Good evening, the headlines on BBC Newsline:

The alleged former IRA chief of staff, Thomas Slab Murphy,

:00:18.:00:19.

Big cuts to some Stormont budgets revealed, although health is to get

:00:20.:00:26.

Not so much an election as a coronation: the DUP

:00:27.:00:33.

will tonight formally install Arlene Foster as their new leader.

And it's been another exceptionally mild day.

:00:59.:01:01.

Find out how long it will continue for later in the programme.

:01:02.:01:11.

The alleged former chief of staff of the IRA has been convicted of tax

:01:12.:01:24.

evasion in the Republic. Thomas Slab Murphy was found guilty on nine

:01:25.:01:28.

charges of the lunar gravity special criminal trial in Dublin. Lisa

:01:29.:01:34.

McAllister reports. It was a series of raids by the criminal assets

:01:35.:01:37.

bureau on Thomas Slab Murphy's farm which straddles the border, that led

:01:38.:01:42.

to his prosecution for tax evasion. Among the items seized from an

:01:43.:01:46.

outhouse, bags containing a quarter of 1 million euros in cash, and over

:01:47.:01:54.

?111,000. A number of ledgers, documents were also seized. The

:01:55.:01:57.

prominent republicans seen here in the middle at an earlier hearing,

:01:58.:02:06.

tonight -- denied all nine counts. Judges at the Court in Dublin ruled

:02:07.:02:12.

he was guilty and said he had furnished tax returns on his income

:02:13.:02:19.

as a cattle farmer. Presiding judge Mr Justice Paul Butler

:02:20.:02:31.

he was remanded on bail and will be sentenced in February. Meanwhile,

:02:32.:02:37.

information on sentences handed down in at least five other similar cases

:02:38.:02:41.

will be made available to the court will stop Lisa McAllister will stop

challenge against being brought to Northern Ireland

asked the High Court in London to stop them being arrested

:02:52.:02:56.

and brought back here for questioning by the PSNI.

:02:57.:02:58.

Police said they would factor in the ruling as they continue

:02:59.:03:01.

Health spending will increase by around 1% in real terms next year

:03:02.:03:08.

But other departments will have to contend with significant cuts.

:03:09.:03:18.

Our economics and business editor John Campbell is here.

:03:19.:03:27.

so, what's happening across the other departments, John? The first

:03:28.:03:32.

thing to say about this is that the first budget ever to reflect the

:03:33.:03:38.

departments recruiting from 12 to nine departments. This is the first

:03:39.:03:43.

nine department budget. That makes comparison with previous years a bit

:03:44.:03:45.

more difficult but one key thing is that the health Department remains

:03:46.:03:49.

the biggest the department. It concerns about half of Stormont's

:03:50.:03:54.

?10 billion budget. If you protect that budget it will mean that other

:03:55.:03:58.

departments suffer. If you take a look at a couple of the figures here

:03:59.:04:01.

you can see the Department for the for the economy, the new Department

:04:02.:04:05.

for economy is down by 3%. The new Department of agriculture and

:04:06.:04:08.

environment is down by almost 6%. I was speaking to the Finance minister

:04:09.:04:13.

earlier and he was saying that we were in an environment where the

:04:14.:04:18.

money we get from Westminster is falling, so it is down to the

:04:19.:04:21.

executive to prioritise work will spend. Back on the 25th of November

:04:22.:04:27.

we were facing a lower budget, in terms of cash it was flat, but in

:04:28.:04:31.

real terms were taking a reduction of 5.3%. We are working hard to look

:04:32.:04:36.

at what are our priorities in terms of real the Northern Ireland budget.

:04:37.:04:43.

We have allocated money to the Department of Health, significantly,

:04:44.:04:46.

and also to schooling and police so we can help those priorities too.

:04:47.:04:52.

The finance minister there and obviously soon-to-be DUP leader.

:04:53.:04:54.

There was ?60m that the Executive had set aside to deal with impact

:04:55.:04:57.

of tax credit cuts. What's happening with that money?

:04:58.:05:00.

The Chancellor George Osborne was going to make big cuts to tax

:05:01.:05:05.

credits, a huge impact here predicted. The executive set up

:05:06.:05:08.

money aside to mitigate the effects of that, then the Chancellor did a

:05:09.:05:14.

screeching U-turn, and so that leaves a ?60 million pots to do

:05:15.:05:18.

something with. That money, I expect, will be going towards

:05:19.:05:22.

welfare, but what is actually happening is 30 million has just

:05:23.:05:26.

been spent across departments, and the other 30 million will be held in

:05:27.:05:30.

expert review looking at welfare reform overall, so it is possible

:05:31.:05:34.

that that money will go to welfare, although it could go to other areas

:05:35.:05:38.

like education or other departments facing big cuts. Any reaction to

:05:39.:05:41.

what has been heard so far? One thing to say about this budget is

:05:42.:05:49.

that the SDLP and the Alliance members have been for it. Other

:05:50.:05:54.

reaction from the Chamber of Commerce say that it will affect the

:05:55.:06:00.

economy, and that could imply further and higher education cuts,

:06:01.:06:03.

and a reduction in the workforce would would not be a good idea.

:06:04.:06:17.

Senior members of the DUP are meeting now to formally elect

:06:18.:06:19.

Arlene Foster as the new party leader.

:06:20.:06:21.

She is the only person to put her name forward to succeed

:06:22.:06:24.

Mrs Foster is expected to take over as First Minister next month.

:06:25.:06:28.

So what difference might her leadership make to Northern Ireland?

:06:29.:06:32.

Our political correspondent Chris Page has been asking that

:06:33.:06:34.

From young Ulster Unionists to DUP minister, and now leader of

:06:35.:06:48.

unionism. Under Peter Robinson's unit ship she emerged at the

:06:49.:06:54.

frontrunner to take over from him. She previously had roles as

:06:55.:06:59.

enterprise minister, a high visibility job which required plenty

:07:00.:07:03.

of high visibility jackets. Business people were generally impressed with

:07:04.:07:07.

her performance. She went out there, she engaged, she has a strong

:07:08.:07:12.

knowledge. We have a strong economy now and we need more corporation

:07:13.:07:20.

tax, but we need to allow further investment in other sectors and

:07:21.:07:23.

Arlene will fully understand that. The economy is one significant

:07:24.:07:29.

theme, and another is the fact that the First Minister will be a woman

:07:30.:07:34.

for the first time. This lady runs a trading investigation team for

:07:35.:07:41.

women. It will open doors and aspirations for women and girls of

:07:42.:07:47.

all ages. Will there be new opportunities for cross community

:07:48.:07:53.

cooperation? This man thinks it's likely power-sharing will be more

:07:54.:07:58.

stable. There have been occasional situations of tension, string vein

:07:59.:08:02.

in government for example, and personal chemistry hasn't been

:08:03.:08:06.

always there, I imagine that she will find ways on a pragmatic basis

:08:07.:08:11.

of getting on with her job. And when it comes to policies, this political

:08:12.:08:16.

analyst suggests there could be some subtle shifts. I think Arlene and to

:08:17.:08:21.

a certain extent Peter Robinson know that Ireland is changing -- Northern

:08:22.:08:27.

Ireland is changing, it is becoming more liberal, although you may not

:08:28.:08:30.

think it, so there is a choice there. Decisions of our top

:08:31.:08:34.

politicians have a major impact on peoples lives it. I much Northern

:08:35.:08:36.

Ireland will change over the next few years will depend to a extent on

:08:37.:08:42.

Arlene Foster public leadership but voters will deliver an early verdict

:08:43.:08:46.

on how she's getting on. Assembly elections are due to take place in

:08:47.:08:47.

less than six months' time. So what will Arlene Foster's

:08:48.:08:50.

leadership of the DUP As a former Ulster Unionist will it

:08:51.:08:52.

help to bring the two main Our south west reporter

:08:53.:08:56.

Julian Fowler has been speaking to people in her constituency

:08:57.:09:00.

where the fallout from her defection more than 10 years

:09:01.:09:03.

ago still runs deep. And there is flash photography at

:09:04.:09:17.

the start of the report. Tom Elliott's victory in the general

:09:18.:09:21.

election shows that people can achieve great things were working

:09:22.:09:25.

together. But last month DUP's conference Arlene Foster gave this

:09:26.:09:30.

warning. I say unashamedly from this platform today that we should not

:09:31.:09:40.

forget it was Ulster Unionists won the sheep from Sinn Fein, it was all

:09:41.:09:45.

Unionists that won this seat. She used to work for James Gibb as a

:09:46.:09:49.

solicitor. As of the Unionist chairman he was a Trimble ally, at

:09:50.:09:53.

odds with his legal apprentice. Her decision to defect in the 2004, days

:09:54.:09:59.

after her election to Stormont, remained a toxic episode. There has

:10:00.:10:05.

been considerable bitterness in the Unionist party and Fermanagh which

:10:06.:10:11.

still remains I have to say. It is often I think that we are as

:10:12.:10:16.

Unionists proud that Arlene has a send it the political lander --

:10:17.:10:22.

ascended the political ladder. She is someone who are stuck to her

:10:23.:10:27.

principles. Officially, she was in a different party, and she was due to

:10:28.:10:31.

that party, but I don't think she ever stabbed us in the back. Which

:10:32.:10:37.

she could have done because of her beliefs, and because of what he

:10:38.:10:45.

stood for. She didn't. It is unlikely that unionism will deliver

:10:46.:10:53.

union that any time soon. If she opens up the DUP, she will be a

:10:54.:10:57.

moderniser, a pluralist party that is open and transparent, then

:10:58.:11:02.

perhaps union politics would move on, but I think there is a

:11:03.:11:06.

considerable length to go for that. Arlene Foster's leadership will

:11:07.:11:10.

undoubtably be influenced by her Fermanagh routes, but whether she

:11:11.:11:13.

can bring Unionists closer together is a challenge that lies ahead.

:11:14.:11:19.

Well, DUP politicians are gathering in east Belfast to formally elect

:11:20.:11:25.

Arlene Foster as their first female party leader. Mark, what is

:11:26.:11:27.

happening at the minute? Well, Tara, senior

:11:28.:11:35.

DUP politicians have been gathering here at the Park Hotel during the

:11:36.:11:38.

last couple of hours. We have seen Arlene Foster briefly, in the

:11:39.:11:42.

corridors of the hotel, we have also seen Peter Robinson, who is of

:11:43.:11:46.

course she is taking over from, making his way towards that

:11:47.:11:49.

election. We know that there is only one candidate in the race and Mr

:11:50.:11:53.

Robertson says he sees no reason why she shouldn't get a unanimous

:11:54.:11:59.

backing of the 46 MLAs, MPs, and MEPs who have got votes in this very

:12:00.:12:02.

tightly controlled selection contest. Do you think we will see

:12:03.:12:07.

any drastic change in policy? Well, she says she will be a continuity

:12:08.:12:13.

candidate, continue ending the same policies as Mr Robinson, his

:12:14.:12:16.

emphasis on the economy and obviously his intention to keep the

:12:17.:12:20.

union is strong but at the same time many people will be looking towards

:12:21.:12:23.

a change of style, she doesn't have some of the baggage that Mr Robinson

:12:24.:12:28.

has accrued over as many decades politics. She is a got the first

:12:29.:12:33.

woman leader for the DUP and she is outside that pays the free

:12:34.:12:40.

Presbyterian Church, which she will offering change of style, in terms

:12:41.:12:45.

of content I cannot say so far. We'll only be a Tel Aviv next few

:12:46.:12:49.

months. Who should replace as finance minister? She is keeping

:12:50.:12:55.

that goes to her chest, she is not taking over formally until January

:12:56.:13:00.

the 11th which will mean a ministerial reshuffle then. She may

:13:01.:13:04.

fall on one of the current ministers, someone like Simon

:13:05.:13:07.

Hamilton who has already helped the finance brief to take on that

:13:08.:13:12.

rolled, so she could see a internal shovel. She might want to promote

:13:13.:13:15.

some talent such as backbenchers Peter Whelan who is well thought of,

:13:16.:13:20.

they might be in for promotion. As we say right now, she's not telling

:13:21.:13:24.

us. Mark, thank you very much indeed.

:13:25.:13:27.

Coming up on BBC newsline, a special award from the BBC to honour the

:13:28.:13:32.

late motorcycle medico John Hinds. Late-night shopping is on offer

:13:33.:13:34.

on many high streets at the moment to encourage people to head

:13:35.:13:37.

to their local shops to buy But the latest statistics show that

:13:38.:13:40.

more people than ever before Donna Traynor is in a shopping

:13:41.:13:43.

centre in Belfast this evening. Clearly, people here this evening

:13:44.:13:49.

have chosen But for the likes of CDs and books,

:13:50.:13:54.

many people prefer to click a button on the internet and get a delivery

:13:55.:14:02.

to their front door. Shortly, I will hear how local

:14:03.:14:06.

business is being affected by that. First we focus on food,

:14:07.:14:10.

and the supermarkets battle for customers is

:14:11.:14:14.

driving down prices. Our buying habits have also changed,

:14:15.:14:19.

as Colletta Smith found out. Supermarkets are struggling and they

:14:20.:14:30.

need to get people through the doors. For those queueing at the

:14:31.:14:35.

tills that is good news in the run-up to Christmas and stop after

:14:36.:14:39.

years of price hikes, things are eventually getting cheaper, and that

:14:40.:14:42.

means this year by 's Christmas shop is going to cost you less. In fact,

:14:43.:14:47.

over the last 12 months, inflation on food has been at its slowest rate

:14:48.:14:52.

for four years. Here are some chips! If you're in charge of the shopping,

:14:53.:14:57.

you have been feeling that already. I'm am always dread get a bargain,

:14:58.:15:01.

reduced this or reduced that, where possible we can save money. Lots of

:15:02.:15:05.

food is now cheaper because of competition. Discount stores are

:15:06.:15:09.

biting a big share out of the market once dominated by Tesco, Asda, and

:15:10.:15:13.

Sainsbury's. We have change from doing the traditional large weekly

:15:14.:15:18.

shop once a week perhaps, in one of the major supermarkets. We are

:15:19.:15:21.

trying to spread it out a bit more now and trying to go more local,

:15:22.:15:28.

more responsible. We buy small amounts more often. Lots of families

:15:29.:15:32.

are doing the same thing. Just do a wee bit every day, grab what I need

:15:33.:15:36.

as they need it. You know? How about in the run-up to Christmas? Your

:15:37.:15:42.

shopping everyday, so you are. Every day before Christmas! And suddenly

:15:43.:15:47.

smaller local firms stand a chance again. Over the last I suppose six

:15:48.:15:56.

months of VCA, we have seen a lot of price deflation, and the grocery

:15:57.:15:59.

trade is down 2.3%, and this Christmas looks to be another Saenz

:16:00.:16:10.

rings -- one of save rings this... We are 30% cheaper on gammon joins

:16:11.:16:15.

this year, and the humble Brussels sprouts looks retailing cheaper.

:16:16.:16:19.

What kind of difference will those savings make for people doing the

:16:20.:16:22.

Christmas food shop? A lot, extra money! In my house, we do a big

:16:23.:16:30.

shop, every week. It is definitely easier at Christmas. I buy chocolate

:16:31.:16:34.

and different things, because all these offers that are going on, it's

:16:35.:16:38.

brilliant! In the middle of the supermarket wars, this Christmas

:16:39.:16:41.

customers will be able to lift a bargain.

:16:42.:16:44.

You may find your Christmas food bill is cheaper this year.

:16:45.:16:47.

With me is Hugh Black, President of Belfast Chamber

:16:48.:16:49.

of Trade and Commerce, and Dr Andrea Reid,

:16:50.:16:51.

from the Ulster University Business School, who specialises in retail.

:16:52.:16:54.

I was looking at the stacks which sort of surprise me. Retelling the

:16:55.:17:01.

UK, online over the year, 13.8%. But how niche a market is that? I

:17:02.:17:08.

wouldn't say... Research within the Ulster University business School

:17:09.:17:10.

doesn't really consider it that is it is niche. It concerns the

:17:11.:17:16.

consumer is changing. Over the year that sick figure may not seem too

:17:17.:17:19.

high, actually when you look at events that happen such as Black

:17:20.:17:25.

Friday, for example Amazon sold 7.4 million items that state. That is 86

:17:26.:17:31.

items per second. Really, if you are thinking about the bricks and

:17:32.:17:34.

mortar, how would a store cope with that amount? The thing with online

:17:35.:17:41.

would be that they hold events, they are very good at discounts, and they

:17:42.:17:47.

are very good at the seamless integration with the bricks and

:17:48.:17:54.

mortar store. Hugh, as president of the Belfast Chamber of Trade and

:17:55.:17:56.

Commerce, how difficult is it for retailers at the moment is to deal

:17:57.:18:00.

with online? It is less stressful, I would assume, to be clicking that

:18:01.:18:04.

button at home. I think they all have deliberated, there is no doubt

:18:05.:18:07.

online sales and retail is here to stay. It is going to grow, so all

:18:08.:18:12.

the retailers in the market now really had to look at that and say

:18:13.:18:16.

can I do both and well? It is about being adaptable will stop can local

:18:17.:18:23.

retailers hope in the long term with that? I think they can, I think they

:18:24.:18:28.

know they are in the retail market, that online market is going to grow,

:18:29.:18:32.

and they have donated their business to make sure that if there is an

:18:33.:18:35.

online requirement in their business that they cover that. Andrea, is

:18:36.:18:39.

there a difference between big cities between Belfast and

:18:40.:18:42.

Londonderry and perhaps more provincial towns who also don't have

:18:43.:18:47.

the same collectivity with Wi-Fi? Yes, there would be obviously a big

:18:48.:18:51.

difference but what we have been finding with our research we have a

:18:52.:18:56.

specific marketing and research group. They have been looking at

:18:57.:19:03.

SMEs in regional towns, and working with businesses like Brand espresso

:19:04.:19:06.

bars, you wouldn't necessarily think that they would be able business

:19:07.:19:10.

embracing online, but you only have to go online and see the offering

:19:11.:19:15.

they have two show that social media is absolutely fantastic, and you get

:19:16.:19:18.

rewards for it. I don't think presidential town should be written

:19:19.:19:22.

off when terms of online activity. It is not necessarily purchases that

:19:23.:19:26.

are made online, it is the online presence, and the way that they

:19:27.:19:29.

seamlessly integrate this with their bricks and mortar stores. I actually

:19:30.:19:35.

think Northern Ireland is pretty leading edge in that research, and

:19:36.:19:40.

we should be proud of our small retailers, our small retailers who

:19:41.:19:43.

are embracing that technology. Andrea, Hugh, thank you for joining

:19:44.:19:47.

us on BBC newsline this evening. Well, if you choose to shop online,

:19:48.:19:51.

you may be interested in an article in our online website. It is all

:19:52.:19:56.

about shopping safely, and if you haven't shouted on the Christmas

shopping list so far, you need to get a move on, because this day next

:20:02.:20:05.

week, the light in this shopping centre and many other shops will be

:20:06.:20:10.

turned off. Before the big day will stop Tara, it's back to you in the

a Stormont committee that he was bullied by officials

:20:25.:20:27.

after he questioned emergency exiting at
