

of EU citizens, that they should

0:07:180:07:24

continue right until the end of the

transition in 2020, so difficult

0:07:240:07:31

decisions for the UK but the EU

should sign off on this this

0:07:310:07:35

afternoon and we will probably see

them stick to that through the

0:07:350:07:40

negotiations.

Thank you.

0:07:400:07:42

A man has been remanded in custody

after appearing in court

0:07:420:07:44

in connection with a car crash that

killed three teenagers

0:07:440:07:47

in West London.

0:07:470:07:48

A second man is being questioned

after he handed himself

0:07:480:07:50

in after a police appeal.

0:07:500:07:51

Frankie McCamley is at

Uxbridge Magistrates' Court.

0:07:510:07:55

What happened in court?

Some of the

victims' family members were in

0:07:550:08:02

court today to see the defendant,

Jaynesh Chudasama, who only spoke to

0:08:020:08:08

confirm his name, age and address.

He faces three counts of causing

0:08:080:08:13

death by dangerous driving following

a crash on Friday evening in which a

0:08:130:08:17

car ploughed into a group of teenage

boys. Three teenagers were killed at

0:08:170:08:26

the scene, named a 16-year-old Josh

McGuinness, 16-year-old George

0:08:260:08:30

Wilkinson and 17-year-old Harry

Rice. The 34-year-old has also been

0:08:300:08:33

arrested on suspicion of dangerous

driving and remains in police

0:08:330:08:38

custody for questioning. Family,

friends and loved ones have been

0:08:380:08:41

paying tributes at the scene,

leaving flowers and balloons. All

0:08:410:08:45

the boys attended the same school

and the headteacher has issued a

0:08:450:08:50

statement to say "We are all shocked

and saddened by the tragic loss of

0:08:500:08:54

three of our students. Our thoughts

and condolences are with family,

0:08:540:08:59

friends and loved ones at this

time". Jaynesh Chudasama was denied

0:08:590:09:05

bail today and will appear at the

Old Bailey on the 26th of February.

0:09:050:09:09

Thank you.

0:09:090:09:14

A loyalist paramilitary turned

supergrass has been jailed for more

0:09:140:09:16

than six years after admitting more

than 200 offences -

0:09:160:09:19

including five murders.

0:09:190:09:20

Gary Haggarty was a former

commander in the Ulster

0:09:200:09:22

Volunteer Force in Belfast.

0:09:220:09:23

He was a paid police

informer for 11 years.

0:09:230:09:25

The judge said that under

normal circumstances,

0:09:250:09:27

45-year-old Haggarty would have been

jailed for 35 years.

0:09:270:09:29

From Belfast, Chris Page reports.

0:09:290:09:37

During the troubles, the letters UVF

were identified with fear,

0:09:400:09:45

sectarianism and killing. The Ulster

volunteer Force murdered almost 400

0:09:450:09:50

people, more than any other loyalist

paramilitary group. The control

0:09:500:09:55

which UVF leaders had over their own

communities meant it was difficult

0:09:550:09:59

to prosecute any, but eight years

ago Gary Haggarty offered to give

0:09:590:10:05

evidence in court in exchange for a

shorter sentence for his own crimes.

0:10:050:10:13

Eamon Fox and Gary Convey

were shot dead by UVF gunmen...

0:10:130:10:16

Sean McDermott was bundled

into his car, and his body was

0:10:160:10:18

discovered early

yesterday morning...

0:10:180:10:19

Children ran crying from the house

after the gunmen shot their

0:10:190:10:22

grandfather.

0:10:220:10:23

Haggarty pleaded guilty to five

murders and almost 200 other

0:10:230:10:25

terrorism offences.

0:10:250:10:26

Today, the judge said under

normal circumstances, he

0:10:260:10:28

would have gone to prison for 35

years, but he reduced the term to

0:10:280:10:32

six and a half years.

0:10:320:10:39

The UVF unit which Haggary

led here in north

0:10:390:10:41

Belfast had a particularly

savage reputation.

0:10:410:10:42

But even as he was carrying out

this his sectarian murder

0:10:420:10:45

campaign,

the paramilitary commander was also

0:10:450:10:46

working as a police informer.

0:10:460:10:50

The families of those

Haggarty killed

0:10:500:10:51

feel the justice system has

let them down terribly.

0:10:510:10:57

Justice?

0:10:570:10:58

What is justice in this country?

0:10:580:10:59

It's just designed to look

after the criminals.

0:10:590:11:03

How can a man convicted of that

many crimes would be set

0:11:030:11:06

free into society?

0:11:060:11:11

In more than 1000

interviews with detectives,

0:11:110:11:13

Haggarty made allegations about 14

other loyalists and two police

0:11:130:11:16

officers, who he gave

information to.

0:11:160:11:20

But prosecutors have decided

to use his evidence against just one

0:11:200:11:23

man, who is to be charged

with two UVF murders.

0:11:230:11:25

The next time Gary Haggarty

is in court, he'll be in the

0:11:250:11:28

witness box, not the dock.

0:11:280:11:36

The deficit in the pension fund

of the collapsed construction giant

0:11:390:11:42

Carillion could be almost a billion

pounds - far higher than first

0:11:420:11:45

thought, according to MPs.

0:11:450:11:46

The Commons Work and Pensions

Committee has accused the company

0:11:460:11:48

of trying to "wriggle out"

of its obligations to its

0:11:480:11:50

pensioners, while continuing

to pay dividends and high

0:11:500:11:52

salaries to executives.

0:11:520:11:53

Our Business Correspondent

Simon Gompertz is here.

0:11:530:11:58

of trying to "wriggle out"

of its obligations to its

0:11:580:12:00

What do they mean when they say

Carillion wriggled out?

0:12:000:12:03

It's that point of whether the

company was putting enough into the

0:12:030:12:07

pension scheme in order to pay the

pensions they promised. Frank Field,

0:12:070:12:11

the head of the Work and Pensions

Committee, is launching an inquiry

0:12:110:12:15

along with the business committee of

MPs in the Commons into exactly what

0:12:150:12:19

went on at Carillion, and has indeed

been saying the company carried out

0:12:190:12:25

shelling out dividends and handsome

pay packets for those on top whilst

0:12:250:12:29

underfunding the scheme. He has

released a letter from the trustees

0:12:290:12:33

of the pension schemes attached to

Carillion saying they alerted that

0:12:330:12:38

there was a problem of underfunding

in 2008 and then every three years

0:12:380:12:43

since then. The attention has now

shifted to the pensions regulator,

0:12:430:12:48

who was alerted, who didn't force

Carillion to put more into the

0:12:480:12:54

schemes and allowed them to put off

contributions last year. Now Frank

0:12:540:12:57

Field has released another letter

from the regulator with the

0:12:570:13:01

regulator saying they are

investigating whether they should

0:13:010:13:04

use their anti-avoidance powers in

this case, that is when they can

0:13:040:13:07

force people involved in the company

to contribute to a scheme to shore

0:13:070:13:11

it up.

That is one inquiry taking

place, another one has been

0:13:110:13:18

launched, how significant is that?

There are so many inquiries now, as

0:13:180:13:23

they try to hone in on who is

responsible. Swan is from the

0:13:230:13:34

Financial Reporting Council, looking

into KPMG which signed off on the

0:13:340:13:38

accounts of Carillion and will be

looking at the assessment, how they

0:13:380:13:43

booked their income, also the

pension scheme promises. All of

0:13:430:13:48

these investigations will come to a

head but it will take months,

0:13:480:13:52

possibly years, to find out exactly

what happened.

Thank you.

0:13:520:13:57

Two British skiers have died

while on holiday in the French Alps.

0:13:570:14:00

The 25-year-olds were skiing off

piste when it's thought they slipped

0:14:000:14:02

before falling several hundred

metres in the

0:14:020:14:04

Chamonix-Mont-Blanc region.

0:14:040:14:05

A third skier, also British,

is understood to have raised

0:14:050:14:07

the alarm on Sunday morning.

0:14:070:14:09

Rescue services said the men

were on an off-piste route

0:14:090:14:11

which was well-known and popular.

0:14:110:14:19

Our top story this lunchtime, senior

ministers urge the Government to

0:14:230:14:28

pull together amid reports of

mounting tensions among Conservative

0:14:280:14:31

MPs. And how data from the fitness

tracker Strabo has inadvertently

0:14:310:14:37

revealed the whereabouts of American

army bases abroad.

Coming up in sports, the

International Paralympic Committee

0:14:410:14:43

has upheld the decision to ban

Russia from the upcoming Games in

0:14:430:14:46

Pyeongchang.

11 Afghan soldiers have been killed

by militants in Kabul,

0:14:580:15:00

the third attack in the Afghan

capital in just over a week.

0:15:000:15:03

An eyewitness said explosions hit

an area near a military academy.

0:15:030:15:07

It comes days after the deadliest

bombing in Kabul for months,

0:15:070:15:10

during which Taliban militants

killed at least 100 people using

0:15:100:15:12

an ambulance packed with explosives.

SIRENS.

0:15:170:15:21

This is the scene from the latest

attack to rock this city.

0:15:210:15:24

The third in just over one week.

0:15:240:15:27

Five militants from the Islamic

State group apparently used this

0:15:270:15:30

ladder to get into a military base

in the west of Kabul.

0:15:300:15:34

Armed with suicide vests,

they managed to kill

0:15:340:15:38

at least 11 soldiers.

0:15:380:15:39

Four of the attackers were either

shot dead or blew themselves up.

0:15:390:15:42

One was captured alive.

0:15:490:15:53

In the second hour, we heard

sounds of explosions

Look at what's

happening to this nation.

0:15:580:15:59

When you're not able to control

the current situation,

0:15:590:16:02

it's better you resign.

0:16:020:16:03

What kind of government is this?

0:16:030:16:05

You're not even able

to secure the city.

0:16:050:16:07

How can we trust you to

secure the provinces?

Hospitals in the city

0:16:110:16:14

of another attack just two days ago,

in which over 100 people died.

0:16:140:16:19

The Taliban were

responsible for that.

0:16:190:16:22

They also carried out an attack last

weekend at this upmarket hotel.

0:16:220:16:28

Security officials here say

they are doing all they can,

0:16:280:16:30

but anger at the failure to prevent

these attacks is rising.

0:16:300:16:34

Even according to our own standards,

violence, daily violence

0:16:340:16:36

in Afghanistan, this past week

was terrible for Afghans,

0:16:360:16:39

because life is almost paralysed

in the capital city.

0:16:390:16:47

The government is not

functioning and people are not

0:16:480:16:50

going out of their houses,

and schools are closed.

0:16:500:16:56

There's no evidence they are working

together, but it seems both

0:16:560:16:59

the Taliban and Islamic State group

have decided that targeting

0:16:590:17:02

the capital is the best way

to spread fear and to

0:17:020:17:04

undermine the government.

0:17:040:17:07

Secunder Kermani, BBC News, Kabul.

0:17:070:17:10

The German government has

strongly condemned a series

0:17:110:17:14

of car emissions tests,

in which humans and monkeys

0:17:140:17:17

were reportedly exposed

to diesel exhaust fumes.

0:17:170:17:22

The experiments were conducted

by a research group funded by three

0:17:220:17:25

car companies, including Volkswagen.

0:17:250:17:26

Its chairman has described the tests

as "totally incomprehensible".

0:17:260:17:34

The River Seine in Paris has peaked

at around four metres

0:17:350:17:37

above its normal level for this time

of year, as the French capital deals

0:17:370:17:43

with the aftermath of

weeks of heavy rainfall.

0:17:430:17:45

More than 1,500 people

were moved from their homes

0:17:450:17:48

in the greater Paris region,

and a similar number of homes remain

0:17:480:17:50

without electricity.

0:17:500:17:55

The city's famous Bateaux Mouches

tourist boats are out of service,

0:17:550:17:57

with only emergency services allowed

to use the river.

0:17:570:17:59

Charlotte Gallagher reports.

0:17:590:18:04

Weeks of relentless rain and one

of the wettest Januarys

0:18:040:18:09

on record have seen the muddy waters

of the River Seine swell.

0:18:090:18:12

For more than 100 years,

Parisians have measured the level

0:18:120:18:14

of the river by looking at this

statue commemorating

0:18:140:18:16

the Crimean War.

0:18:160:18:18

During the city's worst

ever flooding, the water

0:18:180:18:20

reached its beard.

0:18:200:18:23

This time it has

stopped at its thighs.

0:18:230:18:25

The rising waters are attracting

locals and tourists alike.

0:18:250:18:30

TRANSLATION:

Yes, it's true

that there are people

0:18:300:18:34

affected by the floods,

but at the same time it's true

0:18:340:18:37

that it is an amazing sight.

0:18:370:18:42

I was just at the Pont Neuf.

0:18:420:18:43

Normally there is a garden

below, a small park.

0:18:430:18:46

It's flooded, it's true,

it's a change in the landscape.

0:18:460:18:54

The water level actually affects

life here, but it doesn't matter,

0:18:540:18:57

because Paris has attracted me a lot

and I feel so satisfied with that.

0:18:570:19:03

The popular Bateaux Mouches tourist

boats have been moored

0:19:030:19:06

because they will not be able

to fit under bridges.

0:19:060:19:08

Only the emergency services are now

allowed on the river.

0:19:080:19:14

Commuters have also suffered -

seven metro stations along the Seine

0:19:140:19:19

have been closed until next week

and some roads have been shut.

0:19:190:19:22

The lower level of the Louvre,

home to some of the world's

0:19:220:19:25

most priceless artworks,

has also been closed to visitors.

0:19:250:19:33

But it's people living

on the outskirts of Paris that have

0:19:340:19:36

been most affected by the flooding.

0:19:360:19:38

Around 1500 homes have been

evacuated, some have been destroyed.

0:19:380:19:41

The waters are expected to begin

receding tomorrow and then

0:19:410:19:43

the huge clean-up can begin.

0:19:430:19:47

But despite the soggy conditions,

some Parisians are determined

0:19:470:19:49

to make the best of it.

0:19:490:19:54

Charlotte Gallagher, BBC News.

0:19:540:19:58

A new law targeting online grooming

has uncovered what a leading

0:19:580:20:02

children's charity is describing

as the "staggering" extent of abuse

0:20:020:20:05

in England and Wales.

0:20:050:20:08

The NSPCC says more than 1300

cases of people sending

0:20:080:20:12

a sexual message to a child

were recorded in the first six

0:20:120:20:15

months of it being made

a criminal offence.

0:20:150:20:17

It wants ministers and social media

platforms to do more

0:20:170:20:19

to tackle the issue,

as Graham Satchell reports.

0:20:190:20:27

Lauren was just ten

when she started going online.

0:20:270:20:30

She made a friend in a chatroom

who sent her sexual messages,

0:20:300:20:33

and eventually persuaded

her to meet.

0:20:330:20:34

We have changed Lauren's name

and voice to protect her identity.

0:20:340:20:42

The physical, sexual abuse has been

extremely traumatic.

0:20:430:20:45

I have flashbacks, and have to have

medication to control those.

0:20:450:20:48

When I was about 12, he wanted

to meet up with me in person.

0:20:480:20:51

He had all the power, completely.

0:20:510:20:56

He had totally manipulated me

to believe that I was doing

0:20:560:20:59

something wrong here,

and it would be me who would

0:20:590:21:01

be punished for this.

0:21:010:21:02

I was absolutely terrified.

0:21:020:21:07

Lauren's abuser, a man in his 30s,

was never prosecuted.

0:21:070:21:09

Police weren't able at that

time to use the messages

0:21:090:21:12

he had sent as evidence,

but since April last year,

0:21:120:21:14

it has been illegal to send sexual

messages to a child.

0:21:140:21:17

In the first six months

of the new law, more than 1,300

0:21:170:21:21

offences have been recorded

in England and Wales, the youngest

0:21:210:21:24

victim a girl of just seven.

0:21:240:21:26

And, in almost two thirds of cases,

groomers used just three

0:21:260:21:29

social media sites -

Facebook, Instagram and Snapchat.

0:21:290:21:35

There is a role for Government now

to make sure that social

0:21:350:21:38

network firms do act,

because we've seen in the last

0:21:380:21:41

decade or so social

networking firms being able

0:21:410:21:44

to mark their own homework,

0:21:440:21:45

when it comes to

keeping children safe.

0:21:450:21:50

So a role for Governemnt to make

sure social networks begin to take

0:21:500:21:54

these issues more seriously.

0:21:540:21:55

The NSPCC wants Government to force

social media sites to introduce

0:21:550:21:57

a new grooming algorithm.

0:21:570:21:58

It would look for certain words

and friending activity,

0:21:580:22:00

and then send an alert to both

the child and the police.

0:22:000:22:03

It would, they say,

prevent more serious abuse,

0:22:030:22:05

rather than waiting until harm

has been done.

0:22:050:22:09

But police say monitoring

the internet is expensive

0:22:090:22:11

and time-consuming,

and they are already

0:22:110:22:13

struggling to cope.

0:22:130:22:18

I know from my own force that there

are some kinds of programmes,

0:22:180:22:22

not necessarily about children,

but about particular kinds

0:22:220:22:25

of online sexual behaviour,

that they can only realistically

0:22:250:22:28

switch on for a relatively short

time, because otherwise

0:22:280:22:31

they would be totally overwhelmed

with the response to them.

0:22:310:22:34

And that is wholly unsatisfactory.

0:22:340:22:39

The Home Office told us it has

provided £20 million to help

0:22:390:22:42

the police operate online,

and the technology companies have

0:22:420:22:46

to take all steps possible

to prevent their platforms

0:22:460:22:48

being used to exploit children.

0:22:480:22:51

Facebook say they are

working with the police,

0:22:510:22:53

and are using technology

to identify grooming behaviour.

0:22:530:22:55

But survivors like Lauren want more

action, to stop online grooming

0:22:550:22:58

becoming abuse in the real world.

0:22:580:22:59

Graham Satchell, BBC News.

0:22:590:23:07

It's a multimillion pound industry

designed to give peace

0:23:080:23:10

of mind to homeowners,

but concerns have been

0:23:100:23:12

raised over some so-called

"trustworthy trader" websites.

0:23:120:23:14

They're meant to put people

in touch with verified

0:23:140:23:16

and reliable tradespeople,

but a BBC investigation has found

0:23:160:23:18

it's possible to be listed,

and build a credible online profile,

0:23:180:23:21

without any experience

or carrying out work.

0:23:210:23:23

Phillip Norton reports.

0:23:230:23:31

Emma Morris believed she could trust

the workmen she had hired

0:23:310:23:34

through Rated People

because the website says it verifies

0:23:340:23:36

those who are listed.

0:23:360:23:39

But two weeks after completing

the work on her roof,

0:23:390:23:41

the repairs fell off.

0:23:410:23:43

And she was left

£1200 out of pocket.

0:23:430:23:48

I just stand there looking up,

assessing the damage,

0:23:480:23:53

and then this big gust of wind,

and this tile rolls all the way down

0:23:530:23:57

the roof and lands at my feet.

0:23:570:23:58

I couldn't move.

0:23:580:23:59

I was just completely in shock that

somebody could come and do a job

0:23:590:24:03

and it just falls apart like it's

Lego bricks.

0:24:030:24:05

Emma felt the checks

were inadequate, so the BBC put some

0:24:050:24:08

of the main trustworthy trader

websites to the test.

0:24:080:24:13

Without any experience, ability

or public liability insurance,

0:24:130:24:18

I was able to get myself listed

on Rated People and My Builder.

0:24:180:24:22

In this phone call with

Rated People, the words

0:24:220:24:24

of the website's employee are voiced

by an actor.

0:24:240:24:27

I didn't know whether I needed

to send any references

0:24:270:24:30

or anything to you or anything.

0:24:300:24:31

Not for the most part.

0:24:310:24:32

I mean, every so often.

0:24:320:24:35

Sometimes we ask for proof

of address, and that kind

0:24:350:24:39

of thing, but very rarely.

0:24:390:24:41

So I've got the van,

I've got the overalls.

0:24:410:24:43

But what I haven't got is any

experience or ability.

0:24:430:24:46

Yet here is my profile

on Rated People.

0:24:460:24:50

And on top of all that,

with the help of a false e-mail

0:24:500:24:53

address and the bogus job that I set

up, I can even award myself five

0:24:530:24:57

stars for extra credibility.

0:24:570:25:00

So I'm now a five star rated

tradesmen able to bid

0:25:000:25:04

So I'm now a five star rated

tradesman able to bid

0:25:040:25:07

for work at people's homes.

0:25:070:25:09

In response to our findings,

Rated People told us that applicants

0:25:090:25:12

are screened by credit and fraud

prevention agencies,

0:25:120:25:15

and they encourage homeowners

to carry out their own checks

0:25:150:25:17

on tradespeople before hiring.

0:25:170:25:22

My Builder says it turns down 40%

of applicants, and evaluates

0:25:220:25:24

all its trades individually.

0:25:240:25:27

It said it will review its processes

following on from our investigation.

0:25:270:25:32

Emma had to pay hundreds of pounds

to have her roof put right.

0:25:320:25:35

Phillip Norton, BBC News.

0:25:350:25:40

And you can see more

on Inside Out in the North West,

0:25:400:25:43

East Midlands and Yorkshire

and Lincolnshire tonight

0:25:430:25:44

on BBC One at 7:30pm,

and after that on the BBC iPlayer.

0:25:440:25:50

Security concerns have been raised

after a fitness tracking app showed

0:25:500:25:53

the exercise routes of military

personnel in bases around the world.

0:25:530:25:57

The online fitness tracker Strava

has published a heatmap,

0:25:570:26:00

sharing the paths its users log

as they run or cycle.

0:26:000:26:04

It appears to show the structure

of military bases in countries

0:26:040:26:10

including Syria and Afghanistan,

as soldiers move around them.

0:26:100:26:12

Our Technology Correspondent Rory

Cellan-Jones is here.

0:26:120:26:16

This is an apt people have on their

phones come you upload whether you

0:26:160:26:19

have been running or cycling, but

how has this happened?

Millions of

0:26:190:26:23

people around the world use Strava

to measure their cycling, running,

0:26:230:26:28

swimming, and there is a competitive

element, as they like to compare

0:26:280:26:32

themselves to other people. Strava

produced this extraordinary heat map

0:26:320:26:37

back in November, which has billions

of data points. It's actually a

0:26:370:26:41

fantastic global map of where people

are running and cycling. It wasn't

0:26:410:26:45

until this weekend that an eagle

eyed researcher had a closer look

0:26:450:26:49

and realised in places that are

sparsely populated with Strava uses,

0:26:490:26:55

in Africa and Afghanistan, they

could spot what were potentially

0:26:550:26:59

secret CIA bases, American bases and

so on. I had a look in the UK and

0:26:590:27:04

you could spot, for instance, it

looks like people are cycling to

0:27:040:27:08

work at GCHQ, or running to work at

GCHQ. Some concern there that people

0:27:080:27:13

have been a bit careless, people

insecure jobs, about sharing too

0:27:130:27:19

much data, because there are options

to turn off that data sharing.

There

0:27:190:27:25

are privacy settings?

There are

definitely privacy settings on

0:27:250:27:27

there. I'm sure a lot of military

personnel will be giving a stiff

0:27:270:27:30

lecture. A statement from the MOD

has said, it takes the security of

0:27:300:27:35

its personnel and establishments

very seriously and keeps them under

0:27:350:27:38

constant review. However, for

obvious reasons, we do not comment

0:27:380:27:42

on specific security arrangements

and procedures stop nevertheless, I

0:27:420:27:47

expect people at military bases

using Strava to be set right.

0:27:470:27:51

Privacy settings on the map. Rory

Cellan-Jones, thank you.

0:27:510:27:58

The singer Bruno Mars was the big

winner at the Grammy Awards

0:27:580:28:00

in New York last night.

0:28:000:28:02

He took home six prizes,

including best record,

0:28:020:28:04

album and song of the year.

0:28:040:28:05

There were also two

awards for the British

0:28:050:28:07

singer-songwriter Ed Sheeran.

0:28:070:28:08

Many of the stars at the event wore

white roses as a sign of solidarity

0:28:080:28:12

with the movements against sexual

harassment and gender inequality.

0:28:120:28:14

Aleem Maqbool has the details.

0:28:140:28:15

24K Magic, Bruno Mars.

0:28:150:28:16

The most prestigious event in music

ended up being a huge

0:28:160:28:21

night for Bruno Mars,

who took home six Grammys,

0:28:210:28:24

including the big three -

Record, Album and Song of the Year.

0:28:240:28:29

You know, those songs were written

with nothing but joy and for one

0:28:290:28:32

reason and for one reason only,

and that's love.

0:28:320:28:35

Of course, tonight

is about the glamour

0:28:350:28:39

and a celebration of music,

but it's also about,

0:28:390:28:42

inevitably perhaps, also become

a platform to highlight not one

0:28:420:28:44

but many issues of the day.

0:28:440:28:47

On the red carpet, stars wore

white roses in solidarity

0:28:470:28:51

with the movements to end sexual

misconduct and gender inequality.

0:28:510:28:54

There's still a lot

to be done, isn't there?

0:28:540:28:59

Well, we make up 51%

of the workforce.

0:28:590:29:02

We don't get equal

pay for equal work.

0:29:020:29:05

We don't get equal opportunity.

0:29:050:29:06

And we do not have a safe workplace.

0:29:060:29:08

So I think time is up.

0:29:080:29:13

And in the most memorable

performance of the night, Kesha,

0:29:130:29:19

who has accused her former producer

of sexual and physical abuse,

0:29:190:29:21

was supported on stage

by other female artists.

0:29:210:29:28

There was a poignant tribute

to those who died in attacks

0:29:280:29:33

at a music festival in Las Vegas,

and the Ariana Grande

0:29:330:29:35

concert in Manchester.

0:29:350:29:37

# If I saw you in heaven...

0:29:370:29:45

# The face of liberty starting to

crack...

0:29:450:29:48

U2 performed by the Statue

of Liberty to draw attention

0:29:480:29:50

to current immigration

issues in America.

0:29:500:29:51

He had a long-time fear

of being poisoned.

0:29:510:29:53

And things got even more overtly

political with an appearance

0:29:530:29:58

by Hillary Clinton that's already

being criticised by members

0:29:580:30:00

of President Trump's administration.

0:30:000:30:04

The Grammy's in the bag?

0:30:040:30:07

This was expected to be the year

hip-hop was recognised

0:30:070:30:10

in the mainstream awards,

but it wasn't.

0:30:100:30:13

And in spite of all the talk

of equality, few women were even

0:30:130:30:16

nominated for the big prizes.

0:30:160:30:22

There is once again a question about

whether the Grammy awards truly

0:30:220:30:25

reflect the huge diversity

of this industry.

0:30:250:30:27

Thank you, guys, so much.

0:30:270:30:29

Aleem Maqbool, BBC

News, in New York.

0:30:290:30:30

Time for a look at the weather -

here's Ben Rich.

0:30:300:30:33

If you enjoyed the mild weather over

the weekend, I hope you didn't get

0:30:360:30:39

too used to it because things are

changing in the next few days.

0:30:390:30:43

Yesterday in sunnier spots,

temperatures that all the way up to

0:30:430:30:46

15 degrees, way above average for

the time of year. Skipping ahead to

0:30:460:30:50

Wednesday and many places will be

stuck around 5 degrees with a strong

0:30:500:30:54

cold wind as well, so it could feel

even colder. It will be cold enough,

0:30:540:30:58

especially of higher ground in the

North, to give snow showers. That

0:30:580:31:03

change to the colder air has already

begun because we have been pushing

this cold front south and east,

taking the rain with it, most of it

0:31:080:31:12

clear quite smartly from the south

this afternoon. Then these guys will

0:31:120:31:17

brighten up significantly with lots

of sunshine but showers packing into

0:31:170:31:20

the north-west, some heavy and

turning wintry as temperatures

0:31:200:31:23

continue to drop from the north as

we had through the rest of the day.

0:31:230:31:27

And into this evening and tonight,

it will turn chilly, particularly in

0:31:270:31:31

Central and southern areas where the

wind will be like. Some fog patches

0:31:310:31:35

and widespread frost as well, not

far from freezing in towns and

0:31:350:31:42

cities. In the countryside, lows of

up to -5 in the most prone spots.

0:31:420:31:46

With the cold start, some fog

patches, but a decent amount of

0:31:460:31:51

sunshine first thing across southern

ingot, East Anglia and the Midlands

0:31:510:31:53

and a good part of Wales. Fairly

bright for much of northern England.

0:31:530:31:58

The far north-west seeing more

cloud, and also in Northern Ireland.

0:31:580:32:03

Eastern and southern Scotland start

the day largely dry but showery rain

0:32:030:32:09

affecting north-west Scotland. There

has been a lot of rain here recently

0:32:090:32:12

and couple that with melting snow

and there is the continued risk of

0:32:120:32:16

flooding across parts of western

Scotland as we go through tomorrow.

0:32:160:32:20

Also some patchy rain and murky

weather in the south-west. In

0:32:200:32:24

between, after a chilly start, not a

bad looking day with temperatures

0:32:240:32:29

around six I content. Also some

windy weather up to the north-west

0:32:290:32:32

with gales for a time ahead of this

frontal system, another cold front

0:32:320:32:36

moving south through the middle part

of the week. Behind that, into

0:32:360:32:42

Wednesday, a renewed surge of cold

air. Wednesday will be a cold

0:32:420:32:47

feeling day, particularly given the

strength of the north-westerly wind

0:32:470:32:50

with gales in some spots. Rain

clearing from the south, the skies

0:32:500:32:54

will brighten with sunshine. A few

wintry showers, especially over

0:32:540:32:59

northern high ground. Lower levels

in Scotland as well. Thursday will

0:32:590:33:03

bring fewer showers but it will

still be cloud and then cloud and

0:33:030:33:06

rain spanning from the West on

Friday. But it's something colder

0:33:060:33:09

for this week.
