Tonight's top stories: Dealing with the past - | :00:17. | :00:22.
the Secretary of State accuses some of promoting a harmful version | :00:23. | :00:25.
The DUP deny blocking abortion change because of party politics. | :00:26. | :00:39.
I have a special report, about the Republic policy affecting the | :00:40. | :00:44.
campaign. Could cannabis oil, an illegal drug, | :00:45. | :00:47.
be helping to prolong the life Belfast traders say | :00:48. | :00:49.
chronic traffic congestion Ireland's rugby team head to France | :00:50. | :00:52.
with two big names returning for the Six Nations | :00:53. | :00:57.
showdown in Paris. And after another cold night, | :00:58. | :01:00.
tomorrow may not be quite as bright and cheery as it's been over | :01:01. | :01:03.
the last couple of days. The Secretary of State Theresa | :01:04. | :01:12.
Villiers says it's not true to say misconduct by the security forces | :01:13. | :01:19.
during the Troubles was rife. At an event about the past held | :01:20. | :01:23.
in Belfast today she praised the role of police | :01:24. | :01:26.
officers and soldiers - but accepted that some had | :01:27. | :01:30.
acted outside the law. Here is our Political | :01:31. | :01:32.
Correspondent Stephen Walker. Finding a way to deal with the | :01:33. | :01:43.
legacy of the Troubles is complicated. The Secretary of State | :01:44. | :01:50.
has it when it comes to the past, some people had been promoting the | :01:51. | :02:01.
narrative. We have acknowledged, as certain isolated cases, the state | :02:02. | :02:08.
was at fault, but I think it would be entirely wrong, to say that the | :02:09. | :02:17.
cover-up was endemic, the majority acted with professionalism. So has | :02:18. | :02:23.
too much focus been put on the state killings? The state is in place to | :02:24. | :02:29.
uphold the law, and if it breaks that, that is something different. | :02:30. | :02:39.
At the heart of the legacy, what information should be disclosed. The | :02:40. | :02:43.
Secretary of State thinks it has to be handled carefully. Techniques, in | :02:44. | :02:51.
use, during that period, that new bodies are going to be investigating | :02:52. | :02:56.
but it is still secret to this day. Edward assessed -- it would assist | :02:57. | :03:10.
terrorists. So are worries about security genuine? Whatever the | :03:11. | :03:16.
intelligence methods, being used, it is hardly the same approach, the | :03:17. | :03:21.
counterterrorism taken today. Dealing with Islamic State, so it | :03:22. | :03:27.
seems to be something of a diversion. ?150 million has been set | :03:28. | :03:33.
aside. That is going to include and investigations unit. But something | :03:34. | :03:44.
even that does not go far enough. To the general public, that can seem | :03:45. | :03:50.
like a vast amount of money, but 45 million is going to have to look at | :03:51. | :03:54.
the state, 1.5 million for each of the cases. Once the mathematics has | :03:55. | :04:01.
been done, 5 million life. How can that possibly examine 3000 murders? | :04:02. | :04:18.
If money is the issue, is it time to stop investigating? That is a | :04:19. | :04:27.
political question, it was put on the table, and the response, I think | :04:28. | :04:33.
it is a debate was having, but fundamentally, having to do with the | :04:34. | :04:39.
past, is for the politicians. Even though a political consensus has not | :04:40. | :04:44.
been achieved, and we're about to enter an assembly election campaign, | :04:45. | :04:50.
Theresa Villiers ended the speech with optimism. She said, Common | :04:51. | :04:54.
ground, and Adele on the past is achievable. -- a deal. | :04:55. | :05:18.
This had resulted in delays, to over 900 cases, | :05:19. | :05:23.
The DUP has denied using delaying cases, tactics over decisions | :05:24. | :05:26.
about abortion in the cases of fatal foetal abnormality. | :05:27. | :05:29.
The Health Minister Simon Hamilton told BBC Newsline the issue is too | :05:30. | :05:32.
important to be bound up in party politics. | :05:33. | :05:36.
Last night MLAs rejected an attempt to allow terminations in such cases | :05:37. | :05:39.
through an amendment to the Justice Bill. | :05:40. | :05:42.
Here's our political correspondent Gareth Gordon. | :05:43. | :05:56.
this is Sarah. Her plight began a debate. She wanted them to allow a | :05:57. | :06:05.
free vote, the Justice Bill could change the law, to allow abortions | :06:06. | :06:10.
in such cases. But the DUP decided to vote against the proposals, | :06:11. | :06:27.
ensuring it failed. 40 aye, 52 no. The DUP plans to set up a working | :06:28. | :06:36.
group, for six months. What about the women, pregnant, as a result of | :06:37. | :06:48.
rape? DUP going to tell them, a commission in six months? Bleak | :06:49. | :06:57.
house. Day after day... For a decision. It never comes. But there | :06:58. | :07:05.
was Minister denied crimes, his party has been stolen. -- stalling. | :07:06. | :07:15.
This is too important, to be bound by party politics, but the comments | :07:16. | :07:22.
of some today, it has probably taking them that is disappointing. | :07:23. | :07:27.
The next act is going to be played at the Court of Appeal, but the | :07:28. | :07:32.
ruling does not apply with the European Convention on Human Rights, | :07:33. | :07:35.
it is going to be challenged. We think once it is finished going | :07:36. | :07:39.
through the courts, it will have to come back to the assembly, assuming | :07:40. | :07:50.
that the judgment is upheld. The alliance MIA Said he will bring | :07:51. | :07:54.
forward a bill, and the eldest opportunity. This issue is not going | :07:55. | :07:55.
away. Still to come on BBC Newsline, | :07:56. | :07:56.
pioneering science in Belfast that A number of journalists have been | :07:57. | :07:59.
told they're under threat from criminal gangs in Dublin | :08:00. | :08:13.
following two recent killings. Our Dublin correspondent | :08:14. | :08:15.
Shane Harrison joins us. Breaking story. Independent news | :08:16. | :08:28.
media has issued a statement, telling us they are going to be | :08:29. | :08:35.
protecting a number of reporters from crime gangs. It takes an | :08:36. | :08:49.
interest, in the train scene, and Dublin, a number of staff present at | :08:50. | :08:56.
the Regency. That death was soon followed. The editor in chief, has | :08:57. | :09:03.
described this as an outrageous threat, not going to be detailed, it | :09:04. | :09:07.
is a breaking story, and political reaction. The Sinn Fein leader Gerry | :09:08. | :09:13.
Adams has condemned this development. | :09:14. | :09:18.
Meanwhile the Republic's election is now just over two weeks away. | :09:19. | :09:21.
Fianna Fail, who lost spectacularly in 2011, | :09:22. | :09:22.
launched its manifesto today promising to cut some taxes | :09:23. | :09:28.
Our Economics and Business editor has been having a look at how | :09:29. | :09:38.
recovery, that's largely centred on Dublin, is playing | :09:39. | :09:39.
" At the builders are back. Across the city centre, office blocks | :09:40. | :09:53.
springing up. Consumers, beginning to spend. Companies hiring. When the | :09:54. | :10:02.
coalition to control, unemployment was almost 15%. The government was | :10:03. | :10:07.
spending more than it was taking on, and the economy was really growing. | :10:08. | :10:17.
Today, unemployment is below 9%. This is probably the fastest growing | :10:18. | :10:32.
economy and you look. -- in Europe. At the peak of the boom, this man | :10:33. | :10:36.
employed 160 people. But then the business went into liquidation. Now | :10:37. | :10:43.
working on projects. He thinks that are going caution and the finance | :10:44. | :10:49.
minister deserve credit. Amazing job. He has got on with it. You're | :10:50. | :10:55.
not going to see him and pomposity. I think he has managed the economy | :10:56. | :11:00.
well. People forget what 2011 was like. Nobody knew what was going to | :11:01. | :11:14.
happen. The path has not been easy. Feel good factors still hard to | :11:15. | :11:18.
find. Many young people have been leaving, to look for work. Also the | :11:19. | :11:23.
perception that the recovery has only been filled by those working | :11:24. | :11:33.
for global firms. Is that the case? Not good in the west. Dublin | :11:34. | :11:44.
experiencing growth. But generally, other regions are experiencing that. | :11:45. | :11:49.
People in the city, feeling the worst of the housing crisis. Not | :11:50. | :11:59.
enough homes built. And more homeless people. This day centre | :12:00. | :12:10.
feeds hundreds. Not much sign of undercover life. -- a recovery. The | :12:11. | :12:21.
government has done nothing, for housing. The major coalition party, | :12:22. | :12:27.
pushing the message that only they can keep this going. Rivals say they | :12:28. | :12:41.
can produce a fairer recovery. There is a recovery under way. That should | :12:42. | :12:46.
give an advantage to the outgoing coalition. But so many people have | :12:47. | :12:55.
been scarred, the do not want to vote for establishment parties. That | :12:56. | :12:56.
makes the outcome uncertain. Coming up on the programme, | :12:57. | :12:58.
can anything be done to ease the traffic congestion that blights | :12:59. | :13:01.
so much of our road network? A man with a terminal brain tumour | :13:02. | :13:10.

unchanged, his focus is on looking forward to future birthdays. | :15:20. | :15:22.
A short time ago I spoke to Dr Emma Smith and asked her | :15:23. | :15:25.
if there's any evidence that cannabis oil works? | :15:26. | :15:33.
The evidence that we have, it is far from convincing. That does not mean | :15:34. | :15:42.
it is interesting, but the research we have today, it has been carried | :15:43. | :15:48.
out, cells, grown in laboratories, or on mice. Little evidence it could | :15:49. | :15:55.
be a benefit. So what research carried out, should we not have | :15:56. | :16:03.
more? One clinical trial, in Spain. It was people, with advanced | :16:04. | :16:12.
tumours, out of the ten, eight showed response. But sadly, after a | :16:13. | :16:21.
year, all had died. But they are actually funding the clinical trials | :16:22. | :16:33.
kingdom, one is forming a man made version, looking at advanced | :16:34. | :16:39.
tumours. Your advice, not to use it? The advice, do not rescue by buying | :16:40. | :16:46.
things of the internet, unregulated. If you would like to look into the | :16:47. | :16:53.
clinical trial, do that by all means, but you do not know what you | :16:54. | :17:06.
are getting. It could be olive oil. Even dangerous chemicals. Solvents | :17:07. | :17:11.
used to extract chemicals. These could do harm. What explanation, for | :17:12. | :17:27.
cases like this? I'm glad to hear he's doing well. But he also had | :17:28. | :17:34.

The lives of many children could be saved by a local breakthrough | :17:36. | :17:38.
Researchers at the Royal Victoria Hospital say they've developed | :17:39. | :17:42.
technology which can tell doctors if a child has the condition | :17:43. | :17:44.
in minutes allowing them to start treatment. | :17:45. | :17:46.
Tragically one in ten children diagnosed with the infection die. | :17:47. | :17:48.
These scientists, on the front line, fighting infections, including | :17:49. | :18:12.
meningitis, most often found in children under five. It can be | :18:13. | :18:17.
fatal. Up to 40 confirmed cases, in Northern Ireland, it is not always | :18:18. | :18:26.
easy to diagnose. The early signs, not specific, so when we have | :18:27. | :18:29.
children with temperature, we can send them onto really. -- home too | :18:30. | :18:39.
early. Have admitted to hospital, get injections, life disrupted. All | :18:40. | :18:46.
that could change. It wants to get the two, to diagnose bacterial | :18:47. | :18:52.
meningitis, but because of technology, it can't be done on the | :18:53. | :19:02.
bedside. Trying to develop something, something that could give | :19:03. | :19:09.
reassurance. It has taken about ten years, to put that into reality. But | :19:10. | :19:17.
we can get a result, with an 20 minutes. Technologically, major | :19:18. | :19:21.
step. It is hoped it could be done at the GP surgery. The silver cross | :19:22. | :19:29.
may often be hidden from view, but they are saving lives in the lab. | :19:30. | :19:34.
Now to a story that many motorists travelling around Belfast recently | :19:35. | :19:37.
will be familiar with - delays and traffic jams. | :19:38. | :19:39.
Over the past few month motorists have endured some very long delays | :19:40. | :19:42.
during morning and evening peak periods. | :19:43. | :19:52.
In many cases, relatively minor accidents in one part of the city | :19:53. | :19:54.
have caused congestion across Belfast. | :19:55. | :19:56.
Traders say the problem is damaging small businesses and some believe it | :19:57. | :19:59.
could be linked to the new bus lanes. | :20:00. | :20:01.
Waiting for the lights. On a good day, that's all. On a bad, a crash. | :20:02. | :20:21.
Delays can last hours. Blocking one lane... That is something that has | :20:22. | :20:32.
been repeated regularly. Gridlock. The concern, if you do not have the | :20:33. | :20:36.
proper public alternative transport, damaging business. The problem began | :20:37. | :20:49.
here. 7am. A crash. The accident was not serious. But it caused | :20:50. | :20:54.
disruption across the city. Lasting hours. Up to 10:30, people trying to | :20:55. | :21:05.
get a bus into town... Told it was delayed. | :21:06. | :21:15.
If there are now more delays... What is the problem? The bus lanes are | :21:16. | :21:25.
supposed to be part of the problem. When you are squeezing, almost every | :21:26. | :21:32.
vehicle, through a small number of roads, 90,000 plus, it only takes a | :21:33. | :21:43.
single accident. Perhaps what we need, making sure they can be | :21:44. | :21:46.
cleared as quickly and safety as possible. That is something drivers | :21:47. | :21:52.
would welcome, if it means less of this, more of this. Tell us what you | :21:53. | :21:59.
think. Ireland's rugby team welcomes back | :22:00. | :22:01.
two big names for this weekends match in the Six | :22:02. | :22:04.
Nations Championship. Ireland have not lost | :22:05. | :22:05.
to France in six years - but on Saturday Joe Schmidt's side | :22:06. | :22:09.
will look to win back-to-back Six Nations matches in Paris | :22:10. | :22:12.
for the first time since 1927. Returning to the Ireland team | :22:13. | :22:15.

changes with Keith Earls and Simon Zebo failing fitness | :22:19. | :22:26.
tests, but one lynchpin in the side has made it into | :22:27. | :22:29.
the starting fifteen. For a moment, at the end of Sunday's | :22:30. | :22:44.
game, it looked bad. But Sexton is fit. We did video work. Meetings. | :22:45. | :22:58.
More than usual. Not ideal. Six day turnaround. It is visually after | :22:59. | :23:04.
playing one of the most physical teams. Sore bodies. But we have | :23:05. | :23:19.
recovered. No excuses. For the coach, the French will pose a | :23:20. | :23:28.
different threat. We were not giving up the line break, we are going to | :23:29. | :23:34.
have to work even harder against the French. Play in behind the tackle. | :23:35. | :23:44.
That is a threat. But Ireland have game changers, O'Brien, Kearney, | :23:45. | :23:51.
giving the French plenty to ponder. Ulster rugby have confirmed | :23:52. | :24:11.
