by a fifth. But there have already been some complaints about | :01:06. | :01:08. | |

project. The new broom at the helm is a Californian, fresh from | :01:41. | :01:43. | |
electrifying the West Coast mainline and redeveloping Reading station. | :01:44. | :01:55. | |
How is it looking today? Personally, I would be excited about | :01:56. | :01:58. | |
what is coming, it will be much better than the system that exists | :01:59. | :02:04. | |
today. It will transform this great Western into a new era of more | :02:05. | :02:09. | |
efficient delivery as we move forward into the next decade. | :02:10. | :02:11. | |
A souped`up version of this machine will lay the overhead cables. It | :02:12. | :02:17. | |
will work nights and weekends to cut down on disruption to rail | :02:18. | :02:19. | |
passengers. But it's those travelling by road who are first | :02:20. | :02:22. | |
noticing a difference. Dozens of bridges are having to be rebuilt or | :02:23. | :02:25. | |
replaced to allow the power`lines through. They've already started in | :02:26. | :02:28. | |
Wiltshire and councillors say they're running late. We have been | :02:29. | :02:35. | |
very disappointed in the preplanning. They have not found the | :02:36. | :02:40. | |
project, they have not considered the conditions or the wildlife | :02:41. | :02:45. | |
living under the bridges. This has led to delays and communities are | :02:46. | :02:48. | |
blocked from using the roads. It is a real problem and the council has | :02:49. | :02:51. | |
had enough. That's disputed by Network Rail, which insists it has | :02:52. | :02:55. | |
carried out the right surveys and has been open with councils about | :02:56. | :02:59. | |
its plans. It was the age of steam that put Swindon on the railway map | :03:00. | :03:03. | |
` now it's hoped electrification could restore that former glory. | :03:04. | :03:10. | |
Around 200 people have been protesting in Oxford over planned | :03:11. | :03:13. | |
cuts to services for homeless people and victims of domestic violence. | :03:14. | :03:17. | |
The County Council needs to save ?93 million by 2018 because it's getting | :03:18. | :03:22. | |
less money from the Government. Some homeless hostels and training | :03:23. | :03:24. | |
projects could have their funding cut by nearly 40%. A final decision | :03:25. | :03:29. | |
on budget cuts is expected next month. | :03:30. | :03:39. | |
These are vulnerable people who need our assistance and our support. I | :03:40. | :03:44. | |
dread to think. There will be such a big chunk of people out there | :03:45. | :03:51. | |
getting no support and potentially their situation is worsening. We | :03:52. | :03:53. | |
can't afford these cuts. If it weren't for these teams that come | :03:54. | :04:00. | |
out, the street services, the hostels, the night shelters, if it | :04:01. | :04:03. | |
wasn't for them, we would have nothing. | :04:04. | :04:04. | |
Meanwhile, more than 2,500 people have responded to plans to reduce | :04:05. | :04:07. | |
the amount of free school transport available for children. Campaigners | :04:08. | :04:10. | |
claim cuts could threaten some rural schools with closure and cause an | :04:11. | :04:13. | |
increase in traffic. Oxfordshire County Council has put forward the | :04:14. | :04:17. | |
proposals to try to save ?1 million. The majority of the responses to the | :04:18. | :04:22. | |
council have been against the idea. A date's been set for work to start | :04:23. | :04:27. | |
on the country's first eco town on the outskirts of Bicester. | :04:28. | :04:29. | |
Developers are expected to begin building on farmland to the north of | :04:30. | :04:33. | |
town towards the end of March. It's part of a three`year project to | :04:34. | :04:36. | |
create an energy efficient community with 5,000 homes. But some | :04:37. | :04:40. | |
campaigners say the town isn't ready for such a big increase in housing | :04:41. | :04:43. | |
and the knock`on effects of extra traffic. Here's Adina Campbell. | :04:44. | :04:50. | |
In just eight weeks, this green space will see a big transformation. | :04:51. | :04:55. | |
It's the moment developers have been waiting for. We know that building | :04:56. | :05:02. | |
work will take place here over the next three years. What are we | :05:03. | :05:05. | |
actually going to see on these fields? We will see 393 super | :05:06. | :05:10. | |
energy`efficient homes built on this area. There will be a primary | :05:11. | :05:16. | |
school, also a business centre to start creating jobs. We will also | :05:17. | :05:19. | |
have shops and offices. But this is just the beginning. There will | :05:20. | :05:22. | |
eventually be 6,000 new homes built here over the next 20 years, as well | :05:23. | :05:27. | |
as an eco pub and allotments. Some of the features include triple | :05:28. | :05:30. | |
glazing, water recycling and solar panels. Apart from the sheep, there | :05:31. | :05:40. | |
is not much to see on these 80 acres of farmland. But, by spring 2015, | :05:41. | :05:45. | |
the first phase of homes will be ready. The whole developer to | :05:46. | :05:48. | |
project has taken five years of planning. Once finished, the idea is | :05:49. | :05:50. | |
to create a top`class environmentally friendly community | :05:51. | :05:52. | |
using energy which releases no carbon emissions. There will be new | :05:53. | :05:57. | |
cycle routes, charging points for electric vehicles and bus services. | :05:58. | :06:07. | |
We have got a whole information system which will give people | :06:08. | :06:11. | |
real`time travel information so they know when the next bus will be, and | :06:12. | :06:16. | |
it will also educate them about the cost of energy and the use of energy | :06:17. | :06:20. | |
within their home. What I do have concerns about is whether the | :06:21. | :06:23. | |
infrastructure will match the needs of what is being put in place. On | :06:24. | :06:27. | |
the whole they will be a lot of congestion. There's also a promise | :06:28. | :06:30. | |
to make big reductions in waste during building work, meaning no | :06:31. | :06:33. | |
rubbish will go to landfill. Only the London 2012 Olympics has | :06:34. | :06:36. | |
achieved this so far in the UK. Developers are now preparing the | :06:37. | :06:39. | |
site, which includes paving the way for new access roads. The main | :06:40. | :06:48. | |
housing work starts in August. The Chancellor George Osborne has | :06:49. | :06:51. | |
announced a ?67 million science investment for Oxfordshire to | :06:52. | :06:56. | |
develop world leading technology. The money will go into four centres, | :06:57. | :07:00. | |
including Harwell. Each will work with small businesses on scientific | :07:01. | :07:04. | |
research. The Government's pledging ?30 million ` the rest will come | :07:05. | :07:07. | |
from universities, local authorities and the private sector. The scheme, | :07:08. | :07:12. | |
part of the City Deal, could create up to 1,800 permanent jobs. | :07:13. | :07:18. | |
University lecturers have staged a walk`out today in the latest of a | :07:19. | :07:22. | |
series of strikes over a pay offer. Members of the University and | :07:23. | :07:25. | |
College Union went on strike for two hours this afternoon, holding a | :07:26. | :07:29. | |
rally at St Giles and opposite Keble College. The union says a below | :07:30. | :07:33. | |
inflation rise of 1% is unacceptable. The University of | :07:34. | :07:37. | |
Oxford says it respects the rights of individuals to protest and put | :07:38. | :07:39. | |

Campaigners are fighting to save a graveyard in Buckinghamshire from | :07:46. | :07:48. | |
demolition if the new HS2 rail link goes ahead. The graves sit beside | :07:49. | :07:53. | |
the old Stoke Mandeville Church, which was destroyed in 1966. | :07:54. | :07:59. | |
Archaeologists say more than 2,500 people are buried there and they | :08:00. | :08:02. | |
want the church ruins and graves moved to a new location. Sinead | :08:03. | :08:07. | |

there is a possible site of a manor house, and also a water mill which | :08:50. | :08:56. | |
is mentioned in the Domesday book, and the original fridge of Stoke | :08:57. | :08:59. | |
Mandeville. Campaigners say, if HS2 Limited is going to build here, the | :09:00. | :09:02. | |
area should receive compensation, just as you would if your house was | :09:03. | :09:05. | |
demolished. So protestors are calling for a structure to house and | :09:06. | :09:12. | |
display the remains. This is not just a question of moving a few | :09:13. | :09:16. | |
headstones. These are the remains of people, many of them long`term | :09:17. | :09:20. | |
inhabitants of Buckinghamshire, who have families who still live here | :09:21. | :09:23. | |
and care about these people. This is personal to a lot of people. HS2 | :09:24. | :09:27. | |
gave us this statement in response saying, "We are keenly aware of the | :09:28. | :09:30. | |
need to protect our heritage and will continue talking to the local | :09:31. | :09:33. | |
community about a specific reburial site and display. It is subject to a | :09:34. | :09:37. | |
set of binding commitments relating to the historic environment." The | :09:38. | :09:39. | |
consultation on the Environmental impact of HS2 closes next month. | :09:40. | :09:49. | |

It's the end of an era really. It's served its purpose, so I am | :11:21. | :11:26. | |
permanently pleased to see it going because reuniting Stonehenge in its | :11:27. | :11:29. | |
grass land setting will be absolutely fantastic. | :11:30. | :11:32. | |
The new visitor centre is a mile and a half away over the hill. The idea | :11:33. | :11:38. | |
is to give Stonehenge a more tranquil setting with less intrusion | :11:39. | :11:43. | |
by 21st century life. Until last month, tourists had to | :11:44. | :11:48. | |
pass through a turnstile and enter via a tunnel beneath the road. But | :11:49. | :11:53. | |
not any more. Now, they are simply strolling in. | :11:54. | :11:59. | |
And that creates another problem. This's a public rite of way | :12:00. | :12:06. | |
alongside and anyone can turn off the A303 and park there. In the wet, | :12:07. | :12:13. | |
