a letter published in this newspaper, David Sylvester said the | :01:52. | :01:55. | |
country was recently beset by storms and flooding as a direct result of | :01:56. | :01:57. | |
government legislation on same`sex marriage. He says he's unrepentant | :01:58. | :02:03. | |
about those comments and it's his duty as a Christianto speak out. | :02:04. | :02:09. | |
Meanwhile, here in Henley, he's created quite a storm himself. We | :02:10. | :02:20. | |
are ashamed that someone in our community holds those ideals. Most | :02:21. | :02:30. | |
people are laughing at him. It's such a crazy thing for someone to | :02:31. | :02:38. | |
come out with. I have just come past the church and might ask God what he | :02:39. | :02:47. | |
thinks. I have never met him, I have never heard from him. He is one | :02:48. | :02:52. | |
member who recently joined the party. Henley Baptist church was | :02:53. | :03:01. | |
also keen to distance itself from his comments, but stopped short of | :03:02. | :03:07. | |
condemning them. I don't think there has been any preaching to associate | :03:08. | :03:11. | |
the flood with gay marriage. David's view is a view he has put | :03:12. | :03:17. | |
together himself and I don't think that reflects us. Henley town | :03:18. | :03:25. | |
Council confirmed it has received several complaints and these will be | :03:26. | :03:30. | |
dealt with under the code of conduct of South Oxfordshire district | :03:31. | :03:31. | |
Council. A short time ago, I spoke with the | :03:32. | :03:34. | |
Reverend Colin Coward, the director of a group called Changing | :03:35. | :03:37. | |
Attitudes, which works towards the inclusion of gay, lesbian and | :03:38. | :03:40. | |
bisexual people within the Anglican Church. I asked what he makes of | :03:41. | :03:50. | |
Councillor Silvester's comments. I think it reveals both a terrible | :03:51. | :03:58. | |
prejudice against the place of lesbian and gay people in society | :03:59. | :04:03. | |
and the church and also an extraordinarily naive attitude | :04:04. | :04:07. | |
towards the Bible and the nature of Christian teaching and theology. | :04:08. | :04:13. | |
Your group is working towards changing attitudes to same`sex | :04:14. | :04:18. | |
relationships. It was his views commonly held amongst churchgoers? | :04:19. | :04:25. | |
No. It is held by remarkably few people. 80% of those who go | :04:26. | :04:29. | |
regularly to church know perfectly well that gay and lesbian people are | :04:30. | :04:36. | |
equal members in society, are created and valued by Grant, and | :04:37. | :04:43. | |
they would find David as extraordinary and offensive as I | :04:44. | :04:50. | |

is in a very unusual minority. Well, meanwhile, a group of 100 | :05:32. | :05:34. | |
Christian volunteers have been hard at work in Oxfordshire since | :05:35. | :05:37. | |
yesterday, helping locals to clear up after the recent floods. Members | :05:38. | :05:40. | |
of the congregation from the World Mission Society Church of God | :05:41. | :05:43. | |
travelled from the Manchester area to some of the worst hit parts of | :05:44. | :05:47. | |
the county, helping clear debris and retrieve sandbags. The church say | :05:48. | :05:51. | |
its efforts were intended to give hope and courage to those who've | :05:52. | :05:55. | |
suffered. Next tonight, a formal conduct | :05:56. | :05:58. | |
hearing has begun, looking into the way a Wiltshire police officer | :05:59. | :06:01. | |
mishandled a high profile murder investigation. The police watchdog | :06:02. | :06:06. | |
found Detective Superintendent Steve Fulcher had breached guidelines in | :06:07. | :06:08. | |
his dealings with murder suspect Christopher Halliwell. Halliwell | :06:09. | :06:12. | |
admitted murdering Sian O'Callaghan but instead of being read his rights | :06:13. | :06:17. | |
at a police station, he then led the investigating officer to the site | :06:18. | :06:19. | |
where another woman, Becky Godden, had been buried. It meant no one's | :06:20. | :06:31. | |
been prosecuted over her murder. More people in Oxford are sleeping | :06:32. | :06:35. | |
rough, according to new figures, and there's concern the situation's only | :06:36. | :06:38. | |
going to get worse. That's because even though the city council has | :06:39. | :06:41. | |
pledged that nobody should have to spend two nights in a row out on the | :06:42. | :06:44. | |
streets, the organisations which exist to help rough sleepers are | :06:45. | :06:47. | |
facing funding cuts. Adina Campbell's been to meet one man who | :06:48. | :06:51. | |
says the support he received turned his life around. | :06:52. | :06:56. | |
Two years ago, Kevin ended up homeless in Bicester and spent three | :06:57. | :07:01. | |
weeks on the streets here. This was one of the places he found shelter. | :07:02. | :07:07. | |
I used to clean the seat and climb into a sleeping bag to try and get | :07:08. | :07:14. | |
warm. How does it make you feel, seeing this toilet again? But with | :07:15. | :07:22. | |
help from a hostel, he has had a bedroom for the last 18 months, | :07:23. | :07:26. | |
providing him with bathroom facilities and a place to have hot | :07:27. | :07:31. | |
meals. Kevin also overcame his alcohol and mental health problems. | :07:32. | :07:39. | |
I became very low. Didn't know whether I wanted to carry on and | :07:40. | :07:47. | |
thought nobody cared. People used to look down on you. The numbers are | :07:48. | :07:52. | |
small but latest figures show there has been a rise across Oxford. 12 | :07:53. | :07:57. | |
people were sleeping rough in 2012, but during the same month last | :07:58. | :08:03. | |
year, that number went up to 19. Since the City Council introduced | :08:04. | :08:09. | |
its programme in 2012, more than 250 people have accessed a bed as part | :08:10. | :08:13. | |
of this campaign. But services like this are facing cuts of nearly 30%, | :08:14. | :08:20. | |
which would mean fewer staff to provide support. The council says as | :08:21. | :08:25. | |
well as that, there is a shortage of housing. We have the highest rate | :08:26. | :08:32. | |
outside London for very inadequate accommodation and the amount of | :08:33. | :08:35. | |
accommodation available for the type of person we're looking at is very | :08:36. | :08:39. | |
small, so there is a real need for more building of housing. The car | :08:40. | :08:44. | |
park here is another place where Kevin used to find shelter when he | :08:45. | :08:49. | |
didn't have anywhere else to live. Even though latest figures show | :08:50. | :08:53. | |
homelessness has gone up across the city, the hostel staff we have | :08:54. | :08:58. | |
spoken to says this doesn't reveal the whole picture and claimed dozens | :08:59. | :09:02. | |
more are either sleeping on the streets or drifting from one | :09:03. | :09:05. | |
friend's sofa the next. The man who was once in charge of | :09:06. | :09:09. | |
tackling fraud on behalf of Oxfam will go on trial in March, accused | :09:10. | :09:13. | |
of defrauding the charity out of more than ?62,000. Edward | :09:14. | :09:17. | |
McKenzie`Green from Chipping Norton has already pleaded not guilty to | :09:18. | :09:20. | |
theft and also "fraud by abuse of position". Details of the case and | :09:21. | :09:25. | |
future hearing were discussed today at The Old Bailey. It's claimed he | :09:26. | :09:28. | |
made payments from Oxfam accounts to nonexistent businesses. His father, | :09:29. | :09:32. | |
Edward Green, from Glasgow, is also charged with moving the money | :09:33. | :09:37. | |

commuters in Redding, even those trying to get to school on the bus. | :10:08. | :10:12. | |
We have had an hour's wait for the last two weeks. So many students get | :10:13. | :10:21. | |
the bus into school. There have been quite a few late students in. The | :10:22. | :10:26. | |
flooding may have gone but the road here has been underwater since the | :10:27. | :10:30. | |
New Year and that has taken its toll. It was inspected this morning | :10:31. | :10:36. | |
but damage means it's down to one lane. Businesses fear that will mean | :10:37. | :10:41. | |
going from no traffic to too much. It's not going to be good. We will | :10:42. | :10:47. | |
have two lots of traffic meeting head`on and nowhere for them to go. | :10:48. | :10:53. | |
Redding has been gridlocked because of the closure and it has proved | :10:54. | :11:00. | |
more than just an inconvenience. The lateness of people getting to work, | :11:01. | :11:06. | |
that is happening an enormous number of times, the general congestion is | :11:07. | :11:09. | |
a deterrent to businesses coming to the country. Redding's commuters are | :11:10. | :11:17. | |
happy that Sonning Bridge has reopened but the last two weeks have | :11:18. | :11:21. | |
shown just how fragile the road system can be. The issue is | :11:22. | :11:27. | |
certainly not water under the bridge. We have our own TV bridge. | :11:28. | :11:46. | |
Wiltshire is known for its historical landmarks but people are | :11:47. | :11:49. | |
hoping that there will be those who want to spend eternity on this | :11:50. | :11:56. | |
ancient burial ground. Still to come: Reunited at last ` we | :11:57. | :12:00. | |
hear from the owner whose dog was stolen a year ago. | :12:01. | :12:06. | |
Last year the number of passengers commuting into London went up by | :12:07. | :12:10. | |
just under 5%. But the income received by the train operators went | :12:11. | :12:14. | |
up by almost 18%. So where did this money come from? The Government | :12:15. | :12:17. | |
capped fare increases to just above inflation. The figures don't appear | :12:18. | :12:20. | |
to add up, because the railway's income is clearly rising a lot | :12:21. | :12:27. | |
faster than that. Our transport correspondent Paul Clifton has some | :12:28. | :12:29. | |
answers. This is an extraordinary rate of | :12:30. | :12:32. | |
increase in railway income. 5% more people in this region took the train | :12:33. | :12:36. | |
last year. Yet the income from those passengers went up by 18% ` almost a | :12:37. | :12:40. | |
fifth ` Even though the Government capped commuter fare rises to 4%, | :12:41. | :12:47. | |
just above inflation. So how did it happen? The Government does not cap | :12:48. | :12:51. | |
off`peak fares. Train companies can put those up as much as they like. | :12:52. | :12:55. | |
They can do the same with station car parking charges. They can | :12:56. | :12:58. | |
massage the fare boundaries too, moving the time when peak fares | :12:59. | :13:03. | |
become off`peak. They can put up the rent for shops on station platforms. | :13:04. | :13:07. | |
And they can trim their operating costs. The statistics call into | :13:08. | :13:11. | |
question the fairness of allowing specific tickets to be increased by | :13:12. | :13:15. | |
up to 6% above inflation last year, provided there are reductions | :13:16. | :13:21. | |
elsewhere in the fares basket. That happened in the past at Reading, by | :13:22. | :13:30. | |
far the region's busiest station. What's clear is that commuters in | :13:31. | :13:33. | |
London and the south`east have been taken for a ride, paying huge | :13:34. | :13:37. | |
amounts of money ` more to the Treasury every year. Rail fares are | :13:38. | :13:41. | |
going up faster than inflation and then we've got a huge hidden costs | :13:42. | :13:44. | |
are like the cost of station parking. In Southampton, Chargers | :13:45. | :13:49. | |
have gone up by about 40 present in three years. Everywhere you turn, | :13:50. | :13:54. | |
commuters are being hit. The cost of commuting into London has risen by a | :13:55. | :14:04. | |
quarter in the last five years. I'd say that's an important thing and I | :14:05. | :14:08. | |
wouldn't mind paying more but it should be more in line with | :14:09. | :14:12. | |
inflation. They have developed a lot in the last three years. A better | :14:13. | :14:18. | |
railway would be good but the cost is far too high and doesn't really | :14:19. | :14:21. | |
compare with a car if you have more than one passenger. This extra money | :14:22. | :14:28. | |
isn't going into the pockets of rail managers. The Government is now | :14:29. | :14:31. | |
making a net profit from rail franchises ` it is more than meeting | :14:32. | :14:34. | |
the cost of providing services. It still gave ?5 billion to Network | :14:35. | :14:38. | |
Rail last year for improvements such as the Reading upgrade ` that's | :14:39. | :14:41. | |
about stimulating the economy. It is also buying a railway that carries | :14:42. | :14:44. | |
twice as many passengers as it did 15 years ago. And passengers are | :14:45. | :14:48. | |
clearly paying a great deal more for it, too. | :14:49. | :14:57. | |
We often hear about the demise of UK manufacturing. Well, today, the | :14:58. | :14:59. | |
Eastleigh`based cable making company Prysmian is celebrating its | :15:00. | :15:06. | |
centenary. The industry may now only employ a fraction of the numbers of | :15:07. | :15:09. | |
its heyday but every month Prysmian makes enough energy cables to reach | :15:10. | :15:13. | |
all the way around the world. The company began as Pirelli ` and our | :15:14. | :15:16. | |
business correspondent Alastair Fee has had exclusive access to its | :15:17. | :15:21. | |
plant. This is what keeps the country going | :15:22. | :15:30. | |
without power cables, our businesses would grind to a halt. Davies in his | :15:31. | :15:36. | |

We've had to move as technology has moved. Whether it is within power or | :16:22. | :16:27. | |
the telecommunications sector, it is something we've had to always | :16:28. | :16:34. | |
continually be on top of. The manufacture of fibre`optic cables | :16:35. | :16:38. | |
that deliver superfast broadband is now big business and sustained a | :16:39. | :16:42. | |
dedicated factory. They produce enough every year to go to the moon | :16:43. | :16:49. | |
and back. In terms of our UK telecom business, it makes up the vast | :16:50. | :16:56. | |
majority of it. The future is firmly in the optical area and that's where | :16:57. | :16:59. | |
we are now with significant investments. But change has seen a | :17:00. | :17:06. | |
decline in the number of workers. The industry used to employ tens of | :17:07. | :17:12. | |
thousands of people. Technology has changed its hugely. I imagine that | :17:13. | :17:15. | |
it is the leap from my grandfather to my father, which was a lot | :17:16. | :17:21. | |
smaller than the leap that has happened in my time here. This high | :17:22. | :17:26. | |
voltage testing lab was opened last year. Exports make up 20 present of | :17:27. | :17:29. | |
what is made here and the work is good because the business is kept | :17:30. | :17:41. | |
