The First Minister and DUP leader Peter Robinson has | :00:00. | :00:09.
announced a surprise reshuffle of the party's Stormont ministers. | :00:10. | :00:12.
The Health Minister Edwin Poots, who has been under pressure | :00:13. | :00:14.
from months, has been replaced by Jim Wells and Mervyn Storey will | :00:15. | :00:17.
replace Nelson McCausland as Social Development Minister. | :00:18. | :00:23.
Now you see them, is soon you will not. This afternoon, Edwin Poots and | :00:24. | :00:31.
Nelson McCausland were on their feet in the assembly before taking the | :00:32. | :00:35.
Long walk to Peter Robinson's office. Edwin Poots is replaced by | :00:36. | :00:42.
Jim Wells as health minister. Nelson McCausland, by Reverend story. He | :00:43. | :00:49.
impressed his chair of the Stormont education committee but must now | :00:50. | :00:53.
deal with the toxic issue of welfare reform. I am under no illusion about | :00:54. | :01:00.
the enormity of this challenge and I believe if people want to see | :01:01. | :01:07.
improvement, there was to be agreement on this issue so we can | :01:08. | :01:11.
move forward to be prosperous in a way that we have been to date. As | :01:12. | :01:15.
Health Minister, Jim Wells has the hardest job of all and one that many | :01:16. | :01:20.
believe he had been overlooked for. Did you think your chance had gone? | :01:21. | :01:25.
I am not going to comment on that. I knew that Edwin would do a first | :01:26. | :01:30.
rate job. I supported entirely and he has led the bedrock for dealing | :01:31. | :01:33.
with health in difficult circumstances. Mild he replaces was | :01:34. | :01:38.
controversial. Edwin Poots was accused of allowing his Christian | :01:39. | :01:43.
views to cloud his judgement and was Quetta sized by the Lord Chief | :01:44. | :01:46.
Justice for claiming he would not get a fair hearing in court over his | :01:47. | :01:50.
band of gay men giving blood and recently claimed he would face the | :01:51. | :01:55.
sack rather than make cuts. I have no intention of making these cuts so | :01:56. | :02:00.
it goes back to the executive, that they need to add a step up to the | :02:01. | :02:06.
plate. We potentially break the budget and they find another | :02:07. | :02:09.
minister to do it or executive takes the decision that is going to | :02:10. | :02:14.
implement these cuts. Nelson McCausland was equally | :02:15. | :02:19.
controversial, found guilty by an assembly committee of deliberately | :02:20. | :02:22.
misleading them over allegations in this BBC Spotlight programme of | :02:23. | :02:26.
political interference in the running of the Housing Executive. | :02:27. | :02:30.
But that is in the past and what now for the future leadership of Peter | :02:31. | :02:36.
Robinson? I will continue to be here for as long as the party want me to | :02:37. | :02:42.
be here. How long will it be? How can I tell how long I will live. I | :02:43. | :02:47.
am here, eating three meals a day and happy in the job I am doing. I | :02:48. | :02:50.
believe we are taking the right decisions for Northern Ireland but | :02:51. | :02:53.
there are very difficult decisions that we have to take in relation to | :02:54. | :02:58.
the future of the assembly, the future of devolution and our | :02:59. | :03:02.
relationships within the UK, the spending that is available to us and | :03:03. | :03:08.
I believe with my experience that I can to the party through those | :03:09. | :03:12.
difficult times. Peter Robinson will help this puts an end to speculation | :03:13. | :03:16.
about his own future either inside or outside the party and an early | :03:17. | :03:23.
election may be coming, no time for uncertainty about where the DUP is | :03:24. | :03:24.
going and he is taking it there. There will be more reaction to that | :03:25. | :03:29.
surprise reshuffle on Stormont Today A nationalist residents group in | :03:30. | :03:31.
North Belfast says it is angered by reports that the Secretary of State | :03:32. | :03:36.
Theresa Villiers plans to establish a panel of enquiry to examine | :03:37. | :03:39.
the Ardoyne parades dispute. The panel has been requested by the | :03:40. | :03:42.
DUP after part of 12 July parade was We seem to have the British | :03:43. | :03:55.
Secretary of State willing to set up a process that could potentially | :03:56. | :04:00.
overrule at Parades Commission decision. We have seen here over a | :04:01. | :04:06.
year now of harassment led by the UVF against the residents of this | :04:07. | :04:10.
area and we would be loath to see anything that would reward such | :04:11. | :04:12.
activity through a panel of enquiry. | :04:13. | :04:17.
In a statement tonight, a spokesperson for the NIO said | :04:18. | :04:19.
the Secretary of State expected to conclude discussions with | :04:20. | :04:22.
a wide range of interested parties on the issue soon. | :04:23. | :04:24.
No decisions will be taken until those meetings have concluded. | :04:25. | :04:26.
A rapist was jailed today for 18 years and told he would not be | :04:27. | :04:30.
Darius Porcikas, with an address at Upper Edward Street in Newry, | :04:31. | :04:34.
was one of the two men charged with a range of offences from an | :04:35. | :04:38.
incident two years ago when a woman was repeatedly raped and abused. | :04:39. | :04:44.
It was here in 2011 when the ordeal began. Her then boyfriend had been | :04:45. | :04:58.
involved with Darius. The three smashed her door in and said about | :04:59. | :05:01.
her boyfriend with a cricket bat will stop they beat him unconscious | :05:02. | :05:04.
before turning their attention to her. She was brutally beaten but | :05:05. | :05:09.
this was only to be the start of her ordeal. Over the next 12 hours, she | :05:10. | :05:13.
was subjected to rape, violence and deliberate humiliation, the details | :05:14. | :05:17.
of which are too horrifying to be broadcast. The trial here at | :05:18. | :05:21.
Craigavon lasted three weeks and it took the jury just over two hours to | :05:22. | :05:26.
find Darius guilty of a total of 12 offences. During the trial, they | :05:27. | :05:30.
heard how he had committed the shocking crimes and then had gone on | :05:31. | :05:35.
the run. After a series of appeals to the public, Darius was eventually | :05:36. | :05:40.
found living here in this wooded area a matter of yards from the | :05:41. | :05:45.
college in Craigavon. He had built a temporary shelter and incredibly, | :05:46. | :05:52.
had lived here for up to one month with his pregnant girlfriend. I am | :05:53. | :05:56.
really pleased the court as reflected in the sentencing, the | :05:57. | :06:02.
severity of this. I hope this sends a message out that we will not | :06:03. | :06:05.
tolerate this in our society. Duelling Darius for 18 years, the | :06:06. | :06:10.
judge he said he would not even be considered for release until it was | :06:11. | :06:13.
felt safe to do so. His co-accused was found guilty of a single charge | :06:14. | :06:19.
of assault on the woman's boyfriend. There was a third mild present that | :06:20. | :06:24.
morning. He has never been named in court but it is believed he is back | :06:25. | :06:28.
in Lithuania. The hunt for him will continue. | :06:29. | :06:30.
At golf's Ryder Cup, Rory McIlroy and Graeme McDowell are | :06:31. | :06:34.
not paired together this week but in an interview for BBC Newsline, | :06:35. | :06:37.
McDowell stressed once again that there aren't any problems | :06:38. | :06:40.
It is hello to a fourth consecutive Ryder Cup for Graeme McDowell. A | :06:41. | :06:55.
player who excels when he steps into the world's golfing glare. His | :06:56. | :06:59.
relationship with Rory McIlroy is the focus for many this week. The | :07:00. | :07:05.
issue is his legal at all with his former management company which | :07:06. | :07:08.
still represents grey metal. But he is adamant that all is well on and | :07:09. | :07:14.
off the course. Our personal issues have been well documented the last | :07:15. | :07:17.
couple of years. We both have come through that and out the other side, | :07:18. | :07:22.
better friends than ever were. From the golfing point of view, the | :07:23. | :07:26.
dynamic has changed from the Big Brother role that I had maybe in | :07:27. | :07:30.
2010. Now he is the number one player in the world. We certainly | :07:31. | :07:35.
won't play every match together like we have in the past and that will | :07:36. | :07:40.
not be because of personal reasons but because the captain believes we | :07:41. | :07:43.
are better used elsewhere in the team. Four years ago, Graeme | :07:44. | :07:53.
McDowell was the hero. He once a repeat performance in Scotland. This | :07:54. | :07:59.
is where I want to be, you want to be wearing a sweater, I want to be | :08:00. | :08:03.
here in Scotland. This is going to be a tough week, it will be close | :08:04. | :08:07.
and we have got to knuckle down and play hard. As he dries to help the | :08:08. | :08:11.
European team when the Ryder Cup for the eighth time in the last ten | :08:12. | :08:13.
attempts. Last night, the autumn equinox | :08:14. | :08:29.
brought autumn rain which is good news for the gardens. More rain is | :08:30. | :08:34.
living through this evening. It clears away and behind it, not | :08:35. | :08:38.
completely dry. Some of the showers could be quite heavy before they | :08:39. | :08:41.
start to ease away towards the end of the night. It, it turns drier and | :08:42. | :08:47.
clearer. Cool in one or two spots but most places holding between | :08:48. | :08:50.
eight and 12 degrees. Tomorrow we are looking at a better day. Drier | :08:51. | :08:55.
and brighter and they could still be one to light showers around first | :08:56. | :09:01.
thing in the morning. But they will fade away as we go through the | :09:02. | :09:04.
morning. The sun of 30 come through. It is a fairly trite day -- bright | :09:05. | :09:12.
day coming up. For the rest of England and Wales, the risk of a | :09:13. | :09:16.
view heavy showers running through. It could be quite torrential in 12 | :09:17. | :09:20.
places but not all parts will get them. Still some drier and brighter | :09:21. | :09:29.
spells in between. It is a fresh feeling afternoon for us as well. | :09:30. | :09:33.
Mainly dry and bright with decent spells of sunshine but temperatures | :09:34. | :09:38.
ranging from 14 in the north coast to 16 in parts of the South. Through | :09:39. | :09:42.
tomorrow night and into Thursday, the temperatures are creeping back | :09:43. | :09:46.
up, it will feel and muggy and warm out quite a lot of cloud and drizzly | :09:47. | :09:50.
rain around. Friday looks a little bit drier and brighter again. | :09:51. | :09:53. |
