cutting through the shutters at this Moss side barbershop. The shop was | :02:41. | :02:45. | |
run by a cousin of the Manchester bomb. He was arrested earlier in the | :02:46. | :02:49. | |
week, with at least one of his brothers. Police also raided another | :02:50. | :02:55. | |
house in the middle of the night, bringing the number of people in | :02:56. | :03:00. | |
custody to eight, all men, mostly Libyan, and aged between 18 and 38. | :03:01. | :03:06. | |
Very significant arrests. We are very happy we have our hands around | :03:07. | :03:10. | |
some of the key players we are concerned about. There is still a | :03:11. | :03:16. | |
little bit more to do. The bomber, Salman Abedi, came back to | :03:17. | :03:19. | |
Manchester from Libya last week. Renting a flat in this block, he had | :03:20. | :03:23. | |
already bought many of the ingredients for his lethal device. | :03:24. | :03:27. | |
It was here that he spent his last weekend, putting his bomb together, | :03:28. | :03:31. | |
making the final preparations to attack a concert full of teenage | :03:32. | :03:38. | |
girls. Detectives say they have made very significant finds and crucially | :03:39. | :03:42. | |
believe they have captured a large part of his terrorist network. We | :03:43. | :03:47. | |
have hundreds of officers working on this investigation from across the | :03:48. | :03:52. | |
national counter-terrorism policing network. We have seized thousands of | :03:53. | :03:57. | |
exhibits which are being assessed. It is fair to say there has been | :03:58. | :04:01. | |
enormous progress with the investigation but still an awful lot | :04:02. | :04:06. | |
of work to do. I understand the fines include bomb-making chemicals | :04:07. | :04:09. | |
but because of concerns about what might still be out there, the threat | :04:10. | :04:14. | |
level remains a critical, the Home Secretary saying people could expect | :04:15. | :04:19. | |
much higher security at the 1300 events across the country this bank | :04:20. | :04:23. | |
with a weekend. I hope they will take comfort from that, be able to | :04:24. | :04:27. | |
feel more secure, because we must not let this terrible terrorist | :04:28. | :04:32. | |
incident impact on our lives. Let's carry on this bank holiday weekend | :04:33. | :04:35. | |
with our families and friends. Already people getting away for the | :04:36. | :04:41. | |
weekend can expect to find armed officers patrolling trains outside | :04:42. | :04:46. | |
London for the first time. As the investigation continues, we are | :04:47. | :04:50. | |
learning more about Salman Abedi's father, who was detained in Libya | :04:51. | :04:53. | |
this weekend. He is believed to have had strong connections to Abu | :04:54. | :04:59. | |

Detectives do not pretend to have the full picture yet. They are | :05:20. | :05:23. | |

How can police be so confident that they've got most of this network? | :05:30. | :05:38. | |
Well, we have watched this week as detectives have put this case | :05:39. | :05:44. | |
together. First they arrested the bomber's brother, then his cousins, | :05:45. | :05:48. | |
then a wider network of acquaintances. Ultimately, some of | :05:49. | :05:51. | |
them may be released without charge, but we have also watched as search | :05:52. | :05:56. | |
teams have blasted their way into property after property. What they | :05:57. | :06:00. | |
found, bomb-making materials and ingredients, has slowly given them | :06:01. | :06:03. | |
confidence that they have a good picture of exactly what happened, | :06:04. | :06:07. | |
and that has been important for them in growing in confidence as the week | :06:08. | :06:17. | |
has gone on. That is why they finally feel that they do have this | :06:18. | :06:19. | |
network under control. That is why, I think, that although the threat | :06:20. | :06:22. | |
level remains at critical, it is more because they are nervous about | :06:23. | :06:24. | |
bringing it down too quickly, than that they really feel there is a | :06:25. | :06:28. | |

assessment in no way reduces the guilt of those who attack our | :07:42. | :07:47. | |

emphasised that nothing excuse to Monday's massacre. And he had a | :07:52. | :07:54. | |
direct message for Britain's soldiers. Under my leadership, you | :07:55. | :08:00. | |

photo opportunities. The SNP leader condemned the Manchester attack but | :09:12. | :09:16. | |
said politicians should not shy away from debate. Bombing campaigns, | :09:17. | :09:21. | |
whether in Syria or Libya, without a coherent strategy to tackle the | :09:22. | :09:24. | |
underlying problems, often hinder rather than help the situation. | :09:25. | :09:29. | |
These are the things we need to debate vigorously. This evening, Mr | :09:30. | :09:33. | |

was keen to lead the line against terrorism. She urged leaders to do | :11:04. | :11:07. | |
more against online extremism, to get web companies to identify and | :11:08. | :11:11. | |
block harmful content, to alert authorities. She wanted action | :11:12. | :11:19. | |
against terrorists stepped up. The threat of terrorism on all of our | :11:20. | :11:22. | |
countries face. And now more than ever, we must strengthen our resolve | :11:23. | :11:25. | |
to overcome this threat together and stand firm against those who want to | :11:26. | :11:29. | |
destroy our precious values and way of life. No one imagines there are | :11:30. | :11:35. | |
easy answers to terrorism, here at the summit, or anywhere else. As | :11:36. | :11:40. | |
party campaigning resumes, the differences are profound. Mrs May | :11:41. | :11:44. | |
will not want to be accused of exploiting this summit for political | :11:45. | :11:47. | |
gain. She will want voters to judge that she is the one best qualified | :11:48. | :11:51. | |
to lead our party and the country. Earlier, she met the new French | :11:52. | :11:56. | |

and whether it has the right powers to deal with those | :13:01. | :13:02. | |
who pose a possible risk. The death of Lee Rigby | :13:03. | :13:07. | |
in Woolwich, 2013, prompted David Cameron to | :13:08. | :13:23. | |
reshape his strategy. The focus was on home grown | :13:24. | :13:33. | |
extremism with public sector workers to inform police if they thought | :13:34. | :13:36. | |

of limiting people's freedom if they haven't been convicted | :14:46. | :14:50. | |
of a crime. The dreadful bombing in Manchester | :14:51. | :14:55. | |
was followed by claims that cuts to policing may have contributed | :14:56. | :14:59. | |
to the attack - an accusation emphatically | :15:00. | :15:02. | |
denied by the government. Ring fenced money for the police's | :15:03. | :15:09. | |
counterterrorism effort has increased over the last few years, | :15:10. | :15:11. | |
