great news for the closing ceremony. That is it from

:00:00.:00:15.

A budget deal is finally done after weeks of deadlock at Stormont.

We ask the Finance Minister how he now plans to implement the cuts.

gold. Join me from Glasgow. And today's thunderstorms will

:00:46.:00:48.

continue to die away tonight but it's time to look ahead to

:00:49.:00:50.

the weekend. A budget crisis at Stormont has

:00:51.:00:52.

been averted - for now, at least. Departments,

:00:53.:01:02.

except Health and Education, the DUP wanted to use any budget

:01:03.:01:04.

surplus to pay for penalties we face because of the failure to bring

:01:05.:01:14.

in changes to benefits payments. Our political correspondent

:01:15.:01:18.

Gareth Gordon reports. Weeks

:01:19.:01:27.

counterclaim and slow negotiation. Now a kind of deal has been done.

:01:28.:01:36.

Bar the rubber-stamping. What was Now a kind of deal has been done.

:01:37.:01:43.

about and what was at rest? Every four months the Executive takes

:01:44.:01:47.

money back from departments that haven't spent it and gives it to

:01:48.:01:51.

others, but this time the DUP wanted to take some of that money and

:01:52.:01:58.

instead of redistributing it, use it to pay penalties imposed by

:01:59.:02:02.

Westminster because of Sinn Fein's refusal to implement welfare

:02:03.:02:06.

reforms. The amount is substantial, ?87 million, and must be paid by

:02:07.:02:13.

spring. The DUP plan to use some of the money clawed back this quarter

:02:14.:02:17.

to meet those penalties met a brick wall. Sinn Fein refused and now the

:02:18.:02:23.

parties have compromised by parking the problem until the next orderly

:02:24.:02:28.

budgets in October and January. The deal has not come a moment too soon

:02:29.:02:33.

for some of those relying on Stormont for support. At one point

:02:34.:02:36.

the failure to agree a budget was said to have jeopardised funding for

:02:37.:02:42.

the historical abuse inquiry and there were

:02:43.:02:43.

the historical abuse inquiry and transport for pensioners was at

:02:44.:02:49.

risk. The Simon -- the Finance Minister Simon Hamilton is facing a

:02:50.:02:53.

budget deficit of ?78 million. His solution is to make cuts of 2%

:02:54.:02:59.

across all departments, except health and education. Next, the main

:03:00.:03:07.

parties seem as divided as ever. Penalties were to be imposed as part

:03:08.:03:12.

of this monitoring round. They have not been and my party believes we

:03:13.:03:16.

now need to present a united front to the British government, rather

:03:17.:03:21.

than what has seen some parties who seem to have accepted the

:03:22.:03:26.

inevitability of it. John O'Dowd clearly does not understand the

:03:27.:03:31.

document says ?13 million has already been taken from our budget,

:03:32.:03:36.

so the penalties are already under way and a further ?87 million has to

:03:37.:03:42.

be taken into account in October. The deal was not supported by other

:03:43.:03:48.

parties. We believe it represents a complete failure to address serious

:03:49.:03:52.

issues confronting the Executive. What is being present that back

:03:53.:03:56.

presented as decisions being taken is merely decisions postponed, it is

:03:57.:04:01.

a failure of responsibility for the parties, a fax for DUP and Sinn Fein

:04:02.:04:07.

and we will not support such a proposal. There is a degree of

:04:08.:04:13.

unreality from Sinn Fein and the DUP and that has led to voodoo economics

:04:14.:04:17.

being practised by both, and a harm in stun to the entire executive --

:04:18.:04:24.

is done to the Executive and services, my department in

:04:25.:04:31.

particular sex to provide. There will be relieve at Stormont and in

:04:32.:04:33.

the community that this impasse has been broken, but with no overall

:04:34.:04:40.

agreement on welfare reform, it is likely the problem will re-emerge

:04:41.:04:41.

down the line. As Gareth reported, a short-term

:04:42.:04:44.

solution to the financial row at Stormont may have been found, but

:04:45.:04:46.

many difficulties still lie ahead. BBC Newsline's Mark Simpson has been

:04:47.:04:49.

gauging reaction to today's deal. While politicians have engaged

:04:50.:04:54.

in a budget battle at Stormont all summer, the public have been

:04:55.:04:57.

watching their every move. Have you been following negotiations

:04:58.:05:14.

over the June monitoring round? No. No, I haven't. I haven't because I

:05:15.:05:22.

have stopped listening to Stormont because it is either about the other

:05:23.:05:26.

side or the others and I just switched off now. It is sad as well.

:05:27.:05:32.

What would switch you back on again? If they would all grow up.

:05:33.:05:36.

What is again? If they would all grow up.

:05:37.:05:41.

today? Get off your backside and do something for the people and make it

:05:42.:05:47.

work. It will be a while before there is harmony at Stormont but at

:05:48.:05:51.

least politicians did find some agreement to date on the financial

:05:52.:05:57.

way forward. Let's face it, alterations arguing over money is

:05:58.:06:01.

nothing new but while this financial wrangle matters is the impact it

:06:02.:06:06.

could have, not just on the overall economy but the money in people 's

:06:07.:06:11.

pockets. Cutbacks at Stormont, reductions in services will all make

:06:12.:06:14.

a difference, but how bad will it be? The department have been told

:06:15.:06:20.

today they have to start making cuts of 2%. We will see things that can

:06:21.:06:26.

be postponed the postponed, we will see an attempt to make other schemes

:06:27.:06:32.

operate more cheaply, it will be a period of difficulty, especially for

:06:33.:06:39.

the Department of learning and the Department of Social Development,

:06:40.:06:43.

who are taking major cuts. We have until the 1st of January for the

:06:44.:06:47.

Executive to get a solution that if they do not this since -- the

:06:48.:06:51.

situation in nine months is unimaginable. While politicians try

:06:52.:06:58.

to work it out, the public can only wait for the impact to hit.

:06:59.:07:01.

The Finance Minister Simon Hamilton is with me now.

:07:02.:07:04.

Others say it's been kicked down the road until October.

:07:05.:07:09.

I have listened to comments from Sinn Fein that we haven't agreed to,

:07:10.:07:15.

which is ?87 million from the budget. The First Minister said Sinn

:07:16.:07:20.

Fein have not understood what they agreed to it they believe that. The

:07:21.:07:26.

paper agreed before by the Executive makes it clear that not only has ?13

:07:27.:07:32.

million already been lost but paragraph 66 of that document says

:07:33.:07:36.

we agreed to reduce the budget further I80 7 million if required in

:07:37.:07:41.

October. Do Westminster not just take this money before they take the

:07:42.:07:47.

grand? There are all sorts of technical ways this is done. Surely

:07:48.:07:52.

this is a straight answer, do they take it for you give it back? They

:07:53.:07:57.

reduce our ability to spend by 87 million, that was me clear in March

:07:58.:08:03.

by a letter from the Treasury to me in a letter saying he will reduce

:08:04.:08:08.

our budget by ?87 million if we did not progress on welfare reform, so

:08:09.:08:13.

it is imperative that Sinn Fein or the SDLP to show leadership or these

:08:14.:08:18.

cuts of 2% will be dwarfed by further cuts to deal with those

:08:19.:08:21.

penalties. They are still saying they have not agreed to the

:08:22.:08:27.

penalties. I do not know why at 4pm the agreed to a paper which says

:08:28.:08:31.

there will be reductions in October to deal with welfare, white they are

:08:32.:08:35.

now saying they have not agreed to that. They are playing politics,

:08:36.:08:40.

that is what has been agreed and that is what we will have to deal

:08:41.:08:43.

with. I would rather we had dealt with today but in a spirit of

:08:44.:08:48.

compromise we agreed to deal with it in October. Critics say this is an

:08:49.:08:53.

example that Stormont cannot operate normally, Sinn Fein and DUP have

:08:54.:08:58.

just protected the departments you are in charge of and everyone else

:08:59.:09:02.

has to bear the brunt of these cuts. They are key departments, there is a

:09:03.:09:06.

good case to be made for protecting health, given the pressures that

:09:07.:09:11.

Edwin Poots has outlined his department is facing, a young lad we

:09:12.:09:14.

can give him an additional ?20 million, in terms of education I

:09:15.:09:21.

have to accept I do not think there is an objective rationale for

:09:22.:09:26.

protect thing it but to get a necessary agreement and not let this

:09:27.:09:30.

drag on, it was required we protected health. I would rather we

:09:31.:09:35.

did not do that but that was what we had to do for a deal. Given that

:09:36.:09:40.

things like the historical abuse inquiry, free bus passes for the

:09:41.:09:45.

over 60s, they have been used as political footballs and yet you

:09:46.:09:48.

found the money to look good. I am glad we could, because a lot of

:09:49.:09:53.

people are trying to scare people that this would disappear, that will

:09:54.:09:58.

be funded today and funding has been given to the abuse inquiry and there

:09:59.:10:02.

are positive things within this paper. I think there is a better way

:10:03.:10:08.

to run this country, my country has been clear the coalition we have is

:10:09.:10:12.

not right for northern Ireland and we should move to a more voluntary

:10:13.:10:16.

coalition taking decisions for the people. That is an argument for

:10:17.:10:20.

another day. Thank you for joining us.

:10:21.:10:22.

A mother with an address in Belfast, who abandoned her three children

:10:23.:10:25.

at home overnight with no food, has been given

:10:26.:10:27.

The children, two girls and a boy, were all under the age of eight

:10:28.:10:32.

The woman, who can't be named to protect the identity of her

:10:33.:10:37.

children, admitted six charges of neglect and abandonment between the

:10:38.:10:40.

Today, Belfast Magistrates heard that the children had been left

:10:41.:10:47.

overnight alone in the home, which was in an "unfit state".

:10:48.:10:52.

The court was told the mother had admitted when questioned the

:10:53.:10:55.

"house was a disaster" and that she had abandoned her children before.

:10:56.:10:59.

Her defence lawyer said his client had been the victim

:11:00.:11:02.

of emotional, physical and sexual abuse in her home country, Poland,

:11:03.:11:07.

and she had therefore "detached" herself from her own children.

:11:08.:11:11.

District Judge George Connors said the case was serious enough to

:11:12.:11:15.

warrant a prison sentence, but as she had no previous record,

:11:16.:11:18.

he gave her a six-month sentence suspended for three years.

:11:19.:11:23.

All three children are now in foster care.

:11:24.:11:34.

A 32-year-old woman's been charged with collecting information likely

:11:35.:11:37.

to be of use to terrorists while working for the

:11:38.:11:41.

It's alleged that Charlene Pierce from Harmin Park in Newtownabbey

:11:42.:11:45.

tried to identify people under the Witness Protection Scheme.

:11:46.:11:47.

She's been granted bail with a number of conditions imposed.

:11:48.:11:52.

The manager of Northern Ireland's under-20 football team has said

:11:53.:11:55.

Mexico shouldn't be allowed to compete at the Milk Cup again

:11:56.:11:59.

after fighting during last night's game at the Coleraine Showgrounds.

:12:00.:12:03.

Four players who were sent off, three from Mexico and one from

:12:04.:12:07.

Northern Ireland, have been banned for the rest of the tournament.

:12:08.:12:10.

It was billed as one of the big games in a week-long festival of

:12:11.:12:23.

football. But Northern Ireland's clash with Mexico descended into

:12:24.:12:27.

violence, both sides involved in a brawl that lasted several minutes.

:12:28.:12:31.

When you're in involved in youth football you don't expect that.

:12:32.:12:35.

I don't think it is in our game here in the UK, I don't think fighting

:12:36.:12:39.

back and punching on the pitch and spitting at people and kicking

:12:40.:12:42.

Ultimately our boys were involved in it too.

:12:43.:12:45.

I have no idea who started it or what happened,

:12:46.:12:48.

I think some of our players had to protect themselves against kicks and

:12:49.:12:53.

There were young kids from around the world here to watch

:12:54.:12:59.

In a statement, the organising committee described the scenes as

:13:00.:13:11.

disgraceful. The Northern Ireland manager went further.

:13:12.:13:14.

The Milk Cup committee invite companies over and trust they will

:13:15.:13:17.

behave themselves, that is all you can do, give them the trust they

:13:18.:13:20.

will behave themselves, that is out of the control of everybody.

:13:21.:13:25.

They cannot control what happened on that pitch tonight.

:13:26.:13:27.

What they can control is the countries they bring to the

:13:28.:13:30.

Milk Cup and if you continually let people down

:13:31.:13:32.

and act in that manner, you have to ask questions, should they be here?

:13:33.:13:35.

The Mexican FA quickly condemned what happened today, issuing a

:13:36.:13:39.

formal apology to the Milk Cup organising committee. The Irish

:13:40.:13:44.

Football Association, and the young player, Dale Gorman, who was kicked

:13:45.:13:46.

in the head. Medical files containing sensitive

:13:47.:13:50.

information have been found by children after a former GP surgery

:13:51.:13:52.

was demolished in South Belfast. The building,

:13:53.:13:55.

owned by the SDLP leader Dr Alasdair McDonnell, also housed information

:13:56.:13:57.

about constituents in the area. Our health correspondent

:13:58.:14:00.

Marie-Louise Connolly reports. Packed with personal information,

:14:01.:14:03.

our medical files can contain sensitive and confidential material

:14:04.:14:07.

that's often only shared But following the demolition

:14:08.:14:11.

of these buildings on the Ormeau Road in South Belfast,

:14:12.:14:15.

medical files were found The buildings included

:14:16.:14:18.

a health centre and two doctor's surgeries, including that of the

:14:19.:14:23.

SDLP leader, Dr Alasdair McDonnell. According to the Irish News,

:14:24.:14:28.

information belonging to patients of Dr McDonnell's, including women

:14:29.:14:32.

who'd had miscarriages, was found Local people say they're shocked

:14:33.:14:35.

at the apparent breach He's not speaking to us today. That

:14:36.:14:55.

was his building. It's a wonder he didn't say. I cannot understand why

:14:56.:14:58.

they left it lying. In a statement, Dr McDonnell said it

:14:59.:15:01.

would appear that the building which he shared with other health

:15:02.:15:04.

trusts was not fully cleared out by Clanmil Housing Association, who

:15:05.:15:06.

are currently demolishing the site. Dr McDonnell added, this is

:15:07.:15:09.

a matter of the utmost seriousness and that he was sincerely sorry

:15:10.:15:12.

for any upset caused. In response, the association denied

:15:13.:15:14.

any documents had been found on its land and pointed to

:15:15.:15:18.

the adjoining doctor's surgery, But it seems Dr McDonnell,

:15:19.:15:21.

who is also MP for the area, used the surgery to store

:15:22.:15:27.

constituent information. That is sensitive information under

:15:28.:15:39.

the Data Protection Act and in Northern Ireland because of the

:15:40.:15:43.

situation, it is even more sensitive than normal in the rest of the UK.

:15:44.:15:49.

The Health Service is slowly moving towards digitising health records,

:15:50.:15:51.

which may in itself trigger a whole new set of problems.

:15:52.:15:55.

But however patient records are stored, making sure they're safe

:15:56.:15:57.

and remain confidential must be the priority of every medical practice.

:15:58.:16:05.

It's Happy Days in County Fermanagh for the next week or so,

:16:06.:16:08.

as Samuel Beckett, the Nobel laureate, is celebrated.

:16:09.:16:10.

As our arts correspondent Maggie Taggart reports, Yiddish,

:16:11.:16:12.

coffins and an underground concert make this a festival to remember.

:16:13.:16:23.

This may look like a sad occasion but the coffin belongs to Finnegan

:16:24.:16:30.

and they are trying to set a new world record for a live reading of

:16:31.:16:35.

immigrants wait. Samuel Beckett has been taken over by Enniskillen

:16:36.:16:39.

because he went to school here and the town is taking full advantage of

:16:40.:16:41.

that. Although Finnegan's Wake was created

:16:42.:16:48.

by another Irish great, James Joyce, Beckett is said to have written it

:16:49.:16:51.

down for him There are two versions of

:16:52.:16:53.

the Beckett masterpiece Waiting for And another in Yiddish,

:16:54.:16:57.

by a New York company. The actor Adrian Dunbar's main role

:16:58.:17:11.

is directing a play by Beckett, The audience will be transported

:17:12.:17:14.

to a mystery venue. I needed to find some work with

:17:15.:17:24.

atmosphere and I didn't find it in the town but I thought I could look

:17:25.:17:29.

just outside the town, but it is good to gather and audience and send

:17:30.:17:33.

them off on a journey and it gets them all collected together so they

:17:34.:17:39.

become attuned and as one when they sit down to watch the play.

:17:40.:17:43.

One of Fermanagh's jewels, the Marble Arch caves,

:17:44.:17:45.

have a starring role as stage for a musical work about Finnegan's Wake.

:17:46.:17:50.

So as you can see a wide variety of events and the man who now runs the

:17:51.:17:58.

festival, Sean Doran, has the risk paid off? It has paid off

:17:59.:18:02.

wonderfully in terms of the local people embracing it, but people come

:18:03.:18:08.

from Los Angeles, Tokyo and Australia, so it is a wonderful mix

:18:09.:18:10.

across 40 venues. The branding of Enniskillen

:18:11.:18:11.

as a Beckett town has been taken to heart by some businesses,

:18:12.:18:14.

complete with themed menus. Film crews shooting scenes

:18:15.:18:18.

for the new Star Wars movie left the island of Skellig Michael

:18:19.:18:22.

in County Kerry last night. This morning, tourists were allowed

:18:23.:18:25.

back to the rock, and BBC Newsline A film set no more, now the

:18:26.:18:38.

mysterious lump of rock is back to being simply ancient they smack

Michael. The security has gone too, ship. Finally we can take a look. We

are the first camera ship. Finally we can take a look. We

to Skellig Michael since they each finished shooting new scenes for

:19:02.:19:06.

Star Wars episode seven. Choppy seas, let's hope it is worth it. My

:19:07.:19:11.

wife and I are on our honeymoon and it just happens to our war was

:19:12.:19:15.

wife and I are on our honeymoon and so here we are headed out to Skellig

:19:16.:19:19.

Michael to see where they shot in the last few days. We found out once

:19:20.:19:27.

we were in Ireland that we were here just as they were filming Star Wars

:19:28.:19:32.

and this is the first trip on boats since the filming, so we are

:19:33.:19:35.

excited. Here we are, the first camera crew to set foot on Skellig

:19:36.:19:41.

Michael since they filmed the scenes and that was a very bumpy ride, no

:19:42.:19:46.

wonder Mark Hamill took a helicopter to the island. The only audience the

:19:47.:19:50.

stars would have had since shooting worthy Ireland's puffin population.

:19:51.:19:56.

There were fears they would be frightened of but they seem chirpy

:19:57.:20:00.

enough. They can fly to the top but for me it was a steep climb, up and

:20:01.:20:08.

up. But it was worth it. Wow. Look at that.

:20:09.:20:16.

These weather battled walls and huddled domes are centuries old.

:20:17.:20:23.

UNESCO has asked for a report on the impact filming has had on the world

:20:24.:20:30.

heritage site. I will be writing a report and I do not think it has,

:20:31.:20:35.

but my bosses will have to make up their mind if I am right or wrong.

:20:36.:20:41.

Everyone at every level has been sworn to secrecy on what has been

:20:42.:20:46.

filmed here. There is no harm in people having it exists as a prize,

:20:47.:20:50.

what ever in this movie, I have never seen one of them so it doesn't

:20:51.:20:58.

other me one way or another. The big question no one is answering because

:20:59.:21:06.

security has been so tight, is precisely which galaxy far far away

:21:07.:21:10.

Skellig Michael is supposed to be. We will have to wait until the film

:21:11.:21:14.

is released late next year to get an answer. The world is desperate for a

:21:15.:21:19.

glimpse of Holywood glitter on this tiny rock, but films and film stars

:21:20.:21:23.

like the monks who once lived here, come and go. Solid, stern, beautiful

female fighters going for gold, and the coaches are thrilled their

meticulous planning is paying off. We are all happy. We started off at

what to expect. The time we were away, I never experienced that

you know how they get on. Time for the weather now. For those

who like thunder and lightning, today was a treat. We had some tense

showers this afternoon, one from Fermanagh and another from the

flash flooding across parts of County Down. One way to beat the

will not be as intense as today, and to begin with a lot of places will

:26:59.:27:04.

be dry, quite cloudy for a while in the south-east but brightening with

:27:05.:27:07.

sunshine and overall the east will have the best weather in the

morning. Lunch time onwards, there will be scattered showers and one or

two could be sharp, but the thunder risk will be much lower,

two could be sharp, but the thunder do not like thunder and lightning

better news tomorrow. Because the winds are light, if you get a heavy

:27:21.:27:27.

job it could take a while to move but it will not rate all the time,

:27:28.:27:31.

there will still be dry and bright weather in between although with

:27:32.:27:34.

winds in the north-west it will feel a little cooler and fresher,

:27:35.:27:37.

especially towards the north coast. Tomorrow night fairly quiet but it

:27:38.:27:43.

is time to look ahead. There is still some uncertainty but it looks

:27:44.:27:47.

like the west is best, parts of Fermanagh and Tyrone. Northern and

:27:48.:27:51.

eastern counties will have rain and strong winds. Saturday is the better

:27:52.:27:57.

of the two days but you can see rain glancing parts of the east coast,

:27:58.:28:01.

then on Sunday it will affect the north and east for a while with

:28:02.:28:04.

quite a brisk wind before it moves away. Join me for our late summary
