I'm Julian Warwick. The headlines at 6pm -

:00:00.:00:08.

David Cameron has been in York to see some of the damage wreaked

:00:09.:00:12.

by the floods - as the Environment Agency says a "complete rethink"

:00:13.:00:15.

Well, obviously we have to look at what's happening in terms

:00:16.:00:19.

of the flooding, where the flood defences have worked,

:00:20.:00:22.

and the cases where they haven't worked -

:00:23.:00:24.

Rising waters in the centre of York are reported to have peaked.

:00:25.:00:30.

An RAF Chinook helicopter is assisting the army in shoring up

:00:31.:00:33.

Meanwhile, nine severe flood warnings remain in place

:00:34.:00:42.

for the north-east and north-west of England -

:00:43.:00:44.

In other news - Police in Essex investigating

:00:45.:00:55.

the fatal shooting of an elderly woman at a care home -

:00:56.:00:58.

detain a male resident who's also in his 80s.

:00:59.:01:00.

The Iraqi army says it's fully liberated the city of Ramadi -

:01:01.:01:03.

Coming up at 6:30pm, the latest from Old Trafford where Manchester United

:01:04.:01:16.

takes on Chelsea as the pressure mounts on Louis van Gaal's career.

:01:17.:01:31.

Good evening and welcome to BBC News.

:01:32.:01:34.

David Cameron has been to York to see some of the damage wreaked

:01:35.:01:37.

The Prime Minister said he felt huge sympathy for the people dealing

:01:38.:01:42.

with flooding when they should have been celebrating the holidays.

:01:43.:01:45.

The Environment Agency says a 'complete rethink' of the UK's

:01:46.:01:47.

defences is needed - after unprecedented downpours left

:01:48.:01:50.

thousands of homes and businesses flooded in areas of northern

:01:51.:01:53.

The number of severe flood warnings across north-east and north-west

:01:54.:02:00.

England has now been reduced to nine - but there are fears water levels

:02:01.:02:03.

could rise again later on this week - when more heavy rain is expected.

:02:04.:02:06.

My colleague Katherine Downes is in York - where river levels

:02:07.:02:10.

The latest Storm Frank is due to sweep across much of the country

:02:11.:02:27.

bringing wet and windy weather. Over the course of the day, the river

:02:28.:02:33.

levels have fallen back. There are clear tide marks around York where

:02:34.:02:38.

you can see where the river levels were and where they have dropped

:02:39.:02:41.

two. This is tower street, one of the main thoroughfares through the

:02:42.:02:46.

city. Pumps argued being used to pump water back Darren to the river.

:02:47.:02:54.

This means the emergency operation is by no means over. The crews have

:02:55.:03:01.

been working long into the night and they have two systematically sweep

:03:02.:03:04.

each of the streets that has been flooded in York, to go around and

:03:05.:03:09.

talk to residents. They were talking to a chap in the first-floor window

:03:10.:03:13.

of the shop across the road, making sure he was OK and has got on a food

:03:14.:03:17.

because that is the job facing them now in York. Although the situation

:03:18.:03:25.

does seem to be improving in terms of the weather. We have a picture of

:03:26.:03:28.

what has been going on across northern England today.

:03:29.:03:31.

Extraordinary sights - a Chinook helicopter over York

:03:32.:03:33.

The RAF is working with the Army, replenishing sandbags.

:03:34.:03:44.

People knew the city was vulnerable to flooding,

:03:45.:03:50.

but nobody expected this - the roads are now rivers,

:03:51.:03:53.

The Environment Agency says defences need to be reassessed,

:03:54.:04:02.

because of record water levels, but the Prime Minister,

:04:03.:04:04.

who has been in York, had this reaction to calls for more

:04:05.:04:07.

We have to look at what has happened in terms of the flooding,

:04:08.:04:14.

where the flood defences have worked, and where they have not

:04:15.:04:16.

worked, where they have not been high enough,

:04:17.:04:19.

Here in Yorkshire, for instance, we have spent ?100 million on flood

:04:20.:04:24.

defences since I became Prime Minister.

:04:25.:04:27.

We are planning to spend another ?280 million,

:04:28.:04:29.

But that is obviously of no comfort to the people who have been flooded

:04:30.:04:35.

The River Ouse and River Foss have been the main focus for emergency

:04:36.:04:39.

teams in York. Their water levels have now peaked.

:04:40.:04:41.

Last night, the phone exchange was flooded and the 999 system went

:04:42.:04:45.

down briefly, and water had to be pumped out of an electricity

:04:46.:04:51.

substation, to make sure 50,000 homes did not lose power.

:04:52.:04:55.

The Archbishop of York, Dr John Sentamu, tweeted that water

:04:56.:04:58.

had come into Bishopthorpe Palace and praised the emergency services.

:04:59.:05:01.

He said the disaster during Christmas celebrations

:05:02.:05:04.

was immense for everyone. It is very sad.

:05:05.:05:09.

I feel very, very sorry for people who have had to face this,

:05:10.:05:12.

probably in the middle of their lunch, and then this strikes.

:05:13.:05:18.

For many here there is anxiety and misery, and concern

:05:19.:05:21.

about what they will find when they get back into their homes.

:05:22.:05:28.

In large parts of the north of England, it has become normal

:05:29.:05:34.

to see vehicles stranded like this, and people cut off by the water

:05:35.:05:37.

The village of Cawood, near Selby, has been at risk -

:05:38.:05:43.

The community and the Army formed a human chain to put down sandbags.

:05:44.:05:49.

Christmas was cut short in Whalley in Lancashire too.

:05:50.:05:52.

Although water is no longer flowing through the streets,

:05:53.:05:55.

there is mud and debris everywhere. Many are still without electricity.

:05:56.:06:00.

Schemes put in place in Cumbria to help businesses and houses

:06:01.:06:03.

will now be available in Lancashire and Yorkshire as well.

:06:04.:06:08.

Towns, cities and the countryside struggling to cope.

:06:09.:06:20.

In that report, you heard Lisa say York is functioning but only just.

:06:21.:06:28.

As well of the homes that has been flooded, the water has been causing

:06:29.:06:31.

disruption in the city centre because cash machines have not been

:06:32.:06:36.

working, card payments cannot be processed. There has been real chaos

:06:37.:06:41.

caused to the communications network and businesses have been badly hit

:06:42.:06:45.

today. Many of the city centre shops closed. But it does seem to be an

:06:46.:06:49.

improving picture here as the floodwaters begin to fall back but

:06:50.:06:54.

south of York, in Selby, they are stealing themselves for the worst

:06:55.:06:58.

yet to come and Dan Johnson has been there today.

:06:59.:07:00.

What do you do when you live this close and the river

:07:01.:07:03.

I remember 2000, I have lived here all my life and it is as bad

:07:04.:07:11.

as it was then. We had sandbags last time.

:07:12.:07:13.

We tend to get more information from the community, we keep

:07:14.:07:15.

ourselves updated with photos and videos etc.

:07:16.:07:17.

They can only watch and wait and hope no more water gets

:07:18.:07:25.

I've been here over seven years but I've never seen anything

:07:26.:07:32.

Many of these are downstairs flats and if the water comes in,

:07:33.:07:37.

there's nowhere to go. I'd like some help down here.

:07:38.:07:41.

We will all come together as a neighbourhood and hopefully

:07:42.:07:44.

something will be resolved and we hope it doesn't

:07:45.:07:48.

get any higher! What kind of help do you need?

:07:49.:07:51.

I would say that the Army needs to come down and actually

:07:52.:07:54.

Even escaping all of this has become difficult.

:07:55.:08:03.

Some roads are closed including the main bridges taking traffic

:08:04.:08:06.

It means disruption for those hoping to travel.

:08:07.:08:13.

I've just found out that it isn't running.

:08:14.:08:16.

Apparently, I have to go to York and try and get a train

:08:17.:08:19.

Buses have replaced some rail services.

:08:20.:08:26.

Cancellations are expected for some time.

:08:27.:08:28.

This town is built around the river and now it is divided by it.

:08:29.:08:32.

Everybody here is keeping their eye on the water level.

:08:33.:08:35.

We have just seen the peak going through Selby.

:08:36.:08:39.

It peaked at about 10.30am and we are expecting the levels

:08:40.:08:42.

The next high tide is this evening at about 11pm,

:08:43.:08:49.

so the levels will be rising tonight.

:08:50.:08:52.

So that means more uncertainty, another afternoon when people

:08:53.:08:56.

here are left wondering what the weather will do next.

:08:57.:09:11.

There has been no rain tonight which has given the emergency services

:09:12.:09:18.

chance to get in and make repairs. The River Foss barrier failed and it

:09:19.:09:23.

needs power restored to it. That is why there is such an unprecedented

:09:24.:09:28.

volume of water coming into the city. There have been a couple of

:09:29.:09:31.

days of dry weather, is there any more rain on the way? Nick Miller

:09:32.:09:36.

from the BBC weather centre is with me. Is there more rain on the way?

:09:37.:09:45.

We had two dry days and we would like to make that a longer spell of

:09:46.:09:50.

weather but we have had some significant developments today. The

:09:51.:09:54.

Met Office has officially named this storm, it has been named Storm

:09:55.:10:05.

Frank, just developing, it has not reached its full force yet. The core

:10:06.:10:11.

of the storm will swerve off towards Icelander but we will get a double

:10:12.:10:15.

whammy in the UK, especially towards the north and west, of wind and

:10:16.:10:20.

rain. The wind starts to pick up tomorrow and we will see severe

:10:21.:10:24.

gales, gusts potentially up to 80 mph towards the far north-west of

:10:25.:10:30.

Scotland. The wind could well be disruptive. Then the rain set in

:10:31.:10:34.

later tomorrow lasting through cheese day night into Wednesday,

:10:35.:10:40.

large parts of Scotland, north west England, Northern Ireland and Wales,

:10:41.:10:44.

with whether warnings in force from the Met Office. The amber warning

:10:45.:10:50.

from the Met Office, it means to be prepared. It was covering parts of

:10:51.:10:57.

Scotland and still is, south west Scotland in particular, now it also

:10:58.:11:01.

includes part of Cumbria. Cumbria hit so hard from storm Esmond in

:11:02.:11:11.

December. Now, there might be 60-90 millimetres rain falling here. These

:11:12.:11:17.

are parts of the UK, remember, that have been inundated with rainfall

:11:18.:11:22.

over the past few weeks, some have shattered their December rainfall

:11:23.:11:25.

record and this is more significant rain coming. No two weather systems

:11:26.:11:32.

are the same in York and this is a slightly different orientation,

:11:33.:11:35.

different wind direction as well so the meteorology is slightly

:11:36.:11:38.

different. It might be that this part of the country does not see the

:11:39.:11:44.

same impact but nobody can drop their guard and we talk about

:11:45.:11:47.

south-west cottoned on Cumbria in particular, with these amber

:11:48.:11:52.

warnings and we are expecting high rainfall totals. Storm Frank, begins

:11:53.:11:59.

with F, which means they have been six other major storms all named. Is

:12:00.:12:04.

this a continuing weather pattern or will we see things calm down? It has

:12:05.:12:11.

been incessant, storm after storm and the important thing is how much

:12:12.:12:16.

rainfall they have delivered in a short space of time. It looks as if

:12:17.:12:19.

things could go either way over the next couple of weeks. There is an

:12:20.:12:23.

indication we might see something a little colder coming from the east

:12:24.:12:26.

which may start to break down this pattern of Atlantic low, or we

:12:27.:12:33.

continue to CDs weather systems coming in, but they may not be as

:12:34.:12:38.

potent. There are may be Widdall hints out there that they could be a

:12:39.:12:41.

change but there is nothing that can be guaranteed, nothing we can say

:12:42.:12:47.

for certain just yet. We have to focus on the short-term, what is

:12:48.:12:50.

coming with Tuesday and Wednesday and Storm Frank and be aware, the

:12:51.:12:55.

Environment Agency and flood warnings have been updated over what

:12:56.:12:59.

could happen and anyone in these areas needs to pay close attention

:13:00.:13:05.

to see how this one develops. Thank you, so potentially more wet and

:13:06.:13:09.

windy weather on the way. The emergency services will be working

:13:10.:13:12.

into the night and over the next few days. I have been speaking to crews

:13:13.:13:17.

that have been brought up from the West Midlands, Norfolk,

:13:18.:13:20.

Northamptonshire, they wanted to pass on their thanks for the people

:13:21.:13:23.

of York for their generosity of spirit in the face of such

:13:24.:13:24.

adversity. You can keep up to date

:13:25.:13:27.

:13:36.:13:43.

and police have launched a murder enquiry after a woman in her 80s

:13:44.:13:47.

was shot dead at a care The emergency services

:13:48.:13:50.

were called to Delamer House in Walton-on-the-Naze shortly

:13:51.:13:56.

after 9am this morning. A man from the same care home has

:13:57.:13:58.

been arrested on suspicion of her murder.

:13:59.:14:03.

With me now is Helena Lee. She has been following events so

:14:04.:14:12.

tell me more about what happened. We can tell you that ethics police have

:14:13.:14:19.

named the victim, in her 80s, a resident in this care home, Rita

:14:20.:14:28.

King. The sequence of events as we know it, just after 9am, ambulance

:14:29.:14:34.

and police get called to this care home, reports of a woman being

:14:35.:14:40.

seriously injured. She was shot by another resident, also in his 80s, a

:14:41.:14:48.

man who was quickly arrested. When police got to the scene, staff had

:14:49.:14:53.

managed to take the weapon off him and locked it away but clearly, a

:14:54.:14:58.

difficult situation, we understand there were some staff nearby as this

:14:59.:15:04.

happened. We can hear from Simon from Essex Police who is leading

:15:05.:15:11.

this investigation. Both parties involved are residents of the care

:15:12.:15:15.

home. The next of kin have been informed. We have told the people

:15:16.:15:22.

who need to know. This investigation is ongoing around friends across and

:15:23.:15:28.

enquiries. They are not looking for anyone else in relation to this

:15:29.:15:34.

enquiring. They are talking to staff to try to piece together what

:16:29.:16:31.

abandoned the complex as troops closed in on Sunday.

Richard Lister reports. Iraqi soldiers raising

:20:26.:20:37.

following tornadoes and storms that have battered the southern

:20:38.:20:39.

United States over the past week. At least 11 of the victims

:20:40.:20:42.

were in Texas, where tornadoes swept The authorities have now issued

was also severe damage, I was just here and my kids

:21:12.:21:13.

are screaming at me, like, Mum, are you OK?

:21:14.:21:20.

And I screamed at them. That's all I can hear,

:21:21.:21:23.

because this was all glass before. You could hear the crack,

:21:24.:21:29.

crack all over the place. This is the moment one

:21:30.:21:34.

of several tornadoes struck. Its shape briefly lit up

:21:35.:21:37.

as it hits power lines. Our key focus is this, and that is,

:21:38.:21:42.

first, rescue and recovery. Second, aiding and assisting those

:21:43.:21:50.

who need to get to shelter. The tornadoes were caused by cold

:21:51.:21:56.

air in the north hitting mild air Dallas is on the line where the two

:21:57.:21:59.

There are still nine severe flood warnings in force across northern

:30:09.:30:13.

England - including six in the city of York.

:30:14.:30:18.

David Cameron was visiting York today, where hundreds of people have

been forced to leave their homes, and said extra measures

:30:22.:30:23.

After any of these events we should look at what we are planning

Britain's flood defences need a 'complete rethink' -

following the widespread flooding in parts of northern England -

:31:11.:31:13.

The call was made as the prime minister visited the city of York,

:31:14.:31:18.

where hundreds of people have been forced out of their homes

:31:19.:31:21.

Mr Cameron said the government would look carefully at suggestions

There are nearly 50 flood warnings in force across northern England

and another nine severe flood warnings - some of them in York -

these floods. It is from the air that help finally arrived today. An

:33:08.:33:09.

equipment to get the defences working again with the aim of

:33:10.:33:14.

pumping water away from the river, which has not played it since the

:33:15.:33:18.

1980s. With such widespread flooding has come a mass emergency response

:33:19.:33:22.

involving soldiers and rescue teams from across the UK. Meeting some of

:33:23.:33:28.

them but by Minister defended his spending on flood protection. Here

:33:29.:33:33.

in Yorkshire we've spent ?100 billion on flood defences since I

:33:34.:33:38.

became Prime Minister. We spend another 280 million. That is of no

:33:39.:33:44.

comfort to the people who have been flooded here in York and our hearts

:33:45.:33:49.

go out to them. To be flooded is a terrible experience anyway and even

:33:50.:33:52.

more terrible when it happens at Christmas or New Year. As David

:33:53.:33:58.

Cameron spoke to one team in the city centre he was heckled by a

:33:59.:34:05.

woman. No more cuts! No more cuts to public services! It was not clear if

:34:06.:34:10.

she was attacking government policy in general or a lack of investment

:34:11.:34:15.

in defending York against flooding. Meanwhile out in the city centre the

:34:16.:34:21.

rescuers continue, feels no use along here and travelling by boat is

:34:22.:34:26.

the only way for teams like this from the West Midlands to reach

:34:49.:35:01.

the worst fears about water levels were not realised today, but what

:35:02.:35:05.

about the days ahead? That is right, at its height the water reached 5.2

:35:06.:35:09.

metres, the critical level everyone was worried about was 5.4 metres,

:35:10.:35:14.

the height of the flood defences manning the River Ouse. It did not

:35:15.:35:18.

offer top that, great news, it is now starting to go down and the

:35:19.:35:21.

Environment Agency said tomorrow lunchtime it have reduced by half a

:35:22.:35:26.

metre. On what it was at its peak. As it goes down there able to go

:35:27.:35:30.

along and check the flood defences more bad weather is forecast on

:35:31.:35:34.

Wednesday. They said they are prepared for that and have already

:35:35.:35:40.

deployed 10,000 sandbags, they have another 6000 use of necessary.

:35:41.:35:44.

You're keeping staff on site to keep things ready and check that one, you

:35:45.:35:50.

saw the barrier in that report, work continues on that and they tell me

:35:51.:35:54.

that if they get another deluge midweek they are prepared, they do

:35:55.:35:57.

not think they will see the sort of devastation we have seen earlier

:35:58.:36:01.

this week. Thank you for that update.

:36:02.:36:03.

Some 14 miles south of York, the town of Selby is also threatened

:36:04.:36:06.

About 200 soldiers have been working in the area trying to improve

:36:07.:36:10.

The River Ouse is expected to peak later this evening.

:36:11.:36:15.

For the latest, we can join our correspondent Dan Johnson.

:36:16.:36:27.

People held their breath about high tide this morning, waiting to see

:36:28.:36:32.

what the rising water levels would do. Once again this town and

:36:33.:36:37.

villages across the lower part of the River Ouse were spared. It does

:36:38.:36:41.

not mean they had not been affected, this town is besieged by water,

:36:42.:36:45.

Selby is surrounded and it has had an effect on all kinds of people in

:36:46.:36:50.

different ways. What was a farmer do without dry

:36:51.:36:56.

land? Chris's family have been here for 80% have seen a few floods. The

:36:57.:37:00.

boat has replaced the tractor before. It is quite bad this time.

:37:01.:37:06.

It was worse in 2012. But it looks to be receding quite well now.

:37:07.:37:09.

Hopefully in the next few days the revolt. Flooding over and we will

:37:10.:37:17.

get rid of this floodwater. In the meantime five feet beneath the

:37:18.:37:21.

surface, but we'd feels are doing an important job. There is the river

:37:22.:37:28.

overflowing the banking, the flood defence, it means all the water is

:37:29.:37:32.

filling up these fields, it looks dramatic but this is what is

:37:33.:37:35.

supposed to happen. It is a flood plain in action. And that means that

:37:36.:37:40.

the town of Selby stays dry even when the river is at peak levels.

:37:41.:37:45.

Those who live closest to it are still left feeling vulnerable and

:37:46.:37:48.

the holding more water does not go through the defences. I have been

:37:49.:37:55.

here seven years and have never seen anything like this before. Carentan

:37:56.:38:00.

is a downstairs riverfront flat, if the water come since she has nowhere

:38:01.:38:03.

else to go. I would like some help down here, I think we all come

:38:04.:38:09.

together as a neighbourhood and hopefully we will have something

:38:10.:38:13.

resolved. I hope it does not get any higher! What kind of help do you

:38:14.:38:17.

need? I would say the army probably need to come down and get some

:38:18.:38:24.

sandbagging. Even escaping all this has been difficult. There is

:38:25.:38:28.

disruption to traffic and the trains because the main bridges are closed.

:38:29.:38:33.

And back on the farm it will be a few weeks before it is even possible

:38:34.:38:36.

to work out if the crop can be salvaged. We are getting used to it

:38:37.:38:43.

these last few years. It is becoming a site that we see quite regularly.

:38:44.:38:49.

It is just something you accept? We can't do anything else. This water

:38:50.:38:55.

has got to go somewhere. It is not expected to go much further, even

:38:56.:38:59.

though Brazil will peak again later tonight. They may be through the

:39:00.:39:03.

worst of it but few here will rest easy, fearing more water could be

:39:04.:39:07.

heading their way. -- even though the river will peak again later

:39:08.:39:11.

tonight. So they wait for high tide again at 11 o'clock this evening, 20

:39:12.:39:15.

of people coming down to the river to have a look and see what the

:39:16.:39:20.

river levels are doing. It will be a difficult time still, a lot of

:39:21.:39:24.

sympathy here from people with the folk in York upstream who have been

:39:25.:39:28.

flooded the people here are weary of the anxiety of not knowing what the

:39:29.:39:31.

river will bring next. They want an end to this now.

:39:32.:39:34.

As we heard, the Environment Agency has called for a 'complete

:39:35.:39:36.

rethink' of Britain's flood defences, along with extra

:39:37.:39:38.

measures including better waterproofing of homes

:39:39.:39:41.

and improved warning systems, as experts warn that extreme weather

:39:42.:39:46.

is likely to become even more familiar in the years ahead.

:39:47.:39:50.

The government says it will spend ?2.3 billion on flood

:39:51.:39:54.

Our science editor David Shukman reports.

:39:55.:40:03.

The astonishing sight of a torrent and run down a hillside in the big

:40:04.:40:12.

district. A glimpse of the volumes of water causing such serious

:40:13.:40:17.

flooding downstream. The emergency response is now well drilled. The

:40:18.:40:21.

site of rescue teams all-too-familiar, but these seem to

:40:22.:40:26.

raise questions about why the defences were overwhelmed in the

:40:27.:40:28.

first place and a major review is now underway. We always after

:40:29.:40:33.

instances like this look at what happened, what we can take from

:40:34.:40:37.

that, but we need to do differently in the future. This will be no

:40:38.:40:40.

different to any other incident we have been involved in. Many of the

:40:41.:40:45.

serious flooding in the north and serious flooding in the north and

:40:46.:40:50.

west of England left 300,000 people without running water. There was a

:40:51.:40:53.

detailed study back then into what went wrong. That review into the

:40:54.:41:00.

flood defences in the country called for a long list of improvements but

:41:01.:41:03.

have lessons been learned since then? The study called for better

:41:04.:41:08.

coordination between the emergency services and far better equipment

:41:09.:41:11.

like the inflatable boats we have seen. That is definitely happening.

:41:12.:41:15.

It also wanted key infrastructure far better protected. Roads, rail

:41:16.:41:20.

lines, power networks, many have been flooded during the course of

:41:21.:41:25.

this month. And it said sandbags should no longer be relied upon. But

:41:26.:41:29.

you technology used in plastic or metal should be used instead. But

:41:30.:41:33.

even now sandbags are still proving vital. This comes as many people

:41:34.:41:40.

claim the areas hit hardest in northern England are being let down.

:41:41.:41:42.

There is a real discrepancy people There is a real discrepancy people

:41:43.:41:48.

are starting to get angry the North. In the levels of funding going into

:41:49.:41:51.

the North compared to other parts of the country. I think council leaders

:41:52.:41:56.

will come together and work to lobby government and say enough is enough.

:41:57.:41:59.

The government denies this, pointing to this map of flood defence

:42:00.:42:04.

projects across the country. Those marked in blue are being planned and

:42:05.:42:08.

it says the ?2.3 billion budget is being spent fairly. But as the

:42:09.:42:12.

floodwaters linger and the calm conditions today make way for

:42:13.:42:18.

another storm tomorrow night, the arguments will intensify. Over how

:42:19.:42:20.

much is spent on flood defence and where.

:42:21.:42:26.

and New Mexico have declared Our correspondent Laura

Bicker has the latest. It took just minutes for roads to

:45:10.:45:22.

become rivers in parts of the South and midwest. This man is lucky, the

:45:23.:45:27.

tree stopped his car from being swept away. Help was also nearby. In

:45:28.:45:34.

Missouri and Illinois at least 11 people have died in flash floods.

:45:35.:45:40.

Including four international soldiers. Most were killed when

:45:41.:45:43.

their cars were washed away in high waters. It is sad that we lost some

:45:44.:45:51.

people. So close to home and in such a small community. As rivers

:45:52.:45:54.

continue to rise people have been warned not to travel. We're getting

:45:55.:46:03.

40 inches a year and it came this weekend, a crazy year. A state of

:46:04.:46:07.

emergency has also been declared. This is one of the earliest we have

:46:08.:46:11.

seen a flood on the Mississippi River from this I probably a record

:46:12.:46:16.

for this time of year. In Texas this is the devastation caused by one of

:46:17.:46:21.

the most powerful tornadoes to hit this state. Twisters with winds of

:46:22.:46:29.

over 200 miles an hour 's work through the town of Garland.

:46:30.:46:31.

Thousands of homes have been destroyed, 11 people have been

:46:32.:46:35.

killed and there are warnings that the death toll could rise. Some are

:46:36.:46:41.

trying to pick up the pieces. They're spending the Christmas break

:46:42.:46:46.

trying to clear up. But there is a new threat, snow. Amateurs have

dropped in Texas at blizzard conditions have closed roads and

southern and Midwestern states they're hoping this is the last in a

week of deadly storms. Cricket - and in Durban,

England are in a commanding position after the third day of the first

:47:06.:47:07.

Test against South Africa. Stuart Broad is now a bowler of such

:47:08.:47:12.

stature that it seems his reputation is enough to break

:47:13.:47:18.

batsmen's concentration. Second ball he was

:47:19.:47:20.

still getting loose. England would need more than that,

:47:21.:47:21.

Moeen Ali providing the intricacy. JP Duminy and then Kyle Abbott,

:47:22.:47:29.

foxed by spin, leaving Dean Elgar conducting the South African

:47:30.:47:32.

innings almost solo. His century of resistance

:47:33.:47:36.

was a rousing response, but there was no

:47:37.:47:38.

lasting accompaniment. England finished the morning's

:47:39.:47:41.

work with the new ball. Six wickets taken,

:47:42.:47:43.

a lead of 89 runs. South African chances now

:47:44.:47:47.

depended on their bowlers. The strain was too

:47:48.:47:49.

much for Dale Steyn. Injury stopped him

:47:50.:47:51.

shouldering the attack. Alex Hales took a look and decided

:47:52.:47:53.

to put him in his place but unfortunately that was to

:47:54.:48:05.

the hands of the fielder. For a moment, South Africa had

:48:06.:48:07.

a faint grip on this match. Were these the moments

:48:08.:48:10.

it slipped away? Joe Root, pardoned

by AB de Villiers. Using their second lives,

advantage could grow stronger. There's more throughout the evening
