assaulted at Knowl View, according to a report seen by BBC news. | :01:42. | :01:45. | |
Now, the health official who alerted the authorities to | :01:46. | :01:48. | |
the abuse over 20 years ago says he believes his report was covered up. | :01:49. | :01:52. | |
He warned the local council the abuse could become a public | :01:53. | :01:55. | |
scandal if nothing was done. The former MP Cyril Smith, | :01:56. | :01:58. | |
who was previously a governor at the school, has also been accused of | :01:59. | :02:02. | |
abusing boys there years earlier. Richard Bilton's report contains | :02:03. | :02:10. | |

a residential school and Peter was 11 when he was sent there. | :02:35. | :02:38. | |
He's never spoken on television before. | :02:39. | :02:42. | |
I was abused on the first night. Of arriving. | :02:43. | :02:47. | |
Who abused you? One of the members of staff | :02:48. | :02:50. | |
at the time. You'd hear a click click. | :02:51. | :02:54. | |
The door opening. And then you'd hear the footsteps. | :02:55. | :03:01. | |
You knew it was either you they were coming for or somebody | :03:02. | :03:03. | |
in your dormitory. It wasn't just staff. | :03:04. | :03:06. | |
Peter says the worst nights were when people | :03:07. | :03:11. | |
were brought from outside. We were raped. | :03:12. | :03:16. | |
There was a flat. We were taken there | :03:17. | :03:21. | |
and plied with drink and raped. The school is long gone, but its | :03:22. | :03:25. | |
legacy still sits across this town. Now people are looking for answers. | :03:26. | :03:31. | |
Do you want a man to represent you or do you want a party robot? | :03:32. | :03:35. | |
At various points, Cyril Smith was a governor at Knowl View. | :03:36. | :03:37. | |
A new police investigation is looking at allegations of abuse | :03:38. | :03:43. | |
and whether they were covered up. Perhaps they could start | :03:44. | :03:47. | |
with these three reports. Written, more than 20 years ago, | :03:48. | :03:49. | |
never published but obtained by our investigation. | :03:50. | :03:55. | |
The record in detail how boys were abused at Knowl View | :03:56. | :04:00. | |
and how the system let them down. The first was | :04:01. | :04:02. | |
by a health professional. His findings are shocking, | :04:03. | :04:05. | |
boys as young as ight working as prostitutes, | :04:06. | :04:09. | |
others forced to have sex. He wrote, "Parents of children | :04:10. | :04:12. | |
at the school would be horrified were the facts to be known. | :04:13. | :04:16. | |
Unless some incisive actions taken soon, it is more than likely that | :04:17. | :04:18. | |
this activity will become a public scandal." | :04:19. | :04:27. | |
23 years later, we tracked him down. He said he only went into | :04:28. | :04:32. | |
the school to help with training. It was a bombshell to us. | :04:33. | :04:37. | |
So I wrote a report. I imagined it blowing | :04:38. | :04:42. | |
up any time soon. The fact that it didn't | :04:43. | :04:47. | |
has always amazed me. The BBC has seen documents that seem | :04:48. | :04:51. | |
to show his report was passed on to other departments within | :04:52. | :04:55. | |
the Council and to the police. An investigation was recorded | :04:56. | :04:57. | |
requested a month after Mr Shepherd's report. | :04:58. | :05:00. | |
Despite the details of abuse and prostitution, six weeks later, | :05:01. | :05:03. | |
an investigation was ruled out. Phil Shepherd believes not enough | :05:04. | :05:12. | |
was done to help the children and will say as much to | :05:13. | :05:16. | |
the council's independent enquiry. People say cover up, don't they? | :05:17. | :05:20. | |
To be quite honest with you, I can't see any other reason that it | :05:21. | :05:26. | |
hasn't come out and it wasn't dealt with effectively at the time. | :05:27. | :05:30. | |

an independent review is complete. In the early 90s, two further | :05:39. | :05:40. | |
reports were commissioned inside the council and documents suggest | :05:41. | :05:44. | |
changes were being made but some at the school say not enough was done. | :05:45. | :05:55. | |
Nobody's seen this report. Martin Deegan worked at Knowl View | :05:56. | :05:57. | |
as a social worker. He believes the reports were | :05:58. | :05:59. | |
ignored and parents were never told what happened to their boys. | :06:00. | :06:02. | |

They are talking about a possible breakthrough in the treatment of one | :08:29. | :08:31. | |
of the deadliest forms of cancer. An international trial | :08:32. | :08:34. | |
of two drugs which help the body target its own tumours saw hugely | :08:35. | :08:37. | |
improved survival rates in patients with advanced melanoma who had been | :08:38. | :08:42. | |
expected to survive only months. Now it could be applied to other | :08:43. | :08:44. | |
cancers, as our medical correspondent Fergus Walsh reports. | :08:45. | :08:52. | |

months of chemotherapy, radiotherapy. With this drug, it's | :09:25. | :09:33. | |
wonderful, Lifeline. This scan shows cancer growing in his lungs. After | :09:34. | :09:37. | |
just three drug infusions, it is completely cleared. | :09:38. | :09:40. | |
correspondent Fergus Walsh reports. Immunotherapy is one of the most | :09:41. | :09:42. | |
promising areas of cancer research. Specialist cells known | :09:43. | :09:45. | |
as T cells patrol our bodies to protect them from foreign invaders. | :09:46. | :09:48. | |
But some cancers, including melanoma, are able to | :09:49. | :09:52. | |
evade it by activating a biological switch called PD-1 on T cells. | :09:53. | :09:56. | |
This either destroys or deactivates them. | :09:57. | :10:02. | |
The new drugs block this mechanism. This allows the T cells to | :10:03. | :10:03. | |
recognise and attack the cancer. It's truly astonishing that such a | :10:04. | :10:16. | |
new drug at a very early stage of development is really showing us | :10:17. | :10:22. | |
really very tangible benefits at such an early stage. In a trial of | :10:23. | :10:30. | |
one of the drugs, 69% of patients survived at least one year. Average | :10:31. | :10:34. | |
survival used to be a few months. In a trial of another drug, survival | :10:35. | :10:42. | |
was even better. 85% after one year, and 79% after two years. The | :10:43. | :10:47. | |
experimental melanoma drugs may get a licence within two years and then | :10:48. | :10:52. | |
it will be a question of how much they cost. The same treatment might | :10:53. | :10:58. | |
also work against other cancers and are already being tested on patients | :10:59. | :10:59. | |
with lung, kidney and other tumours. recognise and attack the cancer. | :11:00. | :11:05. | |
