The former US diplomat Richard Haass has said there is a sense of urgency | :01:15. | :01:18. | |
in talks aimed at resolving disputes over flags, parades and the legacy | :01:19. | :01:25. | |
of the Troubles. Mr Haass is back in town for what he's described as an | :01:26. | :01:28. | |
intense two weeks of deliberations and negotiations. Our political | :01:29. | :01:33. | |
editor is at the talks venue in east Belfast. What is in store over the | :01:34. | :01:45. | |
next two weeks? This next fortnight is make or break time for these | :01:46. | :01:51. | |
talks. Richard Haass and his team will be seeing the parties three | :01:52. | :01:57. | |
times and they will be seared British and Irish ministers to gauge | :01:58. | :02:02. | |
their response. One question which provoked controversy while he was in | :02:03. | :02:06. | |
America was a question about whether there would be any advantage to | :02:07. | :02:09. | |
designing a new Northern Ireland flag. Richard Haass explain to us | :02:10. | :02:15. | |
that that did not come off the top of that head but reflected opinions | :02:16. | :02:19. | |
he had been getting from some of the 600 written submissions he has | :02:20. | :02:24. | |
received. A good number of them came forward with ideas about a new | :02:25. | :02:30. | |
Northern Ireland flag and different people had different ideas about | :02:31. | :02:34. | |
what role such a flight could play full .Mac, for some it was playing a | :02:35. | :02:43. | |
larger role than others. It was clear to us that there was quite a | :02:44. | :02:47. | |
lot of popular interest in this. We thought we should get the opinion of | :02:48. | :02:55. | |
the leadership what they thought. Talking about how we deal with the | :02:56. | :02:59. | |
legacy of the past. What do the parties have to say about that? | :03:00. | :03:04. | |
Richard Haass himself said the various mechanisms and incentives | :03:05. | :03:09. | |
for covering the the truth about the troubled past will be on the table. | :03:10. | :03:14. | |
He would not give any more details. It seems a blanket amnesty is very | :03:15. | :03:23. | |
unlikely given therefore are over -- over the Attorney General's ideas. | :03:24. | :03:28. | |

document that old Stormont parties can sign up to, but we know that | :04:01. | :04:05. | |
there are big differences in relation to flags and parades in the | :04:06. | :04:10. | |
past. He is not completely ruling out the notion he might put his best | :04:11. | :04:15. | |
guess at where the future should lie in some kind of document. If he does | :04:16. | :04:21. | |
that the SDLP say that it is up to the British and Irish governments | :04:22. | :04:24. | |
and as many of the parties as possible to backhand. We want to | :04:25. | :04:28. | |
maximise agreement among the parties that in the absence of agreement | :04:29. | :04:32. | |
that is big, bold and fearless we think that Richard Haass has to make | :04:33. | :04:36. | |
his own recommendations and said to each of the parties and to the two | :04:37. | :04:38. | |
governments, who is going to join him in that challenge and | :04:39. | :04:45. | |
responsibility? How much detail we are going to get out of these | :04:46. | :04:49. | |
negotiations remains unclear. At one point Richard Haass said that he | :04:50. | :04:54. | |
would try to keep us as informed as possible but a moment later he said | :04:55. | :04:58. | |
that at times he might also have to keep us in the dark. | :04:59. | :05:04. | |
An international team of medics has been called in by health ministers | :05:05. | :05:07. | |
from both sides of the border to look at the current and future needs | :05:08. | :05:13. | |
of children's heart surgery. The retirement of Belfast's lead surgeon | :05:14. | :05:16. | |
this week leaves one paediatric surgeon at the Royal. Because of low | :05:17. | :05:20. | |
numbers, the unit has been assessed as unsustainable. Today's | :05:21. | :05:22. | |
announcement opens the possibility of it permanently sharing resources | :05:23. | :05:34. | |
with Dublin. Every picture tells a story. | :05:35. | :05:38. | |
Especially when it involves children, parents and the health | :05:39. | :05:42. | |
minister. They have been waiting months for this news which means a | :05:43. | :05:46. | |
reprieve for children's cardiac surgery in Belfast. If it had gone | :05:47. | :05:51. | |
the other way, around 100 children each year would have had to travel | :05:52. | :05:53. | |
to England for operations. It should be viewed positively and that the | :05:54. | :06:02. | |
pressure has been relieved that the service has been retained in Belfast | :06:03. | :06:06. | |
with a framework that can identify a sustainable solution. Belfast is | :06:07. | :06:12. | |
absolutely in play. That framework will allow for an international team | :06:13. | :06:15. | |
of experts to explore how Ireland can do deliver a dual service | :06:16. | :06:26. | |
serving both children and adults. Led by this Boston expert, they are | :06:27. | :06:32. | |
due to begin their review in January and completed by June next year. | :06:33. | :06:37. | |
Throughout this process everything has been about removing children's | :06:38. | :06:41. | |
heart surgery from Belfast. The continued commitment from Dublin | :06:42. | :06:44. | |
shows that networks are feasible and it is due to the families | :06:45. | :06:48. | |
campaigning and having their voices heard we are now taking positive | :06:49. | :06:53. | |
steps forward. For the past 20 months it has been people power | :06:54. | :06:57. | |
driving the process forward. Protests, marches, even public | :06:58. | :07:01. | |
meetings where family spoke out and their voices were heard. Children | :07:02. | :07:05. | |
are at the heart of it, very vulnerable children and I a heart of | :07:06. | :07:12. | |
stone not to be moved by this. Last week, Judith Mickey told newsline | :07:13. | :07:22. | |
she did not know where her daughter's operation would take | :07:23. | :07:27. | |
place. The news is so welcome that we might have her surgery in Belfast | :07:28. | :07:32. | |
or definitely Dublin. It is significant that both jurisdictions | :07:33. | :07:38. | |
are supporting each other and that Dublin's surgeons will be helping | :07:39. | :07:42. | |
their colleagues in Belfast. It is important to remember that although | :07:43. | :07:45. | |
Belfast may be the smaller of the two units we have a reputation for | :07:46. | :07:49. | |
delivering very high quality care across the board and we hope to | :07:50. | :07:53. | |
build on that. Today's announcement does not mark the end of this worry. | :07:54. | :07:57. | |
According to parents, what it does is create a brand-new chapter. The | :07:58. | :08:03. | |
possibility of creating an all Ireland network cardiac service | :08:04. | :08:11. | |

ID scanning system is now being used in some clubs. The ID is placed | :09:08. | :09:11. | |
face-down. It is scanned and the person's photograph is taken. Their | :09:12. | :09:14. | |
age is displayed on a screen beside their photograph, a copy of their ID | :09:15. | :09:18. | |
is also taken and if they are over 18 they get a big green tick. The | :09:19. | :09:23. | |
club then records all of the information. The idea for this | :09:24. | :09:29. | |
scanning machine came from a club in Cardiff and now three clubs operate | :09:30. | :09:36. | |
it here. The police tell me they have had other inquiries from other | :09:37. | :09:40. | |
clubs both in Derry and Banbridge who want to try and install the | :09:41. | :09:44. | |
system there too. We have seen a significant reduction in incidence | :09:45. | :09:49. | |
and caught up with underage people using false identification because | :09:50. | :09:53. | |
it flags up on our system and tells us that the person who is trying to | :09:54. | :09:58. | |
get in, whether they have bought one off the internet, has a false | :09:59. | :10:03. | |
document. We are unable to refuse entry on that raises. It can also | :10:04. | :10:08. | |
take a person's fingerprint, which means they don't have to bring out | :10:09. | :10:12. | |
their ID the next time. Plus, if a fight happens, or something is | :10:13. | :10:15. | |
stolen, the police can request the club's data, copy of an ID or a | :10:16. | :10:19. | |
photograph to catch the criminal. Clubs can also share details if | :10:20. | :10:23. | |
someone is barred and why. It is a good idea because there are so many | :10:24. | :10:26. | |
bags that go missing, there's some many phones that go missing and I | :10:27. | :10:30. | |
have had friends who have had money that has gone missing out of a bag | :10:31. | :10:34. | |
so it probably is a good idea. I think it is a good idea. It gives | :10:35. | :10:41. | |

given for a power station with a difference in the north west. Over | :11:36. | :11:53. | |
the past 11 years and after more than 100 relations, no one has been | :11:54. | :11:57. | |
sent to jail for fuel laundering. But the Justice Minister leaves that | :11:58. | :12:03. | |
that will change with new legislation coming into force. Our | :12:04. | :12:08. | |

where he witnessed the continuing battle against the illicit fuel | :12:13. | :12:17. | |

phase of an operation against this plant in South Armagh. Revenue and | :12:29. | :12:34. | |

of these tanks was being used to launder huge amounts of red diesel. | :12:40. | :12:45. | |
It was then piped to a secret underground tank. The officials | :12:46. | :12:51. | |
lifted up a manhole cover and found this fall strain. Tankers would fill | :12:52. | :12:59. | |
up at this coupling. And the diesel would then be shipped out over | :13:00. | :13:04. | |
northern Ireland. The plant was capable of something like 16 | :13:05. | :13:08. | |
millions -- 60 million litres of fuel Allen. -- per annum. That is a | :13:09. | :13:18. | |
huge amount of money. It is industrial. And it is that | :13:19. | :13:23. | |
industrial scale and the vast potential profits that seem to be | :13:24. | :13:29. | |
rendering the current deterrence in effect. Something the justice | :13:30. | :13:34. | |
minister wants to change with today's new legislation. We put | :13:35. | :13:38. | |
through legislation recently to address the problem of people not | :13:39. | :13:45. | |
going to jail. You do believe that sentencing has been on Julie | :13:46. | :13:49. | |
lenient? It is not for me to judge that. It is for the judge in the | :13:50. | :13:54. | |
individual case. But now the Court of Appeal will give a definitive | :13:55. | :13:59. | |
ruling. I believe that is almost certain to learn -- to Leeds to | :14:00. | :14:04. | |
custodial sentences. Tobacco fraud will also come within the scope of | :14:05. | :14:08. | |
the new legislation which takes effect immediately. | :14:09. | :14:15. | |
The police say the level of dissident republican threat remains | :14:16. | :14:18. | |
severe and they want people to remain vigilant over Christmas. | :14:19. | :14:22. | |
Police patrols are to be stepped up with officers more noticeable in | :14:23. | :14:26. | |
Belfast and other areas. A senior officer says the move is aimed at | :14:27. | :14:29. | |
stopping incidents like last week's gun attacks on police officers in | :14:30. | :14:35. | |
north and west Belfast. People will see a heightened presence in the | :14:36. | :14:41. | |
city centre. We are anxious to protect the commercial life of the | :14:42. | :14:45. | |
city centre and other towns in the run-up to Christmas. We do not want | :14:46. | :14:49. | |
people to have their Christmas ruined by terrorism or other serious | :14:50. | :14:55. | |

private sector gathered pace in November, hitting its fastest rate | :15:15. | :15:21. | |

level. That implies that firms will need to deal with these backlogs and | :16:40. | :16:45. | |
are more likely to recruit in the New Year to deal with this. Over the | :16:46. | :16:50. | |

indicating good growth. What does this say about long-term growth? | :16:56. | :17:00. | |
Well there is no doubt that some kind of recovery is taking place. | :17:01. | :17:06. | |
But we need to look at the context. Recovery is being driven by | :17:07. | :17:11. | |

they do that through borrowing and they are saving less. So what we | :17:18. | :17:24. | |
need to see over the next couple of years is business feeling confident | :17:25. | :17:27. | |

Work has started on Northern Ireland's largest green energy power | :17:34. | :17:36. | |
plant just outside Londonderry. 200 jobs will be created during the | :17:37. | :17:39. | |
construction of the new power station which will be the first of | :17:40. | :17:44. | |
