and these are the headlines this Thursday evening:

is to close as the firm says it's to cut up to 250 jobs -

:00:21.:00:27.

I've spent the day here where people are trying to terms with the news.

:00:28.:00:35.

Major, major shock. Can't get over it. Disgusted would be an

:00:36.:00:42.

understatement. A GP's concern about an out of hours

:00:43.:00:45.

service that has one doctor for a population

:00:46.:00:48.

of around 300,000 people. Unfortunately I think our service in

:00:49.:00:57.

the southern area is already broken. We're not providing the service we

:00:58.:00:59.

want to provide to our patients. The Brexit Secretary

ahead of his competitive debut And after a disappointing

:01:20.:01:22.

start to the autumn, we've got some September sunshine

:01:23.:01:25.

to look forward to tomorrow and a more optimistic outlook

:01:26.:01:27.

for the weekend. The American firm Caterpillar plans

:01:28.:01:29.

to axe up to 250 jobs in Northern Ireland -

:01:30.:01:45.

a move which would see the closure of its plant

at Monkstown in Newtownabbey. It currently employs around 1,800

editor John Campbell We knew that bad news was coming to

:02:16.:02:28.

this business, we don't know where or what the scale would be, but

:02:29.:02:34.

tonight the mayor of Newtownabbey says the decision to close this

:02:35.:02:35.

blood is devastating. Many workers were shocked and

:02:36.:02:49.

angered. Major, major shock. Can't get over

:02:50.:02:55.

it. Disgusted would be an

:02:56.:03:05.

understatement. Just as strong as long.

:03:06.:03:10.

Caterpillar is suffering from a global slump in demand for its

:03:11.:03:14.

products. It makes heavy construction equipment and power

:03:15.:03:20.

generators. It counts the mining and oil industries among its main

:03:21.:03:25.

customers, but a fall in the price of oil and other commodities means

:03:26.:03:28.

these customers are not buying so much equipment.

:03:29.:03:32.

That is costing thousands of jobs worldwide. Up to 250 will be lost

:03:33.:03:39.

locally. This has been a very difficult

:03:40.:03:44.

decision for us to take. We have worked hard on it and contemplated

:03:45.:03:49.

for -- it for some time. I would say to the workers across all of our

:03:50.:03:53.

plants but the decision we are taking today is no way reflective of

:03:54.:03:59.

the contribution they are given to the business.

:04:00.:04:04.

The trade union says it is more evidence of the need for a more

:04:05.:04:12.

specific manufacturing strategy. It's a disgrace we've had the two

:04:13.:04:16.

major parties blocked a call for a manufacturing strategy by the Ulster

:04:17.:04:22.

Unionist Party over in -- only a matter of eight weeks ago.

:04:23.:04:27.

Nearby, local businesses in Monkstown are more concerned about

:04:28.:04:30.

how this will ripple through the economy.

:04:31.:04:33.

Probably will have an impact on the business. The money has to come from

:04:34.:04:35.

somewhere. There have been a series of major

:04:36.:04:39.

job losses in manufacturing over the last year. Our biggest manufacturing

:04:40.:04:48.

employer, Bombardier, has shed jobs as a result of long-running issues

:04:49.:04:57.

with the development of -- however, figures released today suggested UK

:04:58.:05:01.

manufacturing performed strongly last month, but that will be cold

:05:02.:05:05.

comfort to the people who lose their jobs here.

:05:06.:05:10.

What sort of concerns are being expressed about the firm's long-term

:05:11.:05:14.

sustainable presence in Northern Ireland? This business about five

:05:15.:05:23.

years ago employed around 3000 people; by the time these cuts are

:05:24.:05:29.

done, that will be harsh to about 1500 people. The company says they

:05:30.:05:34.

are committed to Northern Ireland, and they have to make the cuts to

:05:35.:05:39.

remain globally competitive. But clearly what the workers will be

:05:40.:05:42.

hoping is that this will be the last round of cuts for now and the

:05:43.:05:47.

business can stabilise. What about the wider manufacturing sector, how

:05:48.:05:54.

stable is it? Manufacturing is still a hugely important part of the local

:05:55.:05:59.

economy. It accounts for about 15% of our economic output, about 85,000

:06:00.:06:05.

jobs are directly supported by manufacturing. And a piece of work

:06:06.:06:12.

was done which says that the share of our economy taken up by

:06:13.:06:16.

manufacturing is likely to grow over the next ten years. But the flip

:06:17.:06:20.

side is that the number of people employed in manufacturing is still

:06:21.:06:26.

likely to continue falling. So if manufacturing is going to have a

:06:27.:06:29.

future in Northern Ireland, it is good to be full of businesses which

:06:30.:06:33.

are globally competitive and don't need quite so many staff.

:06:34.:06:38.

According to those who have spoken to, what would improve the business

:06:39.:06:43.

atmosphere? The big one which the manufacturing

:06:44.:06:47.

sector constantly harps on about is energy prices. They say that energy

:06:48.:06:53.

users in Northern Ireland are at a big disadvantage compared to other

:06:54.:07:00.

parts of Europe. It is possible that as a result, -- as a result of

:07:01.:07:03.

Brexit we may have more flexibility in what we can do in the energy

:07:04.:07:09.

market, the other big thing the manufacturing sector would like is a

:07:10.:07:14.

specific manufacturing strategy. Up until now Stormont has rejected

:07:15.:07:18.

that, saying they are revising their overall economic strategy, which

:07:19.:07:21.

will encompass manufacturing and all the other economic sectors.

:07:22.:07:26.

The Economy Minister Simon Hamilton said the job losses

:07:27.:07:28.

But he's rejected claims by unions that the Executive is failing

:07:29.:07:31.

Speaking to our business correspondent Julian O'Neill,

:07:32.:07:34.

Mr Hamilton said the workers are uppermost in his mind.

:07:35.:07:54.

My department will be working closely with the firm and those

:07:55.:07:59.

workers are affected, to try and soft and this bloke and try and find

:08:00.:08:04.

retailing or other economic opportunities. -- soften the blow.

:08:05.:08:10.

What do you say to the trade union, who say this is further evidence

:08:11.:08:15.

that the Executive has given up on local manufacturing?

:08:16.:08:20.

It is not true. If we were not interested in manufacturing, why

:08:21.:08:23.

would we be putting over ?200 million over the next -- last five

:08:24.:08:29.

years into the sector? We have an economic strategy for Northern

:08:30.:08:35.

Ireland, and I hear calls for a specific manufacturing strategy for

:08:36.:08:39.

Northern Ireland, but there is nothing that could do for a business

:08:40.:08:43.

like this who have experienced a significant downturn in their

:08:44.:08:46.

business as a result of the drop in oil prices. But what we are doing is

:08:47.:08:59.

we are putting in place the skills, the infrastructure, the support, the

:09:00.:09:05.

finance, the help, helping businesses to grow, and in the last

:09:06.:09:09.

number of years we have seen a growth in employment within the

:09:10.:09:13.

manufacturing sector, and a growth in sales and exports.

:09:14.:09:16.

The economy minister. There's plenty more

:09:17.:09:19.

to come on the programme before 7:00, including: Emotional

:09:20.:09:21.

scenes at an inquest as a couple whose baby was stillborn -

:09:22.:09:23.

hear the doctor admit she should have kept the mother in hospital

:09:24.:09:26.

for observation before the birth. A GP has described the out of hours

:09:27.:09:38.

service in the Southern Dr Frances O'Hagan has told BBC

:09:39.:09:41.

Newsline that too often only one doctor is available overnight

:09:42.:09:45.

for a population of around The Trust says the service is under

:09:46.:09:57.

pressure but that part of the problem is people

:09:58.:10:01.

abusing the system. Our health correspondent

:10:02.:10:03.

Marie-Louise Connolly has the story. Junior became ill at the weekend.

:10:04.:10:12.

She had a temperature and was in pain. She rang the out of hours

:10:13.:10:21.

service. I had to wait for eight and a half hours. I needed an

:10:22.:10:25.

antibiotic, but I had to wait because they were so busy. While the

:10:26.:10:30.

Bank Holiday weekend was busy, there was the added pressure of too few

:10:31.:10:34.

doctors are available to cover shifts. It has emerged that for six

:10:35.:10:39.

consecutive nights at the end of August, only one doctor was

:10:40.:10:42.

available to cover the overnight shift for the entire health trust. I

:10:43.:10:48.

think our service is already broken. We are not providing the service we

:10:49.:10:52.

want to provide to our patients due to lack of cover of doctors. To

:10:53.:10:57.

provide safe overnight cover there should be a total of three doctors,

:10:58.:11:03.

one based at Craigavon, one in Dungannon and the other in Newry.

:11:04.:11:08.

But more often there is only one, to cover house calls. I started my

:11:09.:11:18.

shift at midnight and I had a call to a patient who was very unwell,

:11:19.:11:23.

who had a mental health problem and was actively suicidal. Within an

:11:24.:11:28.

hour I have three similar calls. I had to attend casualty in Craigavon,

:11:29.:11:34.

to assess them to see whether they needed to be admitted under the

:11:35.:11:39.

mental health order. Each of the cases took me in excess of one hour,

:11:40.:11:43.

which was three hours into my shift, all the while I was doing this

:11:44.:11:48.

important work and these people were very ill and needed my attention, I

:11:49.:11:53.

had a build-up in the background of children with temperatures. My

:11:54.:11:56.

palliative care patients, men nursing home patients.

:11:57.:12:01.

The trust admits the service is under pressure. Last year they

:12:02.:12:06.

received over 94,000 calls from the public, but only 20% of these

:12:07.:12:09.

contacts were urgent. A number of the contacts we have

:12:10.:12:14.

would not be for urgent care conditions. It would be for minor

:12:15.:12:19.

things such as head lice, cold sores, hangovers, and for that

:12:20.:12:23.

reason is we would ask people to think carefully about the

:12:24.:12:27.

alternative services available to them.

:12:28.:12:30.

Another problem is that it is no longer compulsory for doctors to

:12:31.:12:34.

work out of hours. Many say it is hard enough catering for their

:12:35.:12:40.

normal router without taking on extra work.

:12:41.:12:42.

-- rotor. There were emotional scenes

:12:43.:12:48.

at an inquest into a baby's death when a doctor accepted the mother

:12:49.:12:50.

should have been kept in hospital Three weeks later in June 2013,

:12:51.:12:53.

the baby, Cara Rocks, was stillborn at the Causeway

hospital in Coleraine. Barry and Michelle at the court

where the inquest examining the death of their baby daughter. The

:13:10.:13:12.

court heard evidence from a doctor who had been responsible for some of

:13:13.:13:19.

Michelle's care. A lawyer representing the couple asked the

:13:20.:13:22.

medic why she had not been kept in for observation after she presented

:13:23.:13:26.

to the hospital with the baby in a sideways position in the 38th week

:13:27.:13:32.

of her pregnancy. The doctor admitted she had advised a junior

:13:33.:13:36.

colleague not to admit Michelle to the hospital without seeing her for

:13:37.:13:41.

herself. The doctor said in retrospect she would have kept her

:13:42.:13:46.

in for observation. When asked whether a Caesarean section would

:13:47.:13:49.

also have been offered if it had been ripped -- requested, the doctor

:13:50.:13:54.

replied that would have been arranged. Under questioning from the

:13:55.:13:59.

coroner, the doctor later told the court that she couldn't recall why

:14:00.:14:03.

she had made the decision -- the decision not to admit the patient on

:14:04.:14:08.

the 5th of June. She said, I don't know what information I was given at

:14:09.:14:12.

that time, and I honestly can't remember the reasoning behind that

:14:13.:14:14.

decision. The doctor apologised to the couple

:14:15.:14:19.

for the distress they have experienced. The Northern health

:14:20.:14:24.

trust has already apologised, admitting a number of mistakes

:14:25.:14:26.

the Brexit debate; now, they must work together to get the best deal

possible for the UK. These business leaders have been

:15:22.:15:25.

brought together as a new group, designed to ensure that Northern

:15:26.:15:29.

Ireland's interests are fully represented. But until the

:15:30.:15:34.

negotiations begin, it is all rather vague. We will get the best possible

:15:35.:15:38.

deal for Northern Ireland, as part of our negotiations with the EU.

:15:39.:15:46.

But Mr Davies was asked his views on the border. Here, the two countries,

:15:47.:15:53.

the United Kingdom and the Republic of Ireland, both want an open

:15:54.:16:00.

border. And we have had a common travel area throughout the United

:16:01.:16:02.

Kingdom and the Republic of Ireland for many, many decades before we

:16:03.:16:07.

were a part of the EU. We will retain that, and we managed to do

:16:08.:16:16.

that without an immigration problem at that time. The two men also have

:16:17.:16:22.

separate meetings with the opposition parties. I see a direct

:16:23.:16:26.

role for us in the negotiations. That was clearly understood by both

:16:27.:16:34.

gentlemen. I made it clear that we will be campaigning very hard to

:16:35.:16:38.

ensure the vote to remain is respected. It is my resolve and

:16:39.:16:42.

conviction that we will ensure that the Irish Government and the British

Government get together to make sure we are not dragged out of Europe.

Charles Piutau will make his competitive debut for Ulster

:24:04.:24:05.

in tomorrow night's Pro12 opener at home to The Dragons.

:24:06.:24:07.

In a week when it's been confirmed that Ruan Pienaar is to leave

:24:08.:24:11.

Belfast next season, the 24-year-old All Black says

:24:12.:24:13.

Personally just trying to be the best I can be. The next step for the

:24:14.:24:33.

team is getting that silverware, so it's focusing it and trying to get

:24:34.:24:36.

the results. Do you get -- do you feel under

:24:37.:24:42.

pressure to deliver silverware? Not really. I know the potential is

:24:43.:24:49.

there, and we can, but no real pressure, or extra pressure for me.

:24:50.:24:57.

The game is live tomorrow night on BBC Two.

:24:58.:24:58.

Finally this evening, for those of you who missed out

:24:59.:25:00.

on Carl Frampton's historic win over Leo Santa Cruz in New York a few

:25:01.:25:04.

weeks ago, you can watch the entire fight on BBC One tonight at 10:45.

:25:05.:25:09.

Let's get a look at the weather forecast, with Cecilia Daly.

:25:10.:25:17.

I've been inside all day, so I don't know what the weather 's been like!

:25:18.:25:25.

Was it a good day? It wasn't. A lot of people back to work so probably

:25:26.:25:29.

-- possibly they don't want it to be nice.

:25:30.:25:35.

But it's not typical necessarily of the next few days. Next week we

:25:36.:25:39.

could see a return to something warmer again. Most of today's rain

:25:40.:25:47.

has moved away. But it's a drying up process tonight. Ord showers

:25:48.:25:51.

floating through on the breeze. Staying quite mild, with loads of 12

:25:52.:25:57.

or 13 degrees. Tomorrow is a drier, brighter and warmer day everywhere.

:25:58.:26:01.

There will be some sunshine around as well, and it should be quite nice

:26:02.:26:07.

in the morning. One of two showers through the morning, mainly across

:26:08.:26:12.

parts of the North West. If you are heading out at lunchtime, most

:26:13.:26:15.

places drier. The average temperature for this time of year is

:26:16.:26:22.

about 16 or 17; it could get up to 18 or even 19 across parts of

:26:23.:26:27.

Belfast down. You're probably more likely to catch a shower across

:26:28.:26:31.

Belfast and the south-east late in the day, but up till then a good

:26:32.:26:35.

part of the day will be dry. Largely drier as well for the Ulster match

:26:36.:26:39.

tomorrow, and a bit of sunshine around as well. Let's talk about the

:26:40.:26:49.

weekend. Yesterday, low pressure threatened some heavy rain for us on

:26:50.:26:53.

Saturday. It now looks as though the track of that will be to the south

:26:54.:26:58.

of us. So most of the heavy rain to the south of us. Dry on Sunday, and

:26:59.:27:03.

until Sunday night this rain -- weather system will bring a bit more

:27:04.:27:08.

rain. Still more cloud on Saturday, best of the sunshine on Sunday and

:27:09.:27:13.

temperature is in the high teens. So it is looking much better for the

:27:14.:27:18.

air this weekend. In many places Saturday will start drier. The cloud

:27:19.:27:26.

bringing mostly light rain during the afternoon and early evening. A

:27:27.:27:30.

nice day on Sunday, and pitch is back up to 20 degrees for next week.

:27:31.:27:40.

There is a security alert at Ardoyne, police are advising

:27:41.:27:42.

motorists to take alternative routes.

:27:43.:27:44.

Our late summary is at half past ten.

:27:45.:27:48.
