The Conservatives are pressed to third place as the Lib Dems win the

:00:10.:00:17.

Eastleigh by-election. UKIP come second. David Cameron calls it a

:00:17.:00:22.

protest vote. Nick Clegg says the Lib Dems overcame the odds.

:00:22.:00:27.

This has been by election we have had to fight in difficult

:00:27.:00:31.

circumstances. Our opponents have thrown everything at us. It is a

:00:31.:00:35.

disappointing result for the Conservative Party, but it is clear

:00:35.:00:40.

that in by-election, people want to register a protest.

:00:40.:00:46.

Also on tonight's programme: We have got six kids in the house.

:00:46.:00:50.

The call made by the parents accused of killing six of their

:00:50.:00:55.

children in a house fire. Threatened with closure, the

:00:55.:00:59.

athletics track where Jessica Ennis was trained for Olympic glory.

:00:59.:01:03.

And a lesson for parents everywhere - think twice before giving your

:01:03.:01:11.

children free rein on your iPad. And later in the hour, I will be

:01:11.:01:14.

here with the sport, including another Manchester milestone for

:01:15.:01:24.
:01:25.:01:40.

Good evening. Welcome to the News At Six. David Cameron has insisted

:01:40.:01:44.

that the Conservatives can win the next general election despite

:01:44.:01:48.

coming third behind the Lib Dems and the UK Independence Party in

:01:48.:01:51.

the Eastleigh by-election. The Prime Minister dismissed the result

:01:51.:01:55.

as a mid-term protest, but the vice-chairman of the Conservatives

:01:55.:01:59.

as this evening declared that UKIP connects with the electorate. Nick

:01:59.:02:04.

Clegg described the win as a stunning victory. Labour came

:02:04.:02:09.

fourth. Nick Robinson's report contains some flash photography.

:02:09.:02:17.

Ever wondered what relief looks like? It looks like this. Relief

:02:17.:02:21.

that after a campaign marred by a Lib Dem scandal, in by election

:02:21.:02:28.

triggered by a Lib Dem scandal, their man had still one. I declare

:02:28.:02:32.

that Michael Douglas Thornton is duly elected.

:02:32.:02:36.

There was another political winner last night. The UK Independence

:02:36.:02:39.

Party may have come second, but those smiles tear you they think

:02:39.:02:49.
:02:49.:02:49.

they have made the big time. So, what have the losers achieve?

:02:49.:02:54.

This is a party coming to terms with coming third. It is a sees the

:02:54.:02:58.

Conservatives had hoped they could win. The Tory candidate, tearful on

:02:59.:03:03.

stage, left it and the election count unable or unwilling to say a

:03:03.:03:11.

word. On the morning after the night

:03:11.:03:16.

before, Nick Clegg was a picture of fist clenched defiance. His party's

:03:16.:03:21.

vote may have dropped by more than 14%, but he believes that he has

:03:21.:03:24.

shown that the Lib Dems can still win.

:03:24.:03:29.

This has been by election we have had to fight in exceptionally

:03:29.:03:32.

difficult circumstances. Our opponents have thrown everything at

:03:32.:03:38.

us. We held our nerve. We stood our ground. We worked as a team. We

:03:38.:03:43.

went out and campaigned on every doorstep. We overcame the odds. We

:03:43.:03:53.
:03:53.:03:53.

won a stunning victory. UKIP leader Nigel Farage considered

:03:53.:04:00.

becoming the candidate for this election after Diane James. But

:04:00.:04:05.

after she did so well, he must be wondering, what if? The remarkable

:04:05.:04:09.

thing is it is happening in a short campaign. We really have connected

:04:09.:04:13.

with voters in this constituency. That is because we're talking about

:04:13.:04:17.

issues that the other parties would prefer to brush under the carpet.

:04:17.:04:21.

The Tories are trying to console themselves with words of comfort

:04:21.:04:25.

from a leader who insists this is simply a classic mid-term protest

:04:25.:04:30.

vote. It is a disappointing result for the Conservative Party. But it

:04:30.:04:34.

is clear that in mid-term by- elections, people want to register

:04:34.:04:39.

a protest. I'm confident that at the general election we can win

:04:39.:04:41.

those people back by demonstrating that we are delivering for

:04:41.:04:44.

everybody who was to work hard and wants to get on. That is what we

:04:44.:04:49.

will be focused on. The Tory vote dropped by less than the Lib Dems.

:04:49.:04:54.

But a growing number of the party's MPs are prepared to use the result

:04:54.:04:57.

to declare that if they don't change, they are doomed to more

:04:57.:05:01.

defeats. People who have have traditionally voted Conservative

:05:01.:05:06.

are not supporting the party at the moment. They feel that the

:05:06.:05:10.

leadership is not in tune with their hopes and fears and their

:05:10.:05:15.

everyday lives. We need to be aware that gay marriage did not play well

:05:15.:05:20.

in terms of the activists and supporters. Some of them went on

:05:20.:05:23.

strike and went directly to UKIP. The Prime Minister needs to think

:05:23.:05:29.

about that. Despite the cheers, what Ed Miliband calls one-nation

:05:29.:05:35.

Labour fail to extend its appeal to this part of the nation, getting

:05:35.:05:39.

around a third of UKIP's vote. would have preferred to get more

:05:39.:05:42.

votes than we did. This was always going to be a tough fight for

:05:43.:05:47.

Labour. It is a seat we have never won. All it convinces me of is that

:05:47.:05:51.

we need to redouble our efforts to reach out to every part of the

:05:51.:05:57.

country. By elections are, of course, a bit different from those

:05:57.:06:03.

in which we choose government. But Eastleigh will be remembered for

:06:03.:06:08.

the poll where a quarter of voters chose to bat none of the three main

:06:08.:06:11.

parties. Nick joins us now. Tell us more

:06:11.:06:15.

about these comments by the vice- chairman of the Conservatives.

:06:15.:06:18.

They are striking because it is a day in which most Conservative MPs,

:06:18.:06:23.

even those who are known privately to be most critical of the Prime

:06:23.:06:27.

Minister, are very concerned about the alleged false situation and

:06:27.:06:32.

have actually stayed silent. Yet the vice chairman, who, I think,

:06:32.:06:36.

would admit he is not a household name in his own house, he never the

:06:36.:06:41.

less is an office holder and he has spoken for many Tory MPs. He says

:06:41.:06:45.

the Conservative voice is muffled and not crisp in a series of tweets

:06:45.:06:49.

tonight. It does not project conservative core policies or

:06:49.:06:54.

principles. He goes on to say that UKIP connects with the electorate

:06:54.:07:00.

not just on Europe but on crime and immigration. With UKIP and not a

:07:00.:07:04.

policy is the public want to hear, we must do the same. That is hardly

:07:04.:07:08.

the same as the Prime Minister saying this was just a protest vote.

:07:08.:07:12.

Of course, by elections are not the same as general elections. A poll

:07:12.:07:17.

taken of those who voted to date suggests that as many as eight in

:07:17.:07:22.

10 UKIP voters did so to send a message to the parties, the bigger

:07:22.:07:26.

parties, they normally support. More than half of them said they

:07:26.:07:31.

were deeply concerned, and above all concerned about immigration. So,

:07:31.:07:35.

today's result may not changed national politics. In one sense, it

:07:35.:07:39.

will change one thing, though - every other party leader will be

:07:39.:07:43.

asking tonight what do we do about UKIP and what do we do about

:07:43.:07:50.

immigration? A court has heard a distressing 999

:07:50.:07:54.

call made by Nick and Mairead Philpott, who are accused of

:07:54.:07:59.

killing six of their children at their home in Derby. Details of a

:07:59.:08:02.

secret recording were released in which prosecutors say that Mick

:08:02.:08:08.

Philpott said he did not need to do it. This report from Jeremy Cook.

:08:08.:08:12.

It was a fire that killed six children while they were sleeping

:08:12.:08:17.

in their own beds. Today, a jury was told that their parents, now

:08:17.:08:20.

accused of delivery starting the blaze, were the ones who raised the

:08:21.:08:30.
:08:31.:08:58.

alarm. The court was played a tape The jury was also shown footage of

:09:15.:09:20.

surveillance team. In court today, the jury was told that during this

:09:20.:09:30.
:09:30.:09:33.

journey, Mick Philpott had told his Mairead says know. The prosecution

:09:33.:09:43.

also alleges that Mick Philpott Those words, I did not mean to do

:09:51.:09:54.

listened to the tape of many thousands of times and he insists

:09:54.:09:58.

the words on that part of the recording are obscured by

:10:14.:10:21.

to go up by 20p. From April, the cost will be 7.85. Dental charges

will also increase. Stuart Hall has appeared in court.

until April. Beef products sold by Birds Eye,

Taco Bell and the catering supply company Brakes had been found to

contain traces of horse DNA. Emma Simpson is at the Food Standards

:10:54.:10:58.

Agency in London. How serious are these latest findings?

:10:59.:11:05.

I think the main thing to point out tonight is, out of the 1,800 tests

:11:05.:11:11.

on beef products competed in the last seven days, 99% were negative

:11:11.:11:16.

for horsemeat contamination above the level of 1%. But, here at the

:11:16.:11:22.

FISA, they say that is still totally unacceptable. -- the Food

:11:26.:11:32.

a spaghetti bolognese and a lasagne, that had already been withdraw from

:11:32.:11:36.

shells, turns out to have been tested after all. Another big name

:11:36.:11:41.

has been caught up in all of this. Taco Bell, the Mexican fast-food

:11:41.:11:46.

chain, famous for its Mexican food. They only have three restaurants in

:11:46.:11:50.

the UK. But tests revealed that some of its ground beef contained

horsemeat. One other quick case. Brakes, who supply to the catering

industry, was it was found in a -- horsemeat was found in a product

there. Eight South African policemen have

:12:08.:12:11.

been arrested on suspicion of murder after the death of a

:12:11.:12:15.

Mozambican taxi driver who was dragged down a street tied to the

:12:15.:12:20.

back of a police van. The incident was recorded by a boy -- a

:12:20.:12:24.

bystander. A man later died in police custody. President Jacob

:12:24.:12:28.

Zuma has condemned the incident as horrific. You may find some of the

:12:28.:12:38.
:12:38.:12:47.

He was 27 and a taxi-driver. Arrested by South African police,

:12:47.:12:52.

reportedly because his car was blocking traffic. What happened

:12:52.:12:59.

next provoked outrage. He resisted, and was eventually handcuffed to

:12:59.:13:04.

the back of a police van. And then, as to why is still under

:13:04.:13:08.

investigation, the van drove off, dragging him along the ground. He

:13:09.:13:15.

died soon after of head injuries and internal bleeding. Residents

:13:15.:13:22.

gathered near his home in a troubled area near Johannesburg.

:13:22.:13:29.

need law now, we need justice. If there is no justice, let them feel

:13:29.:13:36.

that. And side, a small protest. He came from Mozambique, prompting

:13:36.:13:42.

some to accuse the police of deliberately targeting foreigners.

:13:42.:13:48.

Why do the police men kill us? 100% wrong. I think the Government must

:13:48.:13:54.

do something about the police. South Africa's international

:13:54.:13:59.

reputation has taken a hammering in recent months and this incident

:13:59.:14:04.

won't help. President, Jacob Zuma, has waded in describing the police

:14:04.:14:08.

brutality as horrific and unacceptable. The authorities are

:14:08.:14:13.

struggling to break the culture of violence here. Today it was

:14:13.:14:16.

announced eight police officers initially suspended have now been

:14:16.:14:22.

arrested in connection with the incident. A senior Government

:14:22.:14:29.

official de -- visited the man's relatives offering condolences and

:14:29.:14:33.

some context. This is something that could have been avoided. It

:14:34.:14:43.
:14:44.:14:44.

shouldn't have happened and it cannot be justified. There is grief

:14:44.:14:54.

today and outrage, but in a violent country, no great sense of surprise.

:14:54.:14:57.

Our top story tonight: The Conservatives are pushed to third

:14:57.:15:01.

place behind UKIP as the Liberal Democrats hold Eastleigh. Coming

:15:01.:15:11.
:15:11.:15:13.

up: The flag stayed down, 2-0! In a world where sporting stars are

:15:14.:15:23.
:15:24.:15:36.

getting younger and younger, Ryan Giggs proves age is no barrier.

:15:36.:15:38.

The athletics track where Jessica Ennis was trained for Olympic glory

:15:38.:15:42.

may be about to close. The Don Valley stadium in Sheffield was

:15:42.:15:46.

only opened in 1991 but the city council says it costs too much to

:15:46.:15:50.

run and maintain. The Olympic gold medallist, who picked up a CBE

:15:50.:16:00.
:16:00.:16:02.

yesterday, said closing the stadium would send out the wrong message.

:16:02.:16:09.

Danny Savage is at the stadium now. Jessica Ennis has probably ran

:16:10.:16:14.

thousands of laps around this stadium. But closure looks likely

:16:14.:16:19.

and it is added to a list of public facilities threatened with closure

:16:19.:16:26.

because of budget cuts. It was one of the highlights of

:16:26.:16:31.

last summer's Olympics. Jessica Ennis winning gold in the

:16:31.:16:36.

heptathlon. Commentators were quick to mention the party at the track

:16:36.:16:40.

where she trained. And the Don Valley Stadium, who are watching

:16:40.:16:46.

this on a big screen must be going mad by now. He was right. They were

:16:46.:16:53.

celebrating. But several months on, and has 25,000 seated arena is now

:16:53.:16:58.

facing closure and demolition. Sheffield City Council says it

:16:58.:17:03.

cannot afford to run it any more. Now the Athlete honoured by her

:17:03.:17:08.

City and her country has spoken out. Amazing memories from the stadium,

:17:08.:17:13.

that is where my career started. To see the city losing the stadium

:17:13.:17:17.

would be a huge shame. There are lots of kids so enjoyed athletics

:17:17.:17:23.

in the city and not to have that iconic City -- Stadium would be sad.

:17:23.:17:27.

Be it is a sentiment shared by her coach who was training in the city

:17:27.:17:31.

today. We lose a large, iconic stadium which has inspired

:17:31.:17:35.

generations of kids. There is a great feeling from the stadium, but

:17:36.:17:42.

it has hosted things as well as Grand Prix is like the English

:17:42.:17:46.

Schools Championships. That will never happen again in the city.

:17:46.:17:50.

Built in 1991, this facility has left Sheffield with a legacy of

:17:50.:17:55.

debt. But what about the Olympic legacy? The idea more and more of

:17:55.:18:00.

us should be making use of such facilities. The reality is,

:18:00.:18:06.

subsidising each visitor by more than 5 is unsustainable.

:18:06.:18:10.

Sheffield we are voting on 50 million to the Budget. The

:18:10.:18:13.

Government has talked about legacy, but what they have actually done

:18:13.:18:17.

his cup the local authorities to provide the facilities, and there

:18:17.:18:21.

is no legacy funding, nothing in the budget to pay for legacy

:18:21.:18:27.

funding. Jessica Ennis was training here just a few days ago. Now she

:18:27.:18:30.

and the other users of the Don Valley Stadium, will have to look

:18:30.:18:34.

elsewhere. This isn't just about Jessica Ennis

:18:34.:18:37.

is losing the track where she trains, other people trained here

:18:37.:18:44.

as well. She happens to be the most high-profile person. There is a

:18:44.:18:48.

rugby league pitch as well. The meetings to decide the fate of this

:18:48.:18:52.

place is ongoing and a decision is expected in the next hour. We have

:18:52.:18:56.

will have the latest on the BBC News Channel. Lloyds Banking Group

:18:56.:18:58.

has posted better-than-expected figures for 2012. The group, which

:18:59.:19:01.

is 39% owned by the British Government, did lose 570 million,

:19:01.:19:06.

but that's still a much better return than last year. Shares have

:19:06.:19:09.

more than doubled over the last year and there's now speculation

:19:09.:19:12.

about when the Government could sell its shares and claw back

:19:12.:19:14.

billions of taxpayers' money. Here's our chief economics

:19:14.:19:24.
:19:24.:19:25.

correspondent, Hugh Pym. And it is a story about a leading

:19:25.:19:29.

British bank, Lloyds, when the boss should get a bonus, and weak the

:19:29.:19:34.

taxpayers get back the 20 billion pumped into the bank to bail it out.

:19:34.:19:38.

We asked customers how confident they felt about their bank repaying

:19:39.:19:43.

the taxpayer? The idea our money would come back to us after bailing

:19:43.:19:48.

out the banks, to actually see something tangible is beyond the

:19:48.:19:52.

realms of all possibilities. Whether we get our money back, I do

:19:52.:19:57.

hope so. I don't see why the taxpayer should lose out. I would

:19:57.:20:02.

like to see the money back because I am a taxpayer, it is our money.

:20:02.:20:07.

Lloyd's overall losses last year were reduced and there is a renewed

:20:07.:20:10.

speculation about a sale of the Government's 40% holding in the

:20:10.:20:15.

bank. We need to get the bank back in health, and the only way we can

:20:15.:20:20.

do that is when it is back in private hands. But the taxpayer

:20:20.:20:24.

cannot lose millions of pounds, which is what will happen if we

:20:24.:20:31.

rush into a facile. What about the boss, Antonio Horta-Osorio? He said

:20:31.:20:39.

he was not in a position to get the bank sold off. He has been awarded

:20:39.:20:44.

a 1.5 million bonus, but deferred until 2018. It will have to get

:20:44.:20:48.

back to 74p, roughly what was paid for the taxpayer steak, or the

:20:48.:20:51.

Government sells a third of its shares if the boss is to get the

:20:52.:20:56.

bonus. What is the earliest the Government can hope to start

:20:56.:21:00.

selling off its shares in Lloyds? Investors will have to be satisfied

:21:00.:21:06.

finances are in good order, and there is a need taxpayers' get a

:21:06.:21:10.

good return. Some analysts think there is a lot more work to be done

:21:10.:21:14.

at Lloyd's. For the Government to be able to sell its shares at

:21:14.:21:20.

anything it regards as fair value, you need to have Lloyd's close to a

:21:20.:21:23.

position when it can generate normal returns. That does not

:21:23.:21:29.

happen before 2016, even with a following wind. Like other banks,

:21:29.:21:33.

Lloyds is having to make payouts it to customers who were mis-sold

:21:33.:21:38.

protection insurance. Before any major share sale can be considered,

:21:38.:21:46.

there are major hurdles to clear. The pound has fallen to its lowest

:21:46.:21:49.

level against the dollar for more than two and a half years. The fall

:21:49.:21:51.

comes after a surprise contraction in British manufacturing and

:21:51.:21:54.

further speculation about what measures the Bank of England may

:21:54.:21:57.

take to boost the economy. Economists say the figures are a

:21:57.:22:00.

setback to hopes that the economy can return to growth in the first

:22:00.:22:03.

quarter of this year. He's fit, almost 40 and could be

:22:03.:22:06.

about to play his 1000th professional game. Ryan Giggs has

:22:06.:22:08.

had his Manchester United contract extended by a year, proving that

:22:08.:22:13.

age is no barrier in top flight sport. His manager Sir Alex

:22:13.:22:15.

Ferguson described Giggs as a marvellous player and an

:22:15.:22:25.
:22:25.:22:29.

exceptional human being. Dan Roan He is football's man for All

:22:29.:22:34.

seasons. For more than two decades, Ryan Giggs has been scoring goals

and breaking records. After extending his long stint at

:22:39.:22:42.

Manchester United for another year, he has ensured he will still be

:22:42.:22:51.

playing when he turns 40. In the modern game, it is unique of course,

:22:51.:22:56.

but I think it is more than that. I don't think it can be achieved

:22:56.:23:02.

again. An incredible career, absolutely fantastic. These are

:23:02.:23:07.

special times in a special career. If Ryan Giggs plays tomorrow

:23:07.:23:15.

afternoon against Norwich City, it will be Appearance a number 1000.

:23:15.:23:21.

The marathon man has played in each of the last 22 seasons and scored

:23:21.:23:28.

168 goals for United along the way. He has won 12 Premier League titles,

:23:28.:23:35.

four FA Cups and two Champions League triumphs. This was the

:23:35.:23:39.

moments in 1991, when Ryan Giggs made his senior debut for a club he

:23:39.:23:44.

has never left. He has been compared to the young George Best.

:23:44.:23:48.

One of his team-mates that day, says his talent was clear from the

:23:48.:23:55.

beginning. Nobody wanted to mark him because he was so fast. That is

:23:55.:24:01.

what stood him in great stead for so many years. Most players lose

:24:01.:24:05.

their pace, but he has not lost his pace and agility. It is

:24:05.:24:09.

unbelievable what he has achieved. Ryan Giggs has never been sent off

:24:09.:24:13.

for his club, but has known controversy. Laura headlines about

:24:13.:24:20.

his private life two years ago. But his playing career remains

:24:20.:24:28.

unblemished and there seems no end in sight.

:24:28.:24:31.

Now it's a lesson for parents everywhere - think twice before

:24:31.:24:34.

giving your children free reign on your iPad. For the parents of a

:24:34.:24:37.

five-year-old gaming fan, it meant a bill of more than 1,500. Duncan

:24:37.:24:42.

Kennedy has the story. There are some children's games

:24:42.:24:47.

that are free, but five year-old Danny found out there are others as

:24:47.:24:54.

well. I have already got the password. This iPad fan is keen on

:24:55.:25:00.

zombies and found himself an online game, not realising he was running

:25:00.:25:05.

up a bill for thousands. I just clicked on it because it said it

:25:06.:25:12.

was free. I gave it to my dad, and he put the pass word in. And the

:25:12.:25:19.

next day, it did not remind me. Danny had access to the game at the

:25:19.:25:25.

pestering his parents for the password. When his mum, Sharon, saw

:25:25.:25:30.

the 1,700 bill, she could not believe it. Horrified. I was

:25:31.:25:36.

flabbergasted it could amount to 1,700. I am still not 100% sure

:25:36.:25:43.

how he got to that when it said it was free. Apple has refunded the

:25:43.:25:47.

amount, but some experts say game developers need to make it clearer

:25:47.:25:52.

when they cost money. Apple need to be careful to ask for passwords

:25:52.:25:56.

every time a purchase is made within a game. Parents need to be

:25:56.:26:00.

aware that real money is being spent in these games, and passwords

:26:00.:26:06.

need to be kept secret. Danny can still play on his iPad, but now

:26:06.:26:10.

with strict controls. Just so his parents don't have to take a tablet

:26:11.:26:16.

of a medicinal kind, the next time the bill comes in!

:26:16.:26:18.

Europe's most famous volcano, Mount Etna, has been erupting with

:26:18.:26:23.

spectacular affect. The volcano, which is in Eastern Sicily, has

:26:23.:26:26.

been sending plumes of ash thousands of metres into the air.

:26:26.:26:29.

But despite the enormous clouds of ash, flights in and out of Sicily

:26:29.:26:35.

have not been disrupted. Let's take a look at the weather

:26:35.:26:45.
:26:45.:26:45.

The weather is not very spectacular at the moment. We needed the

:26:45.:26:49.

daffodils to brighten up St David's Day and cloudy skies across most

:26:49.:26:57.

parts of Wales, and that will carry on into the weekend. But it will be

:26:57.:27:03.

dry. Tonight, we have had clear skies across Scotland. They were

:27:03.:27:07.

works outwards overnight. Where we get the clear skies is where we

:27:07.:27:11.

will get the frost. You can see the extent through northern England,

:27:11.:27:16.

through parts of Wales, south-west England and parts of Northern

:27:16.:27:21.

Ireland. Elsewhere, cloud will keep the temperature is that little bit

:27:21.:27:25.

higher and keeping a way the Sunshine tomorrow. Most likely

:27:25.:27:28.

spots to see some Sunshine is southern parts of Scotland,

:27:28.:27:35.

northern England. As we go through to 3pm in the afternoon, they might

:27:35.:27:41.

be brightness in Devon and Cornwall. But it will be feeling chilly. In

:27:41.:27:45.

East Anglia and south-east England, the cloud is less likely to break

:27:45.:27:51.

up. Some Sunny spells from time to time, less likely across Northern

:27:51.:27:58.

Ireland. North West Scotland is one of the few places that could see

:27:58.:28:02.

outbreaks of patchy rain. Saturday evening, we keep the dry theme

:28:02.:28:08.

going. Clear skies edging further south. Frost across southern parts

:28:08.:28:14.

of England and Wales. On Sunday, it gets harder to find anything in the

:28:14.:28:18.

way and much of Sunshine. Temperatures around seven or eight

:28:18.:28:23.

degrees. There is a glimmer of hope as we go into the early part of

:28:23.:28:28.

next week, winds coming in from the South East should bring milder air

:28:28.:28:35.
