understood the charge. A detective giving evidence confirmed from the | :03:57. | :04:03. | |

charged with murder. Fin bar McCoy told police I can't bring words | :04:05. | :04:12. | |
together to say how sorry I am. I feel so sad for the family but I did | :04:13. | :04:14. | |

virtual monopoly. The open market which existed for GCSEs is now | :10:41. | :10:46. | |
Proposed changes have been unveiled to the rules for newly-qualified | :10:47. | :10:52. | |
drivers, to try and increase road safety. | :10:53. | :10:53. | |
The age at which young people take their test is to rise | :10:54. | :10:55. | |
and there are to be night-time restrictions on the number | :10:56. | :10:57. | |
of teenage passengers some young drivers can carry. | :10:58. | :11:02. | |
If you're learning to drive, you could soon have to learn a whole new | :11:03. | :11:13. | |
set of rules. They won't come into force immediately but here's what's | :11:14. | :11:15. | |
planned. The proposed new rules of the road would mean learners being | :11:16. | :11:22. | |
allowed on motorways as long as they're with an approved driving | :11:23. | :11:23. | |
instructor in a dual-controlled car. The minimum age for a driving | :11:24. | :11:29. | |
licence is set to go up to 17-and-a-half. It's currently 17. | :11:30. | :11:33. | |
But, the 45 mph limit for L plate and R plate drivers is set to be | :11:34. | :11:38. | |
scrapped. And there are a number of other changes planned too. New | :11:39. | :11:41. | |
drivers, if they're aged under 24 and for the first six months after | :11:42. | :11:47. | |
they pass their tests will be restricted to only carrying one | :11:48. | :11:50. | |
passenger from 11.00pm at night to 6.00am in the morning. Exceptions | :11:51. | :11:56. | |
will apply for family members and for emergency services and if | :11:57. | :12:02. | |
they've caring responsibilities. The move is aimed at stopping large | :12:03. | :12:03. | |
groups of teenagers driving around late at night in cars with | :12:04. | :12:07. | |
inexperienced drivers. How will the authorities stop it happening? I | :12:08. | :12:12. | |
think that will work from the insurance companies. They'll police | :12:13. | :12:15. | |
it. When the claim goes in, they'll look at all the details. Who was in | :12:16. | :12:21. | |
the car. How long have you been driving etc. These teenagers hope to | :12:22. | :12:28. | |
take their driving test soon. They think the minimum age should stay at | :12:29. | :12:30. | |

their test. If they're good enough why not why wait until | :12:37. | :12:38. | |
