thousands of homes and businesses flooded in areas of northern | :01:51. | :01:53. | |
The number of severe flood warnings across north-east and north-west | :01:54. | :02:00. | |
England has now been reduced to nine - but there are fears water levels | :02:01. | :02:03. | |
could rise again later on this week - when more heavy rain is expected. | :02:04. | :02:06. | |

The latest Storm Frank is due to sweep across much of the country | :02:11. | :02:27. | |
bringing wet and windy weather. Over the course of the day, the river | :02:28. | :02:33. | |
levels have fallen back. There are clear tide marks around York where | :02:34. | :02:38. | |
you can see where the river levels were and where they have dropped | :02:39. | :02:41. | |
two. This is tower street, one of the main thoroughfares through the | :02:42. | :02:46. | |
city. Pumps argued being used to pump water back Darren to the river. | :02:47. | :02:54. | |
This means the emergency operation is by no means over. The crews have | :02:55. | :03:01. | |
been working long into the night and they have two systematically sweep | :03:02. | :03:04. | |
each of the streets that has been flooded in York, to go around and | :03:05. | :03:09. | |
talk to residents. They were talking to a chap in the first-floor window | :03:10. | :03:13. | |
of the shop across the road, making sure he was OK and has got on a food | :03:14. | :03:17. | |
because that is the job facing them now in York. Although the situation | :03:18. | :03:25. | |
does seem to be improving in terms of the weather. We have a picture of | :03:26. | :03:28. | |
what has been going on across northern England today. | :03:29. | :03:31. | |
Extraordinary sights - a Chinook helicopter over York | :03:32. | :03:33. | |
The RAF is working with the Army, replenishing sandbags. | :03:34. | :03:44. | |
People knew the city was vulnerable to flooding, | :03:45. | :03:50. | |
but nobody expected this - the roads are now rivers, | :03:51. | :03:53. | |
The Environment Agency says defences need to be reassessed, | :03:54. | :04:02. | |
because of record water levels, but the Prime Minister, | :04:03. | :04:04. | |
who has been in York, had this reaction to calls for more | :04:05. | :04:07. | |
We have to look at what has happened in terms of the flooding, | :04:08. | :04:14. | |
where the flood defences have worked, and where they have not | :04:15. | :04:16. | |
worked, where they have not been high enough, | :04:17. | :04:19. | |
Here in Yorkshire, for instance, we have spent ?100 million on flood | :04:20. | :04:24. | |
defences since I became Prime Minister. | :04:25. | :04:27. | |
We are planning to spend another ?280 million, | :04:28. | :04:29. | |
But that is obviously of no comfort to the people who have been flooded | :04:30. | :04:35. | |
The River Ouse and River Foss have been the main focus for emergency | :04:36. | :04:39. | |
teams in York. Their water levels have now peaked. | :04:40. | :04:41. | |
Last night, the phone exchange was flooded and the 999 system went | :04:42. | :04:45. | |
down briefly, and water had to be pumped out of an electricity | :04:46. | :04:51. | |
substation, to make sure 50,000 homes did not lose power. | :04:52. | :04:55. | |
The Archbishop of York, Dr John Sentamu, tweeted that water | :04:56. | :04:58. | |
had come into Bishopthorpe Palace and praised the emergency services. | :04:59. | :05:01. | |
He said the disaster during Christmas celebrations | :05:02. | :05:04. | |
was immense for everyone. It is very sad. | :05:05. | :05:09. | |
I feel very, very sorry for people who have had to face this, | :05:10. | :05:12. | |
probably in the middle of their lunch, and then this strikes. | :05:13. | :05:18. | |
For many here there is anxiety and misery, and concern | :05:19. | :05:21. | |
about what they will find when they get back into their homes. | :05:22. | :05:28. | |
In large parts of the north of England, it has become normal | :05:29. | :05:34. | |
to see vehicles stranded like this, and people cut off by the water | :05:35. | :05:37. | |
The village of Cawood, near Selby, has been at risk - | :05:38. | :05:43. | |
The community and the Army formed a human chain to put down sandbags. | :05:44. | :05:49. | |
Christmas was cut short in Whalley in Lancashire too. | :05:50. | :05:52. | |
Although water is no longer flowing through the streets, | :05:53. | :05:55. | |
there is mud and debris everywhere. Many are still without electricity. | :05:56. | :06:00. | |
Schemes put in place in Cumbria to help businesses and houses | :06:01. | :06:03. | |
will now be available in Lancashire and Yorkshire as well. | :06:04. | :06:08. | |
Towns, cities and the countryside struggling to cope. | :06:09. | :06:20. | |

As well of the homes that has been flooded, the water has been causing | :06:29. | :06:31. | |
disruption in the city centre because cash machines have not been | :06:32. | :06:36. | |
working, card payments cannot be processed. There has been real chaos | :06:37. | :06:41. | |
caused to the communications network and businesses have been badly hit | :06:42. | :06:45. | |
today. Many of the city centre shops closed. But it does seem to be an | :06:46. | :06:49. | |
improving picture here as the floodwaters begin to fall back but | :06:50. | :06:54. | |
south of York, in Selby, they are stealing themselves for the worst | :06:55. | :06:58. | |
yet to come and Dan Johnson has been there today. | :06:59. | :07:00. | |
What do you do when you live this close and the river | :07:01. | :07:03. | |
I remember 2000, I have lived here all my life and it is as bad | :07:04. | :07:11. | |
as it was then. We had sandbags last time. | :07:12. | :07:13. | |
We tend to get more information from the community, we keep | :07:14. | :07:15. | |
ourselves updated with photos and videos etc. | :07:16. | :07:17. | |
They can only watch and wait and hope no more water gets | :07:18. | :07:25. | |
I've been here over seven years but I've never seen anything | :07:26. | :07:32. | |
Many of these are downstairs flats and if the water comes in, | :07:33. | :07:37. | |
there's nowhere to go. I'd like some help down here. | :07:38. | :07:41. | |

It peaked at about 10.30am and we are expecting the levels | :08:40. | :08:42. | |
The next high tide is this evening at about 11pm, | :08:43. | :08:49. | |
so the levels will be rising tonight. | :08:50. | :08:52. | |
So that means more uncertainty, another afternoon when people | :08:53. | :08:56. | |
here are left wondering what the weather will do next. | :08:57. | :09:11. | |
There has been no rain tonight which has given the emergency services | :09:12. | :09:18. | |
chance to get in and make repairs. The River Foss barrier failed and it | :09:19. | :09:23. | |
needs power restored to it. That is why there is such an unprecedented | :09:24. | :09:28. | |
volume of water coming into the city. There have been a couple of | :09:29. | :09:31. | |
days of dry weather, is there any more rain on the way? Nick Miller | :09:32. | :09:36. | |

We had two dry days and we would like to make that a longer spell of | :09:46. | :09:50. | |
weather but we have had some significant developments today. The | :09:51. | :09:54. | |
Met Office has officially named this storm, it has been named Storm | :09:55. | :10:05. | |
Frank, just developing, it has not reached its full force yet. The core | :10:06. | :10:11. | |
of the storm will swerve off towards Icelander but we will get a double | :10:12. | :10:15. | |
whammy in the UK, especially towards the north and west, of wind and | :10:16. | :10:20. | |
rain. The wind starts to pick up tomorrow and we will see severe | :10:21. | :10:24. | |
gales, gusts potentially up to 80 mph towards the far north-west of | :10:25. | :10:30. | |
Scotland. The wind could well be disruptive. Then the rain set in | :10:31. | :10:34. | |
later tomorrow lasting through cheese day night into Wednesday, | :10:35. | :10:40. | |
large parts of Scotland, north west England, Northern Ireland and Wales, | :10:41. | :10:44. | |
with whether warnings in force from the Met Office. The amber warning | :10:45. | :10:50. | |
from the Met Office, it means to be prepared. It was covering parts of | :10:51. | :10:57. | |
Scotland and still is, south west Scotland in particular, now it also | :10:58. | :11:01. | |

record and this is more significant rain coming. No two weather systems | :11:26. | :11:32. | |
are the same in York and this is a slightly different orientation, | :11:33. | :11:35. | |
different wind direction as well so the meteorology is slightly | :11:36. | :11:38. | |
different. It might be that this part of the country does not see the | :11:39. | :11:44. | |
same impact but nobody can drop their guard and we talk about | :11:45. | :11:47. | |
south-west cottoned on Cumbria in particular, with these amber | :11:48. | :11:52. | |
warnings and we are expecting high rainfall totals. Storm Frank, begins | :11:53. | :11:59. | |
with F, which means they have been six other major storms all named. Is | :12:00. | :12:04. | |
this a continuing weather pattern or will we see things calm down? It has | :12:05. | :12:11. | |
been incessant, storm after storm and the important thing is how much | :12:12. | :12:16. | |
rainfall they have delivered in a short space of time. It looks as if | :12:17. | :12:19. | |
things could go either way over the next couple of weeks. There is an | :12:20. | :12:23. | |
indication we might see something a little colder coming from the east | :12:24. | :12:26. | |
which may start to break down this pattern of Atlantic low, or we | :12:27. | :12:33. | |
continue to CDs weather systems coming in, but they may not be as | :12:34. | :12:38. | |
potent. There are may be Widdall hints out there that they could be a | :12:39. | :12:41. | |
change but there is nothing that can be guaranteed, nothing we can say | :12:42. | :12:47. | |
for certain just yet. We have to focus on the short-term, what is | :12:48. | :12:50. | |
coming with Tuesday and Wednesday and Storm Frank and be aware, the | :12:51. | :12:55. | |
Environment Agency and flood warnings have been updated over what | :12:56. | :12:59. | |
could happen and anyone in these areas needs to pay close attention | :13:00. | :13:05. | |

and police get called to this care home, reports of a woman being | :14:35. | :14:40. | |
seriously injured. She was shot by another resident, also in his 80s, a | :14:41. | :14:48. | |
man who was quickly arrested. When police got to the scene, staff had | :14:49. | :14:53. | |
managed to take the weapon off him and locked it away but clearly, a | :14:54. | :14:58. | |
difficult situation, we understand there were some staff nearby as this | :14:59. | :15:04. | |
happened. We can hear from Simon from Essex Police who is leading | :15:05. | :15:11. | |
this investigation. Both parties involved are residents of the care | :15:12. | :15:15. | |
home. The next of kin have been informed. We have told the people | :15:16. | :15:22. | |
