one of our biggest employers. Yet some of Oxfordshire County Council's | :00:48. | :00:51. | |
own staff say they are having to rely on food hand`outs to survive | :00:52. | :00:56. | |
because their pay is so low. The public service union Unison is | :00:57. | :00:59. | |
calling for the authority to pay all its staff what is known as the | :01:00. | :01:02. | |
living wage, something some other councils already do. But in | :01:03. | :01:04. | |
Oxfordshire, some council workers are paid below that threshold. Our | :01:05. | :01:09. | |
reporter has been looking more closely at this. So, what types of | :01:10. | :01:14. | |
roles are we talking about here? Well, Emma, there are workers doing | :01:15. | :01:18. | |
a range of jobs who feel they are not paid enough. Some cleaners, | :01:19. | :01:20. | |
lollipop men and women, museum assistants and carers are amongst | :01:21. | :01:24. | |
those paid less than what is known as the living wage. It is an hourly | :01:25. | :01:27. | |
rate which should mean the person earns enough to cover the basic cost | :01:28. | :01:35. | |
of living in the UK. It is leading to significant pressure on the | :01:36. | :01:37. | |
council to start guaranteeing their staff higher wages. If you receive | :01:38. | :01:44. | |
the minimum wage and you are over 21 then you will be paid ?6.31 an hour. | :01:45. | :01:50. | |
But if you are given the living wage then you will earn ?7.65 an hour. | :01:51. | :01:54. | |
That is a whole ?1.34 more, around an extra ?50 per week. In our area | :01:55. | :02:00. | |
there are 12 councils. Those still not paying the living wage are | :02:01. | :02:03. | |
Oxfordshire, Bucks and Gloucestershire County Council as | :02:04. | :02:05. | |
well as Milton Keynes, Cotswold District Council, Aylesbury Vale and | :02:06. | :02:11. | |
Swindon Borough Council. In fact, there are more than 200 staff across | :02:12. | :02:19. | |
the region losing out. Dwayne John, who is an apprentice at Oxford City | :02:20. | :02:22. | |
Council, is paid the living wage, he told me what a difference that | :02:23. | :02:34. | |
makes. I think it is very important because it allows people to be more | :02:35. | :02:40. | |
independent and actually do things. Coming in at an entry level you | :02:41. | :02:44. | |
would still be able to maintain rent, bills and still enjoy some | :02:45. | :02:52. | |
luxuries of life. So, why might some councils not have addressed this | :02:53. | :02:57. | |
sooner? Purse strings are being tightened as budgets are being cut, | :02:58. | :03:00. | |
but it is worth noting the vast majority of employees are paid more | :03:01. | :03:09. | |
than the living wage. Only 92 of their 5000 staff are paid less than | :03:10. | :03:23. | |
the living wage. Humanitarian aid destined for the Philippines has | :03:24. | :03:28. | |
left Oxford this morning. Vital supplies have been collected at | :03:29. | :03:39. | |

am able to get it sorted out and I think I am doing that. We asked what | :05:48. | :05:54. | |
he has done which he thinks has made an impact. He says making rural | :05:55. | :05:59. | |
crime a priority and also issues like burglary. I think it is a far | :06:00. | :06:05. | |
more efficient system, it should be less costly, things get done much | :06:06. | :06:14. | |
quicker. He did have to pay back some money after an investigation | :06:15. | :06:22. | |
into his expense claims. His office is cheaper to run than the previous | :06:23. | :06:28. | |
police authority. Here they are focused on building relationships, | :06:29. | :06:34. | |
preventing time and giving victims a voice. `` preventing crime. How | :06:35. | :06:42. | |
accountable are the commissioners? We looked at the 25 factors that by | :06:43. | :06:58. | |

trapping exercise and it has done nothing wrong. But, residents say | :13:32. | :13:37. | |
the firm should have waited for the outcome of a public inquiry to grant | :13:38. | :13:41. | |

These fields may not be allowed to be used for building, it may be that | :14:21. | :14:26. | |
the public enquiry is in our favour and they had to be restored. But in | :14:27. | :14:29. | |
the meantime, they have just made to did, they have removed wildlife, and | :14:30. | :14:33. | |
they have done this to prevent people from using these fields. I | :14:34. | :14:39. | |
think are elected representatives should certainly intervene, because | :14:40. | :14:44. | |
essentially, they are making a mockery of the consultation | :14:45. | :14:46. | |
process. They are showing complete and utter contempt for local people. | :14:47. | :14:52. | |
