Good evening. This is BBC Newsline with Noel Thompson and Donna | 0:00:12 | 0:00:18
Traynor. The headlines this Tuesday evening: Patients are recalled | 0:00:18 | 0:00:20
across Northern Ireland after concern is raised about their | 0:00:20 | 0:00:25
treatment - I'm live with the details. | 0:00:25 | 0:00:33
Also on the programme: a man who resigned as the head of the Police | 0:00:33 | 0:00:37

In the Jennifer Cardy murder trial, the jury hears his fantasy about | 0:00:43 | 0:00:48
killing and abducting a child. The woman who says her house is fit | 0:00:48 | 0:00:52
only for demolition. You wake up at night and you hear the rain against | 0:00:52 | 0:00:58
the window, and think God, not again. I can't live like this any | 0:00:58 | 0:01:02
more. The American former wife of the | 0:01:02 | 0:01:06
double killer Colin Howell is ordered not to remove property and | 0:01:06 | 0:01:08
cash from Northern Ireland. Ireland gets it first ever judo | 0:01:08 | 0:01:18
centre as part of a10 million First tonight, a number of patients | 0:01:18 | 0:01:22
have been recalled by the Belfast Health Trust. It says it's a | 0:01:22 | 0:01:24
precautionary measure. Our health correspondent Marie Louise Connolly | 0:01:24 | 0:01:34
joins us now live from Belfast City Hospital. What has happened? | 0:01:34 | 0:01:39
Belfast Health Trust has decided to recall 59 patients to the | 0:01:39 | 0:01:43
immunology department at the Royal Victoria Hospital in Belfast. They | 0:01:43 | 0:01:48
made this announcement here at their headquarters this afternoon. | 0:01:48 | 0:01:53
These patients attend the Royal Victoria Hospital. These are | 0:01:53 | 0:01:56
patients with chronic skin conditions, chronic allergies, | 0:01:56 | 0:02:01
people who suffer from rheumatoid problems, who have problems with | 0:02:01 | 0:02:06
their joints. I say chronic because the experts here have said it is | 0:02:06 | 0:02:12
not just the ordinary outpatients who are being recalled, these are | 0:02:12 | 0:02:16
patients who have long-term problems and these concerns have | 0:02:17 | 0:02:24
been raised because back in August opinions regarding the treatment | 0:02:24 | 0:02:27
they were receiving, the type of treatment and their diagnosis. | 0:02:27 | 0:02:32
hearing this news, many people will be anxious. How concerned should | 0:02:32 | 0:02:38
they be? Health professionals here at the Belfast Health Trust were | 0:02:38 | 0:02:43
concerned enough that they had to bring in an expert from England. | 0:02:43 | 0:02:50
That was back in August to review a number of these patients' records. | 0:02:50 | 0:02:56
Those 59 patients are being recalled. I put to Dr Tony Stephens | 0:02:56 | 0:03:00
if the public should be concerned. He said obviously they were | 0:03:00 | 0:03:05
concerned, but he said they had taken this response to show the | 0:03:05 | 0:03:10
public that at this stage they were doing everything they could to make | 0:03:10 | 0:03:16
sure their treatment was the right treatment. Patience maybe on to | 0:03:16 | 0:03:22
high a dose or too low a dose, it is about optimising that. It is | 0:03:22 | 0:03:28
impossible to say if anyone has come to harm. I am talking about | 0:03:29 | 0:03:33
different in medical opinion, but that it is of continuing | 0:03:33 | 0:03:39
investigation. Anyone who is caught up in this health scare will have | 0:03:39 | 0:03:44
received either a phone call or a letter. There is a helpline also | 0:03:44 | 0:03:49
available, you are about to show that number, and the trust is | 0:03:49 | 0:03:54
saying to give it time until 8pm tomorrow night in order for members | 0:03:54 | 0:03:59
of staff to get in contact with them. | 0:03:59 | 0:04:09
0:04:09 | 0:04:14 | ||
The trust has set up a helpline. The number is 028 9063 6330. | 0:04:14 | 0:04:16
The man whose resignation as Chief Executive provoked the premature | 0:04:16 | 0:04:19
departure of the Police Ombudsman has spoken for the first time about | 0:04:19 | 0:04:23
why he left his 90,000 a year job. Sam Pollock says he was unhappy | 0:04:23 | 0:04:25
with the approach being taken in controversial cases involving | 0:04:25 | 0:04:27
informers. He's spoken exclusively to our Home Affairs Correspondent | 0:04:27 | 0:04:31
Vincent Kearney for a BBC Spotlight programme to be broadcast tonight. | 0:04:31 | 0:04:33
The programme has uncovered failings in a number of | 0:04:33 | 0:04:35
investigations by the Ombudsman, including a complaint from the | 0:04:35 | 0:04:45
0:04:45 | 0:04:48 | ||
family of the murdered republican informer Denis Donaldson. Sam | 0:04:48 | 0:04:52
Pollock was chief executive of the Office of Police Ombudsman for more | 0:04:52 | 0:04:57
than 10 years. He announced his resignation in March, claiming the | 0:04:57 | 0:05:01
independence of the office has been lowered. He refused to speak about | 0:05:01 | 0:05:06
his reasons for leaving until now. I have spoken to him for a spot | 0:05:06 | 0:05:12
like programme due to be broadcast tonight. I sensed a dilemma or a | 0:05:12 | 0:05:22
conflict in terms of dealing with the issue of informants. To speak | 0:05:22 | 0:05:27
about this issue either directly or indirectly in murder, the loss of | 0:05:28 | 0:05:34
life, some atrocities, you can't afford that. I have also spoken to | 0:05:34 | 0:05:40
people who confirm his concerns, including the family of one of | 0:05:40 | 0:05:46
three people killed in a bomb attack in 1988. They have accused | 0:05:46 | 0:05:49
the ombudsman of changing a report that said the police could have | 0:05:49 | 0:05:58
prevented the deaths because they knew about the bomb. It was a real | 0:05:58 | 0:06:04
hard blow, we just felt let down. Really let down. Because they were | 0:06:04 | 0:06:11
set up to give us answers and they just gave us more questions. | 0:06:11 | 0:06:16
son of a murdered officer also criticised the Ombudsman for not | 0:06:16 | 0:06:20
telling him why detectives investigating the killing were not | 0:06:20 | 0:06:24
given all the intelligence material available. They should have been | 0:06:24 | 0:06:29
obliged in their reply to me to tell me exactly what they found. | 0:06:29 | 0:06:33
The ombudsman rejects claims his office has gone soft on the police. | 0:06:33 | 0:06:38
I can assure everybody we do deliver Independent impartial | 0:06:38 | 0:06:45
evidence based reports, and whether that is perceived by the public is | 0:06:45 | 0:06:51
a matter of debate. The programme also shows details of a complaint | 0:06:51 | 0:06:55
by the family of Denis Donaldson, who was shot dead at this remote | 0:06:55 | 0:07:00
cottage in Dummer Golf in April 2006. They claim police may have | 0:07:00 | 0:07:04
contributed to his death. The ombudsman declared the case closed | 0:07:04 | 0:07:09
last year with a finding of no misconduct by the police. We have | 0:07:09 | 0:07:13
established investigators were not aware of a potentially vital piece | 0:07:13 | 0:07:18
of information that may share light on what happened here 5 1/2 years | 0:07:18 | 0:07:21
ago. And you can see more on that in | 0:07:21 | 0:07:24
tonight's Spotlight programme here on BBC One at 10.35 after our late | 0:07:24 | 0:07:29
news. The Jennifer Cardy murder trial has | 0:07:29 | 0:07:31
been hearing police interviews in which Robert Black gives graphic | 0:07:31 | 0:07:34
and disturbing details of a fantasy about abducting and murdering a | 0:07:34 | 0:07:40
child. The prosecution says that amounts to a coded confession. The | 0:07:40 | 0:07:43
child killer and paedophile denies murdering the nine-year-old near | 0:07:43 | 0:07:48
her home in Ballinderry in 1981. Our district journalist Gordon | 0:07:48 | 0:07:56
Adair was in the court. The prosecution say there are many | 0:07:56 | 0:08:01
areas of direct crossover between Jenifer as murder and Robert | 0:08:01 | 0:08:08
Black's fantasy which he revealed to PSNI officers in 2005. On the | 0:08:08 | 0:08:11
tape played in court, female detective can be heard asking him | 0:08:12 | 0:08:17
how his fantasy would play out. He describes driving along in his van | 0:08:17 | 0:08:21
and spotting a girl. He says I would stop the van and start | 0:08:21 | 0:08:27
chatting to her. I might ask her for directions. Most of what he | 0:08:27 | 0:08:30
describes his two graphic to be broadcast, but at one stage he | 0:08:30 | 0:08:34
describes how the child would remain passive throughout. He says | 0:08:34 | 0:08:39
in your fantasies you never pick up an awkward customer, you are lucky | 0:08:39 | 0:08:45
that way. He is asked if particular places would trigger his fantasies. | 0:08:45 | 0:08:51
He replies "I might have a sport that I think would be an ideal spot | 0:08:51 | 0:08:56
that I have seen in the past, and I might be in a general area. Not | 0:08:56 | 0:09:04
necessarily close to that place, and I might see a girl that | 0:09:04 | 0:09:13
triggers that fantasy. "earlier the jury heard that children's clothing, | 0:09:13 | 0:09:18
object of a sexual nature and child pornography were discovered. The | 0:09:18 | 0:09:22
searchers came after Robert Black was caught on the Scottish borders | 0:09:23 | 0:09:28
with the six year-old girl trussed up in the back of his van. This was | 0:09:28 | 0:09:31
eventually to lead to him being convicted of three murders, and | 0:09:31 | 0:09:38
abduction and and -- an attempted abduction. | 0:09:38 | 0:09:41
One of the brothers who sexually abused generations of young people | 0:09:41 | 0:09:44
in Donagh in County Fermanagh must serve an additional six months in | 0:09:44 | 0:09:47
prison for abusing a sixth victim. 61-year-old Johnny McDermott from | 0:09:47 | 0:09:52
Moorlough Road is already serving a nine-year prison term. Today he was | 0:09:52 | 0:09:54
sentenced for indecently assaulting the younger brother of another of | 0:09:54 | 0:10:04
his victims. Julian Fowler was at the court in Dungannon. Last year, | 0:10:04 | 0:10:08
Johnny McDermott was sentenced to nine years in prison plus three on | 0:10:09 | 0:10:15
probation. On 35 charges of sexually abusing four young boys | 0:10:15 | 0:10:22
and a girl between 1969 and 2001. That case caused a public outcry | 0:10:22 | 0:10:27
when his two brothers, Jimmy and Owen, were found mentally unfit to | 0:10:27 | 0:10:32
stand trial, and despite being found to have carried out the abuse | 0:10:32 | 0:10:37
were allowed to return to their home in Donagh. They were later | 0:10:37 | 0:10:41
removed to secure accommodation at a hospital in Londonderry. Today | 0:10:41 | 0:10:47
Johnny McDermott was back in court where he listened to details of how | 0:10:47 | 0:10:50
he abused the younger brother of another of his victims. The abuse | 0:10:50 | 0:10:56
took place in 2002 when his victim was 12 years old. The first time it | 0:10:56 | 0:11:01
happened, the boy was indecently assaulted in his own bedroom. He | 0:11:02 | 0:11:08
was abused again while playing a game of hide and seek around Donagh. | 0:11:08 | 0:11:13
And again, while out on a hunting trip. Johnny McDermott had denied | 0:11:13 | 0:11:20
the charges, but changed his plea to guilty last month. The judge | 0:11:20 | 0:11:24
said his offending exemplified the sustained abuse of children growing | 0:11:24 | 0:11:28
up in the village, moving on through each successive teenage | 0:11:28 | 0:11:36
generation. He said, "as one person grow up and was old enough to avoid | 0:11:36 | 0:11:42
do, a younger person was identified and targeted." for this additional | 0:11:42 | 0:11:49
abuse, six months has been added to his prison sentence. The judge | 0:11:49 | 0:11:53
acknowledged that on its own the six-month sentence was lenient, but | 0:11:53 | 0:11:58
when taken together with the previous offences, it means a total | 0:11:58 | 0:12:03
sentence of 12 1/2 years which the judge said correctly reflects the | 0:12:03 | 0:12:08
offending. Today's weather has done little to | 0:12:08 | 0:12:13
drain all of the flooded fields and roads hit by yesterday's downpours. | 0:12:13 | 0:12:17
As you can see from these pictures taken by a viewer in Kells in | 0:12:17 | 0:12:22
County Antrim, roads became unrecognisable, more like rivers. | 0:12:22 | 0:12:25
Clearing up after water damage is a nightmare for homes and businesses, | 0:12:25 | 0:12:29
but it's worse for people who've suffered repeatedly from flooding. | 0:12:29 | 0:12:32
Four years ago our environment correspondent Mike McKimm spoke to | 0:12:32 | 0:12:39
Cora Dorrity who lives near Coalisland. He found out today that | 0:12:39 | 0:12:48
very little has changed. We have been flooded a number of times. We | 0:12:48 | 0:12:53
were not able to cope by staying thin, but I can't go through it | 0:12:53 | 0:13:00
again. Emotionally, it is a nightmare. That was in 2008, and | 0:13:00 | 0:13:04
yesterday the same night mare returned. She was flooded out again. | 0:13:05 | 0:13:10
Same house, same pictures, same damage. I could see the water | 0:13:10 | 0:13:15
coming up through the drains at the back, and I decided to go upstairs | 0:13:15 | 0:13:20
and have a look, and I saw the water in the fields and I thought | 0:13:20 | 0:13:23
here it comes again. You had been making phone calls during this | 0:13:23 | 0:13:33
time? I phoned the Rivers Agency, the water board, and they said they | 0:13:33 | 0:13:37
would send someone out. This said someone was on their way, we saw no | 0:13:37 | 0:13:43
one. What is it like living here, watching the rain coming down and | 0:13:43 | 0:13:48
wondering? You hear the rain against the window and think God, | 0:13:48 | 0:13:53
not again. I can't live like this any more. Men from the rivers | 0:13:53 | 0:13:57
agency did arrive yesterday before the flooding began but then they | 0:13:57 | 0:14:03
went away. By the time anyone came to help, it was too late. After | 0:14:03 | 0:14:07
what Cora Dorrity was told one of the problems may have been this | 0:14:07 | 0:14:13
nearby. It has been vandalised. Inside is a door that diverts water | 0:14:13 | 0:14:18
away from her area. She was told work men could not get it closed in | 0:14:18 | 0:14:22
time, and today she was told by her insurance company that if she makes | 0:14:22 | 0:14:27
a claim they will not insure her any more. Despite assurances this | 0:14:27 | 0:14:37
0:14:37 | 0:14:40 | ||
will not happen again, these people We have just heard that the | 0:14:41 | 0:14:46
Minister for Agriculture, Michel O'Neill, has called for an | 0:14:46 | 0:14:49
investigation into the repeated flooding of those homes. | 0:14:49 | 0:14:57
Still to come on the programme: Night club plans have residents on | 0:14:57 | 0:15:03
edge at Belfast's waterfront. And the first centre of excellence for | 0:15:03 | 0:15:07
judo is to be built in Londonderry. The estranged American wife of the | 0:15:07 | 0:15:10
double murderer Colin Howell has been ordered not to remove any | 0:15:10 | 0:15:12
assets from Northern Ireland. After Howell's arrest in 2009, Kyle | 0:15:13 | 0:15:17
Jorgensen returned to the United States. The case came up today in | 0:15:17 | 0:15:24
the High Court in Belfast. BBC Newsline's Will Leitch reports. | 0:15:25 | 0:15:30
Colin Howell, dentist and killer, jailed last year for the murder 20 | 0:15:30 | 0:15:36
years earlier of his wife Lesley and Trevor Buchanan. His American | 0:15:36 | 0:15:42
second wife, culled Jorgen Persson, had left to return to the United | 0:15:42 | 0:15:50
States, taking children from their earlier marriage. Once then -- once | 0:15:50 | 0:15:55
there, she filed for divorce. Earlier this year Colin Howell was | 0:15:55 | 0:16:05
0:16:05 | 0:16:06 | ||
declared bankrupt. There followed a successful application for | 0:16:06 | 0:16:10
insolvency practitioners, protecting the interests of people | 0:16:10 | 0:16:18
to whom Colin Howell owed money. His former wife, Karl Robinson, was | 0:16:18 | 0:16:25
barred from removing any asset from Northern Ireland. The High Court to | 0:16:25 | 0:16:34
date saw proceedings in the absence of his former wife. But the court | 0:16:34 | 0:16:40
was told that she had agreed to abide by the border. The judge | 0:16:40 | 0:16:50
0:16:50 | 0:17:00 | ||
commented that he saw that as a sensible way to move things on. | 0:17:00 | 0:17:02
Apartment owners in Belfast want to block plans for early morning | 0:17:02 | 0:17:05
clubbing in their area. Owners of the former Edge Bar and Restaurant, | 0:17:05 | 0:17:08
along the River Lagan, want to open a late night spot with room for | 0:17:08 | 0:17:10
more than 1,000 young people. But, as Kevin Sharkey reports, local | 0:17:10 | 0:17:19
residents want a quiet night's sleep. The tranquillity of the | 0:17:19 | 0:17:24
Riverside is evident. Costly to purchase, but worth it until now. | 0:17:25 | 0:17:31
There are concerns that the night could sound like this. Especially | 0:17:31 | 0:17:37
if it is allowed to finish early in the morning. A proposal is to | 0:17:37 | 0:17:45
increase the capacity to over 1002 and to run for a club for nights | 0:17:45 | 0:17:48
per week. That is all too much for some residents of these | 0:17:48 | 0:17:56
neighbouring apartments. It is probably less than 10 metres from | 0:17:56 | 0:18:01
our building and the new development. We aware aware that it | 0:18:01 | 0:18:05
was operating as a restaurant and bar but the noise was minimal, | 0:18:05 | 0:18:11
acceptable. This is a whole new proposition and a complete change | 0:18:11 | 0:18:16
of use of the venue. So much to consider at a meeting of the | 0:18:16 | 0:18:21
Belfast City Council tomorrow night. We have to top a clear legal route | 0:18:21 | 0:18:26
to make sure that what we do is right and right for the people in | 0:18:26 | 0:18:33
Belfast. The nightclub plan has been proposed from the owners of a | 0:18:33 | 0:18:40
club of the same name in Ibiza. But the police are also objecting. The | 0:18:40 | 0:18:50
0:18:50 | 0:18:50 | ||
nightclub is in the same general area as an interface and police do | 0:18:50 | 0:18:56
not believe it is wise to bring so many people out onto the streets at | 0:18:56 | 0:19:01
such a difficult area in the early hours of the morning. | 0:19:01 | 0:19:06
The shoreline that lies off our coast generates money. Some of it | 0:19:06 | 0:19:09
is leased to business. But who should get that income? At the | 0:19:09 | 0:19:11
moment most of the money goes to the property portfolio owned by the | 0:19:11 | 0:19:14
Queen, known as the Crown Estate. Sinn Fein want the Executive to | 0:19:14 | 0:19:19
have control. Our Political Editor Mark Devenport listened today as | 0:19:19 | 0:19:29
0:19:29 | 0:19:30 | ||
MLAs argued over who should rule the waves. | 0:19:30 | 0:19:35
Under devolution, Stormont Main ruled the land for most purposes | 0:19:35 | 0:19:39
but Britannia still rules the waves. That is Britannia in the shape of | 0:19:39 | 0:19:43
the Crown Estate which belongs to the Queen although most of its | 0:19:43 | 0:19:48
revenue goes to the UK government rather than her Majesty. The Crown | 0:19:48 | 0:19:57
Estate owns most of the foreshore and gets its money from the | 0:19:57 | 0:20:07
0:20:07 | 0:20:10 | ||

of the seabed and then leases and renewal of leases and went so we | 0:20:22 | 0:20:26
should have the money coming into our own coffers instead of going to | 0:20:26 | 0:20:30
the Treasury in London. The Crown Estate says the politics is a | 0:20:30 | 0:20:39
matter for Stormont and Westminster but says it gives half its money | 0:20:39 | 0:20:46
back to coastal villages. Half of the money will go back into the | 0:20:46 | 0:20:51
coastal villages. So no matter how large the income accrued in these | 0:20:52 | 0:20:59
areas, 50% of it will go back to local communities. And in the | 0:20:59 | 0:21:04
Assembly, the Unionists were not sympathetic to Sinn Fein's Maritime | 0:21:04 | 0:21:11

genuinely interested in this motion in the interests of the people, it | 0:21:15 | 0:21:21
is clear that it is politically motivated to try to drive the crown | 0:21:21 | 0:21:26
off these shores. Predictably the politicians were divided with | 0:21:26 | 0:21:30
Unionists voting to insure that Britannia continued to rule are | 0:21:30 | 0:21:34

sport of Judo. Yes a multi-sports complex is to be | 0:21:45 | 0:21:48
built. After six years of planning, Ireland's first ever Judo Centre of | 0:21:49 | 0:21:51
Excellence is to be built in Londonderry. It's part of a ten | 0:21:51 | 0:21:53
million pounds investment in sport in the City. The major new campus | 0:21:53 | 0:21:56
will be located in St Columb's Park in the Waterside and should be | 0:21:56 | 0:21:59
ready to host some events during the City of Culture year in Derry | 0:21:59 | 0:22:09

in 2013. Keiron Tourish reports. 2000 schoolchildren are now being | 0:22:10 | 0:22:14
introduced the sport of judo. The same number of players are actively | 0:22:14 | 0:22:20
competing in the sport in 70 clubs throughout various council areas. | 0:22:20 | 0:22:23
The news today of a major new centre for the sport has been | 0:22:23 | 0:22:32
widely welcomed. It is to be the first purpose-built centre of | 0:22:32 | 0:22:37
excellence for judo in Ireland. There is a petition of more that | 0:22:37 | 0:22:41
can come away so the rest of the centre can be opened up for major | 0:22:41 | 0:22:47
competitions. Due to the strength of judo in the north-west, Derry | 0:22:47 | 0:22:57

stage the World Masters in 2002. Almost 10 million is to be built - | 0:22:58 | 0:23:03
- due to be spent building the centre of excellence. It will cater | 0:23:03 | 0:23:09
for up a wide range of activities. We are working with three governing | 0:23:09 | 0:23:19
bodies of sport. Mountaineering, judo and wrestling. Will also have | 0:23:19 | 0:23:29

a public access gymnasium. And swimming facilities. The opening of | 0:23:30 | 0:23:33
a new peace bridge in the summer has had as a dividend impact with | 0:23:33 | 0:23:38
many thousands of people going to cross for the first time to St | 0:23:38 | 0:23:41
Columb's Park. The council now hope there will be an added incentive | 0:23:41 | 0:23:46
with the opening of the new state of the-art facilities in two years' | 0:23:46 | 0:23:49

year's BBC Sport unsung hero. We want you to tell us who's made a | 0:23:52 | 0:23:59
sporting difference in your community. It could be a coach, a | 0:23:59 | 0:24:01
groundsman, someone who's always there but doesn't always get the | 0:24:01 | 0:24:03
credit. This year our ambassador is Darren Clarke and we caught up with | 0:24:03 | 0:24:06

giving something back. He has worked with young golfers and has | 0:24:22 | 0:24:27
inspired many to achieve their potential in the game. He is aware | 0:24:27 | 0:24:31
of the bigger picture. I spent a lot of time thinking about it and | 0:24:31 | 0:24:41

for me it would be all those who work tirelessly behind the scenes. | 0:24:43 | 0:24:47

There has been plenty of showers around today, some of them heavy | 0:25:56 | 0:26:04

Tonight will bring more showers spreading across the province. Some | 0:26:09 | 0:26:18
of those again on the heavy side. Temperatures tonight down to three | 0:26:18 | 0:26:28

with pressure rising it will be a much better day on the whole. Any | 0:26:35 | 0:26:41

County Down. The wind lighter than today. Some showers in County | 0:26:54 | 0:26:59
