It is something I have always thought about. I suppose it was | 0:01:45 | 0:01:51 | |
brought to the forefront of my mind during the time of my bishop heard | 0:01:51 | 0:01:55 | |
when people said they could no longer live a celibate life. These | 0:01:55 | 0:01:59 | |
were good men, good priests. I was heartbroken that they could no | 0:01:59 | 0:02:03 | |
longer continue in the priesthood. But they had met somebody that they | 0:02:03 | 0:02:07 | |
loved, who they wanted to share their life with, and could no | 0:02:07 | 0:02:10 | |
longer live a celibate life. there is something special about | 0:02:10 | 0:02:14 | |
the relationship between a priest and got, and the relationship | 0:02:14 | 0:02:17 | |
between a priest and his congregation. You accept that will | 0:02:17 | 0:02:24 | |
all radically changed? No, there is a special place for Sella birds in | 0:02:24 | 0:02:31 | |
the priesthood. There are a lot of tasks for priests that would be | 0:02:31 | 0:02:35 | |
hard for a married priest to carry out, especially in the Catholic | 0:02:35 | 0:02:40 | |
Church. There will always be a special place for celibate priests. | 0:02:40 | 0:02:45 | |
I enjoy life as a celibate priest, but I think there is also space for | 0:02:45 | 0:02:53 | |
people who cannot live a celibate life, and that should be allowed. | 0:02:53 | 0:02:59 | |
Do you see some kind of two-tier priesthood? No, I don't think so. | 0:02:59 | 0:03:05 | |
In the early Church, celibacy was not an issue. Priests could get | 0:03:05 | 0:03:12 | |
married. Others chose to live the celibate life. In the Middle Ages | 0:03:12 | 0:03:17 | |
that was changed because of abuses of various kinds. The issue was | 0:03:17 | 0:03:21 | |
addressed at that time and celibacy was made mandatory. Do you see a | 0:03:21 | 0:03:27 | |
link between celibacy and clerical sexual abuse, and if you do, do you | 0:03:27 | 0:03:32 | |
think change in the role would help stop that? No, I don't. If you look | 0:03:32 | 0:03:38 | |
at the history of child abuse and child neglect, which is endemic in | 0:03:39 | 0:03:46 | |
our society, the vast majority of that takes place in the family home. | 0:03:46 | 0:03:51 | |
I would say most of it takes place between people who are not celibate. | 0:03:51 | 0:03:56 | |
I think those who are celibate, priests unfortunately have | 0:03:56 | 0:04:01 | |
committed a terrible crimes in that regard which have scandalised all | 0:04:01 | 0:04:05 | |
of us, hurt all of us deeply. I respect the priest had enormously | 0:04:05 | 0:04:12 | |
and to hear of any body abusing it grieves me. But I do not accept | 0:04:12 | 0:04:17 | |
this would ease that problem. We are looking at the problem of a | 0:04:17 | 0:04:22 | |
shortage of priests. Also, people in our community who would | 0:04:22 | 0:04:25 | |
potentially be good priests but are dissuaded from joining because of | 0:04:26 | 0:04:31 | |
relationships. Bishop Daly talking to me this afternoon. Celibacy has | 0:04:31 | 0:04:36 | |
been a long-held principle in the church. But, with Bishop Daly | 0:04:36 | 0:04:39 | |
bringing the debate into focus, Kevin Sharkey has been finding out | 0:04:39 | 0:04:46 | |
what young Catholics think about it. There is another interesting topic | 0:04:46 | 0:04:51 | |
in the classroom today. Not a new debate, but a new generation. The | 0:04:51 | 0:04:56 | |

allowed to marry because it would encourage more young people to take | 0:05:26 | 0:05:30 | |
it up as a vocation. I think priests should stand up and have a | 0:05:30 | 0:05:34 | |
say about how they feel about it. There is nothing wrong been married. | 0:05:34 | 0:05:38 | |
Everyone should be treated as an equal. These students would find | 0:05:38 | 0:05:41 | |
the definitive answer to this issue in their school books, but as the | 0:05:41 | 0:05:46 | |
debate continues, they want to listen and be heard. Generally it | 0:05:46 | 0:05:50 | |
is something that comes up quite often in the classroom, and it is | 0:05:50 | 0:05:56 | |
something quite controversial and everyone has their own opinion. We | 0:05:56 | 0:06:00 | |
encourage all the children to think outside the box. The final outcome | 0:06:00 | 0:06:04 | |
may not be clear right now, but that could change in the next | 0:06:04 | 0:06:09 | |
generation. It could be all change in the | 0:06:10 | 0:06:13 | |
political world here with the unveiling of a new electoral map. | 0:06:13 | 0:06:16 | |
If the plan is adopted, two of Northern Ireland's seats will be | 0:06:16 | 0:06:20 | |
cut - one in south Belfast, another in the West. The review is part of | 0:06:20 | 0:06:23 | |
a shake-up across the UK and its outcome will be significant, not | 0:06:23 | 0:06:27 | |
just for Westminster, but also for politics at Stormont. Our political | 0:06:27 | 0:06:31 | |

this review? Promised to cut the number of MPs down to 600 -- the | 0:06:46 | 0:06:51 | |
coalition government. Northern Ireland has 18 MPs representing | 0:06:51 | 0:06:55 | |
those constituencies, but the idea, according to this plan, is that | 0:06:55 | 0:07:03 | |
number would be cut down by two to just 16. As you can see, the | 0:07:03 | 0:07:05 | |
electoral map would contain some new names. There's Mid Antrim, | 0:07:05 | 0:07:08 | |
spanning an area from the Irish Sea spanning an area from the Irish Sea | 0:07:08 | 0:07:10 | |
across to Ballymena, and North Antrim will change, losing much of | 0:07:10 | 0:07:16 | |
Ballymena, but taking in Coleraine. There is a big impact in Belfast, | 0:07:16 | 0:07:21 | |
isn't there? Yes, for hundreds of years Belfast has had four | 0:07:21 | 0:07:25 | |
constituencies. But populations have moved to the outskirts and | 0:07:25 | 0:07:29 | |
that has lowered the electorate in those Belfast seat. The answer from | 0:07:29 | 0:07:34 | |
the review team to this problem is to merge them into three new seat. | 0:07:34 | 0:07:37 | |
Belfast South would disappear and become Belfast South West, probably | 0:07:37 | 0:07:42 | |
held by Sinn Fein, and also Belfast South East which the DUP and allies | 0:07:42 | 0:07:47 | |
would have to fight out. As you can imagine, Alastair Macdonald is not | 0:07:47 | 0:07:51 | |
impressed with this change, his constituency disappearing | 0:07:51 | 0:07:55 | |
constituency disappearing altogether. He says it is bizarre. | 0:07:55 | 0:08:00 | |
It makes no sense to me. The only sensible thing to do is to follow | 0:08:01 | 0:08:03 | |
the population out to the suburbs as they move out, and Belfast could | 0:08:03 | 0:08:09 | |
easily have been expanded and retained as a four-seat | 0:08:09 | 0:08:19 | |

constituency. So, bizarre for Alastair Macdonald. Right now to | 0:08:20 | 0:08:24 | |
the west and north of Loch Neagh we have three neighbouring seats of | 0:08:24 | 0:08:34 | |

Mid-Ulster, West Tyrone and East Londonderry. The review teams want | 0:08:34 | 0:08:39 | |

Neagh to the border with Donegal, and a new seat called Glenshane. | 0:08:43 | 0:08:46 | |
Initial projections are that Sinn Fein could take both those seats, | 0:08:46 | 0:08:51 | |
meaning this would be bad news for the DUP's Gregory Campbell. To get | 0:08:51 | 0:08:55 | |
a sense of what people are making of this change, my colleague Gareth | 0:08:55 | 0:09:01 | |
Gordon has been to Limavady in the East Londonderry constituency. | 0:09:01 | 0:09:05 | |
If they're worried about the loss of East Londonderry, the people of | 0:09:05 | 0:09:09 | |
Limavady are hiding it well. doesn't make me feel anything. MPs | 0:09:09 | 0:09:16 | |
have not done much for me, so really I don't give a damn. I am | 0:09:16 | 0:09:21 | |
not really that bothered. To be honest with you. Nobody seems to be | 0:09:21 | 0:09:25 | |
bothered her. No, that's because there are worse things happening in | 0:09:25 | 0:09:29 | |
the world. But, while the full implications of the new Glenshane | 0:09:29 | 0:09:32 | |
constituency have still to be worked out, not everyone is likely | 0:09:32 | 0:09:37 | |
to be so relaxed. If the Unionist constituency likely to become | 0:09:37 | 0:09:41 | |
nationalist, politically at least, the big losers could well be the | 0:09:41 | 0:09:48 | |
DUP. Gregory Campbell has been the DUP MP for East Londonderry since | 0:09:48 | 0:09:51 | |
2001. Should these changes be confirmed, this could end at the | 0:09:51 | 0:09:56 | |
next election. It will be interesting to hear his comments on | 0:09:56 | 0:10:04 | |
this. But, today at least, he was keeping quiet, although this | 0:10:04 | 0:10:11 | |
Limavady councillor was clearly angry. We are ready to join the | 0:10:11 | 0:10:16 | |
north-east, and of a sudden now we are going to be pushed into the | 0:10:16 | 0:10:23 | |
West. I will be disappointed if the East Londonderry constituency goes. | 0:10:23 | 0:10:28 | |
It could mean the disappearance of the last Unionist constituency in | 0:10:28 | 0:10:33 | |
the West, although Sinn Fein are reserving, it for now. This local | 0:10:33 | 0:10:36 | |
journalists believes local people will have mixed feelings. I think | 0:10:36 | 0:10:41 | |
there is that sense out there that there are too many MPs, and in | 0:10:41 | 0:10:45 | |
terms of saving money, people think that is something that needs to | 0:10:45 | 0:10:50 | |
happen. But, at the same time, I think that people think they will | 0:10:50 | 0:10:55 | |
lose a local voice in the likes of Westminster and they have concerns | 0:10:55 | 0:11:01 | |
about that. I think people will be torn somewhat. For today, it was | 0:11:01 | 0:11:06 | |
the high winds, not the winds of change, which concerned them more. | 0:11:06 | 0:11:10 | |
So, whether people are bothered or not, this is not a done deal. | 0:11:11 | 0:11:14 | |
it will go out to public consultation. There will be public | 0:11:14 | 0:11:17 | |
meetings here and they will be revised proposals. It will | 0:11:17 | 0:11:21 | |
eventually have to get past MPs in the Commons, many of him a pretty | 0:11:21 | 0:11:25 | |
exercised about this, as you can imagine. It would have an impact | 0:11:25 | 0:11:30 | |
not just a Westminster, but also in Stormont as this would mean the | 0:11:30 | 0:11:35 | |
