Good evening and welcome
to the BBC News at Six. | 0:01:37 | 0:01:40
Jeremy Corbyn has set out
Labour's vision for Brexit - | 0:01:40 | 0:01:42
saying the UK should remain in an EU
customs union but only if | 0:01:42 | 0:01:45
the British can have a say
in negotiating the bloc's | 0:01:45 | 0:01:48
future trade deals. | 0:01:48 | 0:01:49
He said it would allow free-flowing
trade and prevent a hard border | 0:01:49 | 0:01:52
in Northern Ireland. | 0:01:52 | 0:01:53
The current customs union ensures
that some goods coming into the EU | 0:01:53 | 0:01:56
have the same tariffs,
but international trade deals | 0:01:56 | 0:01:58
are negotiated by the EU. | 0:01:58 | 0:01:59
Labour's announcement marks a clear
difference in policy | 0:01:59 | 0:02:07
of the customs union. | 0:02:07 | 0:02:08
Our political editor
Laura Kuenssberg has more. | 0:02:08 | 0:02:16
Bit by bit, piece by piece,
a clearer view on Brexit | 0:02:16 | 0:02:18
if Jeremy Corbyn was in charge. | 0:02:18 | 0:02:24
Labour wants to keep our
customs deal with the EU | 0:02:24 | 0:02:27
essentially the same for good. | 0:02:27 | 0:02:34
Labour would seek to negotiate
a new, comprehensive | 0:02:34 | 0:02:36
UK EU customs union,
to ensure there are no tariffs | 0:02:36 | 0:02:38
with Europe and to help avoid any
need whatsoever for a hard border | 0:02:38 | 0:02:41
in Northern Ireland. | 0:02:41 | 0:02:46
But listen very carefully,
there is a big if in there. | 0:02:46 | 0:02:53
The option of a new UK customs union
with the EU would need to ensure | 0:02:53 | 0:02:57
that the UK has a say
in future trade deals. | 0:02:57 | 0:03:00
A new customs arrangement
would depend on Britain being able | 0:03:00 | 0:03:03
to negotiate agreement for new trade
deals in our national interest. | 0:03:03 | 0:03:08
Other countries with similar kinds
of deals have very little control. | 0:03:08 | 0:03:13
We would have to have a meaningful
say in how those negotiations went, | 0:03:13 | 0:03:16
and what the agreement was. | 0:03:16 | 0:03:18
So we would not end up as simply
passive role takers. | 0:03:18 | 0:03:23
But what if they say
no to your proposal? | 0:03:23 | 0:03:25
As is very likely, given
what the European Union has said. | 0:03:25 | 0:03:31
Listen, we would want to make sure,
and would make sure, | 0:03:31 | 0:03:33
that Britain had a say
in our trade relationship... | 0:03:33 | 0:03:38
But how? | 0:03:38 | 0:03:39
By negotiation. | 0:03:39 | 0:03:42
Negotiations require
an understanding of strengths | 0:03:42 | 0:03:44
and weaknesses of both sides
by the degree of manufacturing | 0:03:44 | 0:03:46
industry, agriculture,
food industries that operate on both | 0:03:46 | 0:03:51
sides of the Channel. | 0:03:51 | 0:03:54
And also, as I say, we're
not going to undercut | 0:03:54 | 0:03:57
the whole of Europe. | 0:03:57 | 0:03:58
But what is your plan B? | 0:03:58 | 0:04:00
The plan B is to continue
negotiating in order | 0:04:00 | 0:04:02
to achieve plan A. | 0:04:02 | 0:04:08
Whether it's A or B, it seemingly
tilts to a softer Brexit. | 0:04:08 | 0:04:13
Even though most Labour seats
in Coventry and around | 0:04:13 | 0:04:15
the country voted to leave. | 0:04:15 | 0:04:17
But some Brexit backing Labour MPs
question whether it's real. | 0:04:17 | 0:04:22
There's no way they are going
to agree that we would have | 0:04:22 | 0:04:25
our own customs union. | 0:04:25 | 0:04:32
That we would stick our
nose into any trade | 0:04:32 | 0:04:34
agreements they want to do. | 0:04:34 | 0:04:35
And that Jeremy's kept faith
with his long-term objective | 0:04:35 | 0:04:37
that we must be free
to negotiate our own | 0:04:37 | 0:04:39
trade agreements. | 0:04:39 | 0:04:40
For many voters there has been
enough dancing around the details. | 0:04:40 | 0:04:43
A clean break, a total break, yes. | 0:04:43 | 0:04:45
Why do you say that? | 0:04:45 | 0:04:46
Because, like, let's get
Great Britain back to Great Britain | 0:04:46 | 0:04:48
and how it used to be. | 0:04:48 | 0:04:56
Why should stay
as close as possible? | 0:04:56 | 0:04:58
I don't think we should stay
as close as possible because I don't | 0:04:58 | 0:05:01
think it's a good idea to be
in the EU. | 0:05:01 | 0:05:03
It's not beneficial
to everybody, really. | 0:05:03 | 0:05:05
I could speak to these two guys now
and they would tell me one thing | 0:05:05 | 0:05:08
of the people behind them would tell
another, everybody's views | 0:05:08 | 0:05:11
are so mixed up, I think,
we just want an end to it now, | 0:05:11 | 0:05:14
I think. | 0:05:14 | 0:05:15
If a Labour voter said to you,
I back Brexit, and I did not think | 0:05:15 | 0:05:19
that would mean still having
a trading relationship | 0:05:19 | 0:05:20
with the European Union,
they want something more dramatic, | 0:05:20 | 0:05:23
and more dramatic break,
what would you say to | 0:05:23 | 0:05:25
them, was it worth it? | 0:05:25 | 0:05:26
I would say to them think
this thing through. | 0:05:26 | 0:05:28
We have a lot of jobs that depend
upon sales back and forth | 0:05:28 | 0:05:31
across the North Sea,
across the Channel. | 0:05:31 | 0:05:33
We have to ensure those jobs. | 0:05:33 | 0:05:34
This isn't Jeremy Corbyn tearing up
Labour's plans for Brexit, | 0:05:34 | 0:05:37
it's more a careful step along
the way, trying to contain | 0:05:37 | 0:05:41
the tensions inside his own party,
those on both sides of the argument, | 0:05:41 | 0:05:44
the many Labour voters
who backed Brexit in 2016. | 0:05:44 | 0:05:49
It does also, though,
politically conveniently | 0:05:49 | 0:05:50
draw a clear difference
between the Labour position | 0:05:50 | 0:05:52
and the Conservatives' plans. | 0:05:52 | 0:06:00
Because not just his fans,
but some remain tending Tory MPs, | 0:06:07 | 0:06:09
want to keep our customs links, too. | 0:06:09 | 0:06:11
Labour's firmer position
and Parliament's could cause | 0:06:11 | 0:06:13
trouble for number ten. | 0:06:13 | 0:06:14
Laura Kuenssberg,
BBC News, Coventry. | 0:06:14 | 0:06:16
So what difference could it make
to trade if Britain stayed | 0:06:16 | 0:06:18
in a permanent customs union
with the EU? | 0:06:18 | 0:06:21
Our Reality Check Correspondent
Chris Morris is here to explain.. | 0:06:21 | 0:06:28
Being in a customs union after
Brexit would mean a common external | 0:06:28 | 0:06:36
tariffs on goods brought in from
elsewhere in the world and it would | 0:06:36 | 0:06:39
mean there would be no tariffs for
goods crossing between the UK and | 0:06:39 | 0:06:44
the EU. That is important for
companies based in the UK which | 0:06:44 | 0:06:51
operate complex manufacturing
processes across Europe. This is the | 0:06:51 | 0:06:56
BMW factory in Oxford, mentioned by
Jeremy Corbyn, the components cross | 0:06:56 | 0:07:03
borders many times. A crankshaft
cast in France crosses to a plant | 0:07:03 | 0:07:08
here to be finished and goes to
Austria to be built into an engine | 0:07:08 | 0:07:15
which then comes back to Oxford.
Half the cars built in Oxford are | 0:07:15 | 0:07:20
exported back to the EU and it is
all tariff free. The government says | 0:07:20 | 0:07:24
the problem is you can't negotiature
own trade deals around the world - a | 0:07:24 | 0:07:31
key part of taking control. You
can't alter tariffs on goods, be I | 0:07:31 | 0:07:36
you can still do goods on services
and harmonising regulations. Labour | 0:07:36 | 0:07:44
said it would be involved in
negotiating trade deals. So is it | 0:07:44 | 0:07:49
trying to have its cake and eat it?
Business leaders are still looking | 0:07:49 | 0:07:53
for a little more clarity. Being in
a customs union is a hassle-free | 0:07:53 | 0:08:01
solution for business, but there are
different types of customs union, | 0:08:01 | 0:08:05
what we heard from Jeremy Corbyn is
not all the details. We need to hear | 0:08:05 | 0:08:09
more. And being in a customs union
wouldn't solve the problem of | 0:08:09 | 0:08:16
maintaining an invisible boarder in
Ireland, still a big day for | 0:08:16 | 0:08:19
Labour's position on Brexit, but
whatever policy emerges, all it | 0:08:19 | 0:08:24
needs to be negotiated with the
other 27 EU countries and all of | 0:08:24 | 0:08:29
them have opinions of their own.
Thank you. | 0:08:29 | 0:08:37
Meanwhile the Scottish and Welsh
governments have dismissed | 0:08:37 | 0:08:39
an offer by the government
in Westminster to make changes | 0:08:39 | 0:08:41
to its flagship Brexit Bill. | 0:08:41 | 0:08:42
The current bill has been
criticised for not doing | 0:08:42 | 0:08:44
enough to hand over power,
after Brexit, to the devolved | 0:08:44 | 0:08:47
administrations in Cardiff,
Edinburgh and Belfast. | 0:08:47 | 0:08:48
But Cabinet Minister David Lidington
was told his offer needs | 0:08:48 | 0:08:51
to go beyond warm words. | 0:08:51 | 0:08:59
Five people are now known to have
died in a large explosion | 0:09:03 | 0:09:06
in Leicester last night,
which destroyed a building | 0:09:06 | 0:09:08
in the middle of a parade of shops. | 0:09:08 | 0:09:10
Five others remain in hospital,
one is said to be in | 0:09:10 | 0:09:12
a serious condition. | 0:09:12 | 0:09:13
Emergency teams have been searching
through the wreckage | 0:09:13 | 0:09:15
in the Hinckley Road area. | 0:09:15 | 0:09:16
Sima Kotecha is there now, Sima
authorities believe now that this | 0:09:16 | 0:09:19
is the final death toll? | 0:09:19 | 0:09:20
Well the police have told us that
people may still be trapped in the | 0:09:20 | 0:09:24
rubble. They say, because of the
heavy snow expected tomorrow it the | 0:09:24 | 0:09:29
is crucial to do as much searching
is tonight. We have heard from a man | 0:09:29 | 0:09:33
who told us the family that lived
above the shop was his. He says he | 0:09:33 | 0:09:39
is concerned for their safety and
well being. | 0:09:39 | 0:09:45
Plumes of smoke bill lowing into the
sky. Last night an explosion. A shop | 0:09:47 | 0:09:57
and the flat above it were
destroyed. Flames shot up into the | 0:09:57 | 0:10:02
air. Towering over the surrounding
buildings. I heard a big bang. The | 0:10:02 | 0:10:09
owner of the shop was inside at the
time. I didn't know what was that | 0:10:09 | 0:10:13
and I found myself on the floor.
Eyes open. Looking up. Half of my | 0:10:13 | 0:10:23
body was under the how how to say,
bricks and rubble. How do you feel? | 0:10:23 | 0:10:28
I don't know how to tell you. Never
I feel how I am now. Well the shop | 0:10:28 | 0:10:37
was a Polish supermarket and had
only been operational since January. | 0:10:37 | 0:10:42
Firefighters today spent hours
wading through rubble, trying to | 0:10:42 | 0:10:45
find survivors. Police have
confirmed that five people died | 0:10:45 | 0:10:51
inside the building and several are
in hospital with injuries. But there | 0:10:51 | 0:10:55
could be more. We can't confirm
exact numbers. We are working on the | 0:10:55 | 0:11:01
possibility there could be people
still within the building and we | 0:11:01 | 0:11:03
will sweep through with our teams to
make sure that we have located | 0:11:03 | 0:11:10
everybody that could be in there.
Investigators will start looking for | 0:11:10 | 0:11:14
the cause of the explosion, once the
search and rescue effort ends and | 0:11:14 | 0:11:20
the area is declared safe. | 0:11:20 | 0:11:26
Some parts of the UK will feel
colder than the Arctic | 0:11:26 | 0:11:28
as we are being warned to prepare
for the beast from the east - | 0:11:28 | 0:11:32
a blast of freezing air
sweeping in from Russia over | 0:11:32 | 0:11:34
the next few days. | 0:11:34 | 0:11:35
Snowfall is expected
across Eastern England, | 0:11:35 | 0:11:39
the Midlands, Scotland and Wales,
the Met office says | 0:11:39 | 0:11:41
some rural communities
are likely to be cut off. | 0:11:41 | 0:11:43
Trains are being cancelled on some
routes from this evening and it's | 0:11:43 | 0:11:46
expected some schools will be shut. | 0:11:46 | 0:11:48
Danny Savage reports. | 0:11:48 | 0:11:52
As the cold air crept
in from the east with it came | 0:11:52 | 0:11:55
the snow. | 0:11:55 | 0:11:59
Showers and flurries so far,
but more is on the way, say | 0:11:59 | 0:12:02
forecasters. | 0:12:02 | 0:12:03
First time I've seen
snow like this in years. | 0:12:03 | 0:12:05
It was settling in north
Kent earlier as a | 0:12:05 | 0:12:07
stream of showers merged
into a longer spell. | 0:12:07 | 0:12:11
Hi, David? | 0:12:11 | 0:12:12
Extra checks are being
made on the elderly. | 0:12:12 | 0:12:15
There were no problems delivering
meals in Lincolnshire | 0:12:15 | 0:12:18
today, but tomorrow to be different,
although everyone is optimistic. | 0:12:18 | 0:12:22
It doesn't bother me, really. | 0:12:22 | 0:12:26
You are provided, you
are prepared for it. | 0:12:26 | 0:12:29
You've got stuff in the fridge
and you've got everything like that, | 0:12:29 | 0:12:32
you've got to make sure you've
got your boots ready, | 0:12:32 | 0:12:34
and things like that. | 0:12:34 | 0:12:35
By the middle of today, which is
when we are delivering, there's | 0:12:35 | 0:12:38
not really a problem. | 0:12:38 | 0:12:40
I think there would be
if we had to be there at | 0:12:40 | 0:12:43
seven o'clock in the morning,
or ten o'clock at night. | 0:12:43 | 0:12:45
Up and down the eastern
flank of the UK, snow has | 0:12:45 | 0:12:48
been falling. | 0:12:48 | 0:12:49
This is Norwich at the far end
of the Greater Anglia rail | 0:12:49 | 0:12:52
route. | 0:12:52 | 0:12:53
Further south, in Colchester,
and all along this line services | 0:12:53 | 0:12:58
will start winding down
much earlier tonight | 0:12:58 | 0:12:59
in anticipation of
the | 0:12:59 | 0:13:00 | |
severe weather. | 0:13:00 | 0:13:06
Scores of schools could be closed
over the next few days if | 0:13:06 | 0:13:09
the forecast ring true. | 0:13:09 | 0:13:10
For parents here in Lincoln
that's good and bad news. | 0:13:10 | 0:13:12
I've been waiting for snow
for three years, I'm | 0:13:12 | 0:13:14
desperate for it to snow! | 0:13:14 | 0:13:17
I have to work tomorrow, and my wife | 0:13:17 | 0:13:19
has to go to work, so if one of us
would have to call in sick we lose | 0:13:19 | 0:13:23
money, so hopefully
the school will be open. | 0:13:23 | 0:13:26
Nearby at RAF Scampton the Red
Arrows were getting in as much | 0:13:26 | 0:13:29
practice as possible
before snow grounds them. | 0:13:29 | 0:13:32
But just to show how patchy
it is, this was the scene | 0:13:32 | 0:13:35
less than 30 miles away in Boston. | 0:13:35 | 0:13:37
Your perception of this winter blast
will depend on your postcode. | 0:13:37 | 0:13:45
That point illustrated here in
Lincolnshire, where we are getting | 0:13:46 | 0:13:50
flurries, but there is quite a layer
of snow in other parts of the | 0:13:50 | 0:13:54
country. Two amber warnings are in
place for the heaviest part of the | 0:13:54 | 0:14:00
snow. A large part of northern
England and down through Suffolk and | 0:14:00 | 0:14:05
Essex into Kent. It is not just the
snow that will cause problems, it is | 0:14:05 | 0:14:09
the cold. It will feel as cold as

A BBC News investigation
into unregistered schools has found | 0:15:07 | 0:15:09
"huge safeguarding issues" according
to the Children's | 0:15:09 | 0:15:10
Commissioner for England. | 0:15:10 | 0:15:14
The schools watchdog, Ofsted,
has identified more than 350 | 0:15:14 | 0:15:16
suspected unregistered
schools in England. | 0:15:16 | 0:15:18
Anywhere that offers more than 18
hours a week of teaching is obliged | 0:15:18 | 0:15:22
to be registered as a school. | 0:15:22 | 0:15:23
Little is known about what happens
inside these unregulated schools, | 0:15:23 | 0:15:28
but BBC secret filming appears
to show a child being hit at one | 0:15:28 | 0:15:33
school - in another pupils' text
books suggest gay people | 0:15:33 | 0:15:36
should be killed. | 0:15:36 | 0:15:37
Our Special Correspondent
Lucy Manning reports. | 0:15:37 | 0:15:43
Inside are secret schools
unregistered, hidden | 0:15:43 | 0:15:45
from the authorities,
operating out of offices and houses, | 0:15:45 | 0:15:47
even a disused building
on an industrial estate. | 0:15:47 | 0:15:55
We've obtained photos
of the inside of other suspected | 0:15:57 | 0:15:59
unregistered schools. | 0:15:59 | 0:16:04
They show shocking conditions,
squalor, appalling food | 0:16:04 | 0:16:07
hygiene, dangerous wiring. | 0:16:07 | 0:16:10
Schools need to be registered
if five or more pupils are educated | 0:16:10 | 0:16:13
for at least 18 hours
a week, many aren't. | 0:16:13 | 0:16:21
Ofsted has identified more than 350
suspected unregistered schools, | 0:16:23 | 0:16:25
only half have been inspected. | 0:16:25 | 0:16:29
We were able to find
two that haven't been. | 0:16:29 | 0:16:31
One is here in Southend, Essex. | 0:16:31 | 0:16:36
It's 9:40am and children
from the ultraorthodox Jewish | 0:16:36 | 0:16:38
community have started learning. | 0:16:38 | 0:16:39
On one day a young boy
appears to be crying. | 0:16:39 | 0:16:44
There is a child here
who clearly is upset. | 0:16:44 | 0:16:47
Minutes later the teacher
seems to use force. | 0:16:47 | 0:16:51
There is physicality about that. | 0:16:51 | 0:16:55
The man manhandling the child. | 0:16:55 | 0:16:57
The child remains very distressed. | 0:16:57 | 0:17:00
That raises immediate concerns. | 0:17:00 | 0:17:02
I wouldn't expect to see
that in the classroom. | 0:17:02 | 0:17:04
Any parent watching that
would be very, very worried | 0:17:04 | 0:17:06
about what's going on. | 0:17:06 | 0:17:08
On a different occasion,
a boy appears to cower | 0:17:08 | 0:17:10
away from the teacher. | 0:17:10 | 0:17:12
What you've got there is clearly
a child who seems to be quite wary | 0:17:12 | 0:17:16
of the adult that's there. | 0:17:16 | 0:17:18
When the adult turns around
the child steps back. | 0:17:18 | 0:17:20
And the adult clearly
strikes the child. | 0:17:20 | 0:17:22
That is completely
unacceptable on all counts. | 0:17:22 | 0:17:27
There are huge safety
guarding issues about | 0:17:27 | 0:17:29
the well-being of the children. | 0:17:29 | 0:17:30
Are you surprised that this
can happen in the UK | 0:17:30 | 0:17:33
in this day and age? | 0:17:33 | 0:17:34
I am. | 0:17:34 | 0:17:35 | |
Parents throughout the land will be
so surprised that schools of this | 0:17:35 | 0:17:38
scale are operating outside
the legal system. | 0:17:38 | 0:17:46
The synagogue denies this
is an unregistered schools. | 0:17:46 | 0:17:48
It says education is provided
here within the 18 hour limit, | 0:17:48 | 0:17:51
but when we observed it
it was operating for longer. | 0:17:51 | 0:17:57
It also says it's not aware
of any assaults but asked | 0:17:57 | 0:18:00
for more information. | 0:18:00 | 0:18:04
We've learned there have been more
than 50 safeguarding alerts | 0:18:04 | 0:18:06
about unregistered schools
across England and Wales | 0:18:06 | 0:18:08
in the past four years,
according to our freedom | 0:18:08 | 0:18:10
of information request. | 0:18:10 | 0:18:11
These are primarily physical abuse
concerns that include | 0:18:11 | 0:18:13
sexual abuse allegations. | 0:18:13 | 0:18:17
Not all unregistered
schools are religious. | 0:18:17 | 0:18:22
Of those that are half are Muslim. | 0:18:22 | 0:18:26
The BBC has contained the copy
of a book from a suspected | 0:18:26 | 0:18:28
unregistered school in Birmingham
that is now closed. | 0:18:28 | 0:18:30
In one section it openly advocates
the murder of homosexuals. | 0:18:30 | 0:18:32
Another chapter warns
a wife against refusing | 0:18:32 | 0:18:34
sects with her husband. | 0:18:34 | 0:18:39
-- sex with her husband. | 0:18:39 | 0:18:41
Elsewhere, it says a woman wearing
perfume is an adulterer. | 0:18:41 | 0:18:43
Another suspected unregistered
school was run here in east London. | 0:18:43 | 0:18:47
A broad and balanced curriculum... | 0:18:47 | 0:18:53
Muhamed, a former headteacher,
was issued with a warning notice | 0:18:53 | 0:18:56
by Ofsted for running it. | 0:18:56 | 0:18:59
We've learned he is facing
prosecution for racially | 0:18:59 | 0:19:01
abusing Ofsted inspectors. | 0:19:01 | 0:19:03
It is alleged he shouted
"Britain First paedophiles" at them. | 0:19:03 | 0:19:11
We understand the registered school
he ran previously featured | 0:19:11 | 0:19:13
here in online footage faced
and extremism complaint. | 0:19:13 | 0:19:16
He denies all the allegations. | 0:19:16 | 0:19:18
He maintains he wasn't operating
an unregistered school and says | 0:19:18 | 0:19:20
the centre was being run
by somebody else. | 0:19:20 | 0:19:26
Louise Casey warned about the
problem of unregistered schools in | 0:19:27 | 0:19:32
her 2016 report into community
cohesion. The Department for | 0:19:32 | 0:19:38
Education really need to wake up to
their own research, their own | 0:19:38 | 0:19:40
evidence, and what Ofsted is telling
them and take action. It brings up | 0:19:40 | 0:19:44
kids in an anti-British way of life.
Sometimes in these environments they | 0:19:44 | 0:19:48
feel they have more in common with
some of the extremists, and some of | 0:19:48 | 0:19:55
the terrorists. Run out of a
basement of a church in south-east | 0:19:55 | 0:19:58
London we've also learned of an
unregistered school that even had | 0:19:58 | 0:20:01
its own logo and uniform. The
problem, four months after it opened | 0:20:01 | 0:20:08
the headteacher was banned from
teaching for allegedly hitting a | 0:20:08 | 0:20:11
five-year-old pupil with learning
difficulties at a previous school. | 0:20:11 | 0:20:15
She denies the allegation. And also
says she never set out to do | 0:20:15 | 0:20:19
anything illegal by running the
school. We have this little hidden | 0:20:19 | 0:20:25
universe of tiny schools... Ofsted
says it needs a change in the law to | 0:20:25 | 0:20:29
close these schools. Why have there
been no prosecutions of those | 0:20:29 | 0:20:33
running unregistered schools? There
is a chain to this. It starts with | 0:20:33 | 0:20:37
Ofsted preparing a case. It goes to
the Secretary of State to approve | 0:20:37 | 0:20:42
taking it forward, then it goes to
the Crown Prosecution Service. We've | 0:20:42 | 0:20:45
prepared a number of cases, none of
them have yet been approved, we | 0:20:45 | 0:20:48
believe many of these cases should
have been taken forward. Why can't | 0:20:48 | 0:20:56
you just go in and shot the schools
down? My hands are tied. We have no | 0:20:56 | 0:21:00
power to shut down. We can enter and
report. That's it. We can't even | 0:21:00 | 0:21:02
pick up evidence we find there. The
BBC understands ministers have known | 0:21:02 | 0:21:07
about the presence of unregistered
schools for nearly a decade. In 2009 | 0:21:07 | 0:21:15
Ed Balls was warned some schools
were operating legally without the | 0:21:15 | 0:21:20
most basic health, safety, and
welfare checks. And this | 0:21:20 | 0:21:24
confidential advice note reveals
Ofsted warned Education Secretary | 0:21:24 | 0:21:28
Nicky Morgan urgent action was
needed. That was in 2015. Shortly | 0:21:28 | 0:21:36
after then Prime Minister David
Cameron made a promise. I can | 0:21:36 | 0:21:40
announce this today. If an
institution is teaching children | 0:21:40 | 0:21:44
intensively then whatever its
religion we will, like any other | 0:21:44 | 0:21:48
school, make it register so it can
be inspected. The Department for | 0:21:48 | 0:21:53
Education declined to be interviewed
about our investigation. It says it | 0:21:53 | 0:21:58
jointly agrees with Ofsted is cases
should be put forward for | 0:21:58 | 0:22:02
prosecution. And it says were a
school is operating legally action | 0:22:02 | 0:22:07
must be taken. Meanwhile hundreds of
these schools are still running and | 0:22:07 | 0:22:11
thousands of children are left at
risk of extremism, uninspected | 0:22:11 | 0:22:16
teachers, and poor facilities
management. | 0:22:16 | 0:22:22
A man has admitted killing three
teenage boys in a car | 0:22:22 | 0:22:25
crash in west London last month. | 0:22:25 | 0:22:27
The boys, aged 16 and 17,
were hit near a bus stop | 0:22:27 | 0:22:29
as they walked to a birthday party. | 0:22:29 | 0:22:31
28-year-old Jaynesh Chuda-Sama
from Hayes, who was more than two | 0:22:31 | 0:22:33
and half times over the drink drive
limit, has admitted three | 0:22:33 | 0:22:36
counts of causing death
by dangerous driving. | 0:22:36 | 0:22:38
A teenager has been charged
with stabbing two young Somali men | 0:22:38 | 0:22:41
to death in the Camden area of north
London last week. | 0:22:41 | 0:22:43
Eighteen year-old Isaiah
Popoola has been charged | 0:22:43 | 0:22:45
with the murders of Abdikarim Hassan
and Sadiq Mohamed last Tuesday. | 0:22:45 | 0:22:48
Police say Popoola has also been
charged with alleged attacks on two | 0:22:48 | 0:22:50
others on the same night. | 0:22:50 | 0:22:58
An inquest has heard how
a five year-old girl - | 0:23:02 | 0:23:04
suffering from asthma -
died after being turned | 0:23:04 | 0:23:06
away from an emergency
doctor's appointment | 0:23:06 | 0:23:07
because she was a few minutes late. | 0:23:07 | 0:23:10
Ellie May Clark arrived
at a clinic in Newport, | 0:23:10 | 0:23:12
South Wales but was told the doctor
wouldn't see her | 0:23:12 | 0:23:14
because she was late. | 0:23:14 | 0:23:15
She returned home but was taken to
hospital later that night and died. | 0:23:15 | 0:23:19
Our Wales Correspondent Sian Lloyd
was at the inquest, | 0:23:19 | 0:23:21
what more can you tell us? | 0:23:21 | 0:23:28
Ellie May Clark had suffered with
asthma throughout her short life. On | 0:23:28 | 0:23:32
the day she died she has been turned
away from an emergency appointment | 0:23:32 | 0:23:36
at the Grange clinic in Newport
because she was more than ten | 0:23:36 | 0:23:39
minutes late. Doctor Joanne Roe, the
doctor who took that decision, told | 0:23:39 | 0:23:44
the inquest today she was busy with
another patient. The hearing heard | 0:23:44 | 0:23:48
it had a ten minute rule doctors had
where they could turn patients away. | 0:23:48 | 0:23:57
But never before had it been applied
to emergency patients. The coroner | 0:23:57 | 0:24:01
heard there were serious concerns.
She was going to be writing a report | 0:24:01 | 0:24:05
now highlighting them, that Ellie
May Clark had been let down by | 0:24:05 | 0:24:09
failings in the system, that
opportunities to give her | 0:24:09 | 0:24:13
potentially life-saving treatment
had been missed. Her family were | 0:24:13 | 0:24:17
here at the hearing today. They said
they were disappointed there was no | 0:24:17 | 0:24:21
finding of neglect and said they had
waited three years for these | 0:24:21 | 0:24:26
answers.
Thanks very much. | 0:24:26 | 0:24:28
There were crowds at Heathrow
airport this afternoon | 0:24:28 | 0:24:29
as British Olympians arrived home
after the Winter | 0:24:29 | 0:24:31
games in Pyeongchang. | 0:24:31 | 0:24:32
Team GB achieved their
target of five medals - | 0:24:32 | 0:24:35
one gold and four bronze -
beating their previous | 0:24:35 | 0:24:37
record of four. | 0:24:37 | 0:24:38
Our Sports Correspondent Joe Wilson
was at Heathrow as the team arrived. | 0:24:38 | 0:24:46
Flags at Heathrow for everyone. A
calm welcome home. But the Olympics | 0:24:48 | 0:24:51
changes you.
CHEERING | 0:24:51 | 0:24:56
Suddenly back with a medal and a
reputation, new fans and old friends | 0:24:56 | 0:25:01
for Billie Morgan. Or is the acting.
In total, five British medallists, | 0:25:01 | 0:25:06
up to £28 million invested. The
record lottery funding from UK sport | 0:25:06 | 0:25:14
was allocated to create leapt off
the sofa moments like watching | 0:25:14 | 0:25:16
Lizzie Yarnold in the skeleton, Gold
medallist again. I wondered what her | 0:25:16 | 0:25:22
legacy could be. There are many
escalators in Britain but no | 0:25:22 | 0:25:26
skeleton courses to slide down. We
are not a snow nation, we're not a | 0:25:26 | 0:25:32
nice nation. The inspirational
message I take to schools is that I | 0:25:32 | 0:25:36
grew up in Kent and I loved sport
and I just wanted to be an Olympian. | 0:25:36 | 0:25:41
I ended up going, to my best, and
coming home with a gold medal. And I | 0:25:41 | 0:25:45
was a normal kid from Kent.
Absolutely stratospheric. That | 0:25:45 | 0:25:50
remains if you want to excel in
winter sports you need to travel | 0:25:50 | 0:25:54
abroad. There are some Olympic
sports which are far easier to play | 0:25:54 | 0:25:57
in every town and city in Great
Britain. Like this one. In east | 0:25:57 | 0:26:04
London some of the best teenage
basketball players in Britain, it is | 0:26:04 | 0:26:07
a sport widely played by John people
here. But the British team isn't | 0:26:07 | 0:26:11
expected to win Olympic medals, so
there isn't any UK sport funding. We | 0:26:11 | 0:26:16
are in danger of losing this. It
needs to be looked up now. It's not | 0:26:16 | 0:26:24
just re-evaluating, not just talking
about my sport, talking about all | 0:26:24 | 0:26:29
sports, the way they are funded.
Some sports are given huge amounts | 0:26:29 | 0:26:33
of money and it is a very low
participation sport. Participation | 0:26:33 | 0:26:37
is vital, everybody agrees. UK sport
exist to turn lottery money into | 0:26:37 | 0:26:41
medals, which everybody enjoys. Like
sliding on ice, the need to find | 0:26:41 | 0:26:46
balance is crucial. Joe Wilson, BBC
News, Heathrow. | 0:26:46 | 0:26:49
Time for a look at the weather... | 0:26:49 | 0:26:53
This beast from the East, will it be
as bad as everybody is saying? | 0:26:53 | 0:26:57
This beast from the East, will it be
as bad as everybody is saying? | 0:26:57 | 0:27:00
This is it and I shall explain why
it is cold that. High pressure over | 0:27:00 | 0:27:03
Scandinavia. Coming all the way from
Russia where it was -41 today. The | 0:27:03 | 0:27:12
winds will strengthen. It will get
colder. And we will have more snow. | 0:27:12 | 0:27:16
We had some snow today. We have dry
air, so there were not great | 0:27:16 | 0:27:20
amounts. That will change. Snow
showers tonight over the southern UK | 0:27:20 | 0:27:25
areas. We have the killing cloud and
a spell of snow coming later tonight | 0:27:25 | 0:27:29
for eastern Scotland and northern
England. It is running into the cold | 0:27:29 | 0:27:33
air. Easily down to -4 over tonight.
Amber warnings from the Met office. | 0:27:33 | 0:27:41
One in the south-east corner of
England and the secondary one where | 0:27:41 | 0:27:45
we have more persistent snow in
north-east England, perhaps close to | 0:27:45 | 0:27:48
greater Manchester and Yorkshire. In
both cases it is going to be in the | 0:27:48 | 0:27:53
morning. Some of it may blow across
to Wales. Western areas dry in the | 0:27:53 | 0:27:58
afternoon. Snow showers coming into
eastern areas. The south-east should | 0:27:58 | 0:28:02
be dry and sunny but the
temperatures will be a bit lower | 0:28:02 | 0:28:05
than we had today. Another area of
concern for Wednesday, northern and | 0:28:05 | 0:28:11
eastern Scotland, the central belt,
and north-eastern England. Up to ten | 0:28:11 | 0:28:15
centimetres of snow, particularly
over higher ground. Shower after | 0:28:15 | 0:28:19
shower coming in on a stronger wind.
It shifts towards the northern half | 0:28:19 | 0:28:25
of the UK. There will still be some
sunshine and snow showers. We are | 0:28:25 | 0:28:29
dropping down day by day in
temperatures. Add onto that the | 0:28:29 | 0:28:34
strength of the wind, because it
will be very windy by Wednesday and | 0:28:34 | 0:28:39
significantly colder. More snow
showers in the north by Thursday. It | 0:28:39 | 0:28:43
will bring a spell of snow with this
cold air heading in a northerly | 0:28:43 | 0:28:49
direction continuing until Friday. | 0:28:49 | 0:28:49
cold air heading in a northerly
direction continuing until Friday. | 0:28:49 | 0:29:15 |
