First to the statement from Arlene Foster about the Irish language. If | :01:08. | :01:28.
you months ago she said her party would never agree to an Irish | :01:29. | :01:31.
language act, today she said she would engage with Irish speakers in | :01:32. | :01:36.
a bid to better understand the language. But she wants to meet with | :01:37. | :01:39.
those who genuinely love Irish and don't want to use it as a political | :01:40. | :01:44.
weapon. Failure to get Agreement is one of the main sticking points that | :01:45. | :01:52.
has led to another missed deadline. If the parties cannot agree by early | :01:53. | :01:57.
May, there will be another Assembly election, or the introduction of | :01:58. | :01:58.
direct rule. Don't let anyone tell you that | :01:59. | :02:12.
Stormont is popular with the public. As for the people who are supposed | :02:13. | :02:16.
to use it, the politicians who were elected to six weeks ago, you will | :02:17. | :02:20.
have to wait a little bit longer. As the clocks -- as the clock ticks | :02:21. | :02:27.
towards another supposedly by the Secretary of State what a little | :02:28. | :02:32.
more time, by postponing once again. He said that some further progress | :02:33. | :02:37.
had been made including on the formation of an executive and on | :02:38. | :02:41.
legacy. However there was still a lack of Agreement between the | :02:42. | :02:45.
parties on a small but significant number of issues. But if no | :02:46. | :02:51.
executive is formed by early May he said he would need to take further | :02:52. | :02:55.
steps to ensure that Northern Ireland has the political stability | :02:56. | :03:00.
it needs. That is likely to mean either a second election or a return | :03:01. | :03:04.
to decision-making from Westminster. In other words, direct rule. | :03:05. | :03:12.
Afterwards, this question was aimed at the DUP. What sort of Britishness | :03:13. | :03:18.
is that if you are a Scottish Gaelic Speaker, or a Welsh Speaker, you | :03:19. | :03:23.
have a Scottish or a Welsh act, but if you live here, you do not. But | :03:24. | :03:30.
listen to this from the woman who said her party would never agree to | :03:31. | :03:35.
an Irish language act. For our part we do want to respect and indeed | :03:36. | :03:40.
better understand the language and culture which we are not a part of. | :03:41. | :03:45.
And to that end, over the next short period of time, I do intend to | :03:46. | :03:52.
listen, to engage with those from the Gaelic Irish background, those | :03:53. | :03:57.
without a party particle baggage, or indeed demands, but people who | :03:58. | :04:03.
genuinely love the Irish Language Act and don't want to use it as a | :04:04. | :04:07.
political weapon. Who knows where that could lead. As for the other | :04:08. | :04:13.
parties. I don't know how I can look at the public when I meet them over | :04:14. | :04:17.
the next couple of days, that once again we have missed another | :04:18. | :04:20.
deadline. Sometimes when you are sitting around a table discussing | :04:21. | :04:24.
issues that is almost like back to the future. Discussing matters | :04:25. | :04:32.
today, the exact same issues three and a half years ago. James | :04:33. | :04:35.
Brokenshire believes the remaining obstacles to a deal are | :04:36. | :04:37.
surmountable. They have not been so far. | :04:38. | :04:43.
Enda McClafferty our Political Correspondent is at Stormont. | :04:44. | :04:48.
What do we read into that statement from Arlene Foster that she wants to | :04:49. | :04:54.
meet Irish Language Act rubes? There will be many watching tonight | :04:55. | :05:00.
who thinks this is a long way off the Arlene Foster of the election | :05:01. | :05:04.
campaign. Her party has stressed that this is not a change of policy. | :05:05. | :05:08.
But it was deliberate Arlene Foster putting that information in the | :05:09. | :05:12.
public domain, that she plans to meet these Irish language groups, | :05:13. | :05:17.
beyond Sinn Fein, she wants to hear people who have no political | :05:18. | :05:19.
baggage. This might be this is the first step to clearing the way to | :05:20. | :05:25.
say, we can now make a decision about an Irish Language Act, without | :05:26. | :05:29.
the influence or demands from Sinn Fein. It'll be interesting to see | :05:30. | :05:32.
where this engagement ends up, this engagement that she will have with | :05:33. | :05:36.
these groups. Yet another deadline, early May, | :05:37. | :05:40.
more time to try to resolve their differences. | :05:41. | :05:42.
Do you think they will achieve that? We have a new deadline tonight, but | :05:43. | :05:46.
the language has changed here at Stormont. It is clear from the words | :05:47. | :05:52.
being used by Gerry Adams and indeed Arlene Foster, and Nigel Dodds, that | :05:53. | :05:57.
the parties are far apart in trying to resolve these outstanding issues. | :05:58. | :06:00.
It is difficult to see how things will be different in three weeks | :06:01. | :06:04.
after Easter compared to the six weeks we have already had. Where is | :06:05. | :06:07.
the dynamic going to come from so that we can reach a deal? There is | :06:08. | :06:12.
no doubt the parties are leaving tonight knowing that James | :06:13. | :06:14.
Brokenshire is clear that come the beginning of May eight is no | :06:15. | :06:19.
resolution, no deal, he is looking at two options, one, another snap | :06:20. | :06:25.
election, the other more influence for Westminster and what happens in | :06:26. | :06:27.
Northern Ireland. What only expecting as regards the | :06:28. | :06:30.
time frame after Easter? We are being told that Round Table | :06:31. | :06:36.
discussions will be paused until the 24th of April. In between times, the | :06:37. | :06:41.
contact will not stop, the parties will continue to meet, continue | :06:42. | :06:45.
discussions with both governments, but the substantive negotiations we | :06:46. | :06:50.
believe will begin on 24th of April. That leaves the parties with two, | :06:51. | :06:54.
possibly three weeks to resolve the difference is before we ditch this | :06:55. | :07:00.
may deadline. Then it'll be back in James Brokenshire's court to decide | :07:01. | :07:05.
what happens next. It'll be a long Easter and a long they beat | :07:06. | :07:09.
afterwards to see if Irish rule can be restored to Northern Ireland. | :07:10. | :07:11.
A brick was thrown into a house in Antrim overnight | :07:12. | :07:14.
The child was in the parents' bedroom and nobody was injured. | :07:15. | :07:19.
The police are treating the attack on the Polish | :07:20. | :07:21.
An attack that could have left his baby seriously injured. | :07:22. | :07:37.
This morning, smashed glass was still lying throughout this | :07:38. | :07:39.
Bricks were thrown to the front and rear of the house | :07:40. | :07:49.
Broken glass landed in the baby's cot but she was sleeping with her | :07:50. | :07:53.
The couple are originally from Poland and police are treating | :07:54. | :07:57.
Certainly at this stage we are treating it as | :07:58. | :08:00.
Hate crime is down but it is wrong in every way. | :08:01. | :08:24.
Behind every statistic there is a person and a victim. | :08:25. | :08:27.
This attack happened just before 2:30am. | :08:28. | :08:28.
The young couple and the baby girl were asleep inside. | :08:29. | :08:31.
They've lived here for just over a year and neighbours have | :08:32. | :08:33.
described them as quiet, kind and hard-working. | :08:34. | :08:36.
People here are hard-working and will give people their full support. | :08:37. | :08:47.
Police are appealing for information. | :08:48. | :08:54.
A former investigator with the Police Ombudsman's Office | :08:55. | :08:57.
has been arrested as part of an investigation | :08:58. | :08:59.
into the alleged theft of sensitive security documents. | :09:00. | :09:04.
It is understood the documents contained information | :09:05. | :09:07.
which the police and the security service MI5 believe could put | :09:08. | :09:10.
The BBC understands they were released to lawyers | :09:11. | :09:16.
without authorisation from the Ombudsman or the PSNI. | :09:17. | :09:18.
A 69-year-old man was arrested in Dartford in Kent on Sunday after the | :09:19. | :09:34.
PSNI conducted a joint search with local police. It is understand the | :09:35. | :09:38.
man retired from the ombudsman's office a number of years ago and the | :09:39. | :09:42.
documents do not refer to any case currently being investigated. A | :09:43. | :09:48.
statement said they were alerted to the theft last week. A spokesman | :09:49. | :09:52.
said that the material came to light during legal proceedings not | :09:53. | :09:56.
connected to the office. The ombudsman asked the police to begin | :09:57. | :10:00.
in criminal investigation into how and when this happens, and also | :10:01. | :10:04.
informed the information Commissioner. Meanwhile Steve | :10:05. | :10:10.
Martin, head of PSNI information branch confirmed that a man has been | :10:11. | :10:14.
arrested as part of the investigation. In a statement he | :10:15. | :10:15.
said: It is understood the documents at | :10:16. | :10:39.
the centre of this inquiry as regarded as historic. While we do | :10:40. | :10:42.
not know the precise details of what is in them the PSNI has suspended | :10:43. | :10:47.
the release of any further sensitive materials with the ombudsman's | :10:48. | :10:50.
Still to come on the programme: protocols is carried out. | :10:51. | :10:55.
The row over a price increase for tickets for this | :10:56. | :10:57.
A woman who claimed she was sexually harassed at work has received | :10:58. | :11:07.
settled her case with the Wah Hep Chinese | :11:08. | :11:14.
Jing-Yueh Huang-Porterfield worked at this community centre for 20 | :11:15. | :11:30.
months. She enjoyed her job, offering support and advice to | :11:31. | :11:34.
members of the Chinese community. Master Tober she felt she had no | :11:35. | :11:36.
choice to resign. -- last October. The man just kept joking further | :11:37. | :11:44.
and further and thought I hope I will be the last one in | :11:45. | :11:58.
that workplace to suffer from that experience. I made a phone call to | :11:59. | :12:05.
the equality Commission. The equality Commission took upper case | :12:06. | :12:07.
and is now warning other employers that they have a legal duty to | :12:08. | :12:12.
protect their staff from sexual harassment in the workplace. Cases | :12:13. | :12:17.
like this are important. They illustrate the impact that can have | :12:18. | :12:23.
on individuals. People should feel empowered to be able to challenge | :12:24. | :12:26.
behaviour like this in the workplace. People can get advice | :12:27. | :12:33.
from the equality Commission, confidentially and 43, to enable | :12:34. | :12:35.
them to make sorts of challenges. The case was settled out of court | :12:36. | :12:43.
for ?6,000 with no admission of liability from her former employers. | :12:44. | :12:47.
In light of the case that Wah Hep Chinese Community Association says | :12:48. | :12:53.
it plans to liaise with the equality Commission to review its policies | :12:54. | :12:57.
and procedures. It says it regrets any upset caused to Jing-Yueh | :12:58. | :12:58.
Huang-Porterfield. Questions are being asked about why | :12:59. | :13:05.
a company which owns a dam on the outskirts of Belfast drained | :13:06. | :13:08.
most of it last week. The company says it did it | :13:09. | :13:10.
on the advice of a Government agency which told it to reduce | :13:11. | :13:13.
the risk of flooding. Here's our Agriculture | :13:14. | :13:16.
and Environment correspondent The dam has been in private | :13:17. | :13:28.
ownership for years. But the public has always had ownership -- had | :13:29. | :13:35.
access. Last Friday a digger was used to breach the retaining wall | :13:36. | :13:39.
allowing most of the water to flow into an adjoining River. You can see | :13:40. | :13:42.
the level where the water used to come up to, more or less up to the | :13:43. | :13:47.
rim. When that retaining wall was bleached thousands of gallons of | :13:48. | :13:50.
water flowed out of here, training this week overnight. Locals claim | :13:51. | :13:55.
that impacted waterfowl including ducks and swans which nest there. | :13:56. | :14:00.
The water would have went right out to the edge, rate far back to those | :14:01. | :14:05.
feeds, it would have come up there. It has dropped five or six feet. | :14:06. | :14:10.
Wild birds, their eggs and nests are protected and wildlife legislation. | :14:11. | :14:15.
The PSNI said there was an investigation whether there was a | :14:16. | :14:25.
breach. This afternoon representatives from several | :14:26. | :14:28.
political parties turned up to see the situation for themselves. I want | :14:29. | :14:36.
to see if we can get the sluice gate put back on. The local MP spoke to a | :14:37. | :14:40.
property developer that he believes might who owned the dam. He said | :14:41. | :14:47.
this reservoir was not safe, had Italy, there was a risk to people's | :14:48. | :14:54.
houses. New laws have thrown up unintended consequences, including | :14:55. | :14:58.
difficulty of getting planning permission for sites downstream of | :14:59. | :15:01.
dams and reservoirs that have not been surveyed and do not have a | :15:02. | :15:13.
safety certificate. This held water that came out flood plains and know | :15:14. | :15:17.
it will not do that in the future. The company that owns the dam said a | :15:18. | :15:21.
survey has been carried out and they had been told by the Rivers agency | :15:22. | :15:27.
to take steps to read use the risk of flooding. -- reduce. | :15:28. | :15:36.

fallen to its lowest level Other data released today suggests | :15:44. | :15:45.

John Campbell is with me. What are the headline figures on | :15:50. | :16:02.
employment? They are positive. A lot of Long ran | :16:03. | :16:11.
positive data. The job market has been recovering in the last four | :16:12. | :16:17.
years. The claimant count, now stands at 31,000 500. That is down. | :16:18. | :16:25.
The other measure of unemployment, that's now stands at 5.2%. That is | :16:26. | :16:30.
the lowest level since the end of 2008. We have shared in what has | :16:31. | :16:38.
become known as the UK jobs creation. | :16:39. | :16:46.
It sounds very rosy but is it all good news in the Labour market? | :16:47. | :16:51.
When you Jill into the figures it gets more competent. In terms of job | :16:52. | :16:55.
creation that looks like the economy is running out of steam. Not | :16:56. | :17:01.
creating jobs as fast as we were. Maybe not treating many jobs at all | :17:02. | :17:04.
at the moment. The sort of jobs that have been created over the last | :17:05. | :17:10.
year, all the new jobs over the last year have come through | :17:11. | :17:13.
self-employment or part-time work. The number of full-time employees | :17:14. | :17:17.
has fallen. That suggests the sort of jobs we are creating art more | :17:18. | :17:22.
precarious sectors. Another important number is the employment | :17:23. | :17:25.
rate. That is the percentage of working age adults who have a job. | :17:26. | :17:32.
For the UK that is 74.6%, for as it is 69%. It suggests we are a less | :17:33. | :17:37.
dynamic economy than the UK as a whole. That points to some long-term | :17:38. | :17:43.
structural weaknesses in our jobs market. | :17:44. | :17:46.
I mentioned p earlier, what is the story? | :17:47. | :17:47.
We were talking about pay and inflation. If inflation outstrips | :17:48. | :17:55.
the rate of pay growth, living standards will fall, rate of | :17:56. | :18:00.
inflation is currently 2.3%, data to date suggests rate of pay growth is | :18:01. | :18:04.
around that figure, on some measures a bit more, some less, it suggests | :18:05. | :18:09.
that what hassles can expect in the coming months is a bit of a squeeze | :18:10. | :18:11.
on living standards. Plenty to come before | :18:12. | :18:16.
seven including: Boxer Carl Frampton on the options | :18:17. | :18:19.
for his next fight. The number of people dropping litter | :18:20. | :18:30.
has increased with 15% of streets failing to meet | :18:31. | :18:33.
the accepted standard. An environmental charity report has | :18:34. | :18:38.
also found dog fouling has decreased We are dropping more litter. Despite | :18:39. | :18:51.
all the warnings, fines and education. The cost of greeting it | :18:52. | :18:56.
all up has risen to a record ?43 million. That this just for the | :18:57. | :19:01.
period 2016-2017. One third of people across Northern Ireland admit | :19:02. | :19:05.
they have dropped litter at some point. It would seem that does not | :19:06. | :19:11.
matter if there is a bin or not. Not surprisingly Belfast with its larger | :19:12. | :19:16.
publishing has the worst record, but other areas do not feel well either. | :19:17. | :19:22.
That is nearly ?60 every year you will pay towards that. Every man, | :19:23. | :19:27.
woman and child is being nearly ?25 per year. If we all did the right | :19:28. | :19:31.
thing, but I litter in the bin or take it home, we could save vast | :19:32. | :19:36.
fortunes of money and spend that on more positive things for Northern | :19:37. | :19:41.
Ireland. This woman has seen her share of litter. Absolutely | :19:42. | :19:47.
disgusting. There is waste bins out there and they cannot even put it | :19:48. | :19:53.
in. They throw it in the street. Years ago people would have been out | :19:54. | :19:57.
brushing the streets. Do you ever see anybody out with a brush? Half | :19:58. | :20:01.
of them do not know what one looks like. I am here to tell you how to | :20:02. | :20:09.
deal with the letter. This is one of a number of campaigns to persuade | :20:10. | :20:15.
young men in particular how to deal with rubbish. It is your country. | :20:16. | :20:22.
After it. People just throwing it out cars and just throwing things | :20:23. | :20:27.
when they have finished with that. It is a nightmare. I go after people | :20:28. | :20:36.
as well. On the upside, dog fouling is at its lowest rate since records | :20:37. | :20:38.
began almost a decade ago. A significant hike in the price | :20:39. | :20:44.

criticised the move, and significantly, his Coleraine | :21:00. | :21:04.
counterpart Colin McKendry, who was part of the committee | :21:05. | :21:07.
which signed off on the price hike, told BBC Newsline today that | :21:08. | :21:10.
lessons need to be learned. It is local football's big Day out. | :21:11. | :21:25.
Over 10,000 fans were at Windsor Park for last year's final. For this | :21:26. | :21:29.
year's showpiece, they will need deeper pockets. | :21:30. | :21:35.
Absolute joy on no spaces. We are disappointed in that. It is | :21:36. | :21:39.
excessive. The ticket price last year was ?15 and we had 11,000 at | :21:40. | :21:44.
the final last year. And with Windsor Park though completed this | :21:45. | :21:48.
was an opportunity to maximise attendance as to get a lot of mutual | :21:49. | :21:52.
funds along to the cup final, which is a spectacle for the entire | :21:53. | :21:55.
league. It is a missed opportunity. We are disappointed that we were not | :21:56. | :22:00.
consulted about the places. How does ?20 but could compare to other | :22:01. | :22:10.
sports? On the same day as the Irish cup final Irish rugby will play | :22:11. | :22:13.
Leinster in the Pro 12, it is ?20 for a standard tickets, ?32 for a | :22:14. | :22:16.
seat. Gaelic games, tickets last year were ?15 for standing, ?20 for | :22:17. | :22:22.
a seat. And in this year's Irish cup final at is ?20 for a place at | :22:23. | :22:27.
Windsor Park, last year it was 15, that is a height of 33% on last | :22:28. | :22:33.
year's ticket price. No one from the IFA was available for comment but in | :22:34. | :22:35.
a statement they confirmed: The Coleraine chairman sat on the | :22:36. | :22:52.
committee and signed off on the price increase. | :22:53. | :22:59.
I think we have misjudged the general feel of the public. I would | :23:00. | :23:03.
have to see it is not profits before people. The stadium costs are | :23:04. | :23:11.
extremely high. I have to accept on behalf of of the club responsibility | :23:12. | :23:15.
as part of the decision-making process and in the future possibly | :23:16. | :23:22.
we should consult with the finalists prior to deciding ticket prices. | :23:23. | :23:30.
Look at trends across football across the UK and Europe, the trend | :23:31. | :23:40.
is to bring prices down, look to FAI, they have maximise attendance, | :23:41. | :23:46.
per ticket. That is the direction we should be going on. It will not be | :23:47. | :23:51.
the direction this year. The Irish Cup final will take place on | :23:52. | :23:52.
Saturday 6th of May. As talks continue to tempt a high | :23:53. | :23:56.
profile opponent to Belfast for his homecoming fight, | :23:57. | :23:59.
former two weight world champion Carl Frampton has today told BBC | :24:00. | :24:03.
Newsline he has several options. And among them, is the possibility | :24:04. | :24:05.
of a non world title Immediately after his defeat in Las | :24:06. | :24:19.
Vegas Carl Frampton insisted that his next fight would be in his home | :24:20. | :24:25.
city. He wanted a rematch with Leo Santa Cruz, while Welshman Lee Selby | :24:26. | :24:29.
was also viewed as an attractive option. I am optimistic on either | :24:30. | :24:33.
one but there are other names around the division. We will get something | :24:34. | :24:39.
and it's pretty soon. The position I am in at the minute, I will not | :24:40. | :24:45.
fight a mug. It needs to be a credible opponent. I am coming off a | :24:46. | :24:55.
loss. Sometimes it is difficult to fight for a world title straight off | :24:56. | :24:59.
the back of a loss but it needs to be a big fight and it will be. Has | :25:00. | :25:03.
it been difficult to try to tempt people here? Leo Santa Cruz has been | :25:04. | :25:07.
difficult. He told people he was come to Belfast but that was not to | :25:08. | :25:11.
be. That is the way things happen in this game. But they get a lot of | :25:12. | :25:17.
opponents here. I am a big draw, I sell a lot of tickets, that brings | :25:18. | :25:25.
big purses for other boxers. A Santa Cruz trilogy fight remains the | :25:26. | :25:29.
long-term goal that Carl Frampton might have to wait. | :25:30. | :25:32.
The cyclist Mark Downey is having a breakthrough season on the track. | :25:33. | :25:35.
He's already won three gold medals and one silver | :25:36. | :25:37.
Mark Downey has continued with silver in the points and Madison | :25:38. | :25:57.
events, can he become world champion? I was beaten by the | :25:58. | :26:09.
current world champion. I am excited to go to that World Championships. | :26:10. | :26:16.
One last race, it would be a dream come true. Up towards the line. Can | :26:17. | :26:27.
he do it? Mark Downey is looking to follow in the slipstream of Mark | :26:28. | :26:33.
Ervin who won Ireland's first track title in over a century in 2013. He | :26:34. | :26:41.
has been a role model. I put it down to hard work. I was still young when | :26:42. | :26:45.
he won his world title. I said that as the person I want to be. He gave | :26:46. | :26:50.
us all that self belief. A big influence. Whatever happens in Hong | :26:51. | :26:57.
Kong Mark Downey has his plan mapped out to the next Olympics with a stop | :26:58. | :27:02.
off in Australia next year. That World Championships this year, then | :27:03. | :27:07.
on the road until September with the team, then the Commonwealth Games | :27:08. | :27:11.
next year, that'll be a big honour to be there in Australia. It is a | :27:12. | :27:20.
big goal in my career in cycling to get a medal in the Commonwealth | :27:21. | :27:24.
Games. And he will compete in the Madison on Sunday with his partner | :27:25. | :27:32.
Felix English. And John ram one of world golf's | :27:33. | :27:36.
rising stars... Angie Phillips has | :27:37. | :27:41.
the weather forecast. Not a straightforward focus -- | :27:42. | :27:53.
forecast. There will be showers but hopefully they will not allow it to | :27:54. | :27:57.
too much. Quite a damp start this morning. A weather front pushing | :27:58. | :28:02.
through. It has cleared away to the side. It has brightened up through | :28:03. | :28:06.
the second half of the day. Some sunshine, if you showers on the | :28:07. | :28:11.
north coast, where it was also big easy. The just eat north-westerly | :28:12. | :28:18.
wind there. Those winds will be easing down as we go through the | :28:19. | :28:21.
course of this evening and tonight. Still brisk enough this evening to | :28:22. | :28:25.
begin with. Still showers running through particularly across the | :28:26. | :28:29.
north and may be down towards the Ards Peninsula. Inland it is drier | :28:30. | :28:36.
with clear spells. And with winds easing, quite cool. There could be | :28:37. | :28:48.
the odd pockets of crass frost. Tomorrow, cloud becomes an issue | :28:49. | :28:53.
once again. Not a bad start. Sunny intervals. The best of those in the | :28:54. | :28:57.
East. They could linger into late morning. Cloud starting to move in | :28:58. | :29:03.
from the West. It could be thick enough in places to give some | :29:04. | :29:09.
showers, light rain, Fermanagh, Derry, and chum. Even there there | :29:10. | :29:18.
will be gaps. Temperatures still 11 or 12. Winds blighter. Dry and clear | :29:19. | :29:24.
spells at the start of tomorrow night. It could become quite chilly. | :29:25. | :29:29.
It weather front moving through during the night. Once that clears | :29:30. | :29:33.
two we are back into that mix of bright intervals and scattered | :29:34. | :29:36.
showers as we head into Good Friday. It will feel cool in the wind. The | :29:37. | :29:42.
rest of the weekend, a weather front moving and that could bring some | :29:43. | :29:43.
rain on Easter Sunday. Our late summary | :29:44. | :29:45.
is at half past ten. You can also keep in contact with us | :29:46. | :29:48.
