The flooding was bad enough. Now, storm force winds are adding to the | :00:52. | :00:58. | |

homes are without power after electricity lines came down. The | :01:02. | :01:06. | |
roof was torn from a block of flats in Oxford, damaging cars, although | :01:07. | :01:14. | |
luckily, no`one was injured. A man is in hospital after the tree fell | :01:15. | :01:17. | |
under his car in Farringdon. In a moment, we'll hear about travel | :01:18. | :01:20. | |
disruption and what the weather's going to throw at us next. But | :01:21. | :01:23. | |
first, the man leading the Thames Valley's response to the continuing | :01:24. | :01:26. | |
crisis says the emergency services are being pushed to the limit. | :01:27. | :01:29. | |

winds came with yet more rain today tearing through the Thames Valley, | :01:33. | :01:35. | |
taking this roof with it. It has being classed as a major incident. | :01:36. | :01:39. | |
Emergency services are working with the army to tackle the floods. | :01:40. | :01:43. | |
Police officers are being asked to cancel leave and work longer hours. | :01:44. | :01:54. | |
We have got members of the public and have had their lives disrupted | :01:55. | :01:58. | |
by floods. The least we can do is to work hard and long hours to make it | :01:59. | :02:03. | |
as bearable as it possibly can be. On the ground, fire crews working | :02:04. | :02:06. | |
round the clock to keep water away from homes and successfully keep | :02:07. | :02:09. | |
roads open. It's in stark contrast to last month when roads were closed | :02:10. | :02:13. | |
for days, homes flooded and the city at a standstill. This time, the | :02:14. | :02:19. | |
emergency services have tried a different approach. New pumping | :02:20. | :02:21. | |
techniques have mostly kept the floods away. Vital routes like the | :02:22. | :02:26. | |
Botley Road were protected. This afternoon, the Abingdon Road also | :02:27. | :02:36. | |
reopened. Using the Botley Road in deploying hoses was a new method and | :02:37. | :02:39. | |
that seems to work quite well. We're trying the new method of pumping now | :02:40. | :02:46. | |
to see where we can put that water and we're putting its great back in | :02:47. | :02:50. | |
attendance at the moment. `` straight back in the Thames. The | :02:51. | :02:55. | |
smarter emergency service response has meant much less disruption to | :02:56. | :02:59. | |
everyday life. The state I work on was totally flooded. This time it is | :03:00. | :03:02. | |
what free. It has been brilliant, yes. I was expecting not to be or to | :03:03. | :03:09. | |
get through Botley Road but it is marvellous. They have done a | :03:10. | :03:16. | |

from Oxford remains severely hampered by flooding further down | :03:37. | :03:39. | |
the tracks. This was Hinksey two days ago. Trains were forced to | :03:40. | :03:45. | |
travel no faster than 5mph. By this afternoon, the waters on this | :03:46. | :03:51. | |
section had subsided. But services haven't been able to return to | :03:52. | :03:54. | |
normal because of flooding down the line towards London. A tree across | :03:55. | :03:59. | |
the line in Wolvercote means trains are having to be diverted. Later in | :04:00. | :04:01. | |
the programme, our transport correspondent Paul Clifton will be | :04:02. | :04:05. | |
looking at the impact the weather is having on travel and what we can | :04:06. | :04:08. | |
expect in the days ahead. A short time ago, I asked our | :04:09. | :04:11. | |

has caused a bit of disruption. There is another storm forecast for | :04:33. | :04:35. | |
later in the week, isn't there? Yes, there will be any area of low | :04:36. | :04:39. | |
pressure from the Atlantic on Friday and into Saturday morning. The Met | :04:40. | :04:45. | |
Office have the issued and yellow weather warning for strong winds. We | :04:46. | :04:50. | |
could see gusts of 60 mph yet again and more rainfall. We're looking at | :04:51. | :04:58. | |
perhaps rainfall totals of up to one inch. I will have a full five`day | :04:59. | :05:01. | |

have some money they can be putting back into services and I am | :07:08. | :07:12. | |
disappointed at not chosen to put it back into homelessness services. The | :07:13. | :07:16. | |

injuries after being involved in a light air crash near Banbury six | :07:25. | :07:27. | |

businessman Giles English was praised for his quick thinking which | :07:31. | :07:34. | |
saved both his own life and that of his 11`year`old godson. He has been | :07:35. | :07:36. | |
speaking about the experience publicly for the first time to our | :07:37. | :07:46. | |
reporter Jessica Cooper. I was at the back here. You flew the biplane | :07:47. | :07:50. | |
from the back and all would have been here. We had back injuries and | :07:51. | :07:55. | |
were cut out. It is now not looking so good. This is what is left of the | :07:56. | :08:02. | |
front of the plane. Yes, the two wings have been taken off now and | :08:03. | :08:06. | |
this is the engine, which was all twisted when they moved it | :08:07. | :08:10. | |

quickly on scene to treat Giles and his godson who between them had | :08:49. | :08:53. | |
broken multiple bones. Giles is now back at work at the Henley company | :08:54. | :08:58. | |
he created with his brother. They were taught to fly by their father. | :08:59. | :09:05. | |
We spent the whole time in a workshop with him as kids making | :09:06. | :09:10. | |
things. He was an aeronautical engineer from Cambridge so he used a | :09:11. | :09:14. | |
stick is in the workshop, restoring old and watches will stop that is | :09:15. | :09:20. | |
why aviation and watches have gone so closely together for us. | :09:21. | :09:23. | |
With a handful of 1930s De Havilland Gipsy Moth aircrafts still in the | :09:24. | :09:26. | |
skies, Giles is planning to restore his, but whether he'll fly it again | :09:27. | :09:31. | |

have been through two plane crashes a family. My father died in a plane | :09:41. | :09:46. | |

further cuts to the force. More than five hundred posts will be closed | :10:32. | :10:35. | |
over the next ten years as the force saves twenty five million pounds | :10:36. | :10:38. | |
from their budget. The Chief Constable of the force says he is | :10:39. | :10:41. | |
worried about the impact on remaining staff but says Hampshire | :10:42. | :10:44. | |
Police will still provide a good service to the public. | :10:45. | :10:51. | |
The bobby on the beat. It's what the public say they want to see. But as | :10:52. | :10:54. | |
Hampshire police face a further budget squeeze, front line staff | :10:55. | :10:58. | |
will be cut. But the force hopes by working more closely with other | :10:59. | :11:01. | |
agencies like councils and reorganising its management, the | :11:02. | :11:04. | |
savings can be made with as little impact as possible. The public will | :11:05. | :11:14. | |
be worried and concerned, and my staff will be worried and concerned, | :11:15. | :11:18. | |
and the important thing is to give them a clear vision of how we get to | :11:19. | :11:22. | |
this and protect those essential services for them, to keep them | :11:23. | :11:27. | |
safe. And I'm confident that in two years time, we will still do a great | :11:28. | :11:32. | |
job from the people of Hampshire and the Isle of Wight. But there is no | :11:33. | :11:37. | |
question. Tough decisions have had to be made which will result in new | :11:38. | :11:40. | |
ways of policing. Police stations moving into council buildings, more | :11:41. | :11:43. | |
calls handled without officers being dispatched. It is the officers and | :11:44. | :11:48. | |
civilian staff of Hampshire police that work in police stations like | :11:49. | :11:51. | |
this across the county who would be most affected by the changes. In the | :11:52. | :11:57. | |
last four years, anyone hasn't posts have closed, now there are proposals | :11:58. | :12:01. | |
for another 500 anorak concerns about the impact that will have on | :12:02. | :12:07. | |
those that remain. That could potentially place police officers | :12:08. | :12:11. | |
that and 24/7 responding to emergencies, that could put them in | :12:12. | :12:14. | |
a more dangerous place and likewise the public. Yes, we have had to | :12:15. | :12:20. | |
adapt, but we have gone beyond the tipping point. Preventing crime and | :12:21. | :12:24. | |
putting victims first will remain a priority in Hampshire, but it will | :12:25. | :12:27. | |
be a considerably leaner force putting that into practice. | :12:28. | :12:34. | |
The emergency services have been out in force across the region today to | :12:35. | :12:38. | |
help towns and villages feeling the brunt of the weather. In the village | :12:39. | :12:41. | |
of Shaw near Newbury in West Berkshire the Army joined the fight | :12:42. | :12:45. | |
to hold back the flood waters. Around eighty homes have been | :12:46. | :12:48. | |
affected, and the police say they will issue fines to motorists | :12:49. | :12:58. | |
ignoring road closed signs. All afternoon, it has been a case of | :12:59. | :13:02. | |
watching and waiting as the waters get ever closer. It is getting | :13:03. | :13:08. | |
higher and higher and we are very worried and panicking and scared. It | :13:09. | :13:13. | |
came underneath the house, we managed to get this board appear, | :13:14. | :13:18. | |
and inside, you can see the water is already underneath the house. It is | :13:19. | :13:21. | |
a matter of moving everything we can and then keeping our fingers | :13:22. | :13:27. | |
crossed. Council staff are much in evidence today, but for some, there | :13:28. | :13:31. | |
are rival is too late and anger is rising almost as the river. The buck | :13:32. | :13:37. | |
is being passed to left, right and centre and nobody seems to be able | :13:38. | :13:41. | |
to make a decision, and now it is too late, because there are | :13:42. | :13:44. | |
thousands of tonnes of water in that river and it has now reached the | :13:45. | :13:51. | |
banks, so we do not know how deep it will get. There is a two centimetre | :13:52. | :13:54. | |
rise in the river which would mean that most properties internally | :13:55. | :13:59. | |
could remain dry. With water and sewerage coming up from a low, using | :14:00. | :14:05. | |
nearby troops to build a sandbag wall wasn't the answer. Sandbags can | :14:06. | :14:11. | |
be very effective in some locations, but in some places, they can create | :14:12. | :14:17. | |
a down and make it worse. Tonight, the police began fining motorists | :14:18. | :14:21. | |
who ignored road closures as the water begins to rise. The water | :14:22. | :14:29. | |
rising is just one concern with the people charged with making sure | :14:30. | :14:32. | |
people stay safe. The concern is that children on their half term | :14:33. | :14:39. | |
holidays will find the water too tempting and could be swept away if | :14:40. | :14:41. | |
they get too close to these fast flowing rivers. | :14:42. | :14:45. | |
Almost every railway route in the region has seen delays or | :14:46. | :14:52. | |
cancellations. But by far the most critical problem is in the Thames | :14:53. | :14:55. | |
Valley. Tonight there are suggestions that it might not be | :14:56. | :14:58. | |
fixed for weeks. Our Transport Correspondent is here. Things have | :14:59. | :15:01. | |
has got worse today. When a train company advises people | :15:02. | :15:05. | |
not to travel by train, you know things are really bad. I want to | :15:06. | :15:12. | |

It means instead of running 25 trains an hour each way, First Great | :15:29. | :15:33. | |
Western can only run five. Remember the sea wall collapsing in Devon, | :15:34. | :15:39. | |
and taking the railway line with it? The train company says that in terms | :15:40. | :15:43. | |
of disruption, the problem at Maidenhead is very much worse. The | :15:44. | :15:53. | |
fact that we have got the signalling out of use in such a critical part | :15:54. | :15:57. | |
of the network is a massive issue, and I would not want anybody to be | :15:58. | :16:02. | |
in any doubt that we face a very major challenge running the railways | :16:03. | :16:11. | |
without this signalling available. Clearly a very serious problem And | :16:12. | :16:16. | |
it is by no means the only problem on the railways. | :16:17. | :16:18. | |
All our train operators have had disruption today. For hours there | :16:19. | :16:22. | |
were no services west of Salisbury or west of Bournemouth. There were | :16:23. | :16:25. | |
delays and cancellations around Southampton, and Portsmouth, and in | :16:26. | :16:28. | |
West Sussex. They can be fixed. The Great Western in Berkshire is in a | :16:29. | :16:31. | |
completely different league. And road closures too. So many I | :16:32. | :16:34. | |
couldn't begin to list them. Dorset Police took the unprecedented step | :16:35. | :16:37. | |
this afternoon of telling people not to travel at all. And tonight there | :16:38. | :16:41. | |
are several main roads in Wiltshire that are only just about passable. | :16:42. | :16:50. | |

station. The Enterprise Zone at Lee`on`Solent | :16:53. | :16:56. | |
is part of a key Government strategy to boost economic recovery. The aim | :16:57. | :16:59. | |

aviation sectors over the next twelve years and has attracted seven | :17:03. | :17:05. | |

with the Homes Communities Agency a year ago after seeing adverts | :17:33. | :17:35. | |
offering commercial development opportunities at Daedalus for marine | :17:36. | :17:40. | |
businesses. They commissioned plans and impressions of how their | :17:41. | :17:43. | |
operation would look and hoped to open this spring. They also bought | :17:44. | :17:47. | |
lifting equipment which they've stored on a car parking area they're | :17:48. | :17:51. | |
renting on a short`term basis close to the hangar. They say so far | :17:52. | :17:55. | |
they've spent more than ?50,000 on setting up the business. Mr Mamczur | :17:56. | :17:59. | |
says although they hadn't received a written agreement, they were led to | :18:00. | :18:08. | |
believe that would happen. There are asked to jump through hoops from the | :18:09. | :18:15. | |
homes and community agency. We had preplanning applications with | :18:16. | :18:17. | |
Gosport, we had all of her livery made, they actually told us at one | :18:18. | :18:23. | |
point, that we could go out and celebrate, because it was in the bag | :18:24. | :18:32. | |
for us. But Mr Mamczur says last month everything changed. We had a | :18:33. | :18:36. | |
meeting with the Homes Communities Agency at their Bristol office where | :18:37. | :18:40. | |
they told us their intention was to clear most of the businesses off the | :18:41. | :18:43. | |
site and sell it to a developer. How do you feel about that? They were | :18:44. | :18:50. | |
advertising one thing publicly, they wanted marina assessment, but behind | :18:51. | :18:53. | |
closed doors, all they want to do is sell this entire area to a | :18:54. | :18:59. | |
developer. In December another company, Sapphire Aviation, pulled | :19:00. | :19:01. | |
out of Daedalus after 14 months there, saying they had "got their | :19:02. | :19:04. | |
fingers burned". They'd restored three derelict hangars for cleaning | :19:05. | :19:07. | |
and storing planes and say they had a non`binding agreement to lease | :19:08. | :19:11. | |
more land. But then the agency let it to Fareham Borough Council, so | :19:12. | :19:14. | |
Sapphire moved out with the loss of six jobs. The Homes Communities | :19:15. | :19:19. | |
Agency told us the land will be used for a new innovation centre for | :19:20. | :19:21. | |
start`up businesses, creating 150 new jobs, and that Sapphire had been | :19:22. | :19:24. | |
offered different plots, discounted accommodation and an extended lease | :19:25. | :19:32. | |
on its current premises. In relation to Marek Mamczur's proposed boat | :19:33. | :19:33. | |
yard business the agency told us... Mr Mamczur and Mr Horrocks say if | :19:34. | :20:04. | |
their boat yard plan here is thwarted they'll consider taking | :20:05. | :20:07. | |
legal action to recoup some of the ?50,000 they've spent. | :20:08. | :20:28. | |
