parliament will get more powers if the country votes No. | :02:02. | :02:07. | |
David Cameron, Ed Miliband and Nick Clegg said the union offered | :02:08. | :02:10. | |
But the Yes campaign has described the offer as an insult to voters | :02:11. | :02:15. | |
and asked why it had taken so long to be made. | :02:16. | :02:19. | |
There've been chaotic scenes in Edinburgh as the Labour leader, | :02:20. | :02:21. | |
The NHS has also been at the heart of campaigning today which as James | :02:22. | :02:26. | |

This campaign began more than two years ago but as Ed Miliband arrived | :02:31. | :02:36. | |
in Edinburgh, you wouldn't know it. Both sides are fired up. There is | :02:37. | :02:40. | |
little sign of fatigue, as they argue passionately about the future | :02:41. | :02:45. | |
of this country. Today, those arguments focussed on Scotland's | :02:46. | :02:48. | |
health service. The NHS is already run from Edinburgh and this | :02:49. | :02:51. | |
document, passed to the BBC, suggests the Scottish Government may | :02:52. | :02:55. | |
soon have to save more than ?400 million from its budget The Scottish | :02:56. | :03:00. | |
Parliament, has the powers, if it so wishes to use them, to raise the | :03:01. | :03:04. | |
amount of money spent on the National Health Service or any other | :03:05. | :03:06. | |
public service, if they are prepared to go to the Scottish people and ask | :03:07. | :03:11. | |
them to raise the revenue to do so. This nails the Scottish National | :03:12. | :03:14. | |
Party lie, that somehow they are powerless to protect the National | :03:15. | :03:19. | |
Health Service. As tempers fray and temperatures rise, SNP ministers are | :03:20. | :03:22. | |
hitting back. They insist they are not planning to cut the NHS, and if | :03:23. | :03:27. | |
money is tight, they say, Westminster, which sets Scotland's | :03:28. | :03:32. | |
overall budget. Is to blame We'll fight to protect the health service. | :03:33. | :03:38. | |
I was Health Secretary. I know how hard it is to protect the health | :03:39. | :03:42. | |
service when your overall budget is being cut. We will do that and will | :03:43. | :03:47. | |
continue to to but when your budget is being cut by Westminster, that | :03:48. | :03:50. | |
makes it harder and harder to do. There is a wider argument at play. | :03:51. | :03:55. | |
Both sides agree that they want Scotland to have more control of its | :03:56. | :03:58. | |
own affairs. They just disagree about how much control and how it | :03:59. | :04:04. | |
should happen. Today, the three UK party leaders published a pledge, | :04:05. | :04:09. | |
vowing to introduce more powers, if Scotland says No. They say they'll | :04:10. | :04:13. | |
ensure the Scottish Parliament is permanent. That it has the powers to | :04:14. | :04:17. | |
raise revenue and the final say on NHS spending. If we vote No, we are | :04:18. | :04:23. | |
voting for a stronger Scotland, a stronger Scottish Parliament with | :04:24. | :04:26. | |
more powers so we can protect the NHS, we can protect our education, | :04:27. | :04:30. | |
we can protect services in Scotland and at the same time, we avoid the | :04:31. | :04:35. | |
risks that would come from independence. But campaigners for | :04:36. | :04:39. | |
independence, say the pledge is nonsense. They point out that the | :04:40. | :04:44. | |
three parties still don't agree on what extra powers should be devolved | :04:45. | :04:49. | |
and some on the Yes side want to go, much, much further. We live in a | :04:50. | :04:55. | |
Scotland right now that's socially scarred. The left-wing fire brand | :04:56. | :04:59. | |
Tommy Sheridan has been touring the country, calling for a radical new | :05:00. | :05:03. | |
Scotland. So popular is his message, he sometimes has to speak outside to | :05:04. | :05:09. | |
those who can't pack into the hall Well on 19th December when we are | :05:10. | :05:13. | |
independent, we won't yet be a socialist country, we will just be a | :05:14. | :05:16. | |
free country but the declaration is quite clear - it is going to be a | :05:17. | :05:21. | |
fairer and more progressive country and socialists like me who want | :05:22. | :05:25. | |
public ownership of gas and electricity and the railways, we | :05:26. | :05:29. | |
will be listened to a lot more. This country's future has been hanging in | :05:30. | :05:32. | |
the balance for a long time but soon now, very soon, Scotland decides. | :05:33. | :05:41. | |
With just two days to go there's been no let-up in the campaign | :05:42. | :05:45. | |

Scotland Thinks, based on recent polls, suggests that of those who | :05:49. | :05:51. | |
expressed a view, 51% are against independence, with 49% in favour. | :05:52. | :05:54. | |

I speak as somebody who's invested our whole livelihood. | :07:06. | :07:11. | |
All that we have, is represented by, if you like, the value of Scottish | :07:12. | :07:16. | |
And we're very scared that that would quickly deteriorate. | :07:17. | :07:22. | |
We see ourselves as British and we see it as one country | :07:23. | :07:27. | |
and we don't want that to change and we don't want to be divided. | :07:28. | :07:33. | |
With passions running so high, some question how communities | :07:34. | :07:35. | |
like Balmaha will move forward after Thursday's vote but first | :07:36. | :07:40. | |

They say there are backbenchers in Westminster who distrust new powers | :08:27. | :08:31. | |
for Scotland. They point out the basis of this is entrempling the | :08:32. | :08:37. | |
Barnett Formula, a formula that is cordially loathed in Wales and the | :08:38. | :08:40. | |
offer would be maintaining that across the UK as a whole. Supporters | :08:41. | :08:44. | |
of this campaign say all of that is trumped in the fact that it is the | :08:45. | :08:47. | |
three big parties in Westminster, the Conservatives, Liberal Democrats | :08:48. | :08:50. | |
and Labour, jointly agreeing to put this forward. Brian, thank you. | :08:51. | :09:05. | |
Well, that pledge by the three main | :09:06. | :09:07. | |
Scotland - in the event of a No vote - has prompted some in Westminster | :09:08. | :09:13. | |
to say the price of keeping Scotland within the Union is too high. | :09:14. | :09:16. | |

calls for a new English Parliament, a new age. An English Parliament, | :09:29. | :09:32. | |
yes. I think our English MPs should have more say over everything. I | :09:33. | :09:36. | |
have always resented Scottish MPs sitting in our House and making | :09:37. | :09:41. | |
decisions for us. I think that's totally wrong. The English | :09:42. | :09:44. | |
Parliament for the English, a Scottish Parliament for Scottish and | :09:45. | :09:47. | |
a Welsh Parliament for the Welsh and so on. Some Tory MPs are so worried | :09:48. | :09:55. | |
that if Scotland votes No they want David Cameron to recall Parliament | :09:56. | :09:58. | |
on Monday to set out his plans for England. We have long argued on | :09:59. | :10:03. | |
purely English matters, only English MPs should vote on. In other words, | :10:04. | :10:06. | |
English votes for English laws. I think this whole debate highlights | :10:07. | :10:09. | |
the need for that. If Scot sland going to have its own tax-raising | :10:10. | :10:13. | |
powers. If they can choose their own level of income tax, then, of | :10:14. | :10:17. | |
course, we in England will want to chose our level of income tax. It | :10:18. | :10:20. | |
won't necessarily be the same as Scotland's and we don't need | :10:21. | :10:26. | |
Scottish MPs helping us make that decision. How might power be | :10:27. | :10:30. | |
devolved to England? English MPs could have a greater say over | :10:31. | :10:34. | |
English legislation, deciding the detail at the committee stage or | :10:35. | :10:38. | |
they could win complete control over decisions affecting England with a | :10:39. | :10:41. | |
English Parliament at Westminster sitting two days a week. Or there | :10:42. | :10:45. | |
could be an English Executive and First Minister with some | :10:46. | :10:46. | |
English-only departments in Whitehall. But Labour is cautious. | :10:47. | :10:53. | |
You go down the road of creating a two-tier system, a two grade of MPs, | :10:54. | :10:57. | |
at your peril, so that you have more important MPs and then less | :10:58. | :11:00. | |
important MPs. How are you going to sort of work that all through? I | :11:01. | :11:04. | |
think there are some really tricky issues. Many Tory MPs I have spoken | :11:05. | :11:09. | |
to today are angry. Angry that the Prime Minister has put the union at | :11:10. | :11:12. | |

Yes, some will demand David Cameron's head. If Scotland votes | :11:18. | :11:20. | |
no, they'll demand more powers for the English. And in Wales today | :11:21. | :11:24. | |
there were complaints, too, about the UK's vow to protect Scotland's | :11:25. | :11:28. | |
