Still no government at Stormont - but is there now a plan for a budget | :00:14. | :00:21.
Sinn Fein say the talks should be reviewed on Thursday. | :00:22. | :00:34.
The SDLP say they should be paused now. | :00:35. | :00:35.
after a bomb was left at their school gate. | :00:36. | :00:43.
A school should be a safe environment for children and for | :00:44. | :00:47.
their parents to know they are safe and secure. | :00:48. | :00:52.
On the up - good news for frequent fliers as a big airlines | :00:53. | :00:55.
How a security lockdown made this high-profile couple's | :00:56. | :00:58.
A dramatic twist, Crusaders -- Linfield are not Crusaders are | :00:59. | :01:08.
favourites. A mixed up spell of weather | :01:09. | :01:11.
for Northern Ireland over the next few days - | :01:12. | :01:14.
cold Arctic winds combined with strong April sunshine | :01:15. | :01:17.
and a wintry mix of showers. I'll have more later | :01:18. | :01:20.
in the programme. For the first time we've been given | :01:21. | :01:22.
an indication of what sort of a budget the Secretary of State | :01:23. | :01:25.
could impose if the parties do not reach a deal | :01:26. | :01:28.
on restoring devolution. James Brokenshire spelt | :01:29. | :01:30.
out his contingency plan as an emergency law extending | :01:31. | :01:32.
the deadline for power-sharing talks In a moment, we'll hear more | :01:33. | :01:36.
about those budget figures and how the various departments | :01:37. | :01:42.
could be affected. But first our political | :01:43. | :01:46.
editor Mark Devenport Local MPs have been talking about | :01:47. | :01:48.
election pacts. It is known in Westminster slang | :01:49. | :01:59.
as the wash up period. The last few days before | :02:00. | :02:01.
a parliament breaks up But for the Northern Ireland Office, | :02:02. | :02:04.
this is a crucial week, a chance to push through a bill | :02:05. | :02:07.
postponing the deadline In the Commons, the Secretary | :02:08. | :02:10.
of State also tried to give the Stormont departments extra | :02:11. | :02:14.
reassurance over this year's budget. We very much hope that we will see | :02:15. | :02:28.
an Executive up and running as soon as possible. But if that does not | :02:29. | :02:32.
prove possible, I want to put on record that this government would be | :02:33. | :02:39.
prepared, as a last resort, to pass an appropriation act in the next | :02:40. | :02:42.
session to provide legislative authority for the expenditure of | :02:43. | :02:46.
Northern Ireland departments. Inevitably, our local MPs thoughts | :02:47. | :03:11.
are turning not just to Stormont's future, | :03:12. | :03:13.
but also to their own. So what is their take | :03:14. | :03:15.
on the arguments of a general election pacts, be they in favour | :03:16. | :03:17.
of the union or It is thousands of people not being | :03:18. | :03:29.
represented and if people are talking about pacts, something will | :03:30. | :03:33.
happen somewhere else. Let the system work. You would be more | :03:34. | :03:42.
comfortable with a pact aimed at MPs who abstain? I want to see people | :03:43. | :03:47.
here. Do you think if there was an anti-Brexit packs that you would | :03:48. | :03:51.
have to stand aside only for those who would take their seat here? One | :03:52. | :03:55.
of the things you need to talk about in relation to any such pact is was | :03:56. | :04:02.
it seriously and anti-Brexit pact? People should be a using their vote | :04:03. | :04:06.
to take their seat to make the argument. | :04:07. | :04:08.
Besides postponing the Stormont talks deadline, the government's | :04:09. | :04:15.
fast-track legislation also enables rates to be collected. | :04:16. | :04:18.
The Lords get their say on Wednesday and assuming | :04:19. | :04:21.
all goes according to plan, the ministerial appointments | :04:22. | :04:22.
and regional rates bill should become law by the end of this week. | :04:23. | :04:25.
Our economics and business editor John Campbell is with me. | :04:26. | :04:32.
In the absence of Executive ministries, the Secretary of State | :04:33. | :04:37.
has published some figures that could be in a budget he could | :04:38. | :04:41.
impose. That would give money to the department, what stands out for you? | :04:42. | :04:46.
If we think back, when the scandal blew up, Sinn Fein and the other | :04:47. | :04:54.
party were struggling to agree a budget. These figures not make for | :04:55. | :04:58.
pleasant reading. We can see that health, the biggest part of the | :04:59. | :05:02.
Stormont budget, consumes about half of everything it spends, it would | :05:03. | :05:07.
get an uplift of 3%. But we know that inflation is about 5% a year. | :05:08. | :05:15.
So the health services would be running to stand still. In | :05:16. | :05:19.
education, there would be a cash reduction of 2.5%. There is no | :05:20. | :05:23.
dressing that one up. The only department that gets a boost is the | :05:24. | :05:28.
Department of communities, with day-to-day spending 9% which | :05:29. | :05:37.
reflects mitigation. What about the big infrastructure projects? What | :05:38. | :05:42.
James Brokenshire I said today is that that these big projects, like | :05:43. | :05:48.
the Belfast transport hub, they would be continue to be funded to | :05:49. | :05:52.
give certainty to the departments and the contract. | :05:53. | :05:56.
At Stormont the issue of pausing the talks process has been | :05:57. | :05:59.
raised by the SDLP Leader and the possibility of a unionist | :06:00. | :06:02.
pact in the General Election is also on the agenda. | :06:03. | :06:04.
Our political correspondent Stephen Walker is at Stormont. | :06:05. | :06:10.
What has been happening with the talks? There were bilateral talks | :06:11. | :06:18.
and also Round Table talks. Sinn Fein say the talks process should be | :06:19. | :06:23.
reviewed on Thursday. That is when James Brokenshire is here with the | :06:24. | :06:27.
Irish foreign affairs Minister. The SDLP take a different position. They | :06:28. | :06:31.
think that the talks process should be paused because there hasn't been | :06:32. | :06:37.
intensive negotiations going on. Here is what Colum Eastwood has been | :06:38. | :06:43.
saying. We are committed to solving the problems here, that these | :06:44. | :06:45.
institutions get back and running and we have a power power-sharing | :06:46. | :06:51.
Executive that understands that nationalism should not be trying to | :06:52. | :06:55.
dominate unionism and Unionism should not be trying to dominate | :06:56. | :06:59.
nationalism. But the idea that we will get a deal in these | :07:00. | :07:03.
circumstances is not credible. The public knows that and we should be | :07:04. | :07:07.
honest with them in the next few days. We should say that we will | :07:08. | :07:11.
pause these negotiations until after the election. The talk of a | :07:12. | :07:19.
potential unionist pact at the general election, where are we on | :07:20. | :07:23.
that subject? It has been talked about both formally and informally. | :07:24. | :07:29.
We know where the two parties are. The Ulster Unionists are putting up | :07:30. | :07:33.
a few candidates for oil and west Belfast and in the Belfast | :07:34. | :07:39.
Telegraph, Arlene Foster said she wants the parties to work together. | :07:40. | :07:45.
She makes it clear that when comes to Belfast, she says that Nigel | :07:46. | :07:49.
Dodds speaks for the DUP when it comes to North Belfast and she wants | :07:50. | :07:57.
there to be a DUP candidate in south Belfast which is a key constituency. | :07:58. | :08:05.
Robin Swann reacted to that by a accusing Arlene Foster of being | :08:06. | :08:09.
arrogant. It is getting tense even before the negotiations get going. | :08:10. | :08:12.

Newsline and still ahead We have a report on the work being | :08:15. | :08:25.
done to keep the fear of dementia at bay. Life was falling into darkness. | :08:26. | :08:29.
I can't go on with this, I can't face it. | :08:30. | :08:33.
The principal of a north Belfast primary school which had a bomb left | :08:34. | :08:36.
outside it has said he's horrified by what's happened. | :08:37. | :08:39.
The device was discovered near Holy Cross Boys' Primary School | :08:40. | :08:42.
Children walking into school past where just over a day ago this bomb | :08:43. | :08:52.
Police found the device after they were alerted | :08:53. | :08:56.
following this suspicious activity in the area late on Saturday night. | :08:57. | :09:05.
To know that a viable device was outside school gates shocked and | :09:06. | :09:12.
horrified me to the core. They could have been loss of life here. They | :09:13. | :09:17.
could have been significant damage to the building. It's cool should be | :09:18. | :09:22.
a safe and secure environment for children and also for parents to | :09:23. | :09:24.
know that their children are safe and secure. | :09:25. | :09:26.
At a news conference, police said they believed the bomb | :09:27. | :09:29.
was designed to kill police officers and that dissident | :09:30. | :09:31.
A sizeable device and we believe that had it exploded, it would have | :09:32. | :09:43.
killed people in the media to area and cause potential danger to people | :09:44. | :09:50.
over a wider area as well. -- it would have killed people in the | :09:51. | :09:54.
immediate area. It was aimed at people walking in the area and | :09:55. | :10:00.
police officers on foot -- on foot patrol. | :10:01. | :10:04.
20 homes nearby Butler walk were evacuated in the early hours | :10:05. | :10:07.
of Sunday morning with the people living inside of a temporary | :10:08. | :10:09.
accommodation at the Holy Cross Church's community centre nearby. | :10:10. | :10:14.
The pupils have just finished their first day after the Easter holidays. | :10:15. | :10:20.
Parents said the day went well and hoped there would be no repeat of | :10:21. | :10:22.
what happened here before. Two men - age 32 and 23 - | :10:23. | :10:26.
have been arrested in Larne in connection with the latest arson | :10:27. | :10:29.
attack in the town A 34-year-old man has also been | :10:30. | :10:31.
detained on suspicion of disorderly Monday morning and people in Larne | :10:32. | :10:35.

was set on fire and left The home is just a few hundred yards | :10:44. | :10:49.
from a primary school. Local politicians say | :10:50. | :10:54.
enough is enough. Nobody in this town want this. This | :10:55. | :11:04.
is a criminal element in this town who are flexing their muscles and | :11:05. | :11:10.
terrified people. It has to stop and it has to stop now. It is | :11:11. | :11:14.
escalating, it is dangerous and there is potential for somebody to | :11:15. | :11:15.
be seriously injured or killed. Just last week, | :11:16. | :11:18.
a hair salon in the town when a car was driven | :11:19. | :11:20.

with the senior guys in town. Would that have happened anyway? Possibly, | :13:27. | :13:32.
but it makes get done quicker. Northern Ireland is spending | :13:33. | :13:37.

authorities in Northern Ireland, they are all working together. | :14:24. | :14:26.
The last Stormont Executive had plans for an air route task force, | :14:27. | :14:29.

New research by the Alzheimer's Society indicates that six in ten | :14:52. | :14:58.

Danny Brown is living as independently as he can | :15:21. | :15:23.
following a diagnosis of vascular dementia. | :15:24. | :15:24.
Dementia affects the brain, Particularly the memory. | :15:25. | :15:27.
Danny's diagnosis may eventually affect his site. | :15:28. | :15:36.
-- it may eventually affect his eyesight. There was no control. Life | :15:37. | :15:45.
was going on, there was a lot of darkness. I couldn't go on with it. | :15:46. | :15:54.
I lose my wallet continually. I can't find it. | :15:55. | :15:56.
According to the Alzheimer's Society, dementia is about to become | :15:57. | :15:58.
Their latest survey reveals the impact it is having on society. | :15:59. | :16:04.
Six in ten adults or 60% say they are more fearful | :16:05. | :16:06.
of developing dementia than any other health condition. | :16:07. | :16:09.
Over half, or 57%, agree that a diagnosis would | :16:10. | :16:12.
21% believe it is a condition that result in death. | :16:13. | :16:20.
Research shows that 850,000 people across the UK | :16:21. | :16:24.
By 2021, it is thought that figure could rise to almost 1 million. | :16:25. | :16:33.
Meaning a massive drain on health and social care resources | :16:34. | :16:41.
The charity says time is running out and is urging the government to act. | :16:42. | :16:48.
We need to invest in social care and community care. We know the health | :16:49. | :16:55.
service is at breaking point. We will not be able to add more people | :16:56. | :16:59.
into that so we need to support them. If they tell us they want to | :17:00. | :17:02.
remain in their communities, that is where they need to remain. If that | :17:03. | :17:08.
doesn't happen? Disastrous consequences. We have to support | :17:09. | :17:10.
people. Meanwhile, | :17:11. | :17:13.

home, that is all done by me. So I want to live independently and it is | :17:29. | :17:32.
achievable. There is plenty of support but demand for the charity's | :17:33. | :17:45.
helpers already rising. Coming up, the rare pair that is getting local | :17:46. | :17:47.
bird-watchers in a flat. Rory McIlroy tied the knot | :17:48. | :17:53.
at the weekend, marrying his American fiancee Erica Stoll | :17:54. | :17:58.
at Ashford Castle in County Mayo. We would love to show you a picture | :17:59. | :18:07.
of the couple but there is none. It was a strictly private affair. | :18:08. | :18:15.
Rory McIlroy's parents enjoyed the will wedding weekend. But there was | :18:16. | :18:23.
no sign of the bride and groom. It was a Ashford Castle and | :18:24. | :18:26.
round-the-clock security meant that the media was not allowed at the | :18:27. | :18:35.
wedding. His wife, Erica Stoll, has kept a low profile. He is used in | :18:36. | :18:40.
the spotlight, she tries to avoid it. But they share a love of golf | :18:41. | :18:47.
and the music of Stevie wonder. He played at their wedding reception. | :18:48. | :18:53.
Here he was, pictured at a shop in Galway last week before the big day. | :18:54. | :19:01.
Also at the wedding work golf stars like Paul McGinley. But those who | :19:02. | :19:05.
came to try to catch a glimpse of all of the guests were left | :19:06. | :19:10.
disappointed. We came down to see this big day that we are not going | :19:11. | :19:13.
to get inside, we will not get in there for the celebration. Even | :19:14. | :19:19.
drones couldn't get in. It is reported that military style | :19:20. | :19:23.
technology was used to keep them out. So, as yet, there are no | :19:24. | :19:27.
published pictures of the married couple but if pictures after the | :19:28. | :19:31.
engagement are anything to go by, they may be worth waiting for. And I | :19:32. | :19:36.
wish them well! The appearance of a pair of rare | :19:37. | :19:39.
waders has our bird watching And the prospect of these special | :19:40. | :19:42.
visitors setting up home and breeding here for the first time | :19:43. | :19:46.
in more than 70 years has seen wildlife enthusiasts | :19:47. | :19:49.
flocking to Belfast docks Here's our Agriculture | :19:50. | :19:50.
and Environment correspondent Dipping for food with their | :19:51. | :19:54.
distinctive upward-curving beaks, this pair of Avocet has | :19:55. | :20:03.
the bird-watching fraternity They appeared yesterday and seemed | :20:04. | :20:05.
to be a mating pair. That means the prospect | :20:06. | :20:12.
of a resident population here for the first time | :20:13. | :20:14.
in a long time. The last record as a breeding pair | :20:15. | :20:28.
in Ireland was in 1938, in Cork. So it will be really exciting if they | :20:29. | :20:32.
did breed. But we mustn't count our checks before they hatch. | :20:33. | :20:34.
These birds had all but disappeared from Britain until a major | :20:35. | :20:37.
conservation effort by the RSPB in the 1940s. | :20:38. | :20:39.
It brought them back and the Avocet became the emblem of the charity. | :20:40. | :20:42.
Now some appear to be moving north and west from reserves in England. | :20:43. | :20:50.
It's such a beautiful bird, a rare bird in Ireland. I think that is why | :20:51. | :20:59.
it a lot of people have come here especially today to see them. A lot | :21:00. | :21:03.
of people have turned up without knowing it is here and had a | :21:04. | :21:05.
pleasant surprise. The gulls were dishing out a hard | :21:06. | :21:06.
time to them most of the day. It is hoped it won't drive | :21:07. | :21:14.
the Avocet out before they nest and human disturbance is to be kept | :21:15. | :21:16.
to an absolute minimum. They are being very protective of | :21:17. | :21:27.
these two little birds. We asked about possibly see of getting inside | :21:28. | :21:31.
the reserves to film but they said there was no chance of that | :21:32. | :21:34.
happening. The last thing they want is to spook special visitors into | :21:35. | :21:40.
flying away and incur the wrath of local bird-watchers. | :21:41. | :21:43.
The birds have an intricate and elegant mating ritual. | :21:44. | :21:45.
Staff will be keeping an eye on them and hoping they make a home | :21:46. | :21:48.
It was all change at the top of the table in local football. | :21:49. | :21:54.
With just one game to go it is very much now advantage Linfield. | :21:55. | :22:02.
For so long Crusaders have led the way at the summit | :22:03. | :22:04.
But having had their nine-point lead chipped away at over | :22:05. | :22:11.
the last couple of months, the champions were leapfrogged | :22:12. | :22:13.
Linfield now just require a draw against Cliftonville this Saturday | :22:14. | :22:17.
Thomas Kane looks back at a dramatic day. | :22:18. | :22:24.
Linfield knew that a loss to Coleraine would hand Crusaders | :22:25. | :22:26.
the opportunity to win the title on Saturday. | :22:27. | :22:32.
But despite going behind in the cup final rehearsal, they didn't panic. | :22:33. | :22:42.
With 17 wins and a draw in their last 18 games, | :22:43. | :22:44.
Linfield are peaking at the right time of the season. | :22:45. | :22:47.
Their 5-1 victory a statement of intent. | :22:48. | :22:49.
Crusaders' destiny had been in their own hands. | :22:50. | :22:52.
But Ballymena United haven't read the script. | :22:53. | :22:57.
As things seem to go from bad to worse at | :22:58. | :23:00.
Their 3-0 defeat meant it is very much Linfield now | :23:01. | :23:08.
In of people have written us off. People said we weren't good enough | :23:09. | :23:24.
and didn't have the right attitude. We have stopped Crusaders and we | :23:25. | :23:27.
went toe to toe with them for the last five or six months. A long way | :23:28. | :23:35.
to go, we can't count our chickens yet. | :23:36. | :23:39.
Crusaders trailing field by two points... | :23:40. | :23:41.
And they now need Cliftonville to beat their rivals this weekend. | :23:42. | :23:46.
There are no repercussions from me, I haven't shouted at the players. It | :23:47. | :23:53.
is not the right time. They show their disappointment and they hurt | :23:54. | :23:57.
through the week. But when the dust settles, they will dust themselves | :23:58. | :24:01.
down and play a professional game of football next week and do their very | :24:02. | :24:05.
best and we will see what happens. There are twists and turns in | :24:06. | :24:06.
football and nothing is settled. It makes for a fascinating | :24:07. | :24:09.
final Saturday. After a roller-coaster battle | :24:10. | :24:11.
at the top, this one In Scotland, Brendan Rodgers | :24:12. | :24:13.
and his Celtic side remain on course for a domestic treble after reaching | :24:14. | :24:28.
the Scottish Cup Final They beat their great rivals Rangers | :24:29. | :24:31.
2-0 at Hampden yesterday to stay on course for a clean | :24:32. | :24:35.
sweep of silverware. And Rodgers now wants his side | :24:36. | :24:37.
to keep focused on that target. We come into every game with a focus | :24:38. | :24:47.
and we prepare ourselves to win. We don't think about losing. Our plan | :24:48. | :24:54.
is to go and win games. We find games in which to do that. We are | :24:55. | :25:01.
one game away from history, a real historical season. But we have got a | :25:02. | :25:03.
few games to play for that. And staying on the theme | :25:04. | :25:06.
of trebles, Banbridge won the Irish Hockey League title | :25:07. | :25:08.
at the weekend - to add to their Irish Cup triumph and leave | :25:09. | :25:11.
them still on for a clean-sweep of silverware with next | :25:12. | :25:14.
weekend's play-offs to come. It was calculated at the ready with | :25:15. | :25:25.
goal difference deciding the Irish hockey league title. Rovers were | :25:26. | :25:30.
rattling in the goals against their rivals in Dublin. The Ulster side | :25:31. | :25:37.
started the day with an advantage of six but with 15 minutes to go, they | :25:38. | :25:43.
have been reduced to two. Final quarter goals seal the title, | :25:44. | :25:51.
despite the Dublin side's 9-1 victory. This weekend, Banbridge | :25:52. | :25:55.
will aim for a domestic travel as they try to add the play-offs to | :25:56. | :26:06.
their league and cup successes. It's a difficult place to go, three Rob | :26:07. | :26:15.
to play. It be tough but I think we are capable of it. Banbridge on the | :26:16. | :26:26.
team of the season, but will they have more silverware to celebrate? | :26:27. | :26:30.
Olympic champion Justin Rose is the latest big name to confirm | :26:31. | :26:33.
he will play at this year's Irish Open at Portstewart in July. | :26:34. | :26:36.
The Englishman, who won the 2013 US Open and narrowly missed out | :26:37. | :26:39.
to Sergio Garcia at this year's Masters, will be playing | :26:40. | :26:41.
on Northern Irish soil for the first time in his professional career. | :26:42. | :26:48.
With Rory McIlroy acts -- the headline act there. We have had a | :26:49. | :27:02.
call saying that it has started to snow in Antrim. | :27:03. | :27:03.
There was a wintry feel in the air today and there's more colder | :27:04. | :27:06.
It looks pretty but precarious hummer Cecilia! | :27:07. | :27:17.
You are more likely to see a snow shower in April than in December. | :27:18. | :27:24.
Because the air around the Arctic is colder than in parts of the winter. | :27:25. | :27:29.
That is where our air is coming from. A wintry feel to the weather. | :27:30. | :27:34.
A mix of Heol, sleet and rain showers. There will not be enough | :27:35. | :27:40.
snow for a snowman or snow woman and it doesn't last. More settled | :27:41. | :27:47.
weather moves in from the Atlantic from Thursday. Showers tonight and | :27:48. | :27:50.
they will get heavier and more frequent. They will fall as snow in | :27:51. | :27:54.
places. By the end of the night, they could be a dusting of snow on | :27:55. | :28:00.
the hills, particularly on grassy areas. Temperatures could drop close | :28:01. | :28:04.
to freezing. It will feel bitterly cold in the wind. For the rush hour | :28:05. | :28:11.
tomorrow morning, slipperiness around. Also a little bit of snow | :28:12. | :28:16.
lying in places. But the difference this time of year is that the ground | :28:17. | :28:21.
as warm as the snow will not settle. There will be strong April sunshine | :28:22. | :28:25.
developing as well as the morning goes on. So the showers will move | :28:26. | :28:29.
through quickly on the northerly wind. More frequent in the north and | :28:30. | :28:34.
west. Some parts of these may not seem any at all. In the sunlight and | :28:35. | :28:39.
win, it will not feel so bad. When the showers come along, temperatures | :28:40. | :28:45.
will drop to about four Celsius. That does not show the cold wind | :28:46. | :28:49.
that will be blowing. Tomorrow, showers easy way but still chilly | :28:50. | :28:54.
air. There will be a frost in places. The cold front moving away | :28:55. | :29:01.
on Wednesday. This area of high pressure is fairly strong from the | :29:02. | :29:04.
south-west. So although there will be whether from sneaking on us it | :29:05. | :29:09.
looks as if things will become more settled. Wednesday starts chilly and | :29:10. | :29:14.
bright. That cold wind would have moved away but it will cloud over at | :29:15. | :29:20.
times. Otherwise, not a bad day and will feel much nicer. Still a chill | :29:21. | :29:24.
in the air that there will be more sunshine and the wind will not be as | :29:25. | :29:29.
bitter. Things start to warm up. These repaired for some cold, wintry | :29:30. | :29:34.
weather tonight and tomorrow. So get the big coat and to gain! | :29:35. | :29:37.
As a reality TV star, Donald Trump may have been ignorable. | :29:38. | :29:52.
But he is now unignorable, he comes to us 24/7. | :29:53. | :29:55.
But what will his presidency mean for the world? | :29:56. | :30:00. |
