villa six years ago - the Portuguese police say they have fresh evidence.

:00:17.:00:19.

The Home Secretary has welcomed the development. I think we've got very

:00:20.:00:27.

good collaboration between and the Portuguese police, and that is

starting to bear fruit. We'll have the latest developments.

Also tonight: One in four hospital trusts in England are in danger of

:00:37.:00:39.

providing poor care to patient according to the watchdog. Cameras

:00:52.:01:07.

and Wigan put their reputations on the line in the Europa League.

:01:08.:01:27.

Good evening and welcome to the BBC's News At six.

:01:28.:01:32.

Police in Portugal have reopened their investigation into the

:01:33.:01:36.

disappearance of Madeleine McCann six years ago. The decision comes

:01:37.:01:40.

nearly two weeks after British police said they were following new

:01:41.:01:45.

lines of enquiry. The new Portuguese investigation is portability

:01:46.:01:49.

separate leads. Madelyn went missing while on holiday with her family in

:01:50.:01:52.

Portugal will stop -- Madeleine McCann.

:01:53.:02:01.

Five years ago, 18 months after Madeleine McCann disappeared,

:02:02.:02:06.

Portuguese police closed the case. But tonight, they are back on board.

:02:07.:02:21.

Detectives say a review of events in Praia de Luz means that they will

:02:22.:02:28.

reopen the case. I couldn't make out Madelyn's bed. It is understood that

:02:29.:02:40.

the new investigation isn't linked to the Metropolitan police

:02:41.:02:45.

investigation. Several people have given a name to the E fit photograph

:02:46.:02:49.

provided by police in response to the BBC Crimewatch investigation.

:02:50.:02:55.

But the two forces will work closely together and share information they

:02:56.:02:59.

gather. We have very good collaboration, and I think that is

:03:00.:03:04.

starting to bear fruit. I hope it will enable a resolution of this

:03:05.:03:09.

terrible thing that happened to the family. It has emerged that Kate and

:03:10.:03:13.

Gerry mechanic Portuguese detective last week.

:03:14.:03:26.

More than six years after she went missing, the efforts to find out

:03:27.:03:32.

what happened to Madeleine McCann appear more extensive now than when

:03:33.:03:36.

she first disappeared. There is going to have to be lots of

:03:37.:03:41.

cooperation between the two forces. There will, and it is my

:03:42.:03:45.

understanding that detectives here have been working on the

:03:46.:03:48.

relationship with their Portuguese counterparts for more than a year,

:03:49.:03:51.

because they realise it is all very well than holding their own

:03:52.:03:54.

investigation into what happened in Portugal, but without the cock --

:03:55.:04:03.

cooperation of the first police force, it was noticeable this

:04:04.:04:05.

morning that the Commissioner here, Sir Bernard Hogan-Howe, actually

:04:06.:04:10.

went out of his way in an interview to defend the original Portuguese

:04:11.:04:14.

investigation, saying it is very easy to criticise in hindsight, and

:04:15.:04:19.

we can see now that he was preparing the ground for today's announcement.

:04:20.:04:23.

But the acid test will come on how well those officers can cooperate at

:04:24.:04:28.

operational level. Jon, thank you very much.

:04:29.:04:34.

One in four NHS Trust in England has a high risk of providing poor care,

:04:35.:04:37.

according to the health service watchdog. Care Quality Commission

:04:38.:04:41.

used existing data, including death rate and patient surveys, to put

:04:42.:04:49.

England's 161 trust into six tears. More than a quarter where in the

:04:50.:04:54.

highest risk category. For these hospitals, a warning today

:04:55.:04:59.

from the inspectors. The quality of care for their patients could be at

:05:00.:05:03.

higher risk. A massive review has flagged up concerns that will be

:05:04.:05:08.

investigated. So if your hospital is on this list, what are you to make

:05:09.:05:13.

of it? At home at hospital in East London, patients waded up against

:05:14.:05:18.

own experience. When I was in there for surgery, I thought the care was

:05:19.:05:23.

Brigitte poor. The nurses didn't seem to have time. The staff have

:05:24.:05:31.

been professional, and I would recommend the hospital to anybody.

:05:32.:05:39.

How well do you think the hospital has been looking after you?

:05:40.:05:43.

Achieve Inspector of hospitals has already begun his visits, starting

:05:44.:05:49.

with Croydon. He says today's report is just the beginning.

:05:50.:05:54.

This is only one part, but it helps us to know where to go first, and we

:05:55.:05:58.

will also be looking at trust that are low risk. We want to see the

:05:59.:06:02.

range of quality of care in this country, so we are going to both

:06:03.:06:07.

ends of the spectrum. Hospitals have been measured on all

:06:08.:06:11.

kinds of services, the reporting of mistakes, death rates, and the views

:06:12.:06:19.

of staff and patients. This is a better system than the one it

:06:20.:06:22.

replaces. It is more thorough and focuses more attention on the views

:06:23.:06:32.

and experiences of patients. At some hospitals, it was all

:06:33.:06:37.

smiles. Staff at St George's in South London heard that their

:06:38.:06:43.

hospital was low risk. We know that we will get an inspection, and it is

:06:44.:06:49.

like an exam, and people want to prepare for it, and we can use that

:06:50.:06:54.

as a call for action and really drive the standards through every

:06:55.:06:58.

department. This review gives inspectors and initial idea of how

:06:59.:07:04.

hospital is doing. They will follow that up with detailed visits looking

:07:05.:07:08.

at how care is provided, and only after that will every hospital be

:07:09.:07:12.

given its final rating. So for some hospitals, there is time

:07:13.:07:17.

to improve in the hope of getting a better final rating after

:07:18.:07:18.

inspection. And you can see how your local

:07:19.:07:26.

hospital trust is rated by going to the BBC website. There is new hope

:07:27.:07:37.

tonight that the jobs of workers at Grangemouth could be saved after all

:07:38.:07:44.

following the decision by the union to accept the deal from the owners

:07:45.:07:56.

of the company. Yesterday, it seemed that all was

:07:57.:08:00.

lost here. Half this business was closing, and the other half was in

:08:01.:08:04.

peril. And today there has been a little change, and maybe a deal can

:08:05.:08:10.

be done. This is what they call the 11th hour. Grangemouth has spent the

:08:11.:08:18.

day waiting and worrying. For decades, this complex has been the

:08:19.:08:22.

very heart of this community, and now the community is holding its

:08:23.:08:29.

breath. This little business is one of hundreds which rely on the plant.

:08:30.:08:36.

It is essential for my business. We get a lot of trade from workers and

:08:37.:08:42.

the surrounding areas, so it is a big blow. And the whole country is

:08:43.:08:51.

listening to the talk of the town. Before, you could have a job there

:08:52.:08:57.

and you were set for life. The amount of things in town connected

:08:58.:09:01.

to it, everything from the burger van down the street to all the

:09:02.:09:07.

businesses to the port. It has been a bleak 24 hours, but there is

:09:08.:09:11.

little hope. Desperate to keep their jobs, workers at this plant now say

:09:12.:09:15.

they are prepared to accept changes to their pay and pensions. It must

:09:16.:09:20.

have hurt, but the leader of Britain's union confirmed he would

:09:21.:09:23.

sign up to the company's plan, warts and all. We will not allow this

:09:24.:09:33.

plant to close down, and 800 jobs to go, and we are not going to allow

:09:34.:09:37.

the security of Scotland to be put in peril. So what is in the survival

:09:38.:09:46.

plan? Salaries average ?55,000, and will be frozen for three years.

:09:47.:09:51.

Shift payments will be cut, and final salary pensions will be phased

:09:52.:09:56.

out. But will Jim Radcliffe, the billionaire owner in Eos, his mind?

:09:57.:10:04.

At Grangemouth today, rival ministers for the UK and Scottish

:10:05.:10:10.

governments, spoke with one voice. This plant has a great future. What

:10:11.:10:14.

we need to do is resolve these outstanding issues, get the

:10:15.:10:19.

investment plan implemented. I welcome the fact that the trade

:10:20.:10:22.

unions and business are working together to seek a solution. This is

:10:23.:10:27.

an important business for Scotland, a very important industry for the

:10:28.:10:31.

whole of the United Kingdom. We want to see those jobs saved and this

:10:32.:10:37.

business thrive. But every second that ticks away

:10:38.:10:40.

without a deal brings more pain for Grangemouth, and scores more

:10:41.:10:49.

contractors were laid off tonight. It still hangs in the balance.

:10:50.:10:54.

ScottishPower has become the latest big energy company to announce a

:10:55.:11:07.

price rise. Gas prices will rise by 8.5% and electricity prices 9%. The

:11:08.:11:12.

Government is planning to review the green levies that form part of the

:11:13.:11:16.

bills. From Hillsborough to pleb gate, the

:11:17.:11:18.

way police conduct themselves has made headlines. Now the College of

:11:19.:11:25.

policing has announced a new code of ethics for all police officers in

:11:26.:11:29.

England and Wales. A large-scale trial is getting under way in which

:11:30.:11:32.

police will wear cameras to record their dealings with the public.

:11:33.:11:42.

The TV schedules have given us cops on camera, but will the plebgate

:11:43.:11:52.

scandal give us cameras on cops? Body worn video is issued top all

:11:53.:11:57.

uniformed officers on the Isle of Wight, and hundreds more on the

:11:58.:12:03.

mainland in Hampshire. It is now suggested that cameras may be worn

:12:04.:12:06.

by every patrol officer in England and Wales. It is an independent

:12:07.:12:15.

witness, so it is undeniable what went on. If we are recording, we can

:12:16.:12:21.

answer the questions that needs to be answered if someone disputes a

:12:22.:12:24.

conversation or something that happened, or an officer's use of

:12:25.:12:30.

force. Senior officers are serious about making body worn video

:12:31.:12:34.

standard issue for officers on patrol. Similar technology routinely

:12:35.:12:40.

deployed in California is said to have resulted in an almost 90% fall

:12:41.:12:45.

in complaints against the police. This is giving me the view of

:12:46.:12:51.

everything that I see all the time. And a 60% reduction in incidents

:12:52.:12:55.

where officers use force. It enhances our ability to do our job,

:12:56.:13:01.

and teaches us to do our job better. This is being recorded. The cameras

:13:02.:13:07.

will now go on large-scale trials on this side of the Atlantic to see if

:13:08.:13:11.

they make a difference. Responding to concerns about police cover-up

:13:12.:13:16.

and corruption, the Home Secretary announced new powers for the police

:13:17.:13:19.

complaints body, and hailed a new behavioural code for every officer.

:13:20.:13:28.

They have developed a code of ethics, which is right, so that the

:13:29.:13:32.

police can have a code of ethics and everyone will know where they stand.

:13:33.:13:36.

Recent scandals over police behaviour following the death of Ian

:13:37.:13:39.

Tomlinson in London, the Hillsborough tragedy in Sheffield

:13:40.:13:43.

and now the plebgate affair, have all heaped pressure on chief

:13:44.:13:49.

constables. There has been bad behaviour by some officers, and that

:13:50.:13:52.

has dented confidence and trust in policing. But the long-term picture,

:13:53.:13:57.

actually, is that confidence has risen each year.

:13:58.:14:04.

For the moment, public trust in the police does appear to be holding

:14:05.:14:07.

up, and forces stressed that the vast majority of officers do a

:14:08.:14:10.

difficult job with great professionalism.

:14:11.:14:20.

Her blonde hair and distinctive appearance when she was found living

:14:21.:14:26.

with a Roma family in Greece led to international hunt for Maria's

:14:27.:14:31.

parents. Today, a Bulgarian bubble have come forward, and police are

:14:32.:14:34.

carrying out DNA tests to see if they are Maria's biological parents.

:14:35.:14:42.

Could they be the missing link to Maria? A family in the tiny

:14:43.:14:48.

Bulgarian town of Nikolaevo, claiming this little girl in Greece

:14:49.:14:55.

could be theirs. The woman, Sasha Ruseva, and her husband have

:14:56.:15:05.

provided DNA samples for analysis. Do you know Maria, she is asked by a

:15:06.:15:10.

journalist. Yes, she is my sister, she replies. The mother says, I

:15:11.:15:16.

don't know if she is mine or not. I saw the picture yesterday. I do have

:15:17.:15:21.

a child in Greece. I gave her away because I couldn't care for her.

:15:22.:15:27.

Some of the children seem to bear a striking resemblance to little Maria

:15:28.:15:30.

found in a Roma community in central Greece last week. She is still in

:15:31.:15:34.

the care of a charity which has had thousands of calls in an

:15:35.:15:38.

international appeal. Report said the couple gave birth to

:15:39.:15:44.

a girl here in Greece in 2009 close to where Maria was found last week.

:15:45.:15:49.

It is said they sold the child before returning to Bulgaria. There

:15:50.:15:52.

have been previous allegations of the sale of babies between the two

:15:53.:15:57.

countries, with a large trafficking network exposed two years ago.

:15:58.:16:05.

Christos Salis, and Eleftheria Dimopoulou are charged with

:16:06.:16:11.

abduction, and await trial. The DNA results will be known in the coming

:16:12.:16:15.

hours as the wait goes on to solve the mystery of Maria. Our top story

:16:16.:16:27.

this even in: Portuguese police have reopened an investigation into the

:16:28.:16:30.

disappearance of Madeleine McCann six years after she went missing.

:16:31.:16:34.

The call for more children to get free vitamins to give them a healthy

:16:35.:16:39.

start in life. Coming up in Sportsday, signs of a

:16:40.:16:45.

breakthrough in the dispute over European club rugby. Four countries

:16:46.:16:49.

reach agreement on two new competitions, but key French and

:16:50.:16:50.

English clubs were not present. Growth figures out tomorrow are

:16:51.:17:05.

expected to show continued improvement in the UK economy. One

:17:06.:17:08.

of the features of the recovery has been the number of older people

:17:09.:17:13.

working on beyond retirement age. More than 1 million people have

:17:14.:17:16.

full-time jobs to supplement pensions and more take on part-time

:17:17.:17:22.

roles. In fact, nearly 10% all over 65s are working, a figure that is

:17:23.:17:26.

set to rise. Our cheap ignorance correspondent, Hugh Pym, has been

:17:27.:17:30.

speaking to three workers about their stories. -- our chief gimmicks

correspondent. Bob is 80, and most days he is up a ladder painting. He

:17:38.:17:43.

works with his son in the East Midlands. It just hadn't occurred to

:17:44.:17:47.

him to retire. But he has recently cut his working day from eight hours

:17:48.:17:52.

down to seven. I think I would stagnate if I stayed at home without

:17:53.:17:57.

a job. I feel sorry for people but have to retire. I know a lot of

:17:58.:18:03.

people can't wait, but maybe they go out and play goal. I don't play

:18:04.:18:08.

golf. There are more than 30,000 like Bob, aged 80 or over, you are

:18:09.:18:12.

still working. It is a sign of the times. When it is work or leisure,

:18:13.:18:17.

many older people want to stay in the game. This special training

:18:18.:18:22.

session run by the Football Association caters for players in

:18:23.:18:28.

their late 60s and 70s. There are more than 1 million people aged 65

:18:29.:18:31.

or over who are working, and there has been a big increase in recent

:18:32.:18:36.

years. The figure is up nearly 50% since 2008, when the recession was

:18:37.:18:40.

just beginning. It is up nearly 100% over the last decade. Maureen, 72,

:19:15.:19:18.

Research shows that if they are healthy, they do just as good a job

:19:19.:19:24.

as younger staff. But that -- are they denying openings to younger

:19:25.:19:33.

people? Maturity adds a lot. The training is three years, so do is a

:19:34.:19:36.

lot of opportunity for younger people. We can do it. We are old but

:19:37.:19:41.

not written off. Who are the people working beyond six to five? They are

:19:42.:19:46.

more men than women. Nearly 13% of men in the group are in work,

:19:47.:19:50.

whereas the figure for women is below 7%. A fair number are

:19:51.:19:55.

self-employed. 37% work for themselves. Some, like Eddie, from

:19:56.:20:03.

Glasgow, have worked on beyond city five because they need the income.

:20:19.:20:22.

doesn't have to worry too much about the bills. Now I can pay my way and

harness their skills and find jobs for all ages. Spying on friends is

:20:52.:21:00.

unacceptable. That is the blunt message Angela Merkel gave to

:21:01.:21:05.

President Barack Obama. It follows allegations that American

:21:06.:21:07.

intelligence agencies have been monitoring the German leader's

:21:30.:21:33.

once this issue to stay. She doesn't want it taking away from them -- the

:21:34.:21:41.

substantive issues. Having said that, every journalist here is

:21:42.:21:45.

writing and talking about the spying allegations. Potentially, that makes

:21:46.:21:48.

it a difficult summit, an awkward summit for David Cameron. He arrived

:21:49.:21:54.

here, uncharacteristically not saying anything as he went into the

venue. He is aware that Europe's leaders are concerned about

:22:28.:22:34.

Medical Officer for England says people should feel profoundly

:22:35.:22:37.

children should get free beta means and not just those from low-income

You also get the knowledge of the health visitor telling you it is OK

to take them. New mothers are also offered free tablets. Health

:23:19.:23:23.

professionals say prevention is cheaper than cure. To supplement a

:23:24.:23:28.

mother from the start of her pregnancy until a year after she has

:23:29.:23:32.

given birth costs ?10. To supplement a child up to the age of four is

about ?50. That is a small cost for any intervention.

The bone disease associated with the Victorian era is caused by a

:23:48.:23:51.

eradicated, but nationally cases are now on the rise. In her annual

:23:52.:23:56.

report, England's top doctor said it was shameful that the health of

:23:57.:24:01.

children is lagging behind other European countries. It is dreadful

:24:02.:24:04.

that in this country, five children die every day who, if they had been

:24:05.:24:10.

living in Sweden and looked after there, would not have died. In

:24:11.:24:15.

Birmingham, 20% of children aged under five are now taking the

:24:16.:24:19.

vitamins. Health officials here say they still need to increase the

:24:20.:24:25.

take-up. These children are full of beans. But while diet and exercise

:24:26.:24:32.

are important, Doctor Tess -- doctors say supplement are still

:24:33.:24:36.

needed. Plans are being considered to enable more children to benefit

:24:37.:24:40.

from a scheme similar to the one already working here.

:24:41.:24:48.

European football's governing body has said it would investigate the

:24:49.:24:52.

behaviour of Russian fans at yesterday's match between Manchester

:24:53.:24:54.

City and CSKA Moscow. It follows complaints from Yaya Toure, who said

:24:55.:25:01.

he had been subjected to monkey taunts during his team's victory.

:25:02.:25:05.

The Russian club said it has found evidence of racism.

:25:06.:25:12.

-- no evidence. This is Unite against racism week in European

:25:13.:25:16.

football. The credibility of the slogan is now on the line. Yaya

:25:17.:25:21.

Toure is adamant about what he heard. He played for two years in

:25:22.:25:25.

Ukraine, and is well versed in Russian. He told the referee he had

:25:26.:25:31.

heard monkey chance from a section of the crowd. The official could

:25:32.:25:36.

have forced the match. He didn't. Yaya Toure said he now wants serious

:25:37.:25:46.

action. Otherwise come and they will continue like that. Maybe ban them

:25:47.:25:53.

for a couple of months. After that, the club will say, OK, we have to

:25:54.:26:00.

say in a few enough. In Moscow today, the story has been reported

:26:01.:26:05.

differently. The version of events has been questioned. CSKA Moscow say

:26:06.:26:08.

they have studied recordings and heard no racist chanting.

:26:09.:26:14.

The attention on football in Russia will only intensify. In five years,

:26:15.:26:18.

the World Cup will be played there, not simply a football tournament but

:26:19.:26:23.

described by the Russian organisers at eight catalyst to positively

:26:24.:26:29.

change mindsets. -- as a catalyst. Racism can't simply be ignored, said

:26:30.:26:35.

the British government. UEFA needs to take it seriously indeed. When

:26:36.:26:39.

countries like Russia are going to be hosting the World Cup shortly, it

:26:40.:26:43.

is important that we know that a tough line is taken. Under UEFA's

:26:44.:26:49.

guidelines, at worst, CSKA Moscow could be made to close part of their

:26:50.:26:55.

ground for a game. There will be a disciplinary hearing next week. Yaya

:26:56.:26:58.

Toure, in particular, among many, is waiting.

:26:59.:27:05.

Time for the latest on the weather. Good evening. It was a nice day

:27:06.:27:10.

today. It is all change overnight. It is a change to get another spell

:27:11.:27:15.

of wet and windy weather. The cloud is gathering in the far south-west

:27:16.:27:18.

of the UK. The winds are picking up as well. Soon the rain will come in.

:27:19.:27:25.

By the end of the night it will be wet for money parts of the UK. Quite

:27:26.:27:29.

windy as well. It will turn cold for a while, but a miserable rush hour

:27:30.:27:38.

in the central lowlands. In the south of Wales and England, signs of

:27:39.:27:41.

something brighter developing through the morning. A trying a

:27:42.:27:46.

process here, but it will take longer for the rain to clear away

:27:47.:27:50.

from East Anglia and the South East. But at least it is a mile start. The

:27:51.:27:55.

rain is on the move. It is working northwards. Come the afternoon, many

:27:56.:28:01.

of us will see sunshine. Not completely dry. But another mild

:28:02.:28:07.

day. Possibly 19 degrees in the London area. Into Saturday, another

:28:08.:28:13.

breezy day. Not such a bad start to the weekend. The main feature on

:28:14.:28:16.

Saturday will be the band of rain coming in from the north-west. Will

:28:17.:28:21.

move through, with lust to be showers behind. That takes us into

:28:22.:28:28.

Sunday. It will be a wet and windy day. Sunday night into Monday, some

:28:29.:28:33.

concern about this deepening area of pressure. It is rattling towards us.

:28:34.:28:38.

Lots of isobars on the chart. The wind is of more concern than the

:28:39.:28:43.

rain at this stage. The wind could get up to 80 mph, particularly on

:28:44.:28:48.

the south coast. The Met office have already issued an amber warning for

:28:49.:28:52.

those strong winds. People pay for some windy conditions early on

:28:53.:28:59.

Monday. That is all from the

:29:00.:29:01.
