today towards cleaning up the mess that's been left behind, and | :00:56. | :00:58. | |
assessing how effectively the situation has been handled. Tom | :00:59. | :01:02. | |

The scene last week as I made my way into the village of Binsey in Oxford | :01:08. | :01:10. | |
with the help of Stephen Cobb and his canoe. But what a difference a | :01:11. | :01:14. | |
couple of days can make. We were looking out and watching it ebbing | :01:15. | :01:21. | |
away and a huge sense of relief, that we were surrounded by water but | :01:22. | :01:23. | |
it was going. Just off the Botley Road in Oxford | :01:24. | :01:27. | |
and the watermark left behind is one of the few signs of just how serious | :01:28. | :01:33. | |
the situation was. If I had been standing here just a few days ago, | :01:34. | :01:37. | |
the water would have been right up to my knees. But now the sun is | :01:38. | :01:41. | |
bright, the ground is relatively dry and the sandbags have been taken | :01:42. | :01:42. | |
away. At their worst, the floods took two | :01:43. | :01:45. | |
lives. Today, the 73`year`old man who was killed when flood water | :01:46. | :01:49. | |
swept him off his bicycle in Wytham was named as Ian Taylor. At the | :01:50. | :01:54. | |
Environment Agency in Oxford, the respite from the wet weather, | :01:55. | :01:57. | |
though, means equipment can be brought back for vital maintenance. | :01:58. | :02:05. | |
Things are starting to get back to a bit more of normality now, we are | :02:06. | :02:09. | |
seeing the roads opening back into Oxford, levels go down quite | :02:10. | :02:13. | |
significantly now from where they were over the weekend. Businesses | :02:14. | :02:16. | |
are starting to get back to normal as well. | :02:17. | :02:19. | |
But for the Wilsons, the dry spell means they've been able to finish | :02:20. | :02:22. | |
mopping up after a couple of centimetres covered their living | :02:23. | :02:27. | |
room floor. In fact, yesterday it was still waterlogged on the floor | :02:28. | :02:30. | |
but we managed to sweep it with the use of our pump and puddle suckers | :02:31. | :02:37. | |
and mopped it up, we were able to get rid of it. | :02:38. | :02:39. | |
As the flood water retreats, the clear`up operation goes on, but with | :02:40. | :02:42. | |
the ground now saturated, the Environment Agency says it can't | :02:43. | :02:46. | |
rule out more trouble in the days and weeks ahead. | :02:47. | :02:51. | |
Rodney Rose is the deputy leader of Oxfordshire County Council. A short | :02:52. | :02:54. | |
time ago I asked him if, in his view, the recent flooding has been | :02:55. | :03:03. | |
handled properly. I think in inspiration go to all the | :03:04. | :03:05. | |
authorities and it is the whole partnership that has done it, from | :03:06. | :03:09. | |
the Environment Agency to planning, obviously the Fire and Rescue | :03:10. | :03:13. | |
Service, the highways and district councils, the list goes on. Flooding | :03:14. | :03:18. | |
is becoming more regular, do we need a new approach to it? If we get this | :03:19. | :03:26. | |
first year for ten years, it will be so distracted to linger, | :03:27. | :03:32. | |
destructive. Also for the economy of this city and for the county so I | :03:33. | :03:36. | |
think we have to look at it in a bit more depth. I gather you have called | :03:37. | :03:41. | |
a flood summit in March, is there any danger that this could just be | :03:42. | :03:48. | |
more torque and not action? There are some green shoots coming through | :03:49. | :03:51. | |
what we have done some modelling on three schemes and this new channel | :03:52. | :04:00. | |
has been estimated at around ?4 million, if we can do that for a | :04:01. | :04:07. | |
start, it. Off the 120 million of the channel is estimated to be. It | :04:08. | :04:12. | |
is not just Oxford city centre as well. Is that not what is needed to | :04:13. | :04:18. | |
get the investment in and quickly? The economic problems will give us | :04:19. | :04:28. | |

flooding. Jon Cuthill has been delivering supplies by the swollen | :04:37. | :04:40. | |
River Thames and look in great detail at how much that has been | :04:41. | :04:45. | |
happening. Meanwhile, as the water begins to | :04:46. | :04:48. | |
slowly subside, people in one South Oxfordshire village are calling for | :04:49. | :04:52. | |
the Government to review plans for a new gravel pit and landfill site, | :04:53. | :04:55. | |
which they fear could exacerbate future flooding. Plans to extract | :04:56. | :04:57. | |
gravel from beneath fields near Sonning have already been approved. | :04:58. | :05:03. | |
But the land, close to the River Thames, is currently underwater. | :05:04. | :05:11. | |
Over that way, just the armed there is the old gravel pit. Gravel has | :05:12. | :05:15. | |
been exerted from here for decades which is why there are so many lakes | :05:16. | :05:19. | |
here but the next phase of gravel extraction is worrying people here | :05:20. | :05:23. | |
as the proposed site is currently under water. We all bought our | :05:24. | :05:26. | |
houses knowing that the water would come round them all go in them and | :05:27. | :05:30. | |
we don't have a problem with that but we don't want to see a situation | :05:31. | :05:35. | |
where it is made worse for somebody else's profit at our expense. If you | :05:36. | :05:39. | |
take gravel and sand out which drains water very well and replace | :05:40. | :05:43. | |
it with something that does not, for somebody else's profit at our | :05:44. | :05:45. | |

A lot of rubble is currently recycled from building sites and the | :05:51. | :05:52. | |

they are being done by different companies who are coming up with | :06:12. | :06:14. | |
completely different results. This is an issue that needs to be | :06:15. | :06:18. | |
resolved once and for all and that's why this needs to go to the | :06:19. | :06:22. | |
Secretary of State. In a statement, the time a company said it | :06:23. | :06:26. | |
recognises residents' concerns but says that it works will not increase | :06:27. | :06:31. | |
the flood risk. And the Environment Agency has come to the same | :06:32. | :06:34. | |
conclusion. The issue will affect thousands, nobody wants to see the | :06:35. | :06:39. | |
bridge at Sonning close because of flooding any more than usual. | :06:40. | :06:43. | |
Proposals for Oxfordshire's first Park and Ride site outside the city | :06:44. | :06:46. | |
of Oxford itself have been approved by councillors. The owners of the | :06:47. | :06:49. | |
Bicester Village shopping outlet will fund the ?3 million car park on | :06:50. | :06:53. | |
land close to the complex off the A41. It will serve both the site and | :06:54. | :06:56. | |
drivers heading into Bicester itself, and regular buses will also | :06:57. | :07:00. | |
run into central Oxford. The aim is to have the facility up and running | :07:01. | :07:04. | |
before next Christmas. Traders in Bicester have welcomed the scheme | :07:05. | :07:07. | |
which they say should help reduce traffic congestion which has been a | :07:08. | :07:11. | |
problem at peak times. An organisation in West Oxfordshire | :07:12. | :07:14. | |
which uses horses to help people deal with emotional problems is at | :07:15. | :07:18. | |
risk of closing down, if it can't find a new site by the end of this | :07:19. | :07:22. | |
month. Hope Through Horses, based near Chipping Norton, has been | :07:23. | :07:25. | |
running for seven years. It provides support for people with things like | :07:26. | :07:28. | |
eating disorders, depression and also autism. The therapists are | :07:29. | :07:32. | |
currently renting the land, but the owners need it back. Some of the | :07:33. | :07:36. | |
horses could be put down if they can't find a new home. The end | :07:37. | :07:43. | |
result is Hope Through Horses has to close and that means that a lot of | :07:44. | :07:47. | |
people will find themselves with nowhere else to turn to because we | :07:48. | :07:52. | |
are from the end of the line for many people. We need this kind of | :07:53. | :07:55. | |
environment for this approach to work. | :07:56. | :07:59. | |
While many local councils have done away with weekly bin collections, | :08:00. | :08:02. | |
Milton Keynes has been singled out for Government praise, because it | :08:03. | :08:05. | |
has managed to maintain them, while still cutting costs. The town is now | :08:06. | :08:09. | |
planning to go a step further by using food waste to fuel its fleet | :08:10. | :08:19. | |
of rubbish trucks. Time to get rid of rubbish on bin | :08:20. | :08:25. | |
day for recycling and glass as well. Every day, 16 crews are collecting | :08:26. | :08:29. | |
across Milton Keynes and they gather almost 200 tonnes of rubbish and | :08:30. | :08:36. | |
about 60 tonnes of recycling. In a new report, offering guidance to | :08:37. | :08:40. | |
other councils, Eric Pickles has highlighted Milton Keynes as an area | :08:41. | :08:47. | |

run on low`cost fuel made from recycled food waste. It is using | :09:19. | :09:23. | |
?1.8 million of government funding and anticipates the move will save | :09:24. | :09:30. | |
?150,000 a year and help to retain weekly collections. The council says | :09:31. | :09:35. | |
a new waste facility opening in 2016 will help save more money and reduce | :09:36. | :09:39. | |
the amount of rubbish going to landfill. | :09:40. | :09:42. | |

is on the return from the job that his problems begin. He needs the | :10:58. | :11:02. | |
internet, it is so slow the process can take hours. It is painfully | :11:03. | :11:09. | |

broadband and that these cabinets will soon have the whole town | :12:16. | :12:18. | |
connected and it will investigate any issues and said it will meet | :12:19. | :12:25. | |

proposed areas of saving are cutting down on senior managers and removing | :13:51. | :13:55. | |
free car parking and reducing residential care for older people. | :13:56. | :14:00. | |
The council has another pressing problem ` the Island's schools. With | :14:01. | :14:03. | |
some of the lowest GCSE results and the worst level of secondary school | :14:04. | :14:06. | |
pupil absences in the country, Hampshire County council has been | :14:07. | :14:09. | |
brought in to run Children's Services. A council report describes | :14:10. | :14:14. | |
its schools as in a "parlous state" Children's outcomes were temporarily | :14:15. | :14:16. | |
damaged by the recent schools reorganisation Schools felt | :14:17. | :14:18. | |
abandoned because of council failings And an infusion of people | :14:19. | :14:21. | |
is needed to energise the system, along with stringent improvement | :14:22. | :14:33. | |
targets. My nephew has started school and is coming along well. But | :14:34. | :14:39. | |
it does worry you. It is my grandchildren now, but I'm as | :14:40. | :14:42. | |
concerned for them as I was for my own. And very poor. My daughter goes | :14:43. | :14:51. | |
to one that is classed as good. But the secondary school, if I was to | :14:52. | :14:57. | |

recommended to approve the managing Director's pay cut. It's expected | :15:01. | :15:03. | |

the council says development can bring benefits too. We are looking | :16:49. | :16:52. | |
