but Hello and welcome to South Today from Oxford. In tonight's

:00:00.:00:20.

programme: In poverty yet paid by one of our biggest employers. The

:00:21.:00:24.

plea from council workers relying on food hand`outs to survive. And

:00:25.:00:29.

they've been in the job one year, but do you know what the Police

:00:30.:00:32.

Commissioner does? Later on, sharpening their spurs. The Premier

:00:33.:00:35.

club ruffling the feathers of Fleet Spurs over their logo. Good evening.

:00:36.:00:44.

They are the authority looking after the well`being of our community and

:00:45.:00:47.

one of our biggest employers. Yet some of Oxfordshire County Council's

:00:48.:00:51.

own staff say they are having to rely on food hand`outs to survive

:00:52.:00:56.

because their pay is so low. The public service union Unison is

:00:57.:00:59.

calling for the authority to pay all its staff what is known as the

:01:00.:01:02.

living wage, something some other councils already do. But in

:01:03.:01:04.

Oxfordshire, some council workers are paid below that threshold. Our

:01:05.:01:09.

reporter has been looking more closely at this. So, what types of

:01:10.:01:14.

roles are we talking about here? Well, Emma, there are workers doing

:01:15.:01:18.

a range of jobs who feel they are not paid enough. Some cleaners,

:01:19.:01:20.

lollipop men and women, museum assistants and carers are amongst

:01:21.:01:24.

those paid less than what is known as the living wage. It is an hourly

:01:25.:01:27.

rate which should mean the person earns enough to cover the basic cost

:01:28.:01:35.

of living in the UK. It is leading to significant pressure on the

:01:36.:01:37.

council to start guaranteeing their staff higher wages. If you receive

:01:38.:01:44.

the minimum wage and you are over 21 then you will be paid ?6.31 an hour.

:01:45.:01:50.

But if you are given the living wage then you will earn ?7.65 an hour.

:01:51.:01:54.

That is a whole ?1.34 more, around an extra ?50 per week. In our area

:01:55.:02:00.

there are 12 councils. Those still not paying the living wage are

:02:01.:02:03.

Oxfordshire, Bucks and Gloucestershire County Council as

:02:04.:02:05.

well as Milton Keynes, Cotswold District Council, Aylesbury Vale and

:02:06.:02:11.

Swindon Borough Council. In fact, there are more than 200 staff across

:02:12.:02:19.

the region losing out. Dwayne John, who is an apprentice at Oxford City

:02:20.:02:22.

Council, is paid the living wage, he told me what a difference that

:02:23.:02:34.

makes. I think it is very important because it allows people to be more

:02:35.:02:40.

independent and actually do things. Coming in at an entry level you

:02:41.:02:44.

would still be able to maintain rent, bills and still enjoy some

:02:45.:02:52.

luxuries of life. So, why might some councils not have addressed this

:02:53.:02:57.

sooner? Purse strings are being tightened as budgets are being cut,

:02:58.:03:00.

but it is worth noting the vast majority of employees are paid more

:03:01.:03:09.

than the living wage. Only 92 of their 5000 staff are paid less than

:03:10.:03:23.

the living wage. Humanitarian aid destined for the Philippines has

:03:24.:03:28.

left Oxford this morning. Vital supplies have been collected at

:03:29.:03:39.

best. There are basic items and tomorrow key equipment will be flown

:03:40.:03:57.

out from IVF Brize Norton. The body of a soldier killed in Afghanistan

:03:58.:04:00.

is being flown back to RAF Brize Norton in Oxfordshire today. Warrant

:04:01.:04:03.

Officer Ian Michael Fisher served with the 3rd Battalion The Mercian

:04:04.:04:06.

Regiment. He died in a suicide attack on the final day of an

:04:07.:04:10.

operation in Helmand Province. The 42`year`old is from Barking, East

:04:11.:04:12.

London. Police in Banbury are appealing for witnesses after a

:04:13.:04:15.

four`year`old boy was attacked by the dog in the town. It happened on

:04:16.:04:19.

the recreation ground between St John's and the Grange School last

:04:20.:04:23.

Thursday. It is believed the boy was with its owner ` the dog was with

:04:24.:04:26.

its owner, a boy aged between 14 and 16 and the group of six other boys.

:04:27.:04:30.

The victim was bitten but not seriously injured. They were elected

:04:31.:04:33.

in what was billed as the most radical reform of policing in 50

:04:34.:04:38.

years. One year on hand to deeply sound Crown Commissioners from

:04:39.:04:41.

across the country are gathering in London to see what they can do to

:04:42.:04:47.

increase public confidence in policing. These are doubts over

:04:48.:04:52.

whether they have actually received any money. Our reporter has more.

:04:53.:04:59.

The idea is that he is a voice for the people, to lead the fight

:05:00.:05:02.

against crime across the Thames Valley. What do people in

:05:03.:05:12.

Oxfordshire think he has done? Not a lot really. There are more police at

:05:13.:05:18.

night times, I do not know if it is due to that. I don't think he has

:05:19.:05:23.

done anything to be honest. I think it is useless. He has attended

:05:24.:05:31.

almost 50 public meetings like this one in Milton Keynes. He says

:05:32.:05:37.

efforts to raise awareness of his role are paying off. I do get a

:05:38.:05:42.

tremendous reaction from the public when I get something they want and I

:05:43.:05:47.

am able to get it sorted out and I think I am doing that. We asked what

:05:48.:05:54.

he has done which he thinks has made an impact. He says making rural

:05:55.:05:59.

crime a priority and also issues like burglary. I think it is a far

:06:00.:06:05.

more efficient system, it should be less costly, things get done much

:06:06.:06:14.

quicker. He did have to pay back some money after an investigation

:06:15.:06:22.

into his expense claims. His office is cheaper to run than the previous

:06:23.:06:28.

police authority. Here they are focused on building relationships,

:06:29.:06:34.

preventing time and giving victims a voice. `` preventing crime. How

:06:35.:06:42.

accountable are the commissioners? We looked at the 25 factors that by

:06:43.:06:58.

law PCCs must put on their websites. They are rated at mid`table, doing

:06:59.:07:04.

quite well but could do better. The commissioners are in place until

:07:05.:07:11.

2016, the true test of how they are perceived will be at the ballot box.

:07:12.:07:18.

Swindon striker failed to report for training according to the club

:07:19.:07:24.

manager. He was due to appear in court after being charged with rape

:07:25.:07:31.

following an alleged incident at Hotel in Newcastle, he the charge.

:07:32.:07:37.

Oxford City Council is to take possession of a stretch of river

:07:38.:07:42.

bank to stop boats moving their illegally. Many are upset about

:07:43.:07:50.

being moved on and say they do not cause problems. People's whose

:07:51.:07:55.

houses back onto the river bank have supported the decision. Work on an

:07:56.:08:02.

air force base in Bester has got underway today. There has been

:08:03.:08:07.

planning permission to build 700 new homes on the site. Demolition work

:08:08.:08:13.

will include disused military buildings and restricted areas of

:08:14.:08:16.

the base which have been of limits for nearly a decade. We are taking

:08:17.:08:24.

down some of the blocks will be single service men would have stayed

:08:25.:08:31.

during the US tenure. We want to preserve some of the character of

:08:32.:08:36.

the area, not to just come onto the site and we it straightaway. We want

:08:37.:08:42.

to pick and choose which buildings are staying and create the right

:08:43.:08:49.

scenery. Now what do we have with the towns we are twin West? Why

:08:50.:08:57.

should Swindon be linked to Central America and Aylesbury to eastern

:08:58.:09:03.

France? The tradition dates back to the First World War, our reporter

:09:04.:09:07.

has been looking at whether twinning towns and cities still has any

:09:08.:09:13.

meaning. Does anyone `` anyone take notice of these signs showing where

:09:14.:09:20.

Oxford is twinned with? Not really, I look at the signs but I do not

:09:21.:09:27.

read them. I do not really know much about it. I travel a lot so I happen

:09:28.:09:38.

to know where we are twin West. Oxford is twinned with born in

:09:39.:09:46.

Germany, Grenoble, Leyden and her in Russia. These students have visited

:09:47.:10:07.

Oxford for the first time to learn about the twinning. Tell macro it

:10:08.:10:13.

has been a great opportunity to understand British culture. I think

:10:14.:10:20.

being went has helped us to visit this city. It has developed since

:10:21.:10:29.

the First World War but it is not based on trade or business, more

:10:30.:10:35.

culture and friendship. It was seen as a way of building the piece. It

:10:36.:10:41.

was seen that national governments had taken Europe to watch so maybe

:10:42.:10:47.

local governments could stop it going to war again. Maybe local

:10:48.:10:51.

communities could build bridges between communities that had been at

:10:52.:11:04.

war with one another. There is one town which may cease to be twin.

:11:05.:11:16.

They have not been interested for the past decade. Starting it is easy

:11:17.:11:21.

but continuation is not easy, it all depends on finance, willingness and

:11:22.:11:28.

personal contact. So the signs are just the start of the story which

:11:29.:11:36.

sees twinning bring people to our region from around the world. Our

:11:37.:11:43.

reporter has arrived in Oxfordshire today for the charity macro cycling

:11:44.:11:52.

challenge. Hundreds turned out to greet Alex and her team. The One

:11:53.:12:08.

Show will be live from our region after this programme. We have met so

:12:09.:12:16.

many great people, we cannot back them unless we come out and about so

:12:17.:12:25.

that is why we are doing it. As well as the money it is to raise

:12:26.:12:33.

awareness of charity as well as proving that people with

:12:34.:12:41.

disabilities can do a lot. That looks like fun. A reminder of our

:12:42.:12:50.

top story. Workers at Oxford County Council are relying on food banks to

:12:51.:12:57.

survive. The union is calling on the authority to guarantee employees the

:12:58.:12:58.

living wage. That is all from breaches of the noise levels and

:12:59.:13:02.

also of the time the event was due to finish.

:13:03.:13:08.

Still to come in this evening's South Today... Ahead of Pudsey's big

:13:09.:13:11.

night tomorrow, we find out how many of you are fundraising for Children

:13:12.:13:18.

In Need. Residents at Billingshurst in West

:13:19.:13:21.

Sussex are angry that a field they were trying to save has been

:13:22.:13:24.

bulldozed by developers. Bellway Homes, which has permission to build

:13:25.:13:27.

46 houses, says the work it has started is part of a reptile

:13:28.:13:31.

trapping exercise and it has done nothing wrong. But, residents say

:13:32.:13:37.

the firm should have waited for the outcome of a public inquiry to grant

:13:38.:13:41.

the site Village Green status. Sean Killick reports.

:13:42.:13:49.

This is how the field in the area once looked, and residents say they

:13:50.:13:52.

have been used for recreation for decades, but this is the scene here

:13:53.:13:57.

now. Earlier this year, the developer, Bellway Homes, was

:13:58.:14:03.

granted planning permission, but the residents that live there, they

:14:04.:14:06.

applied for it to be given village green status. The inspectors were

:14:07.:14:12.

due to rule by the end of the year. They are appalled that the developer

:14:13.:14:16.

has started work before the inspector has published the report.

:14:17.:14:20.

These fields may not be allowed to be used for building, it may be that

:14:21.:14:26.

the public enquiry is in our favour and they had to be restored. But in

:14:27.:14:29.

the meantime, they have just made to did, they have removed wildlife, and

:14:30.:14:33.

they have done this to prevent people from using these fields. I

:14:34.:14:39.

think are elected representatives should certainly intervene, because

:14:40.:14:44.

essentially, they are making a mockery of the consultation

:14:45.:14:46.

process. They are showing complete and utter contempt for local people.

:14:47.:14:52.

Bellway Homes says the works that have taken place are connected with

:14:53.:14:56.

the completion of a reptile trapping and translocation exercise and this

:14:57.:15:02.

work can be undertaken ahead of a planning application to stop the

:15:03.:15:04.

wrist no licence for these reptile species concerned, but it should be

:15:05.:15:08.

noted that a planning permission application is still live in any

:15:09.:15:15.

event. They say that if village green status is granted, they will

:15:16.:15:18.

be obliged to return the ground to the original use.

:15:19.:15:24.

A non`league football club set up over 60 years ago by a group of

:15:25.:15:28.

ex`soldiers has landed in trouble with the top flight side that

:15:29.:15:31.

inspired it. Fleet Spurs took their name from Tottenham Hotspur, and

:15:32.:15:34.

modelled their badge on the north London team. But now they've been

:15:35.:15:37.

told it has to go. James Ingham reports.

:15:38.:15:43.

This is no White Hart lane. And life at the lower end of Wessex League

:15:44.:15:47.

Division One is a world away from there too as Fleet Spurs answer to

:15:48.:15:50.

Tottenham's Jermaine Defoe knows only too well. I wish I could drive

:15:51.:15:59.

a car like his, but yes, he is probably on baby AT grand a week, or

:16:00.:16:07.

so,. `` AT grand a week. I would be happy with a grand! Formed by a

:16:08.:16:10.

group of ex`soldiers, all Spurs fans, it wasn't just their heroes

:16:11.:16:15.

name the club founders borrowed. But earlier this year, the lawyers

:16:16.:16:18.

letters began to land. They made plain, Tottenham's view of the

:16:19.:16:21.

similar badges were no longer acceptable. And it wasn't the

:16:22.:16:26.

premier side that was going to change. It is ridiculous, if I am

:16:27.:16:34.

absolutely honest. It is a mighty premiership club, in essence,

:16:35.:16:43.

pressing a tiny club using big lawyers, it is very unfair. Bosses

:16:44.:16:46.

at White Hart Lane accept their stance may seem harsh but add "the

:16:47.:16:51.

way the law works, if we do not take action to stop Fleet Spurs using our

:16:52.:16:54.

cockerel logo, it can undermine our ability to stop other unauthorised

:16:55.:16:57.

people who use our logo for commercial purposes, such as

:16:58.:16:59.

counterfeiters." Fleet Spurs would love to one day face their namesakes

:17:00.:17:03.

in the FA cup, but battling their lawyers in court, that would have

:17:04.:17:05.

been a whole different ball game. I have a feeling that story will run

:17:06.:17:22.

and run! It sums up sports now, it is such a multi`billion pound

:17:23.:17:26.

industry and brand protection is so important. We'll start with

:17:27.:17:31.

football. Rickie Lambert will miss tomorrow

:17:32.:17:34.

night's friendly between England and Chile. The Southampton striker seen

:17:35.:17:38.

here speaking yesterday was one of three Saints players named in Roy

:17:39.:17:41.

Hodgson's squad but has a minor muscle injury. Meanwhile Adam

:17:42.:17:46.

Lallana and Jay Rodriguez, left and centre of picture here training

:17:47.:17:48.

today will definitely feature at Wembley tomorrow. I have also spoken

:17:49.:17:57.

to the boys in Southampton, I have said that Rickie Lambert cannot

:17:58.:18:00.

play, I have spoken to the other two and said they will feature in the

:18:01.:18:06.

game, so I am prepared to say that, but that is basically what I will

:18:07.:18:10.

say about the team formation and the team selection.

:18:11.:18:12.

The Pompey Supporter's Trust has said the Portsmouth football club

:18:13.:18:16.

name was shamed by some fans on Tuesday night at Newport. It follows

:18:17.:18:19.

an incident in the second half in which a smoke bomb was thrown onto

:18:20.:18:23.

the field. The FA are investigating the affair in the southern area

:18:24.:18:26.

quarter final tie, and the club who could face a fine, say any fan

:18:27.:18:30.

responsible could be banned from attending their matches.

:18:31.:18:33.

One of Britain's top Paralympic rowers has announced her retirement.

:18:34.:18:39.

Naomi Riches won gold at Dorney Lake last year with the mixed coxed

:18:40.:18:43.

fours, this year she also added a sixth world title to her collection.

:18:44.:18:46.

The 30`year`old who is registered blind only started rowing in 2004. A

:18:47.:18:52.

fantastic career she has had. Hampshire captain Jimmy Adams will

:18:53.:19:01.

stay in the role for next year. The 33`year`old, who we featured

:19:02.:19:03.

yesterday considered his position at the end of the season after

:19:04.:19:07.

Hampshire missed out on their target of promotion from division two. But

:19:08.:19:10.

he's now confirmed he'll stay on. Meanwhile Adams county colleague

:19:11.:19:13.

Michael Carberry was out for four in England's final warm up match ahead

:19:14.:19:16.

of the Ashes against an Australian invitational eleven. It's the last

:19:17.:19:20.

chance to stake a claim for a place in the series.

:19:21.:19:22.

Justin Rose shot a two under par opening round on the first day of

:19:23.:19:26.

the World tour challenge, which will decide Europe's number one golfer

:19:27.:19:30.

for the year, the so called race to Dubai. Rose is one of four players

:19:31.:19:33.

who performances this year mean he can top the order of merit. The US

:19:34.:19:37.

Open champion was three under par at one stage, playing alongside title

:19:38.:19:40.

rival Henrik Stenson, but dropped a shot late in his round to shoot a

:19:41.:19:51.

70, that's two under par. One of the Sportsman of the year,

:19:52.:19:53.

Justin Rose, no doubt. It's just over 24 hours until

:19:54.:20:02.

Children in Need 2013 gets underway, and across the South fundraising

:20:03.:20:05.

activities are taking place. All this week we've been following a

:20:06.:20:08.

group of autistic drummers preparing for a special live charity

:20:09.:20:18.

performance at Beaulieu tomorrow. Well, as the big day approaches,

:20:19.:20:21.

Sarah Farmer joined the youngsters as they made their final

:20:22.:20:35.

preparations. Nerves are running high as the final

:20:36.:20:40.

rehearsals take place in sub Panton `` Southampton. Lucky you are

:20:41.:20:47.

enjoying it, look like you are enjoying it! The T`shirt for the

:20:48.:20:53.

night are distributed, but will they fit? Is that a bit big? I will try

:20:54.:21:06.

to grab your attention so that you can see me, and we are all looking

:21:07.:21:11.

at each other, so when we finished, we know when to stop. So, they look

:21:12.:21:18.

the part. The quires know the lines, the singers are hitting the high

:21:19.:21:29.

notes. But can the drummers keep in time? The conductor knows it is a

:21:30.:21:34.

lot to ask. On the night, when it comes together at the cameras are

:21:35.:21:38.

rolling, and the lights go on, it is down to them. My gestures do not

:21:39.:21:44.

make any noise. Although they are making noise, some of the children

:21:45.:21:47.

are noise sensitive and they were ahead regards to all the noise. The

:21:48.:21:53.

parents are anxious about them getting it right on the night. ``

:21:54.:21:59.

they were there year defenders to defend the noise. The teachers will

:22:00.:22:06.

be there, the music teachers, so I am confident they can persuade them.

:22:07.:22:11.

They have learned social skills, making friends, talking to new

:22:12.:22:15.

people, that would be all useful when they go back to school. Also,

:22:16.:22:24.

socially. Music is a team sport and it is no difference to playing

:22:25.:22:28.

football, rugby cricket, it and is life skills, listening, learning,

:22:29.:22:40.

compromise. They have to give and take, step forward, go into the

:22:41.:22:44.

foreground and then go into the background, and that is different

:22:45.:22:48.

for any child, it is difficult for children to do. The waiting is

:22:49.:22:53.

tyranny over, but the journey has been a valuable one. `` nearly over.

:22:54.:23:02.

People can watch it and think, wow, those people are really fantastic,

:23:03.:23:07.

even though they might have a learning difficulty, and a learning

:23:08.:23:15.

curve to get through, but it just doesn't make them and need different

:23:16.:23:20.

to everybody else. We can all fit in the same.

:23:21.:23:24.

They would be tremendous tomorrow night, and we wish them all of the

:23:25.:23:28.

best, all of the drummers, they will be fabulous, and we will see you on

:23:29.:23:31.

the programme doing that live tomorrow night. You are with

:23:32.:23:40.

Samantha Bond tomorrow, excited? Yes, it could be something special!

:23:41.:23:50.

We're looking forward to it! She will be in the spirit of Children In

:23:51.:23:58.

Need. All for charity. Lots of special guests, we would be meeting

:23:59.:24:02.

them during the evening, and lots of fundraising has been going on. Take

:24:03.:24:12.

a look at this. The Royal Navy and Portsmouth have had a tyre flipping

:24:13.:24:20.

challenge. 10,000 tire flips in eight hours. Each person had to flip

:24:21.:24:25.

continuously for ten minutes at a time. One of the strangest ways to

:24:26.:24:32.
