to help build flood defences before more storms arrive. People in South | :00:55. | :00:58. | |
Hinksey just on the edge of Oxford have been flooded several times this | :00:59. | :01:01. | |
year and were dreading the arrival of more rain this weekend. But after | :01:02. | :01:04. | |
much pleading and planning, defences arrived in the form of concrete and | :01:05. | :01:14. | |
manpower. Tom Turrell reports. Is this the light at the end of the | :01:15. | :01:20. | |
tunnel for South Hinksey? 80 Army service personnel have arrived to | :01:21. | :01:24. | |
dispatch sandbags and build a concrete flood wall around the | :01:25. | :01:27. | |
village. The hope is to protect it from further flooding due over the | :01:28. | :01:32. | |
weekend. We have come with our logistic equipment, also we have got | :01:33. | :01:41. | |
JCB trucks, lighting rigs and a significant number of manpower. | :01:42. | :01:46. | |
Floodwater has been an unwelcome visitor since Christmas. In January | :01:47. | :01:52. | |
these homes were hurt by the worst flooding since 1947. But will the | :01:53. | :01:56. | |
arrival of the Army put local `` locals' minds at rest? Seeing the | :01:57. | :02:03. | |
level of response is incredible. I had a villager on the phone who was | :02:04. | :02:06. | |
whooping with delight down the phone. | :02:07. | :02:09. | |
The Environment Agency are overseeing the operation. They say | :02:10. | :02:13. | |
desperate times mean they are prepared to try new techniques. What | :02:14. | :02:18. | |
is being built is a flood wall, which will be built using concrete | :02:19. | :02:23. | |
barriers, the type you would see on motorways. It is an innovative | :02:24. | :02:27. | |
solution, and it is not using defences that will be used elsewhere | :02:28. | :02:30. | |
`` would be used elsewhere. For the people of South Hinksey, | :02:31. | :02:36. | |
they are hoping prevention is better than cure. | :02:37. | :02:44. | |
Elsewhere there's been more bad news for train passengers. The rail line | :02:45. | :02:47. | |
between Banbury and Leamington Spa has been closed. | :02:48. | :02:49. | |
Heavy rain caused a landslide near the village of Bishop's Itchington. | :02:50. | :02:52. | |
There are still no trains southbound and a very disrupted service going | :02:53. | :02:56. | |
north. A replacement bus service has been provided. | :02:57. | :03:07. | |
Farms are still flooded across the region, but many farmers are helping | :03:08. | :03:10. | |
out those worse off than them. Robert Smith's land in Bampton has | :03:11. | :03:14. | |
been underwater for eight weeks, but he's been collecting hay and straw | :03:15. | :03:16. | |
from neighbouring farms. They've each given five to ten bales to help | :03:17. | :03:20. | |
farmers in Somerset, and some businesses have even given money. | :03:21. | :03:23. | |
Tesco has delivered the loads today. Humanity, it is a great thing. There | :03:24. | :03:26. | |
is always somebody worse off than you. We are bad, but there is | :03:27. | :03:30. | |
somebody worse than ours. Animals need to be looked after. | :03:31. | :03:33. | |
David Cameron has been to meet farmers in Bampton. The Prime | :03:34. | :03:37. | |
Minister was there to see the impact of the floods in his West | :03:38. | :03:39. | |

to meet him. Helen's with me now. What was the Prime Minister's | :03:45. | :03:48. | |
reaction to seeing the impact of the flooding? | :03:49. | :03:51. | |
Mr Cameron was visiting Cote Lodge Farm in Bampton. Now, you might | :03:52. | :03:55. | |
recognise it as the farm we went to visit earlier this week. As you can | :03:56. | :03:58. | |
see from these pictures, conditions were pretty atrocious and Mr Cameron | :03:59. | :04:02. | |
was quite surprised I think at the scale of the flooding ` he said that | :04:03. | :04:05. | |
he was sympathetic to the situation farmers like the owner here Tim Hook | :04:06. | :04:09. | |
found themselves in, and reiterated that Government money is going to be | :04:10. | :04:12. | |
able to help, for farmers it's a fund of ?10 million. People are keen | :04:13. | :04:22. | |
to know the details of how that money will be spent. Have you got | :04:23. | :04:27. | |
any word on that? The one thing you are going to know is when you can | :04:28. | :04:32. | |
get hold of that financial help. I did as Kemp how quickly he thought | :04:33. | :04:37. | |
that would happen. It is going to take some days to get the details | :04:38. | :04:44. | |
set out. Obviously farmers plan for the long term. His worry is some of | :04:45. | :04:49. | |

worried they will not be properly looked after if they have a glucose | :06:34. | :06:37. | |
did. It is important to have members of | :06:38. | :06:40. | |
staff around the children who know whether or not they can have an | :06:41. | :06:45. | |

dangerous, we cannot chemically restrained them, which is why we | :09:07. | :09:12. | |
have to capture them fully awake. Our top priority is the animals' | :09:13. | :09:17. | |
welfare. We have escaped any injury to any animal, and any injury to any | :09:18. | :09:24. | |
people as well. You have to have a lot of trust in | :09:25. | :09:28. | |
the other guys, because there are situations where you may need to | :09:29. | :09:32. | |
call on them to help you may even need to turn your back on the | :09:33. | :09:36. | |

picking up across the region. The Army has been out in Reading helping | :10:59. | :11:02. | |
with sandbags and the Navy has been trying to avert flooding in Romsey. | :11:03. | :11:05. | |
It's from just outside Romsey that we can join our reporter Ben Moore | :11:06. | :11:12. | |

hear that the wind is getting up behind me. We are not of Romsey and | :11:18. | :11:23. | |
under this bridge which the Army have been reinforcing the river of | :11:24. | :11:28. | |
all`day and what that has done is divert the river, as you can see out | :11:29. | :11:34. | |
onto the flood plain. It is a difficult river to manage. It split | :11:35. | :11:38. | |
into four different parts and the idea is that the water can be put | :11:39. | :11:41. | |
onto the flood plain, and to those channels that is divert around the | :11:42. | :11:44. | |
town of Romsey. That's channel that goes through the main part of Romsey | :11:45. | :11:49. | |
will stop flooding and perhaps homes and businesses can be saved. We were | :11:50. | :11:56. | |
on one area to the where businesses are worried you to the closure | :11:57. | :11:59. | |
because of the flooding and they cannot get supplies in or out. | :12:00. | :12:04. | |
Selling cars as nigh`on impossible when abroad as a river. Garage owner | :12:05. | :12:09. | |
Steve Carlyle had only 20 minutes to bring staff and supplies into work | :12:10. | :12:14. | |
this morning. I totally understand that it has to be shut but I feel as | :12:15. | :12:18. | |
a business, you cannot simply stop the business. We have things to do | :12:19. | :12:24. | |
and bills to pay, customers that wants to collect vehicles and I am | :12:25. | :12:28. | |
willing to carry on but they are not letting us. The roadblock here is | :12:29. | :12:35. | |
designed to stay, concrete blocks rather than sandbags banning all | :12:36. | :12:39. | |
traffic. There are 30 to 40 businesses on this trading estate, | :12:40. | :12:46. | |
no deliveries is not an option. If we do not get the order so we do not | :12:47. | :12:51. | |
get paid. We are an independent company and we must remain open to | :12:52. | :12:57. | |
survive. Homes are also being defended from the bloated river. HMS | :12:58. | :13:02. | |
Collingwood was again making the trip inland to sandbagged houses in | :13:03. | :13:08. | |
this area. Just north of year, the river terrace separates into | :13:09. | :13:12. | |
multiple channels. The main channel runs through the centre of town and | :13:13. | :13:16. | |
the others run past the outskirts. More water is being forced into | :13:17. | :13:20. | |
these, hopefully to protect the centre of Romsey. Israel that | :13:21. | :13:28. | |
prevention is better than each year. They are some areas that are free or | :13:29. | :13:37. | |
five feet submerged underwater. I think they have done well. At least | :13:38. | :13:42. | |
there is no shortage of defence 's ear. The Army have been using | :13:43. | :13:46. | |
thousands of sandbags secured from local farms by MP Caroline Dinenage | :13:47. | :13:55. | |
to secure the local river banks. Some places it completely broke down | :13:56. | :14:00. | |
and we have tried to reinforce that. River levels continue to rise as her | :14:01. | :14:05. | |
fears for homes and businesses in this tone. Joining me now is David | :14:06. | :14:09. | |
Robinson from the Environment Agency. How are you managing to | :14:10. | :14:15. | |
shore up the river terrace? It is very difficult and Romsey, we are | :14:16. | :14:19. | |
right on the edge year. There is a huge amount of water coming down the | :14:20. | :14:23. | |
river at the moment and we have had unprecedented volumes of rainfall. | :14:24. | :14:28. | |
We obviously have a lot of rain falling on saturated ground already, | :14:29. | :14:31. | |
so it is a real problem managing the water over the river terrace. What | :14:32. | :14:36. | |
we are doing and Romsey is having a look at how we can manage the flow | :14:37. | :14:39. | |
through the central channel that runs through the town. The Army has | :14:40. | :14:42. | |
been making sure that the river banks are strong as they can be and | :14:43. | :14:46. | |
we will be looking over the next couple of days with our professional | :14:47. | :14:51. | |
partners, the Lukla authorities, with the Army, with the emergency | :14:52. | :15:00. | |
services, is what he can do to try and make things better around the | :15:01. | :15:05. | |
flood plain. You have warnings in place and have some advice. That is | :15:06. | :15:10. | |
correct, three severe warnings are around the coast for Lymington, | :15:11. | :15:17. | |
Christchurch and Portland. That means there is a risk to life, so we | :15:18. | :15:22. | |
are urging people to call our flood plain number. You can get that | :15:23. | :15:29. | |
online. Please stay safe, if you have any concerns, listen to your | :15:30. | :15:33. | |

on January the 24th last year when a woman noticed smoke coming out of | :16:28. | :16:31. | |
her neighbour's house and West Sussex. She raised the alarm and | :16:32. | :16:35. | |
firefighters found the front door jammed but forced their way inside | :16:36. | :16:37. | |
and discovered behind the door the body of a man. Prosecutor Christine | :16:38. | :16:43. | |
Lang told the jury to the that the man had known X `` legs between the | :16:44. | :16:48. | |
knees and he had not managed to escape the blaze. Once the | :16:49. | :16:52. | |
firefighters had tackled the fire, Ms Lang said they had discovered | :16:53. | :16:57. | |
this was no tragic accident. The man was mad legs and hands had been tied | :16:58. | :17:00. | |
with cables and his head`series and injured. Later examination showed he | :17:01. | :17:05. | |
had been tortured and the fire was started deliberately with petrol. | :17:06. | :17:09. | |
Sussex Police has since launched a murder investigation. The victim was | :17:10. | :17:13. | |
59`year`old Michael Griffiths who had worked at an auction years and | :17:14. | :17:17. | |
was a self`employed jeweller at a workshop at his own home. Ms Lang | :17:18. | :17:22. | |
said that it was common knowledge that Mr Griffiths owned two diamonds | :17:23. | :17:27. | |
worth around ?40,000. The prosecution believe the burglars | :17:28. | :17:32. | |
tortured him to try to get him to open the safe but he did use and it | :17:33. | :17:37. | |
remained locked. Mr Griffiths was killed and his house set on fire to | :17:38. | :17:42. | |
destroy the evidence. Anne Hall seven people are on trial in | :17:43. | :17:44. | |
connection with the death of this man. One woman and five men deny the | :17:45. | :17:50. | |
murder. Six defendants denied the conspiracy to prevent the course of | :17:51. | :17:56. | |
justice. Three of these people have pleaded guilty. The child is | :17:57. | :18:00. | |
expected to last for several weeks. Measures aimed at increasing | :18:01. | :18:02. | |
capacity, reducing congestion and increasing average speeds may be | :18:03. | :18:05. | |
introduced on the M3. The Highways Agency is consulting on the plans | :18:06. | :18:08. | |
