Good evening. The government's chief inspector of prisons has described

:00:00.:00:09.

the high security Maghaberry jail as the most dangerous he has ever set

:00:10.:00:13.

foot in. An inspection report describes the jail as unsafe,

:00:14.:00:16.

unstable and in a state of crisis. Inspectors said they had real

:00:17.:00:20.

concerns that if the issues identified were not addressed as a

:00:21.:00:23.

matter of urgency, there could be serious disorder or loss of life.

:00:24.:00:25.

Our Home Affairs Correspondent Vincent Kearney reports.

:00:26.:00:34.

Maghaberry Prison was built to hold Northern Ireland's

:00:35.:00:35.

But the prison itself is now considered a dangerous place.

:00:36.:00:43.

We inspect about 40 prisons a year and I have

:00:44.:00:45.

This is the most dangerous prison I have been into throughout my time

:00:46.:00:50.

There have been many reports criticising prisons here

:00:51.:00:56.

This inspection carried out in May 2015

:00:57.:01:07.

was undoubtedly the most concerning of all the reports published to date

:01:08.:01:10.

A team of more than 20 inspectors spent two weeks in Maghaberry Prison

:01:11.:01:19.

in May and they assess the prison's performance against for

:01:20.:01:22.

in May and they assess the prison's performance against four

:01:23.:01:24.

In three areas, safety, respect, and activity,

:01:25.:01:28.

When it came to the fourth area, resettlement, they described

:01:29.:01:35.

Maghaberry Prison.had become unsafe and unstable.

:01:36.:01:50.

This was in our opinion a prison in crisis.

:01:51.:01:56.

The Department of Justice says major changes and reforms have

:01:57.:01:59.

The Chief Inspector of Prisons does not agree.

:02:00.:02:04.

Dickens could write about Maghaberry Prison without batting an eyelid.

:02:05.:02:15.

The justice minister said he only had time for a limited number

:02:16.:02:18.

This was his response to a BBC reporter.

:02:19.:02:25.

The report criticised leadership of Maghaberry Prison in May this year.

:02:26.:02:35.

The director-general has refreshed and strengthened the leadership team

:02:36.:02:37.

in the prison and that is the team which is now delivering

:02:38.:02:40.

That is the important thing to focus on.

:02:41.:02:42.

They are not bringing in improvements?

:02:43.:02:43.

You were told that I had time for two questions then I had to see

:02:44.:02:53.

I will certainly not be resigning while I lead

:02:54.:02:57.

They are held here in Row House, a separate unit within the prison.

:02:58.:03:17.

They account for just 5% of the total prison population but are much

:03:18.:03:20.

The report says giving preference to maintaining the regime for separate

:03:21.:03:29.

prisoners over every other area in the prison is unfair...

:03:30.:03:38.

There are harsh words about health care in the prison.

:03:39.:03:43.

Concerns are shared by this protester who served 17

:03:44.:03:46.

He suffers from a rare condition which means his jaw

:03:47.:03:51.

did not grow normally and says he did not receive proper treatment.

:03:52.:03:59.

I was in the cell 24.7 just to sore.

:04:00.:04:01.

Because the doctors did not seem to understand they just kept putting

:04:02.:04:04.

my medication up and up and up to the point where I was just

:04:05.:04:08.

Improvements to the prison buildings are currently taking place

:04:09.:04:11.

but bricks and mortar won't fix the problems identified in this report.

:04:12.:04:17.

The inspectors will go back in January to assess what progress

:04:18.:04:19.

Director general of the prison service, Sue McAllister, said that

:04:20.:04:28.

while the report's findings were disappointing, conditions at the

:04:29.:04:30.

I have overseen significant improvements in reform to the

:04:31.:04:45.

service, acknowledged by the minister, by the independent

:04:46.:04:49.

oversight panel including the chief inspector of criminal justice, there

:04:50.:04:52.

is much work left, I am the right person to lead that but we have

:04:53.:04:56.

reached a point of no return. This is a huge huge reform programme and

:04:57.:05:01.

you would not expect it to be delivered quickly.

:05:02.:05:06.

A Belfast businessman has asked the police to investigate remarks made

:05:07.:05:09.

about him by the DUP leader, Peter Robinson.

:05:10.:05:11.

about him by the DUP leader, Peter Lawyers acting for Peter Curistan

:05:12.:05:12.

have lodged a complaint with the PSNI about the comments, which were

:05:13.:05:15.

made in the House of Commons nine years ago. Mr Curistan alleges there

:05:16.:05:18.

is a case to answer under what's known as "misfeasance in public

:05:19.:05:21.

office". Mr Robinson says any police investigation would be a waste of

:05:22.:05:24.

in two weeks time. Hospital have voted to go on strike

:05:25.:05:32.

The dispute is with the Northern Trust over planned changes to the

:05:33.:05:35.

rotation of the 30 paeditric nurses to include a new children's unit

:05:36.:05:38.

within the Accident and Emergency department. Nurses believe the plans

:05:39.:05:40.

are unsafe, but the Northern Trust say the proposals have been

:05:41.:05:43.

clinically assessed and any risks have been considered and concerns

:05:44.:05:45.

addressed. They also say they have offered the opportunity to resolve

:05:46.:05:48.

the dispute without the need to strike. But the nurses' union

:05:49.:05:51.

Nurses feel they need additional staff, it has not been resourced

:05:52.:06:11.

adequately. It isn't being staffed adequately. They are fully

:06:12.:06:15.

supportive of the concept of a paediatric unit in the A

:06:16.:06:20.

department but one that must be resourced properly and staffed

:06:21.:06:21.

properly. A public warning notice has been

:06:22.:06:24.

added to an art exhibition at the demonises the Orange Order.

:06:25.:06:27.

claim that one of the paintings appear to be Ku Klux Klan masks.

:06:28.:06:36.

Both the TUV and the DUP have asked for it to be removed. But the Grand

:06:37.:06:39.

Orange Lodge said they didn't object to the painting being in the

:06:40.:06:43.

exhibition as long as the warning We are not calling for this

:06:47.:06:57.

but this is about acknowledging the fact that it is offensive to

:06:58.:06:59.

our organisation and membership. I will make a point of going

:07:00.:07:04.

into see it. The Secretary of State says she

:07:05.:07:09.

believes a deal can be done at Stormont next week - but warned

:07:10.:07:12.

there are still significant obstacles to be overcome. Theresa

:07:13.:07:14.

Villiers was speaking amid speculation that a deal between the

:07:15.:07:16.

DUP and Sinn Fein is imminent. She said there was a degree of hope

:07:17.:07:20.

because of the commitment of the I think it's possible we could have

:07:21.:07:32.

a deal next week, yes. I am realistic about the state of the

:07:33.:07:38.

talks, I think that the gap between the parties on key issues has been

:07:39.:07:42.

closing but there are some very difficult problems still to be

:07:43.:07:48.

resolved. You can see that interview in full straight after this

:07:49.:07:49.

programme. And BBC Northern Ireland's Spotlight

:07:50.:07:51.

programme has won a Royal Television Society award tonight. The programme

:07:52.:07:54.

picked up the RTS for ' A Woman Alone with the IRA' in which Belfast

:07:55.:07:57.

woman Mairia Cahill said she was raped by a suspected IRA man and

:07:58.:08:00.

that the IRA later helped cover up Straight to the weather forecast.

:08:01.:08:11.

Angie. Hello, today's band of rain has been a transition to changeable

:08:12.:08:14.

weather through the next couple of days. The rain has moved on tonight,

:08:15.:08:21.

mainly dry, a firm out of cloud which will tend to become misty with

:08:22.:08:27.

low cloud, not Chile. Nine or 10 degrees. Tomorrow, and other change

:08:28.:08:32.

on the way, brighter weather moving in that another head cap tomorrow

:08:33.:08:39.

with a never wet and windy spell. They could be surface water and

:08:40.:08:44.

spray on the roads, not pleasant with the southerly breeze

:08:45.:08:47.

freshening. The rain moves away from the Republic of Ireland heading

:08:48.:08:54.

eastwards across the rest of Britain. For most parts of the

:08:55.:08:56.

country tomorrow, wet and windy. Quite mild in the south, 16 to 18

:08:57.:09:04.

degrees, decent for early November. Towards the West, West Wales and the

:09:05.:09:10.

south-west of England, skies will brighten up into the early hours.

:09:11.:09:14.

The afternoon is more cheery, sunshine, a few blustery showers

:09:15.:09:21.

moving through but more dry than wet weather. Decent temperatures, 15 or

:09:22.:09:26.

16 degrees. With a breeze, the values will be tempered. Saturday,

:09:27.:09:32.

low-pressure moves in bringing wet and windy conditions for a time.

:09:33.:09:37.

Another batch of rain moves in on Sunday said quite changeable with

:09:38.:09:42.

rain at times and wet and windy. That is your local news and weather.
