the week. That is all from us, so it is goodbye | :00:00. | :00:15.
Good evening. The headlines on BBC Newsline: As Richard Haass publishes | :00:16. | :00:20.
a summary of his proposals, there's a row between the Orange Order and | :00:21. | :00:28.
Sinn Fein. Another day of high tides and winds causes problems along our | :00:29. | :00:32.
coastline. Find out why those who ran this ice rink are being accused | :00:33. | :00:39.
of a lack of Christmas spirit. An emergency meeting is held to discuss | :00:40. | :00:44.
car crime like this in west Belfast. Anything to declare? Why are local | :00:45. | :00:48.
football referees under the spotlight? And just one more day of | :00:49. | :00:54.
squally weather, before a change is on the way. | :00:55. | :01:01.
The Haass talks chairman says he won't give up on proposals | :01:02. | :01:06.
negotiated over many hours during the Christmas holidays. Today the | :01:07. | :01:10.
public gets to see what was on the table. Richard Haass has published a | :01:11. | :01:14.
summary of the package on flags, parading and the past. He has | :01:15. | :01:18.
suggested people would be better off if they tackled the difficult issues | :01:19. | :01:23.
now - as it would only get harder in future. This evening the Ulster | :01:24. | :01:27.
Unionist Party's Executive meets to discuss the proposals. This | :01:28. | :01:31.
afternoon Martin McGuinness claimed negative elements in the Orange | :01:32. | :01:34.
Order were setting the agenda for unionist parties. Our political | :01:35. | :01:36.
correspondent Martina Purdy has this report. Richard Haass had aimed to | :01:37. | :01:49.
get a deal on flags, parades and the past by Christmas was always a long | :01:50. | :01:54.
shot. But in the last days of negotiations, amid predictions of | :01:55. | :01:59.
doom, he refused to give up. I'm not in the business of doing | :02:00. | :02:03.
postmortems, because the patient is still alive. The talks ended without | :02:04. | :02:09.
agreement on New Year's Eve with only nationalist parties signed up, | :02:10. | :02:14.
he has issued a two-page summary of the proposals. Saying that people | :02:15. | :02:18.
here would be better off if they signed up. But his sense of urgency | :02:19. | :02:25.
isn't shared by unionists. Is the process dead in the water? Yes, it | :02:26. | :02:29.
has been dead since last week. It has been dead in the water since the | :02:30. | :02:32.
start. There was no point at which they were going to agree and even | :02:33. | :02:37.
now when people say they were close, they were not. The gaps were wider | :02:38. | :02:44.
than anyone realises. In a statement the deputy First Minister said: | :02:45. | :02:59.
The Orange Order issued its own statement, dismissing Martin | :03:00. | :03:07.
McGuinness's claims and accusing him of trying to deflect attention from | :03:08. | :03:11.
his own murky past. In his statement, Martin McGuinness also | :03:12. | :03:17.
said the purpose of any new group was to implement the Haass | :03:18. | :03:21.
proposals, not renegotiate them. He said the negotiations are over. The | :03:22. | :03:29.
Ulster unionists have promised a statement after the meeting. The DUP | :03:30. | :03:35.
declined to comment, saying that party offics would be considering | :03:36. | :03:40.
the prosals. -- proposals. Some say it is time the two governments | :03:41. | :03:46.
stepped in. It takes a lot of humility for our parties to say we | :03:47. | :03:51.
can't do it. If they can't, for the sake of all of us, for the sake of | :03:52. | :03:57.
good politics and policing, for the sake of good judicial process, for | :03:58. | :04:02.
the sake of peace within your community, I think they should | :04:03. | :04:05.
invite the two governments in to finish the process. So the Haass | :04:06. | :04:10.
talks might be over, but there is still plenty to talk about. And if | :04:11. | :04:17.
you'd like to read the two-page summary of the proposed deal which | :04:18. | :04:20.
the Stormont parties failed to agree, you can see it on our news | :04:21. | :04:33.
website. The Sinn Fein MLA Gerry Kelly says had been given a warning | :04:34. | :04:40.
over actions he took over an Orange Parade. The incident happened in | :04:41. | :04:44.
June last year. Mr Kelly interveeped to speak to police officers at the | :04:45. | :04:47.
scene. He was then carried on the front of a police rand Rover for -- | :04:48. | :04:53.
Land Rover for a time. The informed warning will stay on h record for 12 | :04:54. | :04:58.
months. Mr Kelly said he believed he was calming a difficult situation. | :04:59. | :05:06.
The police have paid tribute to 40 organisations and groups that helped | :05:07. | :05:09.
in the operation to prevent serious flooding. 45,000 sandbags have been | :05:10. | :05:12.
handed out by the authorities over the past few days. The north coast | :05:13. | :05:18.
was worst hit today, but, as BBC Newsline's Tara Mills reports, some | :05:19. | :05:21.
urban areas were spared the severe flooding that had been feared. A | :05:22. | :05:30.
sustained period of bad weather was forecast, and parts of coast took | :05:31. | :05:35.
another battering today. Emergency services were again out in force. | :05:36. | :05:41.
This wall was damaged in Friday's storms and today took more of the | :05:42. | :05:47.
same. One MLA said the sea wall defences date back centuries and | :05:48. | :05:53.
need to be updated. Only for the quick and efficient response by the | :05:54. | :05:59.
council things could have been a lot worse here today. Some of the most | :06:00. | :06:03.
dramatic scenes at the weekend were on this road in Warrenpoint. Today, | :06:04. | :06:08.
things were calmer. In the north-west the banks of the Foyle | :06:09. | :06:14.
came close to bursting and the search and rescue service were | :06:15. | :06:18.
monitoring water levels. Now, they're high. It is a 2.8 metre tide | :06:19. | :06:25.
and there is only two feet between here and the water. But it notice | :06:26. | :06:31.
danger -- but it is not dangerous at the moment. The Sydenham area has | :06:32. | :06:36.
been the focus of the prevepgs operation. But with drier | :06:37. | :06:41.
conditions, the high tide didn't cause any flooding. The policeman | :06:42. | :06:47.
said on Thursday night is there anywhere we could go. Our son said | :06:48. | :06:53.
we are not leaving. What is the use? I am concerned, because I have had | :06:54. | :07:01.
to book the day off work and my employers have been quite adaptable | :07:02. | :07:06.
and appreciate that. Schools in some areas finished early, including this | :07:07. | :07:10.
one. The principal of the school said it could be perceived as over | :07:11. | :07:15.
the top, but it is bete to be -- better to be safe than sorry. If we | :07:16. | :07:21.
had had heavy rain, or the winds continued there could be flooding. | :07:22. | :07:26.
We prefer to sacrifice an hour than the children going home in the | :07:27. | :07:32.
middle of any flooding and danger. Flooding did affect up with part of | :07:33. | :07:37.
Holyrood here. Police closed the road and diverted traffic. Questions | :07:38. | :07:42.
have been asked about whether the police have taken the lead in this | :07:43. | :07:49.
operation. The PSNI said it was a category 1 alert, meaning a danger | :07:50. | :07:53.
to life. Thankfully lives and property in this area have been left | :07:54. | :08:00.
unscathed. Residents are relieved the alert appears to be over for | :08:01. | :08:05.
now. One of the worst affected areas over the lest few days was the Ards | :08:06. | :08:09.
Peninsula. The tidal surges washed away parts of some roads on the east | :08:10. | :08:13.
coast. Chris Page has spent the afternoon there. When the sea is so | :08:14. | :08:19.
close, it is perhaps easy to forget how powerful it can be. It was no | :08:20. | :08:26.
day for a picnic as waves pounded the coast. Yesterday, part of the | :08:27. | :08:31.
road was washed away. Today, with another storm surge imminent, people | :08:32. | :08:36.
were hoping for the best, but prepared for the worst. This is high | :08:37. | :08:41.
tide and the waves are ferocious. But it doesn't look as though the | :08:42. | :08:46.
surge will be strong enough to reach the houses on the other side of the | :08:47. | :08:50.
sea wall. In the end it was a spectacle rather than an emergency. | :08:51. | :08:57.
It has got a sort of raw beauty. I could watch it all day. It is | :08:58. | :09:02.
frighteningly exciting I suppose. But it is quite spectacular. Not | :09:03. | :09:08.
etch was heeding the warnings to take care. -- everyone. The | :09:09. | :09:14.
coastguard warned people away. The waves threw boulders ashore. Here | :09:15. | :09:19.
residents took it upon themselves to clear the road. They're worried the | :09:20. | :09:23.
sea is wearing down the shore. We are losing more of the coastline. It | :09:24. | :09:30.
is tragic. There is nothing we can do. This man has only just moved | :09:31. | :09:36.
here. A baptism of fire is the way it was described to me. The water | :09:37. | :09:42.
was half way up our driveway. So it got quite close. It has been a | :09:43. | :09:48.
dramatic few days with high tides and strong winds. But the worst of | :09:49. | :09:56.
the battering is over. An ice rink in Newry was promoted as a winter | :09:57. | :10:00.
wonderland that was creating a Christmas spirit in the city. But, | :10:01. | :10:05.
for dozens of young people who worked there during December, the | :10:06. | :10:07.
spirit has long since disappeared because they haven't been paid. This | :10:08. | :10:10.
evening, they're planning to protest at the local council to try to get | :10:11. | :10:14.
the money they're owed. Kevin Sharkey reports. The skating is is | :10:15. | :10:20.
over and some empty pockets too. But little snow and ice at Christmas, | :10:21. | :10:24.
this is where would be ice skaters spent their time. And the company's | :10:25. | :10:30.
social media promotion suggested customers were having a fun time. | :10:31. | :10:35.
Ideal Christmas enjoyment. And thousands seemed impressed with the | :10:36. | :10:38.
idea. But these young student workers are far from impressed | :10:39. | :10:44.
today. I'm owed ?400. But the issue is that we have been told that it is | :10:45. | :10:50.
cash, it is cheque and it is by transfer. They have all our details. | :10:51. | :10:54.
I want to know where my details are. So where is the money? My | :10:55. | :11:00.
involvement is I'm an investor, I don't know how much is there. There | :11:01. | :11:04.
is money there. I'm answering the question frankly with you. You say | :11:05. | :11:09.
the money is there, where is it? There is money in the bank from | :11:10. | :11:12.
ticket sales. But I have no access, as I'm not a director of the | :11:13. | :11:17.
company. There is only one person that has access to the account. Have | :11:18. | :11:22.
you spoke to this person? I can't get through to him. I lost my phone. | :11:23. | :11:27.
Permission to use the space was granted by the district council. | :11:28. | :11:33.
They said they are disappointed that the organisers haven't honoured | :11:34. | :11:39.
their commitments. Well, there is no skating hoarse today and alongside a | :11:40. | :11:46.
marquee that was being used. And the people who put nit place haven't | :11:47. | :11:53.
been paid either. Still there is no money. How do you feel? Very sour. | :11:54. | :12:02.
What are we talking about? A fair substantial amount. Thousands? Yes, | :12:03. | :12:06.
thousands. Not everyone has lost out. The owners of this car which | :12:07. | :12:09.
was meant as a prize, but hadn't been paid for yet, returned today to | :12:10. | :12:19.
take their car back. Still to come on the programme before 7: Details | :12:20. | :12:24.
of a new year jobs boost as 130 new jobs are created at Bombardier in | :12:25. | :12:25.
east Belfast. A convicted child killer and rapist | :12:26. | :12:37.
has been granted legal aid for an inquest into the death of a girl he | :12:38. | :12:41.
was cleared of murdering. The High Court was told today that funding | :12:42. | :12:44.
has been approved for Robert Howard to be represented at the hearing to | :12:45. | :12:47.
examine the disappearance of 15-year-old Arlene Arkinson. The | :12:48. | :12:52.
teenager from Castlederg in County Tyrone went missing in 1994 and her | :12:53. | :12:55.
body has never been found despite many searches. In 2005, Robert | :12:56. | :13:00.
Howard who had lived near her home was acquitted of her killing. The | :13:01. | :13:03.
inquest is expected to begin in Omagh in April. Police, politicians | :13:04. | :13:11.
and community groups have been meeting to discuss ways of tackling | :13:12. | :13:17.
car crime in west Belfast. In an incident which we highlighted last | :13:18. | :13:20.
week, several hundred people turned out to watch stolen cars being raced | :13:21. | :13:24.
along the Falls Road. BBC Newsline's Mervyn Jess reports. This was the | :13:25. | :13:37.
scene on New Year's Eve. Social media messages were used to attract | :13:38. | :13:43.
a couple of hundred people to watch car thieves race stolen vehicles. | :13:44. | :13:48.
Today an emergency meeting of various agencies was called to | :13:49. | :13:52.
discuss ways of tackling the problem before someone is killed or injured. | :13:53. | :13:59.
It was around the lack of arrests and the lack of action and they | :14:00. | :14:05.
hoped that within, over the next fortnight, that a series of meetings | :14:06. | :14:09.
will take place and information sharing to allow the police to act. | :14:10. | :14:14.
Community groups stressed that while this type of activity is less common | :14:15. | :14:20.
than it was, it is not wanted by most people in the area. It is | :14:21. | :14:24.
disheartening for this to happen over the holidays. It is not the | :14:25. | :14:31.
norm any more. It is one of those Aun-off incidents. And I'm not | :14:32. | :14:35.
saying it doesn't happen, but it doesn't happen all the time. There | :14:36. | :14:38.
is good work being done within the area to curb this situation. The ips | :14:39. | :14:44.
Kent and -- incident and the coverage it got has sparked this | :14:45. | :14:48.
response. Not for the first time, police, politicians and community | :14:49. | :14:53.
workers are left searching for an answer to this decades old problem. | :14:54. | :15:01.
A man has been arrested in County Donegal in connection with a | :15:02. | :15:04.
suspected hit-and-run incident in County Fermanagh. The accident | :15:05. | :15:07.
happened in the early hours of yesterday morning on the Tullychurry | :15:08. | :15:10.
Road at Leggs near Belleek. The victim has been named locally as | :15:11. | :15:13.
Patrick McCafferty. It's understood he was in his 50s and from the area. | :15:14. | :15:17.
Detectives investigating the murders of two Catholic workmen almost 20 | :15:18. | :15:21.
years ago have arrested a man in north Belfast. Gary Convie and Eamon | :15:22. | :15:25.
Fox were killed when gunmen opened fire at a building site in North | :15:26. | :15:32.
Queen Street in May 1994. A 42-year-old is being questioned on | :15:33. | :15:34.
suspicion of murder, attempted murder and membership of the UVF. | :15:35. | :15:42.
Attacks on three houses in East Belfast have been condemned as | :15:43. | :15:45.
racist crimes by Alliance MP Naomi Long. Windows were smashed at the | :15:46. | :15:49.
properties in the Strandtown area shortly before midnight last night. | :15:50. | :16:02.
Waste is to be turned into power at a new energy plant at Bombardier | :16:03. | :16:07.
Aerospace in East Belfast. Planning permission was today granted for the | :16:08. | :16:10.
?85 million project that is creating 130 construction jobs. | :16:11. | :16:25.
In the years to come, the lights at Bombardier will burn from its own | :16:26. | :16:29.
separate power source. It will come off the grid and be supplied by its | :16:30. | :16:33.
own station. The new power source. It will come off the grid and be | :16:34. | :16:36.
supplied by its own station. The new power plant will be here, somewhere | :16:37. | :16:38.
on this land within Belfast's Harbour estate and be fuelled by | :16:39. | :16:41.
non-recyclable industrial waste. This will be waste that cannot | :16:42. | :16:47.
currently be recycled. It will not be food waste, paper or plastic. The | :16:48. | :16:57.
plant will operate like this one in Norway. Each year, Bombardier's | :16:58. | :17:03.
facility will fire up 120,000 tonnes of rubbish. Gas will generate steam | :17:04. | :17:09.
to drive a turbine which will produce electricity. It should be | :17:10. | :17:14.
operational within three years will stop it will save Bombardier about | :17:15. | :17:18.
?2 million a year, or about one third of its annual fuel bill. | :17:19. | :17:23.
Reducing big energy bills has become a priority issue for all of our | :17:24. | :17:27.
manufacturers but particularly for a company the size of Bombardier will | :17:28. | :17:31.
stop it currently pays three times more than -- more in Belfast than in | :17:32. | :17:38.
its sister plant in North America. We have seen energy costs going up | :17:39. | :17:44.
year on year and we put a strategy forward but we wanted to get on top | :17:45. | :17:49.
of our energy costs. The new plant will be run by an energy company, | :17:50. | :17:54.
yet to be identified, selling directly to Bombardier. There have | :17:55. | :17:58.
been occasions when environmentalists have described | :17:59. | :18:01.
burning waste as a primitive, dirty energy but there were no formal | :18:02. | :18:04.
letters of objection to this planning application. | :18:05. | :18:12.
The officials and not the players were the main topic of conversation | :18:13. | :18:15.
after the weekend's football matches. Stephen Watson can tell us | :18:16. | :18:17.
why. Referees and their assistants will | :18:18. | :18:21.
now be asked to declare any conflict of interest before they take charge | :18:22. | :18:26.
of a game. The Northern Ireland Football League has decided to write | :18:27. | :18:28.
to every referee following two separate incidents during games at | :18:29. | :18:31.
the weekend when officials had direct links with a club or players | :18:32. | :18:35.
who were taking part in the same match. | :18:36. | :18:55.
Working at his first top-flight Irish league match, Gary Hegarty was | :18:56. | :19:01.
assistant referee for the game between Coleraine and arts. The only | :19:02. | :19:05.
problem was that his brother Baikal was also at the Coleraine | :19:06. | :19:08.
Showgrounds as captain of the home side. -- Michael. The onus was on | :19:09. | :19:18.
him to report it. He took bad advice and he did not come to me who would | :19:19. | :19:24.
not have let the appointment stand. Nobody has done anything wrong here, | :19:25. | :19:30.
we have been naive and you will make sure that it won't happen again. | :19:31. | :19:34.
Gavin Hegarty will not work it any more games involving Coleraine. It | :19:35. | :19:40.
was not the only refereeing controversy bill. After taking | :19:41. | :19:45.
charge of the clash between one point and Linfield, it later emerged | :19:46. | :19:49.
that Keith Kennedy had previously been a Linfield season-ticket | :19:50. | :19:54.
holder. Since entering refereeing, he has not been involved with | :19:55. | :19:59.
Linfield so I do not see a potential conflict. He is embarrassed but he | :20:00. | :20:07.
is not done anything wrong. We need to learn from our mistakes when they | :20:08. | :20:11.
happen. Yesterday evening, he wrote to every one of our officials and we | :20:12. | :20:16.
have asked them all to do player any potential conflicts. -- to declare | :20:17. | :20:24.
any potential conflicts. Referees will have to be honest and come | :20:25. | :20:29.
forward. Already this morning there have been e-mailed back saying | :20:30. | :20:33.
referees have connections and we will address those. None of the | :20:34. | :20:39.
clubs involved over the weekend complained about the referees but | :20:40. | :20:44.
transparency is now the name of the game amongst officials with | :20:45. | :20:46.
conflicts of interest updated on an annual basis. | :20:47. | :20:54.
Linfield stayed top of the table. With Cliftonville not playing until | :20:55. | :20:57.
tomorrow, Crusaders can go second if they win tonight at home to | :20:58. | :21:03.
Dungannon. The other challengers at the top Glentoran and Portadown lost | :21:04. | :21:06.
ground on the leaders with a 2-2 draw at the Oval at the weekend. Two | :21:07. | :21:11.
fine strikes by the visitors looked to have secured the victory. Darren | :21:12. | :21:16.
Murray and Chris Casement with the goals, but Jay Magee rescued a point | :21:17. | :21:20.
for Glentoran when he poked home an equaliser two minutes into added | :21:21. | :21:27.
time. The drawn meant Glentoran stay in fourth, Portadown fifth. At the | :21:28. | :21:30.
Showgrounds, Ballymena United consolidated their position in the | :21:31. | :21:33.
top six thanks to David Cushley's strike to beat Ballinamallard. They | :21:34. | :21:37.
have now taken just one point from a possible 15. | :21:38. | :21:48.
The new Gaelic football season officially started yesterday. The | :21:49. | :21:53.
Power NI McKenna Cup got underway. It's the first All Ulster | :21:54. | :21:56.
competition played under the GAA's new rules to try and stamp out foul | :21:57. | :22:02.
play. Among the first-round games was the clash between Donegal and | :22:03. | :22:10.
Tyrone. Michael Murphy is one of the | :22:11. | :22:14.
greatest Gaelic footballers of his generation but he is human. The | :22:15. | :22:23.
Donegal captain showed his class just moments later, casually | :22:24. | :22:28.
drifting towards the goal. Sheer class from the film forward and | :22:29. | :22:31.
Donegal led by one goal at half-time. Tyrone dominated after | :22:32. | :22:36.
the break and their goalkeeper is proving quite the addition at both | :22:37. | :22:41.
ends of the pitch. He scored more points than the entire Donegal | :22:42. | :22:48.
teenager in the second half. He is a huge asset to us. He is a great | :22:49. | :22:53.
goalkeeper, he is good under the high ball, he can kick the free | :22:54. | :22:58.
goals. They don't all go over every day but if he gets that 75% rate, we | :22:59. | :23:05.
will take that any day. The GAA's attempt to cut out cynical play, | :23:06. | :23:17.
both managers seemed content. No complaints, it is part and parcel of | :23:18. | :23:21.
the rules and we have to work to them. We normally do that so it is a | :23:22. | :23:26.
lesson for us. If it is applied the way it was today, I would have no | :23:27. | :23:30.
issue with it. I think the referee acted very sensibly. I am very glad | :23:31. | :23:40.
about it. Donegal's player was led -- left with the condition -- eight | :23:41. | :23:47.
concussion. A bad day for Donegal but a better one for Tyrone. | :23:48. | :23:53.
The Belfast Giants' winning streak ended at nine games at the weekend | :23:54. | :23:57.
when they were beaten in overtime by the Dundee Stars. Trailing 2-1 late | :23:58. | :24:01.
in the game, the Giants scored an equaliser with just 15 seconds left | :24:02. | :24:05.
on the clock to send the match into overtime. However, the Stars then | :24:06. | :24:10.
scored a sudden-death winner to seal victory, 3-2. After the Christmas | :24:11. | :24:16.
period saw six wins out of seven, the Giants are now 12 points clear | :24:17. | :24:20.
at the top of the Elite League table. | :24:21. | :24:28.
The tidal surge is over and thankfully it didn't cause the major | :24:29. | :24:31.
flooding that was feared. Geoff Maskell has the latest weather | :24:32. | :24:32.
forecast. flooding that | :24:33. | :24:51.
We had the three highest tides on Friday, Saturday and Sunday so the | :24:52. | :24:56.
worst is now past. What we have tonight is a blustery night ahead | :24:57. | :25:00.
and plenty of strong winds as well. We do still have a yellow warning | :25:01. | :25:03.
for strong winds in place until midnight tonight. The showers, two, | :25:04. | :25:10.
continue overnight. There will be plenty of those around. All that | :25:11. | :25:15.
cloud cover means it stays reasonably mild. Overnight | :25:16. | :25:21.
temperatures of seven degrees. This low-pressure system, tomorrow that | :25:22. | :25:28.
moves its way northwards and its impact is lessened. Then we get a | :25:29. | :25:31.
change on the way after that so there really is just one more day of | :25:32. | :25:35.
the showery and blustery started in with. Plenty of showers still around | :25:36. | :25:41.
tomorrow but as we go through the day, they lose their intensity and | :25:42. | :25:48.
the gaps in the cloud widen and we start to see some better and | :25:49. | :25:51.
brighter spells as we go through the day. The temperatures are quite mild | :25:52. | :26:00.
at eight or nine degrees. If you can dodge the showers, it should be | :26:01. | :26:07.
quite a usable day. The showers continue through into the evening | :26:08. | :26:11.
and all the time, lessening in intensity and becoming more | :26:12. | :26:14.
isolated. The clearing skies in that tomorrow night will be cool. | :26:15. | :26:19.
Overnight temperatures of three or four degrees. Once we get into the | :26:20. | :26:25.
second half of this week, we can say goodbye to the wild stuff and hello | :26:26. | :26:30.
to something brighter. When the state itself is looking like quite a | :26:31. | :26:35.
reasonable day. The wind speeds have really dropped off and we have some | :26:36. | :26:38.
clearer skies with highs of a degrees. By Thursday, we still have | :26:39. | :26:46.
some showery stuff around. It is a story of gradual improvement through | :26:47. | :26:50.
this week as things get much better for the second half of the week. | :26:51. | :26:55.
You can keep it in touch with us by Facebook and Twitter. The story on | :26:56. | :27:02.
the Newry ice rink has a lot of people sharing their | :27:03. | :27:05.
England and Northern Ireland. We have a risk of coastal flooding on | :27:06. | :27:11.
the south coast of England tonight. | :27:12. | :27:13. |
