A husband and wife from County Armagh have admitted | :01:11. | :01:16.
the sexual abuse of a vulnerable woman in their home over | :01:17. | :01:19.
Our reporter Catherine Morrison was there. | :01:20. | :01:33.
some of the details in her report distressing. 60-year-old Keith | :01:34. | :01:42.
Baker, whose address was given as prison admitted raping and sexually | :01:43. | :01:46.
abusing a vulnerable woman in his Craigavon home over and 88 period. | :01:47. | :01:51.
His wife Caroline pleaded guilty to aiding and abetting him and | :01:52. | :01:55.
indecently assaulting the woman herself. Two further charges of | :01:56. | :01:59.
false imprisonment were left on the books. Earlier court hearing is head | :02:00. | :02:03.
the victim, who had severe learning difficulties, lived in squalid | :02:04. | :02:09.
conditions in their home and was subjected to years of sexual abuse, | :02:10. | :02:12.
in what was described in court, as a house of horrors. The couple, who | :02:13. | :02:18.
had previously denied the charges, will be sentenced on the 2nd of | :02:19. | :02:23.
December. Caroline Baker was released on continuing bail. Her | :02:24. | :02:26.
husband was remanded back into custody. | :02:27. | :02:53.
It is the biggest bottleneck in Belfast. This is where the M2 and | :02:54. | :03:06.
the West Link Mead. It is always very busy. A revamp is planned at a | :03:07. | :03:13.
cost of ?165 million with an application for 40% of the funding | :03:14. | :03:19.
being made to the EU. But the infrastructure Minister says the | :03:20. | :03:21.
Brexit boat says he now has no option but to put the project on | :03:22. | :03:29.
hold. Brexit is a false, the 40% funding would likely have been | :03:30. | :03:33.
coming. I did said Brexit would be bad news for the people of Ireland. | :03:34. | :03:38.
This is the implication of that decision. But in the House of | :03:39. | :03:43.
Commons today, the government repeated its promise if EU started | :03:44. | :03:47.
to fund a project, the Treasury will pay the rest of the project. | :03:48. | :03:53.
Projects where UK organisations bid directly for EU funding will be | :03:54. | :03:56.
guaranteed by the Treasury if the bids are one before our departure. | :03:57. | :04:01.
These guarantees will extend to Twenty20, effectively the end of | :04:02. | :04:05.
this Parliament. How does the Minister reacted as pledged to match | :04:06. | :04:10.
European funding? I have skims schemes that run to 2023 and beyond. | :04:11. | :04:18.
He will match it? He said only up to 2020. The British government could | :04:19. | :04:21.
have dragged us out of Europe by 2019. The DUP says it's wrong to | :04:22. | :04:28.
blame Brexit and it's time for the minister to think again. Visit to | :04:29. | :04:33.
strategic for the Northern Ireland economy. If I was a Sinn Fein voter | :04:34. | :04:37.
in the Grosvenor Road, I would be asking, why is he giving priority to | :04:38. | :04:41.
a project like this which could improve the quality of life and | :04:42. | :04:44.
improve the air quality in those areas as well? Concerns were raised | :04:45. | :04:51.
this afternoon. All roads lead to this interchange. Three motorways | :04:52. | :04:57.
and all the major strategic road network. We could have a member | :04:58. | :05:02.
sitting for two an hour in traffic. At the moment it cost about ?1 a | :05:03. | :05:07.
minute to operate a 42 tonne lorry, so time is money. The minister says | :05:08. | :05:12.
he understands these concerns and although the upgrade scheme is on | :05:13. | :05:16.
hold, he does still hope to carry it out. But it is unlikely to be soon. | :05:17. | :05:19.
Our business and economics editor John Campbell joins me now. | :05:20. | :05:24.
Could they still get the money from Europe? Yes, they could. We need to | :05:25. | :05:31.
unpack a little bit around this guarantee the British government say | :05:32. | :05:36.
it or give around European funding. If you bid for competitive funds in | :05:37. | :05:40.
the EU and this interchange project would qualify for those funds. If | :05:41. | :05:44.
you win, but cannot draw the money down because Brexit, the Treasury | :05:45. | :05:51.
said it will make up the money. The pot of money the Department of | :05:52. | :05:56.
infrastructure want to bid for only opens in 2018. It will be in the | :05:57. | :06:00.
teeth of the Brexit negotiations. Their fee would be, on that time | :06:01. | :06:05.
frame, the EU might say they are not taking any new bits. So they | :06:06. | :06:09.
couldn't have appeared in and couldn't win anything. Under those | :06:10. | :06:12.
circumstances you cannot go to the Treasury and ask for the money | :06:13. | :06:14.
because the Treasury will say, you never had it in the first place. | :06:15. | :06:20.
There is massive uncertainty around it. That is the issue, the amount of | :06:21. | :06:24.
uncertainty and the fact they may not get these funds if they go | :06:25. | :06:29.
through the process. Can they get it elsewhere? Yes, we need to look out | :06:30. | :06:36.
for the Autumn Statement next month. The news around the Chancellor is he | :06:37. | :06:40.
will announce infrastructure spending. A certain amount of that | :06:41. | :06:43.
will flow to storm aren't automatically then it is up to storm | :06:44. | :06:47.
want to decide what to do with it. If he goes big on infrastructure, | :06:48. | :06:52.
whole lot of money could arrive at Stormont and this project could be | :06:53. | :06:56.
back on the road easily. It is such a bottleneck, will it ever happen? | :06:57. | :07:01.
This thing has planning and all the hoops have been jump through, it is | :07:02. | :07:05.
just a question of the money and the executive, although it is not one of | :07:06. | :07:09.
their five priority projects, they want to do this. Hopefully it will | :07:10. | :07:13.
happen before the end of this electoral mandate, but certainly | :07:14. | :07:15.
into the next one. Thank you. Could a Tory rebellion halt plans | :07:16. | :07:18.
for controversial boundary changes A woman has been killed by cattle | :07:19. | :07:22.
on a farm in County Londonderry. It happened between Garvagh | :07:23. | :07:32.
and Swatragh yesterday afternoon. It's understood the woman, | :07:33. | :07:34.
who has not yet been Our north east reporter | :07:35. | :07:39.
Sara Girvin has the story. The woman had been tending cattle on | :07:40. | :07:56.
the family farm when she was killed. The area's MLA said the area is in | :07:57. | :08:03.
shock. It brings home how dangerous farming is and how serious we need | :08:04. | :08:08.
to take it. You go and do something on autopilot because you are used to | :08:09. | :08:12.
doing it and it brings home how dangerous around the farm can be. | :08:13. | :08:18.
The Health and Safety Executive is investigating the death. It has led | :08:19. | :08:22.
for renewed warnings for farm safety and the Ulster farmers union said | :08:23. | :08:25.
even the most experienced farmers must take care. Back to the old | :08:26. | :08:33.
acronym reuse, about farming, say. Slurry, animals, and equipment. Just | :08:34. | :08:39.
for people to take a minute before they start any job, just to think, | :08:40. | :08:49.
can we do that job in a Safeway? Following two farming deaths in | :08:50. | :08:52.
Northern Ireland in the past week, the Health and Safety Executive is | :08:53. | :08:56.
asking farmers to prioritise safety above all else before starting any | :08:57. | :08:57.
job. The victim of a paramilitary | :08:58. | :09:00.
shooting has told a councillor he was on his way | :09:01. | :09:02.
to visit his father in hospital The man was abducted | :09:03. | :09:05.
in Londonderry and driven 18 miles to Dungiven where he | :09:06. | :09:11.
was shot in the leg. It's the second gun attack | :09:12. | :09:13.
in Dungiven in the last week. Here's our North-West | :09:14. | :09:15.
reporter, Keiron Tourish. The area around the shooting | :09:16. | :09:28.
remained cordoned off today. The police say a 22-year-old man was | :09:29. | :09:32.
shot in the leg and was the victim of a paramilitary style attack. He | :09:33. | :09:36.
was said to have crawled 20 or 30 yards along the road for help, | :09:37. | :09:41.
before the alarm was raised by a local resident. The victim told a | :09:42. | :09:45.
Sinn Fein councillor he had been abducted from his home in Derry and | :09:46. | :09:51.
brought to Dungiven before being shot. From my understanding, a young | :09:52. | :09:56.
boy was abducted from his home in Derry. He was on his way to visit | :09:57. | :10:01.
his father in hospital, who is seriously ill. We are in shock, it | :10:02. | :10:05.
is a warning for everyone. It has to be condemned. It is the second time | :10:06. | :10:11.
in a week there has been a shooting in Dungiven. Last Wednesday night | :10:12. | :10:15.
several mass man approached the house and threatened a woman. There | :10:16. | :10:19.
were a number of children in the house at the time. The gang then | :10:20. | :10:25.
fired several shots in the air before making. These people are | :10:26. | :10:28.
dangerous, they are a small man to, but they can cause problems for the | :10:29. | :10:34.
wider society. We need to tackle that. Detectives have issued an | :10:35. | :10:38.
appeal for information. They want to hear from anyone who noticed | :10:39. | :10:41.
anything suspicious or any unusual activity in and around Derry between | :10:42. | :10:49.
6:30pm and 8pm last night to get in touch. They are also keen to speak | :10:50. | :10:54.
to anyone who noticed suspicious activity in and around the hospital | :10:55. | :10:56.
or hear on the hassle road. A pardon for gay men convicted for | :10:57. | :11:10.
sexual acts that were deemed as criminal, will not Lord | :11:11. | :11:14.
automatically stretch to Northern Ireland. | :11:15. | :11:18.
Bletchley Park code breaker was convicted of gross indecently is. | :11:19. | :11:27.
Alan Turing took his own life. Anyone to seize two is convicted of | :11:28. | :11:33.
sexual acts no longer deemed criminal will cede an automatic | :11:34. | :11:36.
pardon. Anyone still living will have to apply for the Home Office, | :11:37. | :11:40.
but will automatically be pardoned if it is not an offence under | :11:41. | :11:49.
current law. But because justice is devolved matter, it is up to the | :11:50. | :11:54.
executive to change the law here. Anything removed, we have done | :11:55. | :11:58.
through court action and decriminalisation was another | :11:59. | :12:00.
example. What we don't want to see in terms of the pardons on these | :12:01. | :12:02.
historic convictions, is further court action being required by our | :12:03. | :12:07.
community. It is time that the assembly to act immediately. In a | :12:08. | :12:12.
statement, the Department of Justice says... | :12:13. | :12:28.
The minister will consider this policy issue. More than 60 men were | :12:29. | :12:35.
prosecuted in Northern Ireland in the decade before homosexuality was | :12:36. | :12:38.
decriminalised in 1982. The rainbow Project says some of those men are | :12:39. | :12:43.
still living with a criminal record, something it says must be addressed | :12:44. | :12:44.
urgently. The younger generation get some road | :12:45. | :12:45.
safety tips from motorbike star A number of Conservative MPS have | :12:46. | :12:49.
told BBC Newsline they can not support plans to change electoral | :12:50. | :13:00.
boundaries and reduce The government wants to cut | :13:01. | :13:02.
the number of MPs by 50 and create constituencies | :13:03. | :13:06.
that are the same size. The move would mean Northern Ireland | :13:07. | :13:08.
would lose an MP and Belfast would go down from | :13:09. | :13:11.
four seats to three. But could Conservative | :13:12. | :13:15.
rebels sink these plans? Here is our Political | :13:16. | :13:16.
Correspondent Stephen Walker. Under the boundary commission plans, | :13:17. | :13:30.
new parliamentary seats would be created and Northern Ireland would | :13:31. | :13:34.
have 17 MPs instead of 18. The moves have received much criticism. The | :13:35. | :13:40.
boundaries themselves, quite frankly, our adult's dinner. Look | :13:41. | :13:42.
what they have done in County Antrim. All they needed to do was | :13:43. | :13:47.
lose one seat in Northern Ireland, there was already a blueprint in | :13:48. | :13:51.
place for 17 seats. Then they have this monstrosity of a carve up. In | :13:52. | :13:56.
Belfast there is strong opposition to the loss of the seat. Not only | :13:57. | :14:01.
would we lose an MP, we would lose five assembly members at the next | :14:02. | :14:06.
election and Belfast would be downgraded. We would create West | :14:07. | :14:10.
Antrim. It is at Westminster where the arguments for change are now | :14:11. | :14:14.
being played out. This is where the battle for the boundaries will be | :14:15. | :14:20.
won or lost. And numbers are key. The Labour Party oppose the move. | :14:21. | :14:26.
Since Theresa May has a small Commons majority, it would only take | :14:27. | :14:29.
a handful of Conservative MPs to rebel and these plans could be in | :14:30. | :14:37.
trouble. And a number of Tory MPs are unhappy. It is your politics, we | :14:38. | :14:42.
are getting rid of the MEPs and the powers are going back to the UK | :14:43. | :14:47.
Parliament after Brexit. Not much justification for reducing the | :14:48. | :14:51.
number of MPs now. As things stand, the status quo is not acceptable. So | :14:52. | :14:56.
as of today you would vote against? I would. But those behind those | :14:57. | :15:04.
changes say they make sense. This is so important, it is not about | :15:05. | :15:09.
individual MPs, it is about ensuring we have equal size constituencies | :15:10. | :15:14.
and it represents the modern world. The public consultation about these | :15:15. | :15:18.
changes is ongoing at this debate is far from over. It is clear those | :15:19. | :15:22.
seeking reform still have a lot of persuading to do. | :15:23. | :15:24.
You can see more on this on Tonight's The View programme | :15:25. | :15:27.
Almost ?54 million was spent up to March of this year | :15:28. | :15:40.
on the development of stadia in Belfast for rugby, | :15:41. | :15:42.
But an Assembly research report suggests grassroots | :15:43. | :15:45.
Good evening. I am here to find out what work is involved in making | :15:46. | :15:58.
grass-roots sport at this rugby club success. We are now seven years into | :15:59. | :16:05.
a 10-year Stormont backed plan called Sport Matters. It is aimed at | :16:06. | :16:09.
developing sport and recreation in Northern Ireland. We ask how much | :16:10. | :16:16.
has been spent so far in grass-roots sport. The records have not been | :16:17. | :16:21.
held for the culture, arts and leisure department, but since its | :16:22. | :16:25.
formation in May, it is looking to spend ?10 million grass-roots sport. | :16:26. | :16:32.
Here, the Larne Vikings is a mini rugby club. It is self financing, | :16:33. | :16:36.
caters for boys and girls of primary school age and is run by volunteers. | :16:37. | :16:43.
Two of them join me now. Colin, what costs are involved in running a club | :16:44. | :16:49.
like this? The biggest expense is insurance. The kids have to be | :16:50. | :16:54.
covered. Probably over 50% of the fees is covering insurance for the | :16:55. | :17:00.
kids. We have also got the kit to buy so they can play at tournaments | :17:01. | :17:05.
and feel a part of the group and the team and they all dress the same. | :17:06. | :17:11.
Neal, money doesn't come from central government, but also local | :17:12. | :17:14.
government. Councils give a lot of money to many different sports, what | :17:15. | :17:18.
has been your experience of getting that funding? To be honest, we are | :17:19. | :17:24.
quite new to the funding aspect in the council area. We ran a festival | :17:25. | :17:28.
to apply for medium grant funding and first attempt at it. It is a | :17:29. | :17:41.
massive undertaking. We had massive thanks from the sports development | :17:42. | :17:47.
minister, he pointed us in the right direction and we hope to look at | :17:48. | :17:50.
coaches and equipment and other bits and pieces to try and get people out | :17:51. | :17:57.
here to play. Thankfully, the children came out to do a special | :17:58. | :18:02.
training session this evening, but what commitment is involved in | :18:03. | :18:05.
running this club? From a coaching aspect, we need to have trained | :18:06. | :18:09.
coaches and the Ulster Branch has given us great assistance with that | :18:10. | :18:13.
none offers coaching courses on a regular basis. We also have | :18:14. | :18:18.
commitment from parents and local businesses sponsor us and give us a | :18:19. | :18:22.
bit of money towards our funding and running the club. There is a bit of | :18:23. | :18:26.
commitment, training nights and organising matches. Social media | :18:27. | :18:30.
makes it easier to contact people I get in touch a lot easier and | :18:31. | :18:34.
organise these things. But you wouldn't do it if you didn't like | :18:35. | :18:39.
it. You are all volunteers, but what do you, coaches and parents and | :18:40. | :18:42.
particularly the children, get out of being part of this? I get a lot | :18:43. | :18:48.
of enjoyment seeing them progress and their natural progression. Some | :18:49. | :18:51.
good players coming through the system. The boys, what we try to | :18:52. | :18:56.
instil into them our core values, like discipline and respect. | :18:57. | :19:01.
Timekeeping is sadly lacking in society, rugby has been a great | :19:02. | :19:04.
experience for me and hopefully I can pass that on to the kids and | :19:05. | :19:08.
they can get the same enjoyment I did as a player and coach. Great | :19:09. | :19:12.
inspiration, hopefully they will go on to greater and bigger things. Can | :19:13. | :19:17.
I just say and be half of Larne rugby club, we would like to pass | :19:18. | :19:23.
our condolences on to the Foley family at this time and Munster. It | :19:24. | :19:29.
has been a tough time for them. Our condolences go out to them at this | :19:30. | :19:35.
time. About 100 children turn out for mini rugby here in Larne most | :19:36. | :19:39.
weekends. We would like to hear how your grass-roots clubs are getting | :19:40. | :19:45.
on. Look at our Facebook page and add your opinion there. Back to you. | :19:46. | :19:54.
Millions of pounds have been stolen by cyber criminals and the police | :19:55. | :20:01.
have been out giving advice. Whether it is banking or buying holidays, | :20:02. | :20:06.
sharing images are making contacts, nearly all of us have personal | :20:07. | :20:09.
information online. The warning now is to make sure these details stay | :20:10. | :20:16.
protected. Last year we were aware of ?30 million loss through cyber | :20:17. | :20:20.
crime. That is only a tiny percentage of the cyber crime we are | :20:21. | :20:24.
experiencing. One in ten others will become victims next year. Nine out | :20:25. | :20:29.
of ten businesses will be affected by a cyber attack. We want to give | :20:30. | :20:33.
awareness out and educate people on how to prevent themselves becoming | :20:34. | :20:39.
victims. I do a lot of online banking and looking for items | :20:40. | :20:41.
online. I'm not very computer literate. I am from a generation | :20:42. | :20:46.
that didn't have computers so it is a learning curve. People go into my | :20:47. | :20:53.
Facebook account and post things they shouldn't. It affects me on the | :20:54. | :21:00.
basis of social things and strong relationships with offensive | :21:01. | :21:05.
pictures and offensive posts. If you wouldn't say it to your mother, a | :21:06. | :21:09.
policeman of the top deck of a bus, don't put it online. What goes | :21:10. | :21:16.
online, stays online. This event has attracted everyone from | :21:17. | :21:18.
schoolchildren to pensioners, because experts here say anyone, | :21:19. | :21:24.
regardless of age, can be targeted by cyber crime. 86% in Northern | :21:25. | :21:29.
Ireland are online every day, but the criminals don't care if we are | :21:30. | :21:33.
old, young, an individual or a business. They will try to steal | :21:34. | :21:42.
identity and make us become a victim of cyber crime. Experts say simple | :21:43. | :21:45.
steps like updating passwords and software can make all the | :21:46. | :21:46.
difference. Carl Frampton's next | :21:47. | :21:51.
fight will be in the USA The rematch between Carl Frampton | :21:52. | :21:54.
and Mexico's Leo Santa Cruz is on. The Belfast fighter confirmed today | :21:55. | :22:00.
via social media that a deal had been done to defend his WBA | :22:01. | :22:04.
world featherweight title The Northern Irishman beat | :22:05. | :22:06.
Santa Cruz in an absorbing fight The points victory made Frampton | :22:07. | :22:09.
the first Irishman to win world It's understood the rematch | :22:10. | :22:13.
is likely to be staged Another local fighter aiming | :22:14. | :22:16.
to follow in Carl Framptons American promoters 'Top Rank' have | :22:17. | :22:22.
confirmed their latest signing will top the bill | :22:23. | :22:29.
on his professional debut In order to pursue his dream, | :22:30. | :22:31.
Conlon and his family are moving Where he travels, his supporters | :22:32. | :22:51.
follow. As an amateur, he conquered the world. As a professional, | :22:52. | :22:57.
hopefully he will be on the West Coast of America. I will base myself | :22:58. | :23:10.
in Los Angeles. In terms of your backroom team... I have to go over | :23:11. | :23:19.
in November, do a bit of a trial run and see if I like it. He aims to | :23:20. | :23:26.
fight half a dozen times in 2017. Las Vegas and Ireland are on the | :23:27. | :23:30.
itinerary. But his Debbie will come in New York City where he will top | :23:31. | :23:36.
the bill. I can't remember the last debit and who topped their own bill. | :23:37. | :23:43.
It is very special and put it to be Madison Square Garden on Saint | :23:44. | :23:49.
Patrick Day, is amazing. That is when and where the next chapter | :23:50. | :23:51.
begins. He'll be in MotoGP action | :23:52. | :23:52.
in Australia this weekend, but on a recent visit home | :23:53. | :23:54.
it was back to school The Toomebridge man was a special | :23:55. | :23:57.
guest at Taylorstown community play group outside Moneyglass | :23:58. | :24:00.
where he was put through his paces He is used to position, but whilst | :24:01. | :24:15.
back home, Eugene Laverty is on two wheels of a different variety. The | :24:16. | :24:20.
Moto GP racer was the star attraction for these kids, just | :24:21. | :24:22.
weeks after making the difficult decision to go back to the world | :24:23. | :24:29.
Superbike championship. It was difficult because I had moved to | :24:30. | :24:34.
MotoGP, put in two seasons of hard work and I wanted to continue that. | :24:35. | :24:42.
But I had to be realistic. It became an easier decision then, because I | :24:43. | :24:49.
needed to get winning races again. A tough call for Eugene Laverty... But | :24:50. | :24:55.
a big boost for the championship. He will go head-to-head with the | :24:56. | :25:02.
current world champion. It is great for Northern Ireland to have two | :25:03. | :25:06.
riders who will be competing together. Johnny is already there, | :25:07. | :25:10.
he is a world champion and looks on course to be world champion again. I | :25:11. | :25:14.
have to step in and try to challenge him. I am not the only guy, I think | :25:15. | :25:19.
everybody else is trying to chase him down. The rivalry is one to look | :25:20. | :25:24.
forward to, but there is plenty of time to have fun before the serious | :25:25. | :25:26.
stuff starts. Typical quiet autumnal day. We did | :25:27. | :25:43.
have some patchy grass fog and mist and fog. But once the sun got up, it | :25:44. | :25:47.
really did clear the mist and fog. Quite pleasant in many areas. Cloud | :25:48. | :25:52.
as well, particularly this over the East which lingered into the | :25:53. | :25:56.
afternoon. Beneath that, not that unpleasant, the brightness was | :25:57. | :25:58.
coming through the cloud and there was a few glimmers of sunshine as | :25:59. | :26:03.
well. We head into deceiving, not a bad end to the day. Variable cloud | :26:04. | :26:08.
and clear spells. For part of the North and east in particular, those | :26:09. | :26:11.
clear spells could be holding throughout the night. Rural areas in | :26:12. | :26:15.
these spots good season patches of grass frost Ansah mist and fog | :26:16. | :26:20.
patches. 6 degrees in towns and probably part of the West. Maybe | :26:21. | :26:24.
staying frost free because we will see increasing amount of cloud. | :26:25. | :26:30.
Tomorrow, many will see some cloudy skies, still mainly dry but because | :26:31. | :26:34.
of the cloud, I don't think the mist and fog will be quite as widespread | :26:35. | :26:38.
as it was this morning. Look at this lovely scene. There will be some of | :26:39. | :26:44.
it around, but because of the cloud it will lift quite quickly. We could | :26:45. | :26:49.
see a couple of showers popping up towards the West, due to a nearby | :26:50. | :26:53.
weather fronts but it won't amount to a great deal. Into the afternoon | :26:54. | :26:57.
in particular, hopefully bright spells developing again, especially | :26:58. | :27:01.
towards the North. By that stage towards the east and south-east, you | :27:02. | :27:04.
might get the odd shower but you will be unlucky to catch one of | :27:05. | :27:09.
those. Through tomorrow night, dry, clear spells so we are looking at a | :27:10. | :27:13.
frost and fog in the countryside. Towns around five or 6 degrees. | :27:14. | :27:18.
Shall start creeping towards these coast later, so they will be | :27:19. | :27:22.
drifting inland on Saturday for a time. A brighter day once though | :27:23. | :27:26.
showers fade away. Plenty of sunshine. Probably the better day of | :27:27. | :27:30.
the weekend. More cloud and breeze on Sunday, but still mainly dry. | :27:31. | :27:32. |
