There's plenty of dry weather over the next day or so, | :00:57. | :01:03.
I'll have your forecast later in the programme. | :01:04. | :01:11.
The police say Eddie Girvan suffered a painful and violent death. | :01:12. | :01:15.
His body was found at his home in Greenisland in Newtownabbey last | :01:16. | :01:17.
His hands had been tied and he had been stabbed. | :01:18. | :01:23.
Detectives have started a murder investigation into the 67-year-old's | :01:24. | :01:25.
death and are questioning two men and a woman. | :01:26. | :01:32.
A murder investigation at the home of the pensioner who lived alone | :01:33. | :01:37.
His body was found in the living room. | :01:38. | :01:39.
The victim was on a chair, stabbed in the chest, | :01:40. | :01:42.
The last time he was seen alive was Sunday afternoon | :01:43. | :01:46.
The police are now trying to find out more information | :01:47. | :01:50.
This sequence of events leading to the discovery of the body last night | :01:51. | :02:03.
began during a routine police operation in Belfast city centre | :02:04. | :02:08.
yesterday morning. We can't get any more details about that operation | :02:09. | :02:11.
but we know that that led police officers to come to Mr Gervin's home | :02:12. | :02:17.
for his body was found at around 9:30pm last night. Shortly | :02:18. | :02:19.
afterwards, neighbours told the blues that his car was also missing. | :02:20. | :02:25.
The police came to the house and discovered his body. What prompted | :02:26. | :02:32.
those enquiries? The police were conducting enquiries relating to an | :02:33. | :02:35.
individual from Belfast and those enquiries led us to call routinely | :02:36. | :02:41.
to the house. We were unaware at that time that Mr Gervin had been | :02:42. | :02:44.
The police have now established that Eddie Girvan's car was seen | :02:45. | :02:48.
being driven dangerously along the mortorway between Rathcoole | :02:49. | :02:50.
and Belfast after 7.00am yesterday morning. | :02:51. | :02:54.
It was found at Verner Street in Belfast in the early hours | :02:55. | :02:56.
Tonight, the police were also carrying out investigations here. | :02:57. | :03:01.
Meanwhile, in Greenisland, the community is still trying | :03:02. | :03:02.
to come to terms with murder in it's midst. | :03:03. | :03:09.
This is an area that looks after its elderly. The like of this has not | :03:10. | :03:14.
been seen in this area before. The like of this has not been seen | :03:15. | :03:16.
in this area before. Tonight, two crime scenes are under | :03:17. | :03:19.
investigation as the police try to find out why Eddie Girvan | :03:20. | :03:21.
died and who killed him. The Deputy First Minister, | :03:22. | :03:25.
Martin McGuinness, has agreed, in principle, to appear as a witness | :03:26. | :03:27.
at an inquest into the death of a man who was shot | :03:28. | :03:30.
dead by the army. Seamus Bradley was killed | :03:31. | :03:34.
in the Creggan in Londonderry in July 1972, during what was called | :03:35. | :03:37.
Operation Motorman. His case is one of 56 cases | :03:38. | :03:42.
that are being reviewed Our reporter Ita Dungan | :03:43. | :03:46.
was in the court. It was the summer of 1972 | :03:47. | :03:51.
and the British Army were moving The army's mission was to secure | :03:52. | :03:54.
what were known as "no-go areas". By the end of the day | :03:55. | :04:06.
two people were dead - 19-year-old Seamus Bradley | :04:07. | :04:09.
and 15-year-old Daniel Hegarty. 44 years on, a review into the death | :04:10. | :04:15.
of Seamus Bradley took place Lord Justice Weir is assessing how | :04:16. | :04:18.
much more work needs to be done before a full scale | :04:19. | :04:27.
inquest can go ahead. What is very much part of that | :04:28. | :04:31.
jigsaw is what were the IRA in Derry In order to find out, | :04:32. | :04:35.
the Coroner's Office wrote to Martin McGuinness | :04:36. | :04:41.
and Gerry Adams. In 2001, Mr McGuinness told | :04:42. | :04:45.
the Bloody Sunday Inquiry that he was second in command | :04:46. | :04:48.
of the IRA in Derry What this inquest is trying to find | :04:49. | :05:02.
out is whether or not the meeting took place between members of the | :05:03. | :05:05.
British government and a Republican delegation. They want to know if | :05:06. | :05:09.
that meeting took place, what may or may not have been said and whether | :05:10. | :05:14.
or not the IRA is to decide their operations for the duration of the | :05:15. | :05:16.
operation. In response to that request, | :05:17. | :05:22.
Martin McGuinness' solicitor appeared at today's hearing | :05:23. | :05:24.
promising Mr McGuinness' full Do you think it is likely that | :05:25. | :05:30.
Martin McGuinness will appear before the inquest? That is a matter for | :05:31. | :05:36.
the coroner to determine. Certainly Martin McGuinness has made it clear | :05:37. | :05:40.
he will cooperate with the inquest process. | :05:41. | :05:43.
Giving an update on the MoD's readiness to proceed | :05:44. | :05:45.
with the inquest, the army's legal representative said the MoD | :05:46. | :05:48.
"could not locate any records" of such a meeting." | :05:49. | :05:52.
Going on to say they would now check, "the National Archives to see | :05:53. | :05:55.
In response, Lord Justice Weir said: "We all know there were meetings | :05:56. | :05:59.
Gerry Kelly may be asked to give evidence into the inquest of the | :06:00. | :06:16.
killing of Gareth O'Connor, the dissident Republican, in 2003. His | :06:17. | :06:21.
family claimed that Mr Kelly told them that they that she had spoken | :06:22. | :06:27.
to the Provisional IRA about the killing and was told that they were | :06:28. | :06:29.
not responsible. The funeral has taken place | :06:30. | :06:31.
of the teenager who died in a fire 18-year-old Ellen Finnegan died | :06:32. | :06:34.
in a flat above her father's butcher's shop in the early | :06:35. | :06:38.
hours of Saturday. Today, the local community | :06:39. | :06:40.
paid its final respects. Castlewellan fell silent to remember | :06:41. | :06:42.
a beloved member of the community. Ellen Finnegan lived | :06:43. | :06:51.
and died in the flat Today, Bartley Finnegan walked | :06:52. | :06:53.
behind his daughter to Requiem Mass at St Malachy's Church, | :06:54. | :07:00.
accompanied by schoolfriends from Assumption Grammar | :07:01. | :07:05.
in Ballynahinch and team mates During the service she was | :07:06. | :07:07.
remembered as bright, vivacious, talented, | :07:08. | :07:13.
full of hope and already making I know Hal Bartley cherishes the | :07:14. | :07:31.
last conversation he had with his beautiful daughter. I believe it is | :07:32. | :07:43.
a special grace for you, Bartley, to be able to cherish that message. | :07:44. | :07:51.
She, Helen, wished you a good holiday and added, I love you, dad. | :07:52. | :08:04.
Afterwards, Ellen was taken through the town before being laid | :08:05. | :08:08.
to rest at the family burial ground in Aughlisnafin. | :08:09. | :08:18.
A number of motorists and pedestrians say they are lucky | :08:19. | :08:21.
to be alive after a stolen car crashed into three other vehicles | :08:22. | :08:25.
Three adults and an eight-year-old girl were taken to hospital | :08:26. | :08:31.
This is where the stolen car came to a halt. | :08:32. | :08:35.
The vehicle came through the lights at the junction of the Falls Road | :08:36. | :08:38.
and Broadway striking three other vehicles just | :08:39. | :08:41.
Eyewitnesses say the car careered along the road on its roof before | :08:42. | :08:46.
Those caught up in the crash say it could have been | :08:47. | :08:51.
I was just standing waiting on the bus. The next thing I heard a bang | :08:52. | :09:05.
and I saw this great car coming towards me, flipping over. I saw | :09:06. | :09:09.
three other cars had been hit. My life flashed in front of my eyes. It | :09:10. | :09:17.
scared the life out of him. He actually jumped into my arms and | :09:18. | :09:24.
head-butted me and started shaking. , the ambulance came. | :09:25. | :09:25.
The police are trying to track down three males in their late teens | :09:26. | :09:30.
or early 20s seen running from the stolen car. | :09:31. | :09:32.
The vehicle was taken during a burglary in nearby Servia | :09:33. | :09:34.
Three adults and an eight-year-old girl who were all in parked | :09:35. | :09:38.
or moving cars struck by the vehicle were taken to hospital | :09:39. | :09:41.
The Falls Road has returned to normal today. | :09:42. | :09:44.
Last night's scene of destruction has long been cleared away, | :09:45. | :09:47.
but people living in this community are concerned that car crime may | :09:48. | :09:50.
Questions need to be asked of the rule of the judiciary system in | :09:51. | :10:04.
relation to the sentences handed down to those involved in death | :10:05. | :10:09.
driving. Those involved in death driving, it is seen as a revolving | :10:10. | :10:13.
door policy that these individuals are arrested, brought in front of a | :10:14. | :10:17.
judge and are either handed a lenient sentence or released on | :10:18. | :10:19.
The police say they want to speak to anyone who can identify the three | :10:20. | :10:24.
males who were seen running from the stolen car. | :10:25. | :10:26.
There's plenty to come on the programme before 7.00pm, | :10:27. | :10:28.
including a plan by two more Catholic grammars | :10:29. | :10:30.
Belfast City Council is expected to vote shortly on a plan to build | :10:31. | :10:43.
more than 1,000 student apartments next to the Ulster University's | :10:44. | :10:46.
Three other student housing schemes have been rejected. | :10:47. | :10:53.
Our Economics and Business Editor, John Campbell, is at Belfast City | :10:54. | :10:56.
What were councillors discussing this evening? | :10:57. | :11:03.
This is all about the major regeneration which is happening on | :11:04. | :11:09.
the northern edge of Belfast city centre. It is being driven by the | :11:10. | :11:13.
new Ulster University campus, were building work is continuing and | :11:14. | :11:17.
behind that by the developers have seen an opportunity to market flats | :11:18. | :11:21.
for students. But we had tonight were two major public agent | :11:22. | :11:26.
approved. We can see the site, which is on the corner of York Street, | :11:27. | :11:30.
currently disused office building and a car park, which is due to be | :11:31. | :11:35.
transformed into a couple of student blocks housing more than a thousand | :11:36. | :11:39.
students. These will be the last applications of these that that | :11:40. | :11:45.
point has to consider. There are another 11 thousand potential | :11:46. | :11:51.
places. Could we have too many of the scheme is being built? Some | :11:52. | :11:56.
people I have talked to have raised that fear. Some residents in these | :11:57. | :12:00.
areas are worried about what happens if you have a really high | :12:01. | :12:05.
concentration of students. I was speaking to one of the developers | :12:06. | :12:09.
who scheme was approved tonight and he's out of every single scheme got | :12:10. | :12:14.
approval it would only bring Belfast up to the average of other UK | :12:15. | :12:19.
universities cities. In Belfast went ahead with all 16 project that are | :12:20. | :12:25.
currently in the planning at the moment, it would only give Belfast | :12:26. | :12:32.
around 23% of student accommodation which was manage student | :12:33. | :12:34.
accommodation has a total of the whole student population. It would | :12:35. | :12:39.
still be way behind other UK cities. I don't see Belfast being any | :12:40. | :12:46.
different than any other UK city. So planning permission has been given | :12:47. | :12:49.
this evening. When will we see the bricks and mortar? The new | :12:50. | :12:57.
university campuses due to be fully operational in 2018, so the | :12:58. | :13:01.
developers want to have the schemes on the ground by them. My | :13:02. | :13:04.
understanding is that building work could begin as early as this summer. | :13:05. | :13:06.
Last year's rows between the politicians over changes | :13:07. | :13:10.
to the welfare benefits system threatened to collapse the Stormont | :13:11. | :13:12.
An expert group was given the job of designing a scheme | :13:13. | :13:17.
what would mitigate any impact of that reform and today it | :13:18. | :13:20.
Our Political Editor, Mark Devenport, is at Stormont. | :13:21. | :13:31.
That group have come in under budget, ?80 million under budget. | :13:32. | :13:39.
Not so much money night has to be spent those negative impacts on | :13:40. | :13:41.
Well, originally, they were meant to help those who lost out | :13:42. | :13:46.
as a result of both the welfare changes and proposed cuts to tax | :13:47. | :13:49.
credits, but then the Chancellor George Osborne abandoned his plans | :13:50. | :13:52.
for immediate tax credit cuts and that changed the calculations. | :13:53. | :14:03.
Now, instead of spending ?585 million as set out | :14:04. | :14:06.
in the Fresh Start deal, the proposal is for ?501 million | :14:07. | :14:08.
in flexibilities over a four year period. | :14:09. | :14:18.
If you do lose out for example as a result of the phasing out of, | :14:19. | :14:21.
say Disability Living Allowance, you may well be eligible for help | :14:22. | :14:25.
from the Stormont top up fund for a period of one year. | :14:26. | :14:32.
To qualify you must lose out more than ?10 a week and the Stormont | :14:33. | :14:35.
cash you get should be equal to three-quarters of the money | :14:36. | :14:38.
you would otherwise have lost out on. | :14:39. | :14:44.
The chair of the working group Professor Eileen Evason explained | :14:45. | :14:46.
This is a four-year scheme to the lot of to help people as much as we | :14:47. | :15:00.
can over the coming years. I much emphasised that with the Bedroom Tax | :15:01. | :15:04.
and other things we're not just helping people on benefits and the | :15:05. | :15:08.
disabled, but people who are in work as well, working poor. | :15:09. | :15:09.
Whilst Professor Evason was setting out her plans to deal with welfare | :15:10. | :15:14.
reform, elsewhere in Stormont MLAs were debating | :15:15. | :15:16.
They are about to vote on an ?11.5 billion pound budget, | :15:17. | :15:20.
which was agreed in principle by the DUP and Sinn Fein before | :15:21. | :15:23.
Gloom around Stormont, but light on the horizon as well. And new | :15:24. | :15:38.
minister of finance facing the same old problems but he at last was a | :15:39. | :15:45.
budget. This represents, I trust, a balanced budget with no level of | :15:46. | :15:49.
overcommitment for the first time in many years. That is an improved | :15:50. | :15:54.
situation from where our opponents and critics had us last year. The | :15:55. | :16:00.
budget takes account of the fact -- of the fact that three departments | :16:01. | :16:04.
will disappear after May, leaving us with nine. The winners, the | :16:05. | :16:13.
communities Department, up 6.2%. Health up 2.7%, and justice up 2.6%. | :16:14. | :16:19.
The losers, agriculture, the environment and rural affairs than | :16:20. | :16:25.
5.7%, the executive office 95%, and the new economy Department, which | :16:26. | :16:30.
had responsibility for higher education, down 3%. The budget | :16:31. | :16:34.
document what's the competitive funding levels can't be maintained | :16:35. | :16:39.
for at universities, Northern Ireland will end up with a | :16:40. | :16:41.
second-rate higher education system. There were those that hold us in the | :16:42. | :16:45.
past that we would not be able to get to the point where we are today. | :16:46. | :16:50.
It was going to be a phantom budget, the figures wouldn't add up. Today I | :16:51. | :16:55.
am announcing ?133 million additional money for the health | :16:56. | :17:01.
service. ?40 million additional for education. While voting for the | :17:02. | :17:05.
budget, the Sinn Fein chair of the health committee had questions. | :17:06. | :17:09.
While the committee welcomes the additional money to health we are | :17:10. | :17:12.
disappointed that the level of detail available on how the | :17:13. | :17:17.
department's budget will be spent. Others were much harder. This is a | :17:18. | :17:21.
budget which is depressingly familiar. There is no fresh start | :17:22. | :17:26.
here. It is a budget characterised by its lack of ambition, lack of | :17:27. | :17:31.
creativity and lack of ideas. It is a budget cobbled together by two | :17:32. | :17:37.
parties whose only interesting is to be... He was interrupted but he made | :17:38. | :17:43.
his point. It is not to the liking of everyone, but this is a budget | :17:44. | :17:46.
that for much of last year we thought would not happen. | :17:47. | :17:52.
The debate is continuing here in the Assembly chamber, but given the | :17:53. | :17:59.
support for the budget by the two main parties, the outcome is a | :18:00. | :18:00.
main parties, the outcome is a foregone conclusion. | :18:01. | :18:03.
Belfast International Airport is threatening to take a council | :18:04. | :18:06.
to court over a competitor's car park. | :18:07. | :18:08.
The car park has been operating without planning consent | :18:09. | :18:10.
The local council backtracked on a move to force its immediate | :18:11. | :18:17.
closure, so the airport is now considering legal action. | :18:18. | :18:19.
Here's our business correspondent Julian O'Neill. | :18:20. | :18:26.
Car parks are a money machine and the International says the revenue | :18:27. | :18:33.
is vital to run and improve the airports. There is little | :18:34. | :18:37.
competition across the road at some other operators are not and when | :18:38. | :18:43.
planning enforcement power was past the Council the airport expected | :18:44. | :18:48.
action. We have been dealing with the unlawful and parasitic operators | :18:49. | :18:53.
since 2006. When it was devolved to the council last April we were | :18:54. | :18:58.
ensured there would be robust action taken against these operators, but | :18:59. | :19:02.
it turns out not to be the case. This car park has been running for | :19:03. | :19:06.
ten years of planning approval. Last August it was served the stop notice | :19:07. | :19:11.
from the council. Only for the notice to be withdrawn months later. | :19:12. | :19:17.
The council says it is continuing with other enforcement action | :19:18. | :19:22.
addressing breeches and planning control. But that avenue crucially | :19:23. | :19:26.
allows this business to keep operating in the meantime. One | :19:27. | :19:32.
week's parking here can be ?10 cheaper than the airports. Its | :19:33. | :19:35.
operator says he can I demonstrate its need and intense filing for | :19:36. | :19:46.
planning. We have lived here locally all our lives. The Prince Rono from | :19:47. | :19:51.
a house on my life. I have tried to have meetings with the airport and | :19:52. | :19:56.
they have refused. People like our customer service, that is what they | :19:57. | :20:01.

The last official 11-Plus test took place in 2008, | :20:25. | :20:33.
but since then many grammar schools have used unregulated transfer tests | :20:34. | :20:36.
Last June, a consultation was carried out by Christian | :20:37. | :20:43.
Brothers School and Loreto Grammar in Omagh seeking the views | :20:44. | :20:46.
of governors, staff, parents and pupils on a proposal | :20:47. | :20:49.
The schools say that having carefully considered the responses | :20:50. | :20:55.
to the consultation, they remain of the view | :20:56. | :21:00.
that they should embark on a phased transition away from the use | :21:01. | :21:03.
It has proposed to begin the process for admissions to Year Eight | :21:04. | :21:07.
from September 2017, with a view that the schools | :21:08. | :21:11.
will have a totally non-academically selective intake by September 2020. | :21:12. | :21:17.

I am delighted that it is going. But I don't agree with the phased out | :21:21. | :21:34.
approach. I think it should be all or nothing because it is not there | :21:35. | :21:38.
and some kids to go to the experience of the tests and other | :21:39. | :21:42.
kids to just sail through under different circumstances. Honestly, I | :21:43. | :21:47.
think it is not on their exam. They are too young at that stage for | :21:48. | :21:52.
selection and continuous assessment would be my preference. It is good | :21:53. | :21:54.
that the Jews. -- and that it goes. There will now be another | :21:55. | :21:59.
period of consultation. Now sport and there's a sleepless | :22:00. | :22:06.
night ahead for some Several Ulster players will be | :22:07. | :22:09.
nervously awaiting tomorrow's news Coach Joe Scmidt will reveal his | :22:10. | :22:16.
panel for this year's tournament at lunchtime tomorrow, | :22:17. | :22:24.
and also name his new captain. Favourite to replace Paul O'Connell | :22:25. | :22:28.
is Ulster skipper Rory Best, and there's expected to be a strong | :22:29. | :22:31.
Ulster representation. It has been a season when all the's | :22:32. | :22:48.
youngsters have stood right. But it was the return of one of the more | :22:49. | :22:52.
seasoned campaigners that caught the eye against Saracens at the weekend | :22:53. | :22:56.
and just in time with the six Nations looming large. If you take | :22:57. | :23:06.
Kevin picked for an international team likely you'd be getting a bit | :23:07. | :23:10.
cocky. I would be lucky to get picked for not playing much rugby | :23:11. | :23:14.
lately. There are a lot of young guys putting up their hands. Joe | :23:15. | :23:22.
picky pics, but I'm sure there will be a few surprises. Hopefully we can | :23:23. | :23:26.
get together and do the job. It would be no surprise of his | :23:27. | :23:30.
team-mate was chosen to lead the side. It would be a massive honour. | :23:31. | :23:35.
I enjoy captaining the team. First and foremost for me the most | :23:36. | :23:41.
important thing is Ulster and making sure we can better selves in a good | :23:42. | :23:46.
position. We want to be any European knockout. If it doesn't happen, it | :23:47. | :23:57.
would not make a difference to the impact they want to make with the | :23:58. | :24:01.
team, going for three in a row. That hasn't been done for over 100 years | :24:02. | :24:05.
We'll have the results of tonight's two Irish Premiership games | :24:06. | :24:08.
on our late bulletin, as well as the two rearranged fifth | :24:09. | :24:11.
round matches in the Irish Cup, including the holders Glentoran | :24:12. | :24:13.
It is a banana skin for us against law opposition, who have watched and | :24:14. | :24:27.
here good team. They work hard. As ever in the competitions there are | :24:28. | :24:31.
no bad teams and we have to be at our best. | :24:32. | :24:34.
Popular road racer rider Guy Martin has confirmed that he will miss this | :24:35. | :24:37.
year's NorthWest 200, as well the Isle of Man TT. | :24:38. | :24:39.
Martin sustained serious injuries in this huge crash while leading | :24:40. | :24:42.
the Dundrod 150 Superbike race last summer. | :24:43. | :24:45.
He also caused controversy at last year's NorthWest, | :24:46. | :24:52.
criticising the course, saying he was "bored to the back | :24:53. | :24:54.
teeth of riding through chicanes", comments for which he later | :24:55. | :24:57.
He will opt to concentrate on the Tour Divide, a major mountain | :24:58. | :25:02.
Over the next 36 hours it will be quiet. We have had a lot of glide | :25:03. | :25:25.
around today. There was the odd bit of sunshine today, this was County | :25:26. | :25:32.
Tyrone. Getting into tomorrow, more of us will see some of that | :25:33. | :25:35.
sunshine, but before then we will hold onto a lot of cloud, keeping | :25:36. | :25:41.
temperatures just above freezing. The sky breaks temperatures will | :25:42. | :25:45.
fall to freezing and below, allowing for a light frost. By tomorrow | :25:46. | :25:50.
morning, some of the fog will be quite thick, workers cause | :25:51. | :25:57.
visibility problems for commuters first thing. Overall, the day will | :25:58. | :26:02.
be dry. A foggy staff are quite a few, but the sun will quickly burn | :26:03. | :26:06.
the way. Not a bad afternoon. The winds will be barely noticeable. | :26:07. | :26:13.
Temperatures reaching 67 degrees in the east, maybe five or six in the | :26:14. | :26:17.
West. If you are travelling tomorrow it be a dry picture across and | :26:18. | :26:25.
Ireland. It will be cold across Britain after a cold and frosty | :26:26. | :26:32.
night. Temperatures will struggle after four or 5 degrees. For | :26:33. | :26:36.
Northern Ireland tomorrow evening we will see some sunshine before | :26:37. | :26:39.
nightfall but because of a lack of cloud it will be cold for tomorrow | :26:40. | :26:43.
evening and overnight in the Thursday, allowing temperatures to | :26:44. | :26:47.
fall back quickly. Through the night we have an unsettled weather system | :26:48. | :26:52.
coming our way, lifting temperatures. It will still be quite | :26:53. | :26:57.
calls. The could be the odd stretch of ice in the countryside. For | :26:58. | :27:02.
Thursday, it will be rather cloudy with outbreaks of rain and the winds | :27:03. | :27:07.
will pick up. It will feel quite blustery along the County Down | :27:08. | :27:12.
coast. But look at the temperatures, ten, maybe 11 degrees. Looking | :27:13. | :27:18.
towards Friday on the weekend we will hold onto the milder air, above | :27:19. | :27:24.
normal for the time of year with the temperature, avoiding any frost. | :27:25. | :27:29.
First he seems to be the wettest, dryer on Friday and into Saturday. | :27:30. | :27:34.
