Here on BBC One, it's time

for the news where you are.

0:00:000:00:00

Hello and welcome to BBC Newsline.

0:00:100:00:12

30 years ago an IRA bomb exploded

at the Remembrance Day

0:00:120:00:15

Service in Enniskillen.

0:00:150:00:17

Today, a new memorial was unveiled

to honour the 12 who died

0:00:170:00:21

and the many more who were injured.

0:00:210:00:23

The bomb went off without warning

at a 10:45 in the morning

0:00:230:00:26

at the town's cenotaph.

0:00:260:00:32

Here's our south-west

reporter, Louise Cullen.

0:00:320:00:42

Descendants of the dead remembering

those lost here. 11 were killed and

0:00:480:00:56

812 died 13 years later and more

than 60 were injured. Those left by

0:00:560:00:59

wind came here today to remember

we

will never forget and you know the

0:00:590:01:07

pain is there but you learn to get

through it day by day and year by

0:01:070:01:14

year.

The loss is just so terrible.

And someone just said to me just

0:01:140:01:24

last year that the grief is the

price of love and I never heard of

0:01:240:01:28

that until -- and I never thought of

that until I heard that.

A memorial

0:01:280:01:36

to the 12 dead was unveiled and the

families then went to a private

0:01:360:01:43

memorial service.

Some people say

that time is a great healer and I am

0:01:430:01:48

sure that many of you here today

will say that is not true in your

0:01:480:01:53

experience. Over the passing of the

years, you learn to live what would

0:01:530:01:57

with what has happened. But I don't

think time heals wounds such as

0:01:570:02:01

ours.

They were injured they were

joined by invited gears guests.

I

0:02:010:02:10

think people are being reflected now

about the horrific nature of what

0:02:100:02:15

happened that day.

Ten people were

connection arrested in connection

0:02:150:02:20

with the bomb but no one has ever

been charged. Greek Bateman

it is

0:02:200:02:25

great regret to me that no one has

ever been charged for the bombing

0:02:250:02:30

but if new evidence comes to light

we will pursue that.

The memorial

0:02:300:02:36

has now gone into storage and

agreement has to be played reached

0:02:360:02:40

on where it will be placed.

0:02:400:02:44

The public inquiry into the RHI

scheme has heard claims

0:02:440:02:47

that officials pushed ahead with it

against expert advice,

0:02:470:02:50

because their minister Arlene Foster

wanted it to start without delay.

0:02:500:02:55

The experts were so concerned

they wanted it recorded

0:02:550:02:58

that their advice had

not been heeded.

0:02:580:03:00

The inquiry was told

the accuracy of the claim

0:03:000:03:03

would need to be scrutinised.

0:03:030:03:05

Our Agriculture and

Environment Correspondent

0:03:050:03:06

Conor Macauley reports.

0:03:060:03:11

The minister in charge

of the department

0:03:110:03:14

with responsibility for this,

Arlene Foster, came under huge

0:03:140:03:16

pressure and today the enquiry heard

the claim officials pushed ahead

0:03:160:03:21

with the scheme against expert

advice because she wanted

0:03:210:03:25

to get it up and running.

0:03:250:03:28

It was based on the minutes

of the conference between her

0:03:280:03:30

officials in her department and

the regulator which was helping to

0:03:300:03:36

introduce the scheme.

0:03:360:03:40

The regulator told

the enquiry it wanted her

0:03:400:03:42

officials to delay its low-cost

controls being imposed in Britain

0:03:420:03:44

could be replicated

in our regulations.

0:03:440:03:52

Ofgem personnel advised them to wait

until the regulations had

0:03:520:03:57

been amended and that would risk

the draft Northern Ireland

0:03:570:04:01

regulations currently proposed.

0:04:010:04:06

They recorded the minister's wish

to proceed without these amendments.

0:04:060:04:15

He urged a note of caution and said

the first thing was to establish

0:04:150:04:18

whether the minutes

of the teleconference

0:04:180:04:22

was accurate to that

of what had been said

0:04:220:04:24

and the next thing to

0:04:240:04:26

work out was where

officials got the idea

0:04:260:04:28

Arlene Foster was adamant it should

go ahead and was that based

0:04:280:04:30

on conversations with the Minister

and her special adviser

0:04:300:04:33

and were there records

of those conversations?

0:04:330:04:43

He said there was

a lack of evidence at

0:04:440:04:46

the moment as to whether

the warnings from Ofgem had been

0:04:460:04:49

referred up the chain of command

to ministerial level.

0:04:490:04:51

The plan was to review

the regulations the summer after the

0:04:510:04:54

scheme started and update them with

the cost controls but that did not

0:04:540:04:57

happen.

0:04:570:05:00

The opening of the enquiry is long

and detailed but every day

0:05:000:05:03

it is throwing up new information

about the reasons behind the biggest

0:05:030:05:07

financial mess we have ever had.

0:05:070:05:14

Police and army bomb experts

are at the scene of a security

0:05:140:05:17

alert in East Belfast.

0:05:170:05:18

Part of Grand Parade has been closed

to traffic and it's thought a number

0:05:180:05:23

of homes have been evacuated.

0:05:230:05:25

The police are examining

a 300-yard stretch of the road

0:05:250:05:28

which runs alongside

Orangefield playing fields.

0:05:280:05:32

Two men have been killed

in separate road crashes.

0:05:320:05:34

A man in his 30s died after the car

he was a passenger in collided

0:05:340:05:38

with a lorry near Toomebridge

at about 07:00 this morning.

0:05:380:05:42

The driver is in

a critical condition.

0:05:420:05:45

And just after midnight,

an 18-year-old man died

0:05:450:05:47

in a single-vehicle crash

on the Dungannon Road, Portadown.

0:05:470:05:52

A number of business owners

in Northern Ireland have been

0:05:520:05:55

involved in off-shore tax avoidance,

a BBC investigation has revealed.

0:05:550:06:00

The information is part of the mass

leak of documents known

0:06:000:06:03

as the Paradise Papers.

0:06:030:06:05

We've been investigating one tax

avoidance scheme which involved

0:06:050:06:08

local business owners.

0:06:080:06:10

There's no suggestion

that they have acted illegally.

0:06:100:06:12

Our economics and business editor,

John Campbell reports.

0:06:120:06:18

This is Sam McCrea speaking

to the BBC ten years ago.

0:06:180:06:25

He owns a business with his wife.

0:06:250:06:29

They employ more than 150

people and turn over

0:06:290:06:34

about £20 million a year.

0:06:340:06:36

It has had help from an investment

company since 2008.

0:06:360:06:44

In 2014, the company

headquarters were

0:06:440:06:47

valued at £4 million.

0:06:470:06:50

The following year, the property

was sold for just £1.

0:06:500:06:55

The new owner was based here,

0:06:550:06:57

the Indian Ocean island of

Mauritius.

0:06:570:07:00

It was described in the accounts

as an unconnected third party.

0:07:000:07:06

They agreed they would pay this

unconnected party...

0:07:060:07:16

The BBC has seen documents

that would suggest that

0:07:240:07:26

McCrea is actually

0:07:260:07:27

controlling that company

in Mauritius and they had

0:07:270:07:29

given the valuable

property to themselves

0:07:290:07:30

in all but name.

0:07:300:07:31

And that is not the end of

the potential advantages from their

0:07:310:07:34

offshore arrangements.

0:07:340:07:36

Sam McCrea transferred

£200,000 into his

0:07:360:07:39

Northern Irish bank

account by borrowing

0:07:390:07:42

money from the company in Mauritius

he apparently controlled

0:07:420:07:46

as a loan so it would not

be liable for tax.

0:07:460:07:52

Their lawyers said...

0:07:520:08:02

Invest Ni is a shareholder in

Sam McCrea's company.

0:08:100:08:14

They said...

0:08:140:08:24

Tonight and later this

week, the Nolan Show

0:08:320:08:35

will have more on these

revelations from Mauritius.

0:08:350:08:43

The weather next with Barra Best.

0:08:430:08:45

The weather next with Barra Best.

0:08:450:08:50

We don't have any frost to worry

about, we have a lot of cloud and

0:08:500:08:55

patchy light rain which will keep

temperatures up to seven or 8

0:08:550:08:58

degrees. Otherwise, a largely dry

start to did the day tomorrow with

0:08:580:09:03

sunshine coming and going back a

north-westerly wind will make it

0:09:030:09:09

feel fresh towards the north coast.

If you are travelling tomorrow, it

0:09:090:09:12

is a similar picture with plenty of

dry and sunny weather with the

0:09:120:09:17

exception of the Sun South West be

some cloud coming in gradually

0:09:170:09:21

making its way inland. But before it

makes its way to worse, we can

0:09:210:09:25

expect some dry sunny weather in the

afternoon about them to leave the

0:09:250:09:30

cloud will come and in the evening

and overnight there will be some

0:09:300:09:33

outbreaks of rain which will clear

by breakfast time on Friday. Friday

0:09:330:09:42

gets off to a promising start start

with driver cloudy weather but we

0:09:420:09:45

are expecting more rain to come in

from the south towards the end of

0:09:450:09:48

the day with colder air.

0:09:480:09:50

That's it for now.
