this tragedy have happened, on this scale, in this city, in 2017? We | :03:15. | :03:22. | |
need to be heard. We need to be heard. We have things to say. We are | :03:23. | :03:33. | |
in pain. The whole procedure is chaos. We are sent from hospital to | :03:34. | :03:39. | |
hospital. Why is there not community hope for family members? Why do we | :03:40. | :03:43. | |
have two actively look for them and be given misinformation, be told | :03:44. | :03:47. | |
they are possibly alive, making us call family members? We live in the | :03:48. | :03:56. | |
modern world. Why is it carried out like this? It doesn't make sense. | :03:57. | :04:02. | |
Today, again, in the shadow of Grenfell Tower, a different kind of | :04:03. | :04:08. | |
response. It is an overwhelming community tragedy with an | :04:09. | :04:12. | |
overwhelming community response. We get all the missing people on the | :04:13. | :04:19. | |
same window. A continuing grassroots mobilisation, doing all that they | :04:20. | :04:26. | |
can. And visited today by royalty. A time to reflect and to thank. You | :04:27. | :04:35. | |
guys do a brilliant job. But the Queen and Prince William left in no | :04:36. | :04:38. | |
doubt of the agony and the grief here. Royal protocol meets raw | :04:39. | :04:53. | |
emotion. William, come here. Where are the children? The Queen turning | :04:54. | :05:04. | |
up, everyone came. Go to the media, show the Queen you are nice, show | :05:05. | :05:10. | |
the smiles. But you are not doing the right job. Could you tell us who | :05:11. | :05:18. | |
they are? Not my daughters. Families, friends. Not my children, | :05:19. | :05:22. | |
my family's friends. Not necessarily my children. Rescue crews are still | :05:23. | :05:30. | |
making their way through the building. It is hard to imagine a | :05:31. | :05:35. | |
more challenging task. Dangerous and slow work. It is why the official | :05:36. | :05:40. | |
death toll remains so much lower than what the people here expect, | :05:41. | :05:45. | |
and what they fear. The building itself is in a very hazardous state. | :05:46. | :05:50. | |
It is kind to take a period of time for our specialists, both from the | :05:51. | :05:53. | |
police and the London Fire Brigade, to fully searched the building, to | :05:54. | :05:57. | |
make sure we locate and recover everybody that has sadly perished in | :05:58. | :06:02. | |
that fire. We will be doing that as swiftly as we can, absolutely. I | :06:03. | :06:06. | |
completely understand the need for those that have lost loved ones that | :06:07. | :06:11. | |
as quick as we can we are able to confirm that. With all of that comes | :06:12. | :06:16. | |
frustration and the sense among many that more help is needed at the | :06:17. | :06:20. | |
official level. There is a woman on the train who goes past and she sees | :06:21. | :06:25. | |
body bags. Loads of them. Why are they lying? Even if you can't | :06:26. | :06:29. | |
identify them, don't lie. Say, we have this many bodies unidentified. | :06:30. | :06:35. | |
Because there are people out here looking for their family and | :06:36. | :06:39. | |
friends. We have not met anyone from the council who has come here and | :06:40. | :06:45. | |
spoken to anyone. The MP came here on Wednesday for about five minutes | :06:46. | :06:50. | |
but we haven't seen anyone who has even come in and speak to any of the | :06:51. | :06:55. | |
local people who have been affected, which is really annoying. You need | :06:56. | :07:00. | |
summing gauge meant. Yes. We haven't got any of that. All we have is | :07:01. | :07:04. | |
people coming to volunteer, to do this and that, drop things off, but | :07:05. | :07:07. | |
we haven't seen anyone in authority who we can give some responsibility | :07:08. | :07:13. | |
to. They are not bringing out the truth, man. They need to talk the | :07:14. | :07:17. | |
truth and get real. Theresa May comes down and doesn't see none of | :07:18. | :07:21. | |
us. When it was Manchester, she was all about the place. No truth. They | :07:22. | :07:24. | |
have always been wanting to do something like this to Ladbroke | :07:25. | :07:29. | |
Grove. And now something is done, it would be nice if something was done | :07:30. | :07:34. | |
properly to help us. The investigations, inquest and | :07:35. | :07:37. | |
enquiries will take perhaps years to complete but the people here believe | :07:38. | :07:40. | |
they already have a fundamental understanding of this tragedy, that | :07:41. | :07:44. | |
the fire swept through the building at breathtaking pace, and that so | :07:45. | :07:48. | |
many people from this neighbourhood have lost their lives. Away from the | :07:49. | :07:55. | |
crowds, it is now three days on. The fire is out and London rumbles on. | :07:56. | :08:03. | |

We saw some very angry people. What can you tell us? There is no | :08:18. | :08:27. | |
mistaking the level of frustration here. There was a plea at the start | :08:28. | :08:31. | |
of the protest for things to be calm and orderly, and in the main, they | :08:32. | :08:36. | |
have been. This has certainly been non-violent protest. But there was a | :08:37. | :08:40. | |
point when things boiled over and some people rushed towards the door | :08:41. | :08:44. | |
of the Council officers and some managed to get inside and take their | :08:45. | :08:47. | |
message directly to council officials. Police have had to come | :08:48. | :08:51. | |
and block the door and pushed people back. But still, people are | :08:52. | :08:54. | |
gathering, sharing their message. They feel let down by their counsel, | :08:55. | :08:58. | |
that there has not been enough information and action. They say the | :08:59. | :09:03. | |
money that has been made available simply isn't enough, isn't getting | :09:04. | :09:06. | |
through to the right people who need it. They say there are people who | :09:07. | :09:11. | |
are homeless, with nowhere to sleep, no clothes to wear. They want | :09:12. | :09:15. | |
temporary accommodation made available immediately for all | :09:16. | :09:18. | |
survivors of the fire, and reassurance that everyone who has | :09:19. | :09:21. | |
been made homeless will be re-homed quickly and within the borough. But | :09:22. | :09:26. | |
I think it is obvious that the horror of this disaster has shone a | :09:27. | :09:31. | |
spotlight on some broader issues around inequality and | :09:32. | :09:33. | |
dissatisfaction with the way things are run here. People feel that their | :09:34. | :09:38. | |
counsel is not accountable and has not been working to serve them. They | :09:39. | :09:43. | |
are determined to get that message through, and some people are intent | :09:44. | :09:47. | |
on using this disaster as an opportunity to reorder the way of | :09:48. | :09:49. | |
life here. Thank you very much. Politicians from all parties, | :09:50. | :09:54. | |
the Prime Minister in particular, are facing a barrage of criticism | :09:55. | :09:56. | |
from local people over how they've responded to the events | :09:57. | :09:59. | |
in North Kensington. Many feel their voices have | :10:00. | :10:01. | |
been ignored for years. Today the Local Government | :10:02. | :10:02. | |
Secretary, Sajid Javid, promised that whatever | :10:03. | :10:05. | |
recommendations were made by safety experts, including rehousing people | :10:06. | :10:07. | |
living in other tower blocks, Our deputy political editor | :10:08. | :10:11. | |

by the disaster. Today, protesters demanded help, | :10:16. | :10:21. | |

and stop it happening again. Theresa May was back, | :10:48. | :10:50. | |
this time, unlike last time, While ministers promised to do | :10:51. | :10:52. | |
everything, anything they could to identify buildings | :10:53. | :10:55. | |
at risk and make them We will take the expert advice, | :10:56. | :10:58. | |
do whatever it takes to make those building safe, | :10:59. | :11:08. | |
or make those people say. But there can be no | :11:09. | :11:10. | |
short cuts to this. But making this kind of loss, this | :11:11. | :11:18. | |
kind of horror the last we will see, means thousands of blocks must be | :11:19. | :11:21. | |
inspected, millions of pounds of work and who knows how | :11:22. | :11:24. | |
many moved to safety. Here, they are busy helping | :11:25. | :11:27. | |
now, demanding action So, within the space of a few hours, | :11:28. | :11:29. | |
Theresa May and two Cabinet ministers have been in the area, | :11:30. | :11:35. | |
just a day after the Prime Minister was criticised for failing to meet | :11:36. | :11:39. | |
and hear directly from people caught Whether or not they are trying | :11:40. | :11:41. | |
to make up for lost time, to demonstrate their concern, | :11:42. | :11:46. | |
they are under pressure. People here want answers | :11:47. | :11:49. | |
and they want action. Or is it just their job to do | :11:50. | :11:54. | |
something about it now? I think there's more | :11:55. | :11:59. | |
than politicians to be blamed. They are all involved, | :12:00. | :12:02. | |
they are all to blame. They are probably | :12:03. | :12:09. | |
blaming each other. There is no single politician | :12:10. | :12:11. | |
or civilian who came forward They should try and stop people from | :12:12. | :12:22. | |
coming into London and, you know, profiteering from building huge | :12:23. | :12:28. | |
complexes, million pound properties and ghettoising the people who don't | :12:29. | :12:30. | |
have that sort of money into properties that are not | :12:31. | :12:33. | |
maintained and not looked after. The London mayor is | :12:34. | :12:40. | |
adding to the demands. It's really important we are not | :12:41. | :12:46. | |
left waiting for two, three, I'm asking for an interim response | :12:47. | :12:48. | |
to the enquiry this summer. Because of people saving | :12:49. | :12:55. | |
money, people are dying. That is why it will be | :12:56. | :13:01. | |
so important to get It's going to take far too | :13:02. | :13:03. | |
long for people here. We're on the verge of some serious | :13:04. | :13:09. | |
anger in the streets. More fury outside a church being | :13:10. | :13:29. | |
visited by the Prime Minister. The Prime Minister are struggling to | :13:30. | :13:30. | |
keep pace with the crisis. Police said today there was nothing | :13:31. | :13:37. | |
to suggest that the fire, which broke out in the early hours | :13:38. | :13:40. | |
of Wednesday morning, Investigators are still trying | :13:41. | :13:42. | |
to piece together what happened and how the blaze spread so quickly | :13:43. | :13:45. | |
throughout the building. There are now three inquiries, | :13:46. | :13:48. | |
by the police, by the Fire Brigade, Our home affairs correspondent | :13:49. | :13:50. | |

Grenfell Tower is on fire. It is the first, obvious question, for the | :14:05. | :14:08. | |
Fire Brigade to answer. This video was shot 20 minutes after the fire | :14:09. | :14:16. | |
started. Where? How? I saw someone come running out of flat 16 on the | :14:17. | :14:23. | |
phone, calling for the Fire Brigade. He said it was a fridge fire. His | :14:24. | :14:31. | |
fridge was by his kitchen window, so when the Fire Brigade put the fire | :14:32. | :14:34. | |
out, the fire had already gone through the window to the cladding | :14:35. | :14:40. | |
on the outside, and the wind has helped it. All of a sudden, the | :14:41. | :14:46. | |
cladding court. He said the cladding court, which leads to question | :14:47. | :14:52. | |
number two. It should not have. The building was clad with aluminium | :14:53. | :14:56. | |
panels in 2016, the work signed off by the council. So far there is no | :14:57. | :15:01. | |
evidence that standards were breached, but... The regulations are | :15:02. | :15:05. | |
a minimum safety standard expected for a building, to keep it | :15:06. | :15:09. | |
reasonably safe for the occupants and people around it. If you are | :15:10. | :15:13. | |
using materials, or using it in circumstances that you know are more | :15:14. | :15:16. | |
dangerous, then you have to mitigate that, make a risk assessment and | :15:17. | :15:23. | |
engineer out the risk. In this test, the fire is contained by flameproof | :15:24. | :15:28. | |
walls. Experts say that good fire safety results from good design. So | :15:29. | :15:32. | |
was the redesigned to Grenfell Tower safe? Were there other factors? | :15:33. | :15:37. | |
After the work was completed, gas pipes were moved to public areas. | :15:38. | :15:42. | |
Residents were furious. The job of finding out who might be to blame | :15:43. | :15:45. | |
has now been taken over by the police. What we will do with the | :15:46. | :15:50. | |
investigation is we will get to the answer of what has happened and why. | :15:51. | :15:54. | |
That is why the police have taken the lead for the investigation, and | :15:55. | :15:58. | |
if criminal offences have been committed, we will investigate that. | :15:59. | :16:03. | |
Examining the wreckage will just be the start. They will have to look at | :16:04. | :16:08. | |
the role of the council, building managers, contractors, | :16:09. | :16:11. | |
subcontractors, a vast job. The question of whether tower blocks are | :16:12. | :16:14. | |
safe will be for the public enquiry, but for now, across the country, | :16:15. | :16:19. | |
this is Luiten, councils are checking fire safety procedures and | :16:20. | :16:24. | |
refurbishment work. Deaths in fires are rare. Just 229 people were | :16:25. | :16:30. | |
killed at home last year. Another question for the public enquiry, | :16:31. | :16:33. | |
because there have been plenty of warnings in the past. Cladding was a | :16:34. | :16:39. | |
factor in this fire in Southwark in 2009. A coroner suggested more | :16:40. | :16:43. | |
sprinkler systems might be considered, but introducing them | :16:44. | :16:47. | |
widely might mean a new approach to fire safety. Something for the | :16:48. | :16:52. | |
enquiry to consider. The 1970s hero Grenfell Tower was designed simply | :16:53. | :16:55. | |
to contain the spread of flames, what is called passive fire safety. | :16:56. | :17:02. | |
But all of these modern developments will have fire detection systems and | :17:03. | :17:05. | |
sprinklers, bringing those older blocks up to this sort of standard | :17:06. | :17:09. | |
would not be cheap, and it would certainly be disruptive for their | :17:10. | :17:14. | |
residents. But what price should be put on a life? Especially on the | :17:15. | :17:18. | |
lives of those living in towers, from the poorest in society? This | :17:19. | :17:24. | |
disaster has triggered a national debate which could last years. | :17:25. | :17:29. | |
Well, as we've been hearing dozens of people are still missing. | :17:30. | :17:31. | |
Many families are searching for information, trying to find out | :17:32. | :17:34. | |
More heartbreaking stories are emerging of last phone calls | :17:35. | :17:39. | |
and messages from people who were trapped in their homes. | :17:40. | :17:42. | |
