The headlines this Tuesday evening: The Executive agrees to invest more | :00:18. | :00:21.
than half a billion pounds in roads and hospitals, with the promise of | :00:21. | :00:30.
several thousand jobs. I'm live in Armagh where there is anger over a | :00:30. | :00:36.
string of recent job losses. A court is told Police investigating | :00:36. | :00:39.
the murder of Constable Stephen Carroll had to threaten the Army | :00:39. | :00:42.
with a search warrant. As Rangers go into administration and lose ten | :00:42. | :00:51.
points in the Scottish League, we've been speaking to local fans. | :00:51. | :00:54.
Also there and Anna this week we will be sending over a bigger | :00:54. | :01:01.
support this weekend. -- more so than ever. I'm in Londonderry at | :01:01. | :01:04.
the site of the former Ebringdon Barracks for the opening of the | :01:04. | :01:08.
city's newest venue. And it's been a rather cloudy and gusty day. Will | :01:08. | :01:18.
:01:18. | :01:21. | ||
it stay like that tomorrow? Find In an announcement which brings | :01:21. | :01:23.
much needed relief to the struggling construction industry, | :01:23. | :01:33.
:01:33. | :01:34. | ||
the Executive is to spend well over 500 million on roads and hospitals. | :01:34. | :01:37.
The projects will bring thousands of jobs, and the work will get | :01:37. | :01:40.
under way as early as the autumn.The total outlay will be | :01:40. | :01:43.
580 million. The lion's share, almost 500 million, will be spent | :01:43. | :01:45.
on building and improving roads. Three hospitals will share 88 | :01:45. | :01:49.
million. Now this is not new money, it's the handing out of funds | :01:49. | :01:50.
already earmarked for infrastructure projects, but it | :01:50. | :01:54.
will be a shot in the arm for the local economy. Here to put some | :01:54. | :01:57.
flesh on the bones is our Business and Economics Editor Jim | :01:57. | :02:00.
Fitzpatrick. Jim, the A5 had been in doubt - this removes the | :02:00. | :02:08.
uncertainty. It is not new money. Nor are these new projects. All | :02:08. | :02:12.
with the withdrawal of the Irish government on their share of the | :02:12. | :02:16.
funding for our biggest roads budget ever threw the old thing | :02:16. | :02:21.
into question. We have a scaled- down version of it announced, and | :02:21. | :02:28.
that provides some certainty, which is a good outlook for the industry. | :02:28. | :02:35.
The A5 was supposed to be 45 kilometres but now it is 37 | :02:35. | :02:39.
kilometres. That will be going ahead once or the public inquiry is | :02:39. | :02:49.
:02:49. | :02:50. | ||
a clear. The I'll for eight, which has 14 kilometres of road, from -- | :02:50. | :03:00.
:03:00. | :03:02. | ||
the A*. That is now going ahead. At the Ato has been taken out of | :03:02. | :03:11.
mothballs and is now going ahead. Wells the announcement has come, | :03:11. | :03:15.
lots of it has been going on in the background because we know who the | :03:15. | :03:24.
contractors are going to beat. number of local contractors are | :03:24. | :03:34.
:03:34. | :03:34. | ||
involved FB McCann. We will wait to see who gets the contract for the A | :03:35. | :03:42.
2.The job should be created there and then. Once you have built the | :03:42. | :03:46.
road, that can lead to industrial development, too, so that is more | :03:46. | :03:54.
jobs. And three hospitals sharing 88 million. The us, these are not | :03:54. | :03:59.
new projects, they have just brought forward the timescale. The | :03:59. | :04:06.
Ulster Hospital said and 37 million. Up the Golden Hospital is | :04:06. | :04:16.
:04:16. | :04:20. | ||
receiving 28.5 million. -- Altnagelvin. And Omagh getting | :04:21. | :04:30.
:04:31. | :04:34. | ||
25.7 million. We spoke to Gerry Durkan at the Western Trust. | :04:34. | :04:37.
have brand spanking new premises in the south wing which was much | :04:37. | :04:41.
opened by her Majesty the Queen two years ago, but the other part of | :04:41. | :04:45.
the hospital was 50 years old, so I can guarantee that this is the | :04:45. | :04:50.
number-one priority to. The party is the view from hospital | :04:50. | :04:59.
administrators. -- that is the view. The should bring about to those and | :04:59. | :05:04.
500 jobs. It is money that was expected to be spent in some shape | :05:04. | :05:08.
or form. The construction industry has been waiting for it and they | :05:08. | :05:14.
are glad that it is now going ahead. George Armstrong, and in this be | :05:14. | :05:18.
represented at, thinks this will create more jobs, because of the | :05:18. | :05:25.
multiplier effect. The dismal new money. It is money pulled forward | :05:25. | :05:28.
from future years. That is important, in the sense that it | :05:28. | :05:32.
will create jobs quickly and we need to get an air of confidence | :05:32. | :05:39.
back into the economy. This will help in that regard. It will help, | :05:39. | :05:42.
but construction employers want more infrastructure money to be | :05:42. | :05:47.
made available, not just the money we were already getting. This is | :05:47. | :05:53.
not a big strategy response to the downturn, this is the investment | :05:54. | :05:58.
that the Executive was already going to give the go-ahead to. But | :05:58. | :06:02.
money is being put into things like construction to kick-start the | :06:03. | :06:11.
economy, but that is not quite what we have got today. While the | :06:11. | :06:13.
construction industry awaits the confirmation of jobs from those | :06:14. | :06:16.
capital projects, other businesses are still suffering. Three firms, | :06:16. | :06:19.
HCL in Armagh, Unicorn Mouldings in Markethill and Noel Zwecker | :06:19. | :06:21.
Transport near Armagh, have announced closures in the past ten | :06:22. | :06:29.
days. Kevin Magee is in the city tonight. Kevin. Between them those | :06:29. | :06:32.
closures mean that more than 250 people are to lose their jobs in | :06:32. | :06:38.
and around the Armagh city. The council meets tonight and it will | :06:38. | :06:42.
discuss those job losses. I've spent the day here taking the | :06:42. | :06:49.
temperature and it's a blow people say they just can't afford. There | :06:49. | :06:54.
was anger on the streets that this area is losing so many jobs. 170, | :06:54. | :06:59.
going with the closure of a call centre at HCl, one of the largest | :06:59. | :07:04.
employers in the City. It is a disgrace that so many jobs are lost | :07:04. | :07:11.
in the stand. We badly need more jobs. The is bad enough as it is. | :07:11. | :07:18.
It is very, very bad. It affects everybody in the area, shops, a | :07:18. | :07:24.
rhythm. One local employer said the call centre for build an important | :07:24. | :07:28.
role. When I left school I went straight into the call centre. It | :07:28. | :07:32.
was probably the best salary in the town by somebody starting out, so | :07:32. | :07:36.
people are not going to get experience now and not a lot of | :07:36. | :07:42.
places will take them. This means that some 250 fewer wage packets | :07:42. | :07:46.
will be spent in shops like these in Armagh, but the overall economic | :07:46. | :07:50.
impact does not end there, the fear factor kicks in and those with jobs | :07:50. | :07:55.
begin to worry about their own security of employment and, as a | :07:55. | :08:00.
result, they begin to spend less. This is on top of already low | :08:00. | :08:05.
consumer confidence. The people who are working are keeping a bit of | :08:05. | :08:13.
money back because the recession is getting worse. Prices are going up. | :08:13. | :08:19.
So, they are saving their money. I believe that Armagh is losing it | :08:19. | :08:26.
because it is not connected to the motorway network. We think that | :08:26. | :08:29.
private jobs for the roads infrastructure. In the last few | :08:29. | :08:33.
years there is evidence that large- scale public sector jobs are now | :08:33. | :08:37.
following the road network and that leaves us out of the loop. | :08:37. | :08:42.
those looking for a new job, finding one will not be easy. | :08:42. | :08:47.
used to be a builder and I are now unemployed. I have applied for | :08:47. | :08:53.
factory jobs, delivering pizzas, I have applied for a taxicab job. | :08:53. | :08:58.
Just really anything at all. I am filling in application forms and | :08:58. | :09:03.
there is not anything, you do not hear any walk back, one way or | :09:03. | :09:07.
another. Some staff will be offered the chance to relocate to Belfast | :09:07. | :09:16.
and the call centre. The council meeting gets under way you shortly. | :09:16. | :09:21.
Jobs are on the agenda. Already, the Mirror armour has issued an SOS | :09:21. | :09:31.
:09:31. | :09:37. | ||
to the Stormont exec of past as executive -- the mayor of Armagh | :09:37. | :09:44.
has issued an SOS. The trial of two men for the murder of Constable | :09:45. | :09:48.
Stephen Carroll heard today that the police had to threaten the army | :09:48. | :09:50.
with a search warrant before it would hand over a tracking device | :09:50. | :09:54.
which placed one of the accused close to the scene of the shooting. | :09:54. | :09:56.
Constable Carroll was killed by dissident republicans in Craigavon | :09:56. | :09:59.
almost three years ago. Natsha Sayee was in the court. This is the | :09:59. | :10:02.
moment when one of the accused was detained by police, the day after | :10:02. | :10:04.
the shooting. Part of the evidence against him involves a GPS tracking | :10:04. | :10:08.
device hidden on his card by a special Army Intelligence Unit. | :10:08. | :10:12.
Belfast Crown Court was told that bitter from the advice should that | :10:12. | :10:16.
his vehicle was parked close to the scene of the killing. But one of | :10:16. | :10:18.
the police officers in charge of the investigation claims that he | :10:18. | :10:23.
nothing about the tracking device when he arrested him. The detective | :10:23. | :10:27.
said there was a dispute between the army and the PSNI, or that the | :10:27. | :10:31.
dice, and said there was much conversations going on above my | :10:31. | :10:35.
head, involving the Chief Constable and possibly even above that. He | :10:35. | :10:40.
said that, after the killing, it was a fortnight before he and his | :10:40. | :10:45.
team were given what he called "approval" to explore the | :10:45. | :10:48.
information on the device. He said there was a great deal of | :10:48. | :10:51.
reluctance on the part of the army to hand it over and that they only | :10:51. | :10:55.
agreed to it after the PSNI threatened to seize it, with a | :10:55. | :11:00.
warrant. It was finally handed over, more than four months after | :11:00. | :11:04.
Constable Stephen Carroll was murdered. The court heard that the | :11:04. | :11:07.
device made the police now was, because it was the first time that | :11:07. | :11:12.
data from a GPS tracker was used as evidence. But a soldier who acted | :11:13. | :11:15.
as a liaison officer between the army and police at the time told | :11:15. | :11:20.
the court there was no dispute over the device. Both men charged with | :11:20. | :11:30.

people of the North West have been invited to share the love at a huge | :14:14. | :14:19.
party to celebrate the opening of a new public space. It's on the site | :14:19. | :14:23.
of the old Ebrington barracks in the Waterside. Sarah Travers is | :14:23. | :14:32.
there for BBC Newsline. What's going on there, Sarah? | :14:32. | :14:35.
Hello. People from both sides of the river have come to the | :14:35. | :14:44.
Waterside Inn night, to the opening of this branded -- brand new side. | :14:44. | :14:47.
This place opened in 1841, and since then it has been home to all | :14:47. | :14:52.
kinds of different military personnel, from the army to the | :14:52. | :14:56.
Royal Air Force and the Navy. The troops left some time ago and since | :14:56. | :15:06.
:15:06. | :15:08. | ||
then it has undergone a major Maj 2003, and the first Battalion | :15:08. | :15:16.
made their departure from Ebrington Barracks. | :15:16. | :15:21.
This was a significant military and naval base from the middle of the | :15:21. | :15:26.
19th century right until the end of the Second World War. Indeed, the | :15:26. | :15:30.
war is the most important era because this was part of a | :15:30. | :15:36.
functioning heart of the naval base, and it was here that the battle of | :15:36. | :15:46.
:15:46. | :15:47. | ||
the Atlantic was waged. The troubles saw many Protestants | :15:47. | :15:52.
moved from the city side across to the waterside. However, this local | :15:52. | :15:56.
worker believes the opening of the new bridge leading to this new | :15:56. | :16:01.
space has made great leaps forward to end feelings of alienation. | :16:02. | :16:08.
One of the great problems with segregation has been the fact that | :16:08. | :16:13.
a lot of Protestants have moved to the city side. There's always been | :16:13. | :16:20.
a reluctance in the city centre, but this extends the city centre, | :16:20. | :16:27.
and already we have the bridge giving evidence that it has become | :16:27. | :16:30.
a very inclusive space for the whole community. | :16:30. | :16:39.
The cast of transforming the former ground has been 7.4 million. | :16:39. | :16:45.
During its excavation, to macro cannon were unearthed. As final | :16:45. | :16:51.
preparations are made for tonight's opening, one of Derry's Les -- most | :16:51. | :16:57.
loved daughters is in town. The potential for this space is | :16:57. | :17:01.
world class, and the work that the lads have done in the last couple | :17:01. | :17:09.
of years... The walkway on from the bridge, there's potential for the | :17:09. | :17:13.
concerts for the next year, and the amount of gallery space is | :17:14. | :17:17.
phenomenal. It is an amazing opportunity body be able to embrace | :17:17. | :17:24.
it and make it their own. Good to see her back in Derry. She | :17:24. | :17:30.

by a few giant jesters. Where are you from? And from here. And what | :17:38. | :17:44.
do you think of this space? It is pretty. | :17:45. | :17:50.
I think you are frightening the children. You are frightening them! | :17:50. | :17:56.
We're fine. I'm going to have to leave you now. | :17:56. | :18:05.
Just behind this giant just there should be shown in the car for a -- | :18:05. | :18:11.
Miss McCarthy. This new space we have got, this is going to be key, | :18:12. | :18:18.
isn't it? You are in charge of that. Yes, not only this space but the | :18:18. | :18:24.
whole city is going to be a canvas for our ear. This is an example of | :18:24. | :18:28.
the huge change in this city. How important is it to have a venue | :18:28. | :18:33.
like this on the waterside? It is vital. We are all familiar | :18:33. | :18:39.
with the institutions on the city side. To have this place, the Arts | :18:39. | :18:44.

their tickets. Today the Ulster coach applauded the decision at the | :20:56. | :21:00.
weekend to put player safety first because of those freezing | :21:00. | :21:06.
conditions late at night in the French capital. | :21:06. | :21:10.
The pitch was frozen, so from my point of view, yeah, players have | :21:10. | :21:14.
to come first. They are very expensive commodities and have to | :21:14. | :21:20.
be looked after. If the pitch was not playable, that is the way it is. | :21:20. | :21:28.
I know that the French clubs are a bit upset. The date in March is a | :21:28. | :21:33.
top weekend for their league, so they are not too happy. | :21:33. | :21:37.
Good luck in trying to book some trouble. | :21:37. | :21:41.
It is an important week for Bryan Magee. He is hoping to take another | :21:41. | :21:46.
step towards a world title this Saturday. Today he flew to Denmark | :21:46. | :21:51.
for his fight. After his final training session, he told us he is | :21:51. | :21:58.
confident, despite being 36 and fighting away from home. | :21:58. | :22:03.
I'm feeling under. I think I'm going backwards. I'm enjoying my | :22:03. | :22:08.
training. I feel stronger. Glentoran Football Club could have | :22:08. | :22:11.
a new manager as early as tomorrow. Former Manchester United player Pat | :22:11. | :22:14.
McGibbon, along with Eddie Patterson, Roy Walker, and Ian | :22:14. | :22:16.
Foster have all been interviewed for the vacant post. Glentoran play | :22:16. | :22:26.
:22:26. | :22:30. | ||
Shamrock Rovers tonight. Going back to the rugby, it was all | :22:30. | :22:34.
about player safety. Absolutely. It was probably the | :22:34. | :22:39.
right decision but it was a catastrophic mistake to leave the | :22:39. | :22:42.
decisions so late. That was the problem. | :22:42. | :22:48.
But does this mean there will be more spare tickets? | :22:48. | :22:58.
:22:58. | :22:58. | ||
Yes, and cheap. But the flights Talking about the weather, it is | :22:58. | :23:06.
not too bad today. Temperatures may be mild, however, | :23:06. | :23:11.
because we have some dusty winds making things feel colder. We also | :23:11. | :23:15.
have some damp weather in the north-west. It is blown in by the | :23:16. | :23:23.
strong winds. We have milder than normal temperatures of around six | :23:23. | :23:28.
degrees. No frost to worry about. Into tomorrow, may be a damp start | :23:28. | :23:32.
for many of us. It is going to stay cloudy and it will be gusty at | :23:32. | :23:41.
times. Those winds continued to blow some damp weather in. Into the | :23:41. | :23:48.
afternoon, a bit of damp weather for the coast into Belfast, but in | :23:48. | :23:52.
the South East, temperatures could even be into double figures. In the | :23:52. | :23:56.
West, cloudy, a few spots of light drizzle, but generally speaking it | :23:56. | :24:05.
is a dry day than wed. Towards the evening, maybe even a glimmer of | :24:05. | :24:11.
sunshine. Things will stay cloudy but the winds begin to ease. They | :24:11. | :24:15.
will come from a different direction. Temperatures at six | :24:15. | :24:18.
degrees again. The high pressure which has been in control of the | :24:18. | :24:22.
weather gradually shifts south as we go into the end of the week. As | :24:22. | :24:27.
it does, we have this neckband of wet weather pushing south across | :24:27. | :24:33.
the UK and Ireland. -- this next band. Keep the umbrella handy for | :24:33. | :24:37.
Thursday. It is going to be the wettest day of the week. But | :24:37. | :24:44.
temperatures are on the rise. Going into Friday, it looks settled. One | :24:45. | :24:47.
or two spots of showers. Temperatures into the double | :24:47. | :24:51.
figures. But by the weekend, although it looks settled, it is | :24:51. | :24:53.
although it looks settled, it is going to be colder by day and by | :24:53. | :24:57.
night. We end the programme by going back | :24:57. | :24:59.
to the Ebrington Square, the new shared public space on the | :24:59. | :25:02.
Waterside. The old parade ground - the size of London's Trafalgar | :25:02. | :25:05.
Square - is having the first of many parties. Sarah, you're waiting | :25:05. | :25:15.
:25:15. | :25:20. | ||
We are indeed. The size of Trafalgar Square behind me is | :25:20. | :25:25.
packed full of people from both sides of the River Foyle. The first | :25:25. | :25:34.
and deputy first ministers are here. But this has all been a result of | :25:34. | :25:41.
money that came from Stormont. There's regeneration here. This man | :25:41. | :25:47.
is behind the company that -- this lady is behind the company that | :25:47. | :25:57.
funded this. The transformation of the parade | :25:57. | :26:00.
ground was the first project to be completed. The Peace Bridge last | :26:00. | :26:06.
year was a great start but it had to lead somewhere. Now the parade | :26:06. | :26:11.
ground puts a heart in to the site. We will have a maritime museum. We | :26:11. | :26:20.
will host the Turner Prize next year. We are investing this year. | :26:20. | :26:25.
We are going to be in the global sphere with the Olympic Games, the | :26:25. | :26:30.
Cultural Olympiad next year. Thank you very much. A great party | :26:30. | :26:35. |
