Good evening, the headlines on BBC Newsline: The police overtime bill | :00:16. | :00:20.
at this County Antrim oil drill protest rises to nearly ?200,000. | :00:21. | :00:26.
An apology from the Education Authority for the way it imposed | :00:27. | :00:29.
We find out how people in the Republic feel about a UK exit | :00:30. | :00:38.
This French city welcomes thousands of Northern Ireland fans. | :00:39. | :00:55.
And its college time for the Northern Ireland players tomorrow at | :00:56. | :01:00.
Euro 2016. -- it is crunch time. Join me live later from France. | :01:01. | :01:08.
The changes on the way. Cloudy, rainy and mild and cooler, greyer | :01:09. | :01:10.
and wet tomorrow. The overtime bill for policing | :01:11. | :01:13.
at a controversial County Antrim drilling operation now | :01:14. | :01:16.
stands at almost ?200,000. The operation at Woodburn | :01:17. | :01:20.
near Carrickfergus The Oil company Infrastrata | :01:21. | :01:23.
is digging an exploratory well and protesters have opposed | :01:24. | :01:28.
the scheme because it's Here's our Agriculture | :01:29. | :01:31.
and Environment correspondent, That is a civil matter. Police and | :01:32. | :01:50.
protectors have been here since the exploratory oil well work began in | :01:51. | :01:55.
February. There has been a constant present at the protest camp and from | :01:56. | :01:59.
time to time larger demonstrations against the drill. It has emerged | :02:00. | :02:04.
that the overtime bill for police amounts to almost ?200,000. It is | :02:05. | :02:10.
hefty but only part of the story. The true cost of policing this | :02:11. | :02:15.
protest includes things like fuel, the use of vehicles and the police | :02:16. | :02:18.
helicopter so the cost will be much higher. Contact between police, | :02:19. | :02:28.
protect those and Private security has become more fraught in recent | :02:29. | :02:36.
weeks -- protesters. Environmentalists have protested | :02:37. | :02:38.
against heavy handedness and several have been protested for alleged | :02:39. | :02:41.
breach of the peace and dark due in court next month. We saw tactical | :02:42. | :02:48.
support riot police with assault rifles and helicopters have been | :02:49. | :02:55.
deployed and CS gas has been used against peaceful protesters. It's | :02:56. | :03:01.
not commensurate or protest -- proportionate. Police say it has | :03:02. | :03:05.
been proportionate and that the protest is diverting resources from | :03:06. | :03:11.
where they are really needed. I would rather police were on the | :03:12. | :03:16.
ground here policing and deterring crime. Protesters must protest in a | :03:17. | :03:22.
way that is lawful and peaceful but it appears it might not have always | :03:23. | :03:26.
been the case which is why the police are required to be there. The | :03:27. | :03:30.
exploratory drilling is expected to last for another few weeks and the | :03:31. | :03:34.
cost of policing that accompanies it will keep mounting. | :03:35. | :03:39.
The Education Authority has apologised to parents for how | :03:40. | :03:42.
they've handled a plan to cut hours for pupils in special | :03:43. | :03:44.
Members of the Assembly's education committee questioned officials | :03:45. | :03:49.
from the authority today and many were highly critical, | :03:50. | :03:51.
as our education correspondent Robbie Meredith reports. | :03:52. | :04:03.
Disabled children at this specialist school in Belfast are enjoying their | :04:04. | :04:10.
nursery class. The other IT plans to cut their time in school and that | :04:11. | :04:14.
drew heavy criticism. There should be an authority -- apology from the | :04:15. | :04:20.
Education Authority to parents for the mishandling of the | :04:21. | :04:23.
decision-making process, how it has been communicated and an acceptance | :04:24. | :04:28.
that this has done serious baby takes no damage to the educational | :04:29. | :04:32.
authority. They plan to cut the amount of time children spend in | :04:33. | :04:39.
special nurseries to 12 and a half I was a week from September. The plans | :04:40. | :04:46.
are now temporarily on hold. MLAs told senior officials that they were | :04:47. | :04:49.
unhappy about how the process had been Happel. The approach has been | :04:50. | :04:57.
unacceptable and inconsistent. It has been contradictory and | :04:58. | :05:01.
evidentially disputed. There has been wholly inadequate communication | :05:02. | :05:07.
and engagement. I have huge concerns about a blanket number of hours and | :05:08. | :05:12.
it doesn't meet the needs of different children. Parents are very | :05:13. | :05:15.
upset and we are upset for them so there needs to be a slight degree of | :05:16. | :05:21.
humility. In response, the chair did apologise. I am very sorry for the | :05:22. | :05:28.
upset parents continued to experience because there is a | :05:29. | :05:32.
measure of significant uncertainty for them. Our behalf of myself and | :05:33. | :05:36.
the board and the officials are well aware that we really want this to | :05:37. | :05:41.
improve in terms of how we engage with the community we serve. Six | :05:42. | :05:48.
special schools' funding has been cut but that is said to be an | :05:49. | :05:53.
interim measure now while the review takes place. | :05:54. | :05:55.
The Ulster Unionist MP Tom Elliott says he will probably vote to leave | :05:56. | :05:58.
the European Union in next Thursday's referendum. | :05:59. | :06:00.
His party has been part of the Remain campaign but says it | :06:01. | :06:02.
respects the rights of individual members to vote Leave. | :06:03. | :06:05.
Earlier today, David Cameron said a vote to leave risks | :06:06. | :06:08.
having to implement checks for people departing | :06:09. | :06:12.
He was speaking during Prime Minister's Questions in the Commons. | :06:13. | :06:22.
If we were to leave and as the Leave campaigners want, make a bit -- big | :06:23. | :06:33.
issues about our border, you have a land border and therefore you can | :06:34. | :06:41.
only either have new border controls between the Republic and Northern | :06:42. | :06:45.
Ireland or, which I would regret hugely, you would have to have some | :06:46. | :06:50.
sort of checks on people as they left Belfast or other parts of | :06:51. | :06:53.
Northern Ireland to come to the rest of the United Kingdom. | :06:54. | :06:54.
Leave campaigners say the Prime Minister's comments | :06:55. | :06:56.
are scare tactics ahead of the poll next Thursday. | :06:57. | :07:01.
The Common travel area existed before we were a member state of the | :07:02. | :07:09.
EU and there is absolutely no reason why that should change and the Prime | :07:10. | :07:13.
Minister knows this. This is merely the latest in a long line of | :07:14. | :07:18.
desperate tactics why a campaign that know the momentum is with those | :07:19. | :07:22.
who want the UK to exert its independence from the UK -- EU and | :07:23. | :07:25.
that's why we see these desperate tactics. | :07:26. | :07:27.
The Republic is the only country which has a land border with the UK, | :07:28. | :07:30.
so is taking a very keen interest in the referendum. | :07:31. | :07:33.
More than 400,000 Irish citizens living in Britain and 120,000 | :07:34. | :07:35.
British citizens south of the border all have a vote. | :07:36. | :07:40.
As our Dublin correspondent Shane Harrison reports, | :07:41. | :07:42.
while the Republic was neutral on the Scottish independence vote, | :07:43. | :07:46.
that's not the case where the Brexit referendum is concerned. | :07:47. | :07:54.
Dublin today is self-consciously you -- European despite the British | :07:55. | :08:02.
past. When both countries joined what was when -- then be European | :08:03. | :08:12.
economic union it had no choice but to join with the British. That | :08:13. | :08:17.
dependency is no longer the case but the UK remains Ireland's single | :08:18. | :08:22.
biggest trading partner in Europe with an estimated over 1 billion | :08:23. | :08:26.
euros in trade in sellable goods moving between the two islands every | :08:27. | :08:31.
week. An independent think tank says that overall ape Brexit would harm | :08:32. | :08:40.
the Republic. Our analysis suggests that trade impact on Ireland could | :08:41. | :08:45.
be to reduce total exports on the merchandise side by 3%. Quite a lot? | :08:46. | :08:52.
3% would not be catastrophic but it would be significant. At potentially | :08:53. | :08:58.
catastrophic, people are being told here, could be the return of customs | :08:59. | :09:03.
post and a hard border between Northern Ireland and the Republic | :09:04. | :09:07.
and all the main Northern Ireland parties want the UK to remain within | :09:08. | :09:11.
the EU, saying they are worried about the implications of a Brexit | :09:12. | :09:13.
for the island and the peace process. At best we will have a huge | :09:14. | :09:20.
degree of uncertainty. At worst, we will have an imposition of a hard | :09:21. | :09:29.
border by way of a customs point and there is also the question of | :09:30. | :09:35.
security. EU security and national security as the border would, in | :09:36. | :09:41.
effect, be between an EQ state and a non-EU state. It was political | :09:42. | :09:47.
opinion here is in favour of a Remained vote, there is some | :09:48. | :09:52.
support, say in the fishing industry, for the UK to leave. One | :09:53. | :10:01.
independent MP believes the EU is flawed and unaccountable. I have the | :10:02. | :10:05.
British people vote yes because if it speeds up the break-up of the EU | :10:06. | :10:08.
it would be a welcome development for all the citizens of Europe and | :10:09. | :10:13.
would allow a particularly on the West Coast of Ireland, for us to | :10:14. | :10:18.
establish our own fishing rights to our own fishing resources. It has | :10:19. | :10:22.
been many years since the vote had such profound consequences for this | :10:23. | :10:27.
state. The majority here seem to not want the UK to take a leap into the | :10:28. | :10:29.
unknown. And there are two | :10:30. | :10:31.
referendum programmes The first is hosted | :10:32. | :10:32.
by David Dimbleby - a Question Time Special after this | :10:33. | :10:36.
news at 6.45 and another chaired Industrial action in France has been | :10:37. | :10:54.
a headache for fans travelling to the Euros. Trains and some flights | :10:55. | :10:59.
had been cancelled. Most Northern Ireland fans have made it for the | :11:00. | :11:04.
next match. Mark Simpson is there. Hello. This is the third-largest | :11:05. | :11:13.
city in France and edit it has one of the biggest football stadiums, | :11:14. | :11:17.
holding almost 60,000 people. More than three times the size of Windsor | :11:18. | :11:21.
Park and many of those seats tomorrow night will be filled by | :11:22. | :11:25.
Northern Ireland fans. They are everywhere here. In the restaurants, | :11:26. | :11:31.
bars, hotels and around the streets. They are in very good voice. | :11:32. | :11:37.
SINGING just getting here is a reason to celebrate. | :11:38. | :11:50.
Amongst those caught in the travel chaos is this a bit rugby player. We | :11:51. | :11:56.
ended up flying to Geneva and got the train down yesterday. A bit of a | :11:57. | :12:03.
trek. Guys were going to Luton and flying to Barcelona. Everyone has | :12:04. | :12:06.
made such an effort and it's all just for the lads, to get behind | :12:07. | :12:11.
them and show support. Many have arrived later than expected. Our | :12:12. | :12:18.
flight got cancelled quite late on so we had to fly into Paris. Our | :12:19. | :12:25.
train was cancelled so we had to go yesterday morning. How was that? | :12:26. | :12:30.
Long and tiring. Of course, many fans have been in France since last | :12:31. | :12:35.
week and, for some, all that sunshine has taken its toll. I've | :12:36. | :12:42.
got a good Belfast town! Are you saw? Very much so. Did nobody ever | :12:43. | :12:52.
say to you? I had factor 5000 on but as Northern Ireland is still get | :12:53. | :12:56.
burnt! And what about tomorrow's match? Have you a prediction? 9-0. | :12:57. | :13:04.
Some more conservative predictions were made. 2-0. 2-1. I think it will | :13:05. | :13:13.
be tight. I would like us to win 1-0, but after the game against | :13:14. | :13:20.
Poland, far too defensive. The best defence is attack, so... GREEN ARMY! | :13:21. | :13:33.
There are Northern Ireland fans everywhere and the citizens here | :13:34. | :13:37.
don't quite know what has hit them. As for security, the police are | :13:38. | :13:43.
here, but it is all pretty low-key. There were supposed to be a ban on | :13:44. | :13:48.
drinking alcohol here today on the streets. If you went down to the | :13:49. | :13:55.
bottom end of that fan zone, you would see a different story. I don't | :13:56. | :13:58.
know what the French is for a softly, softly approach, but that is | :13:59. | :14:04.
what it is. The police have taken to the Northern Ireland fans because | :14:05. | :14:08.
they are mixing so well with the Ukrainian fans. The atmosphere here | :14:09. | :14:09.
is very much so far so good. Not far along the road | :14:10. | :14:14.
from Mark is Stephen Watson. He's at the stadium in Lyon | :14:15. | :14:16.
with the latest news on the Northern Ireland | :14:17. | :14:19.
and Republic squads. Thank you. Northern Ireland had | :14:20. | :14:31.
their final training session today. Michael O'Neill said he will alter | :14:32. | :14:37.
his starting line-up. They trained inside the stadium and is very | :14:38. | :14:41.
impressive, built especially for Euro 2016. Inside that were night | :14:42. | :14:47.
promises to be another very memorable sporting occasion for | :14:48. | :14:51.
Northern Ireland. Arriving for the most important game | :14:52. | :14:56.
of their careers. The players couldn't help but be impressed by | :14:57. | :14:59.
their first look at the stadium here. It's a picture perfect venue | :15:00. | :15:05.
which will welcome almost 18,000 Northern Ireland fans tomorrow | :15:06. | :15:11.
night. A great stadium. Walking in today, I feel about already and to | :15:12. | :15:16.
think we will have large numbers, possibly more than we have at | :15:17. | :15:21.
Windsor so it's hard to think the atmosphere can be beaten but will | :15:22. | :15:24.
hopefully give the fans a lot to cheer about tomorrow and we look | :15:25. | :15:28.
forward to the game. After the opening defeat to Poland the manager | :15:29. | :15:36.
is promising changes. It's an attempt to keep their chances of | :15:37. | :15:40.
qualifying for the knockout stages alive will stop I've picked a team | :15:41. | :15:48.
designed with people prepared to run forwards a threat to the opposition | :15:49. | :15:53.
and we have two press better than we did in the game against Poland. It's | :15:54. | :15:57.
about the ability to want to go and compete at this level and show you | :15:58. | :16:01.
deserve the opportunity to play at this level and show why you | :16:02. | :16:04.
qualified for a tournament of this stature. We need more players to | :16:05. | :16:08.
play at the highest level. Everyone needs to raise the level. For | :16:09. | :16:14.
Michael O'Neill and his team, there will be nowhere to hide tomorrow. | :16:15. | :16:19.
What an actor promises to be! The Republic of Ireland are continuing | :16:20. | :16:26.
their preparations for the game against Belgium this weekend in | :16:27. | :16:31.
Bordeaux. They are based just outside Paris from where Thomas Kane | :16:32. | :16:36.
reports. Walters is very influential and | :16:37. | :16:39.
Martin O'Neill described him as the most effective they during | :16:40. | :16:45.
qualifying but he looks set to miss the second game. He's struggled with | :16:46. | :16:49.
an Achilles problem and was forced off after just an hour against | :16:50. | :16:54.
Sweden. Today, the focus was also on showing solidarity with the hosts. | :16:55. | :17:00.
There was a visibly increased security presence at the team | :17:01. | :17:03.
training ground following the murder of a police commander and his | :17:04. | :17:07.
partner at their home west of Paris. The attack took place 30 miles away | :17:08. | :17:14.
from the site. The Irish players paid their respect. Jonathan Walters | :17:15. | :17:24.
was the only one to sit out. There would have to be an improvement for | :17:25. | :17:29.
him to come through and be ready. If the game was tomorrow he wouldn't | :17:30. | :17:36.
make it. He thinks if he doesn't make this game he should maybe make | :17:37. | :17:41.
it for the Italian game. O'Neill has a few options. But at the press | :17:42. | :17:49.
conference he didn't give too much away. Maybe some people in this room | :17:50. | :18:03.
are not our friends. LAUGHTER I am joking! I said I wouldn't do these | :18:04. | :18:09.
jokes and I've done for! As some of the audience know, my jokes are | :18:10. | :18:12.
pretty desperate. They are desperate, honestly. In any | :18:13. | :18:14.
language. Golf and the US open | :18:15. | :18:20.
begins at Oakmount in In 2011, it was Rory McIlroy's | :18:21. | :18:22.
breakthough major. Five years on, the world number | :18:23. | :18:25.
three says he has I feel good. You're coming off a | :18:26. | :18:39.
decent stretch of golf. I got my first win of the season in Ireland | :18:40. | :18:44.
which was nice. I played pretty well at the Memorial and potted well | :18:45. | :18:50.
which was a big boost for me. My recent play has been pretty good so | :18:51. | :18:55.
I feel confident coming in here. I know what I need to do to give | :18:56. | :18:59.
myself a chance to win and feel like I've prepared well. That's all you | :19:00. | :19:08.
can really ask for. We will have more later tonight and, of course, | :19:09. | :19:10.
all the big game build-up tomorrow. The weather forecast | :19:11. | :19:12.
is next with Geoff Maskell. Rather a nice evening out there. Dry | :19:13. | :19:27.
and bright. Most people got away with showers. Northern Ireland saw | :19:28. | :19:32.
some of the best weather today. Sharp showers across England and | :19:33. | :19:38.
South Wales and very heavy rain, in particular, across north-east | :19:39. | :19:43.
Scotland. That rain comes into play tonight. This evening, dry and | :19:44. | :19:48.
bright conditions, particularly across the eastern half of Northern | :19:49. | :19:53.
Ireland. By the time we get to the overnight period, skies will cloud | :19:54. | :19:57.
over and rain will move east -- move in. The cloud will keep things on | :19:58. | :20:06.
the mild side. That sets us up for a different feeling day tomorrow. | :20:07. | :20:10.
Cooler and cloudier and underneath the blanket of grey cloud it will | :20:11. | :20:15.
feel pretty miserable. The rain continues. Tom tomorrow, we will do | :20:16. | :20:29.
well to get up into the middle teens --. On Thursday evening, another | :20:30. | :20:37.
mild night with the cloud cover remaining in place. Gradually, the | :20:38. | :20:41.
rain will fizzle out. Improving as we get to the back half of this | :20:42. | :20:46.
week. High pressure builds in and things will settle down a bit. Yet | :20:47. | :20:51.
in, and bright for the next few days but staying on the cloudy side. By | :20:52. | :20:57.
Sunday, we might see high is close to 20 Celsius again. Thank you for | :20:58. | :21:03.
who want to show us how good they are in the kitchen. | :21:04. | :21:07.
Many of them can sing, dance, act. We don't care about that. | :21:08. | :21:12. |
