Good evening, the headlines on BBC Newsline: Arlene Foster causes | :00:17. | :00:18.
surprise in Dublin with her claim that the Irish government has been | :00:19. | :00:22.
The education minister brings in an expert to try to get | :00:23. | :00:28.
a single transfer test - but what are the chances | :00:29. | :00:33.
of agreement between competing grammar school groups. | :00:34. | :00:35.
A man's accused of trying to strangle his girlfriend | :00:36. | :00:41.
while on a camping holiday in Co. Antrim. | :00:42. | :00:45.
All dressed up with somewhere to go - it's fright night as Halloween | :00:46. | :00:52.
We a special interview in Qatar with Northern Irelands new double | :00:53. | :00:57.
And I'm live with the Halloween forecast | :00:58. | :01:05.
as well as a look ahead to the rest of the week this midterm. | :01:06. | :01:10.
The Deputy First Minister Martin McGuinness says he was surprised | :01:11. | :01:14.
by the First Minister's claim that the Irish government has tried | :01:15. | :01:17.
to poach potential investors from Northern Ireland. | :01:18. | :01:25.
The DUP leader, Arlene Foster, made the allegation during her party | :01:26. | :01:27.
The comments come just days before the Irish government | :01:28. | :01:36.
hosts its conference to discuss the implications of Brexit. | :01:37. | :01:39.
Here's our political correspondent Gareth Gordon. | :01:40. | :01:48.
Arlene Foster's on fire at the post-conference song | :01:49. | :01:51.
and she certainly was when it came to the issue | :01:52. | :01:53.
I seek to take the views of the Northern Irish people | :01:54. | :02:01.
on Brexit at home, their representatives are attempting | :02:02. | :02:14.
to talk down our economy and poach investment. | :02:15. | :02:18.
That came as a surprise to a man she didn't attack during | :02:19. | :02:21.
her speech, her partner in government. | :02:22. | :02:24.
I'd heard absolutely nothing about that and if that was | :02:25. | :02:26.
From our perspective again, we need to | :02:27. | :02:30.
deal with the reality of where we are at the moment. | :02:31. | :02:33.
The British government has created enormous problems | :02:34. | :02:41.
It was also a shock to the | :02:42. | :02:44.
Irish Foreign Affairs Minister, who telephoned his counterpart to | :02:45. | :02:47.
We have to work together to ensure economic and | :02:48. | :02:54.
social prosperity for all the people of this island. | :02:55. | :02:57.
Irish government sources have described Arlene Foster's | :02:58. | :03:02.
One person said to me, if they are to be said, | :03:03. | :03:09.
we would prefer them to be said in a different way. | :03:10. | :03:12.
Enda Kenny will be meeting Martin McGuinness | :03:13. | :03:19.
later this week but he is not expected to meet Arlene Foster. | :03:20. | :03:23.
She has said that she hopes to see him soon. | :03:24. | :03:30.
Here to tell us more is our economics and business | :03:31. | :03:35.
John, where has this poaching allegation come from? | :03:36. | :03:44.
And for certain and been linked to a trip to Chicago, a standard curve to | :03:45. | :03:59.
seek investors. But somebody on that trip explained it as everywhere we | :04:00. | :04:04.
went, the Irish had been ahead of us. She had heard from a number of | :04:05. | :04:14.
sources that companies already in Northern Ireland or thinking of | :04:15. | :04:17.
going to Northern Ireland had been so tired. The feeling was that this | :04:18. | :04:21.
was an aggressive approach by Irish trade representatives. | :04:22. | :04:23.
Hasn't the Irish government been clear that it sees | :04:24. | :04:25.
Yes, and the morning after the Brexit result, a contingency plan | :04:26. | :04:39.
was published which look to push the market in key financial sectors and | :04:40. | :04:44.
assess the potential for new investment arriving in the UK after | :04:45. | :04:54.
leaving the EU. Lots of other Europeans will be doing that as | :04:55. | :04:55.
well. And trying to attract foreign | :04:56. | :04:56.
investment is always competitive. Exactly. Any times Investment | :04:57. | :05:10.
Northern Ireland are announcing new deals, they are talking about | :05:11. | :05:14.
beating off Poland or other countries. It is a competitive | :05:15. | :05:23.
process. Measures have been taken to compete on a more level playing | :05:24. | :05:24.
field with the Republic of Ireland. The Department for Education has | :05:25. | :05:26.
appointed an English academic to lead a formal process to find | :05:27. | :05:28.
a single transfer test. The first of this year's five tests | :05:29. | :05:31.
will be held next week. But, as our education correspondent | :05:32. | :05:34.
Robbie Meredith reports, the Education Minister says he wants | :05:35. | :05:38.
one common test in place next year. Some primary seven children will set | :05:39. | :05:51.
up to five transfer tests in five weeks, beginning next Saturday. That | :05:52. | :05:56.
is because there are two separate testing systems and some children | :05:57. | :06:01.
set both. The postprimary transfer consortium set to tests. | :06:02. | :06:10.
The education minister says that is too many and wants a common test | :06:11. | :06:16.
next year. That would be the aim. The thing was | :06:17. | :06:22.
to get something in place and get agreement within that. It is | :06:23. | :06:30.
worthwhile trying to see what benefits there can be to ease the | :06:31. | :06:34.
burden on children, parents and schools. | :06:35. | :06:37.
He has appointed this man, Professor Peter terms of Durham University, to | :06:38. | :06:45.
try to turn two into one. The minister's latest move has been | :06:46. | :06:49.
criticised. We've had no statement or notice, | :06:50. | :06:53.
despite the minister attending only two weeks ago. This is further | :06:54. | :07:03.
rejection of meant in evidence that links academic achievement and | :07:04. | :07:11.
disadvantage. We have got to put together a test | :07:12. | :07:15.
that is agreeable to both of us. To some extent are going to have to try | :07:16. | :07:20.
late in some way. Provide past papers, given permission to schools. | :07:21. | :07:26.
You're looking at a leader in... If I see two years, I think that is too | :07:27. | :07:32.
tight a time schedule. I'm thinking of at least, and I stress at least, | :07:33. | :07:39.
three years. There is disagreement over what form | :07:40. | :07:44.
the selection tests should take. The education minister cannot compel | :07:45. | :07:47.
them to change. He has to hope he can persuade them to. | :07:48. | :07:49.
The police are investigating the sudden deaths of three people | :07:50. | :07:52.
in County Tyrone and County Antrim on Friday night. | :07:53. | :07:58.
21 year old Amy Reid died at a house party in Coagh. | :07:59. | :08:01.
Three people arrested on suspicion of drugs | :08:02. | :08:03.
offences have been released, pending further inquiries. | :08:04. | :08:07.
In another incident, 38-year-old Gavin Scott | :08:08. | :08:13.
and his 24-year-old nephew Mark Scott were found dead | :08:14. | :08:15.
Their deaths are not being treated as suspicious and inquiries | :08:16. | :08:19.
A man accused of trying to strangle his girlfriend | :08:20. | :08:22.
on a camping holiday on the Antrim coast has appeared in court. | :08:23. | :08:27.
Details of the alleged attack emerged as Mario Felloni applied | :08:28. | :08:30.
for bail on a charge of attempted murder. | :08:31. | :08:32.
The 33-year-old defendant also faces counts of false imprisonment and | :08:33. | :08:54.
assault, occasioning actual bodily harm. He was arrested after police | :08:55. | :09:00.
received the report of a distressed woman with marks on her neck and | :09:01. | :09:06.
heavily bloodshot eyes. She had approached another woman, claiming | :09:07. | :09:09.
to have gone nine miles on foot after an attempt to choke her. The | :09:10. | :09:14.
prosecution said a doctor who examined her at Antrim hospital said | :09:15. | :09:20.
she had been significantly strangled in an attempt to murder her. The | :09:21. | :09:27.
women described escaping after Mario Felloni fell asleep. He was arrested | :09:28. | :09:33.
a short distance from the tent. During interviews, he denied using a | :09:34. | :09:38.
belt or any attempt to choke the woman but said he punched her up to | :09:39. | :09:44.
six times after she slapped his face in an argument. The woman has since | :09:45. | :09:49.
returned home to Cork and withdrawn her complaint. Mario Felloni remains | :09:50. | :09:58.
in custody while a suitable address is fine for him. | :09:59. | :10:00.
A former supergrass who infiltrated the IRA at the height | :10:01. | :10:02.
of the Troubles has been found dead at his home in Kent. | :10:03. | :10:05.
Raymond Gilmour, from Londonderry, was the only witness in a trial | :10:06. | :10:08.
of more than 30 IRA suspects which collapsed in 1984. | :10:09. | :10:11.
He had been living in England under a new identity for | :10:12. | :10:13.
Raymond Gilmour was an RUC Special Branch informer, | :10:14. | :10:19.
who infiltrated both the INLA and IRA in the 1970s. | :10:20. | :10:24.
His cover was blown in 1982 after the RUC | :10:25. | :10:27.
used his information to recover a machine gun. | :10:28. | :10:32.
at what was then the biggest ever British or Irish trial, | :10:33. | :10:38.
testifying against 35 IRA suspects at the Crumlin Road Courthouse. | :10:39. | :10:43.
The case collapsed and the accused were acquitted. | :10:44. | :10:47.
The judge called Gilmour "entirely unworthy of belief". | :10:48. | :10:49.
he was given a new identity and a home in Kent, where he later | :10:50. | :10:55.
But in the following decades he remained bitter about his | :10:56. | :11:00.
treatment by his former MI5 handlers, | :11:01. | :11:02.
I'm living on a knife edge, no financial stability. | :11:03. | :11:17.
In later years he lived alone, troubled by pyschiatric illness | :11:18. | :11:21.
I think you had quite a troubled time. I think the pressure of living | :11:22. | :11:35.
undercover got to him in the end, really got to him. With maybe a | :11:36. | :11:40.
drink problem and mental health issues. | :11:41. | :11:41.
Two years ago Raymond Gilmour was asked if he had regrets. | :11:42. | :11:46.
You take it on the chin. You do what you do. When your country relents | :11:47. | :11:55.
from looking after you there is nothing else you can do. Just living | :11:56. | :12:03.
the best way you can. Does that mean looking over your | :12:04. | :12:09.
shoulder every day. All the time. All the time. Every | :12:10. | :12:11.
minute of the day. Raymond Gilmour's funeral | :12:12. | :12:14.
is expected in the coming days. It's unclear if his real name | :12:15. | :12:16.
will be on his gravestone. Four families have had | :12:17. | :12:18.
to leave their homes following a suspected arson | :12:19. | :12:20.
attack in Newcastle. A wheelie bin was set on fire before | :12:21. | :12:22.
being pushed against oil tanks in Bracken Avenue | :12:23. | :12:25.
early yesterday morning. Four houses were damaged | :12:26. | :12:28.
but no-one was hurt. Still to come on the programme, | :12:29. | :12:34.
World Champion for the second year in a row, and hoping to make it | :12:35. | :12:37.
a hat-trick. Now, of course tonight is Halloween, | :12:38. | :12:43.
and where else does it bigger It's been voted the best Halloween | :12:44. | :12:47.
destination in the world and this year the city | :12:48. | :12:53.
is celebrating its 30th anniversary And our north west reporter | :12:54. | :12:56.
Keiron Tourish is there. Yes, it is quite literally the | :12:57. | :13:11.
biggest night of the year. Lots of colour and spectacle as you can see. | :13:12. | :13:17.
As I have been finding out, 2016 is a special year. | :13:18. | :13:18.
The theme for Halloween this year was out of this world | :13:19. | :13:21.
and local children certainly came up with plenty of colourful ideas | :13:22. | :13:24.
which were then projected onto various public spaces. | :13:25. | :13:27.
I came up with a rocket because I like the idea of rockets going into | :13:28. | :13:36.
space and landing on the moon. I guess it is just that it is not | :13:37. | :13:42.
anybody else's, it is mine. It is going into space, which is one of my | :13:43. | :13:46.
favourite subjects. It started life as a small immunity | :13:47. | :13:53.
festival and has grown over the years beyond all expectation. | :13:54. | :13:56.
Thousands of people put in time and effort making the costumes and can | :13:57. | :13:59.
be lots of surprises just around the corner. | :14:00. | :14:05.
It started as a small project but a handful of people and no it is | :14:06. | :14:11.
citywide. As far as Donegal, we have lots of groups taking part. People | :14:12. | :14:17.
put so much time and effort into the costumes. | :14:18. | :14:18.
It's expected 50,000 people will take part in this | :14:19. | :14:20.
It now runs over several days throughout the council area. | :14:21. | :14:32.
Economically, lots of money comes into the economy is result of what | :14:33. | :14:38.
we are doing. We hope it will be as many as 50,000 this year or even | :14:39. | :14:39.
surpass it. In the last week shops have reported | :14:40. | :14:41.
a brisk trade as people decide Around 700 people will take | :14:42. | :14:45.
part in the massive carnival as it makes its way | :14:46. | :14:48.
along the quay. The highlight for many will again be | :14:49. | :14:51.
the major fireworks display. It traditionally attracts thousands | :14:52. | :14:55.
of people all keen to take This has to be the biggest one ever. | :14:56. | :15:24.
It certainly will be. The biggest year we have had so far. | :15:25. | :15:32.
What is the economic impact? We estimate it will be worth over ?1 | :15:33. | :15:38.
million to the economy. We believe that is really good value because | :15:39. | :15:43.
that is four times more than it costs to put on. | :15:44. | :15:49.
?220,000 is a lot of money to spend on an event like this. | :15:50. | :15:55.
You getting value for money? Yes, it attracts numerous out-of-town | :15:56. | :15:57.
visitors and that is growing year-on-year. Last year we were | :15:58. | :16:02.
voted the biggest Halloween destination in the world by the USA | :16:03. | :16:07.
Today newspaper. That shows the International coverage we are | :16:08. | :16:11.
getting. The festival is a key part of our tourism strategy. | :16:12. | :16:18.
You're not trying to build a local reputation, but an international | :16:19. | :16:21.
one? Luckily we have always been known as | :16:22. | :16:26.
the best in the world but now we're getting international recognition. | :16:27. | :16:31.
We see that from day valuations from out of state visitors. It enhances | :16:32. | :16:40.
region and it showcases the heritage that we have naturally to the rest | :16:41. | :16:43.
of the world. Do feel under pressure because of | :16:44. | :16:48.
the success of this event? You have deliver year-on-year? | :16:49. | :16:53.
It is pressure but it is good pressure. We are here to grow that | :16:54. | :16:57.
any economic benefit. We want to make it family friendly for the | :16:58. | :17:01.
visitors. You want to see people coming out and enjoying it and that | :17:02. | :17:06.
challenges us to grow it next year. In terms of the future, as this is | :17:07. | :17:12.
what councils will have to do in the future, put on big set piece events | :17:13. | :17:18.
like this to bring visitors on? C have different things like jazz | :17:19. | :17:22.
festivals and Halloween and different things? | :17:23. | :17:27.
It is a big part of a reputation that we grow these. We have | :17:28. | :17:35.
ambitions to have a major festival every year on top of jazz and | :17:36. | :17:40.
Halloween and all that. But also we have a big natural heritage that we | :17:41. | :17:44.
want to see. Thanks for joining us. | :17:45. | :17:49.
I'm sure it will be a great night - and if you're dressing up tonight, | :17:50. | :17:53.
in Derry or anywhere else, please do send us in your photos | :17:54. | :17:56.
and we'll try and put as many as possible up on our BBC | :17:57. | :17:59.
The 100-acre JTI Gallahers factory site outside Ballymena | :18:00. | :18:02.
In a statement, Wrights Group said it was "too early" to outline | :18:03. | :18:06.
JTI will leave the site next year, following the recent ending | :18:07. | :18:11.
of tobacco manufacturing operations with the loss of more | :18:12. | :18:13.
Former Northern Ireland footballer Philip Mulryne has | :18:14. | :18:19.
The West Belfast man played for clubs including Norwich City | :18:20. | :18:27.
He was made a deacon in the Dominican Order at | :18:28. | :18:38.
St Saviour's church in North Dublin on Saturday and is on track | :18:39. | :18:41.
Can being outside help treat people with anxiety and depression? | :18:42. | :18:45.
Well, one conservation charity has hooked up with public health | :18:46. | :18:48.
They're involved in a project at Portmore Lough, | :18:49. | :18:51.
a wildlife sanctuary on the edge of Lough Neagh. | :18:52. | :18:53.
Our Agriculture and Environment Correspondent | :18:54. | :18:55.
They're flat out on the lough shore at Portmore. | :18:56. | :19:06.
These volunteers putting up tree sparrow boxes are part of a project | :19:07. | :19:09.
assessing the great outdoors as a treatment for mental health | :19:10. | :19:11.
And a couple of weeks in, they're really getting into it. | :19:12. | :19:30.
We went down to see the ponies and cut her the brambles so they don't | :19:31. | :19:35.
eat them. What I see is that in the morning | :19:36. | :19:40.
when people come and they are ready to get back out again. I definitely | :19:41. | :19:44.
see that the mood is better. The RSPB south Eastern trust | :19:45. | :19:49.
and PHA are all involved. The volunteers are surrounded | :19:50. | :19:52.
by nature here, or the much less common | :19:53. | :19:54.
and impressive marsh harrier scanning the reed | :19:55. | :19:59.
beds along the lough. There are no ill side-effects. After | :20:00. | :20:18.
we evaluate this we will hope to influence practice across the whole | :20:19. | :20:21.
public health service. And it is not just a physical | :20:22. | :20:25.
benefits of being outside and becoming effects of nature. There is | :20:26. | :20:29.
the social side as well. The bowl of homemade soup | :20:30. | :20:31.
and the conversation that goes along And participants hope that if it | :20:32. | :20:33.
gets permanent funding, this is something others can benefit | :20:34. | :20:37.
from in time. Northern Ireland has a new | :20:38. | :20:45.
motorcycling double world champion - We've a special interview with him | :20:46. | :20:47.
in Qatar where he was crowned Rea the first rider since | :20:48. | :20:57.
Carl Fogarty in 1999 to win Consistency was the key | :20:58. | :21:02.
to his success - Rea was on the podium 23 times out | :21:03. | :21:07.
of the season's 26 races. And he says he now wants to create | :21:08. | :21:11.
history by winning a third My report starts with | :21:12. | :21:15.

through. I hope to be able to encourage people in the future from | :22:19. | :22:22.
Northern Ireland to follow in my footsteps because I had a dream as a | :22:23. | :22:26.
young boy and I believed in it and ran with it and got the opportunity | :22:27. | :22:34.
and now I am here on top of the world and it feels amazing. | :22:35. | :22:42.
He wants to repeat the achievement in 2017 but knows it | :22:43. | :22:45.
We have new competition next year which will be strong. We need to | :22:46. | :22:59.
step up, not just as a rider but as a team and manufacture. We are ready | :23:00. | :23:08.
for the challenge to win two in a row incredible. Only three people | :23:09. | :23:11.
have done it before and nobody has one hat tricks that is my target for | :23:12. | :23:15.
next year. It is a big one but will start to think about that in a | :23:16. | :23:17.
couple of weeks. But for now some down | :23:18. | :23:18.
time for the champion Irish Premiership club Portadown, | :23:19. | :23:20.
who started this season on minus twelve points, | :23:21. | :23:25.
could face another deduction after they fielded a player | :23:26. | :23:28.
in Saturday's win over Ards Robert Garrett scored | :23:29. | :23:32.
in their 3-1 victory over Ards - but the IFA disciplinary committee | :23:33. | :23:36.
have been asked to rule on whether the midfielder should | :23:37. | :23:39.
have been on the pitch at all. According to the IFA website, | :23:40. | :23:42.
Garrett had been due to serve a one-match ban, | :23:43. | :23:45.
effective from last Monday. Rory McIlroy is back up to number | :23:46. | :23:52.
two in the world rankings following a joint fourth place | :23:53. | :23:55.
finish at the WGC-HSBC championship But he has withdrawn from this | :23:56. | :23:57.
week's Turkish Open, His absence makes his chances | :23:58. | :24:02.
of winning the season-ending Race I guess it is out of my hands. I | :24:03. | :24:18.
took the decision not to go to Turkey next week and those boys can | :24:19. | :24:23.
battle it out. If I have somewhat of a chance going into Dubai that's | :24:24. | :24:27.
great but over the course of the season the apparent big wins and | :24:28. | :24:31.
have played well. Two major champions. So I am OK with that. | :24:32. | :24:34.
In Gaelic football, Tyrone champions Killyclogher secured a first ever | :24:35. | :24:37.
semi-final place in the Ulster Club championship after beating | :24:38. | :24:39.
Goals from Mark Bradley and James Carlin saw Killyclogher | :24:40. | :24:48.
open up a substantial lead before half-time over their opponents, | :24:49. | :24:52.
eventually winning by two goals and ten points to one | :24:53. | :24:54.
They will now face Slaughtneil in the last four. | :24:55. | :25:04.
will see Maghery face Kilcoo, who eliminated the Donegal | :25:05. | :25:07.
That match turned on a red card incident early in the second half | :25:08. | :25:11.
which saw Cathal Gallagher dismissed for a high challenge. | :25:12. | :25:13.
Darragh O'Hanlon scored the penalty and the Down men never looked back, | :25:14. | :25:16.
How is the weather shaping up for Halloween. | :25:17. | :25:47.
Good evening from Derry. It is another mild Halloween. The third | :25:48. | :25:56.
consecutive mild Halloween. 24 team was a record breaker so some people | :25:57. | :26:02.
might be a little bit sweaty tonight. The main carnival parade | :26:03. | :26:10.
kicks off very soon here. If you haven't left the house yet, this is | :26:11. | :26:17.
what you can expect. There is some rain and drizzle to come southwards | :26:18. | :26:22.
tonight. We've already had some rain in the city so that will be edging | :26:23. | :26:27.
southwards. It is to get cooler as the night goes on with a northerly | :26:28. | :26:33.
breeze kicking in. Skies were clear and temperatures will drop back to | :26:34. | :26:41.
four or 5 degrees. As far as the week ahead goes, it will get cooler. | :26:42. | :26:49.
For the next couple of days, fine and bright. No excuses not to get | :26:50. | :26:53.
outdoors. On Thursday you may need to think about something indoors | :26:54. | :26:57.
because there will be rain around for the latter part of the week. | :26:58. | :27:02.
Tomorrow's headliners for a fine and bright day. It will feel chilly in | :27:03. | :27:11.
the northerly breeze. Temperatures dropping back compared to what we | :27:12. | :27:17.
have been used to. Feeling quite chilly in that breeze. Tomorrow | :27:18. | :27:21.
night we are likely to see temperatures dropped close to | :27:22. | :27:23.
freezing in parts of the countryside. Mostly dry and clear. | :27:24. | :27:29.
That will mean a crisp day on Wednesday. Not quite so breezy and | :27:30. | :27:33.
still some sunshine around. The outlook for the rest of the week is | :27:34. | :27:37.
foreign to come in on Thursday and a mixture of sunshine and showers on | :27:38. | :27:40.
Friday. It will get cooler this week so we will need to wrap up warm. The | :27:41. | :27:43.
fireworks are coming soon in Derry. | :27:44. | :27:53. |
