Health trust officials have warned that they may have to cut opening | :05:30. | :05:33. | |
hours at the Accident Emergency departments of Down Hospital and | :05:34. | :05:41. | |
Lagan Valley. Staff shortages have been blamed and it could result in | :05:42. | :05:46. | |
units closing at weekends. Two hospitals with the same dilemma. How | :05:47. | :05:49. | |

staffed. So much so that the health trusts that run them say that | :05:55. | :05:58. | |

Southeastern Trust officials say covering the weekends is most | :06:17. | :06:21. | |
difficult. They say the situation is critical and deteriorating but local | :06:22. | :06:26. | |
politicians oppose services being reduced. Downpatrick is 25 miles | :06:27. | :06:31. | |
away from Belfast and other major hospitals. For our ambulance | :06:32. | :06:34. | |
service, the skilled paramedics at work tirelessly in our area, they | :06:35. | :06:39. | |
will have to provide the service up to Belfast, taking them off the road | :06:40. | :06:43. | |
for up to two hours every time they have to deliver patient. That means | :06:44. | :06:48. | |
additional pressure on the ambulance provision within Down district, | :06:49. | :06:54. | |
which could ultimately cost lives. Feelings were mixed. A lot of people | :06:55. | :06:59. | |
use casualty, but unfortunately they use them when they should not. They | :07:00. | :07:04. | |
should go to their GP. A disaster for those of us that live far away. | :07:05. | :07:13. | |

a huge illegal dump was found near Londonderry last year. The report | :07:58. | :08:02. | |
says almost 35mm out in landfill tax was invaded at that dump alone. -- | :08:03. | :08:16. | |
35mm million pounds. This was illegal activity on a large and | :08:17. | :08:23. | |
lucrative scale. Millions of tonnes of waste. That did not happen | :08:24. | :08:27. | |
overnight. One of the disturbing things in the report says that a | :08:28. | :08:30. | |
department of the Environment inspector was on the site in 2007 | :08:31. | :08:34. | |
and he was especially something illegal was happening. He went back | :08:35. | :08:38. | |
in 2008, said his concerns up the line, and nothing much happened for | :08:39. | :08:43. | |
four years. Is the slowness to act part of the problem? This report | :08:44. | :08:49. | |
shows an industry where criminality is endemic and people regulating and | :08:50. | :08:54. | |
enforcing it are constantly getting the runaround. They do not know the | :08:55. | :08:58. | |

there is a slowness to act in some cases. When we look at what is going | :09:02. | :09:07. | |
on here, it is not just about the staff. There are clearly big | :09:08. | :09:12. | |
systemic problems. The regulation seems to be broken. The law is not | :09:13. | :09:16. | |
tough enough. The whole system seems to be full of holes and it makes it | :09:17. | :09:21. | |
far too easy for the criminals. So what happens now? Environment | :09:22. | :09:26. | |

and the SDLP gave their assessment of what they want to see in the next | :11:35. | :11:40. | |
24 hours. It is up to Sinn Fein, the DUP and the Ulster Unionist Party. | :11:41. | :11:45. | |
They one is in a position to check that responsibility and the public | :11:46. | :11:49. | |
will judge as harshly if we do. I have always said it is the best | :11:50. | :11:54. | |
opportunity for 15 years. Victims and survivors have been so strong | :11:55. | :11:57. | |

been concerns about the welfare of the horses that roamed this area and | :12:56. | :13:00. | |
it seems a number of them have died. The location I was given for these | :13:01. | :13:06. | |
carcasses is incredibly remote. It has taken almost half an hour of | :13:07. | :13:09. | |
walking through bogs to get here from the nearest road. Near the body | :13:10. | :13:15. | |
of the first horse lies the skeleton of at least one and possibly two | :13:16. | :13:20. | |
more. In all, I found at least five dead horses. It is not known how | :13:21. | :13:25. | |
they died or how long the bodies have lain here, or indeed who owns | :13:26. | :13:31. | |
them. Last month, a number of horses in the Clogher area were seized by | :13:32. | :13:36. | |
welfare officers working for the councils, following complaints made | :13:37. | :13:40. | |
about their welfare. The council told us that an investigation was | :13:41. | :13:42. | |
being carried out. There is plenty to confirm including young singers | :13:43. | :13:53. | |

It sounds like the stuff of fantasy but the police and prolific | :13:59. | :14:09. | |

like that. All sorts of things. I was put in prison. After being | :15:30. | :15:37. | |
jailed, he agreed to join a programme that work with the police | :15:38. | :15:42. | |
and prisons working to reduce the prospect of them reoffending. The | :15:43. | :15:46. | |
police say around 80% of crimes like burglaries and thefts are committed | :15:47. | :15:50. | |
by a small number of prolific offenders and that it makes sense to | :15:51. | :15:54. | |
concentrate on changing their behaviour rather than repeatedly | :15:55. | :15:58. | |
sending them to jail. If offenders take part in the programme, they | :15:59. | :16:03. | |
receive help with education and trading -- training and tackling | :16:04. | :16:06. | |
addictions like drugs and alcohol. If they don't, they face increased | :16:07. | :16:11. | |
scrutiny from the police and going back to prison. Adrian has been | :16:12. | :16:14. | |
removed from the programme because police say he is no longer involved | :16:15. | :16:20. | |
in crime or drugs. I feel a lot better and have more confidence in | :16:21. | :16:26. | |
myself. I am just a different person completely. Every time I see people, | :16:27. | :16:35. | |
they are saying I am looking well. On heroin, I was looking bad all the | :16:36. | :16:40. | |
time. You can change. It is up to yourself. It is up to yourself if | :16:41. | :16:49. | |
