a whistle-blower told the BBC that she'd raised concerns regarding | :01:21. | :01:23. | |
patient safety and neglect at the same home as far back as 2005. Our | :01:24. | :01:29. | |
health correspondent Marie-Louise Connolly reports. This nursing home | :01:30. | :01:40. | |
in Carrickfergus houses elderly and vulnerable residents. In 2010, the | :01:41. | :01:47. | |
manager, Katherine McCall, was made aware a number of families were | :01:48. | :01:50. | |
concerned about how loved ones were being treated by a particular member | :01:51. | :01:55. | |
of staff. Evidence was brought before the Nursing and Midwifery | :01:56. | :02:00. | |
Council which investigates cases of misconduct. It found Mrs McCall had | :02:01. | :02:06. | |
failed to investigate allegations of abuse I1 member of staff against | :02:07. | :02:10. | |
five elderly residents. The panel also found the former nursing home | :02:11. | :02:15. | |
manager guilty of being the profession into disrepute. The | :02:16. | :02:20. | |
chairman said they reached their decision as it was their duty to | :02:21. | :02:23. | |
protect the public and especially the old and vulnerable. The care as | :02:24. | :02:29. | |
us and against whom the allegations were made ceased working at the home | :02:30. | :02:34. | |
at the start of 2011. Mrs McCall also left and a new manager was | :02:35. | :02:38. | |
appointed. With regard to Mrs McCall's case, the hearing heard | :02:39. | :02:43. | |

risk. The chairman said Mrs McCall had deliberately closed her eyes to | :02:49. | :02:53. | |
what was going on and said due to the prolonged nature of her | :02:54. | :02:57. | |
misconduct the panel had no option but to impose the toughest sanction | :02:58. | :03:01. | |
possible, which meant striking her off the nursing register. In an | :03:02. | :03:07. | |
unrelated case last year the BBC revealed how a whistle-blower made | :03:08. | :03:12. | |
allegations of patient neglect and her practice at Cherry tree nursing | :03:13. | :03:16. | |
home eight years ago. A former care system said her concerns were | :03:17. | :03:21. | |
ignored for years. Shortly after she went public, the Health Minister | :03:22. | :03:26. | |
ordered an independent review. In response to the Council hearing, a | :03:27. | :03:31. | |
statement from the home said this was a sad day for the nursing | :03:32. | :03:34. | |
profession Tom for those who strive to meet the highest standards. | :03:35. | :03:38. | |
Masked men have stolen ?3000 from two elderly sisters in South | :03:39. | :03:42. | |
Belfast. It happened last night at Vernon Street. May Kelly was | :03:43. | :03:45. | |
visiting her sister Eileen, when the masked men came into the house and | :03:46. | :03:50. | |
said they were searching for drugs. The men escaped in the direction of | :03:51. | :03:54. | |

November. They heard from a County Court judge, Desmond Marrinan, who | :04:47. | :04:51. | |
complained about being passed over for a promotion to the job of High | :04:52. | :04:57. | |
Court judge in 2009. He said the treatment he suffered amounted to a | :04:58. | :05:02. | |
flawed and biased treatment and criticised the Northern Ireland | :05:03. | :05:03. | |
judicial appointments commission which made the appointment. So what | :05:04. | :05:12. | |
happened today? The committee had been looking for Sir Declan Morgan | :05:13. | :05:17. | |
to give them evidence about this. They did a too look into this as | :05:18. | :05:20. | |
part of their probe into the commission, but he wrote back to say | :05:21. | :05:24. | |
he believed they were exceeding their powers and were behaving | :05:25. | :05:28. | |
potentially unconstitutionally in dealing with this. Paul Givan, the | :05:29. | :05:35. | |
committee chair, read out in part his letter and did not sound very | :05:36. | :05:42. | |
impressed by the argument. I was somewhat taken aback by the | :05:43. | :05:45. | |
correspondence from the Lord Chief Justice and the tone of the letter. | :05:46. | :05:50. | |
I don't believe it is helpful. It is not conducive to the type of | :05:51. | :05:54. | |
relationship we have been seeking to build with the Lord Chief Justice | :05:55. | :05:58. | |
and I believe it is an attempt to frustrate the workings of this | :05:59. | :06:03. | |
committee. He is clearly not happy but what happens next? The committee | :06:04. | :06:09. | |
will get legal advice to check if it is within its powers. What will be | :06:10. | :06:14. | |
crucial maybe the timeline. The appointment happened in 2009 which | :06:15. | :06:19. | |
was before the devolution of justice in 2010 and I think that is one | :06:20. | :06:23. | |
reason why do Lord Chief Justice feels they are acting outside the | :06:24. | :06:28. | |
remit. They may argue that because the looking at implications for | :06:29. | :06:31. | |
future policy they can delve into this matter. | :06:32. | :06:35. | |

out of the town. The developer believes it could breathe new life | :08:41. | :08:44. | |

being made to make it more efficient and easier for those who have to | :11:58. | :12:02. | |

whose daughter was killed by a drunk driver. I wanted to be there at | :12:10. | :12:14. | |

from the start, the case took a year to conclude. Lack of information and | :12:37. | :12:41. | |
a sense her family were a bit players in the process left in these | :12:42. | :12:46. | |
disillusioned. It is just a matter of fact to them and it is the same | :12:47. | :12:52. | |
as if it had been a dog killed in the road. It is the personal and | :12:53. | :13:00. | |
desensitised. Serious cases are tried in the Crown Court but much of | :13:01. | :13:05. | |
the preparatory work is done in Magistrates' Court. It can mean | :13:06. | :13:09. | |
checking things like parental resort -- like parental reports and making | :13:10. | :13:15. | |
sure it is prepared on time. It can mean short hearings were not much | :13:16. | :13:19. | |
happens but if you are a family member determined to come to every | :13:20. | :13:22. | |
hearing, you may find that frustrating. The knees's experience | :13:23. | :13:28. | |
is a tough one for the Public Prosecution Service do here. This | :13:29. | :13:34. | |
man is the victim 's' champion and hopes to ruled a service which will | :13:35. | :13:38. | |
see a defeated case officer for families all the way from charge to | :13:39. | :13:42. | |
conviction. He accepts reform is needed. When it gets to Crown Court | :13:43. | :13:47. | |

service is behind a new justice Bill which aims to clear path of the | :14:09. | :14:12. | |
bottlenecks. Cases go through a preliminary inquiry, essentially a | :14:13. | :14:17. | |
mini trial in the Magistrates' Court to test evidence and decide if a | :14:18. | :14:21. | |
case should go to trial. This Justice Bill would see that process | :14:22. | :14:27. | |
abolished for serious cases. Virtually no case is ever dismissed | :14:28. | :14:31. | |
at that stage and yet it requires court time, bringing defendants from | :14:32. | :14:37. | |
jail, witnesses and cross-examination and has proven to | :14:38. | :14:42. | |
be of no great value in England and Wales and we need to see about | :14:43. | :14:47. | |
abolishing it here completely. No one wants to end up in the criminal | :14:48. | :14:50. | |
justice system but it is hoped if you do the changes will mean a | :14:51. | :14:54. | |
simpler and more apathetic experience. -- more empathetic | :14:55. | :14:58. | |

spend ?3 million. When I met that teachers and children and talk to | :17:46. | :17:49. | |
them, I saw the difference it was making to giving those children a | :17:50. | :17:54. | |
good start early in life. If we changed young people's lives it is | :17:55. | :17:58. | |
value for money, improving the environment is value for money and | :17:59. | :18:03. | |
if we are improving family life it is value for money, and all those | :18:04. | :18:06. | |
indicators have been ticked. Schools are hoping the funding will continue | :18:07. | :18:11. | |
to pay for the extra teacher and classing assistant every unit needs. | :18:12. | :18:19. | |
