independent Scotland. That is all from the News at six,

:00:00.:00:00.

Hello and welcome to South Today from Oxford. In tonight's programme,

:00:00.:00:08.

400 officers, 70 properties, 45 arrests. Police! Wiltshire Police

:00:09.:00:19.

carry out their biggest ever planned operation targeting drug dealers.

:00:20.:00:23.

Change at the top as the health service in Oxfordshire tries to

:00:24.:00:28.

balance its books. Also tonight, transport for the

:00:29.:00:31.

young at heart. The man who's staying in touch with his inner

:00:32.:00:34.

child by creating a grown`up version of a pedal car.

:00:35.:00:39.

And later in the programme, it's a healthy superfood but now there are

:00:40.:00:41.

concerns watercress maybe damaging our chalk rivers.

:00:42.:00:54.

Wiltshire Police have carried out their biggest ever operation

:00:55.:00:59.

targeting Class A drug dealers in Swindon. The force says street gangs

:01:00.:01:03.

in London have been moving into the town to sell crack and heroin.

:01:04.:01:07.

Dozens of homes have been raided in Swindon and the capital and drugs,

:01:08.:01:11.

cash and weapons have been seized. 45 people have been arrested. Scott

:01:12.:01:21.

Ellis reports. One of 60 homes raided today by

:01:22.:01:25.

Wiltshire police, targeting those suspected of drug dealing. You have

:01:26.:01:32.

been arrested on this `` on suspicion of conspiracy to supply

:01:33.:01:39.

drugs. It is hoped they have been able to disrupt supply of six

:01:40.:01:45.

different drug networks with links to London. Neighbours are shocked it

:01:46.:01:50.

was happening on their street. I am shocked this could have happened on

:01:51.:01:54.

this street. Are you reassured by the police action? I am, yes. Nice

:01:55.:02:02.

to see them doing something. This operation was so big, the only way

:02:03.:02:09.

to brief all these staff was at an RAF base. We know that the impact

:02:10.:02:20.

will be substantial. We have been gathering information on these

:02:21.:02:23.

individuals but we are not complacent. We know people will try

:02:24.:02:27.

to take their place and we are keen to send a message to those thinking

:02:28.:02:31.

about it, this is what will happen to you. Some shop in Swindon were

:02:32.:02:37.

also raided, the culmination of almost a year 's surveillance

:02:38.:02:43.

jarring which the police links people to the capital. They are

:02:44.:02:53.

often linked to firearms, violence, weapons. They are nasty individuals

:02:54.:03:00.

are a lot of the time and a lot of them are often very young. Do not be

:03:01.:03:05.

filled by that. They would not in price but using `` they would not

:03:06.:03:12.

think twice about using violence. Wiltshire police hopes to mount

:03:13.:03:15.

these high`profile operations at least four times a year so that new

:03:16.:03:18.

people do not try to move into Sweden `` Swindon once these drug

:03:19.:03:24.

dealers are gone. Police believe a house fire in

:03:25.:03:27.

Oxford in which five people were injured was started deliberately.

:03:28.:03:29.

Firefighters called officers to the scene in Blackbird Leys just before

:03:30.:03:33.

4am today. The five people escaped from a first`floor window, with one

:03:34.:03:36.

man breaking his leg. All required hospital treatment. Police are

:03:37.:03:38.

urging anyone with information to contact them.

:03:39.:03:40.

The Health Service in Oxfordshire is struggling to work within its

:03:41.:03:43.

budget. It gets less government money per patient than anywhere else

:03:44.:03:47.

in the country and the county's Clinical Commissioning Group is

:03:48.:03:49.

approaching the end of the financial year with a ?6 million deficit. Now,

:03:50.:03:53.

we've learned the Chief Executive has been replaced, as the

:03:54.:03:56.

organisation tries to balance its books. Our political reporter, Helen

:03:57.:04:04.

Catt, told me how the funding works. At the moment, the NHS gives the

:04:05.:04:08.

clinical commissioning group 856 pounds per person to buy things like

:04:09.:04:13.

district nursing and hospital care. That is ?260 less than the national

:04:14.:04:18.

average. It is set to go up a little next year but not by enough to take

:04:19.:04:23.

us up `` to take as of the bottom of the table. They recognise this is as

:04:24.:04:28.

an extremely difficult financial situation. They are talking about

:04:29.:04:38.

taking more money out by 2020. Money is people in the NHS. We cannot cut

:04:39.:04:44.

?250 million without losing lots of doctors and nurses. I understand

:04:45.:04:49.

there has been a change of management at the group? Yes, the GP

:04:50.:04:54.

who was the Chief Executive of the group has been replaced with a

:04:55.:04:58.

manager. The temporary one who is in place at the moment has a history of

:04:59.:05:03.

turning round failing NHS organisations. This ECG decided they

:05:04.:05:08.

needed somebody with more management experience because of the situation

:05:09.:05:15.

they face. The point of this was that doctors would be controlling

:05:16.:05:20.

health care. GPs do make up a lot of the board and the chair is a GP as

:05:21.:05:26.

well but the symbol of the `` the symbolism of removing a TV executive

:05:27.:05:29.

who is also a GP will not be lost on those who have questioned the system

:05:30.:05:35.

all along who said it does not matter how good a medic you are,

:05:36.:05:39.

does that qualify you to handle a budget of hundreds of millions of

:05:40.:05:41.

pounds? Almost ?7 million of Government

:05:42.:05:44.

money has been allocated to develop the science industry in Oxfordshire.

:05:45.:05:47.

Milton Park, near Didcot, is already home to 200 organisations, including

:05:48.:05:49.

50 science businesses. This investment will mean 4000 square

:05:50.:05:52.

metres of new laboratories. It's expected to create more than 350

:05:53.:06:00.

jobs in a new Milton Science Centre. This is a very economically

:06:01.:06:03.

successful part of the country so it is important here where we have a

:06:04.:06:10.

lot of jobs and high employment and also for the whole of the country,

:06:11.:06:14.

as the companies he will put Britain at the head of the global race. Keep

:06:15.:06:19.

us ahead with regards to global technology.

:06:20.:06:23.

A growing number of people in Oxfordshire are being given training

:06:24.:06:26.

on how to better support people with dementia. Last week, we reported

:06:27.:06:29.

that Thames Valley Police is increasingly called out to find

:06:30.:06:32.

people with the condition who've gone missing. The Oxfordshire Rural

:06:33.:06:34.

Community Council has organised almost 60 training events in the

:06:35.:06:37.

last year, as Jessica Cooper reports.

:06:38.:06:43.

Four years ago, John was diagnosed with Alzheimers. His wife and carer

:06:44.:06:48.

Jackie has welcomed support from her local community. We are so lucky to

:06:49.:06:56.

live in such a wonderful village where I have got lots of good

:06:57.:07:00.

friends. If things get difficult, I can just pick up the phone and have

:07:01.:07:04.

a little chat with somebody if things had got on top of me. They

:07:05.:07:11.

will say `` I will say, I need some help and it is there. More than

:07:12.:07:15.

17,000 people in our region have dementia but it's thought many go

:07:16.:07:17.

undiagnosed, especially those living in rural areas who're lonely. It may

:07:18.:07:24.

be very small things that we need to do... But help is on hand. Free

:07:25.:07:27.

training sessions are being offered across Oxfordshire, like this one at

:07:28.:07:34.

Minster Lovell. This is giving bespoke training and dementia to

:07:35.:07:37.

enable that community to support people who live in their community,

:07:38.:07:42.

whether they are directly or indirectly affected by dementia. It

:07:43.:07:47.

is nice to know there is something close in the community where we can

:07:48.:07:52.

come to learn more. I think it is a great idea. The village needs to be

:07:53.:07:56.

self`sufficient. Once the training's complete, it's up to the groups to

:07:57.:08:00.

decide how to keep the support going. By sharing all that knowledge

:08:01.:08:06.

and the ideas, people do see that they can make a big difference. And

:08:07.:08:10.

that that big difference might be in their shop, in their street, in

:08:11.:08:15.

church. Whatever it is, it will make a difference. More than 300 people

:08:16.:08:19.

have taken part so far. It's hoped that number will double by the end

:08:20.:08:23.

of the project. It's 130 years since the Oxford

:08:24.:08:26.

English Dictionary first put its name to a book of words. That first

:08:27.:08:32.

instalment just went from A to Ant. Over the next 44 years, more than

:08:33.:08:36.

100 other instalments were published to complete the first edition. I

:08:37.:08:45.

like to think of it as a part work. Like part two free with part one.

:08:46.:08:51.

Only part two didn't come out for another year and it was not free. It

:08:52.:08:57.

was a dictionary. The pages from a two and went in to make up the

:08:58.:09:01.

complete dictionary. It just took a long time to do it properly.

:09:02.:09:08.

If you're in touch with your inner child and all the cars you see on

:09:09.:09:12.

the road seem too grown up, or lacking in character, we may have

:09:13.:09:16.

the perfect model for you. It's an adult version of a child's toy, with

:09:17.:09:19.

an 800cc engine. It's been created at a garage in Ambrosden near

:09:20.:09:22.

Bicester. Charlotte Stacey has been out for a ride.

:09:23.:09:25.

For many people, this is their first car. But now there is a grown`up

:09:26.:09:28.

version and this one has got more than pedal power. John has created a

:09:29.:09:41.

real`life, roadworthy version of the car. It takes petrol, has a tax disc

:09:42.:09:47.

and goes a bracing 70 mph. The question is, why? I just thought,

:09:48.:09:53.

what a wonderful idea, to make something like that but real. As

:09:54.:09:58.

soon as I thought of it I thought, I know the car. It has to be one of

:09:59.:10:04.

these. It took a lot of time and more than ?4000 to make. What did

:10:05.:10:09.

you really want to maintain about the original car? Mostly it was the

:10:10.:10:18.

lack of Windows. I have two say I think that could have been a nice

:10:19.:10:28.

addition as Commissioner Mark ``! It is just like the original, except

:10:29.:10:33.

there is now an airbag and mirrors. They are going to use it to make

:10:34.:10:39.

money for charity. It's going to go from John O'Groats to lands end in

:10:40.:10:44.

30 days, stubbing in a big town every day to make money. For now

:10:45.:10:49.

though, John is enjoying being a big kid on the road.

:10:50.:10:55.

That's all from me for now. I love that car estimation mark ``!

:10:56.:11:03.

the vote for Scottish independence the last voters will take their

:11:04.:11:08.

redundancy. Still to come, Kris Temple will have

:11:09.:11:13.

the sport, and... We take a look at Sir Malcolm

:11:14.:11:19.

Campbell's Sunbeam as it is fired up for the first time in 50 years.

:11:20.:11:28.

You have heard of the phrase out of the firing `` frying pan, into the

:11:29.:11:34.

fire. It might have special meaning for residents of Ford in Sussex. Not

:11:35.:11:40.

long ago their residence was earmarked for an eco`town but now it

:11:41.:11:48.

has been decided as the place for waste burning station.

:11:49.:11:54.

It was once a World War II airfield but now a new battle is being fought

:11:55.:12:01.

here. At a disused factory site, an incinerator plant was proposed which

:12:02.:12:06.

would create 60 jobs and help West Sussex meet its target of not

:12:07.:12:10.

sending any waste to landfill. Residents are concerned about the

:12:11.:12:14.

effect of the admissions and lorries. We will have two chimneys,

:12:15.:12:20.

50 metres high. You will see that from everywhere in the South Downs.

:12:21.:12:27.

It is massive overdevelopment. The company says it will disperse

:12:28.:12:30.

traffic through two separate access point and the emissions will be

:12:31.:12:36.

safe. Plants are designed to take out of the emissions `` take out the

:12:37.:12:47.

omissions and the bodies we are assessed by have both said these

:12:48.:12:53.

plants are suitable. Residents have previously opposed plans for an

:12:54.:12:56.

eco`town development but their MP insisted they are not NIMBYs. We

:12:57.:13:03.

don't object to small housing developments or small developers,

:13:04.:13:13.

but we object to large projects such as this in a rural area. The

:13:14.:13:19.

decision is expected in the next few months.

:13:20.:13:33.

Wildlife and fish in some of Europe's most important chalk rivers

:13:34.:13:37.

are set to benefit from new rules about to be imposed on watercress

:13:38.:13:40.

growers. There is growing evidence that phosphate used as a fertiliser

:13:41.:13:43.

has caused damage to some of Hampshire's rivers. One of the

:13:44.:13:45.

region's biggest watercress growers has already pledged it will take

:13:46.:13:49.

action to reduce the amount of phosphates it releases into the

:13:50.:13:51.

environment. Steve Humphrey reports. This is watercress. It is healthy

:13:52.:13:55.

and nutritious, particularly good in salads and soups, but in recent

:13:56.:13:59.

years there has been growing concern that the way it is grown as been

:14:00.:14:04.

causing damage to the wildlife and plants in some of our most famous

:14:05.:14:09.

chalk rivers. The big issue is the level of phosphate going into

:14:10.:14:14.

streams and rivers after it has been used as a fertiliser by watercress

:14:15.:14:20.

growers. We see changes in the communities, the plant communities

:14:21.:14:23.

in particular, which get back at it with algae. It grows quickly and

:14:24.:14:32.

reduces the overall biodiversity. One of the country's biggest

:14:33.:14:38.

producers, Vitacress Salads, has already decided to take action in

:14:39.:14:43.

advance of the new regulations limiting the amount of phosphates

:14:44.:14:48.

which can be released. We are simply doing the right thing. We run a

:14:49.:14:53.

conservation trust at the University of Southampton but told `` tells us

:14:54.:14:57.

that phosphates are damaging to these chalk streams. I am delighted

:14:58.:15:06.

that they have come on board. We have to replicate this right across

:15:07.:15:14.

the country. This is a valuable case study but it has to be the same

:15:15.:15:22.

right across the country. To reduce phosphate levels, Vitacress Salads

:15:23.:15:30.

is going to start recent `` re`site `` recycling water around its plots.

:15:31.:15:37.

The new legislation will be introduced at the end of March.

:15:38.:15:40.

Kris Temple, let's talk about Saints. There have been some adverse

:15:41.:15:50.

headlines, training grounds and the parting chief executives. But they

:15:51.:15:54.

have had a performance that will encourage them. Previously only West

:15:55.:15:58.

Brom have stopped Arsenal winning away from home in the Premier

:15:59.:16:03.

League. It gave the leaders plenty to think about at Saint Mary 's.

:16:04.:16:08.

With Rickie Lambert injured, Sam Gallagher was thrown into quite a

:16:09.:16:14.

game for his league debut and Saints got off to an ideal start when the

:16:15.:16:24.

deadlock was broken on 20 minutes. A slow start to the second half saw

:16:25.:16:30.

Saints relinquish the lead. The gunners looked on course for their

:16:31.:16:35.

eighth win on a road when Sante cause a beat the keeper. `` Sante

:16:36.:16:45.

cause all. But Adam Lallana made the most of this opening. Arsenal played

:16:46.:16:53.

at the final ten minutes a man down after this lunch `` lunge. Saints

:16:54.:17:04.

settled for a point when many thought they deserved more. We did

:17:05.:17:12.

everything we could for a win but we were playing against the top of the

:17:13.:17:15.

league so credit to us for holding on.

:17:16.:17:18.

There was Portsmouth recorded only their

:17:19.:18:23.

second away win of the season. Brian Taylor lead's penalty was enough to

:18:24.:18:32.

give them the points. Three cricketers from the South were

:18:33.:18:36.

in the England women's cricket team who retained the Ashes against

:18:37.:18:38.

Australia in Hobart. Sussex's Sarah Taylor hit an unbeaten half century,

:18:39.:18:42.

as England retained their version of the urn with a nine`wicket T20 win.

:18:43.:18:45.

Another Sussex player, Arran Brindle, was also in the side, along

:18:46.:18:48.

with Natalie Sciver of Surrey. No such joy for the men's team in the

:18:49.:18:52.

first T20 international. Hampshire spinner Danny Briggs was smashed for

:18:53.:18:56.

six by his former county colleague Glenn Maxwell. Surrey's Jade

:18:57.:18:59.

Dernbach didn't fare much better, as England lost by 15 runs.

:19:00.:19:08.

First details of the route of the Queens Baton Relay around England

:19:09.:19:11.

this summer have been released today. The relay is part of the

:19:12.:19:16.

build up to the Commonwealth Games taking place in Glasgow in July, and

:19:17.:19:19.

passes through all 53 Commonwealth member states. The baton will spend

:19:20.:19:22.

the day in Southampton on June fourth ` two days later it will be

:19:23.:19:26.

in Oxford. More details on the events, and how the public can get

:19:27.:19:30.

involved, will be released later in the year. We will see plenty more of

:19:31.:19:37.

that thing, Clyde, the Commonwealth Games mascot, over the course of the

:19:38.:19:47.

next few months. There was a fair bit of excitement

:19:48.:19:53.

in Beaulieu today. A British car that won the world land speed record

:19:54.:19:57.

three times was brought back to life today.

:19:58.:20:03.

The engine of the Sunbeam, driven by Sir Malcolm Campbell in the 1920s,

:20:04.:20:06.

had not been started for more than 50 years. Our transport

:20:07.:20:09.

correspondent Paul Clifton was there.

:20:10.:20:12.

A noise that has not been heard from more than half a century. This is in

:20:13.:20:18.

essence an aeroplane engine on four wheels. It took three land speed

:20:19.:20:33.

records. The car was left to decay. 20 years later it looked like this,

:20:34.:20:38.

little more than scrap metal, but it was restored. Here is the last time

:20:39.:20:43.

the car moved under its own power, at Goodwood in the 1960s. The engine

:20:44.:20:48.

later Luard and it has not been driven since. `` later blew up. Now

:20:49.:20:59.

many parts have been made at the National Motor Museum. It is a

:21:00.:21:07.

one`off engine so there are no drawings or specifications. Hundreds

:21:08.:21:12.

of people came to watch this landmark occasion, including several

:21:13.:21:15.

of Sir Malcolm Campbell's descendants. He was incredibly

:21:16.:21:24.

brave. To hang onto that steering wheel, no seat belt, no crash

:21:25.:21:34.

helmet, 150 mph in an open cockpit. Today this 95`year`old car had to be

:21:35.:21:38.

pushed into place. The project is not quite complete. The car did not

:21:39.:21:45.

move today but the plan is to have it driving again within a couple of

:21:46.:21:51.

months. A wonderful piece of history.

:21:52.:21:57.

Starting up the first time 50 years. Onto the weather. Alexis is here and

:21:58.:22:01.

we are really looking forward to Friday, aren't we?

:22:02.:22:10.

Guess what we have? Rain. We could have another inch of rain fall

:22:11.:22:12.

unfortunately but we have some weather pictures for you.

:22:13.:22:29.

More rain tonight and tomorrow. We could have some heavy bursts

:22:30.:22:36.

tonight, showers or longer spells at times, and maybe the odd wintry

:22:37.:22:46.

flake as well. A bit of sleep over the Chilterns. Temperatures falling

:22:47.:22:50.

to a chilly two to three Celsius. Perhaps down to one degree in the

:22:51.:22:55.

countryside. We are looking at a damp start tomorrow, a messy, league

:22:56.:22:59.

picture for the start of the day, but slowly improving, with dryer and

:23:00.:23:05.

perhaps brighter conditions developing the southwestern areas

:23:06.:23:09.

through the afternoon. Breast is best tomorrow, with the rain still

:23:10.:23:14.

hanging on the parts of Buckinghamshire and Oxfordshire. ``

:23:15.:23:22.

West is best. A cold feel to things, similar to today, when we

:23:23.:23:26.

had rain showers through the day and a cold easterly breeze. Through the

:23:27.:23:32.

night he showers and rainbow gradually clear but there is the

:23:33.:23:36.

risk of ice on untreated roads and pavements and some mist and fog

:23:37.:23:44.

patches as well. Temperatures down to around 12 Celsius, perhaps

:23:45.:23:48.

freezing in the countryside. Haps some patchy fog and I is to start

:23:49.:23:52.

the day on Friday. A dry, bright start but it will not stay that way.

:23:53.:23:56.

Weather fronts coming in from the Atlantic and with them strong gale

:23:57.:24:01.

force winds, particularly along the south coast. We look at that

:24:02.:24:05.

southerly breeze increasing through the day on Friday, with up to an

:24:06.:24:12.

inch of rain fall. The rest of the week, tails along the south coast

:24:13.:24:23.
