Now we join going away. | :00:00. | :00:18.
This is BBC Newsline. Our top stories this Friday evening: | :00:19. | :00:18.
The death of a man in Belfast City Hospital - police confirm | :00:19. | :00:23.
I had in front of my eyes. | :00:24. | :00:39.
The French motor cycle racer entered here yesterday remains in critical | :00:40. | :01:03.
condition. After a dry day today, | :01:04. | :01:06.
it'll be increasingly wet Gale force winds are possible | :01:07. | :01:08.
on Sunday, and a real chill We begin with some news that's been | :01:09. | :01:13.
coming in inside the last hour. A competitor in | :01:14. | :01:23.
the Ulster Rally has been killed. It happened this afternoon near | :01:24. | :01:25.
Fivemiletown in County Fermanagh. Our reporter Chris Page | :01:26. | :01:27.
joins us from the newsroom. Details still coming into us here. | :01:28. | :01:42.
This crash happened on stage three of the Ulster Rally this afternoon. | :01:43. | :01:49.
There are two competitors in each car and one was killed. As team-mate | :01:50. | :01:56.
has been taken to hospital. Just explain, the cars set off at | :01:57. | :02:01.
intervals and therefore there are no other cars involved. Rallying is | :02:02. | :02:07.
normally thought of as one of the safer forms of motor racing. There | :02:08. | :02:13.
are stringent safety procedures. Fatalities are rare but not unknown. | :02:14. | :02:18.
Someone was killed in Scotland earlier this year and sadly there | :02:19. | :02:26.
has now been a fatality this afternoon in County Fermanagh. | :02:27. | :02:29.
Racing has been called off for the day. | :02:30. | :02:40.
The Arts Council has told the groups it funds that they should | :02:41. | :02:43.
make plans for cuts of up to 5% of their budgets for this year. | :02:44. | :02:47.
As our arts correspondent Maggie Taggart reports, 37 bodies | :02:48. | :02:49.
were told that it's the result of ?78 million-worth of cuts agreed by | :02:50. | :02:52.
37 organisations which get the largest funding were called to a | :02:53. | :03:06.
hastily arranged meeting at the Arts Council yesterday and told to | :03:07. | :03:10.
prepare for cuts of at least 1.2%, with a number -- another 3.2% | :03:11. | :03:20.
possible. We were told to submit the impact of | :03:21. | :03:26.
that cuts to the Arts Council. For us, that means savings of ?8,000 in | :03:27. | :03:32.
this financial year and it was a big shock to think that we had the | :03:33. | :03:36.
security of a grant being awarded to ask back in March and then in August | :03:37. | :03:45.
to find out that, no, that is not the amount we have been awarded up | :03:46. | :03:47.
the role. Almost halfway through the financial | :03:48. | :03:51.
year, organisations like these ones were told to work out how to save | :03:52. | :03:59.
1.2% of their budgets. They were told the cuts were not potential but | :04:00. | :04:03.
definite. The Arts Council says no decision has been made on the cuts | :04:04. | :04:07.
and they will work to mitigate the effects on those affected. | :04:08. | :04:12.
That was not what came across yesterday. That would be lovely if | :04:13. | :04:19.
that was the case. They said it would get worse. | :04:20. | :04:21.
It hit get -- big get... It is a big change to our plans for | :04:22. | :04:37.
the evening. It also means looking closely at where our core funding | :04:38. | :04:43.
and persistence. For example, have a lot for salaries and exhibition | :04:44. | :04:46.
costs for the artists which comes from exhibition funding. We need to | :04:47. | :04:50.
look at that and see where we can make tweaks and changes quickly. | :04:51. | :04:55.
The Northern Ireland Theatre Association says... | :04:56. | :05:03.
The Ulster Orchestra which gets the largest share of the budget says it | :05:04. | :05:11.
will argue strongly to avoid more cuts. They have been asked to | :05:12. | :05:18.
deliver potential savings and the impact | :05:19. | :05:18.
The police have confirmed they are conducting enquiries in to the death | :05:19. | :05:29.
of a 22-year-old man at Belfast City Hospital more than a year ago. | :05:30. | :05:32.
Sean-Paul Carnahan died in hospital five months | :05:33. | :05:33.
after he sustained a brain injury having tried to take his own life. | :05:34. | :05:38.
The details emerged at a preliminary inquest hearing into his death. | :05:39. | :05:40.
Sean Paul Carnahan was admitted to Belfast City Hospital after he tried | :05:41. | :05:57.
to take his own life. He was a regular user of so-called legal | :05:58. | :06:03.
highs. He was left brain damaged. His mother warned about the dangers | :06:04. | :06:09.
of legal highs. Don't touch that stuff. You wouldn't | :06:10. | :06:13.
want to be left away Sean Paul was left. | :06:14. | :06:17.
She believes her son was responding in hospital. | :06:18. | :06:23.
Sean Paul was a happy code, the brilliant we share the, always | :06:24. | :06:34.
smiling. -- a brilliant chef. On that day in particular, I had words | :06:35. | :06:40.
with him which he then tried to commit suicide and ended up in | :06:41. | :06:44.
hospital with a brain injury for five and a half months. | :06:45. | :06:48.
Today following the preliminarily inquest hearing, she accused the | :06:49. | :06:53.
hospital of not looking after her son properly. | :06:54. | :07:00.
I believed that he committed suicide -- tried to commit suicide and so | :07:01. | :07:08.
they give up on him. But that was my child. I had to watch my child die. | :07:09. | :07:14.
Waste away in front of my eyes. When my child died, he was six feet and | :07:15. | :07:22.
he died at five stone. I am traumatised by that. I thought when | :07:23. | :07:28.
I was putting him into their care that he was getting better, not | :07:29. | :07:33.
starved to death. At the hearing this morning, the | :07:34. | :07:37.
solicitor confirmed she had made a complaint to | :07:38. | :07:38.
solicitor confirmed she had made a alleged criminal negligence of | :07:39. | :07:45.
doctors to her son. The coroner queried the allegation and asked | :07:46. | :07:49.
doctors to her son. The coroner it constituted one of alleged | :07:50. | :07:52.
criminal manslaughter. But the solicitors for the family in the | :07:53. | :07:58.
Belfast trust agreed that it did. Tracy now says she wants a full | :07:59. | :08:03.
inquiry into her son's death. I will fight for him. He is my son | :08:04. | :08:13.
and I have to fight for him. In a statement, the Belfast trust | :08:14. | :08:21.
says it offers its sincere sympathy but that it would be inappropriate | :08:22. | :08:24.
to make any further comment with an ongoing process. | :08:25. | :08:29.
The Catholic Primate, Cardinal Sean Brady, has confirmed | :08:30. | :08:31.
that he offered his resignation to the Pope last month in anticipation | :08:32. | :08:34.
During his 18 year period as Archbishop of Armagh he has had to | :08:35. | :08:38.
deal with strong criticism of his and the church's handling of cases | :08:39. | :08:42.
For more we're joined now by our Dublin correspondent, | :08:43. | :08:46.
Shane, do we know whether the Vatican will | :08:47. | :08:50.
Sources close to Cardinal Brady seem certain that the offer to resign | :08:51. | :09:05.
will be accepted, if not within weeks then by the end of the year. | :09:06. | :09:10.
As Cardinal Brady says himself any statement, his successor has been | :09:11. | :09:21.
named, Eamon Martin. They think the Catholic Church in Northern Ireland | :09:22. | :09:30.
needs a fresh start after the controversies over allegations of | :09:31. | :09:31.
child sexual abuse. And how will Sean | :09:32. | :09:36.
Brady be remembered? All participants were sworn to | :09:37. | :09:53.
secrecy. We know that Father Smith then went onto to abuse dozens of | :09:54. | :09:59.
children being brought to justice in 1994. At the time of the programme | :10:00. | :10:04.
there were calls for Sean Brady to stand down, including from the | :10:05. | :10:06.
Deputy First Minister Martin McGuinness. He seems to acknowledge | :10:07. | :10:12.
he was damaged when he said he would continue to lead to the church but | :10:13. | :10:19.
as a windy kilo. Some of them said to Hope Frist that they believed he | :10:20. | :10:26.
had to go. What will he do next? | :10:27. | :10:32.
Cardinal Brady as an individual to many and not just as Catholics is | :10:33. | :10:39.
regarded as many as -- regarded by many as a decent man. He has ends -- | :10:40. | :10:47.
himself said he wants to be an ordinary parish priest and he may | :10:48. | :10:56.
get that chance again. Still to come. | :10:57. | :11:05.
Tattooing artists are at Titanic Belfast 's this weekend and they | :11:06. | :11:06.
seem to be making their mark. A thatched summer house | :11:07. | :11:13.
at the Florence Court estate in County Fermanagh has been destroyed | :11:14. | :11:15.
in a suspected arson attack. Four teenagers arrested | :11:16. | :11:18.
in connection with the incident at the National Trust property have | :11:19. | :11:20.
been released Our south west reporter | :11:21. | :11:23.
Julian Fowler has been to see From a scene of tranquillity, to one | :11:24. | :11:40.
of destruction. The summerhouse was a replica built 21 years ago. Copied | :11:41. | :11:46.
from footer graphs of an original 18th-century structure. -- | :11:47. | :11:55.
photographs. Last night, a visitor walking in the gardens spotted the | :11:56. | :12:02.
and raised the alarm. All that remains now is charred wood and | :12:03. | :12:04.
that. It is just devastating. It is | :12:05. | :12:12.
devastating for The National Trust staff and volunteers who love this | :12:13. | :12:17.
place and it is a shame to deprive the thousands of visitors that come | :12:18. | :12:20.
here annually to just sit in the house and enjoy the view. | :12:21. | :12:25.
What are your own memories of this place? | :12:26. | :12:27.
I have lots of memories. I can remember having birthday parties for | :12:28. | :12:33.
my children and having little strawberry teas in summers days. | :12:34. | :12:39.
Special memories. Visitors said they were upset at what had happened. | :12:40. | :12:45.
It is so sad. I know lots of local people and tourists will be | :12:46. | :12:49.
disappointed. One of my friends was getting married here and had booked | :12:50. | :12:53.
her wedding photographs here at the end of the month and is really | :12:54. | :12:56.
disappointed. It was a lovely place to go and sit | :12:57. | :13:01.
and relax and take in the view. It almost had a magical feel about it. | :13:02. | :13:04.
It really was beautiful and I hope they will be able to restore. | :13:05. | :13:10.
The National Trust says that with public support it hopes to be able | :13:11. | :13:14.
rebuild the house for visitors to enjoy again. | :13:15. | :13:18.
The two nuns who drowned after getting into difficulty | :13:19. | :13:20.
while swimming at a beach in County Kerry yesterday were sister Imelda | :13:21. | :13:23.
The two women, one in her 60s, the other in her 70s, were airlifted | :13:24. | :13:28.
A spokesperson for Kerry County Council said the accident happened | :13:29. | :13:33.
The number of new mortgage repossession cases | :13:34. | :13:46.
coming before the courts fell to the lowest level since 2007, | :13:47. | :13:49.
There were just over 1600 cases between January and June. | :13:50. | :13:53.
That compares to almost 2000 cases in the same period last year. | :13:54. | :13:57.
Health and safety procedures on building sites are facing | :13:58. | :13:59.
The authorities are planning a fortnight of unannounced visits | :14:00. | :14:03.
to sites making sure the risks faced by workers are minimised. | :14:04. | :14:07.
On average, two people a year are killed during construction projects. | :14:08. | :14:11.
Accidents and injuries on construction sites are nothing new. | :14:12. | :14:26.
They aren't on a spate or anything like that at the moment but with | :14:27. | :14:31.
that said, Health and Safety Executive are going to remain the | :14:32. | :14:35.
people that there are a better -- there is a better way to do things | :14:36. | :14:41.
sometimes. The chief executive joins me. Is this in reaction to people | :14:42. | :14:46.
dying on building sites or not? It is not as result of a big | :14:47. | :14:52.
increase. There are still fatal accidents and serious incidents | :14:53. | :14:56.
happening and is important that we try to prevent those. | :14:57. | :15:00.
It is prevention rather than cure. Very much about prevention and | :15:01. | :15:03.
making sure people are aware what the big causes are and planning to | :15:04. | :15:09.
prevent them. I know lifting heavy kerbstones was | :15:10. | :15:13.
one concern. Manual handling injuries would be | :15:14. | :15:18.
the major cause of nonfatal accidents within the industry but we | :15:19. | :15:23.
are also looking at things like falls from height is which kills the | :15:24. | :15:28.
most people in the industry. There have been too tragic fatalities | :15:29. | :15:34.
recently. We are looking at asbestos and making sure people identify that | :15:35. | :15:37.
it is present before they begin work and if it is present then deal with | :15:38. | :15:44.
it properly. It comes back to planning, making sure people | :15:45. | :15:47.
understand what the risks are, the identified and a deal with them | :15:48. | :15:49.
before the begins. Is this being brought on by the fact | :15:50. | :15:55.
that more money is going into construction than in recent years? | :15:56. | :16:00.
We have seen an increase in the number of sites that are being | :16:01. | :16:03.
reported to us in terms of work carried out and as a result of that | :16:04. | :16:13.
we are seeing more people coming and -- coming into the industry. It is | :16:14. | :16:16.
important they are brought up to speed very quickly. For those in the | :16:17. | :16:19.
industry, as work begins speed very quickly. For those in the | :16:20. | :16:23.
the plan for speed very quickly. For those in the | :16:24. | :16:29.
talking to a widow from an incident and the effect that has had on the | :16:30. | :16:32.
family, herself and the and the effect that has had on the | :16:33. | :16:38.
family, is huge. She saw her husband League 1 morning with box in his | :16:39. | :16:45.
hand and wouldn't he wasn't returning that night. She was told | :16:46. | :16:56.
days after. That is the returning that night. She was told | :16:57. | :17:00.
It is important that things can be done to prevent these knock-on | :17:01. | :17:03.
effects down the line. It will be going out to look at the | :17:04. | :17:08.
sites, the executive inspectors. That will be happening in two weeks | :17:09. | :17:12.
in September and there will be no prior notification that they are | :17:13. | :17:13.
coming. Belfast City Council has confirmed | :17:14. | :17:19.
that an event hosted by George Galloway will take place | :17:20. | :17:22.
at the Ulster Hall as scheduled. The council had taken legal advice | :17:23. | :17:25.
after the DUP called for next week's event to be cancelled because | :17:26. | :17:28.
of anti-Israeli remarks made Tattoo artists from all over Europe | :17:29. | :17:30.
are in Belfast this weekend They've hired part of the | :17:31. | :17:37.
Titanic Belfast visitor centre and, as BBC Newsline's Mark Simpson | :17:38. | :17:43.
reports, some people are taking Have seen the movie, now have a look | :17:44. | :18:01.
at the time too. All the way from Rome, this tattoo artist and his | :18:02. | :18:10.
brother came to Titanic Belfast for this international tatty convention. | :18:11. | :18:17.
Certainly they have had a big impression. -- International Tattoo | :18:18. | :18:26.
Convention. Tragedy and love. | :18:27. | :18:30.
Here is another guy that loves Titanic and this is costing him more | :18:31. | :18:37.
than ?1000. It is a composition peace with | :18:38. | :18:40.
fierce elements frying the drawing offices to the building we are in. | :18:41. | :18:55.
The cranes and the badge are all in there. | :18:56. | :18:58.
What with people who are watching this thinking you are crazy. | :18:59. | :19:02.
It is partially true that at the end of the day I love tattoos, I love | :19:03. | :19:09.
Titanic, I love art so why not. As technology has improved, tatties | :19:10. | :19:15.
have become more sophisticated. This woman is getting a picture of her | :19:16. | :19:18.
daughter but that old question still remains. | :19:19. | :19:22.
Does it hurt? It does but it is not too bad right | :19:23. | :19:27.
now. It is OK right now but give me an hour or two and I make need a | :19:28. | :19:32.
break. What about a Titanic tad too Western | :19:33. | :19:44.
Mark no, I like mine to be personal. This is a chance to get a 34 the | :19:45. | :19:49.
first time or if you prepare watch others get there is. | :19:50. | :19:58.
Viridian, the company which owns Power NI is | :19:59. | :20:00.
considering whether to start selling its shares on the stock market. | :20:01. | :20:02.
The firm is currently owned by a Middle Eastern investment bank. | :20:03. | :20:05.
The financial news agency Reuters says Viridian is planning to list | :20:06. | :20:08.
The firm says it has made no decision yet. | :20:09. | :20:20.
Sport this evening comes live from Dundrod. | :20:21. | :20:22.
Stephen Watson is there with the latest on the French rider | :20:23. | :20:24.
It has been confirmed the injured rider was Frenchman | :20:25. | :20:33.
Pierre Favre who was a first time competitor around these roads. | :20:34. | :20:36.
A statement from the Royal Hospital said Mr Favre remains in a critical | :20:37. | :20:40.
It?s understood members of his family have travelled to | :20:41. | :20:47.
There was no practice today but tomorrow?s UGP goes ahead | :20:48. | :20:59.
as scheduled and, as Nial Foster reports, Guy Martin | :21:00. | :21:01.
In the hills above Belfast there is one charismatic character who ruled | :21:02. | :21:16.
the road last night. Guy Martin set the pace and won a thrilling race. | :21:17. | :21:24.
Some days it has just not worked and I have been there or thereabouts. | :21:25. | :21:29.
Other days I feel on it and I can edge away. Bruce to get to | :21:30. | :21:37.
Other days I feel on it and I can but what a ride. | :21:38. | :21:46.
And there is a real international flavour to this week's racing with | :21:47. | :21:51.
40 newcomers. My first road race. My team-mate | :21:52. | :21:59.
contacted me through Facebook and asked if I'd ever been interested in | :22:00. | :22:04.
racing in Ireland and I said sure but I don't know anyone. He said | :22:05. | :22:08.
what have I can get you in the race and I said why not. It is a little | :22:09. | :22:16.
overwhelming when you are used to riding shorter courses. I have seven | :22:17. | :22:22.
miles to learn and master with blind turns. It is exciting and intense. | :22:23. | :22:26.
She turns. It is exciting and intense. | :22:27. | :22:29.
tomorrow when the fastest road race revs up. | :22:30. | :22:35.
There is live commentary tomorrow on a radio Ulster. | :22:36. | :22:40.
Now an update on Gaelic footballer Kevin McCloy | :22:41. | :22:42.
who collapsed while playing for his club Lavey on Wednesday evening and | :22:43. | :22:44.
A statement released on the family's behalf a short time ago confirmed | :22:45. | :22:49.
the former Allstar is stable and his condition is continuing to improve. | :22:50. | :22:57.
The world one golfer Rory McIlroy played a fleeting visit to Belfast | :22:58. | :23:05.
today before heading to Manchester United tomorrow where he will parade | :23:06. | :23:11.
his trophies. At his home club today the next generation were out in | :23:12. | :23:15.
force. I am 11. He hasn't even started | :23:16. | :23:23.
secondary school but this young man, this young boy, many are predicting | :23:24. | :23:30.
at the -- is the next Rory McIlroy. He is the pressure? | :23:31. | :23:35.
What is your handicap and what did you score yesterday? | :23:36. | :23:41.
My handicap is ten. What does Rory McIlroy mean to you? | :23:42. | :23:49.
He means a lot to me. A clear indication that Rory Mania | :23:50. | :23:57.
continues. Here's a great inspiration to us all | :23:58. | :24:02.
and it shows that hard work gets results. | :24:03. | :24:05.
Is it important to have that role model and to feel that he is | :24:06. | :24:11.
originally from round the corner. Yes because you can believe that | :24:12. | :24:16.
that could be you. The last few days have been huge. | :24:17. | :24:21.
The visitors arriving wanting to know where he grew up playing golf. | :24:22. | :24:27.
There are trophies that he has won in the clubhouse. They have had a | :24:28. | :24:37.
happy experience. For a nation with such a small population, he has come | :24:38. | :24:44.
from Hollywood and is now a global superstar. Everyone is talking about | :24:45. | :24:48.
him and it is great. Michael Roy is well on the way to -- | :24:49. | :24:54.
Rory McIlroy is on the way to the clips Jack Nicholas and Tiger Woods | :24:55. | :25:02.
but there is another young man willing to become the next Rory | :25:03. | :25:07.
McIlroy. A look at the football fixture list | :25:08. | :25:13.
tomorrow. Ballymena's manager knows the tie against Portadown will be | :25:14. | :25:21.
tough. Big men at the back, centre half | :25:22. | :25:25.
second deal with balls into the box. Keep switched on and don't fall | :25:26. | :25:30.
asleep and you can get something from the game. | :25:31. | :25:35.
All the action tomorrow on BBC One. That's it, back to you. | :25:36. | :25:46.
It is a mainly dry day today and a dry nights tomorrow night. | :25:47. | :25:58.
It is a mainly dry day today and a head into the weekend, things start | :25:59. | :26:03.
to go downhill little bit. It becomes increasingly showery and | :26:04. | :26:14.
breezy as we go through the weekend. The showers shouldn't be enough to | :26:15. | :26:16.
disrupt the racing but it will take The showers shouldn't be enough to | :26:17. | :26:26.
the edge off the weekend. A little bit warmer where we have shelter | :26:27. | :26:32.
down across Kent are done and the greater Belfast area. As we head | :26:33. | :26:36.
into Sunday, that is when the wind is really start to pick up. There is | :26:37. | :26:41.
a Met Office yellow warning for strong winds that is in place from | :26:42. | :26:47.
9am on Sunday morning. Because it there's this pressure system. Just | :26:48. | :26:56.
see how tightly packed those isobar systems are. We could see gusts of | :26:57. | :27:07.
40 to 50 miles an hour along the coast and that north-westerly breeze | :27:08. | :27:09.
brings in some really quite heavy showers. Look at those temperatures, | :27:10. | :27:15.
not very summary. It doesn't get much better on Monday, I'm afraid. | :27:16. | :27:19.
Just look at those temperatures there. Less rain around but as we | :27:20. | :27:27.
head into next week, it has a bit of a autumnal blast. | :27:28. | :27:35.
We can confirm it was the driver of the car in the Ulster Rally that was | :27:36. | :27:39.
killed. These pictures are just coming in. His codriver has been | :27:40. | :27:45.
airlifted to hospital and his injuries are not known. The rest of | :27:46. | :27:48.
the race has been cancelled. We | :27:49. | :27:50. |
