plunged into crisis. A host of senior Fifa officials were arrested | :04:28. | :04:31. | |
after decades of systematic alleged corruption. Despite that he was | :04:32. | :04:35. | |
re-elected for a fifth term but under pressure announced he would | :04:36. | :04:39. | |
step down next year. European football chief Platini seemed set to | :04:40. | :04:48. | |
take advantage but now about -- both are gone. The game hasn't been | :04:49. | :04:51. | |
affected by that because it's too powerful to be affected by certain | :04:52. | :04:53. | |
individuals, but what has been affected is the fact that people are | :04:54. | :04:59. | |
talking about the corruption and about the football and about the | :05:00. | :05:02. | |
game in the same sentence. The sport is now desperate to move on, with a | :05:03. | :05:09. | |
replacement for Blatter set to be elected in February but he remains | :05:10. | :05:12. | |
as defiant as ever. I am still the president, even suspended I am the | :05:13. | :05:16. | |
president. The president must be relieved of his duties, otherwise | :05:17. | :05:22. | |
you cannot elect another president. I'm not ashamed. I regret but I am | :05:23. | :05:26. | |

impossible to imagine the governing body without him. Many in football | :06:09. | :06:12. | |
will be relieved tonight to finally see the back of him, they will see | :06:13. | :06:17. | |
it as an opportunity for the game to move on. Fifa planned new elections | :06:18. | :06:23. | |
in February, the new leader will drive down the road behind me and | :06:24. | :06:28. | |
tried to restore trust. There's new measures, new reforms planned to be | :06:29. | :06:33. | |
implemented. The problem is those criminal investigations both in the | :06:34. | :06:36. | |
States and in Switzerland will continue. With lawyers effectively | :06:37. | :06:41. | |
in charge of the day-to-day running of Fifa, many believe that with so | :06:42. | :06:48. | |
many former leaders now banned or indicted, the time has come for this | :06:49. | :06:50. | |
organisation to be wound down for the Swiss government to take it into | :06:51. | :06:54. | |
receivership, and a new body to replace it. Sepp Blatter may be | :06:55. | :07:03. | |
gone, but the crisis in football certainly isn't. Thank you. | :07:04. | :07:05. | |
A police officer and a community support officer have been convicted | :07:06. | :07:08. | |
of misconduct after a disabled man was murdered by his neighbour | :07:09. | :07:14. | |

44-year-old Bijan Ebrahimi was murdered in Bristol two years | :07:15. | :07:14. | |
ago, amid false claims he was a paedophile. | :07:15. | :07:16. | |
He'd repeatedly called police for help but was seen as a nuisance. | :07:17. | :07:19. | |
Disabled, depressed and vulnerable. The court heard that Bijan Ebrahimi | :07:20. | :07:36. | |
was failed by police. In the summer of 2013, a neighbour, Lee James, | :07:37. | :07:40. | |
entered his home and wrongly accused him of being a paedophile. Bijan | :07:41. | :07:47. | |
Ebrahimi filmed his threats and dialled 999, officers attended the | :07:48. | :07:54. | |
scene. Over the next couple of days he repeatedly dialled 101, saying he | :07:55. | :07:59. | |
was scared at asking for his local beat manager, PC Kevin Duffy, to | :08:00. | :08:05. | |
visit. This was his reaction. I have no intention of taking any calls | :08:06. | :08:08. | |
from Bijan Ebrahimi. Today, a jury found PC Duffy guilty | :08:09. | :08:25. | |
of misconduct in a public office. He will be sentenced in the New Year. | :08:26. | :08:31. | |
Police community support officer Andrew Passmore was also found | :08:32. | :08:37. | |
guilty of misconduct. The jury was told he had made false claims to an | :08:38. | :08:41. | |
investigation about patrolling the area where Bijan Ebrahimi lived. The | :08:42. | :08:48. | |
court heard that the 44-year-old, who was born in Iran, would often | :08:49. | :08:52. | |
call police and the prosecution claimed he was seen as a pest and a | :08:53. | :08:57. | |
nuisance. After the altercation with Lee James, it was name himself -- | :08:58. | :09:04. | |
Bijan Ebrahimi himself who was arrested. PC Harris admitted her | :09:05. | :09:10. | |
behaviour had been unprofessional but today's DC Harris was found not | :09:11. | :09:16. | |
guilty of misconduct. Her colleague, PC winter was also cleared by the | :09:17. | :09:22. | |
jury. Bijan Ebrahimi's sisters say the evidence they have seen and | :09:23. | :09:26. | |
heard during the five-week trial has been heartbreaking. They basically | :09:27. | :09:30. | |
didn't take any notice of him, they dismissed him and let him down and | :09:31. | :09:39. | |
we are so angry and upset. It is unimaginably painful to hear and see | :09:40. | :09:45. | |
how the police officers dealt with him in the days he really needed | :09:46. | :09:50. | |
them. They ignored his cries for help. It is two and a half years | :09:51. | :09:54. | |
since Bijan Ebrahimi was kicked to death by a neighbour and his body | :09:55. | :09:59. | |
set on fire. Next year there will be more questions about the way police | :10:00. | :10:07. | |
handled his case. We understand that at least 18 | :10:08. | :10:08. | |
police officers and other staff face internal disciplinary hearings in | :10:09. | :10:13. | |
the New Year. Bijan Ebrahimi's family said tonight they understand | :10:14. | :10:18. | |
some of those will involve investigating allegations of racism. | :10:19. | :10:22. | |
Avon and Somerset police say they cannot comment on that, they have | :10:23. | :10:31. | |
got to go through the full legal process, in the meantime PC Duffy | :10:32. | :10:34. | |
and PC Passmore will be in the dock at the Crown Court in the New Year | :10:35. | :10:39. | |

Last week the government ordered a review of how investigations | :10:41. | :10:43. | |
are handled after sharp criticism of one of the biggest mental health | :10:44. | :10:45. | |
Now, more families are coming forward to voice their concern. | :10:46. | :10:49. | |

It was beautiful, amazing, compassionate... Thomas was a son | :11:01. | :11:10. | |
and brother who happen to have Down's syndrome and autism. He loved | :11:11. | :11:13. | |
his music, his tomato ketchup, sausage and chips. He just wanted | :11:14. | :11:16. | |
the simple things in life, he wanted his family and he wanted to be | :11:17. | :11:21. | |
happy. As Thomas aged however, he was taken into care, where one carer | :11:22. | :11:28. | |
physically abused him and his parents raised many other complaints | :11:29. | :11:31. | |
about his treatment. In February he contracted pneumonia and died aged | :11:32. | :11:35. | |
20, no investigation has taken place into his death. It just feels like | :11:36. | :11:42. | |
Thomas was ignored and dismissed, especially in the last four years of | :11:43. | :11:47. | |
his life. They carried on doing that, even though it was blatantly | :11:48. | :11:52. | |
obvious the care he received was not good enough. For them not to | :11:53. | :11:56. | |
investigate is unbelievable. The family have been told there is no | :11:57. | :12:00. | |
medical evidence to suggest Thomas died of anything other than natural | :12:01. | :12:04. | |
causes, and therefore there won't be an investigation into his death, but | :12:05. | :12:09. | |
they are not alone it seems in trying to get the NHS to take their | :12:10. | :12:16. | |
concerns seriously. Figures from two thirds of mental health trusts | :12:17. | :12:18. | |
suggest that of the nearly 1500 deaths of learning disability in | :12:19. | :12:22. | |
patients over the last four years, just over 200 up being investigated. | :12:23. | :12:26. | |
Data from a smaller sample indicates that of the 276 deaths classed as | :12:27. | :12:34. | |
expected, just 100 were investigated. In something happens | :12:35. | :12:38. | |
in one part of the NHS, it may be equally applicable to another part, | :12:39. | :12:43. | |
so something in the south-west may be equally applicable in Cumbria. If | :12:44. | :12:48. | |
there is no systematic collection of that information, there's no way | :12:49. | :12:53. | |
other health care providers can learn and improve. NHS England say | :12:54. | :12:56. | |
they have commissioned a study looking at all deaths of people with | :12:57. | :13:00. | |
learning disabilities. For families who have already lost loved ones, | :13:01. | :13:05. | |
the fear is what others may be going through. What happened to Thomas was | :13:06. | :13:13. | |
horrendous. What could be happening to vulnerable people out there who | :13:14. | :13:18. | |
don't have that family fighting for them, it doesn't bear thinking | :13:19. | :13:19. | |

determining genocide, preferring to leave that up to international | :14:53. | :14:57. | |
bodies. But those who want the term to be used to say it is vital to | :14:58. | :15:02. | |
send a strong message to the Islamic State group that ultimately it will | :15:03. | :15:05. | |
have to face justice for the atrocities it has carried out. That | :15:06. | :15:12. | |
is something that this man and his family desperately want as they | :15:13. | :15:15. | |
prepare for Christmas as refugees in Jordan. They are Iraqi Christians | :15:16. | :15:23. | |
driven out of their home by Islamic State fighters. They want not just | :15:24. | :15:25. | |
to return home but to know that one day those who killed, maimed and | :15:26. | :15:30. | |
tortured so many will face justice and the charge of trying to | :15:31. | :15:36. | |
