German officials say the risk of a terror attack

:00:00.:00:16.

in Munich has now eased after an alert late last night.

:00:17.:00:19.

A gunman is on the run after opening fire in a bar in Tel Aviv,

:00:20.:00:26.

Dubai authorities are trying to establish the cause of a huge

:00:27.:00:29.

skyscraper fire which left 16 people hurt.

:00:30.:00:53.

Good evening and welcome to BBC News.

:00:54.:00:55.

Police in Germany say last night's terror alert in Munich was based

:00:56.:00:59.

on concrete information about a planned suicide attack.

:01:00.:01:04.

Officials say a tip-off from the French intelligence service

:01:05.:01:06.

suggested there were up to seven people involved,

:01:07.:01:09.

including Syrians and Iraqis linked to so-called Islamic State.

:01:10.:01:15.

Authorities are continuing to look for the suspects but say they no

:01:16.:01:18.

longer believe an attack is imminent.

:01:19.:01:23.

Gordon Corera explained why authorities responded as quickly

:01:24.:01:26.

They have been defending themselves in Munich in Germany today,

:01:27.:01:41.

arguing that the fact they got tip-offs from

:01:42.:01:44.

two separate foreign intelligence services,

:01:45.:01:49.

it seems, France and perhaps America, it is less clear.

:01:50.:01:51.

Both seeming to be about the same kind of attack being planned,

:01:52.:01:54.

the fact the details of the attackers,

:01:55.:01:56.

including names, that was pretty specific, not vague chatter that

:01:57.:01:58.

an attack is being planned in Munich.

:01:59.:02:00.

And it had targets of these train stations.

:02:01.:02:02.

That is why they felt they had to take some action

:02:03.:02:04.

Whether through time it proved to be wrong or there was something there,

:02:05.:02:14.

They felt it was the only course of action they could take.

:02:15.:02:18.

It was very short notice and they only got the information

:02:19.:02:21.

Do you know the nature of the intelligence?

:02:22.:02:24.

It does not sound like vague chatter.

:02:25.:02:30.

It sounds more like human intelligence

:02:31.:02:33.

Something relatively strong that would have led them to that kind

:02:34.:02:38.

of conclusion for them it is difficult

:02:39.:02:48.

to assess that quickly and know how serious it is.

:02:49.:02:50.

Time was not an option with the New Year's Eve

:02:51.:02:57.

It seems this is a sign of things to come -

:02:58.:03:12.

operations around big days, celebrations and events.

:03:13.:03:16.

Belgium cancelled its fireworks, Paris changed its plans and Germany

:03:17.:03:19.

Countries are having to look at how they deal with the risk

:03:20.:03:23.

You are seeing countries trying to work out how much risk

:03:24.:03:28.

they are willing to tolerate, how much they try to go about things

:03:29.:03:35.

and how much they try to reassure their own citizens.

:03:36.:03:38.

They are all working through that in different

:03:39.:03:41.

You can see the way Germany reacted last night.

:03:42.:03:48.

In a moment we'll be joined by viewers on BBC One for a full

:03:49.:03:52.

round-up of all the day's news including more on the security

:03:53.:03:55.

German police are looking for up to seven Syrian and Iraqi men

:03:56.:06:30.

after the New Year's Eve terror alert in Munich.

:06:31.:06:38.

Authorities say they received "concrete" information that

:06:39.:06:41.

extremists from so-called Islamic State

:06:42.:06:43.

were planning attacks at two railway stations.

:06:44.:06:49.

New guidance on safe drinking levels, expected to include

:06:50.:06:51.

recommending no alcohol at least two days a week.

:06:52.:06:56.

And after the flood, the clean up for some,

:06:57.:07:16.

Police in Germany say last night's terror alert in Munich was based

:07:17.:07:37.

on concrete information about a planned suicide attack.

:07:38.:07:39.

Officials say a tip-off from the French intelligence service

:07:40.:07:41.

suggested that there were up to seven suspects,

:07:42.:07:43.

including Syrians and Iraqis linked to so-called Islamic State.

:07:44.:07:47.

Minutes before midnight and German security forces usher people away

:07:48.:07:56.

from Munich's busiest railway stations.

:07:57.:08:01.

Intelligence received just hours earlier suggested a group

:08:02.:08:03.

of between five and seven Iraqi and Syrian suicide bombers

:08:04.:08:12.

With the level of detail, including names, coming in from two

:08:13.:08:16.

separate foreign countries, German officials today said they had

:08:17.:08:18.

It was on information, and we have to do our job

:08:19.:08:26.

And we have to guarantee the security and safety

:08:27.:08:32.

Today, the stations were open again, a police presence visible,

:08:33.:08:38.

although authorities now say they can't be sure if the attackers

:08:39.:08:41.

really are in the city or even in the country.

:08:42.:08:45.

New year celebrations had been the focus of real security concerns.

:08:46.:08:49.

It wasn't only Germany, with the closure of rail

:08:50.:08:52.

Two days ago, Turkey arrested two men in Ankara,

:08:53.:08:57.

said to be planning a suicide attack on celebrations.

:08:58.:09:02.

The Belgian capital, Brussels, cancelled its fireworks

:09:03.:09:05.

after a group of men were arrested, also said to be plotting

:09:06.:09:08.

And in New York, the FBI arrested one man said to be planning a knife

:09:09.:09:16.

attack on a restaurant yesterday, to demonstrate his support

:09:17.:09:18.

Paris had also cancelled its usual fireworks, instead projecting

:09:19.:09:25.

a video onto the Arc de Triomphe, amid tight security, a message,

:09:26.:09:28.

the city's mayor said, that Paris was still standing

:09:29.:09:43.

In his new year message, France's president warned

:09:44.:09:47.

that the terrorist threat was still at its highest level.

:09:48.:09:49.

In central London, 3000 police were on duty, including

:09:50.:09:58.

But last night's celebrations passed without incident.

:09:59.:10:01.

Europe has been on edge, and while the New Year passed

:10:02.:10:04.

peacefully, concerns for the year ahead will still remain.

:10:05.:10:11.

In a major rethink of the guidance on alcohol consumption,

:10:12.:10:13.

it is believed that people are to be advised to avoid alcohol

:10:14.:10:16.

The daily limit for the amount men should drink is also expected to be

:10:17.:10:23.

lowered to the same level as that for women.

:10:24.:10:25.

It follows a review which has been carried out

:10:26.:10:28.

by the Chief Medical Officer, Dame Sally Davies.

:10:29.:10:31.

A new year, and even in busy pubs and bars

:10:32.:10:38.

Yeah, I suppose try and cut down little bit on the drink, save money.

:10:39.:10:46.

Cut down on alcohol and possibly go to the gym.

:10:47.:10:48.

Many will have overindulged over the Christmas period but medical

:10:49.:10:55.

experts agree heavy drinking is increasingly

:10:56.:10:58.

Liver disease, of course, is one of the major consequences

:10:59.:11:04.

of alcohol excess, and we've seen liver disease rise to be the fifth

:11:05.:11:08.

most common cause of mortality in the UK.

:11:09.:11:14.

The top four causes, such as heart disease and cancer,

:11:15.:11:16.

the rates of mortality are dropping, whereas liver disease

:11:17.:11:25.

per week without alcohol, advice already given in Scotland,

:11:26.:11:30.

and a maximum of three units consumed on any one day,

:11:31.:11:33.

which, for the first time, would bring men's daily limits

:11:34.:11:36.

The current guidelines on alcohol consumption were last revised

:11:37.:11:42.

in the mid-1990s but have been criticised as confusing

:11:43.:11:45.

and ineffective, with research suggesting many people just don't

:11:46.:11:49.

a relax, but sometimes you just need to maybe take a step back.

:11:50.:12:13.

But then what is two units, what is six units?

:12:14.:12:15.

Most people are reasonably clued up but you have to let people

:12:16.:12:18.

The country has a little bit of an alcohol problem, I think,

:12:19.:12:27.

in terms of the damage it does to society in numerous ways.

:12:28.:12:30.

The new drinking recommendations are due to be published this month,

:12:31.:12:34.

just in time to reinforce those new year resolutions.

:12:35.:12:37.

A gunman has opened fire at a restaurant in Israel,

:12:38.:12:39.

killing two people and wounding several others.

:12:40.:12:41.

Hundreds of police are searching the area in Tel Aviv but detectives

:12:42.:12:44.

say the motive for the attack is unclear.

:12:45.:12:45.

You may find some images in Kevin Connolly's report disturbing.

:12:46.:12:53.

video cameras captured the moment of the shooting. The killer calmly

:12:54.:13:01.

raising his weapon and opening fire. In an area of Tel Aviv filled with

:13:02.:13:07.

packed bars and cafes, it was a terrifying moment. I hid myself

:13:08.:13:16.

under the bar. I waited till it had finished. It was horrible. It is

:13:17.:13:26.

happening all over the world. Gunman escaped on foot and a huge manhunt

:13:27.:13:31.

began. Security full quickly sealed off the scene. Working to save this

:13:32.:13:34.

seriously injured inside the shattered our. The painstaking work

:13:35.:13:41.

of piecing together a picture of what had happened began immediately.

:13:42.:13:46.

Armed police units have been combing Tel Aviv. It is not clear if there

:13:47.:13:53.

have been credible sightings of the gunman since the attack. The motive

:13:54.:13:58.

is not clear. It may have been straightforward criminality rep may

:13:59.:14:05.

have been a hate crime. It is believed the bar owner was popular

:14:06.:14:10.

with the Tel Aviv Gay community. The suspect has been identified.

:14:11.:14:14.

Deepening suspicions the attack was linked to an increase in tension in

:14:15.:14:17.

the long-running dispute between Israel and the Palestinians.

:14:18.:14:21.

Firefighters in Dubai have spent the day dousing a blaze

:14:22.:14:24.

which engulfed a 63-storey skyscraper last night.

:14:25.:14:27.

At least 15 people were injured, although none of them seriously,

:14:28.:14:29.

Investigators are still trying to identify the cause of the fire.

:14:30.:14:40.

Newly-released documents show that a number of prominent figures wrote

:14:41.:14:43.

letters in support of a bishop under investigation over allegations

:14:44.:14:46.

George Carey, who was then Archbishop of Canterbury,

:14:47.:14:52.

was among those who defended Peter Ball during the inquiry.

:14:53.:14:56.

Ball was jailed in October for misconduct in office

:14:57.:14:59.

Aged 83, Bishop Peter Ball is the most senior Anglican

:15:00.:15:09.

clergyman to have been convicted of sexual abuse.

:15:10.:15:14.

But it was more than 20 years before he finally admitted

:15:15.:15:17.

Famous for dressing in a monk's habit in the 70s, 80s and 90s,

:15:18.:15:23.

he groomed and exploited the young men who followed his teachings.

:15:24.:15:30.

Police investigated in 1993 but he wasn't charged.

:15:31.:15:33.

Instead he was given a caution, after 2000 letters, some

:15:34.:15:35.

of which have now been released by prosecutors,

:15:36.:15:39.

In a letter to police, the then Archbishop of Canterbury,

:15:40.:15:43.

George Carey, wrote that on hearing the allegations that Ball

:15:44.:15:56.

The archbishop said he didn't want to interfere.

:15:57.:16:12.

But he said he felt justified in pointing out the...

:16:13.:16:14.

Another letter came from a senior judge.

:16:15.:16:23.

Phil Johnson accuses Ball of indecently assaulting him

:16:24.:16:25.

The former Archbishop of Canterbury has said he does not wish to

:16:26.:16:51.

influence events. You have a Lord Justice who is supposed to be

:16:52.:16:52.

impartial. With no prosecution,

:16:53.:16:55.

Ball's victims were left in limbo. One of them, Neal Todd,

:16:56.:16:57.

deeply damaged by his experiences, took his own life in 2012

and never saw justice. Flood warnings remain in place

depending on how our insurance claim goes, anger will appear,

but so far it's a little bit of sorrow for the people that aren't

test this Christmas. When I turned on the news and saw

this absolute devastation, right across the North of England,

:18:55.:18:57.

and I thought, well, this is just a little ray

of northern England. Mike took this photo showing
