A court has been told that a teenager accused of murder tried | :01:15. | :01:17.
19-year-old Rhys Magee denies murdering this man Richard Miskelly. | :01:18. | :01:26.
He was 24 years old and was found lying on a road outside a house | :01:27. | :01:30.
Sara Neill was at the the court hearing. | :01:31. | :01:35.
Richard Miskelly died after he was attacked close | :01:36. | :01:37.
Police received reports of an assault outside this | :01:38. | :01:42.
house in the early hours of Sunday morning. | :01:43. | :01:45.
Paramedics had tried to resuscitate the 24-year-old, | :01:46. | :01:48.
Rhys Magee from Carrowdore Road in the Ards Peninsula is accused | :01:49. | :01:55.
of his murder and of perverting the course of justice. | :01:56. | :01:58.
Newtownards Magistrates Court heard claims he spoke to a witness, | :01:59. | :02:00.
saying, "You got home an hour before me, you didn't see anything". | :02:01. | :02:10.
Some of the relatives sobbed in the public gallery as the court heard | :02:11. | :02:16.
that the incident began in the early hours of Sunday morning when the | :02:17. | :02:20.
victim was asked to leave a house on the Bangor road. He was then pursued | :02:21. | :02:25.
and assaulted. The defence solicitor said his client had administered CPR | :02:26. | :02:28.
to the victim and had helped the emergency services. Mr Magee's | :02:29. | :02:34.
solicitors said that when the murder charge was put to his client in | :02:35. | :02:38.
custody he said, I did not murder Richard Miskelly and I am very sorry | :02:39. | :02:42.
for his family. He added he was definitely not guilty of the charge | :02:43. | :02:45.
of perverting the Court of Justice. He has been remanded in custody. | :02:46. | :02:48.
A 42-year-old man's been arrested by detectives investigating | :02:49. | :02:51.
an explosion at Palace Barracks in Holywood in August 2015. | :02:52. | :02:55.
The device detonated inside a postal delivery van and damaged two cars. | :02:56. | :02:58.
The family of a young woman who disappeared on this day 12 years | :02:59. | :03:08.
ago has appealed directly to the person who was | :03:09. | :03:12.
It's believed Lisa Dorrian, who was 25 and from Bangor, | :03:13. | :03:15.
was murdered but her body has never been located. | :03:16. | :03:19.
In a video posted on the internet, her father and sisters have made | :03:20. | :03:22.
Lisa Dorrian as her family remember her - | :03:23. | :03:30.
The 25-year-old disappeared 12 years ago today after a party at this | :03:31. | :03:37.
caravan site in Ballyhalbert on the Ards Peninsula. | :03:38. | :03:41.
Now her father and two sisters are appealing specifically | :03:42. | :03:46.
to the person they think was with her when she died. | :03:47. | :03:50.
Think back to that night, I'm sure it's not hard to do, | :03:51. | :03:57.
it mustn't ever be far from your thoughts. | :03:58. | :04:01.
Think about what happened when Lisa died, how you panicked | :04:02. | :04:04.
and made a decision that would change your life | :04:05. | :04:07.
Despite nearly 300 searches over the last 12 years, | :04:08. | :04:13.
The police investigation has identified thousands | :04:14. | :04:18.
Eight people have been arrested on suspicion of murder | :04:19. | :04:23.
although no-one has ever been charged in connection | :04:24. | :04:26.
Lisa's mother died in 2015 - her grandmother passed | :04:27. | :04:31.
One of the last things she said to me as she was leaving the service | :04:32. | :04:49.
that Lisa was waiting. Our nanny and mum now have the answers we are | :04:50. | :04:52.
trying to find but you can help us find later in this life, not the | :04:53. | :04:56.
next. We all think of Lisa every day and I am sure you do. Just tell us | :04:57. | :05:00.
where it is. It is never too late to tell us. Please help yourself by | :05:01. | :05:06.
easing your conscience. Tell us were Lisa is. | :05:07. | :05:08.
The police have stressed this remains a live investigation | :05:09. | :05:10.
and want anyone with information to contact them. | :05:11. | :05:15.
The Ulster Unionist Party says it is to write to the Head | :05:16. | :05:18.
of the Civil Service questioning comments made by Stormont's most | :05:19. | :05:21.
senior health official Richard Pengelly, who is the husband | :05:22. | :05:24.
He raised concerns about health staff posting political comments | :05:25. | :05:33.
Also today Sinn Fein have defended a decision by an election candidate | :05:34. | :05:37.
to distribute a letter on party-headed notepaper | :05:38. | :05:40.
Here is our political correspondent Stephen Walker. | :05:41. | :05:46.
In the battle for votes and in the heat of an election | :05:47. | :05:50.
campaign, social media is a vital tool. | :05:51. | :05:53.
Richard Pengelly is the Permanent Secretary | :05:54. | :05:59.
He is Stormont's most senior health official. | :06:00. | :06:04.
The husband of DUP candidate Emma Little Pengelly, | :06:05. | :06:07.
he put on record his concerns about health staff tweeting | :06:08. | :06:09.
He wrote that whilst staff are clinically independent they must | :06:10. | :06:13.
He said he was concerned about the "overtly political tweets | :06:14. | :06:19.
He added that it was "particularly relevant during the election". | :06:20. | :06:29.
He added that "such public statements were not appropriate". | :06:30. | :06:31.
But his comments have been criticised. | :06:32. | :06:37.
I am worried if it is considered that doctors and nurses can't have | :06:38. | :06:42.
political opinions and I am worried if they can't have an opinion on the | :06:43. | :06:46.
health service which we all know gives us a huge concern, so I think | :06:47. | :06:48.
there is an issue there. The Ulster Unionists say | :06:49. | :06:49.
they are to write to the Head of the Civil Service questioning | :06:50. | :06:52.
whether Mr Pengelly's They have also accused | :06:53. | :06:54.
Mr Pengelly of hypocrisy, saying he was pictured last year | :06:55. | :06:58.
congratulating his wife Meanwhile Sinn Fein have defended | :06:59. | :07:00.
a decision by Michelle Gildernew, an election candidate, | :07:01. | :07:06.
to distribute a letter on party-headed notepaper | :07:07. | :07:09.
to the parents of school children. The letter produced in today's | :07:10. | :07:14.
Belfast Telegraph was brought home by children attending | :07:15. | :07:17.
the St Francis Primary School Sinn Fein say it was part | :07:18. | :07:20.
of Michelle Gildernew's campaign However the letter prompted one | :07:21. | :07:27.
parent to seek legal advice. This is not about | :07:28. | :07:34.
a particular party. The most vulnerable and the youngest | :07:35. | :07:36.
in society at primary school after all being given material | :07:37. | :07:42.
of a party political nature. It is not about any | :07:43. | :07:48.
party in particular. It is about children being used | :07:49. | :07:52.
exploited in this manner. Sinn Fein say the letter was about | :07:53. | :07:57.
trying to get better services. Broadband is a major issue | :07:58. | :08:01.
for people in rural areas. It is an issue that Michelle has | :08:02. | :08:03.
campaigned on for many Michelle is a parent of a child | :08:04. | :08:08.
who attends that school and I am sure she was raising that issue | :08:09. | :08:13.
with the rest of the Trying to get their support | :08:14. | :08:16.
because we need to deliver a lot A spokesperson for the Council | :08:17. | :08:20.
for Catholic Maintained Schools said they nor the school had | :08:21. | :08:25.
received any complaints. The Progressive Unionist Party has | :08:26. | :08:32.
accused the DUP and Sinn Fein of engaging in what it calls | :08:33. | :08:34.
a "cultural war" instead of dealing with "crucial | :08:35. | :08:39.
social economic issues". The PUP deputy leader Dr John Kyle | :08:40. | :08:43.
has also criticised parties for trying to frighten voters over | :08:44. | :08:46.
the future of the union. He was speaking at the launch | :08:47. | :08:48.
of the PUP manifesto today. The party is standing three | :08:49. | :08:54.
candidates in the Assembly election. Dr Kyle said he feared | :08:55. | :08:57.
for the future of smaller parties People think that to reduce the | :08:58. | :09:13.
number of MLAs cuts the expense that is involved in Stormont, but if you | :09:14. | :09:18.
were MLAs the less smaller voices and groups are represented and their | :09:19. | :09:22.
voices heard, so that is detrimental I think to a healthy society and I | :09:23. | :09:25.
think it is unfortunate but the situation that we have. | :09:26. | :09:28.
The road racer who's aiming to hit the heights in a new career. | :09:29. | :09:38.
The GAA has submitted a new planning application to build a stadium | :09:39. | :09:43.
The new development has a proposed capacity of just | :09:44. | :09:50.
over 34,000 people - that's down by almost 4000 on the | :09:51. | :09:53.
But some residents remain firmly opposed to the development. | :09:54. | :10:01.
This was the design unveiled by the GAA. | :10:02. | :10:12.
It was last October. It is not yet been made public but it is said it | :10:13. | :10:18.
is only marginally different. The Gaelic Athletic Association has | :10:19. | :10:22.
submitted a new planning application It was all reduced from a previous | :10:23. | :10:37.
design. It is said it had a positive report from a safety group. It has | :10:38. | :10:42.
been very important for the GAA to make sure that from our point of | :10:43. | :10:45.
view that we are top of the class in relation to safety and we see that | :10:46. | :10:50.
is paramount and in relation to the planning and safety situation we | :10:51. | :10:53.
believe we are well in excess of where you would normally be | :10:54. | :10:55.
associated to be at this stage the process. 5000 people including the | :10:56. | :11:00.
local community have contributed to this consultation and we believe we | :11:01. | :11:03.
have put our best foot forward and we now look forward to the statutory | :11:04. | :11:06.
consideration and hopefully a positive decision on Casement part | :11:07. | :11:14.
in the not too distant future. But everyone is convinced. Some | :11:15. | :11:20.
residents say that banning for a capacity greater than 25,000 raised | :11:21. | :11:23.
concerns about safety and infrastructure. We do not want to | :11:24. | :11:26.
see a stadium of that capacity in that area. We want to see a stadium | :11:27. | :11:31.
in the range of 20-25,000, that is the capacity that we believe is | :11:32. | :11:34.
suitable for the site, given the constraints around putting up with | :11:35. | :11:43.
resident homes given the traffic impacts and given 's concerns around | :11:44. | :11:47.
emergency exits. Residents say the proposed plan is simply too big. | :11:48. | :11:52.
While the GAA says a new stadium would bring regeneration and a | :11:53. | :11:58.
sporting legacy to the area. Whenever this issue is resolved it | :11:59. | :12:00.
will only become clear in the coming months. | :12:01. | :12:06.
The police are investigating reports of shots being fired | :12:07. | :12:08.
at a house in the Shantallow area of Londonderry. | :12:09. | :12:10.
Officers have been carrying out searches in Cornshell Fields | :12:11. | :12:12.
There were people were in the house at the time, but no-one was injured. | :12:13. | :12:20.
A County Down doctor who falsified clinical trials has been struck off | :12:21. | :12:23.
59-year-old Dr Hugh McGoldrick, seen here on the left, | :12:24. | :12:29.
pleaded guilty last year in Downpatrick Crown Court to two | :12:30. | :12:31.
offences of falsifying trials on ten patients with sleeping disorders. | :12:32. | :12:37.
Dr McGoldrick, from Crossgar Road East, has 28 days | :12:38. | :12:39.
to appeal his removal from the medical register. | :12:40. | :12:43.
Back to the Assembly election and Arlene Foster denies the DUP | :12:44. | :12:45.
She predicts unionist voters will turnout in high numbers | :12:46. | :12:52.
to resist, what she describes, as Sinn Fein's dangerous | :12:53. | :12:54.
In the final of our series of leader profiles, our political editor | :12:55. | :13:01.
Mark Devenport joined Mrs Foster out on the campaign trail | :13:02. | :13:05.
and found her unwilling to contemplate the possibility | :13:06. | :13:07.
of standing aside in the future for a caretaker First Minister. | :13:08. | :13:15.
What a difference ten months make - last May it looked like plain | :13:16. | :13:18.
sailing for Arlene Foster when we caught up with her | :13:19. | :13:20.
and her son on a pleasure cruiser in Lough Erne. | :13:21. | :13:27.
Last week she was out on the streets of Markethill | :13:28. | :13:29.
where the weather was, by contrast, blustery. | :13:30. | :13:34.
The DUP leader regards this election as unnecessary, | :13:35. | :13:38.
but insists that hasn't sapped her enthusiasm. | :13:39. | :13:44.
I have been going out and around the country trying to meet as many | :13:45. | :13:48.
people as I possibly can because that's is the way I operate. I want | :13:49. | :13:51.
to speak to real people to hear what they have to say and overwhelmingly | :13:52. | :13:55.
they all realise that this was first ball and unnecessary election but | :13:56. | :13:58.
they feel very strongly that they want to come out and vote so all the | :13:59. | :14:03.
commentators talking about a low turnout will be shown to be wrong | :14:04. | :14:06.
particularly in rural areas of Northern Ireland. | :14:07. | :14:06.
Here at the offices of the victims group Fair she's amongst friends, | :14:07. | :14:09.
including Bea Worton whose son was killed at Kingsmill in 1976. | :14:10. | :14:15.
After giving you a hard time? I know. I should get you up with me | :14:16. | :14:29.
and sorted out. Keep your chin up. She has to definitely. | :14:30. | :14:33.
Sinn Fein won't share power with Arlene Foster until she's | :14:34. | :14:36.
been cleared of blame for the Renewable Heating scandal - | :14:37. | :14:38.
RHI is not the cause, it is the excuse. So this is not about me | :14:39. | :14:50.
standing aside, it is about something much bigger, it is about | :14:51. | :14:55.
Sinn Fein trying to push their political agenda for Northern | :14:56. | :14:58.
Ireland, a very dangerous political agenda. Would you compromise may be | :14:59. | :15:02.
after the election perhaps by putting a caretaker First Minister | :15:03. | :15:05.
into Stormont Castle? Not a vote has been cast yet. We need to get those | :15:06. | :15:10.
votes in the back first. After that happens we will go into negotiations | :15:11. | :15:13.
because that is what Sinn Fein says has to happen. And back in the whole | :15:14. | :15:17.
notion of a caretaker First Minister, are you ruling that had | :15:18. | :15:21.
completely? First thing is I have to be elected and then we will see what | :15:22. | :15:24.
happens after that so I am not going into hypotheticals after the | :15:25. | :15:27.
election, all I'm saying it is not the Sinn Fein to the unionist people | :15:28. | :15:28.
who they elect as their leader. Amongst the other hypotheticals | :15:29. | :15:30.
Arlene Foster won't entertain is how many seats she must hold to remain | :15:31. | :15:33.
secure as DUP leader. However there's no doubt Thursday's | :15:34. | :15:36.
election represents the biggest test And the final TV leaders' debate | :15:37. | :15:38.
involving the main parties is tonight at 9pm here on BBC One | :15:39. | :15:49.
with representatives of three of the smaller parties on our late | :15:50. | :15:52.
BBC Newsline at 10:30pm. Motorists have reacted badly to news | :15:53. | :15:58.
that their insurance It's due to a change in the way | :15:59. | :16:01.
large compensation payments are made to very seriously | :16:02. | :16:08.
injured accident victims. As Maggie Taggart reports, | :16:09. | :16:12.
it's meant to be fairer to people But other drivers | :16:13. | :16:14.
could pay the price. Motorists here are already paying | :16:15. | :16:20.
higher insurance premiums than other parts of the UK, | :16:21. | :16:22.
partly due to the higher rate When someone is awarded a large sum | :16:23. | :16:25.
to cover their care for life, it used to be assumed the money | :16:26. | :16:32.
would earn sizeable interest Inflation and poor investment | :16:33. | :16:34.
returns mean that's no longer the case, so the Lord Chancellor | :16:35. | :16:40.
says larger amounts must be awarded. The average driver is going to see | :16:41. | :16:53.
an increase in the premium per year may be around 50- ?75. If you're | :16:54. | :16:58.
older it is likely to be nearly ?300 and if you are younger driver under | :16:59. | :17:03.
25 you could be looking at the best part of ?1000. There is concern that | :17:04. | :17:08.
the sudden hike will be so off-putting to drivers they will | :17:09. | :17:12.
simply make the law and stop buying insurance. The AA says it is | :17:13. | :17:16.
astonished at this decision by the Lord Chancellor and drivers feel | :17:17. | :17:19.
they are already hard done by. Terrible. We can't afford it as it | :17:20. | :17:22.
is. That alone having to pay any extra. Oh, my goodness. As a | :17:23. | :17:29.
business, if insurers pay out they need to get the money in to cover | :17:30. | :17:35.
expenses beforehand. Students in Belfast today were horrified by the | :17:36. | :17:39.
news. Who pays your car insurance now? I pay for Mame. What you think | :17:40. | :17:43.
about the price going up? Terrible. I will not to be afford to drive any | :17:44. | :17:50.
more. If they read it I probably couldn't afford it. It would be bad | :17:51. | :17:54.
I would say! Expensive. Would you still buy insurance? You couldn't | :17:55. | :17:58.
really drive without insurance, not very legal. | :17:59. | :18:01.
The insurers say they do not disagree with the principle, | :18:02. | :18:03.
but the method is flawed and they say the 36 million | :18:04. | :18:06.
customers should consider writing to their MPs to have it changed. | :18:07. | :18:11.
Motorcycling star Ryan Farquhar almost lost his life | :18:12. | :18:15.
while racing last year - he's been talking to Stephen Watson | :18:16. | :18:17.

rush standing in one spot shooting at a clay target but there is | :19:21. | :19:26.
something about it. Shooting is helping him except that he won't | :19:27. | :19:31.
race at the top of the sport again. A serious crash nine months ago left | :19:32. | :19:37.
him fighting for his life. You know, I have struggled to walk and do | :19:38. | :19:41.
different things where I wouldn't be physically fit to do really any | :19:42. | :19:45.
other sport but from this. They get is the competitive think that you | :19:46. | :19:47.
just have to get out of your system. If I was stuck in the house not | :19:48. | :19:52.
being able to do this, it would definitely do my head in but the | :19:53. | :19:57.
fact that I can mix the whole job a bit easier of getting your head | :19:58. | :20:03.
around it. Ryan Farquhar can retire as one of Northern Ireland's most | :20:04. | :20:07.
successful motorcycle racers ever. He holds the record the number of | :20:08. | :20:11.
road race victories. The days of me winning another Northwest 204 TT are | :20:12. | :20:19.
long gone, but they keep looking back at the career I have had and it | :20:20. | :20:23.
makes it a bit easier. I'm one of the very lucky ones that has had a | :20:24. | :20:27.
great road racing career and is still here to tell the tale. And he | :20:28. | :20:31.
still plans to be involved, running his own racing team. It is a big | :20:32. | :20:38.
mass of part of my life, whenever I want to turn by background, you | :20:39. | :20:44.
could feel better about it but we all know the risks, it is just one | :20:45. | :20:47.
of those things you have to accept and put it behind you. I used to do | :20:48. | :20:53.
that. I am going to have mixed emotions back in the north-west. The | :20:54. | :20:56.
last time I was there I almost died, so be back there helping other | :20:57. | :21:00.
riders and hopefully get them onto the podium would just be something | :21:01. | :21:05.
really special and hopefully we can achieve it. I am sure he will with | :21:06. | :21:09.
determination like that. Rugby and international | :21:10. | :21:10.
stars Andrew Trimble, Craig Gilroy and Marcell Coetzee | :21:11. | :21:11.
will feature for Ulster against Treviso this | :21:12. | :21:13.
Friday night in Belfast. After returning in last | :21:14. | :21:15.
weekend's win away to Zebre, Jared Payne will get more game time | :21:16. | :21:17.
after three months out With two rounds remaining in this | :21:18. | :21:20.
year's Six Nations Championship, Payne could still play | :21:21. | :21:26.
a part with Ireland. His focus is to do the best he can | :21:27. | :21:37.
now for the Ulster jersey and get himself right and something happens | :21:38. | :21:41.
from there, great, but at this stage she is totally with Ulster. We have | :21:42. | :21:45.
got Andrew Campbell back this week to get a big rugby -- he is totally | :21:46. | :21:49.
with Ulster. It is a short turnaround. I will excess of -- | :21:50. | :21:52.
assess it overnight. Methodist College are through to | :21:53. | :21:54.
the Schools Cup Final Methody will face rivals RBAI | :21:55. | :21:56.
in the decider on St Patrick's Day. You can see action from today's game | :21:57. | :22:10.
on the BBC Newsline Facebook page. The weather forecast is next and | :22:11. | :22:27.
Barra Best has the latest. I have a feeling it is going to get cold. | :22:28. | :22:30.
That is school bus last night but this was the scene this morning. A | :22:31. | :22:38.
very wintry scene, thank you for your photographs and keep them | :22:39. | :22:42.
coming in. A lot of rain today and gusty winds. Coming down nicely. A | :22:43. | :22:47.
handful of showers to the night but have clear skies it will turn quite | :22:48. | :22:50.
chilly allowing allowing for some frost and possibly some stretches of | :22:51. | :22:53.
ice forming a tomorrow morning. Where we do get showers tonight we | :22:54. | :22:58.
could see a dusting of sleet and snow especially over higher ground. | :22:59. | :23:03.
A chilly start tomorrow and there will be some sunshine. Better in | :23:04. | :23:06.
terms of that for us. Also the first day of spring at least in the | :23:07. | :23:11.
weather world. Some of you for the beat ancient Celtic calendar, for | :23:12. | :23:14.
you started on the 1st of February, for weather people starts tomorrow | :23:15. | :23:19.
and for astronomers you have a bit to wait before the spring equinox. | :23:20. | :23:23.
To begin with tomorrow it will be largely dry. A few showers. Any | :23:24. | :23:30.
showers and a should've fairly quickly. The winds will be lighter. | :23:31. | :23:34.
It will not be completely dry. A few showers out there but it should be | :23:35. | :23:39.
hit and miss and light. Temperatures will reach seven or eight Celsius. | :23:40. | :23:43.
If you're travelling tomorrow the best weather mid-afternoon will be | :23:44. | :23:45.
sitting across Ulster and into monster. Elsewhere we have a lot of | :23:46. | :23:54.
rain and that -- monster macro. Slowly but surely shipping | :23:55. | :23:59.
northwards but there is a chance we could avoid it altogether towards | :24:00. | :24:04.
the north coast. Over higher ground we could see some sleet and snow | :24:05. | :24:09.
mixed in with that. It does because Pat Shearer and nature and breaks up | :24:10. | :24:13.
tomorrow night but it could turn a little bit chilly, frosty and I see | :24:14. | :24:17.
in some spots as temperatures behind that faulty reading and below. Maybe | :24:18. | :24:21.
a few treacherous roads first thing on Thursday. Thursday itself not too | :24:22. | :24:27.
bad a day. The risk of a few showers as low pressure remains but some dry | :24:28. | :24:32.
weather. Some Sunny gaps. Temperatures seven or eight Celsius. | :24:33. | :24:35.
It looks as though Friday will be the best day of the week to come | :24:36. | :24:39.
with a fair amount of dry or sunny weather. The bursts are in control. | :24:40. | :24:45.
We will keep you up to date. We have been getting reaction on our social | :24:46. | :24:50.
media pages to our earlier story about the gust of car insurance. | :24:51. | :24:54.
Share your thoughts if you can. Our late update is at 10:30pm on BBC | :24:55. | :24:58.
