Hikes in council tax in England and steep cuts to public services, | :00:00. | :00:07.
that's the warning tonight from council leaders. | :00:08. | :00:11.
They say the cost of care for increasing numbers of elderly | :00:12. | :00:14.
We are struggling to balance next year's budget and we are really | :00:15. | :00:19.
struggling to balance and make it sustainable over the next | :00:20. | :00:22.
I think our services are at breaking point. | :00:23. | :00:29.
And new figures show the pressure on hospital beds because social care | :00:30. | :00:32.
shortages have contributed to a much higher NHS deficit than expected. | :00:33. | :00:39.
That's despite a major injection of government money. | :00:40. | :00:41.
We'll be asking why the NHS is facing such problems. | :00:42. | :00:43.
Listening in - the Prime Minister makes a rare appearance in the House | :00:44. | :00:48.
of Lords as peers debate the Brexit bill. | :00:49. | :00:52.
The UKIP leader Paul Nuttall under pressure as two officials | :00:53. | :00:55.
in Merseyside resign after his claims about | :00:56. | :00:57.
No more bashing the bottle - science finds the solution | :00:58. | :01:03.
to getting that last drop of ketchup. | :01:04. | :01:07.
And Sutton United prepare for the game of their lives | :01:08. | :01:09.
in their FA Cup match this evening against Arsenal. | :01:10. | :01:14.
And in sport later in the hour on BBC news, seven sports including | :01:15. | :01:22.
I live at National League side Sutton United. They played giants | :01:23. | :01:26.
Arsenal. Nearly every local authority | :01:27. | :01:43.
in England is planning to raise council taxes in the coming year | :01:44. | :01:50.
in order to provide care for people From April, council tax | :01:51. | :01:54.
could increase by nearly 5% But the Local Government Association | :01:55. | :01:58.
says that won't be enough and it warns there will have to be deep | :01:59. | :02:04.
cuts to other council services. There are 151 councils in England. | :02:05. | :02:08.
147 of them plan to raise council tax specifically to pay | :02:09. | :02:12.
for social care provision. Here's our social affairs | :02:13. | :02:17.
correspondent Alison Holt. Hello, Margaret! | :02:18. | :02:22.
How are you? This is where the pressure | :02:23. | :02:24.
on the social care system can 81-year-old Margaret Williams has | :02:25. | :02:29.
been in hospital since she had a fall but is waiting for the care | :02:30. | :02:37.
she'll need to help And its social workers | :02:38. | :02:40.
in Surrey who are trying Because I've been in here for how | :02:41. | :02:44.
many weeks, so obviously Yeah, so we think you need | :02:45. | :02:48.
somebody to come in at In a busy hospital, | :02:49. | :02:52.
she knows her bed is in demand, but for the council, | :02:53. | :02:57.
finding funding and companies to When I met her, she'd been | :02:58. | :03:00.
in hospital for more than a month. Since before Christmas, | :03:01. | :03:06.
and then they sent me home, but I had to come back in two | :03:07. | :03:09.
or three days, and I've I'm just following up | :03:10. | :03:12.
regarding Margaret Williams, which we are waiting | :03:13. | :03:18.
for the joint funding... Social workers were able to get | :03:19. | :03:23.
the care Mrs Williams needed a few days later, | :03:24. | :03:25.
but according to today's local government survey, | :03:26. | :03:27.
most councils are struggling with the sheer demand for this sort | :03:28. | :03:30.
of support for people in care In Surrey, they say | :03:31. | :03:33.
the demand is unrelenting. I've worked in adult | :03:34. | :03:40.
social care for 20 years, and I've never known the pressure | :03:41. | :03:42.
that we've got now, and there's no People are getting older, | :03:43. | :03:45.
people are living longer, and their needs are increasing | :03:46. | :03:50.
with more complexity. And Surrey's chief executive | :03:51. | :03:54.
believes they have no choice but to raise council tax to meet | :03:55. | :03:57.
the growing costs of social care. We're struggling to balance next | :03:58. | :04:02.
year's budget, and we're really struggling to make it sustainable | :04:03. | :04:06.
over the next two or three years. I think our services | :04:07. | :04:09.
are at the breaking point. Surrey's Conservative-led council | :04:10. | :04:13.
abandoned plans to ask voters for a 15% tax rise | :04:14. | :04:16.
after what were described as government reassurances, | :04:17. | :04:19.
but like most authorities in today's survey, council tax here is likely | :04:20. | :04:23.
to rise by nearly 5%. And many councils warn | :04:24. | :04:29.
other services, like bin collection and road mending, | :04:30. | :04:31.
may still face cuts. There has been a united voice | :04:32. | :04:36.
of local government to say that they need to have more funding | :04:37. | :04:42.
in social care, and that the crisis But the Government says | :04:43. | :04:45.
extra money is already being put into social care - | :04:46. | :04:55.
particularly services like this, which help people | :04:56. | :04:57.
regain some independence. It also says local authorities | :04:58. | :05:00.
will soon be able to keep all the money raised by council tax | :05:01. | :05:03.
and business rates, giving them more Meanwhile, NHS Trusts in England | :05:04. | :05:06.
have reported a deficit of nearly ?900 million in their latest | :05:07. | :05:16.
figures, way above the The service has been under severe | :05:17. | :05:20.
pressure this winter and Trusts say the figures reflect a larger | :05:21. | :05:26.
than expected rise in numbers attending Accident and Emergency | :05:27. | :05:29.
and in hospital admissions. I'm joined by our | :05:30. | :05:32.
Health Editor Hugh Pym. We have all got rather used to | :05:33. | :05:47.
seeing how much red ink there is across NHS finances in England and | :05:48. | :05:51.
today we learn a bit more. Ministers say progress has been made on | :05:52. | :05:56.
cutting expensive agency staff bills, but the figures are worse | :05:57. | :06:00.
than expected. What was predicted last November by the regulator for | :06:01. | :06:05.
this financial year for all trusts in England was a deficit of ?580 | :06:06. | :06:10.
million. Today we have learnt it will be higher. They think it will | :06:11. | :06:16.
be Nero ?850 million. One of the reasons they give is the sheer | :06:17. | :06:21.
number of patients, more than expected. Let's look at the numbers | :06:22. | :06:26.
going to A in October and December, a key barometer of patient | :06:27. | :06:31.
numbers. There was an increase on the same period the previous year of | :06:32. | :06:38.
200,000, up to well above 5 million. Another reason was the delayed | :06:39. | :06:43.
transfers from hospitals, making it difficult for hospitals to find | :06:44. | :06:47.
enough beds. If you cannot move a patient on, you cannot find room for | :06:48. | :06:52.
somebody who need routine surgery and hospitals lose income. They | :06:53. | :06:56.
cannot move patients on because of the lack of social care in England. | :06:57. | :07:02.
Social care again has come back to cause problems for the NHS in these | :07:03. | :07:12.
figures. All eyes will be on the budget. Ministers we are told by | :07:13. | :07:14.
working on a new packet for social care in England. | :07:15. | :07:15.
The House of Lords has begun debating the bill which will pave | :07:16. | :07:19.
The legislation passed the Commons with no amendments, | :07:20. | :07:22.
but the government doesn't have a majority in the Lords. | :07:23. | :07:25.
Opposition and crossbench peers are seeking guarantees | :07:26. | :07:27.
about the rights of citizens from other EU countries | :07:28. | :07:29.
Our Deputy Political Editor John Pienaar is in Central Lobby. | :07:30. | :07:32.
John, Teresa May took the unusual step on sitting in on the debate. | :07:33. | :07:38.
She did. It is an important debate. Here in the House of Lords the | :07:39. | :07:46.
opponents of Brexit and those who have deep doubts have begun their | :07:47. | :07:50.
final stand. It is a fight they expect to lose, but not before they | :07:51. | :07:54.
do all they can to make the government think again about who has | :07:55. | :07:58.
a say on the final deal and about how much freedom to give Theresa May | :07:59. | :08:02.
and her ministers as they plan forbidden's future after the EU. | :08:03. | :08:08.
Blue lights flashing, Theresa May was determined not to miss this. She | :08:09. | :08:14.
had already sent a clear message, Brexit is coming, get out of the | :08:15. | :08:18.
way. There will be debate and scrutiny in the House of Lords, but | :08:19. | :08:22.
I do not want to see anybody holding up what the people want. She rushed | :08:23. | :08:28.
in for a rare appearance, perched on the steps of the throne. 100 peers | :08:29. | :08:35.
wanted to speak, a modern record, political big hitters among them, | :08:36. | :08:41.
like Lord Mandelson. Yes, they did want to leave the European Union. | :08:42. | :08:45.
But they did not want to turn Britain into Abu Ghraib, politically | :08:46. | :08:52.
isolated, offshore tax haven without reach or influence in the world. The | :08:53. | :08:58.
Lib Dems want a second referendum, no one now thinks they will get one. | :08:59. | :09:04.
Brexit is the most important single issue which has faced the country | :09:05. | :09:09.
for decades. For many of asked the approach being adopted by the | :09:10. | :09:12.
government is little short of disastrous. These EU migrant workers | :09:13. | :09:19.
protesting today want their rights to live and work in Britain | :09:20. | :09:25.
guaranteed, not later in talks, but now. In coming days ministers will | :09:26. | :09:30.
be pressed to agree. But here were over 50,000 letters demanding that | :09:31. | :09:34.
the law to get Brexit started should be passed quickly with no changes, | :09:35. | :09:39.
an argument supported by some who campaigned against it. I voted to | :09:40. | :09:44.
remain in the European Union, but I support this bill because I believe | :09:45. | :09:50.
the referendum was decisive. A former chancellor said no deal was | :09:51. | :09:56.
better than a bad one. As soon as it is clear that our European Union | :09:57. | :10:00.
partners will not accept our offer, we should move on. There is nothing | :10:01. | :10:08.
to be gained by doomed negotiations. Peers are just getting warmed up, | :10:09. | :10:12.
they will be talking to the early hours and tomorrow until midnight. | :10:13. | :10:16.
Next week, the government may just lose votes on migrant rights and buy | :10:17. | :10:21.
the rights of Parliament to demand a better deal. When it comes to a test | :10:22. | :10:26.
of who backs down, the betting is the Lord's will not defy the elected | :10:27. | :10:32.
MPs or the referendum. Talks to quit the EU looked like starting on | :10:33. | :10:36.
schedule next month. But there is more wrangling to come and that is | :10:37. | :10:37.
just the start of Brexit. Two senior officials have resigned | :10:38. | :10:40.
from UKIP in Merseyside, claiming that senior party figures | :10:41. | :10:42.
have shown "crass insensitivity" The party's leader Paul Nuttall has | :10:43. | :10:44.
admitted that claims he'd lost close personal friends | :10:45. | :10:48.
in the disaster were inaccurate. And party donor Aaron Banks later | :10:49. | :10:51.
said that he was "sick to death" From Liverpool, our Political | :10:52. | :10:54.
Correspondent Carole Paul Nuttall had hoped | :10:55. | :10:59.
to unite his party and take on Labour in its heartlands, | :11:00. | :11:05.
but he's suffered a serious setback with two resignations | :11:06. | :11:07.
on his own home territory. Ukip's Merseyside chairman | :11:08. | :11:14.
is one of those standing down. He told me Mr Nuttall should | :11:15. | :11:16.
apologise for claims on his website that he lost personal friends | :11:17. | :11:20.
in the Hillsborough disaster. but he should get his | :11:21. | :11:25.
facts right, really. It's a judgment of error, | :11:26. | :11:29.
he's put an error out there on the web page, you know, | :11:30. | :11:31.
he's got to correct that, and what he should do, | :11:32. | :11:34.
I know he has apologised for it, but he should come to this city | :11:35. | :11:37.
of Liverpool to say, "Listen, I'm sorry for | :11:38. | :11:40.
that error." But it was this tweet | :11:41. | :11:41.
from Ukip donor Arron Banks Mr Banks said he was sick to death | :11:42. | :11:43.
of hearing about Hillsborough. I'm not going to be | :11:44. | :11:48.
serving the party. I can still serve the people of this | :11:49. | :11:51.
city, which I do every day anyway. if it's got Arron Banks as a donor, | :11:52. | :11:54.
sorry. Ukip's Liverpool chairman, | :11:55. | :12:00.
Stuart Monkham, has also resigned, saying "this unprofessional approach | :12:01. | :12:05.
and crass insensitivity from high-profile people, | :12:06. | :12:09.
closely within and without Ukip, Paul Nuttall is well aware that | :12:10. | :12:13.
Hillsborough remains a painful, Questions about his personal | :12:14. | :12:20.
experience have dogged his bid for Parliament | :12:21. | :12:25.
in the Stoke Central by-election. And the timing of these | :12:26. | :12:28.
resignations, just as voters are preparing to go to the polls, | :12:29. | :12:31.
could hardly be worse. Neither he nor Arron Banks | :12:32. | :12:36.
would comment today. The Ukip leader says | :12:37. | :12:42.
he was at Hillsborough There was a mistake on my website, | :12:43. | :12:45.
which was put up by a press officer. I take full responsibility. | :12:46. | :12:50.
It's now been taken down. I was there, I was at the game, | :12:51. | :12:52.
I can prove I was at the game. I thought I'd seen all lows | :12:53. | :12:56.
in politics. This just isn't scraping | :12:57. | :12:58.
the barrel, he could face further | :12:59. | :13:00.
resignations from his party. Our top story this evening: | :13:01. | :13:07.
The rising cost of social care - local councils warn | :13:08. | :13:17.
of cuts to public services I am at Sutton United were a squad | :13:18. | :13:36.
of just a small budget will take on the might and the millions of | :13:37. | :13:43.
Arsenal in the FA Cup. And sevens sports including wheelchair sport | :13:44. | :13:48.
and badminton had their funding rejected by UK sport. | :13:49. | :13:56.
A state of famine has been declared in parts of South Sudan, | :13:57. | :13:59.
the first to be announced in any part of the world since 2011. | :14:00. | :14:03.
The government and the United Nations report that | :14:04. | :14:06.
around 100,000 people are currently affected, with another one million | :14:07. | :14:11.
South Sudan is the world's newest country, having gained | :14:12. | :14:16.
But hopes of prosperity have been shattered by three years of civil | :14:17. | :14:24.
Alistair Leithead has sent this report from the capital city, Juba. | :14:25. | :14:36.
When famine hits, the smallest suffer. In a hospital ward in the | :14:37. | :14:45.
capital city, children are severely malnourished. A distended belly and | :14:46. | :14:50.
a painful skin condition are obvious symptoms of hunger. Malnutrition is | :14:51. | :14:59.
really bad, because it has increased here for some years, but this year, | :15:00. | :15:06.
it has really increased. The rate it has increased. This is unity state, | :15:07. | :15:11.
where 100,000 people are now feeling the effects of famine. Some aid has | :15:12. | :15:18.
been delivered to this worst affected region, but people are | :15:19. | :15:24.
dying of starvation every day. Civil war means many are out of reach, and | :15:25. | :15:30.
are not getting this type of help. The real tragedy is that this is | :15:31. | :15:36.
largely man-made. We do have famine and food insecurity, and it has | :15:37. | :15:40.
worsened in many parts of this country, largely because of this | :15:41. | :15:44.
unfortunate conflict. It is because of the fighting, but also because of | :15:45. | :15:49.
access challenges that humanitarian 's have had in the parts of this | :15:50. | :15:54.
country. A clash between former Vice President Riek Machar and President | :15:55. | :15:59.
Salva Kiir, in the Hat, sparked civil War. For more than three | :16:00. | :16:04.
years, there has been fighting across the country, largely along | :16:05. | :16:10.
ethnic lines. Last year, a peace deal dramatically collapsed, | :16:11. | :16:14.
bringing violence to a wider area. Economic crisis has priced food | :16:15. | :16:20.
beyond the reach of most. Well over 3 million people have been forced | :16:21. | :16:24.
from their homes by the fighting. Hundreds of thousands of them are in | :16:25. | :16:29.
camps set up by the United Nations for their own protection. 1.5 | :16:30. | :16:34.
million have fled to neighbouring countries, creating one of the worst | :16:35. | :16:39.
refugees crises in the world. Towns like this have emptied as the | :16:40. | :16:43.
violence has spread to the food growing south of the country. In six | :16:44. | :16:49.
months, 450,000 people have fled to Uganda. Thousands cross the border | :16:50. | :16:53.
every day, and describe atrocities, rape and murder, by soldiers from | :16:54. | :16:59.
both sides. The UN has warned of the potential for genocide, and now a | :17:00. | :17:03.
deepening famine, unless the war is stopped. | :17:04. | :17:05.
CCTV footage has emerged apparently showing the moment | :17:06. | :17:07.
when the half-brother of North Korea's leader is attacked | :17:08. | :17:09.
with poison at Kuala Lumpa airport in Malaysia. | :17:10. | :17:11.
The grainy footage is said to show Kim Jong-nam walking | :17:12. | :17:14.
through the terminal - before a woman attacks him from | :17:15. | :17:16.
The footage hasn't been independently verified | :17:17. | :17:24.
After the attack, the alleged victim - | :17:25. | :17:28.
in the blue-looking jacket - walks out seeking help from airport | :17:29. | :17:31.
Iraqi forces are continuing their advance into Mosul, | :17:32. | :17:41.
Iraq's second-largest city, after launching a major attack | :17:42. | :17:45.
yesterday to remove Islamic State fighters from their last major | :17:46. | :17:47.
Progress has been slowed because of huge improvised explosive | :17:48. | :17:53.
devices that the militants have placed along the route. | :17:54. | :17:58.
UK Sport has rejected appeals by seven sports that won't receive | :17:59. | :18:02.
funding ahead of the 2020 Tokyo Olympic and Paralympic Games. | :18:03. | :18:07.
Archery, weightlifting and wheelchair rugby | :18:08. | :18:09.
won't get any money, and badminton, which came out | :18:10. | :18:12.
of the last Olympics with a bronze medal, | :18:13. | :18:14.
Our Sports Editor, Dan Roan, is at the National Badminton Centre | :18:15. | :18:19.
Dann, there must be some dismay there. Absolutely. Enthusiasm for | :18:20. | :18:35.
the sport continues, but they are reeling from losing not summer but | :18:36. | :18:40.
all of their ?5.7 million of funding, as a result of UK sport's | :18:41. | :18:46.
decision. They learn today that their appeal against that decision | :18:47. | :18:51.
has failed. The fear here is that there could be job losses and that | :18:52. | :18:55.
the scale of the Olympic programme could be cut back. And more dismay | :18:56. | :19:00.
because that is in spite of the fact that they met their Olympic medal | :19:01. | :19:04.
target of a bronze in the men's doubles, despite that bad news | :19:05. | :19:10.
today. UK Sport say they have to prioritise and make some tough | :19:11. | :19:13.
decisions, not least because the number of ticket sales in the | :19:14. | :19:17.
National Lottery, so crucial for sport funding, is on the way down, | :19:18. | :19:21.
and that has meant they have had to been ruthless and cut some funding. | :19:22. | :19:26.
Here is what Liz Nicholl, the Chief Executive of UK Sport, told me | :19:27. | :19:28.
earlier today. We do believe that badminton - | :19:29. | :19:32.
and wheelchair rugby and other sports - | :19:33. | :19:34.
have medal potential, but it's not strong enough | :19:35. | :19:36.
for it to be higher and we've just run out of resources | :19:37. | :19:38.
to be able to reach that far. Are you not just too ruthless, | :19:39. | :19:42.
too obsessed with medals? We're very focused on an outcome, | :19:43. | :19:45.
which is delivering more medals and more medallists | :19:46. | :19:48.
to make the nation proud. The approach that | :19:49. | :19:50.
we take has worked, UK Sport are investing hundreds of | :19:51. | :20:03.
millions of pounds into both Olympic and Paralympic sports in this next | :20:04. | :20:09.
four-year cycle, building up to Tokyo in 2020. They have been | :20:10. | :20:13.
credited with transforming Britain into a powerhouse nation in their | :20:14. | :20:17.
game, that there is more controversy than ever before when it comes to | :20:18. | :20:20.
giving up that money. Thank you. Scientists in Boston have found | :20:21. | :20:23.
a solution to the age-old question - how do you get every last drop | :20:24. | :20:26.
of ketchup out of the bottle? Their discovery should be welcomed | :20:27. | :20:29.
by consumers and reduce waste, as our Science Correspondent, | :20:30. | :20:32.
Pallab Ghosh, reports from Boston. It's always an effort, and everyone | :20:33. | :20:34.
has their own technique. Well, you put it on its side, | :20:35. | :20:37.
and you just karate chop it. You have to really shake it | :20:38. | :20:40.
up a ton beforehand. I try to give it a good shake, kind | :20:41. | :20:42.
of like just go like that a lot. It's something we've | :20:43. | :20:46.
all struggled with - how to get that last drop | :20:47. | :20:51.
of ketchup out of the bottle. Well, scientists have come | :20:52. | :20:54.
up with an invention It can work for toothpaste, make-up, | :20:55. | :20:56.
hand cream, even glue. Here at MIT, they've developed this | :20:57. | :21:15.
clever new technology. What I have here is our patented | :21:16. | :21:24.
super-slippery coating technology. You'll see that the toothpaste | :21:25. | :21:26.
glides very easily. And you can do that with food | :21:27. | :21:29.
as well, can't you? So here I have mayonnaise | :21:30. | :21:32.
in a regular bottle. You will see that mayonnaise | :21:33. | :21:37.
is stuck, sticky. Here is our liquid glide-coated | :21:38. | :21:40.
bottle, and you will see that the mayonnaise slides | :21:41. | :21:43.
very easily as well. The container has been specially | :21:44. | :21:47.
engineered to enable the ketchup, or any other sticky liquid, | :21:48. | :21:50.
to slip out easily. Scientists coat the inside | :21:51. | :21:52.
with a rough surface. They then put a thin layer over it, | :21:53. | :21:56.
and they cover that with a liquid which fills in the troughs and forms | :21:57. | :22:00.
a very slippery surface, The ketchup hovers on top, | :22:01. | :22:04.
and just glides out of the bottle. This coating process | :22:05. | :22:12.
could cut huge amounts of waste. We dispose of | :22:13. | :22:15.
40 billion containers that The technology is already | :22:16. | :22:17.
being used for paint. Look how the untreated tin compares | :22:18. | :22:24.
with the coated one on the right. 200 million gallons of material | :22:25. | :22:28.
is thrown away by industry each year when the super-slippery bottle | :22:29. | :22:32.
is available in a few years' time, mealtimes will be | :22:33. | :22:40.
a little less tricky. In just over an hour, | :22:41. | :22:47.
all eyes will be on a football pitch in south London, | :22:48. | :22:52.
when the part-time players of Sutton United will take | :22:53. | :22:54.
on the Premier League giants Arsenal For Sutton United, it's the biggest | :22:55. | :22:58.
game in the club's history, as they attempt to produce an upset | :22:59. | :23:02.
and reach the quarterfinals. Our Sports Correspondent, Natalie | :23:03. | :23:06.
Pirks, is at Sutton's ground. This club is run by a dedicated team | :23:07. | :23:21.
of volunteers. If players are paid just ?10,000 a week in total, in | :23:22. | :23:27.
contrast to Arsenal's Mesut Ozil, who earns 14 times that amount, | :23:28. | :23:34.
alone, in the same time frame. The task facing Sutton United tonight is | :23:35. | :23:39.
a mammoth one, but football has a habit of creating fairy tales. | :23:40. | :23:41.
Sutton United's cup run has seen their captain living the dream. | :23:42. | :23:44.
Not bad. You? | :23:45. | :23:46.
That is, when he's not on a building site. | :23:47. | :23:48.
Jamie Collins only trains twice a week, working elsewhere to | :23:49. | :23:51.
make ends meet like the rest of his team-mates. | :23:52. | :23:53.
With no strict athletic regime to follow, Collins enjoyed six pints | :23:54. | :23:57.
with the boys the night before he did this. | :23:58. | :23:59.
COMMENTATOR: Collins for Sutton. 1-0! | :24:00. | :24:00.
The draw for the fifth round gave him even more reason | :24:01. | :24:03.
Sutton United will play Arsenal in the next round of | :24:04. | :24:09.
It's either been the media or friends or family, or | :24:10. | :24:19.
people I haven't spoken to for God knows how mant years, | :24:20. | :24:22.
It's been enjoyable, but when you're at work | :24:23. | :24:25.
trying to get things done, it's sometimes a little bit distracting. | :24:26. | :24:28.
Sutton United's motto is "In it together". | :24:29. | :24:29.
The bijou away dressing room takes that rather literally. | :24:30. | :24:31.
There's more than ?170 million worth of talent in the Arsenal first 11. | :24:32. | :24:35.
Most won't have experienced an away day like this before. | :24:36. | :24:39.
And it's not just the changing rooms | :24:40. | :24:41.
The chairman's had his hands full with a leaking roof. | :24:42. | :24:45.
So are you in a position now where you are going to be able | :24:46. | :24:49.
I was going to say we are going to splash out! | :24:50. | :24:54.
This community club can afford to now. | :24:55. | :24:59.
The estimated ?700,000 they've made from this Cup run means they can pay | :25:00. | :25:03.
off their debts to their wealthy benefactor, who happens | :25:04. | :25:06.
Paul Doswell hasn't been paid a penny in the eight years | :25:07. | :25:13.
Instead, the property developer has poured ?1 million | :25:14. | :25:16.
of his own cash into the club, half of it to lay this 3G pitch. | :25:17. | :25:20.
Doswell is practically unsackable, regardless of the result tonight. | :25:21. | :25:24.
If we beat them, I don't know what I'll do. | :25:25. | :25:27.
I think I'll be up there for a long, long time, and I don't know | :25:28. | :25:30.
It's something I haven't even thought about, | :25:31. | :25:33.
If it happened, it would just be one of those moments | :25:34. | :25:37.
It will be, "Where were you when Sutton beat Arsenal?" | :25:38. | :25:41.
The club already knows about giant-killing. | :25:42. | :25:42.
They famously beat top-flight Coventry in 1989. | :25:43. | :25:45.
There will be no dodgy pitch this time, | :25:46. | :25:47.
The away fans sitting here tonight can be assured, | :25:48. | :25:52.
though, that Sutton's desire is the real thing. | :25:53. | :26:00.
We have talked a lot about Sutton. What about Arsenal? Arsene Wenger is | :26:01. | :26:09.
a man under pressure after his side was thrashed 5-1 by Bayern Munich | :26:10. | :26:15.
midweek. But Arsenal are 105 places above Sutton United in the Sokolik. | :26:16. | :26:21.
Defeat tonight would be unthinkable, but as Lincoln City proved in the | :26:22. | :26:25.
week by beating Burnley, not impossible. | :26:26. | :26:27.
I'm sure there's many a spring blossom bursting into life this | :26:28. | :26:40.
afternoon, as temperatures peaked at 18 degrees in and around the London | :26:41. | :26:46.
area. It felt more like mid May. However, February once its month | :26:47. | :26:52.
back. It will get its weather back later this week. Some areas will | :26:53. | :26:56.
struggle to get above mid-single figures. Colder air isn't far away. | :26:57. | :27:01.
Tonight, milder conditions across the southern half of the UK. Patchy | :27:02. | :27:06.
rain and drizzle at the moment, but turning wetter overnight across | :27:07. | :27:10.
Wales, the west Midlands and East Anglia. A chilly night than last | :27:11. | :27:17.
night in parts of Scotland, and Northern Ireland. Here's the best of | :27:18. | :27:22.
your Tuesday sunshine. It will turn cloudy and wetter from the west | :27:23. | :27:27.
later on. The day starts wet and misty across Wales and the South | :27:28. | :27:32.
West, struggling to brighten up. It turns a bit wetter in the South West | :27:33. | :27:39.
later on. Brighter weather for the Eastern high ground. We will finish | :27:40. | :27:44.
the day with a lot of rain across the west. Tomorrow night, it will be | :27:45. | :27:49.
wet and windy. Scotland, Northern Ireland and northern England, after | :27:50. | :27:53.
the promising start. Those conditions extend to all on | :27:54. | :27:58.
Wednesday. Low-pressure pursing into Scotland could cause 60 miles an | :27:59. | :28:04.
hour gusts. Some showers will be wintry. England and Wales start of | :28:05. | :28:09.
cloudy and damp, with patchy rain and drizzle. A cloudy couple of days | :28:10. | :28:15.
on the way in Southern counties. Further north, it turns colder, and | :28:16. | :28:21.
that colder air will be with us all, after that potentially windy spell | :28:22. | :28:24.
on Thursday. Thank you. | :28:25. | :28:30. |
