covered market under new budget plans outlined today. It's one of | :00:53. | :00:56. | |
the measures being put forward by the City Council as it tries to make | :00:57. | :01:00. | |
its books balance next year. But people will find they are paying | :01:01. | :01:03. | |
more for parking and leisure centres. In a moment I'll be | :01:04. | :01:07. | |

save our cash. Oxford City council says its already saved four million | :01:14. | :01:16. | |
pounds since 2010, but needs to go further to balance the books. It | :01:17. | :01:22. | |
hopes to save over six hundred thousand pounds by cutting admin | :01:23. | :01:26. | |
staff. And it's also looking to raise cash, by putting up the price | :01:27. | :01:36. | |
of a parking space. In some cases by nearly 10%. It is crazy, because I | :01:37. | :01:43. | |
think they already are twice as much as they should be. It is mad. You | :01:44. | :01:48. | |
have to get the bus, I guess. If people put up the parking prices, | :01:49. | :01:52. | |
they will not come in. That is the issue. The price of activities at | :01:53. | :01:58. | |
the local council gymnasium will go up also by around 3% with an annual | :01:59. | :02:03. | |
membership increasing by as much as 10%, costing around ?47 more per | :02:04. | :02:07. | |
year. It's better news for Oxford's covered market. Around three hundred | :02:08. | :02:10. | |
thousand pounds will be spent on investment. Welcome news for | :02:11. | :02:17. | |
traders, just before Christmas. That is very pleasing. We are very happy | :02:18. | :02:22. | |
to have investment. It is long overdue, I would say. The Rizzi" , | :02:23. | :02:27. | |
so to see the money invested back in is always welcome. In this | :02:28. | :02:37. | |
particular case, because we have been working on efficiencies, we're | :02:38. | :02:42. | |
in a better position and have we been able to look at new projects. | :02:43. | :02:47. | |
There are still challenges ahead for the city. The council says they fear | :02:48. | :02:51. | |
the knock`on effect when the full effect of the government cuts | :02:52. | :02:56. | |

seem to be presenting a budget here that isn't as quite as painful as, | :03:08. | :03:11. | |
for example, what the County Council's been warning we should | :03:12. | :03:17. | |
expect for the last few months. Saying that of course, the City | :03:18. | :03:21. | |
doesn't have some of the vital but expensive responsibilities that the | :03:22. | :03:24. | |
county does, like adult social care or potholes. What we're getting here | :03:25. | :03:28. | |
is a series of price rises, to car parking, leisure, also pest control | :03:29. | :03:32. | |
and burial rights, and council tax. In return we're being promised lots | :03:33. | :03:34. | |
of investment, extending food recycling to flats, a rolling fund | :03:35. | :03:37. | |
to compulsory purchase empty houses, more money for cycle lanes. Small | :03:38. | :03:50. | |
price rises won't fund big measures though will they? No, that's true | :03:51. | :03:54. | |
they won't. The bulk of the funding is going to come from the council | :03:55. | :03:57. | |
reviewing its property, investments and its levels of admin support. | :03:58. | :04:01. | |
Essentially, in the long run that means less back`office staffing. | :04:02. | :04:04. | |
Although it's worth bearing in mind that the council does have an | :04:05. | :04:07. | |

More than half the people of Buckinghamshire would support a | :04:16. | :04:18. | |
council tax rise of four per cent, according to a recent consultation. | :04:19. | :04:21. | |

for the staff. The lambs were born unable to move. 400 lambs contracted | :06:15. | :06:18. | |
Schmallenberg here, costing the farm thirty thousand pounds. Newborn | :06:19. | :06:21. | |
cattle and goats can also get the disease which is caused by midges | :06:22. | :06:24. | |
and leads to abortion and birth defects. Schmallenberg was unknown | :06:25. | :06:27. | |
in this country before 2012, but in the last two years there have only | :06:28. | :06:31. | |
been around 150 reported cases in our region. The majority in winter | :06:32. | :06:34. | |
breeding ewes, like those at Warborough farm. At the moment it is | :06:35. | :06:42. | |
considered a low impact disease, but for individual farms that are | :06:43. | :06:46. | |
affected, it is really serious and it can affect business in a big | :06:47. | :06:50. | |
way, so that is why this vaccination is bury important. But the Ewe's | :06:51. | :06:57. | |
here have been given the Schmallenberg vaccine, costing ?3 | :06:58. | :07:00. | |
per sheep. Steep when you have a 2,000 strong flock, but the | :07:01. | :07:02. | |
vaccine's impact has been significant. At the moment, we have | :07:03. | :07:05. | |
very few cases, there was one this morning, perhaps the vaccine did not | :07:06. | :07:10. | |
work, or perhaps it was missed. Overall uptake of the vaccine hasn't | :07:11. | :07:13. | |
been large, for farmers lambing later it may not be economical, but | :07:14. | :07:17. | |
for sheep here, however, it's been a life saver. | :07:18. | :07:20. | |
More than ?800,000 is to be spent improving one of the main routes | :07:21. | :07:24. | |
into Oxford. Calls to carry out repairs to London Road in Headington | :07:25. | :07:27. | |
have been increasing over the last few months, as the surface has been | :07:28. | :07:31. | |
deteriorating. The County Council has now confirmed that work will | :07:32. | :07:34. | |
take place sometime after next April. But some campaigners say the | :07:35. | :07:39. | |
road is dangerous and repairs should start sooner. Adina Campbell has | :07:40. | :07:45. | |
been finding out more. This is one of Oxford's busiest | :07:46. | :07:50. | |
roundabouts. Thousands of cars are seen here on the London Road every | :07:51. | :07:54. | |
day and it is also the main route for buses, coaches and lorries. With | :07:55. | :07:59. | |
so much traffic, it is a driver's worst nightmare. Lots of dreaded | :08:00. | :08:05. | |
potholes. 29 potholes have been repaired on this road by the council | :08:06. | :08:09. | |
in the last six months. But it is not just a worry for the drivers. | :08:10. | :08:15. | |
This particular bit, it is not good, because it is for all of the bosses | :08:16. | :08:19. | |
slow down for the bus stop. That makes the surface even worse. It is | :08:20. | :08:28. | |
problematical. The issue is if it is possible to spend a relatively small | :08:29. | :08:31. | |
amount of money temporarily to improve the surface and it means | :08:32. | :08:37. | |
that the cyclist do not have to move sideways into the traffic stream, | :08:38. | :08:42. | |
that is the main danger. ?840,000 will now be spent on a major project | :08:43. | :08:47. | |
which include new bus lanes and better resurfacing. It would be paid | :08:48. | :08:50. | |
for by the government and the County Council, but it could be months | :08:51. | :08:57. | |
before people see the improvements. This is a major tourism destination. | :08:58. | :09:01. | |

very often. We do a lot of our shopping in Wokingham. It is not | :13:32. | :13:35. | |
what it was five or ten years ago but it is still a good enough town | :13:36. | :13:38. | |
and you can get whatever you want here. The council says too much | :13:39. | :13:43. | |
local income is being spent in neighbouring towns. It's as is | :13:44. | :13:48. | |
larger shops, a hotel and supermarkets, much of it built on | :13:49. | :13:54. | |
Elm Fields Park. Not everyone shares the dream. All of this will go. That | :13:55. | :14:01. | |
is the height of the hotel. It is huge. There is a ground swell of | :14:02. | :14:08. | |
opinion that says they don't want it. Both sides they are thinking of | :14:09. | :14:17. | |
future generations with their plans for the park. What they say the town | :14:18. | :14:23. | |
needs remains radically different. I enjoyed by a counsellor here | :14:24. | :14:30. | |
responsible for the regeneration plans. You are saying this is vital | :14:31. | :14:37. | |
to the survival of the town. Absolutely, it is. If we don't do | :14:38. | :14:42. | |

has been stolen of rich earth `` church roof, once it has sold, it is | :17:41. | :17:46. | |
not identifiable. We have to trace who has stolen it and that is by | :17:47. | :17:51. | |
good record`keeping. Stolen scrap metal is big business. There were | :17:52. | :17:56. | |
61,000 offences in the 12 months to March. This was down a lot of it to | :17:57. | :18:04. | |
infrastructure. There were 5000 metal thefts in the South can stop | :18:05. | :18:09. | |
in Portsmouth this morning, not all dealers welcomed the new | :18:10. | :18:14. | |
regulations. John says they are a burden on legitimate businesses like | :18:15. | :18:19. | |
