A section of the Newtownards to Portaferry Road has been closed

after the collapse of part of the carriageway.

for people making the treacherous As we look ahead to 2016 there's no

a sign of a change in fortune of dairy farmers who have seen

milk prices plummeting. Our Agriculture and

Environment Correspondent, I first met David Ervine and his

father on the farm in July. They were milking 140 head of cattle and

taking two salaries from enterprise at a time when the income was down

by more than a third. As William explained to me then, things were

tight and paying the bills was a balancing act. It adds up very

quickly to a very difficult position financially. The Winter fair is a

big event in the farming calendar. It is a time for people to

congregate and compare notes. There will have been little festive cheer

among these farming families and was here that I met him Ervine again to

ask how the intervening five months had gone. It has really been more of

the same. The price remains low, a long way below production costs so

life has gotten no summer. Long-term evictions are still quite good but

this month bills and the next six months bills have to be paid. That

is the problem. Traditionally dairy farmers have been prepared to ride

the wave, making money when the price was up, suffering the loss

when it dropped but the trough is longer and deeper than before and it

has sparked a debate about how farmers are paid for their milk.

Alternatives include an insurance scheme which kicks in to shore up

the price and fixed term contracts with dairies which farmers can use

to log in at least some of their milk. It's all about taking

volatility out of the system. We have said, this is our milk price

for the last quarter of the year, so farmers at least have some form of

visibility and what their milk cheque will be for the last quarter

of the year. They may be happy with what that is but at least they know

what it is. There are tentative signs of an improvement. Countries

that import dairy produce are showing interest again, countries

that produce it are cutting back on supply. It is now just a question of

how long it takes the market to balance out.

We still have a good bit of rain at the but it will clear as we go

through the night, turning calm, nice and dry temperatures could fall

close to freezing. Tomorrow, some good news. To begin with, a fine,

dry start. By the end of it, there will be much stormy conditions

moving in and that is because we have stormed Frank crushing in and

bringing with it, strong winds and a lot of rain tomorrow evening. Before

then we have a lot of dry weather first thing. The winds will be light

and through the day there will be plenty of sunshine. A nice, picture

for much of Britain and Ireland for a good bit of the day. Plenty of

sunshine and relief for those affected by flooding towards the

north-west of England but through the day we have weather warnings

coming into force. Amber across the West because of the strong winds,

yellow warnings elsewhere. It won't really be until late in the evening

when it will begin to see the game pushing into parts of the West of

Northern Ireland. They can get away eastwards through the course of the

evening, some of it will be heavy and it will last for a few hours.

There is the chance we could see some flooding as a result. It will

last into Wednesday. There will be some dry gaps that they will be a

return to rain as we make our way through Wednesday. Some saturated

ground and there may be some flooding as a result. The good news

is, for New Year's Eve and New Year's Day, it will be cooler but

much calmer.
