Caterpillar is suffering from a global slump in demand for its | :03:11. | :03:14. | |
products. It makes heavy construction equipment and power | :03:15. | :03:20. | |
generators. It counts the mining and oil industries among its main | :03:21. | :03:25. | |
customers, but a fall in the price of oil and other commodities means | :03:26. | :03:28. | |
these customers are not buying so much equipment. | :03:29. | :03:32. | |
That is costing thousands of jobs worldwide. Up to 250 will be lost | :03:33. | :03:39. | |
locally. This has been a very difficult | :03:40. | :03:44. | |
decision for us to take. We have worked hard on it and contemplated | :03:45. | :03:49. | |
for -- it for some time. I would say to the workers across all of our | :03:50. | :03:53. | |
plants but the decision we are taking today is no way reflective of | :03:54. | :03:59. | |
the contribution they are given to the business. | :04:00. | :04:04. | |
The trade union says it is more evidence of the need for a more | :04:05. | :04:12. | |
specific manufacturing strategy. It's a disgrace we've had the two | :04:13. | :04:16. | |
major parties blocked a call for a manufacturing strategy by the Ulster | :04:17. | :04:22. | |
Unionist Party over in -- only a matter of eight weeks ago. | :04:23. | :04:27. | |
Nearby, local businesses in Monkstown are more concerned about | :04:28. | :04:30. | |
how this will ripple through the economy. | :04:31. | :04:33. | |
Probably will have an impact on the business. The money has to come from | :04:34. | :04:35. | |
somewhere. There have been a series of major | :04:36. | :04:39. | |
job losses in manufacturing over the last year. Our biggest manufacturing | :04:40. | :04:48. | |
employer, Bombardier, has shed jobs as a result of long-running issues | :04:49. | :04:57. | |
with the development of -- however, figures released today suggested UK | :04:58. | :05:01. | |
manufacturing performed strongly last month, but that will be cold | :05:02. | :05:05. | |
comfort to the people who lose their jobs here. | :05:06. | :05:10. | |
What sort of concerns are being expressed about the firm's long-term | :05:11. | :05:14. | |
sustainable presence in Northern Ireland? This business about five | :05:15. | :05:23. | |
years ago employed around 3000 people; by the time these cuts are | :05:24. | :05:29. | |
done, that will be harsh to about 1500 people. The company says they | :05:30. | :05:34. | |
are committed to Northern Ireland, and they have to make the cuts to | :05:35. | :05:39. | |
remain globally competitive. But clearly what the workers will be | :05:40. | :05:42. | |
hoping is that this will be the last round of cuts for now and the | :05:43. | :05:47. | |
business can stabilise. What about the wider manufacturing sector, how | :05:48. | :05:54. | |
stable is it? Manufacturing is still a hugely important part of the local | :05:55. | :05:59. | |
economy. It accounts for about 15% of our economic output, about 85,000 | :06:00. | :06:05. | |
jobs are directly supported by manufacturing. And a piece of work | :06:06. | :06:12. | |
was done which says that the share of our economy taken up by | :06:13. | :06:16. | |
manufacturing is likely to grow over the next ten years. But the flip | :06:17. | :06:20. | |
side is that the number of people employed in manufacturing is still | :06:21. | :06:26. | |
likely to continue falling. So if manufacturing is going to have a | :06:27. | :06:29. | |
future in Northern Ireland, it is good to be full of businesses which | :06:30. | :06:33. | |
are globally competitive and don't need quite so many staff. | :06:34. | :06:38. | |
According to those who have spoken to, what would improve the business | :06:39. | :06:43. | |
atmosphere? The big one which the manufacturing | :06:44. | :06:47. | |
sector constantly harps on about is energy prices. They say that energy | :06:48. | :06:53. | |
users in Northern Ireland are at a big disadvantage compared to other | :06:54. | :07:00. | |
parts of Europe. It is possible that as a result, -- as a result of | :07:01. | :07:03. | |
Brexit we may have more flexibility in what we can do in the energy | :07:04. | :07:09. | |
market, the other big thing the manufacturing sector would like is a | :07:10. | :07:14. | |
specific manufacturing strategy. Up until now Stormont has rejected | :07:15. | :07:18. | |
that, saying they are revising their overall economic strategy, which | :07:19. | :07:21. | |
will encompass manufacturing and all the other economic sectors. | :07:22. | :07:26. | |
The Economy Minister Simon Hamilton said the job losses | :07:27. | :07:28. | |
But he's rejected claims by unions that the Executive is failing | :07:29. | :07:31. | |

like this who have experienced a significant downturn in their | :08:44. | :08:46. | |
business as a result of the drop in oil prices. But what we are doing is | :08:47. | :08:59. | |
we are putting in place the skills, the infrastructure, the support, the | :09:00. | :09:05. | |
finance, the help, helping businesses to grow, and in the last | :09:06. | :09:09. | |
number of years we have seen a growth in employment within the | :09:10. | :09:13. | |
manufacturing sector, and a growth in sales and exports. | :09:14. | :09:16. | |

She had a temperature and was in pain. She rang the out of hours | :10:13. | :10:21. | |
service. I had to wait for eight and a half hours. I needed an | :10:22. | :10:25. | |
antibiotic, but I had to wait because they were so busy. While the | :10:26. | :10:30. | |
Bank Holiday weekend was busy, there was the added pressure of too few | :10:31. | :10:34. | |
doctors are available to cover shifts. It has emerged that for six | :10:35. | :10:39. | |
consecutive nights at the end of August, only one doctor was | :10:40. | :10:42. | |
available to cover the overnight shift for the entire health trust. I | :10:43. | :10:48. | |
think our service is already broken. We are not providing the service we | :10:49. | :10:52. | |
want to provide to our patients due to lack of cover of doctors. To | :10:53. | :10:57. | |
provide safe overnight cover there should be a total of three doctors, | :10:58. | :11:03. | |
one based at Craigavon, one in Dungannon and the other in Newry. | :11:04. | :11:08. | |
But more often there is only one, to cover house calls. I started my | :11:09. | :11:18. | |
shift at midnight and I had a call to a patient who was very unwell, | :11:19. | :11:23. | |
who had a mental health problem and was actively suicidal. Within an | :11:24. | :11:28. | |
hour I have three similar calls. I had to attend casualty in Craigavon, | :11:29. | :11:34. | |
to assess them to see whether they needed to be admitted under the | :11:35. | :11:39. | |
mental health order. Each of the cases took me in excess of one hour, | :11:40. | :11:43. | |
which was three hours into my shift, all the while I was doing this | :11:44. | :11:48. | |
important work and these people were very ill and needed my attention, I | :11:49. | :11:53. | |
had a build-up in the background of children with temperatures. My | :11:54. | :11:56. | |
palliative care patients, men nursing home patients. | :11:57. | :12:01. | |
The trust admits the service is under pressure. Last year they | :12:02. | :12:06. | |
received over 94,000 calls from the public, but only 20% of these | :12:07. | :12:09. | |
contacts were urgent. A number of the contacts we have | :12:10. | :12:14. | |
would not be for urgent care conditions. It would be for minor | :12:15. | :12:19. | |
things such as head lice, cold sores, hangovers, and for that | :12:20. | :12:23. | |
reason is we would ask people to think carefully about the | :12:24. | :12:27. | |
alternative services available to them. | :12:28. | :12:30. | |
Another problem is that it is no longer compulsory for doctors to | :12:31. | :12:34. | |
work out of hours. Many say it is hard enough catering for their | :12:35. | :12:40. | |
normal router without taking on extra work. | :12:41. | :12:42. | |
-- rotor. There were emotional scenes | :12:43. | :12:48. | |
at an inquest into a baby's death when a doctor accepted the mother | :12:49. | :12:50. | |

Michelle's care. A lawyer representing the couple asked the | :13:20. | :13:22. | |
medic why she had not been kept in for observation after she presented | :13:23. | :13:26. | |
to the hospital with the baby in a sideways position in the 38th week | :13:27. | :13:32. | |
of her pregnancy. The doctor admitted she had advised a junior | :13:33. | :13:36. | |
colleague not to admit Michelle to the hospital without seeing her for | :13:37. | :13:41. | |
herself. The doctor said in retrospect she would have kept her | :13:42. | :13:46. | |
in for observation. When asked whether a Caesarean section would | :13:47. | :13:49. | |
also have been offered if it had been ripped -- requested, the doctor | :13:50. | :13:54. | |
replied that would have been arranged. Under questioning from the | :13:55. | :13:59. | |
coroner, the doctor later told the court that she couldn't recall why | :14:00. | :14:03. | |
she had made the decision -- the decision not to admit the patient on | :14:04. | :14:08. | |
the 5th of June. She said, I don't know what information I was given at | :14:09. | :14:12. | |
that time, and I honestly can't remember the reasoning behind that | :14:13. | :14:14. | |
decision. The doctor apologised to the couple | :14:15. | :14:19. | |
for the distress they have experienced. The Northern health | :14:20. | :14:24. | |
trust has already apologised, admitting a number of mistakes | :14:25. | :14:26. | |
played a part in Cara's death. The government's chief negotiator | :14:27. | :14:30. | |
on leaving the European Union believes there will not be a return | :14:31. | :14:32. | |

were a part of the EU. We will retain that, and we managed to do | :16:08. | :16:16. | |
