Good evening and welcome to the programme. | :00:00. | :00:07.
The new Northern Ireland Executive has agreed a draft framework | :00:08. | :00:12.
The 12 new ministers met for the first time today. | :00:13. | :00:16.
Afterwards the First Minister Arlene Foster said the framework | :00:17. | :00:18.
represented a new way of doing politics here. | :00:19. | :00:20.
Here's our political correspondent Enda McClafferty. | :00:21. | :00:24.
Today was all about the future at Stormont as the new Executive | :00:25. | :00:27.
And no, this not how the new team of ministers arrived. | :00:28. | :00:38.
Their less impressive fleet was lined up outside | :00:39. | :00:40.
They all pulled up with their drivers just before 11am. | :00:41. | :00:43.
The last one through the door was the new Justice | :00:44. | :00:46.
Inside the new ministerial team posed for the cameras around | :00:47. | :00:49.
the Executive table, while some of them joked | :00:50. | :00:53.
about what football teams they all supported. | :00:54. | :00:57.
Then the door was closed and they got down to business. | :00:58. | :00:59.
There was only one item on the agenda - | :01:00. | :01:02.
the programme for government, and within 20 minutes they had | :01:03. | :01:04.
signed off on a draft framework and the meeting was over. | :01:05. | :01:07.
We are looking forward to engaging with wider society as to how | :01:08. | :01:11.
we engage in that programme for government and looking | :01:12. | :01:16.
at targets and actions, so it is a new start | :01:17. | :01:21.
and we are looking forward to it and we hope it is a time for more | :01:22. | :01:25.
thoughtful politics in Northern Ireland and look | :01:26. | :01:27.
forward to the engagement about to take place. | :01:28. | :01:29.
But the engagement so far about the framework document has | :01:30. | :01:32.
been far from positive, with some of the other parties | :01:33. | :01:35.
at Stormont claiming it lacks detail and targets, | :01:36. | :01:40.
comparing it to motherhood and apple pie. | :01:41. | :01:43.
We are putting out a draft framework for government. | :01:44. | :01:47.
Those people who describe that as apple pie ignore the purpose | :01:48. | :01:53.
of what we are trying to do, even though they signed up to it | :01:54. | :01:56.
in November last year and the purpose of what we are | :01:57. | :02:00.
trying to do is evolve that programme for government | :02:01. | :02:02.
Tomorrow, the public will get a chance to pass their verdict | :02:03. | :02:11.
on the new programme for government draft framework when it's published. | :02:12. | :02:14.
The document runs to over 100 pages and it will be out | :02:15. | :02:23.
for public consultation for the next few months. | :02:24. | :02:25.
After that, the programme will be finalised and a budget agreed. | :02:26. | :02:28.
And all that is to happen before the end of the year. | :02:29. | :02:31.
Well, tonight the First and Deputy First Ministers were out | :02:32. | :02:34.
and about for their first official engagement. | :02:35. | :02:37.
They were attending the Tourism Awards in Londonderry. | :02:38. | :02:40.
Arlene Foster described the criticism levelled at the new | :02:41. | :02:43.
Justice Minister Claire Sugden as graceless and Martin McGuinness | :02:44. | :02:46.
said he was more focused on Sinn Fein and the DUP working | :02:47. | :02:49.
together to deliver first class public services. | :02:50. | :02:57.
They know that Claire and anyone who has watched Claire in the chamber | :02:58. | :03:04.
will no see is a very capable politician and the Deputy First | :03:05. | :03:07.
Minister and I have no doubt she will do the job she has been charged | :03:08. | :03:11.
to do very adequately and we are going to support her in doing that | :03:12. | :03:15.
job. The media are obviously intrigued by all of this and that is | :03:16. | :03:20.
understandable given that the Ulster Unionist Party, the Alliance Party | :03:21. | :03:24.
and the SDLP have walked away from power-sharing. They demanded a | :03:25. | :03:29.
facility for opposition. We provided that and -- in the Fresh Start | :03:30. | :03:35.
Agreement. The focus is on what we are going to do. | :03:36. | :03:37.
The Strangford MP Jim Shannon has been ordered to pay | :03:38. | :03:39.
the parliamentary authorities back nearly ?14,000 after they found some | :03:40. | :03:41.
of his staff's mileage claims broke the House of Commons rules. | :03:42. | :03:44.
An investigation found that Mr Shannon's staff mileage claims | :03:45. | :03:46.
were 37 times greater than those of the average MP. | :03:47. | :03:49.
Our Political Editor Mark Devenport has more. | :03:50. | :03:59.
During the financial year 2014 to 2015 Jim Shannon's constituency | :04:00. | :04:07.
staff claim to more than 121,000 miles, more than a quarter of the | :04:08. | :04:11.
mileage claimed by the entire House of Commons. The investigators who | :04:12. | :04:15.
examines is decided that all the claims were genuine but they broke | :04:16. | :04:19.
Westminster rules because they covered matters like delivering food | :04:20. | :04:23.
aid from local food banks to constituents and travelling to | :04:24. | :04:28.
meetings far beyond the boundaries of the Strangford constituency. An | :04:29. | :04:31.
investigator who visited the office behind me and it was a hive of | :04:32. | :04:59.
industry to the point of being manic and that at times, with telephones | :05:00. | :05:03.
ringing incessantly and people moving through the office, Jim | :05:04. | :05:05.
Shannon's base looked more like a hospital casualty department than | :05:06. | :05:07.
the average constituency office. Mr Shannon has accepted the report and | :05:08. | :05:09.
say he will pay back any money he owes in full and is glad that no | :05:10. | :05:20.
abuse or dishonesty has been found and bel | :05:21. | :05:21.
Th and bel e new DUP Education Minister Peter | :05:22. | :05:23.
decisions over budgets, transfer tests and whether to close | :05:24. | :05:27.
Our education correspondent Robbie Meredith spent some time | :05:28. | :05:30.
with him in his first full day in the job. | :05:31. | :05:32.
The new man, back where it all began at Bangor Grammar School. | :05:33. | :05:35.
Money is on his be mind, but Peter Weir says he'll take time | :05:36. | :05:38.
In the immediate future and there is the issue about budget, | :05:39. | :05:42.
especially for schools and what we can do to help them. | :05:43. | :05:44.
People are looking for immediate aid banks but I want to be thoughtful | :05:45. | :05:48.
and try to provide a big way forward and people | :05:49. | :05:50.
The new minister likes academic selection, but isn't keen | :05:51. | :05:53.
He says he wants to make the current transfer process better - | :05:54. | :05:58.
Even though the previous minister was anti-selection, | :05:59. | :06:01.
selection has remained and we have been able to work our way | :06:02. | :06:04.
through that to gather as a group of schools, | :06:05. | :06:06.
but yes, I do think that there will be a little more sympathy | :06:07. | :06:09.
Peter Weir is responsible for hundreds of thousands of pupils, | :06:10. | :06:18.
tens of thousands of teachers and thousands of schools, | :06:19. | :06:22.
and diverse ones from voluntary grammar like this too small Irish | :06:23. | :06:26.
Like Belfast's Scoil an Droichid, which made a short but significant | :06:27. | :06:38.
journey to the Skainos centre in the heart of East Belfast today. | :06:39. | :06:41.
There were maybe some concerns but it was such a positive event | :06:42. | :06:50.
them being here this morning was another bridge | :06:51. | :06:52.
The 160-pupil school is set to get a new building soon, and they'd | :06:53. | :06:57.
like the new Education Minister and his party leader to visit. | :06:58. | :07:00.
I would say there is a learning curve, if maybe the DUP are not | :07:01. | :07:03.
as aware that it is a brand-new experience for anyone. | :07:04. | :07:07.
I would love to welcome Arlene Foster here to see our | :07:08. | :07:10.
There was some good news about rising GCSE | :07:11. | :07:17.
Big tests for the new minister will come quickly. | :07:18. | :07:26.
And Peter Weir, along with the new Minister of Finance, | :07:27. | :07:29.
Mairtin O'Mullieoir will be debating with the opposition parties | :07:30. | :07:32.
on The View here on BBC One, right after this programme. | :07:33. | :07:36.
There have been dramatic scenes at a 1916 commemoration event in Dublin. | :07:37. | :07:41.
A protestor tried to disrupt an event to remember | :07:42. | :07:45.
British soldiers killed in the Easter Rising, | :07:46. | :07:47.
but was tackled by the Canadian ambassador to Ireland. | :07:48. | :07:50.
Nearly two years ago, the ambassador helped end a gun | :07:51. | :07:52.
Our Dublin correspondent Shane Harrison has the details. | :07:53. | :08:01.

It is an indication of how much Euro fever has gripped that this match | :09:52. | :09:56.
No niggles, everyone has trained great, we're blessed by good fortune | :09:57. | :10:01.
Is there still time tomorrow for somebody to put a hand up | :10:02. | :10:05.
Of course there is, I have to finalise the squad in terms | :10:06. | :10:17.
of announcing it on Saturday, one or two boys have trained | :10:18. | :10:20.
consistently so we give them a little time away, but tomorrow | :10:21. | :10:24.
night there are one were two things, a chance for someone I am fairly | :10:25. | :10:28.
fixed in my mind what I will bring to France but we have to prepare | :10:29. | :10:34.
for every eventuality, there was always the risk | :10:35. | :10:39.
of an injury and Shane Ferguson is still with his club and won | :10:40. | :10:42.
It'll be quite an occasion for fans to give that sendoff. | :10:43. | :10:52.
How much are you looking forward to it? | :10:53. | :10:58.
We have seen with the players how they train and it's nice for us | :10:59. | :11:01.
to come here and play and to recognise the support | :11:02. | :11:04.
We know we will have fantastic support when we go to France | :11:05. | :11:09.
with the objective is to put on a show. | :11:10. | :11:11.
We wish you well in France and it will all be live on BBC Two. | :11:12. | :11:19.
Now for a look ahead to what's coming up tomorrow night. | :11:20. | :11:25.
Our home affairs correspondent Vincent Kearney spent a day | :11:26. | :11:27.
with members of the PSNI's public order units as they were put | :11:28. | :11:30.

Largely dry with some good sunny drift eastwards later on in the day. | :12:25. | :12:27.

temperatures could again get up into the high teens. Not a great deal of | :13:05. | :13:09.
change on Sunday. If you're Ballycastle for the festival this | :13:10. | :13:14.
weekend, prepare for the odd scattered not a bad the high | :13:15. | :13:18.
