Britain's flood defences are now in need of a "complete rethink" - | :00:08. | :00:10.
according to the Environment Agency. | :00:11. | :00:12.
Northern England is still badly affected - | :00:13. | :00:20.
there are nine severe flood warnings in force, | :00:21. | :00:21.
including at least five in the York area. | :00:22. | :00:23.
David Cameron was visiting York today, where hundreds of people have | :00:24. | :00:26.
He said extra measures could be considered. | :00:27. | :00:30.
After any of these events we should look at what we are planning | :00:31. | :00:33.
to build, what we are planning to spend and think, do we need | :00:34. | :00:36.
Also today - in Essex - an 81 year-old woman is shot dead | :00:37. | :00:40.
We report from the city of Ramadi - where the Iraqi army says it's now | :00:41. | :00:48.
in control, having dislodged so-called Islamic State. | :00:49. | :00:53.
And in Durban - England's cricketers are in a commanding position - | :00:54. | :00:58.
after the third day of the first Test against South Africa. | :00:59. | :01:16.
Britain's flood defences are in need of a 'complete rethink' - | :01:17. | :01:22.
following the widespread flooding in parts of northern England - | :01:23. | :01:25.
The call was made as the Prime Minister visited the city of York - | :01:26. | :01:30.
where hundreds of people have been forced out of their homes | :01:31. | :01:32.
Mr Cameron said the Government would look carefully at suggestions | :01:33. | :01:36.
There are 49 flood warnings in force across northern England - | :01:37. | :01:44.
with 9 severe flood warnings - at least 5 of them in the York area | :01:45. | :01:48.
- so let's join our correspondent Judith Moritz in York tonight. | :01:49. | :01:57.
Yes, the water is receding, the Environment Agency tell me. From its | :01:58. | :02:05.
peak the River Ouse hit 5.2 metres and by tomorrow lunchtime they think | :02:06. | :02:10.
it will have dropped by half a metre to everyone's great relief. As you | :02:11. | :02:13.
can see there is still a great deal of standing water around York, today | :02:14. | :02:17.
that has affected everyone in one way or another. There are emergency | :02:18. | :02:23.
teams here from around the UK working flat out. Communications | :02:24. | :02:28.
have been down and phone lines affected, really difficult for | :02:29. | :02:33.
anyone, even not directly flooded, there businesses who cannot process | :02:34. | :02:37.
card payments and queues at the banks, just living in this City, | :02:38. | :02:41.
getting around and living here is really difficult. Other people of | :02:42. | :02:44.
your kid has been a really challenging day. -- for the people | :02:45. | :02:48.
of York. It's only from the sky that you can | :02:49. | :02:50.
appreciate the expanse of ground covered by these floods, | :02:51. | :02:54.
and it's from the air that help An RAF Chinook was flown in to bring | :02:55. | :02:56.
machinery to help repair The only way to bring this equipment | :02:57. | :03:07.
in is by air because all along this stretch of the River Foss, | :03:08. | :03:12.
the roads are extensively cut off. The Foss flood barrier | :03:13. | :03:14.
failed here on Boxing Day. The Environment Agency says it chose | :03:15. | :03:17.
to leave the gate open as keeping it closed would have caused even more | :03:18. | :03:23.
properties to flood. The airlift brought new equipment | :03:24. | :03:28.
to get defence is working again with the aim of pumping water away | :03:29. | :03:31.
from the River Foss which has not With such widespread flooding has | :03:32. | :03:35.
come a massive emergency response involving soldiers and rescue | :03:36. | :03:41.
teams from across the UK. Meeting some of them, | :03:42. | :03:46.
the Prime Minister defended his government's spending | :03:47. | :03:50.
on flood protection. Here in Yorkshire for instance | :03:51. | :03:52.
we have spent ?100 million on flood defences since I became | :03:53. | :03:55.
Prime Minister. We are planning to spend | :03:56. | :03:57.
another ?280 million, That is obviously of no comfort | :03:58. | :03:59.
to the people who have been flooded All of our hearts go out to them, | :04:00. | :04:06.
because to be flooded It has been made more terrible | :04:07. | :04:12.
when it happens at Christmas Meanwhile out in the city centre | :04:13. | :04:16.
the rescuers continue. Wheels are no use along here, | :04:17. | :04:21.
and travelling by boat is the only way for teams like this one | :04:22. | :04:24.
from the West Midlands We have been deployed three times | :04:25. | :04:26.
in the last 12 hours, ranging from medical emergencies, | :04:27. | :04:36.
assisting the ambulance crews to get that are not accessible | :04:37. | :04:43.
by land ambulance. All day, those stranded | :04:44. | :04:53.
in their homes have been Whether by boat or by piggyback, | :04:54. | :04:55.
the job to get absolutely everybody Some 14 miles south of York, | :04:56. | :04:59.
the town of Selby is also threatened About 200 soldiers have been | :05:00. | :05:03.
working in the area - trying to improve the | :05:04. | :05:06.
town's flood defences. The River Ouse is expected to peak | :05:07. | :05:08.
within the next hour. For the latest, we can | :05:09. | :05:11.
join our correspondent Dan Johnson. Yes, they have just got through | :05:12. | :05:21.
another high tide here, the water is up against the bridge here but it | :05:22. | :05:25.
appears that the town and villages across this part of the River Ouse | :05:26. | :05:29.
have been spared. It doesn't mean people haven't felt the impact of | :05:30. | :05:34.
the water, it has affected all kinds of different people in different | :05:35. | :05:35.
ways. What does a farmer | :05:36. | :05:36.
do without dry land? Chris Elcock's family have | :05:37. | :05:42.
been here for 80 years. The boat has replaced | :05:43. | :05:44.
the tractor before. It is looking like it is | :05:45. | :05:48.
receding quite well now. Hopefully in the next few days | :05:49. | :05:55.
we will start getting rid But in the meantime, | :05:56. | :05:58.
five feet beneath the surface, the wheat fields that Chris relies | :05:59. | :06:08.
on are doing an important job. Up there is the river, | :06:09. | :06:13.
overflowing the banking, that is the flood defence and it | :06:14. | :06:16.
means that all of the water is filling up the fields and it | :06:17. | :06:19.
looks dramatic but this is what is supposed to happen, | :06:20. | :06:21.
it's a flood plain in action. That means the town, | :06:22. | :06:24.
Selby, stays dry. Even when the river is at peak | :06:25. | :06:31.
level, but those who live closest to it are still left | :06:32. | :06:34.
feeling vulnerable. Hoping more water doesn't pour | :06:35. | :06:35.
through the defences. I have been here for seven years but | :06:36. | :06:42.
I've never seen Karen's home is a downstairs | :06:43. | :06:45.
riverfront flat. If the water comes in, | :06:46. | :06:47.
she has nowhere else to go. We all come together | :06:48. | :06:50.
like we are as a neighbourhood, and hopefully have something | :06:51. | :06:54.
resolved and hope it I would say, the Army probably need | :06:55. | :06:56.
to come down and actually Even escaping all of this has been | :06:57. | :07:07.
difficult, there has been disruption to traffic and trains | :07:08. | :07:14.
because the main bridges are closed. Back on the farm it will be a few | :07:15. | :07:18.
weeks before it is even possible to work out if Chris's | :07:19. | :07:24.
crop can be saved. We are getting used to it | :07:25. | :07:29.
the past few years. It is becoming a side | :07:30. | :07:32.
that we are seeing quite regularly. It is just something | :07:33. | :07:34.
you accept as part of it? We can't do anything | :07:35. | :07:37.
else except accept it. It is not expected to go much | :07:38. | :07:39.
further, even when the river They may be over the worst but few | :07:40. | :07:46.
here will rest easy, fearing in the days to come | :07:47. | :07:53.
that more water could be As we heard, the Environment Agency | :07:54. | :07:55.
has called for a 'complete rethink' of Britain's flood | :07:56. | :08:01.
defences - along with extra measures including better | :08:02. | :08:03.
waterproofing of homes and improved warning systems - | :08:04. | :08:05.
as experts warn that extreme weather is likely to become even more | :08:06. | :08:08.
familiar in the years ahead. The government has already said it | :08:09. | :08:13.
will spend ?2.3 billion on flood defences by 2020 - | :08:14. | :08:17.
as our science editor David Shukman The astonishing sight of a torrent | :08:18. | :08:19.
thundering down a hillside in the Peak | :08:20. | :08:30.
District. A glimpse of the volumes | :08:31. | :08:31.
of water causing such The emergency response | :08:32. | :08:34.
is now well drilled. The site of rescue teams all too | :08:35. | :08:40.
familiar, but these seem to raise questions about why | :08:41. | :08:43.
the defences were overwhelmed in the first place and a major | :08:44. | :08:45.
review is now underway. We always after instances like this | :08:46. | :08:50.
look at what happened, what we can take from that, | :08:51. | :08:53.
but we need to do differently This will be no different | :08:54. | :08:56.
to any other incident we have Many of the challenges | :08:57. | :08:59.
are nothing new. In 2007 serious flooding | :09:00. | :09:03.
in the north and west of England left 300,000 people | :09:04. | :09:06.
without running water. There was a very detailed study back | :09:07. | :09:11.
then into what went wrong. That review into the flood defences | :09:12. | :09:15.
in the country called for a long list of improvements but have | :09:16. | :09:18.
lessons been learned since then? The study called for better | :09:19. | :09:24.
co-ordination between the emergency services and far better equipment | :09:25. | :09:26.
like the inflatable boats It also wanted key infrastructure | :09:27. | :09:28.
far better protected. Roads, rail lines, power networks, | :09:29. | :09:37.
many have been flooded And it said sandbags should no | :09:38. | :09:39.
longer be relied upon. But you technology using plastic | :09:40. | :09:48.
or metal should be used instead. But even now sandbags | :09:49. | :09:51.
are still proving vital. This comes as many people claim | :09:52. | :09:55.
the areas hit hardest in northern There is a real discrepancy - | :09:56. | :09:57.
people are starting to get In the levels of funding | :09:58. | :10:06.
going into the North compared I think council leaders will come | :10:07. | :10:10.
together and work to lobby The Government denies this, | :10:11. | :10:14.
pointing to this map of flood Those marked in blue | :10:15. | :10:19.
are being planned and it says the ?2.3 billion budget | :10:20. | :10:25.
is being spent fairly. But as the floodwaters linger | :10:26. | :10:29.
and the calm conditions today make way for another storm tomorrow | :10:30. | :10:31.
night, the arguments will intensify. Over how much is spent | :10:32. | :10:37.
on flood defence and where. In the day's other news: police | :10:38. | :10:43.
in Essex say an 81-year-old woman has been shot dead - | :10:44. | :10:47.
allegedly by a relative - at a care home in | :10:48. | :10:49.
Walton-on-the-Naze. A murder inquiry has | :10:50. | :10:53.
been launched and a man Our correspondent Daniel Boettcher | :10:54. | :10:57.
has sent this report. De La Mer House is a care home | :10:58. | :11:00.
in Walton-on-the-Naze on the Essex coast, just a short | :11:01. | :11:03.
distance from the seafront. This morning police were called | :11:04. | :11:05.
after reports that a woman had Officers and ambulance crews | :11:06. | :11:07.
arrived. She had apparently been shot, | :11:08. | :11:17.
allegedly by a man who is also It is an unusual investigation, | :11:18. | :11:21.

and some enquiries. Police have provisionally identified | :11:25. | :11:38.
the woman as 81-year-old Rita King. The manager of the home has | :11:39. | :11:42.
described how following the alleged attack, which she did not witness, | :11:43. | :11:46.
a man came towards her with a gun and she was able to persuade him | :11:47. | :11:49.
to hand it to her. First of all I thought it was not | :11:50. | :11:52.
real, I thought it was a toy gun and as I got closer | :11:53. | :11:56.
I could see it was real. I was aware I had two | :11:57. | :11:59.
staff behind me and there All I can remember thinking | :12:00. | :12:01.
was somehow I've got to get the gun. Police say that a revolver | :12:02. | :12:05.
was recovered and a man in his 80s has been arrested on | :12:06. | :12:09.
suspicion of murder. Detectives say that he and the woman | :12:10. | :12:10.
who died were related. Officers have spoken to members | :12:11. | :12:13.

declared that 2016 will see the total defeat of so-called | :12:31. | :12:38.
Islamic State in Iraq. Haider al-Abadi was speaking | :12:39. | :12:41.
after Iraqi forces - backed by coalition air strikes - | :12:42. | :12:45.
had recaptured the city of Ramadi - which lies | :12:46. | :12:48.
to the west of Baghdad Our correspondent Thomas Fessy has | :12:49. | :12:50.
travelled with the Iraqi forces to the outskirts of Ramadi and has | :12:51. | :12:55.
just sent this report. The remains of Ramadi, | :12:56. | :12:58.
a city ravaged by war. This is a place that's suffered over | :12:59. | :13:01.
a decade of sporadic conflict, but a week-long battle | :13:02. | :13:06.
against so-called Islamic State has We set off with Iraqi | :13:07. | :13:08.
forces as they continued They've cleared the main street, | :13:09. | :13:14.
but tension is still high, so we were only allowed out | :13:15. | :13:23.
of the convoy for a few moments. This is what Ramadi looks | :13:24. | :13:26.
like a week into the offensive We can't really wander out | :13:27. | :13:29.
of the main streets, because there's still hidden | :13:30. | :13:38.
explosive devices and booby-traps This is them abandoning the city | :13:39. | :13:40.

forces over the last few months and mounted an offensive with Sunni | :13:51. | :13:52.
tribal fighters to retake the city. The US, Britain and the coalition | :13:53. | :13:55.
partners conducted air strikes The Iraqi flag is back | :13:56. | :13:58.
on top of the former Only a few pockets | :13:59. | :14:09.
of resistance remain. This success will boost | :14:10. | :14:12.
the morale of Iraqi forces, so far conceded not up | :14:13. | :14:14.

to retake Ramadi. Iraqi troops are close to victory | :14:39. | :14:43.
here but the city has been This has been the most | :14:44. | :14:45.
significant ground campaign against Islamic State so far, | :14:46. | :14:51.
but it has taken months to see it start, and the battles ahead | :14:52. | :14:55.
will only get tougher. Cricket - and England | :14:56. | :15:02.
are in a commanding position after day three of the first Test | :15:03. | :15:04.
against South Africa in Durban. The home side were bowled out | :15:05. | :15:09.
for 214 before the tourists built a second-innings lead of 261, | :15:10. | :15:12.
as Patrick Gearey reports. Stuart Broad is now a bowler of such | :15:13. | :15:17.
stature that it seems his reputation is enough to break | :15:18. | :15:20.
a batsman's concentration. Second ball he was still getting | :15:21. | :15:24.
loose - loose enough. England would need more | :15:25. | :15:28.
than the Broad brush. JP Duminy then Kyle Abbot | :15:29. | :15:30.
foxed by the spin. That left Dean Elgar | :15:31. | :15:36.
conducting the South African His century of resistance | :15:37. | :15:38.
was a rousing response, but there was no | :15:39. | :15:44.
lasting accompaniment. England finished their morning's | :15:45. | :15:46.
work with a new ball. Six wickets taken, | :15:47. | :15:48.
a lead of 89 runs. South African chances now | :15:49. | :15:51.
depended on their bowlers, but Dale Steyn succumbed | :15:52. | :15:53.
to the strain. Alex Hales attempted | :15:54. | :15:55.
to put him in his place. Unfortunately for him that place | :15:56. | :16:01.
was in the hands of the fielder. If South Africa had any grip | :16:02. | :16:06.
on the game, was this the moment Joe Root was pardoned | :16:07. | :16:09.
by AB de Villiers. In his second life Root was a freed | :16:10. | :16:12.
